- 2:36and our good friend Delegate Kayla Young, Good morning. How are you.
- 2:38Good morning, Dave. I'm doing good. Happy New Year, Happy New
- 2:42Year. I was gonna ask you how was your How was your holiday season?
- 2:45My holiday season was good. My son's tenth birthday was yesterday, so
- 2:47we called Big New Year Bash with four ten year olds in a hotel room.
- 2:52It was a lot of fun. I mean, if you're you know,
- 2:54if you got one of those birthdays, it's around a holiday, you
- 2:57know, around Christmas or New Year's or Thanksgiving, some probably more so Christmas.
- 3:00You probably feel like litt kids as probably getting jamped here. I mean
- 3:05you double the gifts though, right, or you double the fun. My
- 3:07gift is always the birthday party. So okay, all right, we do
- 3:09because it guess they have everything they need. Yeah, that's you know.
- 3:14Holidays were good. Well, that's good. Any New Year's resolutions I don't
- 3:17really make. I usually make like really weird resolutions, like entering a chili
- 3:23cookoff or like pretty low latency stuff because session gets started and then I'm you
- 3:28know, I'm working for the people, So I'm not worried about my resumes,
- 3:30not worried about myself, not worried about my I'm working for you.
- 3:34That's correct, all right, that's a good you can feel feel free to
- 3:37use that. So you mentioned next week is the beginning of the sessions.
- 3:40So what are the some of the things on your U on your wish list?
- 3:45And side note here, I'm resisting the urge to break into these are
- 3:47a few of my favorite things. I'm not saying that. No, ain't
- 3:51nobody want to hear that, But what are some of the things that are
- 3:53on the delegate young wish list for twenty twenty four? Yeah, the biggest
- 3:57thing that I'm working on is childcare this year, and it seems like we
- 4:00finally have a good conversation rolling about childcare. The pandemic really showed everybody that
- 4:04childcare is essential infrastructure, and I'm hoping that we can build on that.
- 4:08We have about twenty to twenty five thousand kids in West Virginia that don't have
- 4:12childcare, and so it's really great for workforce participation, for getting parents into
- 4:16the workforce that might not be able to otherwise because they either can't afford it
- 4:20or can't find a space that's open. Plus it's all about educating our future
- 4:25leaders and our young children in West Virginia. So it seems like a win
- 4:28win to me. And you mentioned that you feel that you're finally getting somewhere
- 4:32on childcare in West Virginia, so there's more dialogue, and I mean,
- 4:35we're finally realizing that we have some major issues here and that's got to take
- 4:40bipartisan effort, because nothing's going to get down without the help of the Republicans.
- 4:44As you've said before. Yeah, absolutely, And I don't find you
- 4:46you're an demoricrate. I am a democratic, yeah, but I don't find
- 4:48childcare to be a very partisan issue, and as you know, I'm often
- 4:51working across the aisle. You're right, I have to, but I would
- 4:54anyways because I think that's where good ideas get made. But with childcare,
- 4:58there was a Chamber bill that I supported a couple of years ago that was
- 5:00a tax credit for new employers. We haven't seen a lot of function with
- 5:03that one, so we're hoping to go in and expand it, but also
- 5:06do some on the other end to help out providers because they really need stabilization
- 5:10that they've gotten during the pandemic, but that's starting to go away, so
- 5:14figuring out ways that we can improve access and quality all at the same time.
- 5:17You know, I'm just glad we have people serving in the legislature because
- 5:20but my account, and I could be wrong with we've had something like seven
- 5:24to ten legislators that have resigned in the last little bit, either to run
- 5:28for higher office or to go back to the public sector. Most recently,
- 5:30yesterday, Delegate Cadem Hannah out of Webster County announced that he was going to
- 5:35be resigning to concentrate on his run for state auditor. I saw that.
- 5:39I think it's eight within the last I mean, we're only halfway through this
- 5:43legislature. Everybody, this is the set. We're going into the second year,
- 5:46so we're halfway done. And yeah, we've had eight leaves so far,
- 5:49and I've been sad because most of them have been younger people. And
- 5:53I don't know if you know. Something that I'm excited to talk about is
- 5:56in West Virginia we have some of the youngest legislators in the country. We
- 5:59have links forty five people out of one hundred and thirty four that are under
- 6:02forty five, which is a big deal. We're starting to see more millennials
- 6:06and gen zers in Congress. It's exciting future leaders are coming up, and
- 6:11we're losing some of those younger people. So I'm a little sad, and
- 6:14I'll echo what you said there. It's a trend that we have to have
- 6:17because forever on both sides of the aisle, that seems like it's been the
- 6:20same people over and over again. And I don't mean West Virginia but elsewhere,
- 6:25and we got to get we got to engage young people and make them
- 6:29want to be involved in the process, even if they don't run for office.
