- 1:48City Council Emit Peppery is going to join us. Charleston has one of the
- 1:53largest and we talked about this on the show in the past, one of
- 1:56the largest city councils in America. I mean we're talking numbers, and there
- 2:00are major metropolitan cities that don't have as many city council people as Charleston has.
- 2:07And there's been some that have said we got too many we need to
- 2:10administer it a little bit, knocking down a few notches. We don't need
- 2:14nearly thirty city council people in Charleston, So we're going to get Emmitt Pepper's
- 2:19take on that, plus some other things going out of the city as well.
- 2:21Kim Mason from the West Virginia Secretary of State's Office is going to join
- 2:23us. They have got an effort going to try to combat human trafficking.
- 2:29And you think that is something that doesn't happen in West Virginia, Well,
- 2:31it certainly is something that happens in West Virginia. So the Secretary of State's
- 2:35Office has got a new program out working with businesses to talk about that.
- 2:38Kim Mason from the office is going Jonas Plus or is recently just a couple

- 2:57Annual Trick or Beat powered by Todd, Judy Mo tonight two sessions at Gomart
- 3:00Ballpark and they are completely sold out. Sorry, folks, that's why we
- 3:06tell you to get those tickets ahead of time. We hope you did,
- 3:07because you can't be admitted. The kids can't be without a ticket, and
- 3:10they are gone. In the words of the famed Chicago White Sox announcer the
- 3:15Hawk Ken Harrelson, they gone g money for one O seven three to beat.
- 3:20Joined us right now via the Big Lee Pigley Wiggly Hotline to talk about
- 3:23it. G Good morning. How are you sir? Hey, good morning,
- 3:24Dave. How you doing doing five man? It's Team minus. Well
- 3:29less than twelve hours. We're gonna have about three or four thousand kids over
- 3:32at Gomark Ballpark. Tonight's the big night. Yes it is, David.
- 3:37You know, I am so excited. Actually, I get excited for all
- 3:39of our events, but you know, this is one of our biggest events
- 3:43that we put on for the city. And I woke up this morning and
- 3:46I was like, Okay, I am ready to go. I'm trying to
- 3:50find out what costume I'm gonna put on tonight, because you know, I
- 3:53like to dress up for the kids. While I'm handing out candy, because
- 3:55again, this is one of our biggest events that we put on for the
- 3:59city. Yeah. Indeed, this is the seventeenth annual event. How many
- 4:03have you been involved with, Dave, I've been since day one. I
- 4:09just want to make sure yes. Seventeen years ago, you know, we
- 4:13had one of our coworkers, she had had a baby a year before and
- 4:17her child was a year old, and she was like, you know,
- 4:19she went to Woody and she went to our vice president at the time,
- 4:25and she was like, listen, you know I do the night show.
- 4:28I want to take my child to trick or treating, but I can't because
- 4:31I'm on a radio. So she came up with this idea. She was
- 4:35like, well, why don't we just get together and provide a safe environment
- 4:40for the kids to trick or treat. So for that first year, we
- 4:43just actually we went around and we went to all kinds of businesses, you
- 4:47know, asking them, hey, do you want to donate candy. We
- 4:49went to all of the piece of places and it's like, hey, can
- 4:53you donate pieces? You know, this is what we're doing. So this
- 4:57is how Trick or Beat started seventeen years ago go. You know, we
- 5:00got out there and we did the leg work and as you can see now
- 5:03from that from then until now, we have grown tremendously. I mean,
- 5:09we have a lot of businesses that's jumped on board. And of course DoD
- 5:14Judy, he's one of our biggest you know, we go to him and
- 5:16say, hey, we're doing this for the kids. Todd Judy is jumping
- 5:19on board. So you know, this thing has grown over the last seventeen
- 5:24years and you know, hopefully it will continue to grow. And of course
- 5:28the other sponsors, as you said, Todd Judy is the main note pun
- 5:31intend of, the main driver behind this whole thing. But the Charleston Dirty
- 5:34Bird Selango law Aight is the outlet. New Beginning Learning Academy, I hoped,
- 5:39the Charleston Police Department of the City of Charleston, Goodwill, West Virginia
- 5:43I Consultants' Family Care Health Centers, Doug scaff West Virginia Health, Right Norfolk
- 5:47Southern Ten and Ten Inc. Polca, Valley Bank, Charleston Childcare Learning Center,
- 5:51Kidderoo's Ace's Coalition of Charleston, all making this thing possible. Two sessions
- 5:58tonight now one is and the others of seven thirty. As we said,
- 6:01well over three thousand kids are expected to be there. Other than just the
- 6:06smiles and the fun that the kids get to have, what's the highlight for
- 6:10g Money in this whole thing. The highlight for me again if seeing the
- 6:15kids come and dressed in their costumes, seend them with that big smile on
- 6:18their face when we give them candy, because we just don't give them one
- 6:21piece. We give them handfuls of candy. And you know, to see
- 6:26them walk around the concourse at the ballpark and just get candy, I mean,
- 6:31it's so it's enjoyable. And then at the end they get to have
- 6:35pizza. So after they walk around the whole concourse that the last stop is
- 6:42the pizza stop, they give a pizza drink and then they can go home
- 6:45and enjoy their evening. Yeah, exactly. And you know the weather g
- 6:48again we're talking g Money from the beat about the night's trick or beat.
