- 14:05:04Welcome to the City Center podcast. I'm
- 14:05:06Jerry Marcello. A city like West Palm
- 14:05:09Beach is always changing, adding new
- 14:05:11landmarks that help define who we are.
- 14:05:14The city is also hard at work renewing
- 14:05:16what is already here through the efforts
- 14:05:18of the West Palm Beach Community
- 14:05:20Redevelopment Agency. Today we'll look
- 14:05:23at our nationally recognized CRA, what
- 14:05:25they're all about, and how their efforts
- 14:05:27are forming the West Palm Beach of
- 14:05:29tomorrow. That's next on the City Center
- 14:05:32podcast.
- 14:05:37And welcome back. We have with us today
- 14:05:39Executive Director of the West Palm
- 14:05:42Beach Redevelopment Agency, Chris Root.
- 14:05:44Chris, thank you for joining us today.
- 14:05:45Hey, Jerry, how are you? I'm doing great.
- 14:05:47Glad to have you here.
- 14:05:48Yes, glad to be here.
- 14:05:49Listen, what is the CRA and what is it
- 14:05:53created to do? So CRA, the
- 14:05:58acronym stands for Community
- 14:05:59Redevelopment Agency. And this is a tool
- 14:06:03that was created by the state of Florida
- 14:06:05many years ago. I believe it's the, and
- 14:06:10you may want to fact check that. I don't
- 14:06:11know. So a lot of podcasts do a fact
- 14:06:16check at the end, but I'm pretty sure I'm
- 14:06:17accurate on this, is that it was the
- 14:06:19Community Redevelopment Act of 1969.
- 14:06:23That's when the state really sort of
- 14:06:26passed the first enabling legislation.
- 14:06:28Obviously, since then, there's been lots
- 14:06:30of amendments to that law to sort of
- 14:06:34steer and amend what CRAs and local
- 14:06:37governments can do with CRAs. But
- 14:06:39generally, that was kind of the point
- 14:06:41where they said, "Okay, we have these
- 14:06:44areas in the state of Florida that really
- 14:06:46need help. They're what, no, they're slum
- 14:06:51and blighted, and we need to
- 14:06:53remove that. And the best way to do that
- 14:06:55is we'll actually create these
- 14:06:56agencies that can develop projects to
- 14:06:59improve the value and quality of those.
- 14:07:02And they'll be able to take the taxes
- 14:07:05that generate from the increase in that
- 14:07:07value and continue to reinvestment in
- 14:07:10those areas. And so that's essentially
- 14:07:12the premise behind it. And a lot of
- 14:07:14states have sort of the same model, but
- 14:07:16that's essentially the idea behind CRAs
- 14:07:19is that as their work continues over the
- 14:07:21years, the tax increment grows, they
- 14:07:23continue to reinvest that in the
- 14:07:25community.
- 14:07:25Now, the city of West Palm Beach, by and
- 14:07:27large, is not a really old city. We're
- 14:07:29only about 130, 130, something that,
- 14:07:33that, that, around that age. Is that, is
- 14:07:35that a common thing for cities of our age
- 14:07:37and size to have a CRA or is this
- 14:07:39something unique for us?
- 14:07:41I don't think it's unique in the state of
- 14:07:43Florida. And I don't think it's that
- 14:07:44unique, really, in other areas of the
- 14:07:48United States. I mean, because you have
- 14:07:50business improvement districts, downtime
- 14:07:51development authorities, these are all
- 14:07:53agencies that are, although they may have
- 14:07:56a different sort of mission, you
- 14:07:59know, they're generally there to continue
- 14:08:01to ensure that the place thrives and
- 14:08:04grows and becomes, you know, great for
- 14:08:06overall economic development, which, you
- 14:08:10know, can include a lot of different
- 14:08:11things. But CRA specifically were meant
- 14:08:14for that removal of slum and blight. But
- 14:08:17I mean, you have over 200 in the state
- 14:08:19of Florida.
- 14:08:19Right.
- 14:08:20So well, but what I would, what I would
- 14:08:22brag about is that I would say that West
- 14:08:24Palm Beach is best in class when it comes
- 14:08:26to CRA's for lots of reasons, which I'm
- 14:08:29happy to talk more about,
- 14:08:30you know, I mean, that's,
- 14:08:32Well, so, okay, so let's use a real world
- 14:08:34example, give me an example of an area or
- 14:08:38a landmark structure or whatever that we
- 14:08:40have basically rehabilitated and turned
- 14:08:43into a beautiful, profitable
- 14:08:47or livable position, a place.
- 14:08:50Sure. So hopefully some of our listeners
- 14:08:55have been in West Palm, but even if you
- 14:08:56haven't been in West Palm for some time,
- 14:09:00it's good to, it's good to kind of know
- 14:09:03some areas where the CRA has been
- 14:09:05effective. So let me
- 14:09:07back up and just kind
- 14:09:08of lay out some boundaries for where the
- 14:09:10CRA currently is working.
- 14:09:15So the city of West Palm Beach has two
- 14:09:16series. One is in the
- 14:09:18downtown city center
- 14:09:20area. And then there's another one that's
- 14:09:22on the north end of the city.
- 14:09:23That's around the Northwood village area
- 14:09:25for folks. And if you're looking, you're
- 14:09:28like, okay, well, what streets are we
- 14:09:30talking about in the
- 14:09:31downtown city center?
- 14:09:33For all intents and purposes, you're
- 14:09:34looking at Okeechobee Boulevard to Palm
- 14:09:37Beach Lakes, north and south boundaries.