- 6:31I mean, just to be whether it's lobbying or whether it's I mean,
- 6:35Heaven forbid voting. Yeah, you know, you're getting out there and
- 6:39actually taking part in the process. Yeah. Absolutely. And younger people today
- 6:43have very different needs than some of the older folks serving. You know,
- 6:46we're all worried about student loans. That's something that a lot of older generations
- 6:49never really had to think about, and it's crippling a lot of younger generations.
- 6:53So you know, that's not really something in the state can make massive
- 6:56change on. But we have very different life, very different lives. There
- 7:00stances when I was growing up nine to eleven happened in the world changed,
- 7:02and so it's just a very different life. So how do we this is
- 7:06a million dollar question you and I've actually talked about it before. How do
- 7:11we get young people not to run for office, but to come to West
- 7:15Virginia or to want to stay in West Virginia. And what are some I
- 7:17don't want to go negative here, but what are some of the things that
- 7:19maybe in your opinion, West Virginia is not doing so well or needs work
- 7:26on to make some of these young people want to come to West Virginia or
- 7:29as I said, the ones that are here to stay in West Virginia and
- 7:31not head to Columbus, Charol That or Pittsburgh. Sure. Yeah, I
- 7:33think there's a lot of things. I think there's a quality of life peace,
- 7:36and I don't want to go down that partisan rabbit hole because that's not
- 7:40my game. But child back to childcare. I'm thirty five years old,
- 7:45I have two young kids. Most people I know aren't having children because they
- 7:48can't afford it. It's wild you have to pay college tuition every year out
- 7:53of pocket for childcare if the parents in the household want to work. So
- 7:57that's one that I think the first state that does not universal childcare, but
- 8:01some form of accessible, affordable childcare will be the state that every business wants
- 8:05to locate to and that every family wants to locate too. So that's where
- 8:09I think we start. But I think that there's a lot of things that
- 8:11we can do reaching out into different sectors like technology, as we've been starting
- 8:16to. I'm excited about the announcement today, and I'm excited to work on
- 8:20legislation about technology and artificial intelligence and language learning machines and things that we need
- 8:26to just update our code on what Della Young is referring to and you've heard
- 8:28us talking about it. We're going to have more on a little bit later
- 8:31on. There's announcement scheduled today at four o'clock at the Culture Center on the
- 8:35Capitol grounds. We do know that LG is going to be some sort of
- 8:39an investment in West Virginia. There's actually a meeting at one o'clock this afternoon
- 8:43of the Development Board of the Development Authority, and I've seen the agenda on
- 8:50that meeting, and they're going to do some things related to this. Now
- 8:52that we don't know a whole lot at this point, but we do know
- 8:54that the Governor's going to be there, ilected officials are going to be there,
- 8:58and actually the CEO, the main guy of LG, Mister l His
- 9:01name is John LG. Actually I just totally made that up. It's it's
- 9:05a South Korean company, but he's going to be there as well. Uh,
- 9:09and on others to we'll find out at the same time everybody else does
- 9:13what this big announcement is. But bottom line is it looks pretty promising for
- 9:16West Virginia and and Dellie Young. We've had a lot of announcements like that
- 9:20over the last couple of years we have and I've been really excited to work
- 9:22with a lot of them and I'm excited about those announcements and they hope they
- 9:26continue. So we with the With the new year, new laws came into
- 9:33being, as you as you well know they we talked about some of those
- 9:37yesterday stated inspections on your vehicle now every every other year. But one of
- 9:41those was the splitting up of d HHR and so it's into different divisions and
- 9:48people like me and the media are going to have to learn to not just
- 9:50say d HHR anymore because it's all different things. Uh, your your your
- 9:56take on the breakup, so to speak. Excited about the breakup. I
- 10:00think it's a much needed breakup. It was way too much work for one
- 10:03person, one secretary to handle. I've been meeting with the new secretaries and
- 10:07I feel really engaged. They say a lot of the works already started happening,
- 10:11and I'm really excited about that. I think there's a lot to do
- 10:13still. I did see that the longtime general counsel of the former DHHR,
- 10:18the artist formerly known as the DHHR, she retired yesterday, so that I'm
- 10:24a little nervous about what that that's in the wake of a scandal about data,
- 10:28which is something the state also needs to get a massive chronic handle on
- 10:31as data management as we move into technology fields. But I'm excited about the
- 10:35DHHR breakup, and I think it was a good thing. Again, that
- 10:39was not a partisan thing. Pretty much all of us supported it, and
- 10:41I just think we were at a pretty bad place. So I don't think
- 10:45it can get much worse, hopefully, And it does look like we are
- 10:48getting some people hired for the correction systems, I believe, So Yeah,
- 10:52I think there's still a little bit of work to be done in the corrections
- 10:54field. We didn't do much for the non uniform staff, and then the
- 10:56older corrections officers. I'm on TikTok. I don't know, and I've actually
- 11:01engaged with a ton of corrections officers in West Virginia, ones that wouldn't probably
- 11:05support me in any capacity, but that's okay. But I've learned so much
- 11:09about their jobs, and we did some things where we probably put the older
- 11:13correctional officers who've been there for decades at a disadvantage, and so I'm hoping
- 11:16that we can fix that this session. I've heard it's potentially coming a text
- 11:20to the show here, and you referenced this. I don't think you came
- 11:22out and said this, but you did reference the issue with student loans.
