  All Americans, not only in the states most heavily affected,

  but in every place in this country, are rightly disturbed

  by the large numbers of illegal aliens entering our country.

  The jobs they hold might otherwise be held by citizens or

  legal immigrants. The public service they use
• 0:18
  impose burdens on our taxpayers. That's why our administration
• 0:22
  has moved aggressively to secure our borders more by hiring a
• 0:25
  record number of new border guards, by deporting twice as
• 0:28
  many criminal aliens as ever before, by cracking down on
• 0:31
  illegal hiring, by barring welfare benefits to illegal
• 0:35
  aliens. In the budget I will present to
• 0:38
  you, we will try to do more to speed the deportation of illegal
• 0:41
  aliens who are arrested for crimes, to better identify
• 0:44
  illegal aliens in the workplace, as recommended by the Commission
• 0:48
  headed by former Congresswoman Barbara Jordan.

  We are a nation of immigrants, but we are also a nation of
• 0:55
  laws. Even as we are a nation of
• 0:58
  immigrants, we're also a nation of laws.

  Undocumented workers broke our immigration laws, and I believe
• 1:05
  that they must be held accountable, especially those
• 1:08
  who may be dangerous. When I took office, I committed
• 1:11
  to fixing this broken immigration system, and I began
• 1:15
  by doing what I could to secure our borders.

  But today, our immigration system is broken, and everybody
• 1:21
  knows it. There are actions I have the
• 1:23
  legal authority to take as president.

  Tonight, I'm announcing those actions.

  We'll build on our progress at the border with additional
• 1:32
  resources for our law enforcement personnel so that
• 1:36
  they can stem the flow of illegal crossings and speed the
• 1:39
  return of those who do crossover.

  If you're a criminal, you'll be deported.
• 1:45
  If you plan to enter the US illegally, your chances of
• 1:48
  getting caught and sent back just went up.

  We expect people who live in this country to play by the
• 1:53
  rules. We expect that those who cut the
• 1:56
  line will not be unfairly rewarded.

  The actions I'm taking are not only lawful for the kinds of
• 2:02
  actions taken by every single Republican president and every
• 2:06
  single Democratic president for the past half century.

  And to those members of Congress who questioned my authority to
• 2:13
  make our immigration system work better, question my authority to
• 2:16
  question my authority to question my authority to
• 2:18
  question my authority or question the wisdom of me acting
• 2:21
  or Congress has failed. I have one answer.
