- 0:00On today's
- 0:00episode we're
- 0:01gonna be finding
- 0:01out what the hell
- 0:02is going on with
- 0:03the Pacific
- 0:03Islands Heritage
- 0:04Marine National
- 0:05Monument
- 0:05in the US
- 0:06In the Pacific
- 0:06Islands. This is
- 0:08something that
- 0:08has been
- 0:08unprecedented
- 0:09It's been
- 0:09protected for
- 0:10over 10 years and
- 0:12all of a sudden
- 0:12on day one of his
- 0:14presidency
- 0:14Donald Trump
- 0:15opened it up for
- 0:16fishing because
- 0:16he wanted the
- 0:17United States to
- 0:18be number one in
- 0:18fishing in
- 0:19the Pacific
- 0:20What is that
- 0:20going to do to
- 0:21the protected
- 0:22area to all the
- 0:23stuff that
- 0:24happened in the
- 0:24particular area
- 0:25when it was
- 0:25shut down?
- 0:25Do we even know
- 0:26if fish grew in
- 0:28numbers in size
- 0:29during that
- 0:30protection?
- 0:31We need more
- 0:32science to do
- 0:32this and Angela
- 0:33Villa Gomez for
- 0:34the Center of
- 0:34American Progress
- 0:35is here to
- 0:35talk about
- 0:36Why we need more
- 0:37science and
- 0:38monitoring during
- 0:38this time and
- 0:39we're gonna talk
- 0:40about the core
- 0:40case that
- 0:41actually shut
- 0:41down the
- 0:42opening of this
- 0:43Marine National
- 0:43Monument and
- 0:44we're gonna talk
- 0:45about it on
- 0:45today's episode
- 0:45of the how to
- 0:46protect the ocean
- 0:46podcast. Let's
- 0:48start the show
- 0:50Hey everybody,
- 0:51welcome back to
- 0:51another exciting
- 0:52episode of the
- 0:52how to protect
- 0:53the ocean podcast
- 0:53I'm your host
- 0:54Andrew Lewin and
- 0:55this is the
- 0:55podcast where you
- 0:55find out what's
- 0:56happening with
- 0:56the ocean how you
- 0:57can speak up for
- 0:58The ocean what
- 0:58you can do to
- 0:59live for a better
- 1:00ocean by taking
- 1:01action on
- 1:02today's episode
- 1:03We are going to
- 1:04be talking about
- 1:04the Pacific
- 1:05Islands Heritage
- 1:05Marine National
- 1:07Monument
- 1:07in the US
- 1:08This has been
- 1:09something that
- 1:09has been around
- 1:10the news since
- 1:11day one of the
- 1:12Donald Trump's presidency
- 1:13Where he erased
- 1:14the US commitment
- 1:15to 30 by 30 the
- 1:17global goal to
- 1:18protecting?
- 1:1930% of land and
- 1:21sea by 2030 not
- 1:22long after his
- 1:23administration
- 1:23Turned his
- 1:24attention to the
- 1:25Pacific Islands
- 1:25Heritage Marine
- 1:26National Monument
- 1:27one of the
- 1:28largest fully
- 1:28protected marine
- 1:29areas in the
- 1:30world
- 1:30spanning over
- 1:311.3 square miles
- 1:33of protected area
- 1:34for a decade
- 1:35These waters had
- 1:35been off-limits
- 1:36to commercial
- 1:37fishing serving
- 1:38as a sanctuary
- 1:38for corals
- 1:39pelagic fish and
- 1:40countless
- 1:41migratory species
- 1:42But on April 17
- 1:432025 Trump issued
- 1:45a proclamation
- 1:46109
- 1:47108 declaring
- 1:48that commercial
- 1:49fishing in the
- 1:50monuments
- 1:50expansion area
- 1:51posed no risk to
- 1:52scientific or
- 1:53historical objects
- 1:54This opened the
- 1:55door for fishing
- 1:56between 50 and
- 1:57200 nautical
- 1:58miles
- 1:58around Wacotl
- 1:59Johnson atoll and
- 2:00Jarvis Island
- 2:01waters that had
- 2:02once been
- 2:02completely
- 2:03protected the
- 2:04proclamation
- 2:05Directed Noah and
- 2:06the Western
- 2:07Pacific fishery
- 2:08management
- 2:08council to
- 2:09rewrite the rules
- 2:10weighing options
- 2:11from keeping
- 2:12Protections in
- 2:12place to removing
- 2:13them entirely
- 2:14It was the first
- 2:15day and only
- 2:17rollback of
- 2:17marine protection
- 2:18under Trump and
- 2:19it sparked
- 2:20immediate
- 2:20lawsuits from
- 2:21conservation
- 2:22groups
- 2:23Then just two
- 2:23weeks ago the
- 2:24court struck down
- 2:25Trump's
- 2:25proclamation on a
- 2:26technicality
- 2:27Reclosing the
- 2:28monument to
- 2:29fishing at least
- 2:30for now the case
- 2:31highlights
- 2:32How fragile these
- 2:33protections can
- 2:33be when created
- 2:34by presidential
- 2:35proclamation
- 2:35instead of
- 2:36legislation and
- 2:37it raises larger
- 2:38concerns
- 2:39What does this
- 2:39mean for the US
- 2:40commitment
- 2:40to 30 by 30?
- 2:42How much power
- 2:43should presidents
- 2:44have to undo
- 2:45decades of
- 2:46conservation
- 2:46progress and what
- 2:47happens to the
- 2:48fish corals and
- 2:49communities that
- 2:50depend on
- 2:51these waters?
- 2:52Today we are
- 2:52going to explore
- 2:53the politics
- 2:54science and the
- 2:55future of marine
- 2:56protection in the
- 2:57Pacific Islands
- 2:57Heritage Marine
- 2:58National Monument
- 2:59by speaking to
- 2:59Angela Villa
- 3:00Gomez a good
- 3:00Friend of the
- 3:01podcast and
- 3:01myself who's from
- 3:03the Center of
- 3:03American Progress
- 3:04in Washington DC
- 3:05He's gonna be
- 3:06talking about the
- 3:07US monument
- 3:08He's gonna be
- 3:08talking about how
- 3:09important it is
- 3:09and why we need
- 3:10to find out more
- 3:11about just
- 3:12getting science
- 3:13data and
- 3:14understanding
- 3:14What has happened
- 3:15over the last 10
- 3:16years with the
- 3:17expansion of the
- 3:18monument and how
- 3:19that's helped or
- 3:20maybe not helped
- 3:21fish in general
- 3:22for growing in
- 3:23number and size
- 3:24and we're
- 3:24gonna just
- 3:25discuss a lot of
- 3:25the things that
- 3:26are happening in
- 3:27the US and how
- 3:27that could be a
- 3:28distraction
- 3:28because there's
- 3:29so much
- 3:29going on and
- 3:30How it could be a
- 3:30distraction to
- 3:31making sure that
- 3:32this marine
- 3:32protected area
- 3:33stays closed
- 3:33So we're gonna
- 3:34talk all that in
- 3:35this episode.
- 3:36Here's the
- 3:36interview with
- 3:37Angelo Villa
- 3:37Gomez enjoy and I
- 3:38will talk to you
- 3:39after hey Angelo
- 3:40Welcome back to
- 3:41the how to
- 3:42protect the ocean
- 3:42podcast. Are you
- 3:43ready to talk
- 3:44about marine
- 3:45sanctuaries? I am
- 3:46It's been a hot
- 3:47minute since I
- 3:48saw you. I think
- 3:48the last time we
- 3:49talked we were
- 3:50both in France
- 3:50together
- 3:51Yes, the UN ocean
- 3:53conference.
- 3:53That's right, and
- 3:54we were actually
- 3:55jumping
- 3:55into the water
- 3:57That's right. We
- 3:58did not win. No
- 3:59because we were
- 4:01we were
- 4:01participating
- 4:02in the
- 4:04the manu the
- 4:05international
- 4:05manu competition
- 4:06which is
- 4:07manu is a
- 4:09Polynesian word
- 4:09of jumping into
- 4:11the ocean means
- 4:11bird, but it's a
- 4:12style of jumping
- 4:13in the ocean and
- 4:15New Zealand and
- 4:16you and I are not
- 4:18from New Zealand
- 4:19No, and we you
- 4:21were the Canadian
- 4:22purchase was I
- 4:22was I was the
- 4:23American
- 4:24participant
- 4:25And we did not
- 4:26win. It was a
- 4:27good time. We've been
- 4:27times had life
- 4:28It was it I mean
- 4:29you're you were
- 4:29jumping off like
- 4:31it wasn't
- 4:31too high
- 4:32You were much
- 4:33braver than than
- 4:34the rest of us
- 4:34were by just
- 4:35jumping off that
- 4:36first cliff
- 4:36wasn't that high
- 4:38Beautiful water
- 4:39nice and
- 4:39refreshing
- 4:40It was nice to do
- 4:40it at a
- 4:41conference where
- 4:42we get to have
- 4:42some fun as well
- 4:43and it was
- 4:43great people
- 4:44So that was that
- 4:45was a lot of fun.
- 4:45But like
- 4:46let's talk
- 4:47Before we start
- 4:48this the way you
- 4:49jump in you got
- 4:50to go like butt
- 4:51first like first
- 4:52Yeah, that's the
- 4:53the biggest
- 4:54splash. Yeah, so
- 4:55when I was
- 4:56growing
- 4:56up as a kid
- 4:56I thought a
- 4:57cannonball right
- 4:58was the been
- 4:59slow, right?
- 4:59So you sort of
- 4:59like you tuck in
- 5:00with hands and
- 5:01then boom you hit
- 5:02the water
- 5:03and splash
- 5:04We've done it
- 5:05wrong our
- 5:05entire lives
- 5:06But foods the
- 5:07best splash is
- 5:10achieved by
- 5:11putting your
- 5:12derriere into the
- 5:13water first
- 5:14Which is not that
- 5:16easy, right?
- 5:16Like you got to
- 5:17get a jump
- 5:17in the air
- 5:18So like there's
- 5:18you know, you
- 5:19gotta get some
- 5:19lift and some
- 5:20distance and then
- 5:21flip your legs
- 5:22out in front of
- 5:23you and land
- 5:24Yeah
- 5:25But first and not
- 5:26on your back
- 5:27because that
- 5:27would hurt even
- 5:28more, you know,
- 5:29but so you got to
- 5:30like be
- 5:30pretty good
- 5:31It takes some
- 5:32practice. I did
- 5:33not practice. I
- 5:34was not good. I
- 5:34did one thing and
- 5:35I'm like, I'm out
- 5:36I gotta go but
- 5:37that was that was
- 5:38a lot of fun, but
- 5:38we're not here to
- 5:39talk about that
- 5:40Although that was
- 5:41very fun. We
- 5:41should probably
- 5:42we could probably
- 5:42do an entire
- 5:43episode on that
- 5:44We are here to
- 5:45talk about a
- 5:46marine protected
- 5:46areas in
- 5:47particular a
- 5:48marine sanctuary
- 5:49called the
- 5:49Pacific Island
- 5:50Heritage Marine
- 5:51National Monument
- 5:52Quite quite a
- 5:54title, but also
- 5:55it represents a
- 5:56lot. So Angela
- 5:57before we get
- 5:58started with that
- 5:59Can you just tell
- 6:00me just remind
- 6:02the audience who
- 6:02you are and
- 6:03what you do?
- 6:04My name is
- 6:05Angelo. I live in
- 6:07Washington DC
- 6:08work for an
- 6:08organization
- 6:09called Center for
- 6:10Marine Center for
- 6:11American Progress
- 6:12And I'm an ocean
- 6:13advocate and I
- 6:15was actually at
- 6:15the designation
- 6:16at the very
- 6:17beginning of the
- 6:18Pacific Islands
- 6:19Heritage Marine
- 6:19National Monument
- 6:21I went to the
- 6:22White House and I
- 6:24was an advocate
- 6:24for Mariana
- 6:25Trench Marine
- 6:25National Monument
- 6:27Right the
- 6:28president George
- 6:28W Bush in his
- 6:30last two
- 6:30weeks office
- 6:32designated three
- 6:33large protected
- 6:34areas out in the
- 6:35Pacific Ocean
- 6:36In US waters and
- 6:38I got to watch
- 6:39him sign the
- 6:40piece of paper
- 6:41that actually
- 6:42created this big
- 6:44protected area
- 6:44and it is the US
- 6:47has a number of
- 6:48different islands
- 6:49out in
- 6:49the Pacific
- 6:50Everyone's heard
- 6:51of Hawaii
- 6:52We also have Guam
- 6:53the Northern
- 6:53Mariana Islands
- 6:54American Samoa,
- 6:55but there's also
- 6:56this series of
- 6:57seven
- 6:58uninhabited islands
- 7:00And they're they're
- 7:01collectively
- 7:01called the
- 7:01Pacific remote
- 7:02islands area
- 7:04and it's like
- 7:05wake at
- 7:06all Jarvis
- 7:08Palmyra Kingman
- 7:09at all and
- 7:11President Bush
- 7:12created a marine
- 7:14protected air
- 7:14very large marine
- 7:15protected area
- 7:16around all seven
- 7:17of these islands
- 7:18that they're not
- 7:18contiguous
- 7:19And so it was
- 7:20like five
- 7:20different big
- 7:21squares out in
- 7:22the middle of the
- 7:22ocean, right?