- 11:26Somebody textas show and ask why the text are saying why my tax dollars should
- 11:30go to pay off someone else's student loans. I did not sign the loan.
- 11:33They did. That's true. They didn't. They didn't at all.
- 11:35But I think that we had a societal culture, and I don't really blame
- 11:39anybody that said you had to go to college. I went to college.
- 11:41I didn't know what I wanted to be. I changed my major a bunch
- 11:43of times. I think that's common for younger people. But I do think
- 11:46that it's debt that's absolutely crippling. I understand people it didn't happen to them,
- 11:50so they don't want to pay for it. But that's just not really
- 11:52how society works in my mind. So let me get this in here to
- 11:56Dave Allen showing five any Live is brought to you in part by Husband's Pete
- 12:00said this month that your favorite husbands get a large Aten Nitch Pepperoni pizza and
- 12:03order of appetizer meat. Mall is only twenty four ninety nine dining delivery pick
- 12:07up visit Husband's Pizza dot com. So as you head back into the session
- 12:11next week, stay of the state will be next Wednesday, and the new
- 12:13guys and gals and folks of people we'll legislators, we'll get to work next
- 12:18week. You look at the numbers, Delegate, there's still not a whole
- 12:22lot of Democrats there. There aren't, that's right. Yeah, we're at
- 12:26eighty nine to eleven at this time in the House, and then in the
- 12:30Senate it's thirty one to three. Okay, So what has that been like
- 12:33working? Because the numbers have dwindled as you've been there a Democrat. My
- 12:37first session we had twenty two. It got cut in half the second session.
- 12:41For me personally, it hasn't meant that much of a shift. Honestly.
- 12:43You can't do much more with twenty than you can with eleven. And
- 12:46you know, we've seen a massive shift over the past decade in West Virginia.
- 12:50But I don't know, I don't I don't know. I work with
- 12:52everybody. I think that you know, a lot of the people who have
- 12:54been there a long time said that the Democrats treated them poorly and that they
- 12:58treat the minority much better. I can't speak to that, but I think
- 13:01power kind of corrupts anybody that's in charge, so I don't think the Democrats
- 13:05were above that either. So I just hope that we can work together for
- 13:09people. My district is split fifty to fifty literally almost to the voter down
- 13:13the middle. There's independence as well, but I mean, you know how
- 13:16close my last election was, and so I know where my voters are,
- 13:18and they're not They're not to the far right, they're not to the far
- 13:22left. They're in the middle. So I just want to do what they
- 13:24want. Maybe you could join Joe Manchin out on tour to try to find
- 13:26the middle. That's what he's doing right now. I got work to do
- 13:30here. I'm always trying to find other things for you to do. You
- 13:33mentioned that you are running for reelection. Yes, I am, okay,
- 13:37And you have a primary oponent I understand, and you also are going to
- 13:39have more likely an opponent in the general election as well. So what is
- 13:43your message? Why should people send you back to the legislature. My message
- 13:46is about transparency and accountability and you know, fixing things that need fixed.
- 13:52We have a lot of things. I'm in the weeds person. I care
- 13:54about the very, very boring things. I like to read legislative rules that
- 14:00might not be cute or fun, but it is incredibly important and it's where
- 14:03the work gets done. And I've been told by so many different secretaries of
- 14:07agencies who don't agree with me politically that they've never had a legislator come in
- 14:11and ask them what they do here and just try to learn about what they
- 14:15do and what their jobs are before we make rules that impact everybody's lives.
- 14:18So I just want to keep working for the people of West Virginia and keep
- 14:22giving them what they asked for. I supported last year's tax cuts. I
- 14:26supported the inspection sticker. I don't stick with my party all the time,
- 14:30and I think that's okay. Well, I mean, yeah, I don't.
- 14:35I don't disagree with that, and I sometimes wish that some of your
- 14:39Republican brethren would do that as well, stand up for their for their people,
- 14:41not necessarily for the party's. That's a national tangent. I'll get off

- 19:52Charleston Main Streets got a new name, Charleston Urban Works. Talking about that
- 19:55a little bit, Yeah, yeah, you know, I think I came
- 19:56on to sort of briefly talk about it when we did rebranding. And you
- 20:00know, we went through a pretty much a year long strategic planning process and
- 20:03the result of that was a restructuring and a rebranding that's sort of this too
- 20:07prong approach. And and you know, we we solely focus on our urban
- 20:12neighborhood business districts. We're pretty unique in that regard when it comes to other
- 20:15organizations like ours. You know, we have a great Downtown Charleston Association.