- 14:09:40On the west boundary, you have the lakes,
- 14:09:42right? Clear Lake, which provides the
- 14:09:44water to the city of West Palm Beach, and
- 14:09:45then the inter coastal on the east side.
- 14:09:48So that square is essentially the
- 14:09:49downtown city center CRA. And the larger
- 14:09:53of the two based on budget and also just
- 14:09:56general activity. On the north end,
- 14:10:00equally important, but also a little bit
- 14:10:04smaller geographically. And then maybe
- 14:10:06also it doesn't have the sort of size of
- 14:10:09budget, which I'll talk a little bit
- 14:10:10about later. Right
- 14:10:12around 25th Street, you have
- 14:10:14Northwood village. And just to the south
- 14:10:16of that, you have
- 14:10:17Pleasant City. And then to
- 14:10:19the east, you have Curry Park, the
- 14:10:21industrial area. And
- 14:10:21then the CRA controls,
- 14:10:24or within our boundaries, I should say is
- 14:10:25a strip of US one known as Broadway from
- 14:10:2925th Street all the way up to the city
- 14:10:31line, which is at 59th. Those are
- 14:10:34essentially the two series. And within
- 14:10:39those boundaries,
- 14:10:40there's lots of projects that
- 14:10:42are happening that sort of fall under
- 14:10:44what series can be doing
- 14:10:46to your question about,
- 14:10:48okay, well, what are some maybe
- 14:10:50structures or things like
- 14:10:51that that we've worked on?
- 14:10:54Going back, I think the most notable one
- 14:10:56is probably the
- 14:10:58ordination that we worked on
- 14:11:00with related. And this was well before my
- 14:11:03time, you're talking
- 14:11:04about mid late 90s, is
- 14:11:07City Place.
- 14:11:08I was going to ask that.
- 14:11:09Yeah, I mean, so there is a long term
- 14:11:13agreement there, you have
- 14:11:15the community, the CDD, the
- 14:11:18Community Development District of City
- 14:11:20Place, that's almost like a
- 14:11:20CRA within a CRA, it's kind
- 14:11:22of an oversimplification. But they
- 14:11:25essentially keep the taxes in their
- 14:11:28little area. And so the
- 14:11:29CRA contributes to them through
- 14:11:32agreements, you know, to help them pay
- 14:11:34off a lot of the bonds that
- 14:11:35went into that infrastructure to make it
- 14:11:37what it is today. And
- 14:11:41within that, you know, you have
- 14:11:44historic structures like the Methodist
- 14:11:47Church that now became
- 14:11:48the Harriet Himmel theater.
- 14:11:50Right.
- 14:11:51So that's one real kind of, I think,
- 14:11:54marquee one that that most
- 14:11:55of our local listeners would
- 14:11:57know about.
- 14:11:57I was gonna ask you about City Place. And
- 14:12:00I was wondering if it was
- 14:12:01something that I know City
- 14:12:03Place is what now 20 originally started
- 14:12:06about 25, 30 years ago. So it's
- 14:12:09interesting to see that it
- 14:12:11went through the process of rejuvenation.
- 14:12:13If I recall, back in the
- 14:12:1580s, that was a pretty rough
- 14:12:16part of town. There was some very, very
- 14:12:19debilitated neighborhoods
- 14:12:21through there. And it turned into
- 14:12:22what became City Place. And now it's
- 14:12:24going through yet another re reformation.
- 14:12:28So when you when you think about it in
- 14:12:30that sort of context of
- 14:12:31time, right? And yes, I mean,
- 14:12:34the downtown area was, was blighted, you
- 14:12:38know, during those the the
- 14:12:4080s. And 1984 is when the
- 14:12:43city actually created the downtown city
- 14:12:44center CRA. So I have a the
- 14:12:47original plan that in my office,
- 14:12:50which is really neat to look at, just
- 14:12:53because you can see sort of
- 14:12:54the evolution of the city and
- 14:12:55everything. But you know, that's when it
- 14:12:58was really created. And they had
- 14:12:59calculated a lot of the what
- 14:13:01the anticipated new tax increment was
- 14:13:04going to be over time, which is really
- 14:13:06kind of cool to look at.
- 14:13:08But but yeah, I mean, you hit the nail on
- 14:13:12the head, everybody was
- 14:13:12like, we need to do something
- 14:13:13about, you know, this larger downtown
- 14:13:15area, which had fabulous
- 14:13:17bones, right? I mean, the city has
- 14:13:19from a planning purpose, from a planning
- 14:13:22perspective. And, you
- 14:13:24know, for a lot of my,
- 14:13:25my planning, my fellow planning gurus out
- 14:13:28there, you know, it, we
- 14:13:31really are fortunate when you
- 14:13:32think about the proximity of all of these
- 14:13:35different assets within our
- 14:13:36downtown and how it was laid out
- 14:13:37in sort of that grid format, it really
- 14:13:39sort of laid the success
- 14:13:40for the city early, early on.
- 14:13:43So we've talked a little bit about
- 14:13:45downtown, let's take a
- 14:13:46moment, look north, northwood.
