- 0:13OK? So all hesitated to speak about
- 0:19any of the the latest incidents that have been happening with
- 0:22with Queensland Police. Obviously I've spoken several
- 0:25times about the amount of shootings that we've had, the
- 0:31data that's coming through that shows the Queensland Police shot
- 0:35and killed more more of its citizens than all the other
- 0:41states in Australia combined. States and territories combined
- 0:46between well in the year 2022 to 2023.
- 0:51That's data that came through from the ABC of you know your
- 0:58your hope that these things are just are just one off.
- 1:01You know, we we have a just a bad spate of things, everything,
- 1:05just all the stars are aligning and these are just the things
- 1:09that are all going wrong all at once.
- 1:11I happen to think that some of it is to do with with training
- 1:15or lack of experience, the way that QPS new hires people having
- 1:21a lower standard or its recruitment process for it's the
- 1:25the new recruits that they have. You know, you hope that this is
- 1:32just data and it's just it's just one off.
- 1:36This is just a bad time. But more shootings are coming
- 1:39through. More shootings have been
- 1:41happening. And then the the last week.
- 1:44Yeah, it's hard to even comprehend.
- 1:47How many? How many?
- 1:49How many shootings we can have and and we still the hierarchy
- 1:57and announce, making announcements saying hey, maybe
- 1:59we need to rethink the way we're doing things.
- 2:03I get it, the you can be faced with dangerous times, dangerous
- 2:07people. People are showing less respect
- 2:11for police, for authority. I think a lot of that's been
- 2:14brought about because of the way police across the nation have
- 2:18have treated people, not just police in the way the
- 2:22politicians, but the way authority in general have
- 2:25treated the people. And unfortunately, this has
- 2:28caused some elements of our society's side that they need to
- 2:31push back using violent, violent methods.
- 2:38But there's other things that are also happening.
- 2:40There's a report that came out and just earlier this week and
- 2:46it's it's very unsettling the information that it gives in
- 2:50regards to the how Queensland police have handled a different
- 2:56investigation and how the standards of this investigation
- 2:59have been completely unsatisfactory.
- 3:03So this headline he came out from ABC News a couple days ago.
- 3:06It says that the judge found police probe into a home
- 3:10invasion in the southeast QLD suburb where Abilene White was
- 3:16killed was entirely unsatisfactory.
- 3:21Entirely unsatisfactory. Reading through this report.
- 3:27Anyway, here we'll go through it together.
- 3:31So a Brisbane judge found police bungled and investigation into a
- 3:35suspected home invasion by a group of teenagers in the same
- 3:38SE QLD suburb where grandmother was allegedly stabbed to death
- 3:42by a 16 year old last week. This is the the grandmother that
- 3:45was killed down around the Ipswich area by a gang of yeah,
- 3:52where they African youths. So the unsatisfactory
- 3:58investigation into the terrifying 2021 home invasion
- 4:02contributed to the chief suspect being found not guilty,
- 4:05according to a finding by Judge Vickie Lowry in the Brisbane
- 4:09Children's Court last year. The damning findings called into
- 4:17question criticism by the Queensland Police Union on the
- 4:20state's judicial system as being responsible for failing to
- 4:23curtail youth crime. Could I put it, put it out there
- 4:27that perhaps it's it's all of these things coming together.
- 4:31Failing of the police system, our police service, but also our
- 4:36failure of the judicial system and the failure of a government
- 4:42union. President Ian Levers mounted the
- 4:44extraordinary attack on the on the judiciary after 70 year old
- 4:49Violin White was allegedly stabbed to death by youth in the
- 4:52Red Bank Plains Shopping centre. The ABC has obtained a Brisbane
- 4:57Children's Court judgement which revealed an investigation into
- 5:01the home invasion as a Red Bank housing estate in October 21 was
- 5:05entirely unsatisfactory. The May 2023 judgement by
- 5:10District Court Judge Vicki Lowry Casey, reveals police failed.
- 5:15Yeah, I read this. I don't know.
- 5:17I don't understand how they've done this, but police failed to
- 5:20obtain key witness statements and conduct forensic testing on
- 5:25a suspected weapon. Seriously, I've got no idea how
- 5:30you do this. How?
- 5:32How you failed to get key witness statements Anyway, Judge
- 5:38Lowry also highlighted how one officer stated she was unable to
- 5:43obtain a statement from a key witness.
- 5:45And this is a quote because it was too hard with her rosters.