- 6:51The weather's going to be fantastic tonight. You couldn't ask for better weather because
- 6:56you never know when you're dealing with October. Because I think for the actual
- 7:00trick or treat night, temperature is going to be raining in the forties,
- 7:01I think or something like that. So it's gonna be as a start time,
- 7:05it's gonna be about seventy seventy five degrees. Couldn't ask for better weather.
- 7:09And for the ones, hopefully they got their tickets because it's completely sold
- 7:14out. Yeah, but the ticket there was zero. They're zero. But
- 7:18it's just another example. And we don't want to patter ourselves on the back
- 7:21too much do because we do it for the community. But it's just another
- 7:25example of what this company, a West Virginia based company, wv RC Media
- 7:30does in giving back to the communities. And you're right about that, David.
- 7:33That's one thing that I want to speak on, you know, I
- 7:35mean me Woody dj Ac Right. We just appreciate you know, when we
- 7:41throw, when our events go on, we bring out the whole building,
- 7:46Yep, the whole Western Gini Radio Corporation, Media, The whole building comes
- 7:49out. So we get a lot of support from all of our co workers
- 7:53right there in the building along with all of our sponsors. And I got
- 7:57to say, you know, the ballpark been with us since day one,
- 8:01seventeen years. Big shout out to Andy, say over there, I'm telling
- 8:05you they do a great job and you know, providing everything that we need
- 8:09to sit up and everything. So big shout out to them, big shout
- 8:13out to Andy. He works with us like he is is great. And
- 8:16all of our stations, as you said, are going to be representative folks
- 8:20for Metro News will be there. The WCCHS Network V one hundred, our
- 8:24new country station KZ Charleston's ESPN Radio Superstar Country KWS nine eighty seven, the
- 8:31Mountain, the office staff, the sales team, management engineering, we're all
- 8:35there tonight. As what he would say, we outside, what he's working,
- 8:39what he's working with me on things like that to say it doesn't sound
- 8:41as cool as when he says, but but we outside. So hats off
- 8:46again to Woody and act Right and everyone for making this possible. And also
- 8:50I want to give a big shout out to our promotions department here headed up
- 8:52by Ashley Prows and Matt Guitar Murphy, because them and Loewen and Leah and
- 8:56the folks out front, they do a fantast a job of putting this because
- 9:01it's one thing to show up tonight, and as you know you've been involved
- 9:05in the concert business for some time. I always say the show is the
- 9:07easy party. It's the weeks leading up to it and the sponsors, and
- 9:13they were running around like crazy yesterday running to this place in that place,
- 9:16of picking up candy and so on and so forth. So hats off to
- 9:20all of the staff here. This is not something that anybody in our company
- 9:22gets paid any extra to do. We just do it for the love of
- 9:26the community. Gee, exactly, that's what we do. And like you
- 9:28say, it wouldn't be possible, you know, me myself, DJC right
- 9:33Woodie. We can't take all the credit because you know, like you say,
- 9:37Matt, he's out there running around Ashley Leah Lawrence. Now, I
- 9:41mean everybody is out here running around to make sure that this thing happens,
- 9:46and it's going to happen. Yep, indeed it is. And again it
- 9:48is completely sold out. We'll see you there tonight. Gee. I appreciate
- 9:52you taking time to You're probably happy to be able to sit down and make
- 9:56a quick phone call because I know you've got to get right back and get
- 9:58into prep mode the night. We'll see it to ballpark tonight. Man,
- 10:01thanks a lot, Thank you. Dave had g Money again from the Beat
- 10:05seventeenth Annual Trick or Beat happening tonight at Gomart Ballpark. It is powered by
- 10:09Todd Judy Motors. And again for the final time, I'll say the Dirty
- 10:13Birds, City of Charleston, Selango, law A to Z Outlet, New
- 10:16Beginning Learning Academy, I Hot, the Charleston Police Department, Goodwill, West
- 10:20Virginia, I Consultants' Family, Family Care Health Centers, Doug scaff West Virginia
- 10:26Health, Right Norfolk Southern Ten and Ten Inc. PoCA Valley Bank, Charleston
- 10:31Childcare Learning Center, Kidderoo's Ace's Coalition of Charleston and our sister station one of
- 10:35the seven three to Beat, and all of our stations make it it all
- 10:37possible to And I don't folks, I got to bring this up and then
- 10:41we'll go to break and we'll bring in Charleston Any Council, nim Oft Pepper.
