- 2:21So maybe let's start at the beginning.
- 2:23The European Union, as I said, has often positioned itself as a
- 2:26bit of a pioneer on environmental policy, setting
- 2:28ambitious goals. Right, setting global
- 2:30benchmarks. Sometimes exactly.
- 2:31And back around 2012, the European Commission put out this
- 2:35Well, it felt like a really grand vision, didn't it?
- 2:37In a strategy paper, Renewable energy, a major player in the
- 2:42European energy market, it painted this picture of a really
- 2:46rapid green energy future, really pushing the fast
- 2:49development of renewables across Europe.
- 2:51It seemed like a clear shared commitment.
- 2:54Yeah, it did. And that 2012 paper, it wasn't
- 2:57out of the blue. It built on earlier steps.
- 2:59You have to remember way back in 2007, there was that agreement
- 3:02for a 20% increase in renewable energy supply by 2020.
- 3:06Good, which was, I mean, a pretty substantial target back
- 3:09then, forward thinking. But here's the catch, the bit
- 3:12that sowed the seeds of divergent and it's crucial for
- 3:15international relations. While the EU set this big
- 3:18ambition, the Member States, they got quite a lot of freedom
- 3:21to define their own national goals within that bigger
- 3:23picture. OK.
- 3:24So the overall target was there, but how each country got there,
- 3:29that was up to them. Pretty much.
- 3:30And that immediately set us up for a fragmented approach.
- 3:33The EU could point the way, set the collective aim, but the
- 3:35actual paths taken were diverse. Often, you know, fiercely
- 3:39independent. It created this tension right
- 3:42from the start between the EU level targets and national
- 3:44sovereignty, especially over something as core as energy.
- 3:47OK, so if Member States were setting their own national
- 3:50goals, what were the immediate impacts of that fragmentation?
- 3:54Did problems show up quickly or was it more of a slow burn?
- 3:58Oh, it became pretty evident quite quickly when you looked at
- 4:00what individual countries were actually doing.
- 4:02It wasn't subtle for long. I mean, take Germany.
- 4:05After the Fukushima disaster, they made a very sudden
- 4:08unilateral decision to completely phase out nuclear
- 4:11power, the famous energy wind. Right, the energy transition,
- 4:15that was huge news. It was massive.
- 4:17It meant pouring, you know, unprecedented amounts of money
- 4:20into renewables, but it also, sort of paradoxically meant
- 4:24relying more on coal in the short term to fill the gap as
- 4:27nuclear plants shut down. It was a bold move driven
- 4:30entirely by domestic politics, really.
- 4:33Huge costs involved big questions about industrial
- 4:35competitiveness too. Yeah, the energy wind is such a
- 4:38key example here, a total system transformation, or at least
- 4:41aiming for. It exactly.
- 4:42Now contrast that with France. France has historically relied
- 4:45and still relies heavily on nuclear power, often over 70% of
- 4:49their electricity. Still that high?
- 4:51Wow. Yeah, for France, nuclear isn't
- 4:53just electricity. It's seen as a strategic asset.
- 4:56You know, energy independence, national pride even.
- 4:58It provides stable, low carbon base load power.
- 5:02They weren't about to change course.
- 5:03In fact, now they're pushing hard for nuclear to be formally
- 5:07recognized as green energy within the EU framework.
- 5:10OK, so Germany going one way, France firmly sticking to
- 5:13another. What about other key players
- 5:16like in Central Europe? Well, then you look at Poland,
- 5:20big player in Central Europe, right?
- 5:21Heavily dependent on coal for economic reasons, social
- 5:25reasons. They have a large mining sector.
- 5:27They've always been pretty skeptical about ambitious EU
- 5:30renewable targets because of the immediate cost, the social
- 5:33disruption. Makes sense from their
- 5:34perspective. Yeah, and Poland is actually now
- 5:37planning to give nuclear energy a much bigger role in its future
- 5:40mix, similar to France. An outcome maybe, but coming
- 5:44from a totally different place, prioritizing energy security,
- 5:48cost effectiveness, especially given their geopolitical
- 5:51situation, less about a rapid green shift.