- 7:23And then a few
- 7:25years later we
- 7:25had a new
- 7:26president. Barack
- 7:27Obama was
- 7:27president and he
- 7:29made three of
- 7:30those five
- 7:31big squares into
- 7:33giant circles
- 7:34They initially
- 7:35went out from
- 7:36shore to 50 miles
- 7:37and he extended
- 7:38them out to 200
- 7:39miles.
- 7:40Okay, and then
- 7:42President Trump
- 7:45Donald Donald J.
- 7:46Trump came into
- 7:47the White
- 7:47House and
- 7:49He's threatened
- 7:50all of America's
- 7:51public lands and
- 7:52waters. He said
- 7:53we're going to
- 7:54drill baby drill
- 7:56We're gonna mine
- 7:57the deep sea
- 7:58and the first
- 8:01Action that he
- 8:01took against
- 8:02public lands and
- 8:03waters was to
- 8:04open up a big
- 8:06chunk of this
- 8:07protected
- 8:07area to fishing
- 8:09when Obama
- 8:11Expanded it he
- 8:12expanded it to
- 8:121.3 million
- 8:14square kilometers
- 8:16And Trump opened
- 8:17up about a
- 8:18million of that
- 8:19to fishing. So
- 8:20more than half
- 8:21this is
- 8:21this is yeah
- 8:22One million out
- 8:30of 1.3. So 1.3.
- 8:31Sorry those
- 8:31talking about
- 8:321.8. Yeah,
- 8:32yeah, yeah
- 8:347080% yeah, so
- 8:35that was back in
- 8:36April and
- 8:38the
- 8:40Government office
- 8:41in Hawaii, not
- 8:43Noah they issued
- 8:44a letter to all
- 8:45the fishermen
- 8:45Permit holders
- 8:46and said you can
- 8:47now fish in this
- 8:48protected area
- 8:49And almost
- 8:50immediately a
- 8:51whole bunch of
- 8:51boats like 10 or
- 8:5320 went into the
- 8:54protected area
- 8:55and you can go to
- 8:56global
- 8:56fishing watch
- 8:57Dot-com and you
- 8:59can you know put
- 9:00in the right
- 9:00parameters
- 9:00zoom in
- 9:02Find the right
- 9:02dates and you can
- 9:04see those fishing
- 9:04vessels. Yeah,
- 9:05they're in there
- 9:06and they're
- 9:07catching tuna
- 9:08They're based in
- 9:09Hawaii going down
- 9:11to the
- 9:11protected area
- 9:12Which is a couple
- 9:12thought like
- 9:13maybe a thousand
- 9:13miles away and
- 9:14then going back
- 9:15up to Hawaii and
- 9:16offloading
- 9:16their fish
- 9:18The conservation
- 9:19community was not
- 9:19happy about
- 9:20this, right?
- 9:21And the Trump
- 9:22administration
- 9:22was sued by
- 9:23several groups in
- 9:24Hawaii. The
- 9:26lawsuit was filed
- 9:26by Earth Justice
- 9:27Which is a great
- 9:29organization
- 9:30and
- 9:32about two
- 9:32weeks ago
- 9:34Earth the courts
- 9:36decided that the
- 9:37Trump
- 9:37administration
- 9:37had
- 9:38broken the law
- 9:39When they used
- 9:40that letter to
- 9:41open this area up
- 9:42to fishing
- 9:43Because America
- 9:43is still a
- 9:44country of laws
- 9:45and we have a
- 9:46fisheries law
- 9:47called
- 9:47Magnuson Stevens
- 9:48And the the Trump
- 9:49administration
- 9:50had not followed
- 9:51the letter
- 9:52of the law
- 9:53So the judge
- 9:54closed the area
- 9:55to fishing again.
- 9:56So it was opened
- 9:58up in April shut
- 10:00down a couple of
- 10:00weeks ago
- 10:02and
- 10:03now
- 10:06There the fishing
- 10:08interests are
- 10:09Trying to get
- 10:10that process
- 10:11going that you
- 10:12know that legal
- 10:13government
- 10:13process that
- 10:14could open this
- 10:15area to fishing
- 10:16and we're seeing
- 10:16that happening
- 10:17in real time
- 10:19That's a lot that
- 10:20happened in such
- 10:21a short time, you
- 10:22know, like you
- 10:23know where
- 10:24you know Donald
- 10:25Trump President
- 10:26Donald Trump
- 10:26takes away the
- 10:29Or opens it up
- 10:30for fishing
- 10:32So what's the
- 10:33reasoning that he
- 10:35used behind
- 10:35opening it up? Is
- 10:36it more of like
- 10:37the drill
- 10:37baby bill?
- 10:38We're gonna fish
- 10:38everything. We
- 10:39want to be the
- 10:39biggest fisheries
- 10:40in a country
- 10:41Yeah, that's that's ultimate.
- 10:43That's ultimately
- 10:44what it comes
- 10:44down to. Yeah, is
- 10:45that we're going
- 10:46to we're gonna
- 10:47have energy
- 10:48dominance
- 10:49We're gonna have
- 10:49fisheries
- 10:49dominance. We're
- 10:51gonna fish
- 10:51everywhere
- 10:52We're gonna have
- 10:53the
- 10:53greatest economy
- 10:55What it's just
- 10:56it's very
- 10:56short-sighted
- 10:57the United
- 10:58States has had
- 11:00Protected lands
- 11:02and waters for
- 11:03the last hundred
- 11:04and fifty years
- 11:04when our first
- 11:05national parks
- 11:06were protected
- 11:07And we this
- 11:08country can
- 11:09absolutely have
- 11:11the best managed
- 11:12fisheries in the
- 11:13world and
- 11:14the best network
- 11:15of
- 11:16protected areas
- 11:17And and the goals
- 11:18of sustainable
- 11:19fishing and of
- 11:21habitat
- 11:21management or
- 11:22hand habitat
- 11:22protection
- 11:23Are not the same,
- 11:24you know that
- 11:25when you are
- 11:27advocating for
- 11:28sustainable
- 11:28fishing
- 11:29What your
- 11:29ultimate goal is
- 11:31to do, you know,
- 11:31I mean it's much
- 11:32more complicated
- 11:33than this
- 11:33Yeah, you want
- 11:34you want to get
- 11:35to a place where
- 11:35you have?
- 11:36Sustainable
- 11:37fishing. Yeah,
- 11:37where the the
- 11:39number of fish
- 11:39being taken out
- 11:40are being
- 11:41replaced
- 11:41every year
- 11:42So that you're
- 11:43you have a steady
- 11:44catch in
- 11:45fishermen can
- 11:45have jobs and
- 11:46there's fish on
- 11:47people's plates
- 11:49But the goals of
- 11:50conservation are
- 11:51often not the
- 11:52same, you
- 11:53know, they're
- 11:54sustainable
- 11:56fishing is not a
- 11:58net zero or
- 12:00it's not a
- 12:03Environmentally
- 12:03neutral activity
- 12:04on there still
- 12:05are outcomes to
- 12:06it. There's
- 12:07bycatch. Yep
- 12:08The fish do die
- 12:10So, you know,
- 12:11there's changes
- 12:12in the fisheries
- 12:12assemblage. Usually
- 12:13you'll see
- 12:15Maybe the
- 12:16sometimes the
- 12:16fish populations
- 12:17will go down. But
- 12:18sometimes the
- 12:18fishes of the
- 12:18sizes
- 12:19smaller and again
- 12:21You know, this is
- 12:22different
- 12:22depending on the
- 12:23stock. So of
- 12:23course, yeah, I
- 12:25just paint with a
- 12:25broad brush for
- 12:26everything,
- 12:26right?
- 12:28But we can have
- 12:29fisheries and
- 12:31protected areas
- 12:31and for the last
- 12:3320 years
- 12:34it's worked
- 12:35The way the
- 12:36United States
- 12:36manages its tuna
- 12:38fisheries in
- 12:38the Pacific
- 12:40For the boats in
- 12:41Hawaii is
- 12:42with a quota
- 12:43And that quota
- 12:44was I think three
- 12:45thousand five
- 12:45hundred tons. It
- 12:47was recently
- 12:48increased to
- 12:48seven
- 12:49thousand tons
- 12:50Just this year. I
- 12:52Think last year
- 12:53before it was
- 12:54increased
- 12:55doubled. Okay
- 12:57They've never had
- 12:58an issue reaching
- 12:59the quota, right?
- 13:00You know this
- 13:01they've it's not
- 13:03like there's fish
- 13:04that are being
- 13:04left
- 13:05uncaught, right?
- 13:06It's the the the
- 13:08fleet has
- 13:09operated and is
- 13:10very successful
- 13:11Yeah, and we've
- 13:12had these
- 13:12protected areas
- 13:13at the same
- 13:14time, right?
- 13:15So with it the
- 13:15idea is saying
- 13:16hey look we the
- 13:17cash per unit
- 13:18effort hasn't
- 13:18really changed
- 13:19They're able to
- 13:20meet their quota
- 13:20They're able to
- 13:21even to double it
- 13:22and there and the
- 13:23fisheries
- 13:23population so far
- 13:24the tuna
- 13:25population
- 13:25is fine
- 13:26Because it's well
- 13:27managed because
- 13:27there's marine
- 13:28protected areas
- 13:28because of this
- 13:29we're looking at
- 13:30what how many
- 13:31years when was it
- 13:31designated?
- 13:332000 Expanded in 15 so
- 13:38it's been
- 13:39The area that's
- 13:42open has been
- 13:42closed for like a
- 13:43decade. Yeah
- 13:45And you know, I'm
- 13:46glad you asked
- 13:46that question
- 13:47because you know,
- 13:48one of the
- 13:48reasons I wanted
- 13:48to talk to you
- 13:50Is because this
- 13:51area had been
- 13:52closed to fishing
- 13:53for 10 years.
- 13:54Yeah, and then it
- 13:55was opened from
- 13:56April to
- 13:57August and
- 13:58Fish were caught
- 13:59and I want to see
- 14:00that data. Yeah
- 14:01for sure because
- 14:03It doesn't have
- 14:04to be me but I
- 14:05want like
- 14:06scientists who I
- 14:07trust to
- 14:08see that data
- 14:09Yeah, I'm gonna
- 14:09and I could
- 14:10actually this
- 14:10could be a great
- 14:10collaboration
- 14:11between MPA
- 14:12scientists and
- 14:13fishery
- 14:13scientists
- 14:15Because what the
- 14:16fisheries
- 14:16scientist what
- 14:17the fisheries
- 14:17folks are saying
- 14:18is that these
- 14:19protected areas
- 14:20have had no
- 14:20benefit to
- 14:21the fishery
- 14:22You know, they've
- 14:23they've been a
- 14:23complete waste of
- 14:24time. They've
- 14:24harmed the
- 14:25fishermen
- 14:26But what the MPA
- 14:27scientists say is
- 14:28that they've
- 14:29actually
- 14:30Led to spillover
- 14:31effects that you
- 14:33know in the way
- 14:34that's been
- 14:34measured
- 14:35With studies in
- 14:36the past
- 14:37is has been
- 14:39Fishermen are
- 14:39fishing the line.
- 14:40Yeah right on
- 14:41there saying
- 14:43By fishing the
- 14:44line that's
- 14:45evidence that the
- 14:46fishermen know
- 14:47that there's more
- 14:48fish inside the
- 14:49protected area
- 14:49and fishermen are
- 14:50brilliant
- 14:50smart people
- 14:51Yeah, dedicate
- 14:52their entire
- 14:52lives to catching
- 14:53fish. They know
- 14:54how to catch
- 14:54fish. They know
- 14:55the best ways to
- 14:56catch fish
- 14:56They know how to
- 14:57catch it as fast
- 14:57as possible
- 14:58So that they can
- 14:59make as much
- 15:00money as possible
- 15:00So I like it when
- 15:01fishermen are
- 15:02going to the
- 15:02borders of marine
- 15:03protected areas.