- 10:45I don't want to bring any negativity into this, but I do need
- 10:48to say this. This is a free event for the kids, and up
- 10:52until yesterday we had tickets available at several locations and we told you all about
- 10:58it. We had them here at eleven eleven, but we also had a
- 11:00Todd Judy and several other locations as well. The tickets are all gone,
- 11:05and we apologize for that, but we're talking well over three to four thousand
- 11:09kids that are going to be there tonight. It's a free event, and
- 11:13the reason that we put the tickets out there is just so we have a
- 11:15head count so we can go to our sponsor and go, hey, this
- 11:18is how it is so much candy that we need for this event. So
- 11:20for the unfortunately, I got to throw this out there. For this second
- 11:26or third year, we've had reports of people taking the free tickets that we
- 11:33give out courtesy of our sponsors and trying to sell them online. So if
- 11:37you see that posted somewhere, give us a call here and we will make
- 11:43sure that that person or people's never attend another Trick or Beat or any promotions
- 11:50that we sponsor. Again, not trying to be that negative, but it's
- 11:52that simple. It just kind of pees you off a little bit, you
- 11:54know, when you sponsors donate their time and they donate their money whatever,
- 12:00and the tickets are free. But yet we have people and we again second
- 12:03or third year, we've had reports of people trying to sell the tickets online
- 12:07for a free event for the kids. So just not cool, not cool
- 12:13at all. Dave Allen Show is brought to you in part by QC Kanetics

- 15:09well noted noted Woodie g Noted Tex says, Dave only getting up solver people
- 15:16selling their tickets to make money. Dave, I thought you were an unabashed
- 15:18capitalist. One gives, well, but it's for charity, Okay, A
- 15:24good point. I always say, I'm the world's altered. What are you
- 15:26laughing at over there? As council person Emmitt Pepper's over are laughing at me?
- 15:31You know it's for charity, Okay, it's you know, there's a
- 15:35line. Tex says, there's a dead deer on Old Root sixty near the
- 15:41entrance to Charleston, has been there for almost four weeks and scavengers who've got
- 15:45him down to a skeleton. Come on, mayor as well traveled Emmitt Pepper,
- 15:50who's the director of Deer carcass Removal for the City of Charleston councilman.
- 15:54How are you, sir, I'm doing great. Thanks for having me on,
- 15:56Thank you for being here. Can you make a note of that and
- 15:58get that Actually it's what they said. Yeah, it's on sixty towards the
- 16:04entrance to Charleston. It is what they said. And I know that that
- 16:08Tina and the folks at the Mayor's office listen every day, so so that
- 16:15is it's kind of a state road issue. But maybe they can make a
- 16:18phone call. One of the things I want to ask you about this when
- 16:21I got several things I want to talk to a councilanim Pepper about. The
- 16:23First of all, I me just say I was walking a couple of weeks
- 16:26last week. I think it was two weeks ago. Was last week.
- 16:27I was walking down the street and I was over in the Elk City district.
- 16:32I had just come meeting from somebody from lunching and walking down and I
- 16:34saw you having lunch. Yet Now where were you having lunch at the always
- 16:40forget the name of the the first time I had been there? Okay,
- 16:41you were sitting in the window eating their ice cream plates over there. Yeah,
- 16:45okay, all right, okay, well, I was gonna say,
- 16:48you know, you could have at least offered to buy me a burger.
- 16:52I mean, ethical standards society, I can be bought for the price of
- 16:56a cheeseburg. I'd already had lunch. I'm just mass weve I already had.
- 16:59But let's talk about the size of city council. Councilman, it is
- 17:04quite large. It's one of the largest city councils in America. This is
- 17:08not something new. I'm presuming this has been that way since the beginning of
- 17:12the City of Charleston, or at least at some point. Only a couple
- 17:17of major cities have a council the size that Charleston has. And you can
- 17:22go to you know, and I'm just kind of just throwing out city names
- 17:26here. I'm you know, Vegas, Dallas, you know, Pittsburgh,
- 17:30whatever. They don't have the size of the city council that Charleston has.
- 17:33Now, you are a proponent I understand of keeping council the size that it
- 17:37is now. And how many city council people do we have? We have
- 17:38twenty six. There's twenty ward council members and six out large. I'm one
- 17:42of the six outlines okay, and you're a proponent, I think it's fair
- 17:45to say of keeping it the size that it is. Now, why is
- 17:48that? I like, I think it's good that we have a lot of
- 17:49people involved in the government. I think it's good that we have a large
- 17:55city council. There's no question we have one of the largest in the countries.
- 17:59You know, depending on how you counted, I think we're either the
- 18:02seventh or the fourteenth largest, and so so, yeah, there's no question
- 18:07that we are we are large. The question I have is to what is
- 18:11that bad? And if we think it's bad, why do we think what
- 18:15is the problem we think is created by that. I haven't really gotten great
- 18:18answers on that. The people I've heard from who are the kind of most
- 18:22adamant, like why this is ridiculous it's a large council. The people I
- 18:26hear from on that are the ones who I think are used to having easy
- 18:32access to power and and frankly are annoyed they have to talk to so many
- 18:37of us. And and so I think, you know, the people who
- 18:42live in the wards and who know their word member and who have a close
- 18:48connection with folks on city council I've heard from a lot of people that they
- 18:52really like having that they don't you know. I was at an event over
- 18:56the weekend at the book fair and there's somebody there who recognize me and started
- 19:00talking to me, and I said, Hey, what do you think about
- 19:02this council size thing? She says, Look, I live in North Charleston.
