- 10:05:21Hi everyone, I'm Jerry Marcello and
- 10:05:23welcome to the City
- 10:05:23Center podcast from West Palm
- 10:05:25Beach.
- 10:05:26There are departments in city government
- 10:05:28that everyone understands.
- 10:05:29For example, we all know what members of
- 10:05:31the fire and the police
- 10:05:32departments do to serve
- 10:05:34residents and we all know that not having
- 10:05:36a utilities
- 10:05:36department would probably leave
- 10:05:38us high and dry without a drop of water.
- 10:05:40But there are some departments that are
- 10:05:42not as well known, even
- 10:05:43though the work they do
- 10:05:44keeps the city running
- 10:05:45today and into the future.
- 10:05:47Join us for a look at the Engineering
- 10:05:49Services Department, next,
- 10:05:51in the City Center podcast
- 10:05:53from West Palm Beach.
- 10:06:03Joining me today is Kevin Volbreg,
- 10:06:05Director of the City of
- 10:06:06West Palm Beach Engineering
- 10:06:07Services Department.
- 10:06:08Kevin, welcome.
- 10:06:09Thank you very much, Jerry.
- 10:06:11I appreciate this.
- 10:06:11We're glad to have you here.
- 10:06:13Listen.
- 10:06:14Kevin, one of the great mysteries is we
- 10:06:17know engineering does a
- 10:06:18ton of different projects
- 10:06:20and there's a lot for the city.
- 10:06:22But oftentimes we
- 10:06:23don't hear about you guys.
- 10:06:25We don't see a face as far as the
- 10:06:28Engineering Services Department.
- 10:06:30Tell us what you guys do, what's
- 10:06:32involved, and how many
- 10:06:33folks you got working for you.
- 10:06:34Well, we have a staff of approximately 30
- 10:06:37individuals in our
- 10:06:40department, ranging from
- 10:06:42the director all the way down to our
- 10:06:45construction coordinators
- 10:06:46that work out in the field.
- 10:06:47They go out and monitor the construction
- 10:06:49projects that are going on for the city.
- 10:06:52Essentially, an engineer is somebody who
- 10:06:56needs to solve problems.
- 10:06:57There are problems that exist that need
- 10:07:01to have technical, mathematical,
- 10:07:04scientific solutions
- 10:07:06to them to resolve
- 10:07:08whatever the issues are.
- 10:07:10We love doing that.
- 10:07:12That's our nature.
- 10:07:13When you go to engineering school and you
- 10:07:15graduate as an
- 10:07:16engineer and become that way
- 10:07:18in your career, the reward and the sense
- 10:07:22of accomplishment you
- 10:07:23get from solving problems
- 10:07:24is just tremendous.
- 10:07:27The staff that we have in our engineering
- 10:07:29department is very
- 10:07:30focused and really enjoys
- 10:07:35that aspect of it.
- 10:07:37We are a very close-knit group.
- 10:07:40We work very good with each other and
- 10:07:44bounce ideas and
- 10:07:45concepts and practical solutions
- 10:07:50off of each other all the time.
- 10:07:53We work as a real good team,
- 10:07:54so it isn't just an individual.
- 10:07:58It's like a military group that we're all
- 10:08:04focusing on the one thing.
- 10:08:05Well, tell me a little bit.
- 10:08:06Tell me a little bit about
- 10:08:08you say you solve problems.
- 10:08:11What sort of problems do you guys tackle?
- 10:08:13Well, there's issues with
- 10:08:16the city's infrastructure.
- 10:08:18Roads need to be repaved.
- 10:08:22Sometimes it isn't drained properly.
- 10:08:25There may be certain
- 10:08:27repairs that need to be done.
- 10:08:28There may be reconfigurations of roadways
- 10:08:32or intersections and
- 10:08:33things like that that
- 10:08:34may need to take place.
- 10:08:35There may be safety improvements that we
- 10:08:37need to implement, like for crossings at
- 10:08:42all of the schools.
- 10:08:44There's also a planning aspect to it of
- 10:08:47implementing some major
- 10:08:49enhancements within the city.