- 14:13:49Obviously, that was, I love going up to
- 14:13:52Northwood and walking through
- 14:13:54and seeing the older shops and
- 14:13:55seeing, you know, the signs on top, the
- 14:13:57old post office, you know,
- 14:13:59that was started, you know,
- 14:14:00sometime in the last century. Lots of
- 14:14:03cool stuff down there. But now it's
- 14:14:05there's an explosion of
- 14:14:06activity in the area. Tell us a little
- 14:14:08bit about that. So two
- 14:14:11major projects in the Northwood
- 14:14:13Village area, which yeah, it's, it's sort
- 14:14:16of like a mini, you know,
- 14:14:17it's own little mini downtown,
- 14:14:18which is great. And the main one, which
- 14:14:22is on the very west
- 14:14:24end of Northwood Village,
- 14:14:25right up against the railroad tracks, but
- 14:14:28on the east side of the tracks, just
- 14:14:29south of 25th street,
- 14:14:31it's, it's affectionately been known as
- 14:14:34the anchor site. And that's
- 14:14:35because it was always meant to
- 14:14:38anchor Northwood Village, much like a
- 14:14:41traditional shopping center. You know,
- 14:14:43you have these sort of
- 14:14:44major anchors, and I think everybody
- 14:14:46wanted it and still do
- 14:14:48want to see some type of urban
- 14:14:49grocer, which I'm happy to talk more
- 14:14:51about some of the efforts to bring a
- 14:14:53grocery store to the
- 14:14:54north end, because that is something
- 14:14:56that's been a priority for the CRA for
- 14:14:57some time now. But we
- 14:14:59called it the anchor site, we put out an
- 14:15:01RFP, and that has been under
- 14:15:03development for some time now
- 14:15:05by a company known as Emocorp out of
- 14:15:07Aventura Miami. Great
- 14:15:10company, they're working really
- 14:15:11hard. The developer really has a fabulous
- 14:15:16project that he's putting
- 14:15:17together that's mixed use,
- 14:15:18you know, it has apartments, over 400
- 14:15:20apartments, which will be a
- 14:15:22good dollop of housing for that
- 14:15:24area. And then a lot of over 60,000
- 14:15:27square feet of ground floor retail that
- 14:15:29is currently available
- 14:15:30for small businesses. And then less than
- 14:15:34a block away from that is
- 14:15:35the Spruce. And that's very
- 14:15:37exciting because it's another, in
- 14:15:40addition to the 401 with the district at
- 14:15:42Northwood Village. So
- 14:15:43it's, that's the name of the project on
- 14:15:45the anchor site is the
- 14:15:47district at Northwood Village.
- 14:15:49But the Spruce, which is right next to
- 14:15:50it, is 270 units. And that is a
- 14:15:55predominantly a workforce
- 14:15:57housing project, but it does have market
- 14:16:00rate units in it. So
- 14:16:02that's a really exciting project
- 14:16:04if folks out there are familiar with the
- 14:16:06grand, which is in
- 14:16:07downtown, done by affiliated
- 14:16:10development, great developers, really
- 14:16:13know how to deliver a quality
- 14:16:14product to folks and sort of
- 14:16:16meet that sweet spot of affordability
- 14:16:17with quality. They they're doing that
- 14:16:22project. And so that's
- 14:16:23going to be another, I think 117, but
- 14:16:27fact check that number to 117
- 14:16:30numbers on units that are in
- 14:16:33that 80 to 100% area median income that
- 14:16:36will serve and then the other
- 14:16:37units are our market rate. So
- 14:16:41I think you're touching on something I
- 14:16:42think is really important
- 14:16:43to talk about. We are seeing
- 14:16:45real giant leaps in development,
- 14:16:47especially in downtown, a
- 14:16:49very, very high end housing.
- 14:16:51A lot of what CRA does is thinking about
- 14:16:54affordable housing.
- 14:16:56How important is it as
- 14:16:57far as your overall philosophy for what
- 14:17:00you guys do? It's baked into
- 14:17:02the enabling legislation. So
- 14:17:04going back to that Community
- 14:17:05Redevelopment Act of 1969 and the law
- 14:17:09that has kind of evolved over time,
- 14:17:11it is spelled out explicitly that that is
- 14:17:14one of the core missions of
- 14:17:15CRA is to provide and work
- 14:17:17towards that affordable housing. So much
- 14:17:19so that we, when last
- 14:17:23legislative cycle, there was a talk
- 14:17:25about sort of looking at the roles and
- 14:17:29responsibilities of
- 14:17:30CRAs and CRAs were sort of
- 14:17:34talked about as being one of the main
- 14:17:36vehicles for providing affordable
- 14:17:38housing, which is a bit of a
- 14:17:40badge of honor, especially for the West
- 14:17:43Palm Beach CRA going back to
- 14:17:44that best in class that I was
- 14:17:46mentioning. You know, the mayor made a
- 14:17:48very clear vision about I
- 14:17:50want as much affordable housing
- 14:17:51as we can. And he set tangible goals that
- 14:17:54we have met and he's just
- 14:17:56continued to add to those goals.