- 19:06We feel forgotten, and I would worry that if we had a fewer
- 19:11council members that we would feel even more forgotten. And and so I think
- 19:14that there's a power in being able to have, you know, easy access
- 19:18to our our members of council. And I think that's a good thing.
- 19:21By the way, a texture because both of us apparently had brain lock there.
- 19:23We couldn remember the night's Dancing Dog Caste Doug, thank you out on.
- 19:27Both of us had an opera and I apologize to folks a dancing dog,
- 19:30but we could not remember. So how much expense is this with city
- 19:34council? I mean, what do you? I mean, let's face it,
- 19:37you guys ain't ain't going to go buy a new bins or or uh
- 19:41or or retire on what you make at city council. What what do city
- 19:45council people get paid, and how much would expense factor into the number of
- 19:49council people we have. Yeah, I mean, so you know that's something
- 19:52that comes up we get. Uh, well, the total cost of council
- 19:56that's budgeted is about four hundred thousand, over four hundred th dollars. The
- 20:02last year that I think that we have numbers that were actual that I have
- 20:03numbers anyway that were actual was about three hundred and fifty thousand dollars. So
- 20:07it's in that ballpark. So you know, we're getting a pretty good deal
- 20:11I think to have twenty six people who you know, it is part time,
- 20:15but it's not you know, we're not it's certainly we're not getting paid
- 20:18all the time for all the work we're doing them the meeting last week,
- 20:21But if you're doing your job right, no, you're you're working far more
- 20:23than that. That's right. Yeah, which I think I needed to rupt
- 20:26you the meeting last night. Go ahead. Yeah, the meeting last night
- 20:30was about the city council size. That wasn't a paid meeting. Yeah.
- 20:32We get paid two hundred and fifty dollars per meeting when we have our regular
- 20:36meetings, which are twice a month and there's I think one extra one each
- 20:38year. Okay, So I think the mayor and we've talked about it on
- 20:42the show. Mayor good One has been on the show in the past and
- 20:45she said that she's open to the idea of discussing downsizing council a little bit,
- 20:49but ultimately it's up to you guys, right, is that the way
- 20:52it works? Yeah, well, it's up to us. And then it
- 20:56was interesting to learn to learn last night. You know, any any change
- 20:59to the chart, which I think would be required for most of the any
- 21:03changes to the size of council, if if we can change the charter on
- 21:08our own, but if one person, uh and the whole entire city of
- 21:11Charleston comes and says, I don't like this, then it has to It
- 21:15goes to a full vote, gets a full vote of the council of the
- 21:18of the city of the city, so every voter gets to vote on It
- 21:22would have to be like a referendum or something or like almost like a levy
- 21:25election type thing. What it would be like a special special thing there on
- 21:29the beolt. I just think it's it's interesting and I wonder and you certainly
- 21:33weren't around when the charter was written and I wasn't either, But I'm wondering
- 21:37what was their concept back then of having a council so large, And maybe
- 21:41it is, like you said, the original idea was to pretty much everybody
- 21:45and no matter where they live. You mentioned North Charleston for example. You
- 21:48have access to your own council person, per se. Not to say that
- 21:52the other that you can't, you know, take concern from somebody who's not
- 21:56in your district, because you guys are council people and you get it all
- 22:00the time. I'm sure as you mention being at a public event, and
- 22:03I will say this as somebody who I've known several people that have that have
- 22:08served on councils and various points, and not only in Charleson, but other
- 22:12places. I had a cousin who was the president of the school board in
- 22:15another county, and I can tell you you're not just if you're doing your
- 22:21job right, You're not just working on meeting night, because I can tell
- 22:25you that my cousin, I'm referring to its phone rang seven days a week
- 22:27with somebody complaining about something, which is what you're there for. You sign
- 22:32up for. But anybody that thinks, well, this is just if you're
- 22:34doing the job right, you're working doing something council related seven days a week,
- 22:38I would think, oh yeah, yeah, absolutely here from people all
- 22:41the time. Yeah, So what do you hear when you talk to people,
- 22:45I mean other You said that you've had people somebody the book fair but
- 22:48said that they really liked it. What do you hear from other people out
- 22:51there? Yeah? I mean, first off, this is not the issue
- 22:53that we're hearing from people about. This is not people aren't on their own
- 22:57saying oh gosh, you know every once in a while, it's against those
- 23:00people who are kind of used to the access to power, I think,
- 23:03but most people are this is not the top issue for them. Yeah,
- 23:07it's other things that you probably talk about in the show and that you could
- 23:10guess. But you know, when I ask people about it, like I
- 23:12said, I you know, I've I've been reaching out to people kind of
- 23:15interested in their thoughts. People are, first, I think, are kind
- 23:18of surprised if they're if you're that used to a counsel this large. But
- 23:22in terms of the people who live here and are used to it, again,
- 23:27I think that they like being able to have access to Dave Allen shows
- 23:32brought to you probably a general hardware lumber of Windfield, from kitchens to paint,
- 23:34sedk, straight framing, would roofie metal, and anything else you need,
- 23:37you'll find a general hardware number of Winfield. I want to talk about
- 23:41the scooters for a moment. You were one of the ones that brought the
- 23:42scooters into Charleston. Quite a bit of skepticism bringing them in. Uh,
- 23:47not sure what police or others would say, but I could tell you I
- 23:49get text of every kind every day to the show, many of which I
- 23:53don't have time to read on the air, or with the language you don't
- 23:56want to read on the air. But I can tell you that as of
- 24:00yet, I've not had a single complaint about any scooter issue in Charleston.
