Latest / Early Edition with Ryan Bridge / Dave Tilton: Parallaxx Traffic Control Training Chief Executive on new road cone tipline
Transcript
- 0:00Speaker 1: The government's shaking up work Safe. They want to essentially
- 0:04Speaker 1: shift its focus from being an ambulance at the bottom
- 0:06Speaker 1: of the hell to engaging and supporting businesses to manage
- 0:10Speaker 1: risk and remember the road Cone hotline while that's being
- 0:14Speaker 1: hotly and officially launched today. Dave Tilton is the Parallax
- 0:17Speaker 1: CEO Traffic Control Training. Dave, good morning to you. Does
- 0:22Speaker 1: this sound all like a bit of nothing to you?
- 0:25Speaker 1: What do you make of this announcement?
- 0:28Speaker 2: I think there's there's pockets of good signals here. I
- 0:31Speaker 2: think I certainly support the collaborative intent, very much agree
- 0:36Speaker 2: with the connection there between Work Safe and councils and EDGTA.
- 0:40Speaker 2: When it comes to rolling out the risk based approach
- 0:42Speaker 2: to TTUM, I think that's definitely a direction we need
- 0:45Speaker 2: to go in. But there's also probably some incompatible components,
- 0:48Speaker 2: particularly with the Rotne hotline itself.
- 0:51Speaker 1: What's that? What's the problem with the hot line?
- 0:55Speaker 2: I think I suppose we need a list in the
- 0:57Speaker 2: capability across the industry with respect to TTM, and a
- 1:00Speaker 2: hotline really risks increasing the divide, I think between public
- 1:04Speaker 2: behavior and how contractors respond to that. My concern really
- 1:08Speaker 2: is that the engaging the public to report that all
- 1:11Speaker 2: those perceived errants road cones, if you like, kind of
- 1:14Speaker 2: creates a culture of disrespect for roadworks. So public sentiment
- 1:18Speaker 2: respect it's really crucial for how effective these worksites are, right,
- 1:21Speaker 2: So if that eroads, then the risk is that more
- 1:24Speaker 2: tt measures are needed to try and engineer the safe
- 1:26Speaker 2: environment to get the work done that I suppose my
- 1:29Speaker 2: concern what do.
- 1:30Speaker 1: You think the percentage approval rating of your average road
- 1:34Speaker 1: come would be? Right now?
- 1:37Speaker 2: I've actually asked this question in a bunch of workshops,
- 1:39Speaker 2: and it's somewhat hard to remember that the TTM sectors
- 1:42Speaker 2: lived with a very prescriptive standard for the last couple
- 1:45Speaker 2: of decades. So that's primarily what people make decisions about
- 1:48Speaker 2: or using that to make decisions and how they construct
- 1:51Speaker 2: their work zones at the moment. So there is a
- 1:53Speaker 2: degree of waste, absolutely, It's just it takes a bit
- 1:56Speaker 2: of time for that culture shift to show up.
- 1:58Speaker 1: David, can you just tell me why when you go
- 2:01Speaker 1: on to a very quiet, cold de Sack Street, if
- 2:05Speaker 1: somebody is fixing a drain or doing a tiny bit
- 2:08Speaker 1: of work, that you could just put a couple of
- 2:10Speaker 1: road cones around and people can use their own assessments.
- 2:13Speaker 1: They need traffic management, they need lights, and they need
- 2:16Speaker 1: people like it just seems absurd.
- 2:21Speaker 2: Sorry. It comes back to how people make decisions about
- 2:25Speaker 2: how many measures they need, and if it's based on
- 2:27Speaker 2: this prescriptive standard it's not this kind of one size
- 2:29Speaker 2: fits all, then you end up with a mismatch, certainly
- 2:31Speaker 2: in the environments where the risk might be lower. What
- 2:34Speaker 2: we really want is people to do a really deliberate
- 2:36Speaker 2: and considered specific risk assessments for that environment. And that's
- 2:40Speaker 2: not really been the situation or the structure of the
- 2:42Speaker 2: system historically.
- 2:43Speaker 1: Okay, all right, I really appreciate your times wanting Dave
- 2:46Speaker 1: don't thank you very much. That is Dave Tilton. He's
- 2:49Speaker 1: the Parallax CEO of Traffic Control Training Organization. For more
