How do you use edible glitter on Halloween cookies so it actually stays on? Glitter needs something wet to grab, and that is the whole trick. It sticks to icing while the icing is still wet and glossy. Once royal icing has flashed over and gone matte, the surface is closed and anything you shake at it slides off. So ice 3 or 4 cookies, glitter those, then ice the next 3 or 4 — or let the base coat set completely and pipe one fresh detail on top later, glittering only that.