- 15:04It's because they
- 15:05know something
- 15:05Yeah, like it's
- 15:06not it's not
- 15:07random. Yeah
- 15:08But with this
- 15:09fisheries data
- 15:09that we have for
- 15:10these
- 15:10couple of months
- 15:12Can we look at
- 15:13the catch per
- 15:13unit effort?
- 15:14You know, how
- 15:15many hooks were
- 15:16dropped in the
- 15:17water and how
- 15:18many fish were on
- 15:19the line?
- 15:19And how long did
- 15:21they soak those
- 15:22hooks in the
- 15:22water to catch
- 15:23those fish?
- 15:24I think that's
- 15:25actually pretty
- 15:26easy to capture
- 15:28and the NOAA used
- 15:29to put all that
- 15:30data on
- 15:30their website
- 15:31But the last
- 15:32couple years it
- 15:32hasn't been there
- 15:34I'd also be
- 15:34interested in
- 15:35looking at the
- 15:36sizes of the fish
- 15:37that may be a
- 15:38little bit more
- 15:39difficult
- 15:40But when those
- 15:41fish are
- 15:42offloaded in
- 15:42Hawaii and you
- 15:43can actually go
- 15:44to this port
- 15:45It's like the
- 15:45coolest thing in
- 15:46the world
- 15:46It's one of the
- 15:47the oldest
- 15:48biggest ports for
- 15:49fish in the
- 15:49United States and
- 15:50as the fish come
- 15:52off the boat
- 15:53Every single one
- 15:54of them
- 15:54gets a barcode
- 15:55So they have some
- 15:56of the like this
- 15:57amazing data on
- 15:58like literally
- 15:59individual fish
- 16:00for going
- 16:01back to it
- 16:02Like and with
- 16:02that they'll get
- 16:03like size and
- 16:04length. Yeah.
- 16:05Yeah all this
- 16:05where it was
- 16:06caught. Yeah
- 16:07Incredible data
- 16:08and then each one
- 16:09of those fish
- 16:10gets
- 16:11auctioned off
- 16:12And then you know
- 16:13gets into Japan
- 16:13it gets into the
- 16:14mainland it gets
- 16:15eaten in Hawaii.
- 16:15Yeah, whatnot
- 16:18You know one
- 16:19reason that each
- 16:19of those fish get
- 16:20a barcode by the
- 16:20way is because
- 16:21they're each fish
- 16:22is but as
- 16:23valuable as a
- 16:24iPhone yeah,
- 16:25yeah, they're
- 16:25like thousands.
- 16:26Yes big tuna that
- 16:28go for a
- 16:29thousand bucks
- 16:30That most high
- 16:31quality fish are
- 16:32going for real
- 16:33high the bycatch
- 16:34is going for
- 16:34really for
- 16:35a lot less
- 16:36And then like
- 16:37this could
- 16:37actually be a
- 16:38really
- 16:38important moment
- 16:39for understanding
- 16:41Marine protected
- 16:42areas with a
- 16:44highly migratory
- 16:44species,
- 16:45right? Yeah
- 16:46um, and you know,
- 16:48there's the UN
- 16:49General Assembly
- 16:50is happening in
- 16:51September and
- 16:53There's hope that
- 16:54enough countries
- 16:54will ratify this
- 16:55high seas
- 16:56agreement
- 16:56And there's gonna
- 16:57be this push for
- 16:58marine protected
- 16:59areas on on the
- 17:01high seas
- 17:02And this is
- 17:04fisheries data.
- 17:05This is not
- 17:05modeling. This is
- 17:07not actually
- 17:08This is I have
- 17:10the number of
- 17:11fish that were
- 17:12caught. I know
- 17:12where it was
- 17:13caught. I know
- 17:13how big they are
- 17:17Will this prove
- 17:18that this MPA has
- 17:19worked it's been
- 17:2010 years. Yeah
- 17:22And you know,
- 17:23I'll give you
- 17:24this like on the
- 17:24flip side. What
- 17:26if we're wrong?
- 17:27Mm-hmm, you know
- 17:27that that's also
- 17:28important
- 17:29If if there's
- 17:30been no change in
- 17:31the catch per
- 17:32unit effort if
- 17:32there's been no
- 17:33change in the
- 17:33size of the fish
- 17:34Has this marine
- 17:35protected area
- 17:36actually been
- 17:37effective? I
- 17:38mean, that's it.
- 17:38That's the big
- 17:39that's the big
- 17:39question
- 17:40And that's what
- 17:40science is for
- 17:41right? It's so
- 17:42it's you prove
- 17:43that whether it
- 17:44is or not
- 17:45Has it been
- 17:45effective
- 17:45basically if this
- 17:47fish have grown
- 17:48on average, you
- 17:49know,
- 17:49they're bigger
- 17:50They're they're
- 17:51they're longer.
- 17:51They're they
- 17:52weigh more
- 17:53Ideally because
- 17:54they haven't been
- 17:55touched in 10
- 17:55years. So
- 17:56they've had a
- 17:57Population growth
- 17:58and that's the
- 17:58beauty about fish
- 17:59is that you can
- 18:00see that that
- 18:01difference pretty
- 18:02quickly and we've
- 18:03seen that
- 18:03in other
- 18:04MPAs this one
- 18:05that would be
- 18:06probably the
- 18:06first in the
- 18:07Pacific where we
- 18:07have this kind of
- 18:08long-term study
- 18:09Did they have
- 18:09information on
- 18:10that like because
- 18:11Noah has always
- 18:12been good with
- 18:12information and
- 18:13sharing
- 18:13information
- 18:14Do they have
- 18:15information on
- 18:15those
- 18:16fish before?
- 18:18This MPa went in
- 18:19before fishing.
- 18:19There is yeah,
- 18:20there it used to
- 18:22all be online. I
- 18:22don't know if it
- 18:23still is right
- 18:24But the data is
- 18:25there somewhere
- 18:27Yeah, this part
- 18:27of the Pacific is
- 18:28called the
- 18:29Pacific remote
- 18:29islands area.
- 18:31Yeah, and then
- 18:31the long
- 18:32line data
- 18:33That was online.
- 18:34It used to be
- 18:35broken up.
- 18:35There's the main
- 18:36Hawaiian Islands.
- 18:37There's the
- 18:38Northwest
- 18:38Hawaiian Islands
- 18:39There's the
- 18:39Pacific remote
- 18:40islands area and
- 18:41then there's the
- 18:41high seas
- 18:42and so it's
- 18:43actually it's
- 18:44really
- 18:44interesting to go
- 18:44into that data
- 18:45and you know and
- 18:46see the ebb
- 18:46and flow of
- 18:48You know, what
- 18:49are they
- 18:49catching? How
- 18:49many sharks are
- 18:50they catching?
- 18:50What's your bike
- 18:51edge? Yeah, and
- 18:52I'd like I'm
- 18:54pretty
- 18:54sure there's
- 18:5520 30 years of
- 18:57that data
- 18:58That that one
- 18:59could look at so
- 19:00yeah, it's really
- 19:00incredible. You
- 19:01can look at the
- 19:01fisheries
- 19:02data before
- 19:03You know, there's
- 19:04no fisheries data
- 19:05while it's
- 19:05protected right
- 19:06then we've got
- 19:07these couple of
- 19:07months. Yeah
- 19:09You know and
- 19:09again, you know,
- 19:10it's a small
- 19:11small chunk.
- 19:11Yeah.
- 19:12Yeah for sure
- 19:12You know, there's
- 19:13these fish may be
- 19:14seasonal,
- 19:15you know
- 19:16What was the
- 19:16water temperature
- 19:17or is it an El
- 19:18Nino year? Like,
- 19:18you know, there's
- 19:19a lot of there's
- 19:19a lot of
- 19:20variables there
- 19:20But there's
- 19:22something yeah
- 19:24There's also
- 19:27Some social
- 19:27science that
- 19:28could be done,
- 19:28you know before
- 19:30the opening
- 19:32There were a lot
- 19:32of claims that
- 19:33there would be
- 19:34social and health
- 19:34benefits for
- 19:35American Samoa
- 19:37There there's a
- 19:38cannery there
- 19:39and
- 19:41You know one of
- 19:42the arguments for
- 19:43opening it is
- 19:43that you know
- 19:44opening up these
- 19:45areas to fishing
- 19:46would support the
- 19:48American Samoan
- 19:51Economy and the
- 19:52community
- 19:53And I'm not a
- 19:54social scientist
- 19:55right but there
- 19:56are social
- 19:56scientists who
- 19:57may have ideas on
- 19:59How do we how do
- 20:00we study this? I
- 20:00mean, can we do
- 20:01interviews? Can
- 20:02we look at some
- 20:02of the
- 20:03economic data?
- 20:04When it was
- 20:05opened was more
- 20:07fish delivered to
- 20:08the cannery?
- 20:10And again, you know
- 20:12complicated yeah
- 20:13There's there's
- 20:15these tariffs
- 20:16You may have
- 20:17heard of in the I
- 20:17haven't heard
- 20:18yeah, not much
- 20:18about it.
- 20:19Yeah, yeah
- 20:20It's possible
- 20:21that these
- 20:22tariffs are more
- 20:23influential than
- 20:24like the
- 20:25actual fishing
- 20:26And again, I'm
- 20:27not an economist,
- 20:27but you know,
- 20:28there are people
- 20:29who can
- 20:29study this
- 20:31But I recently
- 20:32had a short piece
- 20:33appear in nature
- 20:36The Journal of
- 20:37Nature by the
- 20:37way, okay guys,
- 20:38that's huge. Like
- 20:39that's a big
- 20:40that's a big
- 20:40that's a
- 20:41big paper
- 20:42I
- 20:43collaborated with
- 20:45two of the MPa
- 20:46guide scientists,
- 20:48dr. Kirsten and
- 20:48dr. Jenna
- 20:49and then
- 20:51Dr. Steven who's
- 20:53one of my
- 20:53collaborators
- 20:54collaborators on
- 20:55many projects.
- 20:56He's from Saipan
- 20:58Yeah, he's native
- 20:59Hawaiian and he's
- 21:00now a professor
- 21:00at Cornell
- 21:01And that was
- 21:03basically just
- 21:04our claim is like
- 21:04hey, you know,
- 21:05we're scientists.
- 21:06Let's go science
- 21:07Yeah now now with
- 21:08this like who do
- 21:10you like?
- 21:11normally
- 21:12It'd be Noah that
- 21:13would gather this
- 21:14data right and
- 21:15they would put
- 21:15out technical
- 21:16reports and so
- 21:17forth and then
- 21:17they would
- 21:18look at that
- 21:19So I guess the
- 21:20first question is
- 21:21how has
- 21:22there been?
- 21:23Has has have
- 21:24researchers been
- 21:25allowed in there
- 21:25to look at the
- 21:27stock while it
- 21:28was closed down?
- 21:29Because sometimes
- 21:29they're allowed
- 21:30and sometimes
- 21:30they're not.
- 21:31Yeah, no
- 21:31there was um
- 21:34There has been
- 21:34some research
- 21:35fish fishing
- 21:36And I like even
- 21:38this year there
- 21:38was a permit that
- 21:39was submitted to
- 21:40do some research
- 21:41fishing inside
- 21:43The protected
- 21:43area. So there is
- 21:45some stuff
- 21:46out there
- 21:46Yeah
- 21:47Just to look at
- 21:47that size as it's
- 21:48kind of grown
- 21:49over the 10 years
- 21:50or if they've
- 21:50grown over that
- 21:51over that
- 21:5110 years
- 21:52The other
- 21:52question is like
- 21:53since no one
- 21:53normally
- 21:54does this
- 21:55Is there a worry
- 21:57that like like
- 21:58has the
- 21:58government ever
- 21:58said that they're
- 21:59gonna look at
- 22:00this data like
- 22:01like the
- 22:01government now?
- 22:02Like that's in
- 22:02that's in
- 22:03power. So
- 22:04the short
- 22:05answer is
- 22:06Like we're
- 22:07in trouble
- 22:09Something like
- 22:09one in four Noah
- 22:11employees who
- 22:12work there in
- 22:13January no longer
- 22:14work for the
- 22:15agency, right?