- 5:50What the flip? Seriously, how?
- 5:53How was that an excuse? How was this officer An officer?
- 5:59Yeah, you know, believe it or not, you you actually do have to
- 6:03put in a lot of work and a lot of effort.
- 6:07And if you want to get witness statements, if you want to
- 6:10gather evidence, you have to put in the work.
- 6:14It doesn't just come and fall in your lap.
- 6:17You have to go out there and knock on doors, go and chase
- 6:22people down. So the investigation was picked
- 6:26up by a second investigator after nine months had passed,
- 6:30she said. That's ridiculous, Judge Lowry
- 6:33said. The failure for police to
- 6:35undertake some of these tasks made positive identification of
- 6:39the alleged offender impossible, giving her no alternative but to
- 6:43find them not guilty, she said. In her judgement, the prosecutor
- 6:47had conceded it led to an inference adverse to the Crown
- 6:53given the state of the evidence. Queensland police have
- 6:56previously told the ABC that they cannot comment on judicial
- 7:00remarks. A spokesman said arrests in the
- 7:02in relation to the home invasion had been a result of an
- 7:06operation involving the Trial Protection and Investigation
- 7:09Unit, Criminal Investigation Branch and Tactical Crime Squad.
- 7:19I'm sorry this this female officer that said, you know, she
- 7:25was unable to get, it was too hard.
- 7:27She was unable to get statements because it was too hard with her
- 7:31roster. I really would hope it wasn't
- 7:35people from it wasn't an officer from Child Protection Unit or
- 7:38Criminal Investigation Branch. If if I was a betting man, I'd
- 7:42be saying it's someone from Tactical Crime Squad and you
- 7:47would hope it is because seriously, this is the standard
- 7:50from someone from Branch from the CIB.
- 7:53Well stands. That dropped them.
- 7:57Lord help us all. Contacted by the ABC police
- 8:00union President Lee has said the case highlighted the current
- 8:04overworked and understaffed nature of policing.
- 8:07Which yeah, I've got to agree, OK, you're overworked,
- 8:09understaffed. This is a serious job, but
- 8:12serious job. You can't let things like this
- 8:15slide. And if they're overworked and
- 8:17understaffed, this all comes back to the hierarchy.
- 8:19How the commissioner has allowed such a drop off in well in
- 8:25police recruitment. Now the numbers continue to fall
- 8:29the week after week. There's still the police service
- 8:32still see the amount of people leaving.
- 8:36The numbers are changing in that respect and the numbers coming
- 8:39in aren't getting much better. Except yeah, we're getting
- 8:43people from overseas. It's great.
- 8:45It's the judges in the community need to remember that.
- 8:48Frontline first response operational.
- 8:51Please do not prosecute cases in these matters.
- 8:54That's is up to the Office of the Director of Public
- 8:57Prosecution prosecuted the case, not the police.
- 9:01The DPP is also woefully underfunded and under resourced.
- 9:04Leaver said the police involved were working.
- 9:07Very difficult circumstances. I'm not even sure what he's kind
- 9:10of like. He's he's talking in riddles
- 9:13here. He's talking about frontline
- 9:14police, but child protection, investigative unit, CIB and
- 9:22technical tactical crime, they're not exactly suppose
- 9:26they're frontline in a way, but they're not general duties are
- 9:28out there on the job. They're they're child protection
- 9:33and CRB. Their job is to investigate
- 9:36these things. They're not out there just
- 9:38responding to being the first responders when the call goes
- 9:41out. You know when someone calls
- 9:43Triple O, they're not the ones on the front line going out to
- 9:46these jobs you can call by. He seems like he's making a bit
- 9:52of excuses. The home invasion occurred after
- 9:57a group of views had been seen hanging around the park in Red
- 10:00Bank in that demanded money from a local woman.
- 10:03According to the judgement. Later that day, this woman was
- 10:05in her house near the park and heard people talking nearby.
- 10:08She turned off the lights and closed all the curtains.
- 10:11She she heard people jumping over the back fence and saw a
- 10:14flashlight or porch in the yard. A group of boys entered a house
- 10:17through the laundry door, which she saw her brother open, Judge
- 10:22Larry said. The woman stated she had sought
- 10:24safety in a bedroom, closing the door.
- 10:27Five boys, including the defendant, forced their way into
- 10:30the bedroom. According to the woman's account
- 10:33or for referred to in the judgement, the woman alleged one
- 10:36of the boys was armed with a baseball bat and another was
- 10:39armed with a steering wheel lock.
