Transcript
- 0:00Speaker 1: Now the NT Planning Commission has released the first draft
- 0:03Speaker 1: of the Greater Holts Area Plan for comment now. This
- 0:06Speaker 1: is the second part of a three stage process to
- 0:09Speaker 1: develop an area plan for Greater Holts, which includes Holts Kowandi,
- 0:13Speaker 1: Holtz North and Howard Springs North. Now joining me on
- 0:17Speaker 1: the show is the Northern Territories Planning Commission Chairman Dr
- 0:21Speaker 1: David Ritchie. Good morning to you, David.
- 0:23Speaker 2: Good morning Katie.
- 0:24Speaker 3: Great to be with you.
- 0:25Speaker 1: Yeah, great to have you on the show. David. How
- 0:28Speaker 1: has this draft all been put together?
- 0:32Speaker 2: Well, this draft has followed from a couple of previous
- 0:37Speaker 2: plans and the first one we did an area plan
- 0:41Speaker 2: for the whole of the area from right up to
- 0:47Speaker 2: concluding what was now the Holtz North to Wandi, but
- 0:50Speaker 2: also for a number of other areas around Palmerston. And
- 0:54Speaker 2: if you remember back then it was the last year
- 0:56Speaker 2: there was a lot of controversies who were worrying about
- 0:59Speaker 2: this mean Parmeston's going to grow out to this huge,
- 1:02Speaker 2: huge boundary and a lot of the feedback we got
- 1:06Speaker 2: from that last year has then set into the first
- 1:08Speaker 2: stage of this plan. So and in addition to that,
- 1:12Speaker 2: there's been a plan done for pulse back in twenty sixteen.
- 1:15Speaker 2: So this area has been subject to a lot of
- 1:19Speaker 2: planning consultation. So we're getting people out there that really
- 1:23Speaker 2: are across a lot of the details. We've getting pretty
- 1:27Speaker 2: high quality responses as a results, as well as some
- 1:29Speaker 2: people of course, who are just over it.
- 1:31Speaker 1: Well, David, you're right that it does feel as though
- 1:33Speaker 1: there's been so much planning, you know, for this area.
- 1:37Speaker 1: But I guess rightly so, because it is going to
- 1:39Speaker 1: be the area where we do see quite a bit
- 1:42Speaker 1: of expansion as the population grows, isn't that.
- 1:47Speaker 3: Well, it's the area that has always been on the
- 1:51Speaker 3: books except for the defense use of that Kuwandi aerial farm,
- 1:58Speaker 3: and it's only in very it's only posts the twenty
- 2:01Speaker 3: sixteen Hortz Plan.
- 2:03Speaker 2: That they've said, look, we actually don't want it and
- 2:05Speaker 2: we're happy for it to be handed back to the
- 2:08Speaker 2: territory for this kind of development. So that opportunity then
- 2:13Speaker 2: meant that it could link with the other Crown land
- 2:16Speaker 2: around it, which had been told for exactly this purpose
- 2:19Speaker 2: without any development on it, and just so close to
- 2:23Speaker 2: the Parmesan city center and to Yarrawonga and a lot
- 2:27Speaker 2: of areas that have got plenty of capacity to develop
- 2:31Speaker 2: to meet a bigger population. That's there's been literally a
- 2:35Speaker 2: couple of kilometers of them.
- 2:36Speaker 1: What are some of the concerns that have been raised
- 2:39Speaker 1: throughout the process that's already been gone through.
- 2:43Speaker 2: I think the biggest concern was that this was this
- 2:47Speaker 2: was a president that was going to a road just
- 2:51Speaker 2: the idea of over a kind of a perier, and
- 2:55Speaker 2: that's you know, rural lifestyle which been developed right from
- 3:02Speaker 2: the beginning, particularly in Howard Springs and down Virginia Road,
- 3:06Speaker 2: and people that had developed and bought blocks for that reason, Well,
- 3:11Speaker 2: this suddenly changes everything we've expected. And I think that
- 3:14Speaker 2: putting taking off, the first thing we're able to do
- 3:18Speaker 2: is to say, look Virginia and that whole that the
- 3:20Speaker 2: area down Virginia Road is just not going to be developed,
- 3:22Speaker 2: and neither is Virginia Road going to be made a
- 3:25Speaker 2: major arterial. And that reassured that particular group. Then there
- 3:30Speaker 2: was the I think very real concerns from people living
- 3:33Speaker 2: around Howard Springs that in initial draft plans that whole
- 3:38Speaker 2: of that pine forest area had been colored pink, which
- 3:41Speaker 2: is the color that planners used to show that it's
- 3:45Speaker 2: it's potential for kind of intensive residential development. And as
- 3:50Speaker 2: a direct result of the feedback and I say very
- 3:53Speaker 2: strong feedback that we've had about that, that's been taken
- 3:56Speaker 2: off the table and tell you see this draft just
- 3:59Speaker 2: basically says that is we've been convinced and I think
- 4:03Speaker 2: it was really a no brainer that that's the potential
- 4:06Speaker 2: of that that mature pine forest of native of native
- 4:12Speaker 2: cycross pine with its shade, and it's that that is
- 4:15Speaker 2: just such an amazing resource it would be absolutely criminal
- 4:19Speaker 2: carve it up to the lot and so that's retained
- 4:22Speaker 2: for open space at butts under the nature the nature
- 4:26Speaker 2: part and in addition to that, we've we've taken on
- 4:30Speaker 2: board the idea of that trying to make this different,
- 4:33Speaker 2: tremendous thing in Parmerston, we were new this is being
- 4:37Speaker 2: planned in the twenty first century. Palmerston was planned really
- 4:41Speaker 2: in the mid twentieth century. And it's to take a
- 4:47Speaker 2: lot more notice of the potential of bringing people close
- 4:51Speaker 2: to the natural environment, which which existing landowners out there
- 4:54Speaker 2: of course value.
- 4:56Speaker 1: David, Where can people go now if they are still
- 4:59Speaker 1: keen to to have their say and look at the
- 5:02Speaker 1: latest draft, Well, the.
- 5:05Speaker 2: Best thing to do if you're putting things in writing,
- 5:09Speaker 2: then have your say sart on, have your say one
- 5:12Speaker 2: word anti dot au and there's there's our email int
- 5:17Speaker 2: PC at int dot dot you. We'll actually have planning
- 5:21Speaker 2: teams out in the Parmison Shopping Center on Saturday the
- 5:25Speaker 2: nineteenth building, the shops on the twentieth and Howard Spring
- 5:29Speaker 2: Shops on the twenty fourth, where you can just talk
- 5:32Speaker 2: to people about it too, and anything that you've got
- 5:35Speaker 2: to you could just do it verbally hand over something
- 5:38Speaker 2: in that period which we pretty well. We want to
- 5:42Speaker 2: get this in before the school holidays, so we're saying
- 5:45Speaker 2: see you can get in by the ninth of December.
- 5:48Speaker 1: Well, doctor David Richie, the Northern Territories Planning Commission Chairman,
- 5:52Speaker 1: really appreciate your time this morning. Thanks so much for
- 5:55Speaker 1: coming on the show and chatting with us.
