Latest / Inside West Palm Beach / How City Planning Works: From Conception To Completion
Transcript
- 14:04:08Welcome to Inside West Palm Beach. I'm
- 14:04:10Gerry Marcelo. Everyone agrees that our
- 14:04:13city is at the center of a development
- 14:04:14boom that few other communities will
- 14:04:17ever experience. But what is less obvious
- 14:04:19is just how much
- 14:04:20planning and pre-planning
- 14:04:22goes into every project. How does a
- 14:04:24project go from conception to
- 14:04:26completion in West Palm Beach? Who makes
- 14:04:29sure that a new building fits into our
- 14:04:31community and how can residents become
- 14:04:33part of the planning process? We'll talk
- 14:04:36about it next.
- 14:04:46And joining us today is Anna Maria Ponte,
- 14:04:49Development Services Director for the
- 14:04:50City of West Palm Beach and our Amano
- 14:04:52Fauna Deputy City Administrator. Thank
- 14:04:55you both for being here. Thank you. Now
- 14:04:57no one can argue the fact that the
- 14:05:00City of West Palm Beach is on fire. We
- 14:05:02have got buildings
- 14:05:03going up, we have a lot
- 14:05:05going up. In a good way. In a good way.
- 14:05:07Not a bad burn, but a
- 14:05:09good burn. But with all this
- 14:05:12construction going on, it's natural for
- 14:05:14people to you know maybe do a double
- 14:05:16take or want some more information or
- 14:05:18want to learn a little bit more about how
- 14:05:20planning is actually done here at the
- 14:05:22City. So to that end, I appreciate you
- 14:05:24being here and the first question that
- 14:05:26pops up is when a project comes to the
- 14:05:28City, what are the major steps it goes
- 14:05:31through before a final decision is made
- 14:05:34before? Go ahead. Yes, thank you for
- 14:05:37inviting us. I think it's very important
- 14:05:40to explain that before a project, the
- 14:05:44public sees a project coming out of the
- 14:05:46ground, it has been a long process of
- 14:05:49review through the different departments.
- 14:05:51So it usually takes around 18 months to
- 14:05:54up to two years until the project starts
- 14:05:56to see construction. So the projects come
- 14:06:00in and submit for a site review
- 14:06:02depending on the type of projects we
- 14:06:04have, site plan reviews or plan
- 14:06:07developments or different type of reviews
- 14:06:10that go through. But in all the
- 14:06:12cases, they are staff review first in
- 14:06:15relationship to the code requirements. So
- 14:06:18we have the comprehensive plan and the
- 14:06:20City code that guides all developments
- 14:06:22that go in the City and staff will review
- 14:06:26those projects for compliance with
- 14:06:28those codes and principles. And then it
- 14:06:31goes to site plan, staff review and then
- 14:06:33depending on the project, it will go to
- 14:06:35public hearing process or not. Sometimes
- 14:06:38projects get just the staff approval
- 14:06:40because they are small enough. In other
- 14:06:43cases, they go for example, if there's
- 14:06:45the downtown, they
- 14:06:46will go to the downtown
- 14:06:47action committee for review. They will
- 14:06:49not go to City Commission but if they
- 14:06:51are certain areas outside the downtown,
- 14:06:52they will go to planning board and then
- 14:06:54they go to City Commission for review. So
- 14:06:56there are different instances
- 14:06:58depending of the type of project and the
- 14:07:00location of the project for review.
- 14:07:02So no matter what, it's a painstaking
- 14:07:05process. You said it
- 14:07:05take 18 months perhaps
- 14:07:07to go from beginning to end. Obviously
- 14:07:11the goal is to have really good
- 14:07:13planning, a solid plan from start to
- 14:07:15finish, making sure that we stay
- 14:07:18with code, with all the things that we
- 14:07:20need to stay with. What does good
- 14:07:24planning actually mean from a city's
- 14:07:25perspective? Well,
- 14:07:28I'll let you talk about
- 14:07:29how the comprehensive plan is kind of our
- 14:07:32high-level planning document that
- 14:07:35goes to the state as a state requirement
- 14:07:37and it has different elements within
- 14:07:39that comprehensive plan and that is the
- 14:07:41highest level of our planning process.
- 14:07:45Below that then is our land use
- 14:07:47regulations and planning zoning
- 14:07:50regulations and Anne-Marie, if you can
- 14:07:52talk a little bit
- 14:07:53about how important that is
- 14:07:55because that really comes to the public
- 14:07:57realm and how buildings interact with
- 14:07:59the public realm and that's kind of like
- 14:08:02where the rubber meets the road or in
- 14:08:04this case the building meets the road,
- 14:08:05right, is the importance of the zoning
- 14:08:07code and the planning that goes into
- 14:08:09that. Yeah, there are different things. I
- 14:08:11mean they are like a bigger picture as
- 14:08:14Armando says. We have
- 14:08:15regulations that say where do we want
- 14:08:18different types of uses to go in the
- 14:08:20city. So there are certain areas that are
- 14:08:22industrial and we don't want housing on
- 14:08:23that industrial area. There are other
- 14:08:25areas that are single family so we don't
- 14:08:27want commercial on that. There are other
- 14:08:29areas that are mixed use and the
- 14:08:31intention is to have mixed uses so we
- 14:08:33allow residential and allow commercial
- 14:08:35in those areas and then that's kind of
- 14:08:37the bigger picture you have like the
- 14:08:39uses then how big the buildings could go,
- 14:08:41how tall and how intense and then the
- 14:08:45granular detail of how those buildings
- 14:08:48address the street, how much they are for
- 14:08:50example set back from the road. Do they
- 14:08:53have trees in front? Do they have a store
- 14:08:56in front of the sidewalk? How wide is the
- 14:08:58sidewalk? How big is the strip of grass
- 14:09:02or planting that they have? So all those
- 14:09:05details coming in the zoning code and
- 14:09:07depending of the area they are more
- 14:09:09strict, less strict or have one
- 14:09:12particular goal to achieve. If we go for
- 14:09:15example the downtown that it's a very
- 14:09:19intense development. The buildings in the
- 14:09:21downtown the intention is they come
- 14:09:23close to the street so when you are
- 14:09:26walking as a pedestrian you have
- 14:09:28something that attracts your attention
- 14:09:30that is a use, is a
- 14:09:32store, is a residential
- 14:09:33unit, is an office, something that
- 14:09:36entertains you as a pedestrian which is
- 14:09:39a very different environment than when
- 14:09:41you are driving and is a more suburban
- 14:09:44context. So all those details get
- 14:09:47engraved into the zoning regulation and
- 14:09:50we apply them depending of the area. Let
- 14:09:53me give you just a great example of that
