- 4:54into William Walter of the New Orleans yes I Office. So during their early
- 5:02morning hours, okay, for November the seventeenth, nineteen and sixty three,
- 5:12the teletype machine in the FBI office in New Orleans began to rattle away William
- 5:25S. Walter, a young security clerk who walked over to the machine.
- 5:29Walter was alone in the office. His regular working hours were from midnight until
- 5:34eight am. He read the message, which was addressed to all sacs that's
- 5:43special agents in charge of the various offices of the f BEHIND. Noted that
- 5:48it came from the Bureau Director J. Edgar Hoover. The message read urgent,
- 5:56and Walter read it very carefully. Was headed threat to assassinate President Kennedy
- 6:02in Dallas, Texas November twenty two, Dash twenty three, nineteen sixty three.
- 6:12Miscellaneous information concerning the short message revealed that the FBI had received information that
- 6:19there might be an attempt to assassinate President Kennedy during his trip to Dallas one
- 6:24November twenty second or twenty third, nineteen sixty three. The sacs were instructed
- 6:30to immediately contact all ciss as criminal informants of all pcis's potential formal informants in
- 6:39all quote logical, racial and hate group informants in order to investigate the threat.
- 6:47Walter called Special Agent in Charge Maynard, who was charged with the responsibility
- 6:54of running the New Orleans office. Maynard ordered Walter for immediately all the various
- 7:00special agents who ran SIYS and PCIs. Walter woke up five special agents to
- 7:09read the teletype message to them. He then wrote their names upon the face
- 7:14of the teletype. Soon Maynard arrived at the office to take charge. In
- 7:18the eight o'clock in the morning, Walter left the office. The response to
- 7:24the teletype demonstrated that the New Orleans office considered the message to be of unusual
- 7:29significance. Five days later, early in the afternoon of November the twenty second,
- 7:35nineteen sixty three, William Walter was in a barbershop getting his hair cut.
- 7:43A radio broadcast was interrupted with news that the president had just been shot
- 7:46in Dallas. Walter raced back to the FBI office to reread the teletype.
- 7:54He showed it to various special agents and asked, how could this have happened?
- 7:58We had five days notice. Later that day, Walter typed a copy
- 8:03of the teletype rode across the face of the copy the names of the five
- 8:07special agents he had called on November seventeenth, soon after the assassination, and
- 8:16FBI directive ordered the New Orleans office of the Bureau to direct the various agents
- 8:22who had conducted interviews regarding the assassination to re examine those reports. The object
- 8:30was to make sure that there were no conflicts with Hoover's public position Oswald was
- 8:35the lone assassin. All information that might embarrass the Bureau was to be deleted
- 8:41from new reports then being prepared for the Warning Commission, and the original documents
- 8:48were to be destroyed. Walter later decided to look at the original teletype again
- 8:58alone in the office, check the appropriate file drawer, and discovered that the
- 9:01teletype had disappeared. The only written proof of his existence was the copy that
- 9:09Walter had made and taken home. When Senator Richard Schweiker, then a member
- 9:16of the Church Committee, began an inquiry into the assassination of President Kennedy in
- 9:20nineteen seventy five, Walter flew to Washington, DC to provide him with the
- 9:26information in his possession. Schwiker's committee subsequently urged that the Senate appoint a committee
- 9:33to conduct a full scale investigation of the murder. Walter lives in Louisiana,
- 9:39where he is currently the vice president of a bank. He is prepared to
- 9:43testify before the HSCA commit the assassinations regarding the authenticity of the teletype message.
- 9:50That copy, never before made public, is published here for the first time
- 9:56since it was prepared by Walter on November the twenty second, eighteen sixty three,
- 10:01and it reads as thus two of all sacs from the Director threat to
- 10:15assassinate President Kennedy in Dallas, Texas, November twenty two, Dash twenty three,
- 10:20nineteen sixty three. Miss information concerning INFRO has been received by the bureau.
- 10:26Bureau has determined that a militant revolutionary group may attempt to assassinate excuse me,
- 10:35President Kennedy or his proposed trip to Dallas, Texas December twenty two,
- 10:41Dash twenty three, nineteen sixty three. All receiving office should immediately contact all
- 10:46CIS PCIs, logical, racial and hate group informers to determine if any basis
- 10:54for threat. Bureros should be kept advised of all developments by a teletype some
- 11:05know what that means? Sub me FT three, zerre two's and LA him
- 11:11other office has been advised and I please love Dallas c T T I A
- 11:20TU clear at and then written on here is the names of the five agents
- 11:28to Walter woke up that morning and let them know. That would be Agent
- 11:31Warren Debreeze. You may have heard of him before, Agent Wall, Agent
- 11:39Cock. That's Milton Cock, sort of him before Maynard and Gilman at least
- 11:48of all special agents in the New Orleans Field Office. UM one. Let's
- 12:01see March twenty sixth, nineteen sixty eight, Nashville, Tennessee what's up,
- 12:18Doug I william S Walter make the following free involuntary statement to special Agents Robert
- 12:28Jensen and William Bulkans, who have both identified themselves to me as representatives of
- 12:33the FBI. I've been informed of my rights, but do not wich to
- 12:39sign a form indicating that I have been so advised. Copy of this form
- 12:45was furnished to me, and I was also informed of the provisions of Title
- 12:48one s Sectually one thousand and one of the US Code. I understand what
- 12:52I've been told. I am a former FBI employee who handled clerical duties in
- 13:00the New Orleans office. Among my duties with the handling of teletype messages that
- 13:05came in during my working hours. I recall that sometime during my tour of
- 13:09duty midnight to eight am on November seventeen sixty three, I received a teletype
- 13:16from Left Beyond Headquarters. This was a conference teletype sent to New Orleans and
- 13:20other southern offices. I do not remember any other offices, nor can I
- 13:26recall the specific title of this teletype. I do know this teletype contained information
- 13:31to the effect that there might be an assassination attempt on President Kennedy in Texas.