- 10:08:51Like when we did the Clamatus streetscape
- 10:08:53projects a few years
- 10:08:55ago, all the way from
- 10:08:57600 block to the 100
- 10:08:59block down by Flagler.
- 10:09:02That was a planning and an effort to
- 10:09:04enhance the experience
- 10:09:07that the citizens have here
- 10:09:08in the city.
- 10:09:09It wasn't necessarily solving an
- 10:09:11infrastructure problem, but it was
- 10:09:13enhancement to the infrastructure.
- 10:09:15So we do both.
- 10:09:17We try to work on, we're working right
- 10:09:19now through a whole
- 10:09:20citywide mobility plan to
- 10:09:23be able to come up with some projects
- 10:09:25that we want to expand
- 10:09:27the capabilities of people
- 10:09:30not only just driving a car, but walking
- 10:09:32and riding bicycles in a safe manner such
- 10:09:36that the various modes of transportation
- 10:09:40are available to
- 10:09:41individuals who want to try to
- 10:09:43use those.
- 10:09:46There's a lot of congestion that comes
- 10:09:47into the downtown every day.
- 10:09:51The less cars that we have to deal with,
- 10:09:52the better off we would
- 10:09:53be, but then again, that's
- 10:09:54not an easy solution.
- 10:09:57Everything is simple and you can just
- 10:09:59snap your fingers and oh
- 10:10:00yeah, that's what we need
- 10:10:01to do.
- 10:10:02Part of solving a problem.
- 10:10:03Well, let me go ahead and finish.
- 10:10:05Looking at all the different factors
- 10:10:11involved in something like
- 10:10:12that and how that can fit
- 10:10:16within the infrastructure that we have
- 10:10:18and what needs to be
- 10:10:19modified in order to accommodate
- 10:10:21those kinds of things are sometimes
- 10:10:23complicated and challenging,
- 10:10:25but that's the kind of things
- 10:10:27that we really need to look at.
- 10:10:28We have to deal with what
- 10:10:30the drainage infrastructure is.
- 10:10:32Say if we want to make a sidewalk wider
- 10:10:34or something like that
- 10:10:35so it can handle bicycles
- 10:10:37and pedestrians as a multi-use trail.
- 10:10:41Sometimes the curb needs to be moved in
- 10:10:43and the inlets and all
- 10:10:44those kinds of things that
- 10:10:45have connected to the drainage system,
- 10:10:48those need to be also
- 10:10:49modified so that it'll work.
- 10:10:51A number of those kinds of challenges
- 10:10:53that we're always looking at.
- 10:10:55How do you identify these challenges?
- 10:10:57Can a resident come to you with a problem
- 10:10:59and say, "Wow, this
- 10:11:01sidewalk could be wider."
- 10:11:03How would they get
- 10:11:04these questions to you?
- 10:11:06Well, a lot of the mobility type of
- 10:11:10projects that we have, we
- 10:11:13work very closely with the
- 10:11:15Palm Beach County TPA as well as there
- 10:11:20are other associations
- 10:11:25and groups that we work
- 10:11:26with all the time as far as having ideas
- 10:11:29about what they want to do.
- 10:11:31There's a number of grant opportunities
- 10:11:35that we have for doing
- 10:11:37transportation projects
- 10:11:39that usually require some sort of an
- 10:11:42element of multimodal equity
- 10:11:45as far as the transportation
- 10:11:50aspects of a project are such that you
- 10:11:54need to make things a
- 10:11:57little bit different than
- 10:11:58they currently are in order to qualify
- 10:12:01for being progressive in
- 10:12:04what the transportation
- 10:12:07things are actually here in the city.
- 10:12:09I think we really try to focus a lot on
- 10:12:12being more progressive and
- 10:12:15looking more to the future
- 10:12:16the way things are going to be so that we
- 10:12:18can try to implement
- 10:12:20those types of projects
- 10:12:22on a very intelligently and thoughtfully
- 10:12:27such that they're going
- 10:12:29to work with all of the
- 10:12:31factors involved in those.
- 10:12:32It's fair to say that you guys are
- 10:12:35involved in planning and
- 10:12:36the vision of the future and
- 10:12:38making things better in the long term.