- 14:09:55and I've heard several times I think it
- 14:09:57is one of the best examples. If you were
- 14:09:58to walk as a pedestrian from Tri-Rail to
- 14:10:01the waterfront that first half of that
- 14:10:04you get to about Rosemary Avenue is
- 14:10:08there's not a lot happening there. You
- 14:10:09have a lot of empty space, you have the
- 14:10:12police station, that feels like an
- 14:10:14extremely long walk even though it's two
- 14:10:16blocks, two and a half blocks. Whereas
- 14:10:19once you get to the east of Rosemary and
- 14:10:21you begin to be on Clamatus and you get
- 14:10:23the storefronts and you get other
- 14:10:26activities happening it's a much
- 14:10:28shorter walk even though it's really
- 14:10:29longer to get from Rosemary to the
- 14:10:30waterfront than it is to get from
- 14:10:33Tri-Rail to Rosemary. So that is why you
- 14:10:35want to have those active spaces and uses
- 14:10:38and have that that up against the
- 14:10:40sidewalk but I also want to make the
- 14:10:42distinction on these the zoning code goes
- 14:10:47through a public process before it
- 14:10:49becomes code. Yeah. So there is like we
- 14:10:51recently had not too long ago the
- 14:10:53Broadway mixed-use district there was a
- 14:10:56changes to that part of the code and
- 14:10:58there was public meetings with
- 14:11:00neighborhood associations with merchants
- 14:11:03and then ultimately with the City
- 14:11:04Commission to make the code changes on
- 14:11:07that on that particular zone. So
- 14:11:09anytime as the zoning code changes it is
- 14:11:11a public process and the public has an
- 14:11:13opportunity to provide input but we also
- 14:11:16have to I always tell people you also
- 14:11:17have to rely somewhat on the professional
- 14:11:20staff. You have studied this,
- 14:11:22they have degrees, they understand the
- 14:11:24context of what is needed to make a
- 14:11:28city vibrant and what is appropriate in
- 14:11:30certain spaces and just like I'm not an
- 14:11:33engineer or attorney I wouldn't pretend
- 14:11:35to be one. The public should understand
- 14:11:38there are professionals that work in the
- 14:11:39city who do this every single day and
- 14:11:42although they may have questions and
- 14:11:43comments they're not
- 14:11:47professionals generally in this realm so
- 14:11:50they have to understand that the
- 14:11:52folks who are working at the city are
- 14:11:53working there because they have
- 14:11:54professional credentials. Yeah Armando
- 14:11:56brings up a very interesting point or a
- 14:11:58good point that our zoning code for
- 14:12:02example it's a set of rules and
- 14:12:04regulations that guide the development.
- 14:12:06So we do those rules is like we as a
- 14:12:10community get together and say this is
- 14:12:13the version that we have for an area. We
- 14:12:15want it to be pedestrian friendly, we
- 14:12:17want the buildings to be distal or maybe
- 14:12:20have front yards. What do we want? How do
- 14:12:24we want the public realm and how do we
- 14:12:27want the private building addressed at
- 14:12:30public realm? Those set and rules and
- 14:12:32regulations are prescribed, established,
- 14:12:35adopted by the City Commission through
- 14:12:36a public process and then those rules are
- 14:12:39the ones that staff applies when an
- 14:12:41individual project comes in. So that's
- 14:12:44kind of an important part and that is
- 14:12:47fundamental because then we have a
- 14:12:49predictability right? We have every
- 14:12:52developer knows what the rules are and
- 14:12:54what they expect not only them to do but
- 14:12:57the neighbors to do. So in that sense we
- 14:13:00construct the public realm one project at
- 14:13:03a time but we have to have that vision to
- 14:13:05be able to do it because if we don't
- 14:13:07have that common set of rules then nobody
- 14:13:10knows what what the whole will be.
- 14:13:13So the common set of rules which form the
- 14:13:15various zoning areas and the
- 14:13:17parameters within that those zoning areas
- 14:13:19that is very carefully constructed
- 14:13:22it's not something that's done lightly it
- 14:13:23goes through a very long arbitration
- 14:13:26process and has to go in front of all
- 14:13:28sorts of different groups for approval
- 14:13:31and this is the the guiding this is the
- 14:13:34basis for what a developer will look at
- 14:13:36and say this is the type of building I
- 14:13:38can put here. Exactly. It's not like
- 14:13:39you're just saying I want to put a
- 14:13:4125-story building, boof, and you know no
- 14:13:45they start with these are the rules for
- 14:13:46this particular
- 14:13:47parcel of land. Correct. I
- 14:13:49think we can talk a little bit about
- 14:13:51because sometimes I'll see from the
- 14:13:53public or hear from the public about
- 14:13:54let's say a variance or or a waiver of
- 14:13:58some kind so though whether it's a
- 14:13:59variance or a waiver those are
- 14:14:00prescribed within our code when they're
- 14:14:02allowed and what thresholds are
- 14:14:03allowed for. So for example parking
- 14:14:06requirements if they're getting a a
- 14:14:09variance on the number of parking spaces
- 14:14:11that the code allows for that
- 14:14:12will only allow for it based on a
- 14:14:14percentage that they can be reduced and
- 14:14:17and there's conditions that have to be
- 14:14:19met in order for them to even apply for
- 14:14:22that variance which typically not always
- 14:14:24but sometimes we'll have to go through a
- 14:14:26approval public process approval depends
- 14:14:28on the threshold and the zoning code
- 14:14:30maybe you can expand upon a little. Yeah
- 14:14:32I mean like the variances are something
- 14:14:33that is common on the zoning code so it's
- 14:14:35like for example if I want to build
- 14:14:38the code says I am allowed to build a
- 14:14:41four foot high fence in front of my
- 14:14:43property but for a particular reason I
- 14:14:47have what we call a hardship that says I
- 14:14:50have a hardship on my property and I
- 14:14:52would like to to build a six foot high
- 14:14:54defense instead of the four. So once you
- 14:14:57as a owner says establish like I have a
- 14:15:00hardship I want to do something that is
- 14:15:02different than what the code allows if
- 14:15:05the code allows for that variance because
- 14:15:07there are no variances for
- 14:15:08everything there are certain things that
- 14:15:10are not allowed for a variance you go to
- 14:15:12a process you apply and then you go to a
- 14:15:15zoning board of appeal or the
- 14:15:17downtown action committee or the planning
- 14:15:19board or the historic
- 14:15:20preservation board to ask for that
- 14:15:22variance and you as an owner have to
- 14:15:24explain what is your hardship what is
- 14:15:27that makes you your property and your
- 14:15:30condition special that you cannot comply