- 5:54So these really distinct national strategies driven by
- 5:57history, resources, domestic politics, security fears, they
- 6:01immediately created these major fault lines under that
- 6:04supposedly common vision. You mentioned this
- 6:06Europeanization paradox earlier, how even with national control,
- 6:111 country's decisions really spill over and affect neighbors.
- 6:15The example of German wind power causing loop flows and stressing
- 6:18check and Polish grids. Can you expand on how that
- 6:21creates real tension, not just technical issues but diplomatic
- 6:24ones? It's a very real physical
- 6:26problem, and it shows exactly how technical grid issues become
- 6:29diplomatic headaches. What happened was with Germany
- 6:32rapidly increasing wind power in the north, especially when it
- 6:34was very windy, right, their own National Grid sometimes just
- 6:37couldn't handle transmitting all that power efficiently down to
- 6:40their industrial areas in the South.
- 6:41So it had nowhere to go. Well, it took a detour.
- 6:44The surplus electricity would flow through the grids of
- 6:47neighboring countries, grids in the Czech Republic, in Poland
- 6:50that were often less congested but maybe also less robust.
- 6:54These are the loop flows. OK, like an overflow valve?
- 6:57Kind of, but imagine it's your house wiring taking the strain
- 7:01from your neighbors overloaded circuit.
- 7:03It wasn't just an inconvenience for the checks and poles, it put
- 7:06real strain on their grids. It forced them into costly
- 7:10upgrades, it potentially threaten their own energy
- 7:12security if the surges got too big, and it definitely caused
- 7:16political annoyance. I can imagine.
- 7:18These decisions made unilaterally by Germany had
- 7:21direct, measurable impacts on their neighbors infrastructure
- 7:24instability. So you got complaints, calls for
- 7:26better coordination. It really highlights a basic
- 7:28problem. Without much stronger
- 7:30coordination, the EU risks not just political friction between
- 7:33members, but also just fundamental inefficiency.
- 7:37You miss out on huge potential benefits from working together.
- 7:40Makes you ask how can you possibly have a truly integrated
- 7:43energy market if the fundamental building blocks the national
- 7:46energy choices? The infrastructure plans are so
- 7:48different, and sometimes actively.
- 7:51That really drives it home. This isn't just about, you know,
- 7:53abstract debates over kilowatts or carbon targets.
- 7:56It's about how decisions made in Berlin, driven by German
- 7:59politics have tangible effects in Prague or Warsaw, straining
- 8:03relationships. It brings that international
- 8:05relations angle into sharp focus for our listeners, including
- 8:09those following Danish politics, because these cross-border
- 8:12spillovers are exactly what demand careful diplomacy and
- 8:16shape regional cooperation. Now, shifting gears slightly,
- 8:20when we think about energy, often the first thing that comes
- 8:22to mind is scarcity. You know, the idea we might run
- 8:25out of oil or gas. But you're suggesting that for
- 8:27the 21st century, certainly in Europe, the bigger issue isn't
- 8:30scarcity of fossil fuels, but maybe their abundance and the
- 8:34waste, the CO2 that comes with it.
- 8:36And this is where it gets really interesting.
- 8:37We're so focused on running out, but maybe the real danger is
- 8:40having too much fossil fuel available and not having a plan
- 8:43to manage the fallout. That's exactly right.
- 8:46The sheer abundance and frankly, the relative cheapness of fossil
- 8:49fuels like coal and oil historically allowed us to
- 8:53consume vastly more energy than ever before.
- 8:56It fueled incredible economic growth, raised living standards,
- 9:00no doubt. But the trade off, the one we
- 9:02often ignore, is that the Earth's environment is the
- 9:05dumping ground for the waste products, mainly CO2, and that
- 9:09system has limits. We don't really have a clear,
- 9:12coherent strategy for how to keep our living standards high,
- 9:16keep economies growing while drastically cutting energy use,
- 9:20and, crucially, weaning ourselves off those abundant
- 9:23fossil fuels. It's a huge challenge.
- 9:25It is, and technology alone doesn't solve it.