- 14:17:58And the CRA has been part of that. And
- 14:17:59it's something that I think
- 14:18:00the board is very proud of,
- 14:18:01it's something the mayor is very proud
- 14:18:03of. And we're going to
- 14:18:04continue to work for looking at
- 14:18:05all kinds of opportunities to continue to
- 14:18:07provide that affordable
- 14:18:08housing. So to your point,
- 14:18:09being that it's baked into what we're
- 14:18:14supposed to be doing, it is
- 14:18:15core to our philosophy and what
- 14:18:17we do on every single day. You mentioned
- 14:18:19earlier that you were
- 14:18:20hoping that you would see food
- 14:18:23stores and those types of businesses
- 14:18:25moving into certain areas. Is
- 14:18:27that part of the scope of the
- 14:18:29things that you do, saying we're looking
- 14:18:30to break the food desert and
- 14:18:33put a store here? Is that part
- 14:18:35of what you're planning? For sure. I
- 14:18:37mean, so think about true
- 14:18:42city building, which it's such
- 14:18:45an awesome time to be in the city of West
- 14:18:47Palm Beach right now with
- 14:18:48everything that's happening
- 14:18:49and just what people are bringing the
- 14:18:53businesses that are coming
- 14:18:54here. I mean, just the business
- 14:18:55growth alone has been just off the
- 14:18:58charts. And that's not just the big
- 14:19:00businesses, that's not
- 14:19:01just the financial firms, which are
- 14:19:02awesome and all of those targeted
- 14:19:04industries, but it's also
- 14:19:05the small mom and pop. There's quite a
- 14:19:07bit. I think, I don't know
- 14:19:09if you're going to interview
- 14:19:10Robbie, but he's the economic development
- 14:19:13specialist for the
- 14:19:13city. But we've been looking
- 14:19:15at the business tax receipt data that the
- 14:19:18city collects annually
- 14:19:19because all businesses in the
- 14:19:20city of West Palm Beach have to renew
- 14:19:22this business tax every single year. And
- 14:19:25we have seen it grow
- 14:19:26almost double in about 10 years, I
- 14:19:30believe. So it started
- 14:19:32when we started looking at it
- 14:19:34right around, I think 2012, we were right
- 14:19:37around a little over 9,000
- 14:19:39and now we're close to 18,000
- 14:19:42registered businesses in the city of West
- 14:19:43Palm Beach. And those are bona fide,
- 14:19:45like they fill out the applications and
- 14:19:47they put it in. And that's
- 14:19:49across the board. That's all
- 14:19:50kinds of businesses, large and small and
- 14:19:53predominantly small
- 14:19:54businesses. So when you
- 14:19:57think about what's needed for
- 14:19:58redevelopment, holistically, you need
- 14:20:01those small businesses
- 14:20:02as well as the big businesses and then
- 14:20:04the residential. And all
- 14:20:06of those folks have needs.
- 14:20:08And grocery stores are one of those big
- 14:20:09things. I mean, they can help with
- 14:20:11attracting additional
- 14:20:12businesses, they help with home values
- 14:20:14and all of those things.
- 14:20:15So as we have continued with
- 14:20:17our infrastructure work and partnering
- 14:20:19with these developers,
- 14:20:21identifying places where a
- 14:20:23grocery store makes sense has been very
- 14:20:25much in our wheelhouse as a
- 14:20:27goal of the CRA and on the
- 14:20:29north end specifically. So we're happy to
- 14:20:33see a very much a renewed
- 14:20:37interest by grocery store
- 14:20:39operators, so much so that they have been
- 14:20:42taking tours of the north
- 14:20:43end to really sort of identify
- 14:20:46potential sites. Most recently, we've
- 14:20:48seen actual investment by folks like
- 14:20:50Tapatea Market. They just
- 14:20:52opened on 45th Street and Broadway, which
- 14:20:57is that US one corridor.
- 14:20:59And it's fabulous. I mean,
- 14:21:00it's been such a huge hit with the
- 14:21:02community and you can see it
- 14:21:03just by the traffic that people
- 14:21:05are really looking for those type of
- 14:21:07amenities in the north end
- 14:21:08of the city. Now, we've talked
- 14:21:09about Northwood, we've talked about
- 14:21:11downtown. Does Nora count
- 14:21:14as a district? So Nora is,
- 14:21:19yeah, so we're recording is just before
- 14:21:22the Labor Day weekend. And it's so
- 14:21:26exciting. It puts us out,
- 14:21:27hopefully all the listeners out there can
- 14:21:29see the smile on my face,
- 14:21:30but it's such a cool project
- 14:21:34because it is bonafide city building. I
- 14:21:36mean, if anybody out
- 14:21:38there has ever played SimCity,
- 14:21:41that's very much what it's like, but it's
- 14:21:44real time. A lot of hard
- 14:21:46work, a lot of great partners.
- 14:21:48Big shout out to my friends over there at
- 14:21:50the Nora Holdings, which is
- 14:21:53Ned, Damian, and Joe First
- 14:21:57with Place Projects. Great group of guys,
- 14:22:00visionaries, and very
- 14:22:01capable of getting the
- 14:22:02job done. But let's roll back and
- 14:22:05actually explain to
- 14:22:06people what exactly Nora is and
- 14:22:08what it was before it started. Okay, good
- 14:22:10point. Okay, so sorry.
- 14:22:13Nora stands is short for North
- 14:22:16Railroad Avenue. So N-O for North, R-A
- 14:22:20for Railroad Avenue. And Nora was a,
- 14:22:26essentially an industrial area. I think
- 14:22:28we zoned it industrial
- 14:22:29chic, but for all intents and
- 14:22:31purposes, it was old warehouses, very
- 14:22:34underutilized collection of
- 14:22:38properties and lots that was
- 14:22:39assembled by this group, those three
- 14:22:41gentlemen that I just
- 14:22:42mentioned, Ned, Damian, and Joe.
- 14:22:46And they put together these lots and then
- 14:22:49came to the city with sort
- 14:22:50of this vision and this plan
- 14:22:52for a renewed part of downtown with
- 14:22:56quality places, retail
- 14:22:59shops that they had planned to
- 14:23:01put there in a mixture of hotel and
- 14:23:04residential. So the whole
- 14:23:07combination of items that really
- 14:23:10when you go to any great city in America,
- 14:23:12you would find these
- 14:23:13things sort of all together.