- 13:37I do not I recall any specific town in Texas being mentioned, but
- 13:43I do know that Texas was indicated. I am not mistaken about my receipt
- 13:48of this teletype. I also know that other clerical employees know of the receipt
- 13:52of this teletype. Some of these clerical employees are no longer employed by the
- 13:56Bureau. I do not want to identify these employees at this time. I
- 14:01was also asked if I had furnished information regarding my receipt of a teletype on
- 14:05November seventeenth, nineteen sixty three, regarding in the ledge attempt on the life
- 14:11of President Kennedy to anyone else. I have furnished information regarding this to my
- 14:16attorney, three representatives of the U. S. Attorney's Office in New Orleans,
- 14:20and two special agents Jensen and Maulkins. I have not furnished any information
- 14:26regarding this teletype to Mark Lane, Garrison or any representative of their offices.
- 14:33I also wish to make the statement that I was not specifically asked while in
- 14:37the Jacksonville office of the FBI whether I actually received the teletype in November seventeen
- 14:43to sixty three regarding in the ledge attempted in the life of President Kennedy,
- 14:50I denied while in the Jacksonville office furnishing any information to Mark Lane, and
- 14:56said that I told Mark Lane that I never received heaved any such message or
- 15:01communication. All Right, So this guy's clearly on the side of the FBI.
- 15:07He's not trying to stick it to the FBI. In fact, he's
- 15:11saying here that he never told Mark Lane anything. He even denied getting the
- 15:18teletype to Mark Lane. And this I'm sure he was approached by Jim Garrison's
- 15:28office. So instead of going to Garrison, and remember this is the nineteen
- 15:31sixty eight rows that he's furnishing, this, he's walking in in Nashville to
- 15:39the Memphis the way. He's given this AFFI David, or whatever you want
- 15:45to call it, to representatives of the Memphis Beer or Memphis Field office of
- 15:52the FBI in Nashville, and he talks about a depth position in the Jacksonville
- 16:03office of which I do not go to the date, and I do not
- 16:07have any coroborating documents. I cannot find anything on it, but he is
- 16:15alluding to it here. So he goes on to say, I wish to
- 16:21repeat that I did receive as I said before, one, November seventeen sixty
- 16:26three, a teletype directed to New Orleans and other Southern offices which contained information
- 16:33to the effect of someone has said there might be an assassination attempt on President
- 16:37Kennedy in Texas. I am not mistaken about this. I've read this statement
- 16:42consisting of this and two other pages. I agree with it, and it
- 16:48is the truth. Signed William S. Walter in the present of Special Agents,
- 16:55YadA, YadA, YadA, right, Memphis Field Office. So we
- 17:03have here, you know, a guy who is definitely trying to do the
- 17:10right thing in his eyes, which is not feed a conspiracy, buffs any
- 17:15information. He wants to clear the record. He was voluntarily going to the
- 17:21FBI to make statements such as this for the record that we all know,
- 17:30and it's been discussed on this show before about Jager Hoover's FBI. They did
- 17:36not want to look incompetent, they did not want to look like fools.
- 17:42Then they certainly did not want to blame because a Kennedy assassination. But it
- 17:48laid at their feet if it got out that the FBI had knowledge assassin assassination
- 17:56attempt and Kennedy in Texas on the specific dates and didn't didn't do anything to
- 18:06prevent it. Well, it looks pretty goddamn bad on the FBI, pretty
- 18:12pretty bad, of which they would not have wanted that public knowledge, and
- 18:22it wouldn't have been and it wasn't. You don't see anybody else saying this,
- 18:30nobody else saying the same information. So in response to Walters walking in
- 18:42to Nashville and giving the special agents, they're a voluntary statement about receiving this
- 18:51color type, the FBI does their due diligence for their own records and cracks
- 18:57down Mister Harry Mayner, former Special Agent in charge of the New Orleans Office
- 19:03of the FBI in November of nineteen sixty three. Now this time in March
- 19:11twenty eight, sixty eight, Mayner or Mainer, is a security director for
- 19:15General Telephone in the Electronics Service Corporation in New York, New York. You
- 19:21know, big money, big money. So in March twenty seventh, sixty
- 19:27eight, mister Ferry Mayner advised that he is a former special Agent of the
- 19:33FBI who in the past served as the Special Agent in charge of the New
- 19:37Orleans FBI office. He advised that he acted in this capacity in November sixty
- 19:44three, when Kennedy was murdered in Dallas, Texas, Mister Mayner advised that
- 19:51he recalls one William S. Walter as a clerical employee of the New Orleans
- 19:56FBI office in November of nineteen sixty three. His actual position was that of
- 20:02security patrol clerk. His duties included concending and receiving of teletype messages to and
- 20:08from other FBI field offices and FBI headquarters in Washington, DC. All right,
- 20:15so so far we've got corroboration from the man in charge in New Orleans
- 20:22to this fellow, William Walter was the security patrol clerk who handled holotypes.