- 24:06From your perspective, you're the guy that kind of you know, ushered the
- 24:08ushered the scooters to Charleston. What's your what's your take on? Yeah,
- 24:11I think it's been going fine, you know. I mean, I'm sure
- 24:15there's stuff that we can work out that work better. I want to make
- 24:18sure I haven't spoken with any of the folks who have been involved in running
- 24:21them for a little bit, and we'll probably need to regroup over the winter.
- 24:25This is mostly going to be a seasonal thing. I think. My
- 24:27guess is, you know, kind of after the holidays or something, they'll
- 24:30be kind of off the streets for a little while because people aren't going to
- 24:33rune them in the in the cold as much. So. But but yeah,
- 24:37I know, I don't think that, you know, I've been asking
- 24:40the Mayor's office as well as the police department. Haven't had a lot of
- 24:44issues. Most of them have been put in an appropriate place. That's the
- 24:48thing I was most worried about, as people putting in in the wrong locations
- 24:52or walking sidewalks and such. And generally speaking, people have been really good
- 24:56about that and putting them in they're they're standing up right, et cetera.
- 24:59I'm sure sometimes they get knocked over, but I think it's overall been a
- 25:03pretty good success. Now, you came on a couple of times and talked
- 25:06about it down to your address, city council and other members of the media.
- 25:08About to explain though, for people that are listening for the first time,
- 25:11how the scooters work in Charleston. Yeah, it's it's it's interesting.
- 25:15So, I mean, there's no docking stations. There's no place that they
- 25:18have to go back to other than there's someone whose job it is to drive
- 25:22around in a truck and pick them up and go charge them and then put
- 25:23them back out in appropriate locations. But yeah, so you have an app
- 25:29GPS on your app, you turn that on, you look to see where
- 25:32there's a scooter nearby, You walk over to it, you scan a QR
- 25:36code. We all know how to use those now, and then you have
- 25:40your you would already have your your credit card and show that you you know,
- 25:42show your idea that you're over eighteen, and then you know, you
- 25:47unlock the scooter that doing that, go on your way, go wherever you
- 25:51want to go within you know, mostly within the flats of Charleston, and
- 25:55then you know, scan it again or unor lock it again, and then
- 26:00you're done, walk wherever you want to go. So had there been I
- 26:03know, you'd be honest about had there been any issues so far that you've
- 26:07heard? Not? I mean not a lot. I mean I think that
- 26:10there's you know, I think I think in other places what's happened is,
- 26:14you know, people who like to steal things try to figure out if they
- 26:18can steal this and do something with it. And you know this is they
- 26:21have this all over the country, and so there's people like that everywhere,
- 26:25and so I think people were kind of experimenting with that here too. There's
- 26:27been a couple, but but they probably weren't very successful and stealing these gps.
- 26:33I mean, they nobody ever said criminals were smart. You know,
- 26:37that's why they don't have legitimate jobs. So, I mean there's just been
- 26:41a few, I think, but uh, and I think you're going to
- 26:44realize that it's not really anything. It's not going to be cost effective for
- 26:48them or make them a lot of money. So it's just you know,
- 26:49that'll probably fade away. Let me ask you're always good about taking questions.
- 26:55I have a couple of texts here. You hoping to answer. These text
- 26:57says removing some of the at large positions would provide a louder voice for actual
- 27:03WARD representatives. Yeah, I mean, I think I think that we need
- 27:06to have a mix there. The thing I worry about with having only Ward
- 27:08and some city councils have that first. I mean, I've done a lot
- 27:15of research on this. I've looked through all the different city councils that are
- 27:18twenty five thousand population or more in the in the whole country, just kind
- 27:22of getting a sense of where people are. You know, there's a lot
- 27:26of them, and there are just all wards, and there are a lot
- 27:29of them. There are, frankly a lot of them that are just all
- 27:30at large. But I think having a blend is good because that way it's
- 27:34not just the kind of parochial ward issues. I see myself as a very
- 27:40small micro you know, mayor where I just have ideas about policies. I
- 27:45don't I'm not in charge of anything, but I have, you know,
- 27:48citywide ideas about things that can work with folks. And also, you know,
- 27:52I end up doing a lot of the local ward stuff too. I
- 27:56mean people who know me, who are in my neighborhood or there an other
- 28:00parts of the city and they say, well, how do I deal with
- 28:00this sign issue or whatever? You know, I take a lot of those
- 28:06two. I try to communicate with the ward representative on it to make sure
- 28:10that they're in the loop and so we're all working on the same page.