- 14:15:34with the current regulation and
- 14:15:36it can't be self-imposed it cannot be
- 14:15:38self-imposed your hardship not be
- 14:15:40financially driven it's just like you
- 14:15:42have a hardship that is outside of your
- 14:15:44control right and so this could be
- 14:15:46applied to an existing home just a
- 14:15:48regular homeowner would be obviously have
- 14:15:50to pay attention to the zoning rules
- 14:15:52but be able to come to the city and ask
- 14:15:54for this type of variance and it happens
- 14:15:56all the time those don't get the
- 14:15:57headlines but the variances happen all
- 14:15:59times for single-family homes and when
- 14:16:01there is a legitimate hardship and when
- 14:16:03again when the code allows for it so when
- 14:16:05folks hear about developers getting
- 14:16:07a variance typically has to do with
- 14:16:10something that is outside of their
- 14:16:11control constraints that the property
- 14:16:13itself has maybe a weird shape maybe a
- 14:16:16weird size so that is how those things
- 14:16:18happen it's not just at a thin air and
- 14:16:21we decide that we're gonna issue a
- 14:16:22variance to a developer because we don't
- 14:16:24we like or don't like them and a variance
- 14:16:26process for example requires a
- 14:16:28hearing so that is a requirement it
- 14:16:30cannot be administratively done it has
- 14:16:32to go to one of the boards also requires
- 14:16:35a public notification so when somebody
- 14:16:38applies for a variance a notification has
- 14:16:40to be sent to all the property
- 14:16:42owners 500 feet around the subject
- 14:16:46property so the neighbors are notified
- 14:16:49and say these properties applying for a
- 14:16:52variance for this and it's gonna be a
- 14:16:55public hearing on this and this date and
- 14:16:58you you as a neighbor or affected you
- 14:17:01can come and comment and say I don't
- 14:17:04think this should be given because and
- 14:17:07the board will hear and assess the
- 14:17:10comments from the public and let me just
- 14:17:12add that is the notification process
- 14:17:14sometimes I'll hear like somebody got
- 14:17:16those one of those notifications like why
- 14:17:17didn't know about this well this is
- 14:17:18your notification and there's time to to
- 14:17:21a pine on it and would that notification
- 14:17:23be like a regular post mail or how would
- 14:17:27it be it's a it's yes you will
- 14:17:28receive a letter a letter in the mail in
- 14:17:30the mail right the agenda is also
- 14:17:32posted on the website so that's another
- 14:17:34way I mean like we post all the
- 14:17:36agendas for all the meetings with all the
- 14:17:37cases on the website and the public
- 14:17:40can see it you can also as a public you
- 14:17:42can sign up to a mailer notification
- 14:17:45like so a web like an email notification
- 14:17:48well we will send anyone that sign up to
- 14:17:51that list notifications of all the public
- 14:17:54meetings so you will receive on
- 14:17:55your inbox every month all the agendas
- 14:17:58for all the public meetings so if you
- 14:18:00really want to be a
- 14:18:00shitty junkie you can do that
- 14:18:04exciting stuff that is very important how
- 14:18:07many times have we been in a meeting
- 14:18:09where someone would have a concern about
- 14:18:11well did we re notified her and yes they
- 14:18:14were they did they get did they get the
- 14:18:15information one of the things I want to
- 14:18:18touch on is that there are sometimes
- 14:18:20common misconceptions that residents
- 14:18:23will have about this process how things
- 14:18:25work is there a common thread is there a
- 14:18:28theme that you guys hear often that we
- 14:18:31can dispel now well I can bring one up
- 14:18:33that I hear a lot lately and that is that
- 14:18:36the city approves projects without
- 14:18:39regard to the impacts to infrastructure
- 14:18:41and whether there's enough traffic to
- 14:18:44whether it's gonna generate so much
- 14:18:45traffic that we won't be gridlock or
- 14:18:47there's enough utilities so I've heard
- 14:18:49that a lot throughout the years but
- 14:18:51particularly in the last six months I
- 14:18:53would say and that's that's natural we're
- 14:18:54a growing city with growing pains that's
- 14:18:58a good problem to have it's sort of like
- 14:19:00I hate to use sports analogies because
- 14:19:02everybody does but it's like having two
- 14:19:03great quarterbacks which one do you use
- 14:19:05we're growing and if you're not growing
- 14:19:08a lot of cities are dying and you see
- 14:19:10that around the country so we have to
- 14:19:11manage that growth but the way that is
- 14:19:13managed besides what we've talked about
- 14:19:15already is through our site plan review
- 14:19:18process and so when a site plan is
- 14:19:20submitted for a project there is a very
- 14:19:22extensive review as Annemarie mentioned
- 14:19:24it could take many months or many years
- 14:19:26in some cases to go through that process
- 14:19:28and every relevant department that has to
- 14:19:31do something with a site plan looks
- 14:19:33at it so water utilities wastewater the
- 14:19:36public works for the sanitation pickups
- 14:19:39our engineering department whether or not
- 14:19:42the property requires up sizing of
- 14:19:46the underground utilities what the
- 14:19:49traffic is that's a presented traffic
- 14:19:51analysis which is then reviewed
- 14:19:53independently by the city and either
- 14:19:55approved or disapproved whether or not
- 14:19:58there are other other things that have
- 14:20:00to do sometimes even with lighting
- 14:20:02there's a lot that goes into these site
- 14:20:05plan reviews especially for large
- 14:20:06projects and there's a lot of back and
- 14:20:08forth behind the scenes that the public
- 14:20:10doesn't see we kind of hear I kind of
- 14:20:12joke we always hear from both sides we
- 14:20:13hear from the developers that our staff
- 14:20:16is being too difficult and requiring too
- 14:20:19much of them and then we hear from the
- 14:20:20public that we're allowing too much so
- 14:20:24when I hear it from both sides are
- 14:20:25probably means we're doing something
- 14:20:26right and that's somewhere in the middle
- 14:20:28that's some some kind of reasonable but
- 14:20:30there are some of the things are
- 14:20:32prescribed by code that they have to do
- 14:20:34and sometimes staff just simply says no
- 14:20:36I think this is something you need to do
- 14:20:39in order to make this project be
- 14:20:41viable for this neighborhood or that we
- 14:20:43need sometimes they even upgrade stuff
- 14:20:46that they really don't need to do but
- 14:20:48they're we've asked them to do it and
- 14:20:49they're doing it so there's a lot of back
- 14:20:52and forth and as a long arduous
- 14:20:54process I was at a public meeting