- 10:12:41You guys are not necessarily involved in
- 10:12:43the day-to-day maintenance.
- 10:12:45Someone has a pothole or
- 10:12:47there's a street light out.
- 10:12:48That's not
- 10:12:48necessarily where you guys are.
- 10:12:51That's more public works that takes care
- 10:12:53of those types of situations.
- 10:12:55We do get involved and sometimes it may
- 10:12:57be not just a pothole.
- 10:12:59Maybe there's a bigger issue that needs
- 10:13:01to be looked at from a
- 10:13:04design level, an engineering
- 10:13:05standpoint such that there may be
- 10:13:08something that needs to be further
- 10:13:09modified rather than
- 10:13:10just going and patching a hole.
- 10:13:13We work very, very closely with the
- 10:13:15public works department.
- 10:13:18There's issues with parking
- 10:13:19or signage or things like that.
- 10:13:22Generally, you need to have the
- 10:13:25engineering authority to be
- 10:13:27able to say, "Yes, we want
- 10:13:29to go restrict parking on this street or
- 10:13:33put a stop sign up," or
- 10:13:35whatever other traffic
- 10:13:36calming facilities that may need to be
- 10:13:41implemented in certain situations.
- 10:13:45It's not all just fixing.
- 10:13:46It's not really doing repairs.
- 10:13:48It's really like, "Hey, let's improve the
- 10:13:51overall street or area
- 10:13:53more comprehensively."
- 10:13:56We've talked a lot about examples of
- 10:13:59projects that involve
- 10:14:00roads, transportation.
- 10:14:03Your universe is wider than that.
- 10:14:06You do more things.
- 10:14:07Oh, yes.
- 10:14:08Yes.
- 10:14:09Obviously, there's all this stuff that's
- 10:14:10underneath the streets.
- 10:14:11The water, the storm drains, and the
- 10:14:14sanitary lines, those all
- 10:14:16need to be engineered so
- 10:14:17that they're all going to accommodate
- 10:14:18what they need to do, as
- 10:14:20well as things that are
- 10:14:21above ground.
- 10:14:23We work with the fire
- 10:14:25department, the police department.
- 10:14:26We built two fire stations in the last
- 10:14:29four or five years, Fire
- 10:14:31Station 4 and Fire Station
- 10:14:328.
- 10:14:32The engineering department was totally
- 10:14:34involved in doing that.
- 10:14:35Any city facilities that need to be
- 10:14:39redone, constructed, or
- 10:14:41added, or new facilities,
- 10:14:43the engineering department's involved in
- 10:14:45any kind of design
- 10:14:46and construction that's
- 10:14:47going on in the city outside of whatever
- 10:14:50the developers are doing.
- 10:14:51The developers are doing projects.
- 10:14:53We get involved in those projects such
- 10:14:56that we review how that
- 10:14:59is going to interface with
- 10:15:01the existing city's infrastructure, like
- 10:15:04the land that they're
- 10:15:05using, what improvements
- 10:15:07they're doing to the street, what types
- 10:15:09of tie-ins that they
- 10:15:10need to do to our utility
- 10:15:12systems, are they going to put in new
- 10:15:15street lighting, are
- 10:15:16they going to landscape?
- 10:15:17There's all those kinds of things that
- 10:15:19need to be looked at.
- 10:15:20As far as anything horizontal from a
- 10:15:22developer project, if
- 10:15:24they're going to build a 10-story
- 10:15:26building, we want to look at how is that
- 10:15:28going to fit in with
- 10:15:29the current infrastructure
- 10:15:30that's around that so that it'll work and
- 10:15:33won't create a problem when it's all said
- 10:15:35and done.
- 10:15:36Sometimes that can also be challenging,
- 10:15:39but we, again, we want
- 10:15:40to look at how do we solve
- 10:15:42those kinds of problems.
- 10:15:43What do we need to do to be proactive?
- 10:15:45What do we need to do to be practical,
- 10:15:47reasonable about how we can
- 10:15:49make all of this work such
- 10:15:50that it's going to be a benefit to the
- 10:15:53city and its residents in the long run?
- 10:15:56That's really what we focus on.