- 20:30Right, so we've established that much so far. Regarding allegations made by Wayne
- 20:37S. Walter, did a communicate the FBI headquarters in DC was received the
- 20:44New Orleans FBI office on November seventeenth, nineteen sixty three, stating in effect,
- 20:51there would be an assassination attempt on the President's life during his forthcoming fifty
- 20:55death to Texas. Mister Mayners stated that he has no record election whatever,
- 21:02receiving or seeing any such salis type or other communication containing this message. He
- 21:08would remarked that had such a message been received by him, he most certainly
- 21:14would have some recollection of it. He also stated he has no recollection of
- 21:19receiving a message by telephone or by any other means from William S. Walter
- 21:25during the morning though November seventeen sixty three, following receipt of this alleged communication
- 21:30informing him of its content. Further, mister Mayner stated that he did not
- 21:37instruct any of a special agent personnel during the morning of Ding seventeenth, following
- 21:41the receipt of this alleged communication to alert informants in the New Orleans area regarding
- 21:48a possible assassination attempt on the president. Well, that's not quite what he
- 21:53said. Basically, wanted his agents to connect with all their confidential informants and
- 22:07potential confidential informants and see if they had any information regarding this assassination attempts.
- 22:18Mister Mayner was asked whether he can recall receiving or seeing any communication from FBI
- 22:23headquarters instructing the various special agents of the New Orleans FBI office who conducted interviews
- 22:30concerning the assassination of President Kennedy to theamine their interview reports to make sure there
- 22:37were no conflicts contained in them, and whether the special agents were ordered to
- 22:41resolve any such conflicts by preparing new reports and destroying the old reports. Mister
- 22:48Mayner replied that at no time had he instructed Special Agent personnel participating the investigation
- 22:55of President's assassination to change or alter in any way or just roy investigative reports
- 23:02concerning interviews conducted in connection with this matter or subjects connected with this matter.
- 23:07This allegation, but mister Maynor stated, is unequivocally false. M I'll right
- 23:18there. So in January nineteen sixty nine, right, let's see who wrote
- 23:37this? Who wrote this? Okay, Louis Louis Lequeur, the United States
- 23:48Attorney from the Eastern District of Louisiana, New Orleans, to a mister William
- 23:56S. Blocker, attorney with a General Crime Section, Criminal Division, Department
- 24:02of Justice, Washington, DC, regarding William S. Walter, Dear mister
- 24:10block in response to mister Belcher's letter of January seventeen sixty nine. The following
- 24:17is a summary of an interview we had with William Walter, who had accompanied
- 24:22by his attorney, Guy Wootton, on October twenty eight, sixty eight.
- 24:26President President. At this interview was also my first assistant Dean Almasano. Walter
- 24:37stated that he went on duty as security patrol clerk in New Orleans office at
- 24:41midnight, beginning his eight hour tour of duty in November seventeenth or eighteenth.
- 24:45My notes are not clear here. Relieving Tom Bevans, who worked at three
- 24:52forty five to twelve am shift, Walter indicated them in the late evening hours
- 24:57of mister Bevans shift, they coated t the type was received and due to
- 25:02the press of getting it out the day's mail, Bevans did not attempt to
- 25:07decode the teletype, but left it for Walter when he came on at midnight.
- 25:14Walter said that he took the teletype upon something on duty, went to
- 25:18the safe and got the code drum for that day, and placed the same
- 25:22in the decoding machine and decoded the teletype coming from the machine on sticker tape.
- 25:30He stated that he took the sticker tape and arranged it on a page
- 25:34and then typed the message, placing the original teletype and the tape copy in
- 25:40the safe, and placing the original and carbon copy of the type copy of
- 25:45the message on the desk of the Secretary of the SAC. His memory of
- 25:52the contents of the teletype was that an assassination attempt would be made on President
- 25:56Kennedy's life when he made his trip to Texas. Walter recalls the fused me
- 26:03initials of the sender of the teletype were h l F. He stated,
- 26:11just with a conference type message going to a number of cities. He does
- 26:18not specifically recall the conversation with then SAC Harry Mayner. I feel certain that
- 26:23he did contact him, He stated he is sure. He also contacted agents
- 26:27who worked at Informants and stated he is sure he would have contacted the following
- 26:33agents, and of first they are redacted, but we know who they are
- 26:40as I've read it before. So in question as to the other persons who
- 26:45may have seen the teletype, Walter stated that Thomas McCurley, who was then
- 26:49a supply clerk with the FBI and who did special duty on the teletype the
- 26:55knight of the assassination, discussed on the night of the assassination the teletype,
- 26:59which was in the file. Walter claims that McCurley definitely saw the teletype and
- 27:03questioned him as to whether or not Walter contacted the right people when the teletype
- 27:08was received. Walter was most emphatic that McCurley definitely saw the teletype. He
- 27:18went on further to say that about two months after the assassination, he Walter,
- 27:22Roy Simon, a night clerk with the FBI, and McCurley searched the
- 27:26file for the teletype and were unable to find it. Another person, Otis
- 27:32Page, a supply clerk employed by the FBI at the time, may have
- 27:37seen the teletype, although Walter isn't sure that he did, but it is
- 27:41certain that he discussed the teletype with him at the time. Another person employed
- 27:45by the FBI was John Chancellor, and Walter states that he may have also
- 27:49had knowledge of the teletype, but he is not sure. Walter stated that
- 27:53about six months after the assassination and airtel was received by the bureausing certain cereals
- 28:00be forwarded from the assassination file to the bureau in DC. Walter definitely remembers
- 28:07the conversation with Essay redacted, who at the time was stationed in Bogeloosa and
- 28:15who came into New Orleans late one night after he Walter called the informant agents
- 28:22after receipt of the teletype. Walter said that his former wife, Narin Johnson,
- 28:27who was also employed by the Bureau at the time of President Kennedy's assassination,
- 28:32had knowledge of the teletype as he discussed it with her on the night
- 28:37of the Johnny Carson Show. When Garrison mentioned Walter and the teletype, Walter
- 28:41said his former wife phoned him and asked him what he was going to do,
- 28:45whereupon he said he was going to retain a lawyer and co operate with
- 28:51the Bureau. So there, folks, is I guess now we have the
- 28:57catalysts. So reason that Walter voluntarily went to the FBI in nineteen sixty eight
- 29:06and gave that statement it was because Garrison called him out It's Night Show.
