- Welcome to VoraPrep Audio. Today we’re talking about Social Security claiming strategies. This topic can seem complex. For your clients, it’s a major decision. It’s often the biggest financial choice they make for their entire retirement. Making the right choice can have a significant impact on their financial security. Understanding these rules is a key part of providing valuable advice. Two concepts are the building blocks for every Social Security calculation. First is the Primary Insurance Amount, or PIA. The PIA is the baseline. It's the full retirement benefit a person has earned. This is calculated from their highest 35 years of earnings. The second concept is Full Retirement Age, or FRA. This is the age when a person can receive one hundred percent of their PIA. For anyone born in 1960 or later, the FRA is 67. This is a critical date to remember. The central trade-off is about when a person claims relative to their FRA. They can claim as early as age 62. But claiming early means their benefit is permanently reduced. For example, if their FRA is 67, claiming at 62 reduces their benefit to only 70 percent of their PIA. And that reduction is for life. Alternatively, they can wait. For every year they delay past their FRA, they earn Delayed Retirement Credits. These credits increase their benefit by eight percent per year, up to age 70. So, waiting from age 67 to 70 means their benefit grows by 24 percent over their PIA. At age 70, they would receive 124 percent of their full retirement amount. That's the maximum benefit. The growth stops at 70, so there is no financial advantage to waiting past that age. To solve a Social Security problem, start by determining the client’s FRA based on their birth year. Next, you'll adjust their PIA based on their claiming age. If they claim early, you apply the reduction. If they delay, you apply the eight percent annual Delayed Retirement Credits. After calculating the basic benefit, consider their marital status. Being married, divorced, or widowed can open up other options. A person is always entitled to the higher of their own benefit or a spousal benefit. A spousal benefit is worth up to 50 percent of the other spouse's full PIA. And here's a key detail. That calculation is based on the spouse's PIA. It's not based on the benefit amount they're actually receiving. For a surviving spouse, the benefit can be even more significant. A survivor may be eligible for up to 100 percent of what their deceased spouse was receiving. For couples, it's essential to calculate the benefits both ways. So what happens if a client is eligible for both their own benefit and a spousal benefit? Social Security pays their own benefit first. Then, if the spousal benefit is higher, Social Security adds an amount to bring the total payment up to that higher spousal level. Next, we'll discuss the earnings test. This rule applies if a client receives benefits before their Full Retirement Age and is still working. In that case, their benefits can be temporarily withheld. The key word here is 'temporarily'. This is not a permanent loss of benefits. Once they reach their FRA, Social Security recalculates their benefit. They'll get credit for any months the money was withheld. For 2024, here are the numbers to know. If a client is under their FRA for the entire year, there's a specific rule. Their benefits are reduced by one dollar for every two dollars earned above 22,320 dollars. Now, in the year they actually reach FRA, the rule is more lenient. The reduction is one dollar for every three dollars earned. This applies to earnings above a higher limit of 59,520 dollars. And that higher limit only applies to earnings in the months before their birthday month. Most importantly, once they reach their FRA, the earnings test goes away completely. At that point, their earnings no longer reduce their Social Security benefits at all. It's important not to confuse the earnings test with the taxation of benefits. They are two separate concepts. The earnings test is based on age and earned income, like wages. Taxation of benefits is based on provisional income and can happen at any age. When analyzing a scenario, check the client's age first. If they are at or past their Full Retirement Age, the earnings test does not apply. Let's recap the key rules. For individuals born in 1960 or later, Full Retirement Age is 67. Remember that claiming early causes a permanent reduction in benefits. On the other hand, delaying a claim until age 70 results in a significant, permanent increase. Always evaluate spousal and survivor benefits, because they can offer a higher payout. And finally, the earnings test is a temporary withholding. It only applies to individuals working before their Full Retirement Age. Understanding these rules is essential for advising clients on this critical decision. VoraPrep is a full exam-prep app — lessons, practice questions, and an AI tutor in one place.
