Dario Amodei published a 3,800-word essay on Saturday asking the industry to slow the pace of capability gains, with a three-step plan: embedded outside evaluators inside each lab, industry-wide capability checkpoints, and a deal with China. Altman, Musk, Hassabis and Nadella backed it within 24 hours. On Sunday Speaker Mike Johnson said Congress won't take the lead, the labs carry the responsibility, and a moratorium is off the table because of China.
