A man accused of killing his ex-girlfriend inside a car on July 4th in Temple Hills has turned himself in and now faces first- and second-degree murder charges. The victim, Dakota Keys, was pronounced dead at the scene. Terrence Penn Junior, who fled after the shooting, is being held without bond.