- 14:23:14And then just layered a level of quality
- 14:23:19on it that is open to everybody, not
- 14:23:24exclusive to anyone,
- 14:23:26and just done in a way that I think is
- 14:23:28going to be one of these
- 14:23:29great places that you can come
- 14:23:32and just enjoy the space or you can go
- 14:23:35there and really enjoy
- 14:23:39quality restaurant dining or
- 14:23:41retail products if you're there to shop
- 14:23:43and things like that. So
- 14:23:45they approached the CRA
- 14:23:50back, I want to say it was 2001 on the
- 14:23:54streetscape and the actual street of
- 14:23:57North Railroad Avenue
- 14:23:58and said, "Look, we would really like, we
- 14:24:01want to make this a
- 14:24:01quality street very much like
- 14:24:03Clamatus and Rosemary, like what you see
- 14:24:05through city place and
- 14:24:06taking these principles that the
- 14:24:07city has applied to our streets and
- 14:24:10public open spaces, which is
- 14:24:11shade, ease of accessibility.
- 14:24:14When you look at a curbless street,
- 14:24:16people don't realize that
- 14:24:17without curbs, you make it so much
- 14:24:20easier for people in wheelchairs and just
- 14:24:22kids and folks. And it
- 14:24:25just has that very comfortable
- 14:24:27pedestrian feel, wide sidewalks, all of
- 14:24:30these things that are essentially
- 14:24:31human-centric designs
- 14:24:32that when you get there, you're like,
- 14:24:34"This place feels great."
- 14:24:35And then from there, they just
- 14:24:38matched, they lined the street with great
- 14:24:40tenants and great spaces and
- 14:24:42well-designed buildings
- 14:24:44that just, you know that when you get
- 14:24:46there, it's something
- 14:24:47special. So that project to
- 14:24:51underground the utility lines, which
- 14:24:53that's the other thing, these little
- 14:24:56details that when you
- 14:24:57go, you realize that you're at a special
- 14:24:58place, but you're not quite sure why,
- 14:25:01just go to a street.
- 14:25:01And if you see utility lines overhead,
- 14:25:04it's not that it's bad, it's
- 14:25:06just when they're not there,
- 14:25:07you notice when they're not there and it
- 14:25:08just, the space feels really nice.
- 14:25:11So they wanted to underground the
- 14:25:13utilities, which we did, and created the
- 14:25:17streetscape with all of
- 14:25:18those principles that I just outlined.
- 14:25:20And the whole project was
- 14:25:21right around $20 million.
- 14:25:24But the way that we partnered with it is
- 14:25:27that they were going
- 14:25:27to do the investment,
- 14:25:28but in order to get reimbursed for it,
- 14:25:31they had to meet specific
- 14:25:32benchmarks to show, to know that
- 14:25:35at the end of the day, the CRA will
- 14:25:37actually see the benefit of that tax
- 14:25:39increment that will come
- 14:25:41to our budgets and then we can continue
- 14:25:43to reinvest in the overall downtown. And
- 14:25:47they did it. Not only
- 14:25:48did they do it, but they did it ahead of
- 14:25:50schedule. And so now working with the
- 14:25:54business owners that
- 14:25:54are coming to Nora and looking at
- 14:25:57additional ways that we can
- 14:25:58just continue to enhance the
- 14:26:00redevelopment, the project is just so
- 14:26:02exciting. And it's beautiful
- 14:26:03in this hotel that is going
- 14:26:05to be coming online. So definitely check
- 14:26:08it out. It's right there at 7th and
- 14:26:11Dixie. You just then
- 14:26:13head due West when you get to that. So it
- 14:26:17is a little bit of a
- 14:26:18scavenger hunt, but that's okay.
- 14:26:19You'll see the signs. They've really
- 14:26:21outlined a good wayfinding so
- 14:26:24that when you go down Dixie,
- 14:26:26between Palm Beach Lakes and Quadrill,
- 14:26:28you can find the Nora
- 14:26:29District, but it's beautiful.
- 14:26:31What's the timeframe for
- 14:26:32that project to be completed?
- 14:26:35Well, that's probably a good question
- 14:26:37because I think Nora is
- 14:26:38going to be one of these things,
- 14:26:39very much like City Place, how it's going
- 14:26:41through another growth spur.
- 14:26:44I don't know that there's a
- 14:26:45bonafide or like a dedicated date when
- 14:26:49you can say Nora's done. But
- 14:26:52I think that if I had to put
- 14:26:55a pin on when you'll see new things
- 14:26:59really sort of completed,
- 14:27:01it's probably that 2027 timeline.
- 14:27:04But even like 2027, I think you'll still
- 14:27:08see a lot of new
- 14:27:08residential being under construction
- 14:27:10in the Nora area. The hotel will
- 14:27:13definitely be completed by
- 14:27:14then, if I remember correctly.
- 14:27:19And then from there, they're already
- 14:27:21looking at sort of additional phases.
- 14:27:24We're looking at the
- 14:27:24east-west streets. We did North Railroad
- 14:27:26Avenue, but you still have
- 14:27:28all these east-west streets,
- 14:27:29like 7th Street, 6th Street, and all the
- 14:27:32way up to Palm Beach Lakes
- 14:27:33that also need treatments.
- 14:27:35Absolutely. Now, you've described an
- 14:27:37amazingly complex process of
- 14:27:40imagining a change and all the
- 14:27:43fine details that go into actually
- 14:27:45creating that new look. What
- 14:27:49voice do the residents have in
- 14:27:51making choices or helping to either vote
- 14:27:55for or to speak out against an idea that
- 14:27:57you guys might have?