- 20:19They focus solely in the downtown that that core right there, you know,
- 20:23but our work is really centered around these urban neighborhood business districts where there are
- 20:29tons of residential property that surround these this core like that that strip if you
- 20:33want to say, at Washington Street East and West and of course over the
- 20:36warehouse district on the east end, five corners on the west side. And
- 20:38so you know that makes us, that makes our work. You know that
- 20:41that presents different challenges, maybe different opportunities. And so through a really thoughtful
- 20:47strategic planning process with our whole board, we went through that, like I
- 20:49said, and rebranding and restructuring was what came out of that, and we're
- 20:52really excited about it. We worked with eighty four Agency. They they did
- 20:56our name to our name changed on rebranding. That did incredible job and we're
- 21:00in the process of rolling that out now. Talk about the year in business
- 21:03for your department in twenty twenty three, this specific businesses highlights and where are
- 21:10you going twenty twenty four. You know, one thing that we're really going
- 21:12to be focused on, Dave, is assessing looking at and assessing our vacant
- 21:17properties. It's really interesting what we've seen happen. You know, we didn't
- 21:22see I think we might have talked about this last time I was on.
- 21:23We didn't see a lot of closures during COVID right here in Charleston. We
- 21:29did not see a lot of business closures during COVID, where nationally we saw
- 21:32a lot of that. Here we are three years out of well, I
- 21:34guess three years since COVID started, almost four and we've seen some closures occur
- 21:40on our in our East End district. We've seen some businesses close on the
- 21:42West Side. Not just in those two areas we've seen it happen. We
- 21:45also seen new businesses open. We've seen businesses prosper. We've seen different types
- 21:51of industries come into the into what we would consider our our urban neighborhood business
- 21:56district and they've they've they've thrived, done really well. And so we're gonna
- 21:59be look and that is looking at the vacant properties and saying like, you
- 22:02know, what are the barriers that what's causing folks not to be able to
- 22:07go into these businesses and or these buildings rather and invest and start their business.
- 22:11What we're a small organization, we know we can't solve it all,
- 22:14but we're gonna be working really hard on our partnerships and figuring out how can
- 22:18we work with other people to make these properties more accessible. And what happens
- 22:22so many times, I'm not saying necessarily Rickets in this case. But what
- 22:26happens so many times across America is you have all these different groups out here,
- 22:30but nobody's on the same page. And sometimes you have or not in
- 22:33your case, but sometimes you have organizations that find themselves a file of a
- 22:37county commission or a city council or whatever the case may be. Again,
- 22:41not your case, but it is good to hear that there's efforts being made
- 22:45to try to get everybody together and to them, I'm glad you said that,
- 22:48because to that point, Dave, we're really lucky here in Charleston,
- 22:51and really you can all county everyone really does for the most part, seeing
- 22:53the same song, is all really wanting the same thing. Everyone wants to
- 22:56see this area prosper. We have incredible partners, but whether it's the the
- 23:02Renewal Authority, the Convention of Visitors Bureau, certainly the City of Charleston City
- 23:04Council, our Mayor's administration, our County Commission, everybody wants to see this
- 23:10entire region prosper. And as far as my line of work is concerned with
- 23:15the people that I work with every day, whether that's elected officials, whether
- 23:18that's department heads, whether that's you know CEOs of these different agencies, these
- 23:22partner agencies of ours, we all sort of share a piece of that puzzle,
- 23:27if you will, and really want to work together, and it's it's
- 23:30it's promising for the new year. Rick cavan is our guest today from what
- 23:36used to be known as the Main treats Charleston Urban Works and from the Canaw
- 23:40County Board of Education Agains, two separate entities. We're going to get into
- 23:42that part of a little bit later on a Dave Allen showing five eighty Live
- 23:45is brought to you partment by Pinnacle Consultants. We spend ninety percent of our
- 23:48time indoors, and our health risk or air pollution can be greater indoors than
- 23:52out. Pinnacle Consultants the only accredited commercial lab in the state for as best
- 23:56in mold it's a Pinnacle Corp. Dot net because what you don't know can
- 24:00hurts you, you know, Rick and now, like a young and I
- 24:02kind of touched this a little bit earlier. It's been a pretty exciting time
- 24:04in West Virginia with the job growth and creation that's going on. Talking about
- 24:07state wide, there's another announcement with this LG thing coming later today. Uh,
- 24:11you know new Core Berkshire, Hathaway, the green bus projects. So
- 24:15all these things happening over the last couple of years, and there's exciting things
- 24:21going on on a local level too. How do we work together kind of
- 24:23back to what we said before, to kind of partner on all because West
- 24:26Virginia has got a spotlight on it right now, rick as a place to
- 24:30do business and and that's kind of what you're You're in the business of helping
- 24:36people to get into business, so to speak, into And so how do
- 24:40we all work together on this? You know, it's you asked it.