- 9:28Efficiency gains are great, but we often see this thing called
- 9:30the rebound effect. Yes, the rebound effect.
- 9:32Explain that quickly. Sure, it's where the money you
- 9:35save from being more efficient. Say your fuel efficient car gets
- 9:38spent on other things that consume energy.
- 9:40Or you just use the efficient thing more often because it's
- 9:42cheaper per use. So you save money on petrol,
- 9:44maybe you take more weekend trips or you buy a bigger car
- 9:46next time because running it seems cheaper.
- 9:48Exactly. So the individual efficiency
- 9:51gain gets cancelled out or even reversed by increased overall
- 9:54consumption. It's a systemic problem and
- 9:56tackling it really requires a common EU approach, not just
- 9:59national tweaks. Given that rebound effect,
- 10:02what's the biggest hurdle to shifting away from just
- 10:05consuming more? Is it policy, culture?
- 10:09Both. It's definitely a complex mix,
- 10:11but policy really shapes the incentives which then influence
- 10:14culture and economics, and the sheer scale of this in Europe
- 10:17makes common policy almost unavoidable.
- 10:19I mean, the EU consumes about 1/5 of the world's energy
- 10:22despite having relatively few major fossil fuel resources of
- 10:26its own now. 1/5 That's huge. It is, and projections were
- 10:29suggesting that by 20-30, EU energy imports could hit maybe
- 10:3370% of its total needs. That level of import dependence
- 10:36makes energy security absolutely paramount, not just for one
- 10:39country, but for the whole block's geopolitical standing.
- 10:42It's economic stability and we've had some pretty stark wake
- 10:45up calls showing this vulnerability.
- 10:47Remember the big electricity blackout in November 2006?
- 10:50Vaguely, Yeah. Affected millions.
- 10:52Millions across Europe, it showed just how fragile the
- 10:56interconnected grids could be. Then, maybe more impactful
- 10:59politically was the gas crisis. In January 2009, that dispute
- 11:04between Russia and Ukraine cut off gas supplies to parts of
- 11:07Central and Eastern Europe. People were left without heat.
- 11:11Industry stopped right in the middle of winter.
- 11:13OK, that really hits home. Those were powerful reminders.
- 11:16They directly spurred action like a new regulation for energy
- 11:19infrastructure in 2011 and allocating nearly €5 billion
- 11:24through the Connecting Europe Facility to actually fund
- 11:27projects that link up national energy grids better to stop
- 11:30those crises escalating again. That's serious money, and it
- 11:33sounds like the geopolitical angle, especially with Russia,
- 11:36has only gotten more intense since then.
- 11:38You mentioned the north-south corridor too.
- 11:40Absolutely. The North-south corridor, that's
- 11:42a project costing around €50 billion, is all about boosting
- 11:45security gas supply in Central and Eastern Europe, the CEE
- 11:48countries. 50 billion Wow, how does it work?
- 11:52It involves massive infrastructure investment,
- 11:54especially in Poland, building pipelines and terminals to
- 11:57connect those CEE countries to global liquefied natural gas or
- 12:02LNG markets, basically getting gas from places other than
- 12:07Russia. Diversification.
- 12:08Exactly. Reducing dependence on that
- 12:10single supplier. And this became even more
- 12:13critical after Russia's invasion of Ukraine and their blatant use
- 12:16of gas supplies as a weapon. Many CEE countries were
- 12:19incredibly vulnerable because their pipes often just LED back
- 12:22to Russia. The threat of Russia
- 12:24manipulating prices or just turning off the taps made
- 12:27diversification a matter of national security, a core
- 12:29international relations issue for them.
- 12:31So the EU faces this triple challenge that no single member
- 12:35state can really handle alone. Diversify supplies for security,
- 12:39keep energy affordable to stay competitive and protect the
- 12:42environment through climate action.
- 12:45If you connect that to the bigger picture, member states
- 12:47just can't ignore the sheer geopolitical weight of trying to
- 12:50balance those three things. It affects everyone.
- 12:52It really does under score how strategic energy is.
- 12:55It's not just keeping the lights on.
- 12:57It's about the economy, security, diplomacy.
