- The sacred origin place of the Dakota is called Bdote and it exists at the confluence of the Minnesota and Mississippi Rivers. It is also where the United States federal government built Fort Snelling, a fortress that was so imposing it was never once attacked. Yet inside these limestone walls, a quiet paradox took root. In a territory where federal law explicitly banned human bondage, army officers held enslaved men and women in forced servitude. Here, on free soil, the struggle for human dignity met the unyielding machinery of federal power, a legacy that would endure long after the U.S. Army finally lowered its flag for the last time on October 14, 1946. In September 1805, a 26 year-old army lieutenant named Zebulon Pike stepped ashore at the river confluence. He carried explicit orders from the War Department to secure sites for military posts across the upper Mississippi. On a narrow island below the bluffs, Pike called a council with seven Dakota leaders. Military records show he sought over 155,000 acres of land. Five of the seven leaders flatly refused to sign. Undeterred, Pike secured the marks of just two chiefs, Little Crow the First and Way Aga, and declared the deal done. In exchange, the United States Senate later approved a payment of just $2,000 in trade goods. Fourteen years passed before the military returned to claim that dirt. In 1820, Colonel Josiah Snelling arrived to take command of the Fifth Infantry, which had reached the confluence the year before. Five days later, they began construction of the permanent fort. According to military construction logs, troops spent four years hacking local Platteville limestone out of the river bluffs. They hauled the heavy rock up the steep slope by hand. By 1824, a massive stone citadel crowned the bluff. Snelling designed the fort as a complete defensive complex. Ten-foot stone curtain walls enclosed the parade grounds. Diamond-shaped bastions guarded the perimeter. At the outer point stood the Round Tower, featuring 25 foot-high limestone walls pierced by narrow musket slits. Directly adjacent to the stone fort, Lawrence Taliaferro established the St. Peters Indian Agency. As Indian Agent from 1820 to 1839, Taliaferro managed federal treaty negotiations and trade licenses. From their elevated perches, military sentries commanded every water route entering the Northwest interior. Every fur trade canoe, and northbound steamboat had to pass directly beneath the fort’s cannons. The strategy worked perfectly. Fort Snelling was so visually intimidating that no rival power ever dared to launch an armed assault against its walls. Behind those thick limestone walls, another reality unfolded. The Northwest Ordinance of 1787 and the Missouri Compromise of 1820 were unequivocal. Federal law explicitly banned slavery throughout this northern territory. Yet Army payrolls tell a very different story. Military officers routinely brought enslaved men and women to Fort Snelling. Historical census records confirm that fifteen to thirty enslaved African Americans lived in forced servitude on the post at any given time during the 1820s and 30s. Even worse, the federal government subsidized the practice. Officers drew monthly federal stipends for servant care, using taxpayer dollars to maintain human bondage on free soil. In 1836, an Army surgeon named Dr. John Emerson arrived at the post. He brought an enslaved valet named Dred Scott. Just outside the stone walls, at the St. Peters Indian Agency, Lawrence Taliaferro held an enslaved young woman named Harriet Robinson. She performed domestic labor at the agency house. Dred and Harriet met along the river bluffs and soon fell in love. Sometime around 1836, Taliaferro officiated their civil marriage ceremony near the riverbank. He then transferred his ownership of Harriet to Dr. Emerson, uniting the couple under one owner. When Harriet gave birth to their daughters, Eliza and Lizzie, the couple faced a terrifying reality. Under territorial law, their children inherited their enslaved status. Harriet Scott refused to accept that future for her daughters. Grounding their claim in their multi-year residence at Fort Snelling, Dred and Harriet filed formal freedom suits in Missouri state court. Their argument was clear and powerful. They had lived for years on free territorial soil. Under the established doctrine of 'once free, always free,' long-term residence in a free territory made a person legally free forever. The legal fight started by Dred and Harriet Scott reached the United States Supreme Court in 1857. Chief Justice Roger Taney issued a devastating ruling. He declared that Black people had no rights the white man was bound to respect, and he struck down the Missouri Compromise. Instead of settling the question, the decision ignited a political firestorm that accelerated the nation toward civil war. In April 1861, news of the firing on Fort Sumter reached Washington. Governor Alexander Ramsey was in the federal capital at this time and became the first governor in the nation to grant troops to President Lincoln, offering 1,000 Minnesota volunteers for the Union cause. Recruits gathered at Fort Snelling. Company A of the First Minnesota Infantry formally swore their oaths and drilled on the stone grounds before marching south. Over two brutal years, that regiment was decimated at Bull Run, Antietam, and Fredericksburg. By the time they reached Gettysburg in July 1863, barely a quarter of their original men remained. There, fewer than 300 men executed a desperate charge to plug a breach in the Union line. In under five minutes, they suffered an 82% casualty rate, a brutal sacrifice that stands to this day as one of the highest percentage losses suffered by any surviving regiment in United States military history. While Northern troops fought for the Union, tragic violence erupted back home. Following the U.S.–Dakota War of 1862, the federal government transformed the river flats directly below Fort Snelling into a concentration camp. Military logs record that over 1,600 Dakota non-combatants were forcibly marched under armed guard to the floodplain. They were crammed into a wooden stockade beneath the fort's cannons. According to missionary journals and military logs, between 100 and 300 Dakota people died from measles, cholera, and winter exposure. In May 1863, the survivors were loaded onto crowded steamboats and forcibly exiled to reservations in South Dakota and Nebraska. Around that same time, financial troubles struck the post. Land speculator Franklin Steele had bought the 8,000 acre military grounds in 1858 for $90,000, leaving the fort's legal ownership tangled in court for decades. As the frontier expanded westward, Fort Snelling shifted from a remote border outpost into a massive mobilization hub. During World War II, over 300,000 recruits passed through Fort Snelling. It operated around the clock, inducting up to 800 new soldiers every single day. In 1944, the military quietly established the Military Intelligence Service Language School on the post. More than 6,000 Japanese American Nisei soldiers trained in the upper barracks, studying Japanese translation, interrogation, and codebreaking. Military intelligence reports later estimated these Nisei linguists shortened the Pacific War by two full years. With the war over, the military drew its long tenure to a close. On October 14, 1946, Post Commander Harry J. Keeley ordered the ceremonial lowering of the U.S. flag, officially deactivating Fort Snelling as an active army post. Fourteen years later, in 1960, the limestone core of the old post was designated as Minnesota’s very first National Historic Landmark. Yet federal power never truly vacated the bluff. The surrounding land was preserved as the 6.5 square mile Fort Snelling Unorganized Territory. In 1969, the federal government constructed the Bishop Henry Whipple Federal Building inside this enclave. The complex was named after the nineteenth-century Episcopal bishop who famously lobbied Lincoln to halt mass executions, yet whose paternalistic assimilation policies sought to erase Indigenous culture. This past year, that same complex became the regional command center for federal immigration enforcement, Operation Metro Surge, a site where modern struggles over citizenship, human dignity, and community resistance continue to unfold. Over 200 years after the first stone was cut from the bluff, the high ground above Bdote remains an unbroken landscape of memory and power. From the stone Round Tower to the concrete corridors of the Whipple Building, this unique federal enclave has reflected many chapters of our national story. This was where the sacred origin of the Dakota met the iron will of an expanding republic, the exact ground where Dred and Harriet Scott insisted that residence on free soil meant freedom for their children. Fort Snelling was built to project absolute authority. Yet its deepest legacy is found in the ordinary people who stood on these bluffs and demanded that our laws reflect our shared humanity. The flag that came down in 1946 marked the end of an army post, but the work of building a more just society continues on that very same ground today.