- 24:41Excuse me, you asked that question. And I feel like there are so
- 24:45many great examples here locally, and again I work mostly locally. I don't
- 24:49really work, but it all kind of works, you know. And I
- 24:53think there's actually a lot of lessons to be learned on how folks work together
- 24:57here in Charleston. I mean, I think there are a lot of really
- 25:00and case studies on how so many entities can come together that have they may
- 25:03have different interests individually, but they also have those shared interest and make something
- 25:07to push something forward. And we've seen that happen time and time again.
- 25:11I mean, I've been on a couple of times to talk about our lighting
- 25:12initiative right on the West side. We brought so many different parties into that
- 25:17to make that happen. That all have their own individual interest, whether that's
- 25:19funders, whether that's you know, foundations, whether that's again department heads in
- 25:25the city, our administration or our mayoral administration and the city administration. They
- 25:29all have their own things going on in their own priorities, but they also
- 25:32know that this particular project is important among so many others, right, and
- 25:34so we we saw so many different groups get together for that common good,
- 25:38for that project, and we're moving right along with that project. We're in
- 25:41phase two now, so and we'll see that we'll see that be completed here
- 25:44in the next few months, a couple months actually. So that's just one
- 25:47example I think that I think my point is is that there are a lot
- 25:49of interesting case studies, a lot of examples that can be learned here in
- 25:52Charst and how people can partner better and work together for the common good to
- 25:56kind of take what you've done here, and yeah, I have everybody else
- 25:59Canta and so many other folks have done. Yeah, let's talk about the
- 26:02West Side for a moment. Of course, the big story on the West
- 26:03sided twenty twenty three from November on was the was the was the gas crisis.
- 26:10It continues to you know, the ripple effects, so to speak.
- 26:12How are things looking over there, specifically for businesses, you know, so
- 26:18as I'm sure you know it was it was as far as our business district
- 26:22was concerned, it was everyone south of Washington Street who was affected, right,
- 26:27right, And so there were several business owners who reached out and said,
- 26:30like, we have to close our doors. We obviously we can't operate,
- 26:33right So they lost you know, thousands upon thousands of dollars of revenue
- 26:38that they didn't experience because of that outage. There were certain you know,
- 26:44more service related businesses that exist over there that they were they were coming in
- 26:48and just wearing you know, two or three coats when on those really cold
- 26:51days and still being in the office, or they would send their employees home
- 26:53to work remotely, whatever the case was, because they had, you know,
- 26:56they had a lot going on and they couldn't just stop work in their
- 27:00office. Not only huge inconvenience, but I'm sure it cost. It costs
- 27:03thus business owners a lot of money. So I'm so glad to see that
- 27:07they're all recovering now from that. I'm glad that it was they were able
- 27:10to get it fixed. I mean, I mean, I can't say quickly
- 27:12because you know, I wasn't affected by it. Yeah, I'm sure it
- 27:15didn't feel quickly to those folks. I'm glad that things are up and going
- 27:18again there, but certainly it was not easy on them. Yeah. Absolutely
- 27:22got a text here, and I don't know whether you want to respond to
- 27:25this or not, but I know you're pretty open Gas, so I'm gonna
- 27:26go ahead and read it, and says please ask Rick why the organization didn't
- 27:32have a ribbon cutting on Washington Street West with a new dollar store open the
- 27:37Dollar Tree. Oh, that's a that's an interesting question. You know,
- 27:40typically when it comes to the more chain related businesses, we don't get a
- 27:45lot of reach out from them, especially like the we've said we saw that
- 27:48happen with like years ago, two thousand and nine. I want to say,
- 27:51when Dollar General opened on the East End, you know, we didn't
- 27:53get a lot of reach out from from them, you know, at that
- 27:56corporate level, sometimes it's harder, you know, to to sort of like
- 28:00find the right person to get in touch with. You can't just talk to
- 28:02the manager. Typically it's someone usually higher up. Yeah, it's a little
- 28:04bit different scenario than when you're working with a local, locally owned business where
- 28:08that knows and knows with that person and they they're texting you, you know,
- 28:11directly at you know, eight o'clock at night, saying hey, can
- 28:14you help us do this or whatever. So just sort of a different dynamic.
- 28:17We're always open. I want to make it clear, we're always open
- 28:19for assisting even those more chained businesses that exist in our districts because at the
- 28:23end of the day, that's still you know, revenue for local revenue.
- 28:27Some of that revenue is staying in the same and it employs local it employs
- 28:30local people. That's exactly right. So so never never get that confused.
- 28:34We want to support everyone, but sometimes those dynamics are a little different.
- 28:37When you're looking and as somebody who's done on the other end from the business
- 28:41level, it is kind of difficult because you know, sometimes if you're dealing
- 28:45with it and I don't know that this is necessarily the case here but sometimes
- 28:48you're dealing with somebody in Seattle or Milwaukee's and so. But well, Texas.