- 12:59Yeah, but as we've touched on, collective action is tricky.
- 13:03You mentioned Germany trying to act as a role model with its
- 13:06climate efforts. The energy Venda?
- 13:09Noble intentions maybe, but you hinted it had some complex,
- 13:12perhaps unintended consequences across the EU.
- 13:16It certainly did, and it's a really important point about the
- 13:18limits of unilateral action. Germany's energy Venda was often
- 13:22presented as leading the way, you know, showing how to cut
- 13:25carbon emissions. But a significant chunk of
- 13:28Germany's domestic emission reduction was achieved kind of
- 13:31indirectly by effectively outsourcing parts of its heavy
- 13:35industry to countries with more fossil fuel heavy energy
- 13:38systems, particularly in Eastern Europe.
- 13:40So German factories close or reduce output, but similar
- 13:44production pops up elsewhere using dirtier energy.
- 13:47Essentially, yes. So Germany's national numbers
- 13:49might look better, but the overall carbon emissions in
- 13:51Europe weren't really reduced, they just move.
- 13:53They got externalized to places like Poland or the Czech
- 13:56Republic that. Must have caused some friction.
- 13:58Absolutely. It created a situation where
- 14:00less wealthy nations felt they were carrying the environmental
- 14:04burden for Germany's green ambitions.
- 14:06It fostered resentment and kind of undermine the whole idea of a
- 14:10collective European effort. It shows the limits, even the
- 14:13counterproductive potential of just one country going it alone
- 14:17within such an interconnected system.
- 14:19And these uncoordinated national approaches also lead to just
- 14:22huge economic inefficiencies. There are estimates suggesting
- 14:26the EU overspent by about 100 million U.S. dollars because
- 14:29renewable energy wasn't deployed in the most efficient places,
- 14:32money that could have gone elsewhere. $100 million, that
- 14:35is. Well, that's a lot of wasted
- 14:36potential. Can you give a more specific
- 14:38example of that inefficiency? Something that makes it really
- 14:41clear. Sure, think about this.
- 14:42Contrast Southern Europe countries like Spain.
- 14:45They get about 65% more sunshine, more solar radiation
- 14:48than Germany. It's just a natural advantage.
- 14:50Right. Obvious, yeah.
- 14:51Yet Germany, driven by its national policies and subsidies,
- 14:55installed roughly 600% more solar power capacity, about 33
- 14:59gigawatts, compared to Spain's 5 gigawatts at the time we're
- 15:02looking at. Six times more solar despite
- 15:05having much less sun. Exactly.
- 15:07And conversely, Spain, even though it generally has lower
- 15:10average wind speeds than northern Europe, like Denmark,
- 15:13installed a huge amount of wind power, 23 gigawatts, often not
- 15:17in the windiest possible locations.
- 15:19It's just a massive misalignment of investment compared to the
- 15:23natural resources. It's like deciding to build a
- 15:25giant solar farm in Scotland and a huge wind farm in, I don't
- 15:30know, southern Italy. It doesn't make optimal sense.
- 15:33Wow, that really paints a picture.
- 15:34So if they'd actually coordinated put the solar where
- 15:36the sun is strongest, the wind where it blows hardest, they
- 15:39could have saved billions. Precisely.
- 15:41There was a report by the World Economic Forum and Bain that
- 15:44estimated an additional 40 billion U.S. dollars could have
- 15:47been saved across the EU with more coordinated cross-border
- 15:51deployment of renewables. 40 billion, that is just
- 15:54staggering, a huge tangible benefit just slipping through
- 15:58the cracks because of this lack of coordination, this focus on
- 16:01national borders. It is, and a lot of this
- 16:03inefficiency comes directly from the messy, fragmented landscape
- 16:07of subsidies across across the EU.
- 16:08You could have, at one point, up to 3000, different subsidized
- 16:12prices for the same type of energy or technology across the
- 16:15different Member States. 3000 different pieces?
- 16:18How does that even happen? Different national schemes,
- 16:20different priorities, different ways of calculating support.
- 16:23What's fascinating and frustrating is how these
- 16:25seemingly small national differences add up to create
- 16:29these massive system wide inefficiencies.