- 10:15:58Fantastic.
- 10:15:59How can people learn about the various
- 10:16:02projects that are underway right now?
- 10:16:03Well, we have a number of capital
- 10:16:05projects that we're managing.
- 10:16:09We do have a website, the current website
- 10:16:12has a capital improvement program page on
- 10:16:17that that you can look up any of the
- 10:16:19projects that we're working on right now.
- 10:16:22That's easily accessible to the public,
- 10:16:24and they can learn
- 10:16:25about those projects then.
- 10:16:26At the time of our recording here, how
- 10:16:28many projects are underway?
- 10:16:30There's approximately about 30 to 35
- 10:16:33projects currently underway.
- 10:16:34That's about the average that we've been
- 10:16:37actually completing on a yearly basis.
- 10:16:41Excuse me, I should say there's about 30
- 10:16:43to 35 projects that
- 10:16:45we'll complete this year,
- 10:16:46but there's really about 50 projects that
- 10:16:48are actually underway.
- 10:16:50Some of them span more than one year.
- 10:16:52Not everything can be completed in six
- 10:16:54months or 12 months.
- 10:16:55Sometimes it takes 24 to be
- 10:16:57able to complete a project.
- 10:16:59You guys are involved in the growth of
- 10:17:02the city, the
- 10:17:02development of the city on a level
- 10:17:05where a lot of people don't see.
- 10:17:07You're dealing with subterranean
- 10:17:10projects, infrastructure
- 10:17:11that's under the ground, the
- 10:17:13roads themselves.
- 10:17:15Yeah, we have all these tall, shiny
- 10:17:17buildings, but the basis of all that
- 10:17:21support and supplying
- 10:17:23and supporting those
- 10:17:25buildings belong in your own.
- 10:17:28Yes, they do.
- 10:17:30Again, if there is some enhancement that
- 10:17:36we want to be able to
- 10:17:37move forward with, like
- 10:17:39a streetscape project, we also want to
- 10:17:42look at, hey, what are
- 10:17:44the utilities conditions?
- 10:17:45Do we need to replace, repair, improve
- 10:17:50the line sanitary sewer
- 10:17:53lines or upgrade the storm
- 10:17:56drain or the water mains?
- 10:17:58Before we do the surface improvements, we
- 10:18:00want to make sure that
- 10:18:01there's a synergy between
- 10:18:03those two elements.
- 10:18:05Let's fix what's underneath the ground
- 10:18:06before we spend a bunch of money
- 10:18:07improving everything
- 10:18:09on top.
- 10:18:10Or if there is a utility project that's
- 10:18:14prioritized as far as getting that
- 10:18:16replaced or repaired,
- 10:18:18what can we do to enhance, make the
- 10:18:21surface improvements afterwards better?
- 10:18:26If it's a utility issue or if it's a
- 10:18:29streetscape project, we
- 10:18:32want to make sure that those
- 10:18:33two things are together such that we make
- 10:18:35the improvements both
- 10:18:36underground and above
- 10:18:37ground so that they all meet up in the
- 10:18:40end so that it's not
- 10:18:42going to create a problem
- 10:18:43in the near future.
- 10:18:45We expect it to be like that for another
- 10:18:4720 years before we'd
- 10:18:48ever have to do anything
- 10:18:49with it or more, honestly.
- 10:18:52A lot of the utilities in the city are
- 10:18:54sometimes over 50 years old.
- 10:18:57They're fine, but if we're going to go do
- 10:19:00some sort of a
- 10:19:00project in that location, we
- 10:19:02may need to look at possibly replacing
- 10:19:06those with new facilities.
- 10:19:09Pre-empt to fix before it fails.
- 10:19:12We also may disturb something such that
- 10:19:14we may need to replace
- 10:19:15that if we're going to
- 10:19:16get ... As long as it's underground,
- 10:19:18nobody's touching it, and
- 10:19:19water's flowing through it,
- 10:19:20it's fine.
- 10:19:22Once you dig a hole and you expose it,
- 10:19:24sometimes it's susceptibility to
- 10:19:27potential damage and
- 10:19:29things like that is increasing.