- 22:16And then with the
- 22:17doge cuts
- 22:19There have just
- 22:20been cuts all
- 22:21across the agency
- 22:22and I have
- 22:23Numerous friends
- 22:25and colleagues
- 22:25who are out of
- 22:26work. We're not
- 22:27who no longer
- 22:28serve in our
- 22:28government. So
- 22:29You know, I think
- 22:32this is
- 22:32important. I
- 22:33think this is a
- 22:34global. I think
- 22:34this is globally
- 22:35important
- 22:35So trying to call
- 22:36attention to it
- 22:38The government
- 22:39has so much
- 22:40money, you know,
- 22:41the US government
- 22:42budget last year
- 22:43was like six
- 22:44billion dollars
- 22:45In philanthropy
- 22:46just sorry six
- 22:47trillion
- 22:48Six trillion
- 22:57dollars in Noah
- 22:58Had the
- 22:59government has
- 23:00more money than
- 23:01philanthropy. So
- 23:02philanthropy
- 23:03cannot
- 23:04back end
- 23:04all of this
- 23:06but I I
- 23:07think that
- 23:09There there
- 23:10could be some
- 23:11discrete pieces
- 23:12that we could
- 23:13look at and one
- 23:14of those discrete
- 23:15pieces that I
- 23:15would want to say
- 23:16is how does
- 23:19that
- 23:19fisheries data
- 23:21compare to
- 23:23Now because like
- 23:26Science is
- 23:26happening in real
- 23:27time. It's
- 23:28closed again
- 23:29It's probably
- 23:30gonna be opened
- 23:31again, right?
- 23:32Yeah, we'll talk
- 23:32about that in
- 23:33just a second
- 23:33Even if we get
- 23:34the you know, get
- 23:35the plant in
- 23:36place like we
- 23:36still need to
- 23:37study the future
- 23:38And then I also
- 23:39think this the
- 23:40socioeconomic
- 23:41stuff needs to be
- 23:42better
- 23:42understood because
- 23:46There this is
- 23:47still a very
- 23:48controversial
- 23:49protected area
- 23:49You know, there
- 23:51are some folks
- 23:51who would like to
- 23:52see it enlarged
- 23:53There are some
- 23:54people who are
- 23:54kind of happy
- 23:55with what it is
- 23:55and want to see
- 23:56the management be
- 23:56put in place
- 23:58So people have
- 23:59very strong
- 24:00feelings about
- 24:00this and
- 24:02there's been
- 24:03Some social
- 24:04science work
- 24:05around the
- 24:06Mariana trench
- 24:06monument. Yeah,
- 24:07there's been a
- 24:07lot around the
- 24:09papahana mukuakea
- 24:10monument
- 24:10up in Hawaii
- 24:11But but I think
- 24:13there's
- 24:13opportunities for
- 24:14social scientists
- 24:15to study this
- 24:17And it's
- 24:17complicated
- 24:18because you know,
- 24:19this is it kind
- 24:20of appears
- 24:21between Hawaii
- 24:22Mariana's
- 24:23Micronesia
- 24:24American Samoa
- 24:24and it's it's a
- 24:26public trust
- 24:27It's not owned by
- 24:28any one group of
- 24:30Americans. It's
- 24:31owned by all of
- 24:32the Americans
- 24:34in the
- 24:34entire country
- 24:36And I just think
- 24:37there could be
- 24:38some greater
- 24:38understanding
- 24:38that scientists
- 24:39could bring to
- 24:40what's going on
- 24:42To make
- 24:42recommendations
- 24:43on how we move
- 24:44into the future.
- 24:44Yeah, I agree
- 24:46I think it I mean
- 24:47it'd be a study
- 24:48of a lifetime
- 24:49really looking at
- 24:50that size of an
- 24:51area closed down
- 24:52for ten years
- 24:53Being able to
- 24:54study it whether
- 24:54it be a
- 24:55collaboration of
- 24:56academics
- 24:57philanthropists
- 24:58government
- 24:59Even for the
- 24:59government I
- 25:00would I would
- 25:01imagine they
- 25:01would like to see
- 25:02if this thing
- 25:03works or not
- 25:05You know just
- 25:06from a from a
- 25:07point of view of
- 25:08you know
- 25:09Where is the best
- 25:10way forward if
- 25:10you want to be
- 25:11the top fishing
- 25:12nation in the
- 25:13Pacific?
- 25:13Wouldn't it be
- 25:14good to have
- 25:15great fish that's
- 25:16available
- 25:17Year after year
- 25:18after year
- 25:18instead of having
- 25:19trouble later on
- 25:20after your catch
- 25:21per unit effort
- 25:22goes down
- 25:23You know trying
- 25:23to catch these
- 25:24fish. So
- 25:25obviously that's
- 25:26a that's
- 25:26a big deal
- 25:27Let's talk about
- 25:28I'd like to talk
- 25:29a little bit
- 25:29about and we've
- 25:30talked about this
- 25:30before when
- 25:31you've been on
- 25:32the podcast
- 25:32But I want to
- 25:33reiterate this
- 25:34There's been a
- 25:35when we go into
- 25:36the designation
- 25:36of these marine
- 25:37sanctuaries,
- 25:38especially in the
- 25:39Pacific area
- 25:41Pacific
- 25:41Ocean for the US
- 25:43It's it seems to
- 25:45always be
- 25:45designated by a
- 25:47president. So
- 25:47George W Bush.
- 25:48Yeah,
- 25:49Barack Obama
- 25:49even the changes
- 25:50to it has
- 25:51been done by
- 25:52You know by by
- 25:53Donald Trump and
- 25:55and it seems like
- 25:56you can just
- 25:56change on
- 25:57the whim
- 25:57You know, it
- 25:58doesn't seem like
- 25:59it's a good
- 26:00long-term plan
- 26:01You would think
- 26:02normally
- 26:02presidents would
- 26:03really like, you
- 26:04know at the end
- 26:05of the George
- 26:06Bush area
- 26:06He wasn't a very
- 26:07environmentally
- 26:07focused
- 26:08But my
- 26:08understanding is
- 26:09that his wife
- 26:10really enjoyed
- 26:11the ocean really
- 26:12enjoyed
- 26:13protection of
- 26:14environment
- 26:14So that was the
- 26:15the influence
- 26:15there and that
- 26:16was sort of like
- 26:16his legacy at the
- 26:18end of that of
- 26:19his second term
- 26:20To be able
- 26:20to do that
- 26:22Barack Obama did
- 26:23he do in his
- 26:24first term or
- 26:25second term?
- 26:27Second
- 26:28second second
- 26:29So again, like it
- 26:30seems like more
- 26:30of a I'm gonna
- 26:31leave this legacy
- 26:32of environmental
- 26:33protection
- 26:34And and see and
- 26:35see where that
- 26:36goes. It seems
- 26:36like now it's
- 26:37just more
- 26:37of a I want
- 26:38We want the US to
- 26:39be the best at
- 26:40everything and
- 26:41fisheries is
- 26:41gonna be
- 26:42another thing
- 26:43But presidents
- 26:44can kind of go
- 26:44back and forth
- 26:45and whether they
- 26:46want to either
- 26:46expand it can
- 26:47keep it the same
- 26:48or take away
- 26:49Some protections
- 26:50that leaves these
- 26:52marine
- 26:52sanctuaries plus
- 26:53the people that
- 26:54benefit from
- 26:55these marine
- 26:55sanctuaries,
- 26:56you know
- 26:57vulnerable
- 26:57to changes
- 27:00Is it like is
- 27:01there a way that
- 27:02that the laws can
- 27:03be more stringent
- 27:06of of being
- 27:07actually being
- 27:08changed?
- 27:10So I wish I could
- 27:11say it was
- 27:12unprecedented
- 27:12that a president
- 27:14would roll back
- 27:15and other
- 27:15presidents
- 27:16protected areas
- 27:17But this happened
- 27:18before under the
- 27:19first Trump
- 27:20administration,
- 27:21right?
- 27:21But in the United
- 27:22States is and I
- 27:24was trying to say
- 27:25this as
- 27:25nice as I can
- 27:25The United States
- 27:27is in a
- 27:27transition moment
- 27:29where the future
- 27:31of the
- 27:31United States
- 27:32Stands on a
- 27:33precipice of like
- 27:34we're going to
- 27:35kind of a
- 27:36dark place
- 27:37And this this
- 27:38relates to our
- 27:39public lands and
- 27:39waters. So for
- 27:41the last
- 27:41hundred years
- 27:42And the law that
- 27:43you're talking
- 27:44about that the
- 27:44president uses to
- 27:45protect lands and
- 27:47waters
- 27:48and you know
- 27:48The Grand Canyon
- 27:49was protected
- 27:49with this law
- 27:51And many other
- 27:53national
- 27:54monuments and
- 27:55national parks
- 27:55began with this
- 27:57Antiquities Act
- 27:58designation and
- 28:00for most
- 28:01of history
- 28:02Presidents did
- 28:03not overturn
- 28:04things that other
- 28:04presidents had
- 28:05recognized and
- 28:06these these lands
- 28:08You know
- 28:09initially some of
- 28:09them were just
- 28:10protected as
- 28:10scenic landscapes
- 28:11So that you know,
- 28:13Ansel Adams could
- 28:14go and take a
- 28:14picture of the of
- 28:15the Grand Canyon
- 28:16of these
- 28:16beautiful places
- 28:17But in the last
- 28:19century the
- 28:20reason for
- 28:21protecting lands
- 28:22and waters
- 28:22evolved so it
- 28:24like some
- 28:24of our lands
- 28:26Protect people or
- 28:28remember people.
- 28:29Yeah, some of
- 28:30them Caesar
- 28:31Shavett is right
- 28:31Caesar Caesar
- 28:32Shavett
- 28:33so that the
- 28:34farm workers
- 28:35movement
- 28:37Civil rights
- 28:38monuments
- 28:38protect, you
- 28:39know, they
- 28:39remember these
- 28:40are public lands
- 28:41that remember the
- 28:43civil rights
- 28:44movement
- 28:45and out in
- 28:46the Pacific
- 28:47Indigenous
- 28:47culture has been
- 28:49a big part of
- 28:50these these
- 28:50monument
- 28:51designations
- 28:52so
- 28:54Presidents kind
- 28:55of accepted that
- 28:55we were
- 28:56protecting for
- 28:57scenic
- 28:58landscapes. We
- 28:59were protecting
- 28:59for biodiversity
- 29:00conservation
- 29:01We were
- 29:01protecting to
- 29:02remember
- 29:03important people
- 29:03important ideas
- 29:05important places
- 29:06and important
- 29:07moments in our
- 29:08history and Trump
- 29:10is kind of the
- 29:10first person to
- 29:11come along and
- 29:12Say now we're not
- 29:14gonna
- 29:14remember that
- 29:15And he's so he's
- 29:18doing it on
- 29:18public
- 29:18lands and waters
- 29:19But he's also
- 29:20doing it at the
- 29:20Smithsonian and
- 29:22he's doing it on
- 29:22government
- 29:23websites
- 29:24Like one of the
- 29:24first thing the
- 29:25New York Times
- 29:26has this
- 29:27incredible
- 29:27article where
- 29:28they identify
- 29:29200 words that
- 29:30the Trump
- 29:31administration is
- 29:31scrubbing from
- 29:32websites and it's
- 29:33things like
- 29:34innocuous words
- 29:35like woman
- 29:36Mm-hmm
- 29:37Black, you know,
- 29:39like completely
- 29:40erasing the
- 29:41history gay. Yeah
- 29:42erasing these
- 29:44concepts from
- 29:45like the
- 29:47The world right?
- 29:48Yeah, and so it's
- 29:49it's playing out
- 29:50in our museums.
- 29:51It's playing out
- 29:51in our government
- 29:52websites
- 29:52It's playing out
- 29:53in the way
- 29:53government
- 29:54manages itself,
- 29:54but it's also
- 29:55playing out
- 29:57in our public
- 29:58lands and
- 29:59waters and
- 30:01We thought that
- 30:05our norms would
- 30:05protect us we
- 30:06thought because
- 30:07it was always
- 30:08done that way
- 30:09It'll it won't
- 30:10have it won't
- 30:11ever happen in
- 30:12the future and
- 30:13you know, Bill
- 30:13Maher has this
- 30:14great bit that
- 30:15he's done a
- 30:15couple of times
- 30:16About that movie
- 30:17about the donkey
- 30:18that kicks field
- 30:19goals, right?