- 14:20:55recently and a neighborhood meeting and
- 14:20:58there was a small a small kind of
- 14:21:01mom-and-pop developer there and he
- 14:21:02raised his hand he said I can I can
- 14:21:04assure you that West Palm Beach has one
- 14:21:06of the toughest site plan processes in
- 14:21:08the entire county or even maybe in the
- 14:21:09state we go through an extensive process
- 14:21:12now I do want to point out also there
- 14:21:15are limitations right there are we can
- 14:21:17only require what is legally required we
- 14:21:20also now have every year the state has
- 14:21:22required us to be more diligent in our
- 14:21:24timing and how we process these site
- 14:21:27plans coming in so we're under a lot of
- 14:21:29pressure from state statute to make sure
- 14:21:32that we're meeting the requirements of
- 14:21:34how quickly we review these projects so
- 14:21:37while that work incredibly thorough and
- 14:21:39go back and forth there are some legal
- 14:21:42constraints and timing constraints that
- 14:21:43have been put upon the city and we're
- 14:21:45trying to meet those all those objectives
- 14:21:47in one package that's pretty pretty
- 14:21:50amazing so not only you dealing with a
- 14:21:53very detailed very in ways cumbersome
- 14:21:56process of working through all the
- 14:21:58details you're also facing a clock and
- 14:22:02you've got to get stuff done so that is
- 14:22:03a rock in a hard place yeah it can be
- 14:22:05very difficult and so and you have many
- 14:22:08of these projects in line it's not like
- 14:22:10there's just one that you're working on
- 14:22:11at a time there are there are several
- 14:22:13going on at the same time so that is
- 14:22:15quite a priority for that person whether
- 14:22:18they're putting in a new roof in their
- 14:22:20house or whether they're creating a giant
- 14:22:23multifamily project for that
- 14:22:24individual that developer there is is the
- 14:22:26most important project so how does a
- 14:22:29resident who may have a concern instead
- 14:22:33of it just being I don't want to see
- 14:22:35that not in my backyard don't do that how
- 14:22:37can you be part of the process to
- 14:22:39actually help the project become better
- 14:22:42and stronger for the community is there
- 14:22:44a way yeah I think there's there's two
- 14:22:47levels right one is the community to be
- 14:22:52involved where while we are drafting the
- 14:22:54regulations every time that we because we
- 14:22:56update the codes we have done I mean the
- 14:22:59code is something that is not static
- 14:23:02it's a document that is a living document
- 14:23:03right so when we do the updates
- 14:23:06of that code I mean we want the community
- 14:23:08to get involved and get involved
- 14:23:10at the beginning from the beginning when
- 14:23:12we do those outreach meetings trying to
- 14:23:15see what are the things that are more
- 14:23:16important for the community where things
- 14:23:19that we don't know they're ones that we
- 14:23:20already know I mean and just analyze and
- 14:23:22evaluate the current conditions and how
- 14:23:25what things need to be changed so that's
- 14:23:27one part like kind of the regulation and
- 14:23:30the big picture let me stop you just
- 14:23:31very quickly when someone wants to make
- 14:23:34it part you're talking about a regular
- 14:23:36update of code is there a trigger is
- 14:23:39there a okay it's been 24 months we need
- 14:23:41to look at this or is it there is an
- 14:23:44issue that we need to address let's talk
- 14:23:46about it yeah it's not it's not a time
- 14:23:49limit I mean it's like are the
- 14:23:50conditions change that we need to address
- 14:23:53okay for example is in the
- 14:23:56downtown master plan is a good example I
- 14:23:58mean we have had the current version of
- 14:24:00the master plan since 2007 so right so
- 14:24:04that's been like almost 20 years with
- 14:24:06the amount of growth that we have
- 14:24:08experienced we learn as we go also
- 14:24:10because as we implement regulations that
- 14:24:13we have put in place we say oh you know
- 14:24:15what this work this maybe didn't work and
- 14:24:18we didn't achieve the goal that we
- 14:24:20wanted we would like to tweak the
- 14:24:21regulation to let's say in the case of
- 14:24:24now like maybe we need a wider sidewalk
- 14:24:26maybe the trees need a little bit more
- 14:24:27room to grow because they are getting
- 14:24:30stagnant so we need to provide that we
- 14:24:33need certain rules for open space so
- 14:24:36because we already have the experience
- 14:24:38to implementing the regulations on some
- 14:24:40projects those projects get approved
- 14:24:43process and built and then we see what is
- 14:24:46the result of that so it's kind of a
- 14:24:47process a constant process we never stop
- 14:24:50tweaking the regulation and updating it
- 14:24:52and so the resident has an opportunity to
- 14:24:54be part of the discussion yes when
- 14:24:57when those are like we want the residents
- 14:24:59to be part of this discussion
- 14:25:01so at the beginning when we are doing
- 14:25:03those initial meetings usually I mean we
- 14:25:06don't get that many people involved at
- 14:25:07the beginning I mean we get more people
- 14:25:09involved at the end so it's more helpful
- 14:25:12to get them at the beginning because we
- 14:25:13can discuss before anything gets drafted
- 14:25:16why do you think people don't
- 14:25:17show up at the beginning no I think it
- 14:25:20has to do with they're not paying
- 14:25:22attention until it usually gets into a
- 14:25:25major media that's a newspaper on social
- 14:25:30media or somebody spreads something and
- 14:25:31so that's when all of a sudden that what
- 14:25:34we never heard of it even though there
- 14:25:35may have been many public meetings and
- 14:25:36postings about those meetings and look
- 14:25:38we're government our forte even though
- 14:25:40we you and the staff we have in
- 14:25:43communication do a tremendous job of
- 14:25:44trying to communicate we have podcasts we
- 14:25:46have social media we have newsletters
- 14:25:50both the mayor and the commissioners have
- 14:25:51newsletters but there is some
- 14:25:54responsibility on the citizens to be
- 14:25:56informed of how to get the information
- 14:25:58you know I live in Royal Palm Beach
- 14:26:02probably 90% of what I get from this
- 14:26:04town or the village of Royal Palm Beach I
- 14:26:05probably throw in the trash I don't
- 14:26:07know if you're looking at it and that's
- 14:26:08probably a lot of people do but within
- 14:26:11that within that thing you got in the
- 14:26:12mail or in your email was probably a
- 14:26:15notification of a meeting or something
- 14:26:17regarding that maybe later on down the
- 14:26:19road you find out is happening and you
- 14:26:22threw that piece of paper or that email