- 10:19:30We have to account for that when we plan
- 10:19:33what we're going to be
- 10:19:33doing on these projects.
- 10:19:34We've talked a couple of times today
- 10:19:36about your involvement in
- 10:19:38planning for transportation.
- 10:19:41Let's go ... Let's visit that again
- 10:19:43because one of the
- 10:19:44things that everyone will talk
- 10:19:45about in West Palm Beach is as we grow,
- 10:19:48the challenges of managing
- 10:19:50traffic, keeping traffic,
- 10:19:51moving becomes greater and greater.
- 10:19:53What are we doing today to help solve
- 10:19:55those problems tomorrow?
- 10:19:57There are requirements for when any kind
- 10:20:01of development is going
- 10:20:03to come up that we look
- 10:20:05at what the traffic impacts are going to
- 10:20:07be for that project.
- 10:20:08It's going to create a number of trips.
- 10:20:12Trip generation is what we call that.
- 10:20:14It's like there's going to be so many
- 10:20:15people coming and
- 10:20:16going from that facility.
- 10:20:18We want to look at how that impacts the
- 10:20:20current level of service
- 10:20:22on the streets that are
- 10:20:23going to and from that project, how that
- 10:20:25impacts the surrounding areas.
- 10:20:28There's a number of factors that are
- 10:20:31included in those traffic
- 10:20:32studies that we review to
- 10:20:37determine if it's going to be acceptable
- 10:20:41for the capacity of the
- 10:20:43roadway system that we
- 10:20:44currently have.
- 10:20:45We're also looking at adding to that and
- 10:20:49including in that,
- 10:20:52what are the pedestrian
- 10:20:54and bicycle facilities that we may need
- 10:20:56to also include in our
- 10:21:00evaluation of how that's
- 10:21:01going to work.
- 10:21:02That's part of the whole mobility plan
- 10:21:04that we're currently
- 10:21:05undertaking to be able to
- 10:21:09see that it isn't just cars.
- 10:21:12It's also people and bikes that we also
- 10:21:15need to accommodate.
- 10:21:16That aspect of it is something that we
- 10:21:20look at based on how
- 10:21:23many units are going to be
- 10:21:24in a building and how many people are
- 10:21:27going to be coming and
- 10:21:28going from that and how they're
- 10:21:29going to be able to do that.
- 10:21:30We want to try to promote public transit,
- 10:21:34other means of getting
- 10:21:38in and out of a facility
- 10:21:40other than just driving
- 10:21:41a car and parking a car.
- 10:21:43There's other ways of doing that.
- 10:21:45We have a whole workforce housing program
- 10:21:47going on in the city where we want people
- 10:21:50to live downtown and work downtown.
- 10:21:53There's a big push for that to continue.
- 10:21:58I think that that's very effective
- 10:21:59because then they're not on the streets.
- 10:22:04They're walking on the sidewalk or
- 10:22:06they're riding a bike to
- 10:22:07work or whatever they need
- 10:22:08to do.
- 10:22:09It really does help.
- 10:22:11It's an evolutionary process.
- 10:22:13It's not like something we're just going
- 10:22:14to change overnight.
- 10:22:16We have that vision and that focus where
- 10:22:19we want to have this implemented.
- 10:22:23We keep that in mind every time we look
- 10:22:25at whatever
- 10:22:25development project may be coming
- 10:22:28up so that we can see how that is going
- 10:22:30to work in that way.
- 10:22:32As you move forward, how do
- 10:22:34residents become involved?
- 10:22:36Do they have a voice?
- 10:22:37How can they talk to you about their
- 10:22:38ideas on what you're doing?
- 10:22:40Residents are very, very important.
- 10:22:42I don't think we want to do anything
- 10:22:44without having the
- 10:22:45residents involved in what project
- 10:22:47we want to undertake.
- 10:22:49We do have a whole community engagement
- 10:22:52process that the city
- 10:22:54uses, the BERT process.
- 10:22:58If we have a project plan, we want to go
- 10:23:02meet with the community.
- 10:23:03We want to get their input.
- 10:23:04We want to get their feedback.