- 30:20And you know
- 30:20because there's
- 30:21no rule that you
- 30:22can't have a
- 30:24donkey on your
- 30:25football team
- 30:26The team went on having you know the donkey on the football team
- 30:28You know air by
- 30:31the air by the
- 30:32same thing. Yeah,
- 30:33there's no rule
- 30:34that the dog
- 30:34can't play
- 30:35basketball
- 30:35And that's kind
- 30:37of where we are
- 30:37with Trump is
- 30:38like he is just
- 30:39rolling back
- 30:39these things
- 30:40You know, there's
- 30:40no rule that you
- 30:41can't have the
- 30:42National Guard
- 30:43overthrow
- 30:43Washington,
- 30:44DC. Yeah
- 30:45Yet on my
- 30:46commute home
- 30:48Every metro
- 30:49station is full
- 30:50of National Guard
- 30:51troops.
- 30:51Yeah. Yeah
- 30:53Because even though there's no rule say that you can or cannot he's just doing it
- 30:54Because that's so
- 30:59same by
- 30:59protected area
- 31:01So like what we
- 31:03can we can fight
- 31:04back we can
- 31:05ridicule them
- 31:05And this is shown
- 31:07to actually to
- 31:09work a little bit
- 31:10a couple weeks
- 31:11ago the
- 31:11Smithsonian
- 31:12announced
- 31:13a change
- 31:14at one of their
- 31:16exhibits about
- 31:17impeachment
- 31:18And you know
- 31:21public uproar
- 31:21ridicule and
- 31:23within 48 hours that they can't be able to get back to the city
- 31:23So within 48
- 31:24hours that thing
- 31:24was back
- 31:26And it was the
- 31:26same thing.
- 31:27They erased
- 31:28Some stuff about
- 31:29Jackie Robinson
- 31:30the great
- 31:30baseball player
- 31:31who was the first
- 31:32black guy to play
- 31:33Major League
- 31:33Baseball
- 31:34There is
- 31:35they erased
- 31:36Some of the stuff
- 31:37about his
- 31:38military service
- 31:38on one of the
- 31:39Pentagon websites
- 31:40or
- 31:40something like that
- 31:42Ridicule and 24
- 31:43hours it was back
- 31:45so
- 31:46Even though he's
- 31:47doing this stuff
- 31:48and you know, we
- 31:48think he's taking
- 31:49his cues from
- 31:50industry. He
- 31:51still wants
- 31:52to be popular
- 31:53And you know,
- 31:54he's there is
- 31:55still right and
- 31:55wrong. Yeah
- 31:56Yeah
- 31:58So we we fight in
- 31:59the courts and
- 32:01that's how this
- 32:01first battle was
- 32:02fought in
- 32:02the courts
- 32:03Yeah, Earth
- 32:04Justice was able
- 32:05to get that judge
- 32:05to agree with
- 32:06them and they
- 32:07were close
- 32:07to the fishing
- 32:08But we also will
- 32:10fight in the the
- 32:11court of public
- 32:12opinion. Yeah,
- 32:12and eventually
- 32:14we'll fight at
- 32:14the ballot box
- 32:16because
- 32:16You know, we need
- 32:17if we want to
- 32:18have ocean
- 32:18conservation. We
- 32:20need to elect
- 32:20people who
- 32:21support ocean
- 32:22conservation
- 32:22Yeah, no, no
- 32:23doubt now. I want
- 32:25to talk about the
- 32:26reasoning why
- 32:27The judge the
- 32:29court shut this
- 32:30down like the
- 32:30opening of this
- 32:31National Marine
- 32:32Sanctuary
- 32:33So it's open for
- 32:34a few months
- 32:35people are
- 32:35fishing, you know
- 32:36having a great
- 32:36time fishing all
- 32:37that kind
- 32:38of stuff
- 32:38Seems like it's
- 32:39really great
- 32:40You know a lot of
- 32:41people that were
- 32:42not in ocean
- 32:43conservation saw
- 32:43the announcement
- 32:44that it was
- 32:44opened up
- 32:45You know, they'd
- 32:46have an uproar
- 32:46some people
- 32:47forgot to talk
- 32:47You know not
- 32:48talking about it
- 32:49as much because
- 32:49there's so much
- 32:50going on and then
- 32:51all of a sudden
- 32:51we get this court
- 32:52ruling saying
- 32:53hey, we're
- 32:53actually this is
- 32:54actually doesn't
- 32:54follow the
- 32:55Magnuson-Stevens
- 32:56Act. We're just
- 32:57going to
- 32:58Shut it like shut
- 32:59it back down
- 33:00because you know
- 33:01There's certain
- 33:01things that that
- 33:02the council says
- 33:02like they have or
- 33:03that the council
- 33:04hasn't met. It's
- 33:05like can you talk
- 33:06about what?
- 33:08What was the
- 33:09reasoning behind
- 33:10the shutting it
- 33:11down again? Like
- 33:12why it wasn't
- 33:14To protect it
- 33:16again. Yeah to
- 33:17protect again.
- 33:17Yeah,
- 33:17shut it down
- 33:19Yeah, yeah, um
- 33:20because they're
- 33:21incompetent
- 33:21And they they
- 33:22honestly they
- 33:24lost on a
- 33:24technicality
- 33:26And they thought
- 33:27that they could
- 33:27take a shortcut.
- 33:28They thought that
- 33:29they could
- 33:30ignore the law
- 33:32This is the
- 33:33government
- 33:36There's a if you
- 33:37watch that TV
- 33:38show parks and
- 33:38recreation there
- 33:39was an episode
- 33:40where Ron Swanson
- 33:41wanted to have a
- 33:42barbecue in
- 33:42A park. Yeah, and
- 33:43he said I've got
- 33:44a permit right
- 33:45here and it said
- 33:46I'm the parks
- 33:47director
- 33:48I can do
- 33:48what I want
- 33:49And that's kind
- 33:50of what they
- 33:50thought they
- 33:50thought no, we're
- 33:51in charge. We can
- 33:52do
- 33:52whatever we want
- 33:52Yeah, but we're a
- 33:54nation of laws.
- 33:54Yeah, so they
- 33:55they have to
- 33:56follow the
- 33:57law, right?
- 33:58And so they kind
- 33:58of lost on a
- 33:59technicality,
- 34:00which means this
- 34:01is not a
- 34:01permanent win
- 34:02This is that this
- 34:03is a temporary
- 34:04win where they
- 34:06now they have to
- 34:07follow the law
- 34:08Which means
- 34:08there's gonna be
- 34:08a public
- 34:09comment period
- 34:10Which means so
- 34:11the next battle
- 34:12is we flood the
- 34:13government with
- 34:14comments, right?
- 34:15And this is
- 34:16unpopular people
- 34:17support the
- 34:18protected areas
- 34:19like national
- 34:19parks national
- 34:21Everybody it's
- 34:23called, you know,
- 34:23it's the best
- 34:24idea America ever
- 34:25had people love
- 34:26our public areas
- 34:28So this stuff is
- 34:29incredibly
- 34:29unpopular and
- 34:31it's really just
- 34:32he's selling
- 34:33stuff off to the
- 34:33highest bidder,
- 34:34which in
- 34:34this case is
- 34:36Fishing
- 34:37interests, but
- 34:38he's doing the
- 34:38same thing all
- 34:39across the
- 34:39country to for
- 34:40oil companies and
- 34:41for mining
- 34:41companies
- 34:42Um
- 34:43I think it's
- 34:46interesting that
- 34:48Like is there is
- 34:49there not a law?
- 34:50Is there is there
- 34:50a marine
- 34:50protected
- 34:51area law?
- 34:52Like is there a
- 34:52law that congress
- 34:53or the
- 34:54senate can put in?
- 34:56Yeah, the you
- 34:57know the
- 34:59NASA, sorry nasa
- 35:00noah is you know,
- 35:02this amazing
- 35:02amazing agency
- 35:03that has uh
- 35:06Uh satellites and
- 35:07you know billions
- 35:08of dollars and
- 35:09they can predict
- 35:09hurricanes
- 35:10and what?
- 35:13collect data for
- 35:13climate change
- 35:15but noah is
- 35:16within the
- 35:16department of
- 35:17commerce,
- 35:18right and
- 35:19uh
- 35:20The which is
- 35:21which is bizarre
- 35:22in itself. Yeah,
- 35:23uh, you know
- 35:24part of that
- 35:24It's been for a
- 35:25while a vestige
- 35:26of how the united
- 35:27states has been
- 35:27around and been
- 35:28managed
- 35:29over the years
- 35:30um
- 35:31but sustainable
- 35:32fishing uh
- 35:33with the the
- 35:34Net with noa
- 35:35fisheries is sort
- 35:36of the the
- 35:37driving world
- 35:38view of why our
- 35:39oceans exist
- 35:40Uh, and there's
- 35:41kind of there's
- 35:42basically
- 35:43There's a couple
- 35:43other
- 35:44tools out there
- 35:45um, but monuments
- 35:46and sanctuaries
- 35:49marine national
- 35:50monuments
- 35:50designated with
- 35:51the antiquities
- 35:51act and the
- 35:52national marine
- 35:53sanctuaries
- 35:53designated with
- 35:54the
- 35:54sanctuaries act
- 35:55Uh make up most
- 35:57of the acreage of
- 35:58our protected
- 35:58areas. Uh, we
- 36:00also have uh,
- 36:01the national the
- 36:02estuarian
- 36:04cardboard to say
- 36:05uh, the estuarian
- 36:06reserves, uh,
- 36:07there's also a
- 36:08number of
- 36:09National wildlife
- 36:10refuges that
- 36:11protect the
- 36:11ocean. Um, like
- 36:13buck island
- 36:13national wildlife
- 36:14refuge in the
- 36:15virgin islands
- 36:16So there's a
- 36:17couple of
- 36:17different tools
- 36:18out there
- 36:20um, but all of
- 36:20these different
- 36:21tools were
- 36:22created by
- 36:22different laws
- 36:23and they
- 36:24they have
- 36:25uh, honestly like
- 36:26somewhat
- 36:26different
- 36:26personalities
- 36:27uh, and different
- 36:29goals and
- 36:29different
- 36:29reasons for
- 36:31existing or how
- 36:32they
- 36:32manage the ocean
- 36:33um
- 36:35And these are
- 36:36relatively new
- 36:37Uh, you know, so
- 36:37where are our
- 36:38national parks?
- 36:40Uh, yellowstone?
- 36:41uh
- 36:42I've been around
- 36:43since you know,
- 36:44the late 1800s
- 36:45early 1900s is
- 36:46when a lot of our
- 36:47our lands were
- 36:48protected
- 36:49uh, some of our
- 36:50big marine
- 36:51protected areas,
- 36:51uh, were only
- 36:53designated since
- 36:54like the 1960s or
- 36:55some of the
- 36:56oldest ones
- 36:57and in fact the
- 36:58the
- 36:58sanctuaries act
- 37:00Was designated in
- 37:02response to
- 37:02oil spills
- 37:04so the the uh in
- 37:05california
- 37:06so the threat
- 37:07that that act
- 37:08tends to
- 37:09focus on is uh
- 37:12oil
- 37:12Drilling, uh, so
- 37:14like the the
- 37:14seafloor
- 37:15Uh, and that's
- 37:16why you know the
- 37:16the chumash
- 37:17national marine
- 37:18heritage the
- 37:18chumash heritage
- 37:19national marine
- 37:20sanctuary that
- 37:21was designated
- 37:22Last year by
- 37:23biden actually
- 37:24doesn't address
- 37:25fishing right?
- 37:26Um, it it's it
- 37:27mainly
- 37:27deals with uh
- 37:30The chumash
- 37:30culture and
- 37:31involving
- 37:32indigenous
- 37:32peoples in the
- 37:33protected area
- 37:34Uh, but it also
- 37:35has restrictions
- 37:36on oil oil
- 37:37exploration
- 37:38Uh, which which
- 37:39is which is an
- 37:40important threat.
- 37:40Absolutely. Yeah
- 37:42but uh, there is
- 37:45this
- 37:45long-standing
- 37:46conflict between
- 37:48Uh, the
- 37:48antiquities act
- 37:49fishing rules and
- 37:50the magnus and
- 37:51stevens act
- 37:51fishing rules
- 37:52because they have
- 37:53different
- 37:53purposes
- 37:54Uh, and I we
- 37:55talked about this
- 37:56at the beginning
- 37:56of our chat here
- 37:57is you know
- 37:57So that this the
- 37:58monta marine
- 37:58monuments are
- 37:59designated
- 38:00to protect
- 38:01Um artifacts.
- 38:03Yeah, and in this
- 38:04case the artifact
- 38:05is the ecosystem.