- 14:26:24away so if you really want to be
- 14:26:25interested in gauge and what the city's
- 14:26:27doing take a take a moment and glance at
- 14:26:29that that that newsletter and email take
- 14:26:32a moment and glance at that stuff that
- 14:26:34comes in your utility bill that you may
- 14:26:35think it doesn't have to do with you
- 14:26:37because that's why we're putting those
- 14:26:39things in there is to try to communicate
- 14:26:41with the citizens we're not going to go
- 14:26:42knock on everybody's door to let you know
- 14:26:44that there's a project happening you
- 14:26:46have to be an informed citizen and take
- 14:26:49do some due diligence on your own
- 14:26:50because we can all do so much and very
- 14:26:52clearly a lot of times you hear people
- 14:26:54say well no one told me about well it was
- 14:26:57there you needed to reach out you
- 14:26:59needed to take just a moment and make the
- 14:27:01effort to read and to learn about
- 14:27:04what's happening in the city the
- 14:27:05information is provided but there is an
- 14:27:08action to be taken by the residents to
- 14:27:11sort of make the connection and show
- 14:27:13them an action that they probably would
- 14:27:15like to take I'll give you a perfect
- 14:27:16recent example we have our curry park
- 14:27:19redevelopment yeah that park has been
- 14:27:21under a planning process probably five
- 14:27:25years at least with a ton of public
- 14:27:27meetings a lot of input we did online
- 14:27:30surveys on in-person meetings got a lot
- 14:27:33of input from different stakeholders
- 14:27:35including folks that live in the
- 14:27:36neighborhood now that I got into the
- 14:27:38media that is a restaurant proposal
- 14:27:41there which was part of our public
- 14:27:43process of letting people know this is
- 14:27:45an amenity that we're thinking of adding
- 14:27:48would you agree to that amenity and most
- 14:27:49people did but now folks know I didn't I
- 14:27:52didn't know about this I didn't know
- 14:27:53about the park where's the parking gonna
- 14:27:55be all that's already in a site plan
- 14:27:56it's already under construction
- 14:27:57everything's under construction it's in
- 14:27:59a site plan that's been vetted for
- 14:28:00literally years and so again the public
- 14:28:05needs to take some action to inform
- 14:28:07themselves with the information that the
- 14:28:09city providing our website has gotten
- 14:28:13recent updates it's a fantastic resource
- 14:28:16you may have to search a little bit or
- 14:28:17like she said just set up an alert so
- 14:28:20you can get it's on the website you can
- 14:28:23do that website as well
- 14:28:24but if you want to be we want
- 14:28:25people to be concerned active citizens we
- 14:28:27think it's great makes our life
- 14:28:29a lot easier when the public is engaged
- 14:28:31from the beginning we can hear their
- 14:28:32concerns they can understand what any
- 14:28:36what if any legal limitations exist and
- 14:28:39then provide meaningful input that we can
- 14:28:42then use as we develop a code or a
- 14:28:44project but they have to that's a two-way
- 14:28:46street let me give you a list
- 14:28:50zoning land use traffic infrastructure
- 14:28:54design compatibility with the
- 14:28:57roads there are all factors I'm sure that
- 14:28:59go into each review is there one
- 14:29:01that's more important than the other or
- 14:29:04are they all about the same I think that
- 14:29:06it's not that all are the same but they
- 14:29:08are they are all factors that play into
- 14:29:11the approval or the review of a zoning
- 14:29:14project I always say that we our goal is
- 14:29:19to make the city better one project at a
- 14:29:21time so if a project advance our goals
- 14:29:26and makes the city better we have
- 14:29:28succeeded I mean the worst thing that
- 14:29:31could happen is we built a project that
- 14:29:34suddenly does not provide enhancements
- 14:29:36of the public realm that we want or is
- 14:29:38like a not relates well with the adjacent
- 14:29:42neighbors so like we want to make the
- 14:29:44city better and we do it like trying to
- 14:29:47review each project thoroughly and being
- 14:29:50sure that it's made making the city
- 14:29:53better for the citizens for everybody
- 14:29:57that will walk and drive and pass in
- 14:29:59front of that project that will create a
- 14:30:02good space for new businesses to go in
- 14:30:04there that it will create a good public
- 14:30:07realm and make the city better that's
- 14:30:10our goal and let me just say not and I'm
- 14:30:12saying that because she works for me
- 14:30:14this is a true public servant and
- 14:30:16advocate for the public realm and
- 14:30:20making sure that our public spaces that
- 14:30:22are that developers are impacting are as
- 14:30:25good as they can be possibly be and how
- 14:30:28the public interacts those spaces I mean
- 14:30:30she is a true advocate for making the
- 14:30:33city a better place so citizens should
- 14:30:36be really proud and happy to have
- 14:30:38somebody like that heading there this
- 14:30:40department but I also want to make sure
- 14:30:42that folks understand that I mentioned
- 14:30:45there is legal limitations sometimes what
- 14:30:47the city can do and with when we're
- 14:30:49requiring things developers also have
- 14:30:53developers or homeowners property
- 14:30:54owners I just say they have a right to
- 14:30:57develop their properties under the
- 14:30:59conditions that are set within the code
- 14:31:01one thing I hear a lot about talking
- 14:31:03about the spelling things is let's let's
- 14:31:04just have a moratorium on development
- 14:31:06okay that is not a legal thing that any
- 14:31:08municipality in Florida could do we can't
- 14:31:10just shut shut the doors for business
- 14:31:14first off you'd be sued immediately by
- 14:31:17property owners and secondly it's
- 14:31:19probably not something we'd want to do
- 14:31:21even if we weren't able to do it because
- 14:31:23the city is this there's a lot of demand
- 14:31:25for the for development in the city and
- 14:31:28our job is to help manage that demand in
- 14:31:31a way that is beneficial to the residents
- 14:31:34visitors and businesses in the
- 14:31:36city and not to stop and thwart all
- 14:31:39development particularly when our studies
- 14:31:43our reviews of the project show that we
- 14:31:46have the capacity to grow we're not
- 14:31:48built out we're not even close to being
- 14:31:50built out we have just just a quick
- 14:31:53example for the residents we produce
- 14:31:55right now we produce and consume about
- 14:31:5832 million gallons a day of water that
- 14:32:00includes the city of West Palm Beach the
- 14:32:02town of Palm Beach and the village of
- 14:32:04South Palm Beach because we supply them
- 14:32:06with water as well we have the capacity