- 10:40The woman was terrified and armed herself with a knife and
- 10:43stood up on her bed. The boys demanded money from her
- 10:46and said they would break the television in the living room.
- 10:48She did not give them money. The crime was interrupted when
- 10:51police arrived at the home and the boys fled.
- 10:53See those police arrived there? The first responders, they
- 10:59they're the ones that are overworked anyway, the, the
- 11:03woman stated. She had been able to identify
- 11:06five of the boys, including the defendant.
- 11:08The judgement said that after the police had attended her
- 11:12home, the complaint found the steering wheel lock under the
- 11:14sheets on her bed and assumed it had been hidden.
- 11:16When police arrived and the offenders fled.
- 11:18Voters were taken of the item some days later.
- 11:21It would not seized nor subject to forensic examination.
- 11:24That the heck, how does that happen?
- 11:28There was no explanation for that not having occurred when
- 11:31police arrived 15 minutes later. All boys fled except for one.
- 11:34She said two police officers gave evidence about their
- 11:37investigation into the matter. She stated a senior constable
- 11:40had attended A neighbouring property on the night and
- 11:42supposed two men, when the police officer was speaking to
- 11:44the men that defended approached him from behind and asked what
- 11:47was going on, she noted the console spoke to the defendant
- 11:50and he confirmed his identity and stated that he had come from
- 11:54a house behind the complainants property.
- 11:57Judge Larry said the defendant was released and no effort was
- 12:00made to confirm his account nine months later.
- 12:04Now the police officer took over the investigation right failure
- 12:10after failure. The officer collected CCTV, CCTV
- 12:14footage and stills and confirmed she spoke to the complainant's
- 12:17brother to try and get a statement.
- 12:20Judge Larry United said the officer did not bother to your
- 12:23statement because it was too hard for her rosters with her
- 12:26rosters. She also noted the officer did
- 12:28not attempt to get a statement from the complainant's friend
- 12:31who was inside the room during the incident.
- 12:33She did not bother to follow up the defendant's claim that he
- 12:36was visiting a neighbour A neighbour property at the time.
- 12:40The judge pointed out that the officer also knew nothing about
- 12:43whether the weapon located in the complainants and the
- 12:47complaints bed was seized or forensically examined.
- 12:51Precious moments. This is just one epic failure
- 12:55after another one making a decision.
- 12:59The judge stated there were issues around identifying the
- 13:02offender, but she found that the police had not undertaken enough
- 13:06investigation to shed light on whether the defendant was
- 13:10presence. Police did not obtain a
- 13:13statement from the complaints friend.
- 13:16No explanation was given for why police did not obtain a
- 13:19statement. Police also did not obtain a
- 13:21statement from one of the residents of a neighbouring
- 13:23property to confirm or discredit the defendants claim of him just
- 13:27visiting the neighbours property at the time and not being
- 13:30involved in the home invasion. No explanation was provided for
- 13:33this, the judge pointed out. The judge stated that she
- 13:37considered the explanations given for the failure to obtain
- 13:40these statements was entirely unsatisfactory.
- 13:46Oh my goodness, sorry, I'm really I'd.
- 13:50I'd read this and I thought I just.
- 13:51It blows my mind that there was just no explanation given for
- 13:56any of these things not being done.
- 13:59The fact that you can go forward and be prosecuting these people,
- 14:04charging, taking them to court, going to court to give evidence,
- 14:08but then you haven't got the evidence to back up your claims
- 14:11and then not being able to give a satisfactory answer
- 14:14explanation on to why or how why you haven't chase, why you
- 14:20haven't followed up. Anyway look if this was just a
- 14:27one off of a a failure of police the the problem is you take a
- 14:35step back. You look back and think well
- 14:36what else is happening just in this last week I'll have a look
- 14:39at another another story that that happened just the other day
- 14:42and not even gonna forget about the shooting that happened just
- 14:46just shit South of Mackay. Not a lot of information coming
- 14:50through. There was a man killed just the
- 14:51other day. Not a lot of has happened,
- 14:56except that he's produced a weapon.
- 14:58He's produced a firearm and then he's in there being shot.
- 15:03There was also another shooting. Well, there was a a firearm was
- 15:07discharged. Reading this story this is a
- 15:10little I actually I find this very hard to believe as well.
- 15:16The police officers have done this.