- 38:06Yes. Um, that's
- 38:07what it's it's
- 38:07meant to
- 38:08protect habitat
- 38:09fully
- 38:11In perpetuity, so
- 38:12it says there's
- 38:13for the most
- 38:13part.
- 38:13There's no fishing
- 38:14Um in reality,
- 38:15there is a
- 38:17recreational
- 38:17fishing. There is
- 38:18um, some cultural
- 38:20fishing and
- 38:21there's also what
- 38:21is called
- 38:22non-commercial
- 38:22fishing
- 38:24um
- 38:26Uh, so yeah,
- 38:27like the the
- 38:28The bigger
- 38:29problem is is
- 38:30that the united
- 38:30states doesn't
- 38:31necessarily have
- 38:32the tools
- 38:34To create what
- 38:35other countries
- 38:36Call marine
- 38:37protected areas.
- 38:38We have we have
- 38:39monuments and
- 38:40sanctuaries
- 38:40Yeah, uh, and
- 38:41there's even like
- 38:42to be a nerd like
- 38:43there are some
- 38:44people who might
- 38:44argue that these
- 38:45national marine
- 38:45sanctuaries
- 38:46aren't marine
- 38:47protected areas
- 38:48Because they they
- 38:48don't do enough
- 38:49right because
- 38:51they're you know
- 38:51one specific
- 38:52thing or yeah
- 38:53I don't want to
- 38:54dive into like I
- 38:55I think um
- 38:57You know this you
- 38:58you've heard me
- 38:58talk about the
- 38:59strengths and
- 39:00weaknesses
- 39:00of 30 by 30
- 39:02and
- 39:03The effort to
- 39:04protect 30
- 39:04of the ocean
- 39:05Um, and this is
- 39:07some of the
- 39:07reality like what
- 39:08does 30 by 30
- 39:09mean on the
- 39:10ocean, you
- 39:11know, there's
- 39:12Uh on land it's
- 39:14two-dimensional
- 39:14but on in the
- 39:15ocean it's
- 39:16three-dimensional
- 39:17right and how do
- 39:17we how do we
- 39:18manage that?
- 39:19um also fish swim
- 39:21Uh, so how do we
- 39:22how do we manage
- 39:23that and not only
- 39:24make one
- 39:25boundary?
- 39:26Yeah, how do we
- 39:27measure
- 39:27that? Yeah
- 39:28um, and and so I
- 39:29I think uh, some
- 39:32of these borders
- 39:33that we draw uh
- 39:35You know, it's
- 39:37We're doing what
- 39:37we can managing
- 39:38it with the tools
- 39:39that we have
- 39:39available
- 39:40um
- 39:41But managing the
- 39:42ocean is is much
- 39:43more complicated
- 39:44than just saying
- 39:4630 of the ocean
- 39:48is a marine
- 39:48protecting
- 39:49area. It's
- 39:50um, and even
- 39:51getting to that
- 39:5130 percent you
- 39:52also have to ask
- 39:53the question of
- 39:54How did we get
- 39:55there? What was
- 39:55the process that
- 39:56we went through?
- 39:57And then who were
- 39:58the people that
- 39:58were involved? Um
- 39:59and going through
- 40:00that process
- 40:01I think there's
- 40:01also something to
- 40:02say too like, uh,
- 40:03you know you and
- 40:03I have been
- 40:04watching
- 40:05You've been
- 40:05involved in in in
- 40:07the designation
- 40:07of marine
- 40:07protected areas
- 40:08of all sorts from
- 40:09all over
- 40:10the world
- 40:10I've been
- 40:11watching and I
- 40:12studied it in
- 40:12university and so
- 40:14forth and there's
- 40:14something to be
- 40:14said about even
- 40:16A marine
- 40:16protected area
- 40:17first being
- 40:17designated may
- 40:18not have all the
- 40:19protections
- 40:19It needs to fully
- 40:21protect that area
- 40:22But then you can
- 40:22build on it as it
- 40:24grows and
- 40:24as you know
- 40:25The first the
- 40:26first step is to
- 40:27get it designated
- 40:27obviously not you
- 40:28don't want a
- 40:29paper park where
- 40:30Nothing is
- 40:30enforced and
- 40:31nothing is
- 40:31managed. But even
- 40:32if you get one
- 40:33thing managed
- 40:34Hopefully later
- 40:35on you can
- 40:35increase the size
- 40:36like like this
- 40:37one was done
- 40:38Or you can
- 40:39increase the
- 40:40amount of
- 40:40protections or
- 40:41you can designate
- 40:42certain areas
- 40:43like a bit like
- 40:44the the
- 40:44multi-management
- 40:45style that the
- 40:46grapeberry reef
- 40:48Marine park has
- 40:49And maybe you
- 40:50know install that
- 40:51and have like
- 40:51certain
- 40:51protections in
- 40:52certain areas as
- 40:53you discover more
- 40:54of that area and
- 40:55you research
- 40:55More of that area
- 40:56and how
- 40:56beneficial it is
- 40:57and where to
- 40:59pinpoint?
- 41:00Um, you know
- 41:00spawning areas or
- 41:01nursery areas and
- 41:02so forth of
- 41:03specific
- 41:04fish stocks
- 41:05um
- 41:06There's there's
- 41:06something to be
- 41:07said about
- 41:07establishing and
- 41:08building upon
- 41:09that it may not
- 41:10be perfect
- 41:11But we know in
- 41:12this world
- 41:12nothing's going
- 41:12to be perfect
- 41:13when you first
- 41:13start it off and
- 41:14it takes a
- 41:14long time
- 41:16And a lot of
- 41:16effort to
- 41:17designate
- 41:17uh an mpa
- 41:19Not you know
- 41:20notwithstanding
- 41:20any kind of
- 41:21difficulty in
- 41:23getting certain
- 41:23things protected
- 41:24and certain
- 41:24things not it's
- 41:25it's a it's a
- 41:26long-term goal
- 41:27to be able
- 41:27to do this
- 41:29for uh,
- 41:30you know you
- 41:31You have a good
- 41:33pulse on
- 41:34What these mpa's?
- 41:37You know that
- 41:37you've been
- 41:37involved and have
- 41:38to do with
- 41:39You know people
- 41:40who live around
- 41:41these areas live
- 41:42on these islands
- 41:43and and you know
- 41:44benefit from the the
- 41:46benefits of these
- 41:48uh spill effects
- 41:49notwithstanding
- 41:49not like fully
- 41:51understanding
- 41:51what
- 41:53You know this the
- 41:54the mpa for the
- 41:54last 10 years or
- 41:55the the expansion
- 41:56has done for fish
- 41:57and size and
- 41:58things like that
- 42:00and I know we
- 42:00talked a little
- 42:00bit about the
- 42:01social um the
- 42:02social
- 42:03implications, but
- 42:03how
- 42:04important is it to
- 42:06uh a lot of
- 42:07people who live
- 42:08out in those
- 42:08islands are
- 42:08indigenous how
- 42:09important
- 42:09is it for
- 42:11the indigenous
- 42:11people for these
- 42:12protections
- 42:13to happen
- 42:15And and to be
- 42:15designated you
- 42:16mentioned how a
- 42:17lot of times uh,
- 42:18it was to protect
- 42:19also
- 42:20indigenous culture
- 42:21Uh and important
- 42:22for indigenous
- 42:22people how
- 42:23important
- 42:23is it for
- 42:24This uh area to
- 42:26be closed and
- 42:26then what are the
- 42:27effects of that
- 42:27when it's open?
- 42:29There's no no
- 42:30community as a
- 42:31monolith. Um, and
- 42:32the the opinions
- 42:33that people on
- 42:34islands have
- 42:35whether they're
- 42:36indigenous or
- 42:36non-indigenous,
- 42:38uh are as
- 42:38variable as the
- 42:40opinions
- 42:40that we have
- 42:41uh
- 42:42in toronto or in
- 42:44washington d.c.
- 42:44So it's it's uh,
- 42:47you can't speak
- 42:47to what what
- 42:49Do people what do
- 42:51all people think?
- 42:52Um, but when we
- 42:53talk about
- 42:54What is success?
- 42:55Uh, what is
- 42:56conservation
- 42:57success and are
- 42:58these protected
- 42:59areas successful?
- 43:00Yeah, um, I I
- 43:02think from the
- 43:03NGO perspective
- 43:04and protect, you
- 43:05know from the
- 43:05science
- 43:06perspective
- 43:07The definition of
- 43:08success for a
- 43:09very long time
- 43:10has been the area
- 43:11that is protected
- 43:12the square
- 43:13kilometers
- 43:14That get
- 43:15protected and so
- 43:15the united states
- 43:16adds up the
- 43:17number of square
- 43:17kilometers, but
- 43:18actually miles
- 43:19because we don't
- 43:19use kilometers
- 43:20down here
- 43:20Um, and they say,
- 43:22you know where
- 43:22this is our
- 43:23percentage and
- 43:23and that's what
- 43:24the success is
- 43:25um, but it can be
- 43:27different when
- 43:27you're living on
- 43:28the island,
- 43:28right, so uh
- 43:30For for most
- 43:31people it's are
- 43:32there fish on my
- 43:33a healthy ocean
- 43:34means there's a
- 43:34fish on my
- 43:35plate, right?
- 43:36And that's that's
- 43:37the outcome that
- 43:38they want
- 43:39uh, but some of
- 43:39the stuff that I
- 43:41would like to see
- 43:42redefine success
- 43:43and marine
- 43:43conservation
- 43:44Is who has those
- 43:46jobs? So there
- 43:47there are so many
- 43:48jobs for the
- 43:49ocean for this
- 43:50this conservation
- 43:50world, right?
- 43:51So there's the
- 43:51scientist. Yep
- 43:53There's the
- 43:54administrator
- 43:55There's the
- 43:55person who
- 43:56washes, uh, or
- 43:57you know who
- 43:57sweeps the floors
- 43:58at university
- 44:00And are those
- 44:01jobs in
- 44:02washington state
- 44:03or are they on
- 44:04guam? Right? Uh,
- 44:05we where did that
- 44:06money go?
- 44:08Um, so there's
- 44:08the science
- 44:09there's the
- 44:09conservation
- 44:11There's the
- 44:11advocate world.
- 44:12So are people
- 44:13living in
- 44:14washington d.c?
- 44:15And then flying
- 44:16to the islands to
- 44:17to make these
- 44:18conservation
- 44:19decisions
- 44:19And how much are
- 44:21they getting paid
- 44:21or are the people
- 44:23on the islands
- 44:24having those
- 44:25jobs? Yeah
- 44:26um for the
- 44:27management, um
- 44:28are the are the
- 44:29managers
- 44:31from the islands
- 44:32or are they um
- 44:35And this is the
- 44:36united states,
- 44:37right? So within
- 44:38the context of
- 44:39the united states
- 44:40Um, are they or
- 44:42are they staffers
- 44:42from say
- 44:43new york?
- 44:44And I don't like
- 44:45I don't think
- 44:45anybody that's
- 44:46from new york
- 44:46with working on
- 44:47the islands
- 44:48Who come to the
- 44:49islands? Um
- 44:51To work and some
- 44:52of this can be
- 44:52complicated
- 44:53Uh, because those
- 44:54job descriptions
- 44:55get written in
- 44:56hawaii or they
- 44:57get written in
- 44:57washington, dc
- 44:59Um, and you know
- 45:00you ask the
- 45:00question
- 45:00is it better
- 45:02To find a local
- 45:02person in that
- 45:03job even if they
- 45:05haven't taken
- 45:05zoology yet
- 45:06Uh, right because
- 45:08because that job
- 45:08description says
- 45:09like you have to
- 45:09have taken
- 45:10zoology. Yeah
- 45:11Um, and do they
- 45:12even still teach
- 45:12zoology or is it
- 45:14called something
- 45:14else in
- 45:15these days?
- 45:16um
- 45:19And then there's
- 45:19you know the
- 45:20fisheries
- 45:20benefits
- 45:21There's the
- 45:22tourism benefits.
- 45:22So it's actually
- 45:24much larger
- 45:25Um, and whether
- 45:26if you're
- 45:27a tourist
- 45:28Operator or
- 45:29you're an ngo or
- 45:30you're a
- 45:31government or
- 45:31you're a
- 45:32scientist
- 45:33There's different
- 45:33ways that you
- 45:34even even within
- 45:35those different
- 45:35silos that you
- 45:36that you would
- 45:36define success.
- 45:37Um, but those
- 45:39We need social
- 45:40scientists to
- 45:41help us
- 45:41understand
- 45:41that. Yeah
- 45:42Um, and that
- 45:43doesn't get
- 45:44communicated and
- 45:45that doesn't get
- 45:45to be part of
- 45:47How we define
- 45:48conservation
- 45:48success?