- 14:27:58Sure. So one of the things that the CRA
- 14:28:03board, the mayor and commissioners, which
- 14:28:06I hope people know how hard their elected
- 14:28:08officials work for
- 14:28:09them, because they work
- 14:28:11so hard every single day. And I know that
- 14:28:14because I talked to the
- 14:28:15commissioners and the mayor, and
- 14:28:18you know, there's not a day goes by that
- 14:28:22they're not getting an
- 14:28:23email or their phone call,
- 14:28:24and they know that. But they're extremely
- 14:28:27responsive, and they
- 14:28:29work really hard to ensure
- 14:28:30that they do a quality job for the
- 14:28:33residents and business
- 14:28:34owners. So everybody just,
- 14:28:35please know that your elected officials
- 14:28:37are working really hard
- 14:28:38for you, really hard. And
- 14:28:44at the core of everything that they do
- 14:28:47and the tough decisions
- 14:28:49that they have to make,
- 14:28:50they ensure that community engagement is
- 14:28:55part of that process and
- 14:28:56part of what they consider when
- 14:28:59those items come before them in a major
- 14:29:01way. So much so that the
- 14:29:04CRA, we on a quarterly basis,
- 14:29:06we meet with community members. We have
- 14:29:10quarterly outreach meetings
- 14:29:11with the historic Northwest
- 14:29:13residents. We meet quarterly with the
- 14:29:15residents of Pleasant City.
- 14:29:18And we're at the end of our
- 14:29:23budget and fiscal season where we adopt,
- 14:29:26and so on Monday, we're going to be
- 14:29:27adopting the budget.
- 14:29:30And when we were workshopping it, I
- 14:29:32really outlined three
- 14:29:32inputs on how the budget for
- 14:29:35the CRA gets set and how the strategic
- 14:29:38finance plan gets set. And
- 14:29:40one of those inputs is the
- 14:29:42community engagement. So as we meet with
- 14:29:44residents and even phone calls and
- 14:29:48regular outreach that we
- 14:29:49do, either it's project specific or just
- 14:29:53in general or the emails
- 14:29:54that we get, we collect that
- 14:29:56information and it very much steers the
- 14:29:59strategic finance plan and
- 14:30:00it steers future budget years
- 14:30:04to react and to respond to what the
- 14:30:07residents are telling us.
- 14:30:09So it's built in every single
- 14:30:12day in the work that we do. And it's one
- 14:30:15of the major inputs that
- 14:30:16guides the work plan for the CRA.
- 14:30:18So are we saying that one of the best
- 14:30:21ways to reach out and
- 14:30:23have your voice heard about
- 14:30:25a certain project or ask questions about
- 14:30:26a certain project is to
- 14:30:27reach out to your commissioner in
- 14:30:30your district or? You can reach out to
- 14:30:32your commissioner. I
- 14:30:33mean, they're always there,
- 14:30:35but it's also signing up for our
- 14:30:37newsletter. We have and
- 14:30:41sending notes if you have ideas.
- 14:30:44A good example is we've heard for a while
- 14:30:49that a lot of people would
- 14:30:51like to see more green space
- 14:30:53and things like that in the downtown
- 14:30:54core. So right now we're
- 14:30:57working with the planning
- 14:30:58department on a downtown master plan. And
- 14:31:00that is at that's part
- 14:31:03of the discussion with the
- 14:31:04consultant of Ziskovich, which is the
- 14:31:07company that the CRA is funding with the
- 14:31:10planning department,
- 14:31:11you know, working through the DMP update
- 14:31:13about how we can include, you
- 14:31:16know, and where it should be
- 14:31:17included, the additional green space and
- 14:31:19places like that that can people can
- 14:31:22enjoy because that's
- 14:31:23what folks are telling us. So that's a
- 14:31:24good example, but things
- 14:31:25like that. You mentioned
- 14:31:27a newsletter. How do I get on the list to
- 14:31:29get the newsletter? So
- 14:31:31you should be able to go to
- 14:31:32the website and sign up for it there.
- 14:31:35Okay. That would be wpb.org. Yes. And
- 14:31:39then we'll go through
- 14:31:40the menus and find CRA and there's
- 14:31:42information there. That is correct. Or
- 14:31:44you can send an email
- 14:31:45to CRA at wpb.org. And that goes to my
- 14:31:51entire staff. We all see
- 14:31:52it. And everybody knows,
- 14:31:54you know, what they need to be responding
- 14:31:56to and, you know,
- 14:31:57we'll get you signed up.
- 14:31:58That's fantastic. And so what other
- 14:31:59information can
- 14:32:00people find on the website?
- 14:32:04So we have our strategic finance plan.
- 14:32:06Okay. So, and we also have
- 14:32:08our budget that's required by
- 14:32:09state law. So all if you want to know
- 14:32:11what is the CRA working on, it's all
- 14:32:14right there, because
- 14:32:16we cannot fund or work on anything that
- 14:32:20is not within our plan. So we
- 14:32:22hold that. That's essentially
- 14:32:25our book of what we can do. So even if
- 14:32:29something is not necessarily funded, if
- 14:32:32it isn't in our plan,
- 14:32:33we really can't address it. So we try to
- 14:32:36pack all of our wants and
- 14:32:39hopes and dreams into that
- 14:32:40strategic plan. Obviously it falls within
- 14:32:43the state statute. So we
- 14:32:45abide by state law. But
- 14:32:47if for some reason there's a budget
- 14:32:50adjustment or there's something where,
- 14:32:52you know, a project for
- 14:32:53whatever reason gets delayed or something
- 14:32:55like that, and we have it
- 14:32:56in our plan, we can always
- 14:32:57shift those resources. But if it's not in
- 14:32:59that plan, then we can't shift the
- 14:33:01resources to something
- 14:33:02new. So we really do try to put all of
- 14:33:05our stuff there in that
- 14:33:07strategic finance plan. And then
- 14:33:09the budget reflects that. So you can look
- 14:33:12at our budget and then
- 14:33:13say, okay, you know, I can see
- 14:33:15where it lines up with the strategic
- 14:33:16finance plan. So let's take a look into
- 14:33:19the future. Obviously,
- 14:33:20you got a lot of stuff going on right
- 14:33:21now. Lots of really amazing projects
- 14:33:24underway. Give us a peek
- 14:33:26into the crystal ball. What kind of
- 14:33:27things can we look
- 14:33:28forward to in the next 10 years?