- 28:53Three restaurants closed within a block of each other in Elk City in the
- 28:56past year. So other than Dollar Tree, are there any other businesses in
- 28:59the appline to replace those losses to bring people back to the district. It's
- 29:03a great question. So you probably saw the announce maybe saw the announcement,
- 29:07you know where Gonzoberger was. I'm sure that's one of the businesses that this
- 29:08person is referencing. There is a new restaurant going in there. We'll see
- 29:12that open here. I'm hoping in the next couple of months, few months.
- 29:15I don't want to speak for that business owner, but we're open.
- 29:17That'll open soon. Another huge development that's that's in process right now, and
- 29:22I'm sure you saw the announcement, is the old Stat's Hospital building is being
- 29:26fully the first three floors I believe are being fully renovated. Legal Aid is
- 29:30going to be going there and moving their offices there. They're Charleston offices,
- 29:33which I believe is their largest office. I just met with them recently.
- 29:37That's a huge investment that's going to be happening in the Yx City district.
- 29:40I believe over fifty people or seventy people I believe are employed there. So
- 29:44that's seventy new sets of feet on the street every day. I think that
- 29:47will easily attract even more business to come and open up in that particular district.
- 29:52You know, And as far as a couple of the other businesses are
- 29:55concerned, we saw books and Bruce Clothes, you know, a few months
- 29:57back. That's a very that's a very large space as you as you know,
- 30:00there's an advertisement there for the rent with the least amount is you know,
- 30:04we are sort of experiencing like like we mentioned earlier, we're experiencing sort
- 30:08of this this economic uh some in some instances, we're seeing some economic issues
- 30:12with small business owners being able to invest. Right now. That's a large
- 30:15space, and so you know, I know Tay who owns thy Bulla co
- 30:18owns that property among several others. He's working really hard to advertise those properties,
- 30:22and we want to help him any way we possibly can. You know,
- 30:26we we do acknowledge that there there were three businesses that close very quickly,
- 30:30all for different reasons. It wasn't because business wasn't there, right yeah,
- 30:33you know, there's definitely buying power there. But back to my point,
- 30:37I originally made look at these vacant spaces and figure out how we can
- 30:41best help get them filled again. I want to ask you a couple of
- 30:44cool questions about your other job. I don't I like to kind of separate
- 30:45the two, but but there's a couple of things come up. I did
- 30:48want to get your opinion on. First, it's a new school year.
- 30:51The students head back to including your your kids I guess headed back to school
- 30:55in this morning. And uh in Canaana County schools, as far as the
- 31:00school board goes, you lost a member, Ryan White reside because he's going
- 31:04to be running I understand for the Intermediate Court of Appeals. Ryan did a
- 31:10lot of good things with the Bard of Educate huge loss for for our Board
- 31:11of Education. Ryan White obviously cares about every student in this county, but
- 31:18he also cares he cares really deeply about the system in general. And you
- 31:22know, he's also a good close friend of mine and our sons have grown
- 31:25up together. And you know it's gonna be hard to replace Ryan because he
- 31:30brought such an incredible skill set to the board. Being an elected member of
- 31:34that board, asked a lot of questions a lot of us didn't think to
- 31:38ask at times. Really really incredibly intelligent guy, as I mentioned last night,
- 31:44you know, definitely a huge shoes to fill there. We have a
- 31:47big job ahead of us to appoint that seat. How exactly does that work
- 31:51with the border of k So anytime a vacancy occurs, it's sort of twofold.
- 31:56So I'll be as quick as I possibly count this because as a little
- 31:57complicated, when a vacancy occurs, we as a board vote to uh to
- 32:01fill that seat. So we we nominate a person and we vote as a
- 32:05board to fill that seat. Where in this particular instance where we are in
- 32:08the middle of his term, it would be different if it was toward the
- 32:13end of his term, right, But but there is an election coming up,
- 32:15you know, my election is actually coming up. But there are two
- 32:17seats usually open this coming this coming cycle. Where there's an election coming up
- 32:22and he still has two years left, there will have to be a special
- 32:23election. We'll go ahead and appoint that seat. I think we talked about
- 32:27yesterday appointing that on the eighteenth of this month. Going ahead and getting that
- 32:30filled or going through an application process, and there'll be more about that here
- 32:34soon. But but that that that person, if that person chooses to round,
- 32:37that's up to that's up to them. But that third seat, just
- 32:40for this cycle will be up on the ballot. So what will happen is
- 32:45when you go to vote in May, because we're a non part is an
- 32:46election, so the May elections asides. When you go to vote in May,
- 32:51the top three vote getters will continue on for you know, will win
- 32:57keep, either keep or win their seats on the board. Whoever comes in
- 33:00third, well, if I understand correctly, this is what we talked about
- 33:02last night. Whoever comes in third will fill that two year term and then
- 33:06we'll have to run again in two years. It is complicated. It is
- 33:08a little complicated. Which it's not the only complicated thing when it comes to
- 33:12elections for school board's district stuff and all that. It's a different it's a
- 33:15different almost like to see the judicial races. It's a it's an entirely different
- 33:20thing, all right. Final thing here, at a recent Canawa County Board
- 33:23meeting rick during the public comment period, there was a citizen who I will
- 33:27reference does not live in Kanawha County as to speak to the county policy,
- 33:32not the county boards policy, but the the policy made by the US Supreme
- 33:37Court. The county has nothing to do with concerning transgender students and their use
- 33:42of school restrooms. Uh. He went as far this person did as to
- 33:46call for the firing of board members from the daytime jobs. Any comments on
- 33:50that, I mean, I'm I just I don't really comment. I don't
- 33:55like to give folks a lot of breath when it comes to this type of
- 34:00thing. I mean, you know, we we are we want to hear
- 34:04from the public. Right, that is what public That's what delegation time is
- 34:07for. Right for for for our constituents to come and and and give us
- 34:10their concerns. I'm not really interested in being screamed at or yelled at as
- 34:15a as a public servant, especially when like we're literally doing our jobs in
- 34:21that as you just mentioned earlier, Supreme Court has already set the precedent for
- 34:24this. It is a it was a Supreme Court decision, and we are
- 34:29following that precedent. And it's really that simple. And so like I don't
- 34:32know the gentleman, I don't know him. So there's nothing personal whatsoever.