- 45:50Um
- 45:50We also don't
- 45:51have the the
- 45:52processes that
- 45:53were gone through
- 45:54right? So yes,
- 45:55there was a
- 45:55public
- 45:56comment period
- 45:57Um, but were the
- 45:58borders drawn
- 45:59with local input
- 45:59or word or or did
- 46:01somebody in dc
- 46:02draw the borders?
- 46:04Send it to the
- 46:05island and say
- 46:06comment on this.
- 46:07Yeah, um, even
- 46:08things like
- 46:09To make the
- 46:09decision for a
- 46:10public
- 46:10comment period
- 46:12Uh, was that
- 46:13decision based on
- 46:14the island or was
- 46:15that decision
- 46:15based in
- 46:16washington dc?
- 46:17Yeah, um, and I
- 46:18don't see
- 46:22Okay
- 46:23My no, my wife is
- 46:24uh, her phone is
- 46:25ringing. I
- 46:26didn't hear it
- 46:27So so that's just
- 46:29one of the joys
- 46:29of live
- 46:30interviews. So
- 46:31you don't need to
- 46:32cut that. I did.
- 46:33I did not
- 46:33have a stroke
- 46:35It was just my
- 46:36wife's phone
- 46:36started ringing
- 46:38And I didn't want
- 46:40to I didn't know
- 46:40if you could hear
- 46:41it. Yeah. Yeah. I
- 46:42heard a
- 46:42little bit
- 46:42Buff of a hide
- 46:43looked like a
- 46:43song you didn't
- 46:44but like from
- 46:45where i'm sitting
- 46:46It was really
- 46:47loud and my
- 46:48assumption was
- 46:49that nobody
- 46:49could hear it
- 46:50Um, that's what
- 46:51happened. It got
- 46:52you distracted
- 46:54Yeah, uh, yeah,
- 46:55but you know to
- 46:56bring it back to
- 46:56your to your
- 46:57question of
- 46:58You know, are
- 46:59people supportive
- 46:59of these kind of
- 47:00things is like
- 47:01the answer is
- 47:01complicated. Yeah
- 47:02Um, because it
- 47:03depends on what
- 47:04the success rate
- 47:05is like what
- 47:05there's the same
- 47:07kinds of interest
- 47:08It's our society
- 47:10is just as
- 47:11complicated
- 47:12Um, but then like
- 47:13the other thing
- 47:13to understand
- 47:14about these
- 47:14island societies
- 47:15is that there's
- 47:16an intimacy
- 47:17When you live
- 47:18there, um, and
- 47:20you know you
- 47:21People come from
- 47:22the outside. You
- 47:23don't get that
- 47:24you don't get to
- 47:24understand that
- 47:25intimacy
- 47:26Of i've lived
- 47:27here my entire
- 47:28life the people
- 47:29who were in this
- 47:29society were my
- 47:32Classmates when I
- 47:33was a kid. Um, we
- 47:34are we are
- 47:34tight knit
- 47:35Um, even if I
- 47:37just even if we
- 47:37have a fight
- 47:38right now
- 47:39That fight has to
- 47:40happen in a way
- 47:41so that next week
- 47:43We can talk about
- 47:43something
- 47:43else. Yeah
- 47:45Um, yeah, or or
- 47:46it's my in-law
- 47:47And uh a lot of
- 47:50sometimes the
- 47:51timelines that
- 47:52are on islands
- 47:53Uh, do not go
- 47:54they're not on
- 47:55the same
- 47:56timelines as
- 47:56ngo's.
- 47:57Yeah, uh, okay
- 47:58Right, so you're
- 47:59the ngo their
- 48:01their fiscal year
- 48:01ends in june. So
- 48:03they got to spend
- 48:03this
- 48:03money by june
- 48:05But maybe it's
- 48:06election season
- 48:07um and
- 48:09Elections are
- 48:09incredibly
- 48:10important because
- 48:11it's actually
- 48:12pretty easy to
- 48:13make decisions
- 48:13and like, you
- 48:14know, ram things
- 48:14through on
- 48:15an island
- 48:16Uh, but are they
- 48:17going to be?
- 48:18there for the
- 48:19long term,
- 48:19right, um, and
- 48:21so
- 48:23This takes time.
- 48:24Yeah, um, i i've
- 48:25been I live in
- 48:26washington d.c
- 48:27But I I still
- 48:28talk to people
- 48:29back at home. I'm
- 48:30still plugged
- 48:30into the
- 48:31community
- 48:32There's other
- 48:32members. You
- 48:33know, we're an
- 48:34ecosystem of of
- 48:35advocates. We've
- 48:36got dz people.
- 48:37We've got
- 48:37diaspora
- 48:38We've got people
- 48:38at home, but i've
- 48:40been doing it for
- 48:4020 years
- 48:41Uh, and that's
- 48:43that's what this
- 48:43conservation
- 48:43takes place. And
- 48:44so yeah, uh to
- 48:46bring it back to
- 48:47the initial
- 48:47discussion
- 48:48This moment where
- 48:50this yo-yo
- 48:51conservation that
- 48:51we're
- 48:52experiencing this
- 48:52back and forth of
- 48:53it's open
- 48:54to fishing
- 48:55It's closed
- 48:55to fishing
- 48:56In a couple of
- 48:57months it's going
- 48:57to be open
- 48:58to fishing
- 48:58Um, and then
- 48:59there's gonna be
- 48:59another lawsuit
- 49:00and it's going to
- 49:00be closed to
- 49:01fishing. Um
- 49:03Real people are
- 49:04dealing with this
- 49:05right and it's
- 49:06and also it's
- 49:06very
- 49:07emotional too
- 49:07Like a lot of our
- 49:08identities are
- 49:09tied into this
- 49:10Um and to have
- 49:11that, you know
- 49:12back and forth
- 49:13There's money
- 49:14involved like
- 49:15there's we talked
- 49:16about the fish
- 49:16being worth a
- 49:17thousand dollars
- 49:18Uh, you know
- 49:19those those boats
- 49:20they want to
- 49:21catch the fish.
- 49:21They want to go
- 49:22Yeah, they want
- 49:23to go get those
- 49:23eye those those
- 49:25iphones out. Uh,
- 49:26and then and then
- 49:27sell them and
- 49:28make money
- 49:28Yeah, um
- 49:30So, you know,
- 49:31this is this is
- 49:32why we need
- 49:34long-term
- 49:34committed people
- 49:36living in these
- 49:37islands,
- 49:37uh who can
- 49:39participate
- 49:41in these actions
- 49:41over the long
- 49:42term and
- 49:43You know back to
- 49:44the the idea of
- 49:45who gets the
- 49:46benefits a lot of
- 49:47times those jobs
- 49:48just aren't with
- 49:49the people
- 49:49in the islands
- 49:50Yeah, um, they're
- 49:52for people in
- 49:53The mainland.
- 49:54Yeah. Yeah, which
- 49:55is like you said,
- 49:57it's very it's
- 49:58very complicated
- 49:59When we think
- 49:59about it and it
- 50:00almost requires
- 50:01its own own study
- 50:03to to to be able
- 50:04to kind of
- 50:05you know
- 50:07Like untie all
- 50:08the all the
- 50:09different lines
- 50:09that that of the
- 50:10benefits and the
- 50:11successes
- 50:11Um, so like, you
- 50:13know finishing up
- 50:14this this
- 50:14conversation
- 50:15Uh to wrap it up
- 50:17the big idea here
- 50:18now that is
- 50:19closed might open
- 50:20up again
- 50:22There's a there's
- 50:22definitely a need
- 50:24to
- 50:25uh to to get
- 50:27more data to
- 50:28increase
- 50:28We have to study
- 50:30the shit out of
- 50:31this. We have to
- 50:32come from we have
- 50:32to we have to
- 50:33science the shit
- 50:33out of this
- 50:34And yeah, we need
- 50:34fishery science
- 50:36We need npa
- 50:36science and we
- 50:37need social
- 50:38science and where
- 50:39do you want that
- 50:40to come from?
- 50:42um
- 50:42I think the
- 50:44fishery
- 50:44scientists can
- 50:45come out of
- 50:45hawaii. Um, but
- 50:47but i'd love a
- 50:48lot of this comes
- 50:49down to resources
- 50:50Um, but I think
- 50:51there are people
- 50:52in american semoa
- 50:53and in the
- 50:54territories who
- 50:55could help lead
- 50:56this
- 50:56social science
- 50:57To help us ask
- 50:58the right
- 50:58questions and
- 50:59understand what's
- 51:00going on. How is
- 51:01this affecting
- 51:01the
- 51:01community? Yeah
- 51:03um and uh
- 51:05Often, you know,
- 51:06we're indigenous
- 51:06communities and
- 51:07oftentimes
- 51:08indigenous
- 51:08communities
- 51:09get studied
- 51:10And then the
- 51:10studies don't
- 51:11have the context
- 51:12or deep
- 51:13understanding.
- 51:13Yes of that that
- 51:14intimacy of our
- 51:16societies
- 51:17I like i've read
- 51:19lots of books
- 51:19about my own
- 51:20community from
- 51:21outsiders or
- 51:21studies from
- 51:22outsiders and it
- 51:23just feels off
- 51:24Yeah, you know
- 51:25like somebody
- 51:25says the wrong
- 51:26thing. Yeah, like
- 51:27when like when an
- 51:27american pretends
- 51:28to be canadian
- 51:31It's just like
- 51:31it's just it's
- 51:32just off. Yeah,
- 51:33um, because you
- 51:34just you just
- 51:34don't have that
- 51:35that cultural
- 51:36experience
- 51:37for sure of
- 51:38That deep
- 51:38knowledge and
- 51:39understanding of
- 51:40living in that
- 51:40island
- 51:41society is like
- 51:42Um, and we've got
- 51:43experts now we've
- 51:44got we've got
- 51:45kids with phds
- 51:46kids when
- 51:46I say kids
- 51:47I mean like
- 51:47people in their
- 51:4830s and 40s. Yes,
- 51:49uh, but we we
- 51:50have our own
- 51:50experts. Um, who
- 51:52can help
- 51:53Guide this work
- 51:53who can do it in
- 51:54a way that our
- 51:56people will
- 51:56respond to it
- 51:57Yeah, and does
- 51:58this require
- 51:58funding for
- 52:00people to be able
- 52:00to do that and
- 52:01where so so is
- 52:02this like
- 52:03It's a call on
- 52:04like foundations
- 52:05who want this
- 52:06data. Yeah
- 52:07Are it's it's a
- 52:08little bit of
- 52:10some of it's like
- 52:11We see what we
- 52:12see what the
- 52:13government is
- 52:13doing and it's in
- 52:14a couple years.
- 52:15We're going to
- 52:15get the
- 52:15government
- 52:16to go back
- 52:17Hopefully the
- 52:17data survives
- 52:18Um, but
- 52:19philanthropy
- 52:20doesn't have
- 52:20enough money to
- 52:21replace the
- 52:21government
- 52:22Um, but so we we
- 52:24need to offer
- 52:24them some nuggets
- 52:25of ideas of of
- 52:27things that they
- 52:28can study
- 52:28Things that they
- 52:29can fund that
- 52:30will deliver
- 52:32Some
- 52:33understanding of
- 52:34what's happening.
- 52:35Yeah, but but
- 52:36again, like I do
- 52:37think
- 52:37that this has
- 52:38global
- 52:38significance
- 52:39because it's it's
- 52:40very rare that an
- 52:42area of a million
- 52:43square kilometers
- 52:44That was close to
- 52:45fishing suddenly
- 52:46gets fished.
- 52:47Yeah, like
- 52:48this. It's
- 52:49We need that
- 52:50data. We need
- 52:51that. Yeah, it
- 52:52could either it
- 52:53could confirm
- 52:53everything that
- 52:54we've been saying
- 52:54for 20 years
- 52:55Or it could throw
- 52:56it out the
- 52:56window. This
- 52:57could fund
- 52:57probably about
- 52:5817 phds
- 53:02Not and then
- 53:03that's not even
- 53:03including
- 53:04master's students
- 53:04like it's
- 53:05it's uh,
- 53:06uh, there's
- 53:07definitely an
- 53:07opportunity right
- 53:08now given given
- 53:09the circumstances
- 53:10to be able to
- 53:11um
- 53:12You know bring
- 53:13this together and
- 53:14and and you know
- 53:15at least
- 53:16learn from it
- 53:17Uh and see what
- 53:18the ramifications
- 53:19are going to be
- 53:20in the future and
- 53:20what the
- 53:20ramifications
- 53:21have been
- 53:22in the past with
- 53:23this 10 years of
- 53:24of closing off
- 53:26like a 50 to 200
- 53:27nautical
- 53:27mile area
- 53:29around these
- 53:30these wonderful
- 53:30islands and I
- 53:31think that's
- 53:31that's a really
- 53:33important
- 53:33a really
- 53:34important thing
- 53:34to do um what's
- 53:36the you've
- 53:37mentioned it a
- 53:38couple times you
- 53:38think that
- 53:39it's probably
- 53:39going to open up
- 53:40again like why
- 53:41would it why
- 53:42would it
- 53:42open up again?