- 10:23:06We want to get their ideas on ... We're
- 10:23:08planning on doing ... We
- 10:23:10want to modify this street.
- 10:23:11We want to put bicycle lanes on it.
- 10:23:15We want to landscape, replace the street
- 10:23:17lighting, upgrade the road
- 10:23:21surface and things like that.
- 10:23:23How that impacts the community and what
- 10:23:26wants and desires that
- 10:23:30they may have that we could
- 10:23:32possibly include in that project.
- 10:23:34We want to get their consensus ultimately
- 10:23:36that we're going to
- 10:23:37move forward with this
- 10:23:38project.
- 10:23:40Then they're behind it.
- 10:23:41They support it.
- 10:23:42Whenever you do a construction project,
- 10:23:44there's always going to
- 10:23:45be a lot of inconveniences
- 10:23:48for people.
- 10:23:49You're going to be shutting down lanes.
- 10:23:51There's going to be a lot of barrels and
- 10:23:55dirt and everything like that.
- 10:23:58It's kind of messy when you try to keep
- 10:23:59that under control, obviously.
- 10:24:02The inconvenience that's going to be
- 10:24:03experienced during the
- 10:24:04construction phase of it, we want
- 10:24:07them to be on board with what we're doing
- 10:24:09from the beginning so
- 10:24:10that, yes, we're going
- 10:24:12to need to break some eggs or we're going
- 10:24:13to make a beautiful omelet when we're all
- 10:24:14finished.
- 10:24:16It's going to be delicious.
- 10:24:17That's really what
- 10:24:18we're trying to achieve.
- 10:24:20Just speaking metaphorically, I think
- 10:24:22that that's kind of how it works.
- 10:24:25It's very, very important to have the
- 10:24:27community's input on the
- 10:24:28projects that we're doing so
- 10:24:30that when they see somebody out there
- 10:24:33working on something,
- 10:24:34they're not surprised and they
- 10:24:36anticipate this.
- 10:24:38We really make a very strong effort to be
- 10:24:44able to keep the
- 10:24:46public informed about what
- 10:24:48it is that we are going to be doing and
- 10:24:51that it's going to be
- 10:24:52what they expected it to
- 10:24:54be based on the public meetings that we
- 10:24:57had with them previously.
- 10:24:58When it does happen, they
- 10:24:59go, "Hey, this is great."
- 10:25:01The Banyan project that we just finished
- 10:25:03a couple years ago,
- 10:25:04there was a lot of community
- 10:25:05outreach on that.
- 10:25:07There was a lot of
- 10:25:07inconvenience with that project.
- 10:25:10It was under construction for two years
- 10:25:12and getting in and out
- 10:25:15of downtown was a little
- 10:25:16bit more cumbersome during that process,
- 10:25:18but now that it's
- 10:25:18finished, it's like, "Oh, this
- 10:25:19is beautiful."
- 10:25:20It is an absolutely wonderful project.
- 10:25:24You can go from downtown to Australian
- 10:25:27Avenue in a much more
- 10:25:28pleasant experience than you
- 10:25:30were before we did the project and, of
- 10:25:33course, obviously during
- 10:25:34the project, but it really
- 10:25:35turned out nice.
- 10:25:37That's what we want to be able to achieve
- 10:25:39is something that's going to be really an
- 10:25:42enhancement to people's experience, to
- 10:25:44people's daily encounter
- 10:25:47with the city of West Palm
- 10:25:49Beach.
- 10:25:50Either they're coming in and out of the
- 10:25:51city of West Palm Beach
- 10:25:52or they live here and they
- 10:25:54need to go someplace within the city.
- 10:25:56We want to be able to have those
- 10:25:57accommodations for them so that it's a
- 10:25:59more pleasurable experience.
- 10:26:01There's a lot of areas in the city that
- 10:26:03need attention, that we
- 10:26:05want to be able to plan
- 10:26:07for possible
- 10:26:09enhancements to those locations.
- 10:26:13It's really a long-term process for us to
- 10:26:20be able to eventually
- 10:26:21get to all those things,
- 10:26:22but there's not any section
- 10:26:23of the city that's forgotten.
- 10:26:26This has been incredibly educational.