- 28:12But those are things that I work on as well. In fact, one
- 28:15of your coworkers had a question about stoplight. I'm still kind of working working
- 28:19through that. Okay, Texays. I've seen more of these scooters and ditches
- 28:23than people riding them. Has that been an issue? No, I mean
- 28:27no, there's there's been. I mean people are using them there that they
- 28:32get parked a lot of different places, and so maybe it seems like,
- 28:34oh, there's they're strewn about, but that's just how it works. Texas
- 28:38Kanas City, East End, Downtown Area, South Hills, North End,
- 28:41and three at large. That's all we need Downside City Council and I forgot
- 28:45west Side according to a textter. So there's one person that wants to Downside.
- 28:49Yeah, I guess they Yeah, I mean I would. I hope
- 28:52we don't forget the west Side's the largest population. Uh, Texas Dave.
- 28:56Several weeks ago, I was driving downtown to the south Side Bridge almost had
- 29:00one of these new scooters. When we came to a red light. The
- 29:02person on the scooter kept going right through it as if they didn't slow down
- 29:07at all. So it's obvious that what many said what happened with these has
- 29:10already started not obeying the rules of the road as much of a dangerous nuisances
- 29:14bicycles are on the street, please put them back on the sidewalks. On
- 29:18the sidewalks. Well, I mean, so we heard during the they're any
- 29:21of the debate that they didn't we didn't want them on the sidewalks, and
- 29:22they're not alloted on the sidewalks because of you know, I had one council
- 29:27member talking about head injuries, which I don't I haven't heard of any any
- 29:30head injuries and actually at all with this, but so you know, we
- 29:37have to they should not be on the sidewalks. That's not safe for people
- 29:40who are who are walking, and people can get a ticket if they're if
- 29:45they don't follow the traffic laws. All right, final text, and this
- 29:49is for you. It says, if a large council is a good idea,
- 29:52would you support at large delegates or senators to the state or federal government.
- 30:00So would you like to see HM under the deal basically is what they're
- 30:02saying. Having at large in addition to the districts. Yeah, no,
- 30:08I mean I sure, I mean we kind of had that. We have
- 30:12a governor, we have people who serve the entire state in different cabinet positions,
- 30:18who should we elect them? We have we we actually do elect was
- 30:22a five or you know, the secretary of state. All these different people,
- 30:23these are at large members have specific roles. Yeah, I mean the
- 30:27question I have for the people, who are you know, uh interested in
- 30:32a smaller city council. Why shouldn't we have a five member or nine member
- 30:36board that runs the state Senate or the House of Delegates. What what's the
- 30:40difference there that? Why? Why is local government different where we need to
- 30:45have h you know, a small number of people. I mean, if
- 30:48the goal is efficiency, that would be way more efficient. I mean I've
- 30:52spent a fair amount of time in the state capital, you know, looking
- 30:56at how the sausage is made there. That's that's complicated. Man, if
- 30:59we had we had a nine member board, we could just have lawyers right
- 31:02everything, and we would have to worry about it. Well. And there's
- 31:04a lot of people that have talked about not necessarily that, but about that
- 31:08we have too many school boards, for example, and that maybe we should
- 31:11you know, that there's no reason why some of these smaller counties should have
- 31:15their own school board. Maybe we need to consolidate that. So who knows,
- 31:18who knows? We can't solve it all here and it's always a pleasure
- 31:22to have you on the show. Thanks a lot. City acc Councilman Emma

- 34:29today. Texta Dave, we need to downsize the legislature and start making them
- 34:34pay their own way with in session they're paid about thirty thousand dollars a year.
- 34:37According to a texture, tex says, dear to Dave Allen, morning
- 34:42Zoo, we have a new name apparently. I love that you asked a
- 34:45hard hitting questions such as, come on, man, tell me a funny
- 34:47guy tries to steal a scooter story. Just one story, okay, texts
- 34:53says to make sure the scooter renners actually obey the laws of the roads,
- 34:57hob but installing go pro cameras on them. According to a texture texas is
- 35:01the only opinion you're getting from a council member on downsizing the person responsible for
- 35:06the scooters is a biased opinion. Well, if you know, I'm an
- 35:09open, open door policy here at the Dave Allen Show, So anybody that
- 35:15ever wants to come on the show, they are more than welcome, regardless
- 35:17of pro con I don't know if I had any cons on the show.