- 53:44I I think the
- 53:44Trump
- 53:44administration
- 53:45wants to I think
- 53:46they want to give
- 53:47industry a
- 53:47green light
- 53:48and they they
- 53:49tried to break
- 53:50the law um but we
- 53:51called them on
- 53:52that and we still
- 53:53have judges who
- 53:54will stand up to
- 53:55lawbreakers.
- 53:56Yeah, um, so uh
- 53:58now they're
- 53:59they're gonna try
- 53:59to do it the
- 54:00legal way. Yeah,
- 54:01uh, which which
- 54:02is going
- 54:02to require
- 54:03a public notice a
- 54:05public
- 54:05comment period
- 54:07Uh, they'll
- 54:07probably get
- 54:07buried in
- 54:08comments. Yeah,
- 54:09so that'll take
- 54:09them weeks and
- 54:10months years
- 54:12uh to go through
- 54:13Um, and then
- 54:14they'll put
- 54:14something out.
- 54:15Um, and you know,
- 54:16if they if
- 54:17there's a misstep
- 54:18Somebody will sue
- 54:18them. Yeah, uh,
- 54:19they're gonna
- 54:20have to be very
- 54:20careful because
- 54:21people are
- 54:21watching
- 54:22People are
- 54:22watching people
- 54:23are fighting.
- 54:23This is
- 54:24unpopular. This
- 54:24is deeply
- 54:25unpopular. Yeah
- 54:26Um, Americans
- 54:27love our public
- 54:28lands and waters.
- 54:29Yeah, and we we
- 54:30understand why we
- 54:31have
- 54:31protected areas
- 54:32Do you think
- 54:33there's a
- 54:33possibility to
- 54:34delay this
- 54:35process with the
- 54:36comments and
- 54:37everything like
- 54:37that and burying
- 54:38them under those
- 54:38comments where
- 54:38they have to
- 54:39address them?
- 54:40To the point
- 54:40where it gets
- 54:41close to the end
- 54:42of of this
- 54:42administration's
- 54:43time
- 54:44That's the
- 54:45hope. Yeah
- 54:46um, and it's uh
- 54:49You know the
- 54:50trump
- 54:50administration
- 54:50was talking about
- 54:51flooding the
- 54:52zone. Uh, steve
- 54:53bannon is like
- 54:53they're just
- 54:54throwing
- 54:54everything
- 54:55all at once
- 54:56Yeah, see what
- 54:58sticks so
- 55:00See what
- 55:00sticks? Um
- 55:02And uh, you know,
- 55:03we're fighting
- 55:03this we're
- 55:04fighting deep sea
- 55:05mining in america
- 55:06and samoa
- 55:07Um, we might be
- 55:08fighting openings
- 55:09up of other
- 55:10protected areas
- 55:11on land
- 55:12and on waters
- 55:13um all while the
- 55:14national guard,
- 55:15um is
- 55:16patrolling our
- 55:17metro stops, um,
- 55:19and while ice is
- 55:21picking up
- 55:22immigrants, uh
- 55:24It's uh, it's a
- 55:26lot. It's a lot
- 55:27going on a lot to
- 55:27be distracted
- 55:28like it's easy to
- 55:29be distracted by
- 55:30different
- 55:31priorities
- 55:31depending on
- 55:33Where you're from
- 55:33how you how you
- 55:34know what your
- 55:35family's like and
- 55:36and relatives and
- 55:37everything like
- 55:38that,
- 55:38right? It's uh,
- 55:40It's a we live in
- 55:40interesting times
- 55:41very interesting
- 55:42times. Yeah.
- 55:42Yeah, so well
- 55:44angel. I I
- 55:44appreciate you
- 55:45coming on
- 55:46I know this was
- 55:47me go it's it's
- 55:48important for uh,
- 55:50for the both of
- 55:50us to get this
- 55:50out there
- 55:51I definitely
- 55:51agree with you
- 55:52that we need to
- 55:53science the shit
- 55:53out of this and
- 55:54hopefully get um,
- 55:56You know get some
- 55:56answers and to
- 55:57see you know,
- 55:58what's what's
- 55:58coming and and
- 55:59for everybody?
- 56:01Uh, you know,
- 56:02we'll follow this
- 56:02story and for all
- 56:04everybody's
- 56:04listening to the
- 56:05audience
- 56:05We'll make sure
- 56:06that we'll tell
- 56:07you when the
- 56:07public comment is
- 56:08open. Uh, and
- 56:09then do you do
- 56:10your thing?
- 56:10You know if you
- 56:11want this
- 56:11mpa to be
- 56:12uh to be an mpa
- 56:14and stay an mpa,
- 56:15you know, give us
- 56:16your give us the
- 56:16reasons and and
- 56:17give it to them
- 56:18and just
- 56:19Do what we can do
- 56:20what we can do
- 56:21and and uh follow
- 56:22the law and
- 56:22that's what
- 56:23that's what we're
- 56:23going to do
- 56:23So angel, I
- 56:24appreciate you
- 56:24coming on the
- 56:25podcast and um
- 56:26and letting us
- 56:27know about this
- 56:28Thank you. Angelo
- 56:29for joining us on
- 56:29today's episode
- 56:30of the how to
- 56:31protect the
- 56:31ocean podcast
- 56:32It was great to
- 56:32have you on such
- 56:33an important
- 56:33issue that we
- 56:34need to
- 56:34talk about
- 56:35The fact is like
- 56:36no matter what we
- 56:37think of policies
- 56:37that are put in
- 56:38place by
- 56:39governments in
- 56:39power or the
- 56:40parties that are
- 56:41in power
- 56:41Of these
- 56:41governments
- 56:42science needs to
- 56:43happen. This is
- 56:44an opportunity to
- 56:44find out one
- 56:46How this monument
- 56:47has actually
- 56:47benefited if it
- 56:48has benefited the
- 56:50fish that were
- 56:50protected from
- 56:51fishing over the
- 56:52last 10
- 56:52years and two
- 56:54What has this
- 56:54done for the
- 56:55fishery that's
- 56:55now open and how
- 56:56has it benefited?
- 56:57socioeconomically
- 56:58to the people who
- 56:59depend on these
- 57:00fish to sell
- 57:01As angel said
- 57:02during the
- 57:02interview the
- 57:03people in the
- 57:03island
- 57:04communities look
- 57:04at it is like if
- 57:05there's fish out
- 57:06there if
- 57:06the ocean
- 57:06Is healthy then I
- 57:07have a fish
- 57:07on my plate
- 57:08That's how they
- 57:09look at the
- 57:10health of the
- 57:10ocean and so
- 57:11that's something
- 57:12that could be
- 57:12measured
- 57:12That's something
- 57:13that could look
- 57:13at if they're
- 57:14able to sell
- 57:15fish. They're
- 57:15able to benefit
- 57:16economically and
- 57:17socially
- 57:17There's a lot of
- 57:18things that can
- 57:19go in. There's a
- 57:19lot of
- 57:20collaborations
- 57:20that can happen
- 57:21You know
- 57:22We need money and
- 57:23funding to do
- 57:24that kind of
- 57:24stuff in a
- 57:25position where we
- 57:26have an
- 57:26opportunity to
- 57:27look at the
- 57:28science of
- 57:28these big
- 57:29Pictures and when
- 57:29you take away a
- 57:30million square
- 57:31miles from 1.3
- 57:33million square
- 57:34miles of
- 57:34protection
- 57:35You know, you're
- 57:35looking at a big
- 57:36area and this is
- 57:37something that
- 57:38has been
- 57:38unprecedented as
- 57:39angela has
- 57:39mentioned
- 57:40So being able to
- 57:41monitor this
- 57:42being able to see
- 57:42the effects the
- 57:43benefits that
- 57:44potentially this
- 57:44marine protector
- 57:45has provided
- 57:46And seeing how
- 57:47that would do
- 57:47opening it up to
- 57:49the fishery or
- 57:49even if it's over
- 57:50the last three or
- 57:51four months
- 57:52And maybe even
- 57:53later on that's
- 57:54something that we
- 57:54need to measure
- 57:55That's something
- 57:55that we need to
- 57:56find out what the
- 57:56benefits are so
- 57:57that we can show
- 57:58the benefits of
- 57:59that if there are
- 57:59benefits
- 58:00So we're going to
- 58:00find out
- 58:01hopefully
- 58:01through science
- 58:02But when the
- 58:03public comment
- 58:04period comes out
- 58:05for opening up
- 58:06the marine
- 58:07sanctuary again
- 58:08We'll definitely
- 58:08let you know
- 58:09We'll be
- 58:09following this
- 58:10story because we
- 58:11are going to need
- 58:11everybody to
- 58:12mention why it's
- 58:14so important to
- 58:14keep this close
- 58:15So that's going
- 58:16to be something
- 58:16that's very
- 58:16important
- 58:17And I hope that
- 58:18you can help us
- 58:19with that if you
- 58:19have any
- 58:19questions or
- 58:20comments on this
- 58:21episode or
- 58:21this topic
- 58:22Please put them
- 58:22in the comments
- 58:23below if you're
- 58:24watching
- 58:24this on youtube
- 58:25Or you can get a
- 58:25hold of me by
- 58:26going to
- 58:26instagram dmme
- 58:28Go to act how to
- 58:29protect the ocean
- 58:29or you can go to
- 58:30speak up for
- 58:31blue.com forward
- 58:32slash contact and
- 58:33you can
- 58:33contact me
- 58:34It goes right to
- 58:34my personal email
- 58:35I'd love to hear
- 58:35from you about
- 58:36this subject and
- 58:37what you think of
- 58:38it all
- 58:38politics aside
- 58:39Like I get that
- 58:40it's a tough time
- 58:41in the us
- 58:42Let's look at the
- 58:42fact that science
- 58:43can help
- 58:44understand what's
- 58:45happened in the
- 58:46benefits or
- 58:46non-benefits of a
- 58:48marine protected
- 58:48area in this area
- 58:49And especially
- 58:50opening up to the
- 58:51fisheries. Will
- 58:52it benefit? How
- 58:52long will it
- 58:53benefit?
- 58:54What could be the
- 58:55consequences of
- 58:56opening this up
- 58:57too quickly or
- 58:57opening
- 58:58up at all?
- 58:58So that's what I
- 58:59want to really
- 59:00focus on
- 59:01I want to kind of
- 59:01keep the politics
- 59:02aside to be
- 59:03honest because I
- 59:04just think people
- 59:04are just going to
- 59:05get distracted
- 59:05You know, it's a
- 59:06tough time in the
- 59:07us. It's a tough
- 59:08time worldwide
- 59:09But this is
- 59:09something that we
- 59:10need to do as
- 59:10scientists
- 59:11We need to
- 59:11science the hell
- 59:12out of this and
- 59:13that's something
- 59:13that's really
- 59:13important
- 59:14So I want to
- 59:15thank you for
- 59:15listening to this
- 59:16episode of how to
- 59:17protect the
- 59:17ocean podcast
- 59:18I want to thank
- 59:18angela for coming
- 59:19on and bringing
- 59:20this to our
- 59:20attention and
- 59:21thank you for
- 59:22listening
- 59:22This is something
- 59:23that is really
- 59:23important to me
- 59:24to get you know
- 59:25ocean literacy
- 59:26out there and to
- 59:27make sure that we
- 59:28understand
- 59:28What's happening
- 59:29in the ocean and
- 59:30understanding the
- 59:30complexities that
- 59:31happen as angela
- 59:32highlighted
- 59:33But I want to
- 59:33thank you again
- 59:34for listening
- 59:34This has been
- 59:35another exciting
- 59:36episode of the
- 59:36how to protect
- 59:37the ocean podcast
- 59:38I'm your host
- 59:38angela and from
- 59:39the true north
- 59:39strong and free.
- 59:40Have a great day
- 59:41We'll talk to you
- 59:41next time and
- 59:42happy