- 16:31It completely distorts investment.
- 16:34People build solar farms or wind turbines where the subsidies are
- 16:37best, not necessarily where the sun shines brightest or the wind
- 16:40blows strongest, or where the grid meets it most.
- 16:42From a European perspective, it actively prevents the most cost
- 16:46efficient and effective outcomes for the EU as a whole.
- 16:48It makes you wonder how much faster we could move and how
- 16:51much economic advantage Europe is potentially losing globally
- 16:55if there was a truly joined up strategy.
- 16:57OK, let's take it to the legal side of this then.
- 17:00We've seen the practical clashes of national interest.
- 17:02How is this tension actually embedded, maybe even enshrined,
- 17:06in the EU's legal framework? Energy has a long history in EU
- 17:10law, right? Going back to the Coal and Steel
- 17:12Community in 52. Then Maastricht in 93 made it a
- 17:15separate policy area. And the Lisbon Treaty even has
- 17:18Article 194, specifically on energy security,
- 17:21competitiveness, sustainability. Yes, the history is there,
- 17:25definitely. And the early goals were about
- 17:27cooperation, breaking up old monopolies, ensuring a stable
- 17:30shared market. But Article 194, while it lays
- 17:33out those crucial E level objectives, security,
- 17:36competitiveness, sustainability, it also very crucially left two
- 17:40key areas firmly as national prerogative.
- 17:42OK, what were they? Energy taxation, that's one.
- 17:45And perhaps even more importantly, the choice of
- 17:47energy sources. This means member states legally
- 17:51still have sovereign control over their specific energy mix,
- 17:54whether they go for nuclear, coal, gas, renewables or some
- 17:58combination. It's a fundamental carve out of
- 18:01national power right in the middle of a supposedly common
- 18:04policy area. Right.
- 18:06And that sounds like it leads directly to a major legal
- 18:09contradiction, doesn't it, between the E US environmental
- 18:12goals and this national sovereignty over the energy mix.
- 18:15So practically the EU can say to a country you must cut your
- 18:18emissions by X percent, but it can't legally say and to do that
- 18:22you must shut down your coal plants.
- 18:24It's like saying get to the destination but forbidding
- 18:27discussion of the route. That's a brilliant way to put
- 18:29it. It absolutely is a contradiction
- 18:31and yes, a policymakers nightmare.
- 18:33Maybe a lawyer's field day. You see, Article 192 seems to
- 18:37give the EU power. It says the Council can adopt
- 18:40environmental measures that significantly affect a member
- 18:43state's choice between different energy sources and the general
- 18:46structure of its energy supply. Sounds strong, right?
- 18:49Sounds like it gives them leverage, yeah.
- 18:51But then Article 194 throws a spanner in the works.
- 18:54It explicitly states that any such environmental measures
- 18:57shall not affect a Member States right to determine the
- 18:59conditions for exploiting its energy resources, its choice
- 19:03between different energy sources and the general structure of its
- 19:05energy supply. So one article gives power, the
- 19:09next takes it away, or at least severely limits it regarding the
- 19:12how. Precisely.
- 19:13The EU can set binding environmental targets like
- 19:16emissions reductions, which obviously impact energy choices,
- 19:20but it legally cannot dictate a member state specific energy mix
- 19:24or how they choose to meet those targets.
- 19:26It's this inherent contradiction, this built in
- 19:28tension that makes true supranational cooperation so
- 19:32difficult. It's a structural barrier to a
- 19:34really integrated, comparent European energy policy.
- 19:37That really is a fine line and it definitely weakens the E us
- 19:41ability to drive coordinated action.
- 19:44So they set these big goals like the 20/20/20 package back in
- 19:472820% emissions cut, 20% renewables, 20% energy
- 19:52efficiency improvement by 2020. Ambitious stuff, but if states
- 19:56control their mix, what teeth did the EU have?
- 19:59What were the enforcement mechanisms if a country started
- 20:02lagging behind? Well, that's the core weakness,
- 20:04isn't it? And it's a major flaw if you're
- 20:06trying to achieve collective action.