- 29:15And Speculating as to where Mark Lane or Garrison may have acquired information as to
- 29:19the existence of such a teletype, Walker stated that one possibility would be the
- 29:25Clayshaw hired the Wackenhut firm to do the investigation for him to the two former
- 29:30agents redacted and redacted, as well as his former wife, were employees of
- 29:37Wackenhut at the time. Gaul hired this firm for investigation purposes. Walter said
- 29:44that the teletype should be serial number one and file eighty nine dot sixty nine
- 29:49dot redacted. Other files containing material and the assassination are one hundred DASH one
- 29:56hundred sixty one, which Walter designated as an internal security file, and two
- 30:03other numbers are in my notes and it's not clear what they indicate, but
- 30:07those numbers are one oh five and sixty nine fifty nine. McCurley is rumate
- 30:12at the time of the assassination was Joe Coleman, who according to Walter,
- 30:17is still employed by the Bureau. Walter's home addressed at the time and the
- 30:21interview was redacted. Yours Louis Lequeur, the United States attorney. So I
- 30:33think they were doing all this at the time. They kind of covered their
- 30:37basis and you know, just a face. Garrison subpoene Walter testify under oath
- 30:45about what he saw. You know, that they could have their story straight
- 30:52and make sure that Mayner was on the record saying that he doesn't remember any
- 30:56of us. So very interesting. So at this point Garrison doesn't subpoena him,
- 31:06and information is really not used by Garrison and his investigation of clay Shaw.
- 31:11You know, the matter kind of goes away for a little while until
- 31:18nineteen seventy five and the Church Committee. So fast forward to September of nineteen
- 31:25seventy five. We have a United States Government memorandum to mister mc governmont from
- 31:32AC franc subject analysis of alleged a s AC teletype message, dated November seventeen
- 31:41sixty three. The communications section is thoroughly reviewed. There rigid mollotype message from
- 31:49FBI Headquarters to all secs captioned threat to assassinate President Kennedy in Dallas, Texas,
- 31:56eleven twenty two, sixty three. This analysis assumes that the teletype message
- 32:01appeared exactly as dictated to Nancy Collins, in which case there are numerous inconsistencies
- 32:07which would indicate that it was contrived or reconstructed from memory. The following is
- 32:14a line by line listing of inconsistencies. Line one the time and date,
- 32:20or in reverse order. There was no teletypist assigned at FBI Headquarters in nineteen
- 32:25sixty three with the initials h LF. Verry F. Louderback did work the
- 32:32midnight shift at that time and use the initials h F. L. However,
- 32:37he cannot recall any details specific messages handled. Of course he can't,
- 32:45and the terminology one page does not belong on line one of the format,
- 32:50which should be located in line three. Following from director as one P,
- 32:55Lines two and three appear normal, except the one piece be in line three
- 33:00is stated above lines four and five. The caption does not appear normal,
- 33:07as it was accepted practice in such cases to use the caption unsubbed threat to
- 33:13whatever, and the date would have been spelled out November twenty second, sixty
- 33:21three, not in numerals, which it wasn't on the copy that I read
- 33:29from. Well, we'll get to that. Lines twelve and thirteen. The
- 33:35term bureau should have could be kept Advised of all developments viatilla type would normally
- 33:40have been shortened to read su tell developments Line fourteen. The term other offices
- 33:49have been advised appears redundance, as the message was directed to all SA sees
- 33:54line fifteen. This line should appear end and act L not. Line sixteen
- 34:02through nineteen appear to indicate that this message was transmitted simultaneous to lead to three
- 34:08offices Iemobile, Dallas and New Orleans followed by a single acknowledgement indicated by the
- 34:15characters K, T, T I T u CLR. This is inconsistent with
- 34:22the normal sequence of events, since each of the three office abbreviations should be
- 34:27followed by a separating acknowledgement consisting of the time, okay, FBI, field
- 34:31office abbreviation, and operators initials. These diagrams JTTI do not correlate to any
- 34:39known TELO type terminology. However, the tu CLR meant thank you, clear
- 34:46and is accepted terminology. The following is an exact representation of how the message
- 34:53should should have appeared, with the appropriate format and terminology used in bureau message
- 34:58as it at that time. So and then they go to give an example
- 35:04of what the teletype should have looked like as opposed to how Walter said that
- 35:12it appeared. The possibility exists that if the original copy of the alleged message
- 35:17were reviewed, it would be found that the errors in format were attributable to
- 35:22the dictation. Further, although the above reflects normal practices which were strictly adhered
- 35:28to at the time, it is not inconceivable that a series of coincidences could
- 35:32have resulted in a message similar to that presentage action for information only. Information
- 35:44only. So we have now another memorandum from the US States, the United
- 36:00States Government to a mister one All from J. G. Dagon. Purpose
- 36:08of this memorandum is to provide comments regarding an analysis for the alleged teletype from
- 36:14the Director to all SACS dated eleven, seventeen sixty three. This is from
- 36:22September twenty fifth, nineteen seventy five. The following comments are submitted with respect
- 36:28to this document. One in nineteen sixty three, then existing procedures called for
- 36:34spelling out dates rather than abbreviating them. Two. It is likely that an
- 36:39authentic teletype would have contained the full name of President Kennedy in the title.
