The FCC ordered Disney to file renewal applications for ABC's eight owned stations years ahead of schedule, two years early for the earliest of them and as much as five for the latest, and on July 28 thirteen former FCC officials appointed by presidents of both parties told the Commission in its own docket that the proceeding is unprecedented and unconstitutional.