- 20:08The blunt truth is the EU has basically no legal tools to
- 20:12directly enforce those national targets.
- 20:14Really, none at all. If a member state misses its
- 20:17target, the most EU policymakers can really do is ask them to
- 20:21amend their national plans to try harder.
- 20:23But the actual implementation, building the wind farms,
- 20:26insulating the buildings, that's still up to the member states to
- 20:28plan and execute through their own Rd. maps.
- 20:31So you have this collective ambition on paper, but the
- 20:33actual journey, the speed, the effort that's largely self
- 20:36determined, it creates huge scope for some countries to drag
- 20:38their feet, which obviously affects the whole block's
- 20:41progress and its credibility internationally.
- 20:43That feels like a massive disconnect.
- 20:44Yeah. And then you mentioned another
- 20:46contradiction, this one arising from the internal market
- 20:49principle. Exactly.
- 20:51The internal market free movement of goods, services,
- 20:54capital, people is fundamental to the EU.
- 20:57The principle assumes electricity like, say, oranges
- 21:00or cars, can just move freely across borders without barriers.
- 21:04But electricity isn't like oranges.
- 21:06Its production varies hugely depending on where it's made,
- 21:09how it's made, and its flow across grids follows physical
- 21:13laws, not just market signals. And this idea of free flow
- 21:16clashes directly with having purely national energy targets.
- 21:20Those national targets fragment the market because they don't
- 21:23properly account for these essential cross-border flows of
- 21:25power. So going back to that example,
- 21:27German wind power flows into Poland, but it doesn't help
- 21:31Poland meet its national renewable target, even though
- 21:34clean energy is being used there.
- 21:36That seems completely counterproductive.
- 21:37It is, and deeply frustrating for both sides.
- 21:40I imagine German green electricity often ends up in
- 21:43Poland because of grid physics, but because it wasn't generated
- 21:46within Poland's borders, it doesn't count towards Poland's
- 21:49national goal. This actively disincentivizes
- 21:52Poland from facilitating or even welcoming those flows.
- 21:56It creates friction, wastes clean energy potential.
- 21:59There was also a court case that highlights this, the Belgish
- 22:03Petroleum Uni case from 2011. It involved these things called
- 22:07green certificates. OK, what are they?
- 22:09They're basically permits given to renewable energy producers
- 22:13for the power they generate. They can be traded, creating a
- 22:15financial incentive. They're a key support mechanism
- 22:18in many countries. In this case, authorities in
- 22:21Flanders, Belgium, refused to grant these valuable

- 44:46They're just as vital as having the right wind turbine
- 44:48technology. Absolutely crucial.
- 44:50The emphasis really has to be on, well, intelligent
- 44:54communication, actively demonstrating the real tangible
- 44:58benefits that a common energy market and policy can bring to
- 45:01ordinary citizens, especially in the context of tackling climate
- 45:04change. Affordably showing success
- 45:06stories. Maybe successful regional
- 45:07cooperation projects can provide those concrete selling points,
- 45:11making the case that working together increases efficiency,
- 45:14lowers cost for transforming Europe's energy system, reduces
- 45:17those damaging differences between national markets.
- 45:20Without that compelling story, without those visible benefits,
- 45:23it's incredibly hard to persuade people and politicians to pool
- 45:27sovereignty for the greater European good.
- 45:29And what's really fascinating here, I think, is seeing this
- 45:32ideological shift happening, that original, almost pioneering
- 45:35environmental ambition of the EU.
- 45:36It's now being seriously re evaluated, filtered through this
- 45:39much more pragmatic, sometimes quite nationalistic lens of
- 45:43economic competitiveness and sovereignty.
- 45:45So thinking about France's very central role in these recent
- 45:49debates, pushing for those enabling conditions, arguing for
- 45:52a more pragmatic pace, potentially slowing things down.
- 45:56What do you think is the real motivation behind these moves?
- 45:58Is it genuinely a necessary reality check, trying to shield
- 46:02European industry from being disadvantaged in a tough global
- 46:04economy? Or is it actually a concerning
- 46:07step back, a retreat that seriously risks undermining the