- 36:46Three Terminology such as information has been received by the Bureau appears awkward and is
- 36:52not keeping with Bureau of terminology. Four but I'm pretty sure I've seen that
- 37:00any mini FBI twoques before. But okay, four instructions contained in this teletype
- 37:07requested contact with cis PCIs logical. Radical and hate group informants, security informants,
- 37:15and potential security informants could have logically been included. We're omitted teletype requests.
- 37:24Submission of FT three h two's this request is an unusual and as informants
- 37:30are not normally required or requested to submit such forms. Six the last sentence,
- 37:36other offices have been advised appear as awkward as the teletype is addressed to
- 37:39all sacs Action none for information more ass covering folks from September twenty six,
- 37:52nineteen sixty or nineteen twenty nine. September twenty six, nineteen seventy five.
- 37:59Let's get it right round, okay two then Director of the FBI from the
- 38:05Special Agent in charge Ted Gunderson, maybe one November twenty five, redacted,
- 38:16Dallas, Texas advised they wish to be as cooperative as possible with the FBI.
- 38:22However, because of their positions, they requested to following information be maintained
- 38:27in the strictness of confidence. Under no circumstances will they testify as to what
- 38:34they have furnishes data to the FBI for verification of information only I Ted Gunderson
- 38:42granted redacted and expressed promise of confidentiality per their request as to the information they
- 38:49furnished me and as to their identity. Redacted A former FBI clerk in New
- 38:58Orleans, Louisiana, who claims a lot duty the FBI office that city.
- 39:02A teletype was forwarded by FBA FBI headquarters to all sacs. This teletype reportedly
- 39:09claimed a militant revolutionary group may attempt to assassinate President Kennedy in Dallas one November
- 39:16twenty second. They refused to identify this x FBI clerk by name redacted.
- 39:25This former FBI clerk on one or several occasions, furnished information as follows.
- 39:34And by the way, you know what, Ted Gunterson's initials are P LG.
- 39:39Just like the louting government. Just a cool side there. Number one,
- 39:49there was such a teletype. Number two. He removed this teletype from
- 39:53FBI files, the one of Louisiana. Three, he typed a copy from
- 40:00the original while in the FBI office. Number four. He is presently under
- 40:06his control the original. He has presently under his control the original of this
- 40:10document, which he cooked from the FBI files. Pay attention to that when
- 40:17I just reginal he has presently under his control the original of this document,
- 40:22which he took from the FBI files. Number five. His lawyer in Louisiana
- 40:28has a Z Rocks copy of this reported teletype. Six. The original copy
- 40:34of this reported teletype is in a lock box somewhere in the vicinity of New
- 40:37Orleans, Louisiana. And then there is a big redacted paragraph, and then
- 40:45he prefers the FBI determined the location of the town directly from the x FBI
- 40:52clerk and stated he feels the x FBI clerk will provide this information if asked
- 40:58redacted. The x ler advised him he was on duty at the FBI New
- 41:02Orleans office on the night of the assassination, and after the teletype, which
- 41:07was directed to all sacs, was received by New Orleans, he made handwritten
- 41:12notes from the original teletype and then typed up a copy on FBI paper redacted.
- 41:20The following is a verbatim copy of this teletype which I've read numerous times
- 41:28here so kip over. This x FBI clerk explained that on the reported original
- 41:35of this teletype, in the lower rating corner where penciled the names as follows
- 41:39the breeze wall cock maner Gilmore. This x clerk informed him these names were
- 41:46written on the reported original teletype to indicate that all five had been notified and
- 41:51receipt of this teletype by the New Orleans Division that night. To the best
- 41:57of that clerk's memory, they were all notified than forty five minutes of the
- 42:00time that teletype was received by the New Orleans office. The ex clerk told
- 42:07him subsequent to receipt into teletype, he removed this reported original teletype from the
- 42:10six six two osile of the New Orleans office, but could not sign a
- 42:15copy of it in a substantive case file. So quite obvious to me,
- 42:23Ted Gunnerson is referring directly to William Walter. Yet he had been talking to
- 42:37two other people who had been employed at the FBI at the time, so
- 42:43that's kind of a interesting corroboration there, and also the information that William Walter
- 42:49is sitting on the original FBI teletype, which will come up later. So
- 42:57pay attention over the second nineteen seventy five Jurse Committee document here the United States
- 43:07Government memorandum regarding mister j. B. Adams. On September the thirtieth,
- 43:15nineteen seventy five, Deputy Associate Director Assistant to the Director, James B.
