  President Trump and Elon Musk have launched a public campaign
• 1:27
  against Social Security. Mr. Musk is calling Social
• 1:31
  Security a Ponzi scheme, and both he and President Trump are
• 1:37
  spreading widely discredited lies about the program and its
• 1:41
  integrity. But the facts don't add up.

  Let me read just a few of the countless news headlines
• 1:48
  debunking their false claims. The Associated Press says 10s of
• 1:53
  millions of dead people aren't getting Social Security checks
• 1:56
  despite Trump and Musk claims. ABC News says Musk misreads
• 2:02
  Social Security data Millions of dead people are not getting
• 2:06
  benefits, experts say. CBS News says news Social
• 2:11
  Security chief refutes claims of deceased people over 100 years
• 2:17
  get 100 years old getting checks The Washington Post says Elon
• 2:22
  Musk claims of Social Security fraud don't hold up, and here's
• 2:26
  why. And The New York Times says
• 2:30
  millions of dead people on Social Security.
• 2:32
  The agency's own data says otherwise, and in fact, the
• 2:38
  claims by Elon Musk are based on complete misunderstanding of
• 2:42
  Social Security's data systems, which often lack complete birth
• 2:46
  and death information for people born before 1920, before Social
• 2:52
  Security was established and long before electronic records
• 2:57
  were kept. A 2023 Inspector General report
• 3:01
  said that almost none of these people born before 1920 with
• 3:06
  misinformation are paid benefits.
• 3:11
  But my constituents are also worried.
• 3:13
  Worried because the Trump administration is taking a
• 3:16
  Wrecking Ball to the Social Security Administration.
• 3:19
  Far from making the agency more efficient, they are undermining
• 3:24
  its ability to serve the public. And why are they trying to
• 3:27
  destroy the Social Security Administration?
• 3:31
  It's the first step of a long standing effort by Republicans
• 3:35
  to dismantle trust in Social Security and slash benefits.
• 3:40
  The Trump administration wants to close Social Security offices
• 3:45
  across the nation and slash the agency's workforce by nearly one
• 3:50
  in eight employees. Social Security Administration
• 3:56
  This administration is already at A50 year staffing low due to
• 4:01
  years of underfunding, and it's serving more beneficiaries than
• 4:06
  ever. How will gutting its workforce
• 4:10
  help it to serve the American people?
• 4:14
  While the answer is that it doesn't, and in fact, it's very
• 4:18
  likely a move to undermine confidence so that the Trump
• 4:23
  administration can privatize it. And with that I yield back.

  Memory yields back. I now recognize Miss Moore for 5

  minutes to strike the last quarter.

  Member and Members, I am reminded of what Maya Angelou

  are, believe them the first time.

  And then, of course, Rachel Maddow, who is a news

  commentator on MSNBC often says you need to watch what people do

  and not what they say. And I think that that's those
• 5:10
  are very helpful admonitions in view of this discussion here

  today. We have our Republican
• 5:20
  colleagues swearing that Donald Trump will not do anything to
• 5:26
  Social Security. And, you know, from your lips to
• 5:28
  guys ears, let's hope, you know, I'm on your side.
• 5:31
  I'm hoping that you're right. But we have known that
• 5:37
  Republicans have long wanted to destroy Social Security and
• 5:42
  really privatize it. As a matter of fact, former
• 5:47
  chair of this committee, my good friend Paul Ryan from Wisconsin,
• 5:52
  openly tried to privatize Social Security.
• 5:56
  My own Senator Johnson was the first person I ever heard called
• 6:00
  it a Ponzi scheme long before, before Elon Musk was on the
• 6:06
  scene. And Mick Mulvaney, during the
• 6:10
  Trump One administration who was a former chief of staff,
• 6:15
  testified before the Joint Economic Committee that, yes, we
• 6:19
  need to go after Social Security because just like Jesse James
• 6:25
  robbed banks because that's where the money is.
• 6:30
  And so I am, you know, I'm not convinced that that they're not
• 6:34
  going to do it. Musk has just basically said we
• 6:37
  need to go after entitlement spending, which he designates
• 6:41
  the Social Security and Medicare.
• 6:44
  So I think that it's important for that our Republican friends
• 6:49
  not to be willfully ignorant to be useful idiots about this, you
• 6:56
  know, And so so that's what they say.
• 6:58
  What the what are they doing? Let's look at that.

  This this CR that we passed just yesterday.

  In order to flat fund the operations of the Social
• 7:13
  Security Administration, we would have had to have added
• 7:15
  $600 million. Instead of adding the $600.00
• 7:21
  just to flat fund the agency, they cut it by an additional 100
• 7:25
  million. That's $700 million.
• 7:28
  Watch what they do. You know, you're trying to save
• 7:31
  Social Security, but you want to destroy customer service.
• 7:35
  We heard of Mr. Estes, the new chairman of the subcommittee,
• 7:39
  talk about how awful the customer service is.
• 7:42
  Well, yeah, but that is part of the scheme to undermine Social
• 7:48
  Security to the point that people lose faith in it.
• 7:52
  As a matter of fact, Martin O'Neill Malley sent me this
• 7:55
  text. He says they just want to wreck
• 7:58
  it so they can rob it. And now with this CR and the
• 8:01
  mass firings taking place of Social Security as we speak,
• 8:06
  they are destroying customer service for the American people,
• 8:09
  driving this agency to collapse and putting at grave and serious
• 8:13
  risks the monthly benefits of 72 million Americans as the former
• 8:17
  commissioner of Social Security, Martin O'Malley.
• 8:23
  And then the President Trump tells us that he's going to cut
• 8:26
  taxes on Social Security. Well, that really sounds great.
• 8:31
  Send people, I heard $5000 checks.
• 8:35
  That really sounds great. And that of course, would help
• 8:38
  people making twenty, $30,000 immediately.
• 8:41
  But in the long run, they would be hurt the most and wealthy
• 8:45
  people would be helped the most. But in the meantime, it would
• 8:49
  cost the trust fund $1.5 trillion to do that.
• 8:56
  You know, watch what they do, not what they say.
• 8:59
  That would undermine Social Security tremendously.

  The Social Security payment accuracy is about 99 point 8.8%
• 9:11
  so I don't know how much of waste, fraud and abuse can be
• 9:15
  found in it. This really the last point that
• 9:20
  I want to make is that Elon Musk is a tech tycoon and I wondered
• 9:27
  what the value of this data is to him.
• 9:31
  It's immeasurable. So this is a serious conflict of
• 9:35
  interest for this man to have Social Security data when he is
• 9:39
  a tech tycoon. Numbers time has expired.
