- 0:00Welcome to the Hoover Daily Report. "Ideas Advancing
- 0:03Freedom." It's Wednesday, July 22nd, twenty twenty six.
- 0:06Today, SEC Chairman Paul Atkins shares his plans to make initial public
- 0:10offerings more attractive and less burdensome to firms seeking capital.
- 0:14Jacob Greegul outlines five possible pathways for US security strategy
- 0:18concerning Europe. And Bill Whalen asks if Gavin Newsom can straddle opposing
- 0:22political personas as he weighs a run for president.
- 0:25Make IPOs Great Again: SEC Chairman Paul Atkins on Ending Regulation by
- 0:30Enforcement.
- 0:31America was an investment before it was a nation. That idea anchors this
- 0:35conversation between SEC Chairman Paul Atkins and Peter Robinson on the latest
- 0:40episode of Uncommon Knowledge. Atkins argues that vibrant capital markets are
- 0:45essential to American prosperity and explains why he believes excessive
- 0:49regulation has discouraged companies from going public and innovators from building
- 0:54in the United States. The discussion also covers crypto, disclosure rules, investor
- 0:59protection, and the role of free markets in driving economic growth.
- 1:03AI for Hearing-Impaired Workers: A Good News Story.
- 1:06Hundreds of millions of people around the world are deaf or hard of hearing, which
- 1:10can impair job performance. Can AI tools help? On the latest episode of Economics,
- 1:14Applied, Senior Fellow Steven J. Davis speaks to Yanyou Chen of the University
- 1:19of Toronto and Mitchell Hoffman of UC Santa Barbara, who studied the effects of
- 1:23a new AI tool on the productivity and wages of hearing-impaired workers in the
- 1:27food delivery business in mainland China. They also discuss how the profit motive
- 1:32drove the adoption and diffusion of the new AI tool, raising these workers’
- 1:36earnings.
- 1:36Five Choices for US Strategy Toward Europe.
- 1:39Europe remains vitally important to US foreign policy for a host of strategic,
- 1:44cultural, and political reasons, says National Security Visiting Fellow Jacob
- 1:48Greegul in a new piece on Freedom Frequency. Even so, long-held policy
- 1:52approaches that sustained growth and security through and beyond the Cold War
- 1:57need to be updated—but how? Russian and Chinese aggression are among the greatest
- 2:02drivers forcing the United States and Europe to ask profound questions about
- 2:06their shared future. Those questions include which partnerships Washington
- 2:11should emphasize; where the United States should keep military bases and what those
- 2:16forces should do; how much America should strive to influence European domestic
- 2:21affairs; and whether Europe can be encouraged to continue relying on US arms
- 2:25supplies. Such questions—some of them stark—point to a time of realignment that
- 2:30the historical allies must confront.
- 2:32NextGen Roundtable: Decision 2026 Demonstrates the Promise of Deliberative
- 2:38Democracy.
- 2:38Can young Americans engage across political differences with curiosity,
- 2:42respect, and a genuine willingness to learn? The inaugural NextGen Roundtable:
- 2:47Decision 2026 offered a compelling answer: yes. Convened July 8–11 in
- 2:50Washington, DC, the initiative brought together 400 first-time voters selected
- 2:55to reflect the demographic, geographic, and ideological diversity of the nation.
- 2:59Hosted by the Close Up Foundation in partnership with the Stanford
- 3:03Deliberative Democracy Lab, Generation Lab, and Hoover’s Center for Revitalizing
- 3:07American Institutions, the program challenged participants to deliberate—not
- 3:11debate—some of the nation’s most pressing policy questions ahead of the 2026
- 3:16midterm elections. Building on the success of America in One Room: The Youth
- 3:20Vote, the event reflects a growing body of evidence that structured deliberation
- 3:24can strengthen civic knowledge, reduce polarization, and increase trust across
- 3:28differences.
- 3:29He Can Run, But Can He Straddle?
- 3:32In the latest installment of California on Your Mind, Distinguished Policy Fellow
- 3:36Bill Whalen wonders whether Governor Gavin Newsom, laying the groundwork for a
- 3:41presidential run, will be able to firm up his message after years of presenting
- 3:46different faces to the electorate. Will Newsom play the tough pol who reins in
- 3:50cost and corruption, even as some see him as a shady overseer? Will he stump for
- 3:55“AI safety” or will he decline to “overregulate” the AI golden goose? Does
- 4:00he stand against a wealth tax in California but believe it should be
- 4:04imposed on the whole nation? Whichever way Newsom turns while crafting his
- 4:08national message, the governor will need to avoid the pitfalls of previous
- 4:12politicians such as John Kerry and his famous explanation: “I actually did vote
- 4:17for the $87 billion before I voted against it.”.

- 4:22The Moon as a Test Case for Coercion Theory: US Interests in a New Space Race.
- 4:26China aims to land taikonauts on the Moon before 2030—before the US returns to the
- 4:30lunar surface—and set the operating rules that will govern future lunar activity.
- 4:34Traditional deterrence won’t work in a domain where the US is unable to project
- 4:39military force, and space treaties lack enforcement. This essay presents four
- 4:43conflict scenarios to show what’s at stake, and proposes a near-term US
- 4:46strategy of accelerated missions, allied coordination, clear red lines, and
- 4:50concrete military doctrine.