- 14:32:08to do over 50 million gallons a day so
- 14:32:11we're not we're just a little over
- 14:32:12halfway of what our capacity is so we
- 14:32:16have plenty of water capacity we have
- 14:32:18plenty of wastewater capacity traffic if
- 14:32:22you really look at the numbers our
- 14:32:23traffic within our downtown which is
- 14:32:25supposed to be a dense part of town with
- 14:32:27traffic that's what every downtown is and
- 14:32:28everywhere in the world but if you really
- 14:32:30look at the traffic numbers it is
- 14:32:32during peak times that we have slowdowns
- 14:32:35we're not like stopped and that's not a
- 14:32:36parking lot we have slowdowns which is
- 14:32:38during the peak morning and peak evening
- 14:32:40or peak afternoon hours rest of the time
- 14:32:43during the day you can drive in and
- 14:32:44out of downtown without much of a problem
- 14:32:46I do it every single day so we
- 14:32:49have to work within realities realities
- 14:32:52of the demand that there is right now
- 14:32:53for the city the realities of our code
- 14:32:55and what the state allows us and doesn't
- 14:32:57allow us to do and the realities that we
- 14:33:00want to be a vibrant growing city not a
- 14:33:02dying city I think to to point out to our
- 14:33:05mind the one thing that gets
- 14:33:09mentioned a lot is the traffic issue and
- 14:33:11in the downtown in particular so what we
- 14:33:16are working on is to really move us from
- 14:33:20the vision that traffic is just single
- 14:33:23occupancy vehicles like everybody moves
- 14:33:26in their own vehicle and they have to
- 14:33:28all drive to the destination and that is
- 14:33:32it's something that a lot of cities are
- 14:33:35working on because if we just keep
- 14:33:37building with the mentality of everybody
- 14:33:39drives there's not going to be enough
- 14:33:41roads that we can build to observe that
- 14:33:44so that's part of what we do on a daily
- 14:33:46basis okay so if you have a new project
- 14:33:49or even with existing projects how do we
- 14:33:51encourage people to use alternative
- 14:33:54modes of transportation and with that it
- 14:33:56goes a wide range of options one is just
- 14:34:01one how do we improve the public realm
- 14:34:03and the sidewalk so for me I can walk to
- 14:34:08my destination and it's a pleasant walk
- 14:34:10and I prefer to do that instead of just
- 14:34:13taking my car and driving but also
- 14:34:15offering options for transit we have in
- 14:34:19the downtown in particular to train
- 14:34:21stations is the most connected downtown
- 14:34:25of the entire South Florida so we built
- 14:34:27on that and say how do we encourage
- 14:34:30people to take transit how to make the
- 14:34:33walk from their office on Clamares to
- 14:34:35the train station more pleasant so they
- 14:34:38opt for that and a lot of people say like
- 14:34:41I will never take transportation and it's
- 14:34:43that's perfectly fine other people
- 14:34:46may so we offer options for everybody and
- 14:34:50there's some people that will never
- 14:34:52take transportation but there are other
- 14:34:53people that prefer to take
- 14:34:55transportation because they don't want to
- 14:34:57drive or they don't have
- 14:34:59the means to drive or they are
- 14:35:01too old to drive or too young to drive so
- 14:35:04it's always a matter of
- 14:35:05offering options to people
- 14:35:07and within downtown because of the the
- 14:35:10planning that's been
- 14:35:10done we've got a lot more
- 14:35:12residential properties than we've ever
- 14:35:14even anticipated we would
- 14:35:16have so that allows people
- 14:35:18to live in downtown work in downtown shop
- 14:35:21in downtown we've got a
- 14:35:22grocery new grocery store
- 14:35:23that's going to be coming up over the
- 14:35:25next couple years as well so there's
- 14:35:27again we're trying to
- 14:35:28encourage people to not have to get into
- 14:35:30that single occupancy
- 14:35:31vehicle and drive and we're
- 14:35:33going to be launching a new
- 14:35:34transportation system as well that will
- 14:35:36be anywhere citywide
- 14:35:39east of 95 people will be able to take a
- 14:35:41new public transportation
- 14:35:42system that is being run
- 14:35:43by the city so there are going to be
- 14:35:45those options some of them exist now some
- 14:35:47of them will exist a
- 14:35:48few years from now but then but the idea
- 14:35:50is to begin to encourage
- 14:35:53people to look at alternative
- 14:35:54modes even sometimes staggered we've done
- 14:35:57a little bit of that in
- 14:35:57the city stagger the uh
- 14:35:59the work hours yeah right everybody takes
- 14:36:02their nine o'clock commute
- 14:36:05all right the other day i
- 14:36:05was talking to our transportation folks i
- 14:36:08know exactly how i can
- 14:36:09drive to work blindfolded
- 14:36:11probably if i needed to but yet every
- 14:36:13morning i turn on my ways
- 14:36:15app or my google maps because
- 14:36:17that will give you the most efficient
- 14:36:19route it makes no sense
- 14:36:20every morning decide you're going
- 14:36:22to go on okochobi boulevard to get into
- 14:36:23downtown that may not be the best route
- 14:36:26so i would encourage
- 14:36:27everybody i'm not going to tell you which
- 14:36:28app but use a mapping gis
- 14:36:30map app because that helps you
- 14:36:32route to the most efficient way you all
- 14:36:36are talking about things that are
- 14:36:37happening in the next two
- 14:36:39years five years maybe ten years are you
- 14:36:42all concerned about
- 14:36:43things that are going to be
- 14:36:4425 or 50 years from now is that part of
- 14:36:47the plan that we have to look
- 14:36:48that far ahead as far as our
- 14:36:51planning and development yeah we do i
- 14:36:53mean like the comprehensive plan is
- 14:36:54usually uh 25 40 years
- 14:36:57scenario i think the water plant is a 40
- 14:36:59year scenario depending
- 14:37:00of the infrastructure you
- 14:37:01have to plan ahead more or less um but i
- 14:37:05mean like the city is not
- 14:37:07built in a year even if we
- 14:37:09approve the projects now they are not
- 14:37:12going to start construction
- 14:37:14uh in a year or some of them
- 14:37:17they will never start construction i mean
- 14:37:19we have plenty of projects that got
- 14:37:21approved 10 15 years
- 14:37:24as a side plan and they never start
- 14:37:26construction so it's never a
- 14:37:27static it it goes on and off
- 14:37:30depending of also uh kind of the uh the
- 14:37:34demand in the city i mean
- 14:37:35sometimes we have slow moments
- 14:37:37where we don't have this frenzy of
- 14:37:38development other times we
- 14:37:40are like super busy and a lot of
- 14:37:42people want to come in but again not
- 14:37:43every project that is
- 14:37:45submitted and even approved
- 14:37:47really moves forward there's some that do