- 10:26:29I've learned a lot just now about what
- 10:26:31you guys do in great depth.
- 10:26:34You guys are truly the
- 10:26:36doorway to the future.
- 10:26:38You guys are plowing the future where we
- 10:26:41have proper support and
- 10:26:42proper infrastructure for
- 10:26:44a growing community.
- 10:26:45This is an opportunity right now for you
- 10:26:47to ... Is there a message
- 10:26:49that you have for residents,
- 10:26:51something you'd really
- 10:26:52like to share with them?
- 10:26:54We receive comments from residents
- 10:26:59through our WPP key site.
- 10:27:01Sometimes we get phone
- 10:27:02calls about certain things.
- 10:27:03They're asking like,
- 10:27:04"Hey, my street's flooding.
- 10:27:07When is my road going to get paved?"
- 10:27:10We just undertook a whole pavement
- 10:27:14condition indexing
- 10:27:16program where we assessed all of
- 10:27:18the roadway pavement and sidewalk
- 10:27:22conditions throughout the
- 10:27:23city that were still in the
- 10:27:25process of evaluating all of that data
- 10:27:29that was collected to
- 10:27:30assign a pavement condition
- 10:27:33indexing number towards that so that we
- 10:27:36can prioritize the areas
- 10:27:37where this is the worst
- 10:27:39condition that we need to focus on first,
- 10:27:42as opposed to it's between zero and 100.
- 10:27:44We want to look at things that are below
- 10:27:4670, but if it's in
- 10:27:48the 40s or 50s, we want
- 10:27:50to look at that first and see, "We need
- 10:27:52to go plan a project
- 10:27:53to go repay that road."
- 10:27:55When we do that, we also have to upgrade
- 10:27:58all of the American
- 10:28:03Disabilities Act's ADA requirements
- 10:28:05for all of the curb ramps
- 10:28:07at all of the crosswalks.
- 10:28:08Those all have to be brought up to code.
- 10:28:10If there's issues with the curbs along
- 10:28:12the street, we need to
- 10:28:13address that as well.
- 10:28:15We can't just go pave a road without
- 10:28:16addressing those things too.
- 10:28:18We have to put together all of the design
- 10:28:20plans and everything like that to be able
- 10:28:22to go forward with doing those projects.
- 10:28:25We expect that our pavement condition
- 10:28:28indexing assessment
- 10:28:30report is going to be available
- 10:28:32to us by the end of this year or sooner,
- 10:28:34and then we will start
- 10:28:36working on prioritizing
- 10:28:37the areas that we want to go focus on.
- 10:28:40Now, a paving project is going to be
- 10:28:43related to that PCI that
- 10:28:45we're going to develop,
- 10:28:47but sometimes, again, like I said, there
- 10:28:49may be utility needs
- 10:28:50that need to happen or plan
- 10:28:54streetscapes or some other factor that
- 10:28:58might necessitate us
- 10:29:00having to go work on road work
- 10:29:03on another area
- 10:29:04because of some other factor.
- 10:29:06It isn't all just a pavement condition,
- 10:29:08even though that's a
- 10:29:09very high priority as far
- 10:29:11as what roads we're going to plan on
- 10:29:14working on, but there's
- 10:29:16other factors involved, like
- 10:29:17I said, utility work streetscape projects
- 10:29:20that are coming up
- 10:29:21that also need focus on
- 10:29:23them as well.
- 10:29:24Let me jump back because you said
- 10:29:26something early on that I
- 10:29:28think we need to talk about.
- 10:29:29You mentioned WPB Key as a way for
- 10:29:32residents to communicate with you, to
- 10:29:34give you information,
- 10:29:35a way for you to converse back.
- 10:29:39Let's talk about that.
- 10:29:40Now, that's a mobile app, is it not?
- 10:29:42Yeah, it is.
- 10:29:43You can access that and you can put in
- 10:29:48all the information and then
- 10:29:49we get those notifications,
- 10:29:52we email notifications of those on a
- 10:29:54daily basis, and we
- 10:29:56have to go look at what the
- 10:29:57comments or the questions or the concerns
- 10:29:59are so that we can
- 10:30:01respond back like, "Hey,
- 10:30:05we're going to look at this, it may be in
- 10:30:06progress, or this is what we're planning
- 10:30:08on doing about this."