- 43:22Adams met with Chairman Peter Ridino, House Committee on the Judiciary the Chairman Don
- 43:29Edwards House Committee on Civil and Constitutional Rights to brief the Chairman on certain allegations
- 43:35that have been made regarding the Bureau's investigation of the assassination of President John F.
- 43:40Kennedy. Also president of this meeting, Word Inspector John Hodis, Earl
- 43:45Dudley, Chief Council House Judiciary Committee, and Alan Parker, Chief Council House
- 43:52cub Committee on Civil and Constitutional Rights. Mister Adams also discussed the allegiations made
- 43:59by William Walter, a formal clarropon employee of the Bureau, who claims that
- 44:04the teletype was sent to all FBI field offices alerting them to the possibility of
- 44:08an attempt would be made to his last named President Kennedy one eleven, twenty
- 44:14two sixty three. Mister Adams pointed out that this allegation was thoroughly investigated by
- 44:21the Bureau in nineteen sixty eight. Yes, yes, we have all that.
- 44:24We've been through all that and no evidence was developed to support it.
- 44:30Definitely, Okay, A kind of prinsion review has been made of all FBI
- 44:38files and there is no record of any such teletype. Of course, there's
- 44:44not going to be an official record of an FBI headquarters. Are you hitting
- 44:46me? He said? That when mister Walter was first interviewed in this matter
- 44:53by the Special Agent in charge of the Jacksonville office, that he denied having
- 44:59made this statement or having seen such a teletype, and then he later changed
- 45:04his story and told other officials he had seen such a teletype and had probably
- 45:08notified his special agent in charge. Mister Adams said that a polygraph examination of
- 45:16mister Walter was inconclusive, although one examiner stated that there was some indications of
- 45:22deception. Wow. Okay, so there's there's a lot of back talking bullshit
- 45:31and that one sentence there, Let's let's read. Let's re read that.
- 45:37Mister Adams okay, said that a polygraph examination of mister Walter was inconclusive.
- 45:46Okay, although one that is precluding, there's more than one. One examiner
- 45:55stated that there was some indications of deception to what thought the entire test or
- 46:07one question or three questions? Or what? And where is this polygraph examination
- 46:13done on William Walter? And where is the Jacksonville interview? He said,
- 46:22it is not possible at this time to determine whether this is a hoax or
- 46:28whether mister Walter sincerely believes that such a teletype exist. He said, mister
- 46:32Walter may have in mind a teletype that was sent to all field offices after
- 46:37the assassination, requesting that all logical sources be contacted in this matter and the
- 46:44bureau be promptly advised. Okay, so now they're saying that he may just
- 46:50be confused here, you know if with another teletype. Okay, goorth,
- 47:00mister Adams. Sure thing. Then December seventy five, apparently h CBS News
- 47:17interviewed Warren Debris as part of a u I guess an investigative special in the
- 47:27JFK assassination, and they also interviewed William S. Walter. This letter is
- 47:34from December tenth to CBS News near missus missus Herbst Herbst Herbst. In answer
- 47:45to your request, we are pleased to send you a transcript of our CBS
- 47:47Reports broadcast in which you were interested. This transcript is being sent to you
- 47:52for your reference and review use only, and no part of it may be
- 47:55published without written permission of the CBS Law Department. Thank you for your interest
- 48:02in our broadcast. Sincerely, Yours, May Down, Director of Special Projects,
- 48:10and Miss Deborah herbs It was on the Select Committee. On intelligence activities
- 48:21at the time. Now, this transcript that she requested goes a little something
- 48:29like this, huh, Faull, what was your relationship with him? To
- 48:37Breeze, he was an individual that I recall having contacted, perhaps as many
- 48:42as a dozen times, I suppose during the early sixties, prior to the
- 48:46assassination of President Kennedy. And what you're talking about here is rs Pinion.
- 48:51Okay, Paul or as Pinions says that he was, in the literal sent
- 48:57an informer for the FBI, that he knew you well because you were his
- 49:01contact man with the FBID, and then on numerous occasions he saw you and
- 49:06Lee Harvey Oswald together, and in particular in a Greek restaurant in New Orleans
- 49:10in the French Quarter. But your response to that, Breeze, My response
- 49:16to that is that he is wrong in his statements. I've never seen Lee
- 49:21Harvey Oswald at any time in my life personally, nor have I talked to
- 49:25him by telephone. Knowingly, I've had absolutely no contact, no personal knowledge,
- 49:31firsthand contact with Lee Harvey Oswald, nor do I have any secondary contact
- 49:37with him. Paul, was Lee Harvey Oswald an informant of the fbhid the
- 49:44Breeze. He was not my informant. I have no information whatsoever that he
- 49:50had ever been an informant for the FBID. Paul, did you ever use
- 49:54the phrase to get your ass or threaten the rest pinion in any way in
- 50:00connection with his morning commissioned testimony? Breeze, I certainly can't recall every having
- 50:07made that statement to arrest pain Yam. My recollection is that I treated him
- 50:12with a great deal of patience and with due respect. There would have been
- 50:15no reason whatsoever for me to have made such a statement to him. Rather,
- 50:22and rather, William Walter was an FBI security code clerk and the New
- 50:29Orleans Office of the FBI from nineteen sixty one until nineteen sixty six. He
- 50:32told me about Oswald and the FBI. Do you think Oswald was by your
- 50:37definition and by the bureau's definition and inform it William Walter? Yes, I'm
- 50:45sure he was. Rather, are you certain on the basis of what you
- 50:52did in the normal course of your duties that Oswald's name was of the New
- 50:55Orleans FBI office security index file? Walter and positive the Breeze, I would
- 51:06say that's a falsehood. Had he been an informant and I had him as
- 51:09a subject of my investigation, it would have been logical that I would have
- 51:14been aware of that fact because of cross references in the final and for many
- 51:19other reasons. And I say that sir is a falsehood, right, Yeah,
- 51:30Now, up to this point, William Walter had always been pro FBI,
- 51:37you know, on the FBI side of things. He was just trying
- 51:38to tell his truth. You know, some people, no matter their loyalties,
- 51:47want to tell the truth, even if it means that they're going to
- 51:53get in trouble because of it. Now, many times under oath and even
- 52:00under alleged live detective tests and all this jazz. Did Walter tell his story
- 52:08about the teletype, but that wasn't the only story that he had to tell.
