- 0:00the shadow dossier act i a career officer with
- 0:06growing debts aldrich ames spent over 30 years
- 0:12as a cia officer working his way into positions
- 0:16with access to some of the agency's most sensitive
- 0:20information including the identities of soviet
- 0:23citizens secretly working as american intelligence
- 0:26assets inside the ussr By the mid -1980s, Ames
- 0:32was facing a divorce, mounting personal debts,
- 0:35and a lifestyle he could not support on a mid
- 0:38-level government salary, circumstances investigators
- 0:41later identified as the immediate pressure behind
- 0:45what followed. In April 1985, Ames walked into
- 0:52the Soviet embassy in Washington and offered
- 0:54to sell classified information to the KGB, an
- 0:58act of espionage that would ultimately prove
- 1:01more damaging to American intelligence operations
- 1:04than almost any other single betrayal of the
- 1:07Cold War. What made Ames' betrayal so catastrophic
- 1:19wasn't the volume of documents he passed, though
- 1:22that volume was substantial. It was the specific
- 1:26nature of what he handed over. The identities
- 1:29of Soviet and Easter Block officials who had
- 1:32been secretly recruited as American intelligence
- 1:34assets. Men and women whose entire value depended
- 1:38on absolute secrecy, and whose exposure carried
- 1:42a near -certain death sentence. Over the following
- 1:48years, at least 10 CIA and FBI sources inside
- 1:53the Soviet Union were arrested and executed as
- 1:56a direct result of information aims provided,
- 1:59and several others were imprisoned. The scale
- 2:02of loss essentially gutted American human intelligence
- 2:06capability inside the Soviet Union for years.
- 2:10An intelligence catastrophe that took the CIA
- 2:13a considerable time to even fully recognize was
- 2:17happening, let alone trace to its source. Act
- 2:243. The money that should have been a giveaway.
- 2:29Ames was paid extraordinarily well for his betrayal,
- 2:34ultimately receiving over $4 .5 million from
- 2:38Soviet. and later russian intelligence across
- 2:41nearly a decade of espionage making him one of
- 2:45the highest paid spies in the history of american
- 2:48counterintelligence what has troubled investigators
- 2:51and outside observers ever since is how visibly
- 2:54ames's lifestyle changed during this period and
- 2:58how long it took anyone inside the cia to connect
- 3:01those changes to a possible security problem
- 3:07Ames paid cash for a house well beyond what his
- 3:11salary could explain. He drove an expensive new
- 3:14car. He made large cash deposits and spent freely
- 3:18in ways that, in hindsight, should have drawn
- 3:21scrutiny far earlier than it actually arrived.
- 3:24For years, this financial evidence sat largely
- 3:27unexamined, a failure later attributed partly
- 3:31to institutional reluctance within the CIA to
- 3:34seriously suspect. one of its own senior officers,
- 3:38and partly to simple gaps in how the agency monitored
- 3:42its employees' personal finances at the time.
- 3:47By the late 1980s, the CIA and FBI had grown
- 3:58increasingly alarmed at the pattern of compromised
- 4:01assets inside the Soviet Union. recognizing that
- 4:05the losses were too systematic and too specific
- 4:08to be explained by ordinary tradecraft failures
- 4:11or bad luck. This recognition launched an internal
- 4:15mole hunt that stretched on for years, hampered
- 4:19by the difficulty of investigating within an
- 4:22agency built by necessity. around compartmentalized
- 4:26secrecy, or even determining who theoretically
- 4:30had access to the compromised information required
- 4:33painstaking, slow reconstruction. Investigators
- 4:40eventually narrowed their focus to aim specifically
- 4:43after finally cross -referencing his unexplained
- 4:47wealth against the timeline of compromised assets.
- 4:50And after placing him under sustained physical
- 4:53and financial surveillance beginning in 1993,
- 4:56monitoring his meetings, his bank activity, and
- 5:00his communications closely enough to build a
- 5:03case that would hold up in court. Act V. Arrest,
- 5:09confession, and the reckoning afterward. Ames
- 5:15and his wife Rosario. who was aware of and complicit
- 5:19in his espionage, were arrested by the FBI in
- 5:23February 1994. Facing overwhelming evidence,
- 5:28Ames pleaded guilty rather than proceed to trial
- 5:32and was sentenced to life in prison without the
- 5:35possibility of parole. Rosario received a shorter
- 5:39sentence in exchange for her cooperation. The
- 5:45aftermath inside the CIA was severe and lasting.
- 5:49An internal review found extensive institutional
- 5:53failures, including the agency's slow response
- 5:57to years of financial red flags and a broader
- 6:00culture that had made it difficult for internal
- 6:02suspicion to translate into serious investigative
- 6:06action against a fellow officer. Several senior
- 6:10CIA officials faced disciplinary action. And
- 6:14the case prompted significant reforms to how
- 6:17the agency monitored employee finances and conducted
- 6:21internal counterintelligence review going forward.
- 6:27Ames remains in federal prison today. What his
- 6:30case ultimately demonstrated. beyond the specific
- 6:34human cost of the assets he betrayed, was how
- 6:37vulnerable even the most secrecy -obsessed intelligence
- 6:40agency in the world could be to a threat from
- 6:43entirely inside its own walls, and how long an
- 6:47institution built to distrust outsiders could
- 6:50take to seriously distrust one of its own. This
- 6:55concludes declassified file number 0035 of the