- 34:37It felt I will you know, obviously it filed about a personal in the
- 34:38moment, just from you call for somebody to lose their jobs. I mean,
- 34:43yeah, yeah, that kind of becomes personal. Yeah, And I
- 34:45mean, you know, when they're following the Supreme Court decision not a policy
- 34:49set forth by Knaw County School, correct, And that was very clearly outlined
- 34:53by our general counsel in that meeting before anyone spoke as delegation. So that's
- 34:59really my position on it is that we're doing our jaws by following that precedent.
- 35:04All right, Rick, I appreciate you as always for being here.
- 35:07Give us the information for Charleston Urban Works again work can people learn more about
- 35:09the different projects and so on? And so yes, Well, actually,
- 35:12right now, we're in the process of building our new website. So we
- 35:15lost a staff member a couple months ago, and so it's just me right
- 35:17now, and we're in the process of moving offices and all this kind stuff.
- 35:20So we're a little behind there. But the good news is you can
- 35:22still find all information about us on our Facebook page, which still says Charleston
- 35:25Main Streets. Because Facebook won't allow us to switch the name. I'm not
- 35:29sure what's going on, and HiT's a Facebook thing, trust me. We
- 35:31were dealing with it with one of our radio stations and the building that switched
- 35:35and it's a problem. Yeah. We switched several months ago and it still
- 35:37has the old station listen and we can't do anything about it. We're working
- 35:40on there's not a customer service. So anyway, if you go to our

- 39:23about the West Virginian Navigator program. Sure, So, I work with a
- 39:28nonprofit here in town here in Charleston called First Choice Services. We operate a
- 39:34lot of the social service and behavioral health help lines for West Virginia, so
- 39:38eight four four help for WV for addiction and mental health, the nine eight

- 40:09before the tedline and try to help as many people as possible and cover West
- 40:15Virginia. Day I referenced earlier is designed to get the word out. It's
- 40:19next Tuesday, the ninth. State wide. A lot of groups are hitting
- 40:22the road next week heading out to understand that, Jeremy, about thirty or
- 40:24so different spots all over the Mountain state that does that, correct. Yeah,
- 40:29So it's going to be designed to where we're going to have I think
- 40:31at this point we've got around thirty five different locations around West Virginia to where
- 40:37somebody can just show up to one of those locations and get free assistance.
- 40:40So it's going to be like you said, our January ninth, from ten
- 40:45am to four pm, you can just show up with no appointment and be
- 40:47able to talk with either a navigator or a certified application counselor who is just
- 40:53you know, grant funded to provide free assistance. So if you don't have
- 40:59health insurance, you know, the programs we can help out with is the
- 41:02West Virginia Medicaid program CHIP for Kids, and then the plans on what's called
- 41:07the Health Insurance Marketplace, which has an enrollment deadline for twenty twenty four of
- 41:12January sixteenth. So this is definitely the time of yeer to pay attention and
- 41:16you know, if you don't have insurance, maybe take advantage of this day
- 41:20to get your questions answered. Is there a convenient place, Jeremy, where
- 41:22people can go to find out where because you know, with this station we
- 41:27cover a lot of ground, but we also have listeners in all parts of
- 41:30the state that listen via the apps and the websites whatever. Is there a
- 41:32convenient location where they can go where they can see where these are in their
- 41:36neighborhood, Yeah, definitely. So you can go to our website wz navigator
- 41:40dot com. And then also you can visit the Primary Care Association's website wv
- 41:46PCA dot org and both locations have a list of all the different locations around
- 41:52the state and a little bit more information on what we're doing on cover West
- 41:57Virginia Day. So again it's wv Navigator and you know it's got all the
- 42:02information you'll need to learn a little bit more about it. Well, Jeremy,
- 42:06I know you're busy and it takes a lot to pull this thing off.
