Latest / Early Edition with Ryan Bridge / David Seymour: Regulation Minister on the review into the hospitality sector
Transcript
- 0:00Speaker 1: Back home, hospo regulation reviews. This is David Seymour's lot.
- 0:04Speaker 1: Paying too much in fees are our hospo businesses. Licensing
- 0:07Speaker 1: decisions taking too long. Some don't even make sense. Sometimes
- 0:11Speaker 1: what happens is individual agencies don't appreciate what they're doing
- 0:17Speaker 1: is running counter to what another government.
- 0:19Speaker 2: Department is doing.
- 0:21Speaker 1: No decisions made yet on this review. David Seymour, Minister
- 0:23Speaker 1: for Regulation with us. David, good morning.
- 0:26Speaker 2: Good morning.
- 0:26Speaker 1: Hey, so one of the things that's come up, do
- 0:29Speaker 1: we need a minister for alcohol or regulating responsible for
- 0:33Speaker 1: alcohol and potentially another new agency?
- 0:38Speaker 2: Yeah, well, that's the recommendation that has been put up
- 0:41Speaker 2: by the ministry, um, Not really one that I would
- 0:45Speaker 2: go with. My view is that these things can be
- 0:47Speaker 2: achieved by getting the people we have, or ideally less
- 0:51Speaker 2: ministers and departments, to do their job. But I think
- 0:56Speaker 2: what they've identified is that there is a problem in
- 1:00Speaker 2: that too many people don't know what the left hand,
- 1:04Speaker 2: doesn't know what the right hand is doing. When it
- 1:07Speaker 2: comes to the point of view of a cafe or
- 1:10Speaker 2: a restaurant or a food truck or a farmer's market storeholder,
- 1:15Speaker 2: often they'll find that they've got to deal with, in
- 1:18Speaker 2: some cases, half a dozen different agencies telling them contradictory.
- 1:23Speaker 1: So that's... I think people understand that. And I think
- 1:27Speaker 1: the substance of that is right. But just from an
- 1:30Speaker 1: optics point of view, David, you've got this Ministry of
- 1:33Speaker 1: Regulation set up to get rid of regulations recommending a
- 1:36Speaker 1: new minister and a new agency. You talk about the
- 1:39Speaker 1: left hand and the right hand. How many hands do
- 1:41Speaker 1: we need?
- 1:42Speaker 2: We end up with an octopus. I think from the
- 1:48Speaker 2: point of view of the Ministry for Regulation, I know
- 1:50Speaker 2: there's people who say, oh, how can you have a
- 1:51Speaker 2: bureaucracy to stop bureaucracy? But And time and again, what
- 1:56Speaker 2: they've proven is that when you have some embattled business
- 2:01Speaker 2: or what we call a regulated party with multiple government
- 2:05Speaker 2: departments regulating them, first of all, they don't know where
- 2:08Speaker 2: to start. And second of all, even if they did.
- 2:11Speaker 2: they're very unlikely to complain because if you're regulated, you
- 2:15Speaker 2: rely on having an easy life and a good relationship
- 2:18Speaker 2: with your regulator. You don't really want to tell them,
- 2:21Speaker 2: to be honest, we think you're crap because that means
- 2:24Speaker 2: they might start picking on you. So if you look
- 2:26Speaker 2: at everything from Early childhood education, we've totally flipped over
- 2:31Speaker 2: the way that they're regulated thanks to the MFR going
- 2:34Speaker 2: and talking to literally thousands of people in that sector.
- 2:39Speaker 2: Now we're doing hospitality. In the past, we've done telecommunications
- 2:43Speaker 2: and even just the importation of veterinary medicines and agricultural products.
- 2:48Speaker 2: So that's the power of the Ministry for Regulation. A,
- 2:53Speaker 2: you can talk to them, and B, they're not actually
- 2:55Speaker 2: a regulator themselves, but they can tell the rest of
- 3:01Speaker 2: the government what to do. And this will, without taking
- 3:06Speaker 2: that particular recommendation, this is going to make life a
- 3:09Speaker 2: hell of a lot easier for people just trying to
- 3:11Speaker 2: make a buck in the hospital industry. All right.
- 3:13Speaker 1: David Seymour, ACT Party leader, Deputy PM and Minister for Regulation.