- 15:18So as this story says update on discharge of police firearm.
- 15:22This is actually a police police news on the police website.
- 15:26Police have charged a 17 year old boy and a 14 year old girl
- 15:29following a reported stolen vehicle tracked from Oxley into
- 15:33Wong to Twang Brisbane 2015 Volkswagen Polo that was stolen
- 15:42from an Ashgrove Ashgrove address on February 12,
- 15:45allegedly drove dangerously at offices during an attempted
- 15:49intercept on Blunder Road. It's a blunder.
- 15:52It's quite a wide Rd here in Brisbane.
- 15:55There around Oxley is quite wide so they've attempted to
- 15:59intercept going by this and then the vehicle has driven at police
- 16:04that police have police vehicles this resulted.
- 16:08This resulted in an officer presenting and discharging his
- 16:12service firearm at the vehicle. The Volkswagen was located
- 16:18abandoned on Frederick St in Tawong in.
- 16:21Four people allegedly from the vehicle were located and taken
- 16:25into custody. The I was reading this and I'm
- 16:29thinking I could not believe that the police that an officer
- 16:36has thought it was a good idea. Vehicles coming at you you're
- 16:41you're trying to intercept you could put your car in the way.
- 16:44OK you're you're trying to, you're trying to cut the vehicle
- 16:47off. So you've put your car in the
- 16:49way to try and stop them from getting through.
- 16:52They've driven either at you or at the vehicle and this police
- 16:56officer has decided it was good idea.
- 16:59I think this police officer may have been watching too many
- 17:01movies and decided it was a good idea to pull his gun and shoot
- 17:07at the child who was driving the vehicle.
- 17:11Now you're supposed to draw your weapon and shoot your weapon
- 17:15when you are in danger, When your life is in danger of
- 17:19someone else's life is in danger.
- 17:21I was always under the impression, I was always told
- 17:24that it's not a good idea to pull your gun and shoot at
- 17:28someone in a vehicle because you can.
- 17:31It's not the same as being threatened with the knife or
- 17:34being threatened with the a firearm.
- 17:36Because you can move out of the way, you can get covered, you
- 17:40can move. If someone's trying to get
- 17:43through, you're better off getting out of the way and
- 17:45letting them drive off. It's not a good idea and it's
- 17:49hard to defend. If you're going to pull your
- 17:53firearm and shoot at someone in the car, the only way you're
- 17:57gonna be able to stop them, You have to.
- 17:59You have to shoot them dead. You.
- 18:01Someone's driving a vehicle and you shoot them and you injure
- 18:04them. You're not gonna stop the car.
- 18:06They're not gonna stop. They're just gonna drive harder.
- 18:08Their foot's gonna be flat through that floor.
- 18:11They're going to be ramming even more things just to try and get
- 18:14out of there because they're in pain.
- 18:18Again, I think that shows complete lack of responsibility.
- 18:22I think it's hard. I'd I'd only heard of one other
- 18:26officer doing this and the circumstances were a little
- 18:29different and that was Officer because that was Chris Hurley
- 18:34the chap I was talking to once and he was he was the one that
- 18:38was involved in please I hope I got that name right.
- 18:42The one that was involved in the in the rats, on in the in the
- 18:49riots in the Palm Island. One went blank then on Palm
- 18:57Island. So he was also involved some
- 19:00years later, presented his firearm and shot at a vehicle.
- 19:05Still not a great idea and it's hard to justify, hard to defend
- 19:09your actions if that's what you're doing.
- 19:10I don't even remember how we went with defending that.
- 19:14UM, look as if this was just a one off.
- 19:20You know police pulling their firearm and shooting at a
- 19:23vehicle That the incident that happened just South of Mackay
- 19:29marks the 4th fatal police shooting just within the Mackay
- 19:35Whitsunday police district in the last 16 months.
- 19:39So in the most so in the most recent was in December 23 with
- 19:44police allege a 56 year old man armed himself with a large cane,
- 19:49knife and a motel in Bowen. He was shot dead.
- 19:52In 2022, a 24 year old man was shot by police in the Early
- 19:56Beach party strip after he allegedly approached officers
- 20:00with a knife. And a 24 year old died after
- 20:04being shot following an incident near the Mackay Base Hospital
- 20:10that that's just in this district of the Mackay
- 20:13Whitsunday area within the last 16 months 4 you know so.