- 10:30:11Well, that's really neat.
- 10:30:12Communicate that and then go do it and
- 10:30:13basically resolve
- 10:30:14that issue for the folks.
- 10:30:15That's WPB Key.
- 10:30:17Yes.
- 10:30:17It's a mobile app, if not mistaken, you
- 10:30:19can get it for Android and for iPhone.
- 10:30:23It's a great way for someone to open a
- 10:30:26discussion with you guys.
- 10:30:27Exactly.
- 10:30:27Yes, it is.
- 10:30:28That's fantastic.
- 10:30:30Some of these things are not surprising.
- 10:30:31We see that there is an issue and
- 10:30:33sometimes we don't drive
- 10:30:35over every square inch of
- 10:30:37the city all the time, so it's nice that
- 10:30:39they'll be able to
- 10:30:39communicate, "Hey, there's a concern
- 10:30:41you have in this area
- 10:30:42that maybe we didn't notice."
- 10:30:44It's really very helpful for us to know
- 10:30:46where we need to look at.
- 10:30:49Again, the entire city is a canvas that
- 10:30:53we need to look at
- 10:30:55when somebody points to a
- 10:30:56specific spot.
- 10:30:57We have to be able to
- 10:30:59ascertain what the problem is.
- 10:31:04We're thankful that they're able to point
- 10:31:08those things out to us
- 10:31:10that we wouldn't have
- 10:31:10noticed otherwise.
- 10:31:12We can go address those things
- 10:31:14accordingly and hopefully
- 10:31:16take care of that situation
- 10:31:17satisfactorily such that it's going to
- 10:31:20resolve the problem that
- 10:31:21they brought up to begin
- 10:31:22with.
- 10:31:23Kevin, you have a team that's involved in
- 10:31:26solving problems and
- 10:31:28planning for a future
- 10:31:29in the city of West Palm Beach, which is
- 10:31:32going to be bountiful and
- 10:31:33beautiful and well supplied
- 10:31:36with everything that the
- 10:31:36residents need going forward.
- 10:31:39That's a big, big job.
- 10:31:40You guys do a great, great job at it.
- 10:31:43Yes.
- 10:31:44We're not going to solve every problem.
- 10:31:45We're not going to satisfy everybody.
- 10:31:47We're not going to make
- 10:31:48100% of the people happy.
- 10:31:50What we really want to make the majority
- 10:31:52of people satisfied
- 10:31:54that what we do is for
- 10:31:56the good of the city and for the
- 10:31:59residents and for just the
- 10:32:01overall enjoyment of living
- 10:32:03in this town and coming to this town.
- 10:32:06It's a wonderful place to work.
- 10:32:09The team effort that we have here in the
- 10:32:14city of West Palm Beach,
- 10:32:16all the way from the mayor,
- 10:32:17the city administrator, to the various
- 10:32:20departments, that we work with all of
- 10:32:23those to help address
- 10:32:27issues and solve problems that need some
- 10:32:30sort of a technical
- 10:32:31expertise and a design plan,
- 10:32:35et cetera, to be able to go make an
- 10:32:37improvement or an
- 10:32:39enhancement that has a very high level
- 10:32:43of desire from the community.
- 10:32:45It's very, very rewarding.
- 10:32:47The sense of accomplishment that we have
- 10:32:49on a daily basis is
- 10:32:51just a tremendous reward
- 10:32:54for being able to work here
- 10:32:55for the city of West Palm Beach.
- 10:32:56I just love it.
- 10:32:59It's really enjoyable.
- 10:33:00It's obvious that you
- 10:33:01enjoy your work, Kevin.
- 10:33:03Thank you very much for everything you do
- 10:33:04for the city and
- 10:33:05thanks to your great team
- 10:33:07for building our future
- 10:33:09here in West Palm Beach.
- 10:33:10All right.
- 10:33:11Well, thank you very much.
- 10:33:12And thank you for
- 10:33:13listening to today's discussion.