- 52:15And then the very the last kind of interview with CBS News I read
- 52:24concerning whether or not Debris was running Oswald as well as folks like Rspinion.
- 52:34Of course, by the time of the Counselect Committee on Assassinations, they definitely
- 52:39wanted to talk to William, asked Walter, and well, I don't have
- 52:46the entire transcript. I do have a part of the transcript. Relating to
- 52:53another crucial piece of information that William Walter shared with the HSCA, not involving
- 53:05the teletype, but more of the New Orleans office of the FBI in general.
- 53:13So you know, up to this point, like I said, he's
- 53:20all been pro pro FBI, even though the FBI won't have his back.
- 53:24They deny this teletype. They got his boss to deny this teletype. They
- 53:31cite random live to detective tests and other interviews in which Walter supposedly said contrary
- 53:43to things to his later depositions. But we don't have those. So can
- 53:54we take the word of the FBI, who has everything to lose in this
- 54:00or are we going to take the word of William Walter, who the only
- 54:07thing he has to lose really is its credibility? What benefits him from making
- 54:12up this information? It makes the FBI look like shit. If they did
- 54:16receive a teletype five days before the assassination, it makes them look really incompetent
- 54:23and guilty of not doing the due diligence to protect the president. And what
- 54:30exactly information did they have? I mean, this is just a general job.
- 54:37It had to come from somewhere. So let's move on to William Walter's
- 54:46HSCA testimony. Walter, your question of whether or not I have any knowledge
- 54:57that's certainly Lee Harvey Oswald's being an informant or what knowledge I have of the
- 55:00Aswall before the assassination is that I was on duty Saturday morning in November or
- 55:07October when Oswell requested to be interviewed by an FBI agent. Ginzman, did
- 55:15you could you be speaking of August nineteen sixty three Walter, yes, I'm
- 55:22not sure it was some time before the assassination, though he had been arrested
- 55:28by the New Orleans Police Department during a I believe it was a picketing of
- 55:32a fair Play for Cuba committee, or he was involved in the fair Play
- 55:37for Cuba committee. He requested an agent to interview him at the police department,
- 55:42and Ginsman interrupts an agent Walter, yes. An agent quickly handed me
- 55:50a memorandum with Lee Harvey Oswall's name on it and asked me to check the
- 55:53indexes and determine whether or not there was a file or files or that name
- 56:00individual in the New Orleans office. I recall searching the indexes and finding a
- 56:06card that showed more than one file number, which would indicate we had more
- 56:10than one case, not necessarily meaning that the cases were on active investigation,
- 56:15but that sometime during the New Orleans Office inquiry into Oswald, there were cases
- 56:22that his name appeared in other than one file when I searched. Now this
- 56:28makes sense because before Quickly would have went down to the New Orleans Police Department
- 56:32and spoken with Oswald, he would definitely want to know who he was talking
- 56:38to, so he definitely would have asked and search with no pull any files
- 56:45relating to A. Lee Harvey. Oswald picked this guy out before he went
- 56:49down and talked to him. So back to Walter. When I searched these
- 56:54files in the normal filing area of the bureau, which was in an open
- 56:59bay filing cabinet, the files were not there. From looking at the numbers,
- 57:05they sell in the category. Looking at the file numbers, they fell
- 57:08into the category category of security type informant type files with a one oh five
- 57:17classification and one thirty four classification. I gave them a mirandum with the notation
- 57:23of the file numbers we had in our indexes back to Aging Quickly, and
- 57:29that is the last I heard or the last time I was interested in seeing
- 57:32any information about Oswald until after the assassination. It was after the assassination that
- 57:38I was curious and went back to look up to see what the files would
- 57:43indicate that had been done by the New Orleans office to Oswald, curious as
- 57:47to whether or not our office had an ongoing investigation before the assassination. What
- 57:53I found was a file in the Special Agent in charge is Safe or his
- 58:00locked file cabinet. I don't recall the fund file number, but I recall
- 58:05on the jacket of the file special Agent Warren Debris's name. I want to
- 58:10make a point that I only found one file, even though, as I
- 58:15recall, there were more files listed their office had that had Oswald's name referenced
- 58:22in them. And I also need to make a distinction that just because an
- 58:25individual would have his name in the indexes and the file number would not necessarily
- 58:31mean that that file was that the individual was a subject on that file.