- 14:33:30So let's first talk about what we've
- 14:33:38accomplished, right? So we look at
- 14:33:42Klamata Street, which, you know, I view
- 14:33:45that as a success because
- 14:33:47it really is best in class,
- 14:33:49you know, streetscape. And when we did
- 14:33:52that project, that sent a
- 14:33:54very strong signal to the
- 14:33:55private sector who has embraced it
- 14:33:58wholeheartedly to the point where that's
- 14:34:01why you see it through
- 14:34:02City Place. That's why you see it through
- 14:34:04Nora. And you'll see it
- 14:34:08again here on Chase and Trinity.
- 14:34:11There's right next to Palm Beach Atlantic
- 14:34:14University where one
- 14:34:15Flagler was just completed.
- 14:34:18That's where Chase Street is. It
- 14:34:20intersects with Lakeview and Okeechobee
- 14:34:21Boulevard. That will be
- 14:34:22a streetscape project. We have seen
- 14:34:25tremendous success in
- 14:34:27investing in that infrastructure of
- 14:34:29those streetscapes with enhanced
- 14:34:31investment, which again is
- 14:34:34at the core of the CRA and the
- 14:34:40attractiveness of bringing more people to
- 14:34:42the area in a real
- 14:34:44redevelopment fashion. So you'll see
- 14:34:49a lot more streetscape projects that just
- 14:34:53continue to enhance
- 14:34:54walkability, encourage people to
- 14:34:57have those safe, comfortable connections
- 14:34:59through our downtown and
- 14:35:01even outside of our downtown.
- 14:35:03I mean, when we start looking at, you
- 14:35:06know, areas in Northwood
- 14:35:07Village and what we're doing in
- 14:35:09Curry Park and connecting Northwood
- 14:35:11Village to the $35 million
- 14:35:13investment of Curry Park,
- 14:35:15you know, we want that safe, comfortable
- 14:35:18connection to Curry
- 14:35:20Park. So, you know, it's
- 14:35:22not just in the downtown. It's really
- 14:35:25throughout the city where I think you'll
- 14:35:28see those principles
- 14:35:29applied. So in the foreseeable future,
- 14:35:33those streetscapes will
- 14:35:34continue if people are like,
- 14:35:36"Okay, well, give me something a little
- 14:35:37more specific. I think you
- 14:35:38can plan on seeing Rosemary
- 14:35:41Avenue from Avernia Street all the way up
- 14:35:47to 11th." So that's north
- 14:35:49of the Sunset Lounge, which
- 14:35:52if anybody hasn't heard of the Sunset
- 14:35:53Lounge, we'll have an open
- 14:35:55house November 7th, which is
- 14:35:57really exciting. Yes. And then Sola in
- 14:35:59the City will be there
- 14:36:00shortly after. So it'll actually be,
- 14:36:02people will go there and actually enjoy a
- 14:36:04show. But yeah, I mean,
- 14:36:06the streetscape for Rosemary
- 14:36:08will be done. And that'll be another big
- 14:36:13streetscape project.
- 14:36:15Tamron Avenue, finishing
- 14:36:17that from 7th Street to Palm Beach Lakes
- 14:36:20will also be part of it.
- 14:36:22And then we're starting,
- 14:36:23like I mentioned with Nora, the east-west
- 14:36:25streets throughout
- 14:36:28the historic northwest,
- 14:36:30looking at those as well. And that really
- 14:36:32will help the residents
- 14:36:34with wider sidewalks and more
- 14:36:36lighting and shade trees where we can
- 14:36:39plant them and things
- 14:36:40like that. So I would say the
- 14:36:43biggest one is really the streetscape
- 14:36:46program. In addition to that, affordable
- 14:36:50housing will just be
- 14:36:51at the forefront. And those are just two
- 14:36:54main bread and butter
- 14:36:56infrastructure projects.
- 14:36:58Yeah, I find a lot of people welcoming
- 14:36:59that. For sure. Yeah. And
- 14:37:01really getting creative with
- 14:37:04interesting places where you could put
- 14:37:05that affordable housing. I mean,
- 14:37:08that's what's so much fun about the
- 14:37:12planning aspect and
- 14:37:14looking at areas that maybe are
- 14:37:15publicly owned, where you can find these
- 14:37:18sort of nooks and crannies to
- 14:37:20do creative housing projects.
- 14:37:23And luckily, the CRA has the tools to do
- 14:37:26that. And right now, the
- 14:37:28need is so great that I think
- 14:37:30it allows for that innovative approach to
- 14:37:32affordable housing,
- 14:37:33which we are wholeheartedly
- 14:37:34embracing. So I think you'll see a lot of
- 14:37:36that as well. And then
- 14:37:38the last thing is just,
- 14:37:41I think looking at ways to make West Palm
- 14:37:45Beach more resilient and
- 14:37:47sustainable. And I don't mean
- 14:37:48that just from a climate standpoint. Of
- 14:37:50course, that's very, very
- 14:37:52important and something,
- 14:37:53but also from a financial standpoint. If
- 14:37:55you can get places and assets,
- 14:38:01a good one is 415 Klamadis, where the
- 14:38:03photographic center was.
