Officer Named in Mother’s Fatal Shooting | Richmond News
Officer Levi Manns, a nine-year veteran of Richmond Police, has been named in the May shooting that killed 31-year-old mother Jazmin Wooten-Mitchell—just before her daughter’s 11th birthday. The incident, triggered by a reported gunfight in an apartment complex, ended with Manns firing after ordering Jazmin to drop her weapon. Bodycam footage and audio from the scene are now public, and the case is being reviewed by the Commonwealth’s Attorney’s office before internal police review.