- 42:07And that was going to be my final question is how in the world
- 42:09do you get all these different organizations together, get everybody on the same page
- 42:14to kind of get a game plan for an event that's happening. As you
- 42:16said, thirty five locations stay wide. That's got to be a heavy lift,
- 42:20my friend. Yeah, We're going to see how it goes. This
- 42:22is going to be this is the first time we've ever done it. We
- 42:24hope this is going to be an annual thing from here on out. You
- 42:29know, we've done a lot of planning meetings, We've cut a lot of
- 42:30stuff together pretty quickly. But you know, we've got a lot of really
- 42:35great groups around the state that provides this free assistance every day. It's just
- 42:39people may not know about it. So we wanted to bring everybody together all
- 42:43in one day and just really kind of raise awareness around the state about,
- 42:47you know, our uninsured population here in West Virginia and make sure that they
- 42:52know that there are options and that they can go to one of these trusted
- 42:54sources and get their questions answered. All right, it's all going to be
- 42:58next week. Give us that website again. People can find the locations Jeremy
- 43:01sure WV navigator dot com. And then, of course, if you need
- 43:06a little bit more information, you want to talk to somebody, you can
- 43:08call us at three oh four three five six five eight three four three five
- 43:14six five eight three four. All right, Jeremy, program director for West
- 43:16Virginia Choice Services and the head of the West Virginia Navigator program, Big doings

- 43:24lot, all right, thank you Jeremy Smith. Again. The Dave Allen

- 47:24will be on hand. The CEO of LG will be there as well.
- 47:28Nothing more to report at this time. There's special board meeting as I mentioned
- 47:30earlier of the state's Economic Development Authority schedule for one this afternoon leading up to
- 47:36the big announcement. Among the items on the agenda this is their wording to

- 48:22happen. It's been talked about before. Matter of fact, a couple of
- 48:25years ago. That was. I think he's pretty much in my opinion,
- 48:30I could be wrong, James, I think he's pretty much done. I
- 48:31think he's going to go search in the country for the middle as he said.
- 48:36Is that something that you would like to see happen, sir, Well,
- 48:38something's gonna have to happen here in our state and our country. I'm
- 48:45not I like Jim Justice, but I don't think Jim Justice is ready to
- 48:51be a US senator. Okay, Why do you feel that way? Well,
- 48:53I just don't feel he's able to do the job. Be it,
- 48:57Okay. I think he needs to be in politics a little bit longer before
- 49:00we tries to tackle that job. All right, all right, James,

- 49:15But I don't know a whole lot of call centers that pay six figures.
- 49:19But we'll see, we'll see. I will see. Like I have no

- 49:46V one hundred as well, Working Women's Wednesday every Wednesday five at the Red
- 49:51Carpet Lounge on Elizabeth Street in Charleston. I was talking to a friend of
- 49:54mine earlier this morning. Yes, I have friends Jeff, believe it or
- 49:58not, one or two, and they were talking about the number of economic
- 50:04announcements that we've had in West Virginia and this money of mine. He's an
- 50:08older gavit I am, probably late sixties, and he told me that during
- 50:13his lifetime he doesn't remember a time in the state when there are as many
- 50:19have been as many major economic announcements as what there have been, and good
- 50:25and good news announcements for lack of better terms, what we've had the last
- 50:29couple of years. And I will say this editorial comment, now, this
- 50:34is what happens when you elect business people to office. Now I'm going to
- 50:38get those texts that are going to say Biden, Biden by yeah, and
- 50:42I'm not gonna lie. And the economic officials are going to say that some
- 50:45of these things have been because of the Biden administration, but things like new
- 50:49Corps have been in works for a long long time. So and again,
- 50:53they're choosing West Virginia for a reason. And and there's any number of reasons
- 50:59why they're choosing West Virginia. You can talk all you want about Biden and
- 51:04about these things that the Biden administration has done. But that doesn't mean they're
- 51:07coming to West Virginia. Okay. That means that they could put that plan
- 51:09in Texas, or they could put it in Kentucky or Pennsylvania or wherever.
- 51:13They are coming to West Virginia. And when my opinion, when you put
- 51:17people with a proven track record of job creation, this is what you're gonna
- 51:22get, and you're gonna get these kind of announcements. We just hope though,
- 51:25that they all come to Fruition. And we actually they're as big as
- 51:29I mean, New corp Is. They're already coming from New cort To Trust
- 51:31me, I live in Putnam County. I see it every day. They're
- 51:34already coming Mason County as well. So we just hope and all of these
- 51:37things, or at least a great number of that happened on the watch of
- 51:40Governor Jim Justice. And a lot of people may not agree with that,
- 51:44maybe they don't like the governor or whatever, but I mean, don't think
- 51:46he's not going to capitalize that when the advertising rolls out. A quick note
- 51:51here, Charleston City Council meets tonight the Mayor's annual State of the City is
- 51:53expected to be on the agenda. One of the expected items up for vote