- 14:38:05Having these places start having
- 14:38:07quality tenants and great amenities that
- 14:38:10the public can enjoy,
- 14:38:12they'll pay rent in that spot.
- 14:38:13And that rent then goes to the city to
- 14:38:15offset public costs. So finding
- 14:38:18opportunities like that,
- 14:38:20that can generate that non-taxable
- 14:38:22revenue for the city will only provide
- 14:38:26more ability to ensure
- 14:38:29that we're providing the services
- 14:38:30long-term for our residents and
- 14:38:32businesses. So that'll be another
- 14:38:35core part of, I think, the CRA sort of
- 14:38:37helping to make downtown and the city
- 14:38:40overall as much as we
- 14:38:41can. We have to focus on our boundaries
- 14:38:44or the areas within our
- 14:38:45boundaries, but really helping
- 14:38:46with these resiliency and sustainability
- 14:38:48efforts. You undoubtedly
- 14:38:50get a lot of feedback from
- 14:38:52residents, from everyone involved in
- 14:38:55these projects. If you
- 14:38:56could gather them all together
- 14:38:57in one spot and deliver a message, a
- 14:39:00message to them that you
- 14:39:01feel is most pertinent and
- 14:39:02most important to deliver
- 14:39:03about the CRA, what would it be?
- 14:39:11Well, I mean, to have them, it's such a
- 14:39:17diverse group. And they all have
- 14:39:21different priorities,
- 14:39:23but I think they all want to ensure that
- 14:39:26the city that they grew up
- 14:39:29in grows and becomes better,
- 14:39:33but also does not sort of lose what made
- 14:39:38it special to begin with.
- 14:39:40And so what I would probably say to them
- 14:39:43is we are trying to hit that spot,
- 14:39:49maintaining the character, the beauty of
- 14:39:51the city. I mean, I grew up
- 14:39:54here. My dad worked at the
- 14:39:55Bell South building growing up, so I was
- 14:39:58standing on the roof of that building
- 14:39:59when I was six years
- 14:40:00old. And that's before city place, so I
- 14:40:05know I'm dating myself
- 14:40:06here, but it's always been a
- 14:40:11beautiful place, and South Florida is my
- 14:40:13home. One thing that
- 14:40:18always made me sad is my friends
- 14:40:20would move away, and I'm like, "Man,
- 14:40:21wouldn't it be great if we just had a
- 14:40:23place that nobody ever
- 14:40:24wanted to leave?" I mean, of course, we
- 14:40:26want to travel and things
- 14:40:26like that, but just a really
- 14:40:28great place that was very much like what
- 14:40:31the mayor describes, right?
- 14:40:32A community of opportunity
- 14:40:33for all. I mean, that's it. And with that
- 14:40:36people first designs where
- 14:40:38it really sort of offers that
- 14:40:40extreme livability. And I think we even
- 14:40:42talked about that we're
- 14:40:44doing another project, and I know
- 14:40:46I'm kind of all over the place here with
- 14:40:47FAU and the Center for Smart
- 14:40:49Streetscapes, but there's
- 14:40:50all of these efforts to really ensure
- 14:40:53that anybody can live here no
- 14:40:58matter what your status is in
- 14:41:01life. And also that it just offers that
- 14:41:06great quality and ability
- 14:41:09to just live and work that
- 14:41:14is unmatched to any other spot, and
- 14:41:15almost becomes that model American city.
- 14:41:17We've even had some,
- 14:41:18I think even Mr. Ross was related, used
- 14:41:20that. He's striving for
- 14:41:22that best in class, that model
- 14:41:24American city, which if we're all aiming
- 14:41:27towards that same goal, you
- 14:41:28can kind of see it sort of
- 14:41:29manifesting with all of this. So that's
- 14:41:31probably what I would say to
- 14:41:32all of them. And I'm sure that
- 14:41:34would just erupt into a big debate about
- 14:41:35what that means because
- 14:41:36everybody has it. But I think
- 14:41:37ultimately, yeah, I mean, that's probably
- 14:41:40what I would say. At least
- 14:41:41that's our goal, and then
- 14:41:43we can discuss what that
- 14:41:44means throughout our meeting.
- 14:41:47Out of further meetings about that stuff.
- 14:41:49Yeah, sure.
- 14:41:49Sure. Chris, you guys are doing amazing
- 14:41:52things. It's a vision for
- 14:41:54the future that I think people
- 14:41:55are very satisfied with and very excited
- 14:41:57about. And thanks to you
- 14:41:59and to your staff for doing
- 14:42:01everything you're doing to basically
- 14:42:03create a new pathway for
- 14:42:05the city of West Palm Beach.
- 14:42:06Yeah. Again, happy to do it. Love it. And
- 14:42:13if anybody has any ideas
- 14:42:16or anything where you want
- 14:42:18to kind of learn more, I mean, we're very
- 14:42:20much an open book here at
- 14:42:22City Hall. We're happy to talk
- 14:42:26more and just, there's no bad ideas. We
- 14:42:29may not be able to do them
- 14:42:30all. In fact, we can do them all,
- 14:42:31I mean, as much as we would like to, but
- 14:42:33you never know what could
- 14:42:35gain traction to sort of
- 14:42:37make the city a better place. So thanks
- 14:42:39for having me. And thank you