- 14:37:49some other ones that do
- 14:37:50not so i'm glad you you you
- 14:37:54gave it this question because it reminds
- 14:37:56me of something and that
- 14:37:56is we we plan and sometimes
- 14:37:58as you said the water plant we're looking
- 14:38:00at way out into the future
- 14:38:02that doesn't mean we build
- 14:38:03necessarily uh it's sort of like you
- 14:38:05don't want to build the bridge
- 14:38:06to nowhere right so some of it
- 14:38:08it is happening as the development
- 14:38:10happens so right now for
- 14:38:11example in the northwood area
- 14:38:13there are there was a couple large
- 14:38:14developments that are under
- 14:38:15construction when it was already
- 14:38:16completed as part of that construction
- 14:38:19there are some requirements that we
- 14:38:21provide to the developer
- 14:38:22or we even worked with the developer on
- 14:38:24extending our or i should
- 14:38:26say up sizing our underground
- 14:38:29and then the city will just takes it from
- 14:38:31that point further on so
- 14:38:33but while we're tearing up
- 14:38:34roads and doing curry park uh rent
- 14:38:37renovations we're then upgrading the
- 14:38:39infrastructure it's not
- 14:38:40that it must be upgraded necessarily but
- 14:38:43it's an opportunity to
- 14:38:44upgrade it um and we know that that
- 14:38:46area is growing but we're not going to we
- 14:38:48can't possibly do that
- 14:38:50throughout the entire city
- 14:38:51so it's sort of that you in some ways you
- 14:38:53do you know what you plan
- 14:38:55for it but you have to take
- 14:38:56opportunities to do those upgrades
- 14:38:58because of cost and because
- 14:39:00simply it's you're not going to
- 14:39:01build something that never comes right so
- 14:39:04you you you address the
- 14:39:06needs now with an eye towards the
- 14:39:08future that maybe we'll need to be doing
- 14:39:10something in 25 years well
- 14:39:13we'll get we'll when we get a
- 14:39:14little closer we'll we'll deal with that
- 14:39:16right okay so we've
- 14:39:18touched on a lot of complex and
- 14:39:20lots of detail here and it's actually all
- 14:39:22fascinating what
- 14:39:23advice do we have for folks
- 14:39:25at home who want to learn more about what
- 14:39:27happens in detail and how
- 14:39:30they can be a part of the
- 14:39:31solution to be a part of the of the
- 14:39:33positive voices that are
- 14:39:34involved in the growth of our city
- 14:39:36but what did where do they go website do
- 14:39:38they can they call yeah i
- 14:39:39mean there's a lot of information
- 14:39:40on our website we actually um we have a
- 14:39:43public meeting that is
- 14:39:45it's a public meeting but it's
- 14:39:46not meant for the spur it's not citizen
- 14:39:48input necessarily but if
- 14:39:49they want to learn about how
- 14:39:50city reviews site plans for example they
- 14:39:54can come to our pprc
- 14:39:56meeting which is the plats
- 14:39:57plats and plats review plans and plats
- 14:40:00review committee which is
- 14:40:02an internal committee made up
- 14:40:03of all the different departments that
- 14:40:05review site plans and i
- 14:40:07believe it's open to the public it's
- 14:40:09it's a public meeting it's noticed both
- 14:40:11can sit in there and watch
- 14:40:13the process that they're really
- 14:40:14interested in the nuts and bolts getting
- 14:40:16granular that's one way to do it our
- 14:40:19website has a tremendous
- 14:40:20amount of information signing up for the
- 14:40:22newsletters and and for the
- 14:40:25information that goes out about
- 14:40:26public meetings and then you can look at
- 14:40:27it and there might be
- 14:40:29something of interest and maybe
- 14:40:30not that's fine but take a glance and see
- 14:40:32if there is anything
- 14:40:33that impacts your particular
- 14:40:34neighbor that's the other thing out right
- 14:40:35a lot of folks are you're
- 14:40:37only interested in what you can
- 14:40:38see outside of your front door usually
- 14:40:39and don't really care about what's
- 14:40:41happening in the rest of
- 14:40:42the city and that's why i think a lot of
- 14:40:43times people don't pay
- 14:40:44attention is because it's rare
- 14:40:46something is impacting you directly or
- 14:40:48even indirectly
- 14:40:49sometimes there's a pothole and
- 14:40:50somebody's filling it might not impact
- 14:40:52you unless you hit it but take a glance
- 14:40:56at those things that
- 14:40:57come in your mail or come in your email
- 14:40:58because there may very well
- 14:40:59be a project that impacts you
- 14:41:01or your your surroundings and that's when
- 14:41:04you want to be engaged so just stay
- 14:41:05informed i will also
- 14:41:07say that i will encourage people to get
- 14:41:11in touch with staff the
- 14:41:12staff is the best source of
- 14:41:14information what what is actually going
- 14:41:16on we will know if a project was
- 14:41:19submitted or not how
- 14:41:21many units how tall how big where is it
- 14:41:23exactly i mean sometimes
- 14:41:25there is a lot of misinformation
- 14:41:26out there so when we we get the call and
- 14:41:29we get an email we can answer exactly
- 14:41:32what the information
- 14:41:32that we have that's great if we have not
- 14:41:35received anything we don't
- 14:41:36have anything to say but if we
- 14:41:38can give the public that information they
- 14:41:41can also i mean like if
- 14:41:44they for example sign up for
- 14:41:45the for the agendas once they have the
- 14:41:48agenda the each case has a
- 14:41:50number right they can go to the
- 14:41:52city's website and on their the civic
- 14:41:55access portal they can
- 14:41:57type that number and they will
- 14:41:58be able to see exactly where the comments
- 14:42:01for that project are what
- 14:42:03was submitted and and um
- 14:42:05and the comments from staff they will not
- 14:42:07be able to see the
- 14:42:08drawings that were submitted so
- 14:42:09they will have to contact us for that but
- 14:42:12they will be able to see what the
- 14:42:13comments were i mean
- 14:42:14when was the project submitted was
- 14:42:17approved or not approved there's also an
- 14:42:19interactive map in the
- 14:42:20website that says what the projects were
- 14:42:22on the review what projects
- 14:42:24have been approved and what
- 14:42:25projects are under construction and it
- 14:42:27will tell you who's the
- 14:42:28project manager and the contact
- 14:42:30information so you can contact that in
- 14:42:32for that planner and that
- 14:42:34staff person to get more
- 14:42:36information and we will email back the
- 14:42:38information the drawings if they wanted
- 14:42:41we can talk with them
- 14:42:42and explain it what the concerns from the
- 14:42:43staff are what is the
- 14:42:44review status all that so we are
- 14:42:47available uh for that yes if i can