- 35:22Well maybe I have, I don't know. But anyway, Ken Mason,
- 35:24who's not a con from the Westerndian Secretary of State's Office Jointes. Now,
- 35:29Kim, good morning, how are you morning day? I want to need
- 35:31you to definitely go into that microphone a little bit there for me. All
- 35:36right, there you go, Kim. It was announced last week that the
- 35:39Office of Secretary of State was creating a statewide coalition of business and others to
- 35:45fight against human trafficking here in the Mountain State. Now, we've all heard
- 35:46and we've seen stories about trafficking, and many people think it only happens in
- 35:51other countries, or sometimes people try to get into America on the border states
- 35:55whatever. This is a problem though, that's going on in every state in
- 36:00the Union, including West Virginia. It absolutely is it's underreported and that's the
- 36:07problem. A lot of victims are scared or don't even know that they are
- 36:12a victim of human trafficking. So it's just underreported, so people don't think
- 36:16that it's here, but it is, and it's very important to focus on
- 36:20and bring awareness to it so that we can help eradicate it. So why
- 36:24would the Secretary of State's office be involved in this, Well, that's a
- 36:28good question because that's not what we're known for. But it's an opportunity for
- 36:31us to educate businesses because you know, we register the businesses in the state,
- 36:37and that's one hundred and forty plus thousand businesses that we can get information
- 36:40to about how they can help human stop human trafficking. We partnered with the
- 36:46Fusion Center on their you Can initiative to get them informations on signs and how
- 36:52to report and get law enforcement involved. And you mentioned the Fusion Center there
- 36:59and full discoe Jack lu Cart one of the folks that the fusuons is very
- 37:01good friend of mine, a frequent listen to the show too, by the
- 37:05way, we always appreciate that. So getting them in boarding this and homeland
- 37:08security and all this, it's kind of a collaborative effort. And the business
- 37:13aspect of it. I understand that there's signage and so on and so forth,
- 37:16and some of it was already there, but there's even more going out.
- 37:19You've got a host of businesses that have signed on to this across the
- 37:22state of West Virginia to put signs up in restrooms and things of that nature.
- 37:27You know, a number or whatever for people to contact to say,
- 37:30hey, there's human trafficking going on. Talk about how that works. Yeah,
- 37:34So the program is, you know, it is just released a couple
- 37:37of weeks ago, so it's still new and businesses may not be aware of
- 37:39it. We sent it out via email and we did certainly get some kickbacks
- 37:45on email. So hopefully they're listening to your show and they you know,
- 37:47reach out to our office and we can get them signed up through our website
- 37:52to help get these packets out. But each packet includes a brochure and a
- 37:57flyer from the Fusion Center, and we also have showcase how we're involved.
- 38:00We have a little sticker that we can put in the bathrooms for victims to
- 38:04call if they're away from their perpetrator, so that they can get help.
- 38:07And then we also have a list of a resource page so that they can
- 38:12reach out to shelters or things that they may be in need of. Kim
- 38:15Mason again for the West Virginia Secretary of State's Office. And again it does
- 38:17make sense to use the Secretary of State's Office because you are the keeper of
- 38:22all of the records when it comes to businesses across the state of West Virginia,
- 38:27and there's no other entity that every business in the state has to be.
- 38:30You know, some will have some dealings at some time, limited or
- 38:36on large scale with the Secretary of State's Office. So it's certainly it's kind
- 38:38of a no brainer that you would be the ones to get that information out.
- 38:42Yeah. Absolutely, we can be the conduit to get them the training
- 38:45and the materials that they need to really be aware of this issue and help
- 38:50victims. Well's switch gears here just for a moment, Kim. And you
- 38:53don't hear a lot about voter fraud in West Virginia these days, thankfully.
- 38:58I mean, we've come along one. It's somebody from southern West Virginia.
- 39:00I can say that we've come a long way, but it does still happen.
- 39:05Infrequently, and we just had a case and a conviction of voter fraud
- 39:10in West Virginia. Tell us the story, tell us what happened. We
- 39:15did, and like you said, it may not be prevalent, but it
- 39:17doesn't take rampant fraud to change an election. We have a lot of small
- 39:22municipal elections that can be decided by one or two votes, So it's important
- 39:27to look at every election law violation that are out there. And this one,
- 39:30in particular, was the first case that went to trial and that We've
- 39:37had several convictions, but most of them are pleased, and this one went
- 39:40to trial through a jury, and so we got to experience the whole process
- 39:45under Secretary Warner's term and this came about. Everything just aligned perfectly for this
- 39:52to be reported and everything was done right. The clerk's office notified us this
- 39:59was in Fayett count Yes, this was in Fayette County. The clerk's office
- 40:02notified us when an individual had registered to vote that was still serving a felony
- 40:08conviction on parole, which they're not allowed to do, but he had actually
- 40:13attempted to vote as well when he was not in the poll book because he
- 40:17had been removed and he was notified that he couldn't vote for that reason,
- 40:22but then he still attempted to register to vote, and we indicted him.
- 40:28And once we didn't indict him, but our investigator did the investigation, and
- 40:30we brought the information to the prosecutor's office and they took it to the grand
- 40:35jury who indicted him. And then we set our trial and got a conviction.
- 40:37Okay, And so what was the sentence of the trial. So the
- 40:43sentence he was convicted on unlawful registration. He was not convicted on the charge
- 40:49of illegal voting, but the judge sentenced him to the maximum penalty. It
- 40:53was a year in jail and a thousand dollars fine. And so you talked
- 40:57about that this was a situation where all of these systems clicked together, you
- 41:02know, because the clerk's office in Fayette County, I'm presuming caught it.
- 41:07And then it was this was not like it was a mistake. I mean,
- 41:08the guy knew what he did and then he still tried to do it.
