Speaker 1: participate jointly as co-counsel from the initiation of the investigation
• 7:39
Speaker 1: through prosecution, taking into consideration the all of the circumstances
• 7:43
Speaker 1: including the experience of the particular USAO. Presumably under USAO
• 7:50
Speaker 1: Section 8-1.10, these detailed requirements were designed to ensure that
• 7:55
Speaker 1: experienced and sufficient personnel were involved, sufficient and appropriate attention

Speaker 1: and oversight was provided, individual federal law enforcement officers did

Speaker 1: not skew decision-making or manifest poor judgment, and sloppy or

Speaker 1: corrupt practices by a single USAO were not definitive. In
• 8:14
Speaker 1: this case, in flat contradiction to federal regulation and USAO manual,
• 8:19
Speaker 1: failed to promptly notify the Civil Rights Division of the

Speaker 1: Epstein sex trafficking investigation. Indeed, it was not until February 28, 2008,

Speaker 1: nearly six months after Epstein and the USAO signed the

Speaker 1: NPA and some two years after USAO knew about Epstein's

Speaker 1: sexual abuse and trafficking of minor children and young women,
• 8:40
Speaker 1: that the USAO notified the Civil Rights Division about the

Speaker 1: Epstein investigation. Moreover, even when the USAO finally provided its

Speaker 1: late notice to the Civil Rights Division, the USAO designed
• 8:53
Speaker 1: the notice to cover up their notification failure, unilaterally declaring
• 8:57
Speaker 1: the matter was merely child prostitution and not a matter

Speaker 1: of national interest. At no time, Was the proper notice

Speaker 1: Epstein sex trafficking investigation as required by the USAO Manual?
• 9:14
Speaker 1: At no time was the Civil Rights Division accorded the
• 9:16
Speaker 1: right to control the investigation staffing as required by USAO
• 9:20
Speaker 1: Manual Section 83-120. At no time was the Civil Rights
• 9:26
Speaker 1: Division informed of computer evidence that could be obtained against

Speaker 1: Epstein regarding possible child pornography crimes. Despite the sensitive nature

Speaker 1: of the investigation and issues, at no time was the

Speaker 1: not inform the Civil Rights Division of the lengthy case

Speaker 1: history or that the NPA had already been executed, nor
• 10:00
Speaker 1: did the USAO otherwise comply with other notice requirements in

• 10:20
Speaker 1: federal law requirements concerning the investigation and prosecution of Epstein
• 10:25
Speaker 1: sex trafficking crimes. These failures are jarring, if not bizarre,
• 10:29
Speaker 1: since the U.S. Attorney for the Southern District of Florida,

Speaker 1: Alex Acosta, served as Assistant Attorney General to the Civil