- 14:42:50summarize it in one sentence it would be
- 14:42:52before you get angry
- 14:42:53get informed um that is that is something
- 14:42:56that um that we've seen
- 14:42:59where even a rendering will be
- 14:43:01posted on an online forum or the palm
- 14:43:04beach post or whatever media and the
- 14:43:07rendering is just an idea
- 14:43:10in somebody's head potentially it hasn't
- 14:43:12even been submitted for a
- 14:43:13site plan most of the time it
- 14:43:14hasn't been submitted for a site plan so
- 14:43:16we haven't even seen it yet it's just a
- 14:43:19developer's dream or
- 14:43:20and until that site plan comes in and
- 14:43:22we've had a chance to look at it it
- 14:43:24doesn't really exist for
- 14:43:25us and so the public needs to understand
- 14:43:28that a rendering is just
- 14:43:29that it's just an idea in many
- 14:43:31cases um and so be informed of what the
- 14:43:35city actually is
- 14:43:36developing or what they're approving
- 14:43:38and what the process is and then you can
- 14:43:40get angry if you still
- 14:43:41don't like it still like
- 14:43:42and most importantly don't believe
- 14:43:43everything you see on social media yes if
- 14:43:46you want to find out
- 14:43:48reach out through the proper channels and
- 14:43:50if you've got the information you're
- 14:43:51going to share it this
- 14:43:52is the i can't think of it and we we hear
- 14:43:54this from even from the
- 14:43:55public the folks who are
- 14:43:56engaged with us this is the most
- 14:43:57accessible staff of probably any city
- 14:44:00you'll find of this size
- 14:44:01i mean usually you call city and good
- 14:44:03luck getting anybody to
- 14:44:04respond our folks respond
- 14:44:07we understand that we're here to serve
- 14:44:08the the customers which
- 14:44:10is residents businesses and
- 14:44:13not just residents but all those are our
- 14:44:15customers and so we we're
- 14:44:16responsive when folks and we have
- 14:44:18a huge plate load of stuff to do so you
- 14:44:20may not get it the same day
- 14:44:22but generally within a couple
- 14:44:23days you'll get a response let me turn
- 14:44:25the mic over to you guys
- 14:44:27for one last comment you have
- 14:44:29an audience of folks who are interested
- 14:44:30in what you do and i'm sure
- 14:44:31they're appreciative of the
- 14:44:32information you shared do you have a
- 14:44:35parting message you'd
- 14:44:36like to share with the folks
- 14:44:37about what you do and how you do it well
- 14:44:41i will say that um i mean
- 14:44:44it's it's difficult to work
- 14:44:45for government we are in the public eye
- 14:44:48all the time but i have to
- 14:44:51say that for myself and also
- 14:44:53for the staff that works uh with me we
- 14:44:55are passionate people
- 14:44:56about cities we do what we do
- 14:44:59because we care about making a city
- 14:45:02better and we work every day really hard
- 14:45:05to make the city better
- 14:45:07so we can work with the public we work
- 14:45:11with developers and i
- 14:45:12think it's a partnership
- 14:45:14the construction of a city is not a
- 14:45:16government role it's a partnership
- 14:45:18between we need the private
- 14:45:22owners to come in and bring the projects
- 14:45:24we need the public input
- 14:45:26and we need the government to
- 14:45:27process all that so it's uh all these
- 14:45:30initiatives coming together with a
- 14:45:32version of how to make the
- 14:45:33city better so i think that is the most
- 14:45:35important that is not us
- 14:45:37versus them is like all working
- 14:45:39together to make the city a better place
- 14:45:41for everybody that's
- 14:45:43great vermanda yeah government
- 14:45:45is complicated business i mean i like to
- 14:45:46say we're really you know whereas
- 14:45:48coca-cola focuses on soft
- 14:45:50drinks mostly and a few things that eat
- 14:45:53we have to focus on like
- 14:45:55it's probably like 10 different
- 14:45:56industries under one roof right and try
- 14:45:58to manage all that and manage
- 14:46:00expectations unlike coca-cola
- 14:46:02companies we also have to be public about
- 14:46:04what we're doing whether
- 14:46:05it's budgets where we spend
- 14:46:07our money we have to go through
- 14:46:09procurement processes which
- 14:46:10tend to take a lot longer than
- 14:46:11they do in the private sector and while
- 14:46:14folks are sleeping there are
- 14:46:15individuals who are working day
- 14:46:17and night not just in police and fire who
- 14:46:19rightly get a lot of
- 14:46:20recognition we have folks who are
- 14:46:22having to respond to a sewer main being
- 14:46:24broken in the middle of the night and
- 14:46:26having to go out leave
- 14:46:26their families at two o'clock in the
- 14:46:28morning and get into a underground pipe
- 14:46:30with that sewage coming
- 14:46:32we have folks responding to water main
- 14:46:34breaks we have garbage pickup that's
- 14:46:37happening very early
- 14:46:37in the morning so we have a lot of
- 14:46:38employees that every single day get up
- 14:46:41and do very difficult jobs
- 14:46:43while all of us are sleeping and there
- 14:46:45should be some notice of
- 14:46:46appreciation for that not just from
- 14:46:48us and we we we're here we live and
- 14:46:50breathe every day so we appreciate our
- 14:46:51employees but the public
- 14:46:53should understand that while public
- 14:46:55servants are kind of an easy thing to to
- 14:46:58criticize they're also
- 14:47:00very hard working people who do very
- 14:47:02complicated work who are
- 14:47:03professionals in what they do who
- 14:47:04require certifications and who a lot of
- 14:47:07them are residents and grew up here
- 14:47:10myself i grew up here
- 14:47:11i went to i graduated from forest hill
- 14:47:13high school i went to southborough
- 14:47:14elementary school which no
- 14:47:16longer even exists that's how old i am
- 14:47:18and so i care about this
- 14:47:20community i care about this city
- 14:47:21and what happens to it and i think to a
- 14:47:24person in the city we we care
- 14:47:25about what we do and we love
- 14:47:27our residents we want our residents to be
- 14:47:30happy and content and be
- 14:47:32proud of this city and so to do
- 14:47:34that they need to work with us not
- 14:47:35against us and maria and and
- 14:47:39armando it's very obvious that
- 14:47:41you guys really care about what you do
- 14:47:43and you care deeply about
- 14:47:45the city of westbound beach
- 14:47:46it shows every day in the effort that you
- 14:47:48put forward do your job
- 14:47:49as well as you can for that
- 14:47:51obviously we thank you thank you thank
- 14:47:53you thank you for inviting us
- 14:47:55and thank you for joining us
- 14:47:57inside westbound beach is a product of
- 14:47:59the city's communications department i'm
- 14:48:01jerry marsillo we'll
- 14:48:03see you next time you