- 58:37He could have just been interviewed and then interview should put in the file.
- 58:43In that case, the page number would be listed next to the file number
- 58:45to share the serial that the individual had in that file. And Oswald's case
- 58:51has showed that there were more than one file assigned number two number assigned to
- 58:57him, Enzeman, would it be fair to say that these indexes which indicated
- 59:02these file numbers would not indicate whether the other not indicate whether the files were
- 59:08active or pending. But they were in fact files on Oswald for these particular
- 59:15categories, either in the past or in the present. Walter, that is
- 59:19correct. The indexes only showed what files were in the New Orleans office,
- 59:23whether or not they were active or closed. Gentzeman, with reference to the
- 59:29file on which special Agent to Breede's name appeared, did you at that time
- 59:32identify that file as being a being a security informant file as opposed to some
- 59:39other type of file? Walter, I can't recall what file jacket I looked
- 59:45at. It was either a one oh five or one thirty four, don't
- 59:50really know. I could not in nineteen sixty eight when I was asked,
- 59:52do not remember them either, Genzeman, do you know of any FBI employees
- 59:59who developed Oswald as an informant or a confidential source of information? Now pause
- 1:00:07here for a second, because when I read you those internal FBI memorandum concerning
- 1:00:16Walters nineteen sixty eight interview. Remember that it was only about the teletype.
- 1:00:23It was never about the Oswald files. They were never mentioned in those internal
- 1:00:30FBI documents the rate here Walter tells you, I could not in nineteen sixty
- 1:00:37eight when I was asked, I could not remember then either, which is
- 1:00:42interesting. So again, do you know of any FBI employees who developed Oswald
- 1:00:47as an informant or a confidential source? Walter, I don't have any firsthand
- 1:00:52knowledge other than what I saw on the jacket, the name that I saw
- 1:00:57the jacket of the file learning the Breeze. I know employees of the FBI
- 1:01:01that should have knowledge of Oswall being involved either as an informant or a security
- 1:01:07investigation. And these were agents that were in the position and assigned to these
- 1:01:12categories within the New Orleans jurisdiction. Ensman, can you name anyone who would
- 1:01:20substantiate the allegation that Oswald was an FBI informant? Walter? I don't know
- 1:01:27of anyone that would that. I can give you the names and some that
- 1:01:30should know, Ernest Wall, Milton Cock, Warre in the Breeze. That
- 1:01:38is all that comes to my mind, mister Walter, I would like next
- 1:01:45to ask you questions concerning a teletype which you allegedly received at the FBI Field
- 1:01:51office, DA, DA, DA, And he goes on to talk about,
- 1:01:54yes, so we've never received a teletype. Blah blah blah blah blah.
- 1:02:00So the story, William Walter takes a dramatic turn there at the end.
- 1:02:09It would appear that the informant files or any security or investigating files on
- 1:02:15Oswald in New Orleans in nineteen sixty three had disappeared, disappeared. Of course
- 1:02:25they would, Hoover would wanted this information deep sixth if the FBI had any
- 1:02:32contact at all with Lee Harvey Oswald, you can bet your bottom dollar those
- 1:02:40files were burned, destroyed, bomb deep six, that on the fire,
- 1:02:45nuked, whatever you want to call it, credited and dun Sky they would
- 1:02:52just teletype. It would have made the Bureau look very, very mad.
- 1:03:00And had they had any prior contact before the assassination with Lee Harvey Oswald in
- 1:03:07New Orleans, especially if he had been a confidential or paid informant to the
- 1:03:12FBI, that would look real bad, like real or real bad. So
- 1:03:20you better believe it would never ever see those knockings. But then again that's
- 1:03:28not quite the end of the story. Curiously enough, like the story is
- 1:03:35not weird enough as it is. But to cap it all off, folks,
- 1:03:44ah, and I don't even know what to make of this, But
- 1:03:46here we go. And this is a FBI airtell who's the director from the
- 1:04:01SAC in New Orleans? And this is from January second, nineteen seventy eight.
- 1:04:12On December the twenty ninth, nineteen seventy eight, mister Leo Herbert,
- 1:04:16of the Office Services Manager of the New Orleans Division FBI sized there are no
- 1:04:21records existing from which information can be retrieved to substantiate attendance on duty a former
- 1:04:29security patrol clerk William S. Walter in the New Orleans office on August tenth,
- 1:04:36nineteen sixty three. So again they're trying to discredit will you miss Walter
- 1:04:45by saying we don't know if he was a work or not that day when
- 1:04:50he went to check on these records, the Oswaltz records for season quigly before
- 1:04:57he went down to see Oswall at the jail. So there you have it,
- 1:05:04folks, the strange dramatic story told to us by William Walter, what
- 1:05:12under oath? Many times to the HSCA, the Church Committee, the FBI.
- 1:05:17This was the guy who was on the FBI side, who worked for
- 1:05:19the FBI from nineteen sixty one to nineteen sixty six. But he wanted to
- 1:05:28tell his truth that this is what happened. So we should call William S.
- 1:05:36Walter an unsung humoring of the Kennedy assassination investigation, because if what he
- 1:05:45says is true, it did not look good for our United States government.
- 1:05:53That's for damn core. That's it for the sweet folks. Another one in