- 20:20And as the ABC reported from all the data they review they
- 20:24they've gotten a hold of. It's revealed that in 2022 to
- 20:282023, Queensland police shot more police, more people than
- 20:34police in the rest of Australia combined.
- 20:39The shooting More people than the rest of the lease in
- 20:43Australia combined. And then they they're also
- 20:46making mistakes that are causing young criminals to go free
- 20:54because they can't even do the job of gathering evidence
- 20:57properly. It this is like you said, if it
- 21:04was just if you're looking at all these things together this
- 21:08is gross negligence. We we have complete failure.
- 21:13And I think it all goes back to when the police hierarchy
- 21:17started to attack the police officers from the inside,
- 21:23pushing away disenfranchising good place, telling them that
- 21:30they they processes their beliefs.
- 21:35Their desire to to be able to protect their body, to be able
- 21:40to make a decision about their body's bodily autonomy was
- 21:45completely unjustified. And that police, police
- 21:49hierarchy? No better.
- 21:50No better. They completely shunned a lot of
- 21:53so many good officers. So now we see all a lot of good
- 21:57officers, a lot of experience officers walking out the door
- 21:59every week and we're just continually having this
- 22:04revolving door and and all the new inexperienced people coming
- 22:07in plus the standards that are being have been lowered over the
- 22:14last couple of years just for the sake of getting numbers in.
- 22:18And we're seeing the fruits of this.
- 22:20We're bearing the fruits of this with cases like what's happening
- 22:24here where evidence isn't being gathered properly.
- 22:29Police are just too busy with whether it is because they're
- 22:35just too busy and they've got a bad roster and there's just not
- 22:39enough staff, or whether it's just they just can't be bothered
- 22:44because they haven't been trained properly, properly and
- 22:46they don't know what they're doing.
- 22:49But then we've also got more police shootings in this state
- 22:53than the rest of the country combined.
- 22:57Something needs to change. I've said before, if nothing
- 23:01changes, then nothing changes. It's it's not a good for police
- 23:05hierarchy to just in the in the police union just to step out
- 23:08there and say, well, police are overworked.
- 23:10There's nothing more they can do.
- 23:11They're just trying their best. You have to sit down and
- 23:15honestly look at the way you're doing things.
- 23:17Otherwise, people are just continually going to be shot,
- 23:22killed. Investigations are going to
- 23:26continually be bungled. Police are going to be doing
- 23:30things like shooting and moving vehicles, which I'm sorry, I I I
- 23:37find it really hard to. In any scenario where you can
- 23:41justify shooting at someone in a car because they're driving at
- 23:46you, it's hard to justify. So I'd I'd I think we've been on
- 23:57this slippery slope with police for quite a few years.
- 24:01It started years back when standards for police recruitment
- 24:05dropped dramatically. OK, because the hierarchy
- 24:09decided that they wanted a 5050. And that's nothing against
- 24:13female officers, cause some of the best police I've ever worked
- 24:15with were female officers. But if if if you were so
- 24:19insistent that you want a 5050 ratio and you decide, well to
- 24:24get that 5050, we're just going to drop the standards across the
- 24:27board so that we get those numbers up, well then you're
- 24:30going to be left within net leasing, inept police.
- 24:37And then the other group policies that are in there,
- 24:39you've pushed, you shunned aside because you forced mandates upon
- 24:44people who had the enough nails to say no, Well, we wanna be
- 24:48able to make decisions for our bare bodies ourselves.
- 24:52And you told them police hierarchy commissioner told them
- 24:55no. Well, we know better.
- 24:57We know what's best for you and your body.
- 24:59So if you don't want it, well then there's the highway and all
- 25:03we can do, all we can do is just keep getting more people in.
- 25:06And it doesn't matter whether we drop our standards as long as we
- 25:10have bodies, as long as we have numbers that we're reaping the
- 25:14consequences. Because this is the thing that
- 25:16our police leadership have done. I've said before about how if
- 25:22you do not have good leadership, well then you're going to see
- 25:28failure across the board. Our leadership of failing us, a
- 25:33government leadership of failing us, a police hierarchy, the
- 25:36police leadership of failing us. And we the people are paying the
- 25:40price with inept investigations and more shootings than any
- 25:47other state and territory in Australia.
- 25:49But hey, how would I know? Always just a baggy arsenic,
- 25:57Constable. That's just my opinion.
- 26:01Thanks for listening to the senior.
- 26:04Thanks for listening to the Slippery slope.