- 41:13And so the safeguards that were put in place by the clerk's office,
- 41:17starting with them through the Secretary of State's office, were able to catch the
- 41:21guy in Lackey moay, Yes, they worked. They this gentleman went to
- 41:24you know, prison on his felony conviction, and then he was removed from
- 41:29the voter rolls because he was a convicted villain, a not eligible vote at
- 41:31that time. He still attempted to vote. The clerk's office notified us.
- 41:37He then went and attempted to register to vote in The clerk's office notified us.
- 41:42And I should mention that his ballot was challenged and the board of canvassers
- 41:45chose not to count it because he wasn't eligible. So everything worked out the
- 41:50way that it should have. So if we're coming up on an election year
- 41:54and fraud in the in the world of election, fraud can happen at any
- 41:59point, as you said, municipal elections. Not did that to be the
- 42:01every four year presidential thing. I mean, it happens all the time.
- 42:05So what do you folks do with the Secretary of State's office in conjunction with
- 42:09the county clerk. So that's they're the first line, you know, is
- 42:13the county clerks, as you all well know. So what kind of safeguards
- 42:16are in place? What do you do? I know you have training,
- 42:19things of that nature. But if somebody thinks that somebody is doing something wrong,
- 42:22what's the whole process. How did this whole thing work? So we
- 42:27certainly have a complaint process. They can reach us through the website, through
- 42:30phone, through text, through various forms just to report any suspicious activity that
- 42:38they may see related to the election. Through the elections, but we train
- 42:44our investigators and they are out all day long on election day. They go
- 42:49and visit polling places and precincts, and they are very familiar with the county
- 42:52clerks and their communities that they are in. So people know to bring it
- 42:58to their attention if they see any activeivity that should be stopped and prevented first
- 43:01of all, you know, or then later looked at and possibly get charged.
- 43:07And the bottom line is is that you're going to get caught. I
- 43:09mean if you try to do this, I mean there's just too many safeguards
- 43:13in place, specifically in West Virginia through the primarily the county clerks in conjunction
- 43:19with the Secretary of State's office. You if you attempt this, you're going
- 43:22to get caught. Absolutely, there's no there's no question there. We are
- 43:25building relationships constantly with the local prosecutors to take our cases. And there's no
- 43:35there's no hiding election fraud anymore. We are proactive and out in the field
- 43:38and catching it before it even occurs. And then if it does, yeah,
- 43:43we're talking to prosecutors and we're getting they're getting charged. So go back
- 43:47to the human trafficking thing before we let you go. Where can people learn
- 43:51more about that? The program that you have for businesses to try to combat
- 43:55human trafficking. Certainly go to our website please, or just call our office.

- 47:55Secretary of State's office go to Georgia and Arizona to teach him how to be
- 47:59aware that's the Texas, you know. And I will say this for my
- 48:01time in the Secretary of State's office, and I don't wanted to do too
- 48:06much inside baseball here, but I was one of those folks that Kim referred
- 48:08to as going out and monitoring elections and you know, things of that nature.
- 48:14There were far more problems then, and I haven't been with the office
- 48:17in a couple of years, three years, to be exact. There were
- 48:20far more problems on the local, local municipal elections than there ever were when
- 48:27it came to larger I mean, people would fight like cats and dogs to
- 48:30be the mayor orun city council of some very very small town in West Virginia.
- 48:36And I try to diminish it by saying it's not important, because obviously
- 48:38all elected officials and public servants are important. But you know, we didn't
- 48:43spend a whole lot of time dealing with issues in Charleston, Huntings and Morgantown.
- 48:46It was always in the smaller towns, the very very very small towns
- 48:51is where all the problems seemed to take place for some reason. Serious bus
- 48:53Now a big story this morning nationally course, is the shooting in Maine.
- 48:57Now as of now, the shooter is still on the loose as of the
- 49:00time I started the show this morning. ABC News will have more and Hoppy
- 49:04will cover it as well coming up at ten oh six. And for the
- 49:06first time since I think the Roosevelt administration, we have a House speaker in
- 49:09d C. Mike Johnson is his name. He's from Louisiana. Both congress
- 49:14people from West Virginia, Carrol Miller Alex Moody, voted for him. So
- 49:16we move on, at least for now. One Republican senator said she had
- 49:21no idea who he was, would have to google him, and she was
- 49:23a Republican that said that, which is something you always want to hear from
- 49:27your elected officials. According to one writer, they talked about mister Johnson as
- 49:35he this is a quote. He combines hardline views with a general with a
- 49:39gentle personal style. He is far right, make no mistake about it.
- 49:45Someone said he's the most conservative speaker in the history of the House. He
- 49:49of course, opposes abortion in same sex marriage, and has been a hardcore
- 49:52Trump supporter and an election denier. So, as The New York Times pointed
- 49:57out this morning, a good quot question is why would more mainstream Republicans,
- 50:01the more mainstream folks vote for this guy. Well, because basically they felt
- 50:07they had no choice. As one moderate congressman said, there are places where
- 50:13we differ, but we have to get back to governing for the country.
- 50:16So amen and good luck with that to Dave Allen Show presented a part by
- 50:21Pinnacle Consultants. Whether you're replacing a roof, remodeling the kitchen, or replacing
