- 9:50article is Caitlin Hainey speaks at waterboard meeting following controversy
- 9:56Hainey and board chair clash over fallout from April five
- 10:00thirteenth meeting. Rick Barker and others speak about various issues
- 10:04at regular May eleventh meeting by Miranda M. Cantrell. Caitlin
- 10:09Haney returned to the Morgan County Water District Board of
- 10:12Commissioners on regular May eleventh, following last month's controversy involving
- 10:19statements made by former Commissioner dot Dalella Harper. The meeting
- 10:24was first for Commissioner Wade Cantrell, who Judge Executive Jim
- 10:29Gayzey appointed on April twenty third to fill the vacancy
- 10:32created by Harper's resignation. Haney's address was preceded by remarks
- 10:37from Rick Barker, a resident of Haney Branch off of
- 10:41Highway one ninety one, who stated that he has sought
- 10:44water service for approximately twenty years Rick Barker. Commissioners builded
- 10:50several inquiries from Rick Barker regarding board functions, the funding
- 10:55application process for water projects, the agencies involved in securing
- 10:59Project Monday, and the timeline on multiple phase waters extension
- 11:03project for several roads include Haney Branch. Haney Branch is
- 11:08part of Phase two, which has not begune as Phase
- 11:12one has not yet been completed. This project was initiated
- 11:16by the previous Morgan County Water District administration. The Morgan
- 11:21County Water District General Manager Andy lag answered Barker's inquiries,
- 11:26noting that the utility collaborates with Gateway Area Development District
- 11:31to secure funding from various agencies such as US Department
- 11:35of Agriculture, Kentucky Infrastructure Authority, and Appalachian Regional Commission. Leig noted, however,
- 11:44that the Public Service Commission the PSC, has final approval
- 11:48on all project proposals and that water districts are required
- 11:53to secure funding for projects in advance of the PSC's review. Additionally,
- 11:59Lag and WOR Chairman Chris Adams clarified to Barker that
- 12:03the five hundred thousand dollars allocation for the Morgan County
- 12:08Water District received last year from the State's Water Wastewater
- 12:12Assistance and for Economically Restrained Systems ww W waters that's it.
- 12:20It was earmarked to pay debts incurred during the administration
- 12:24of the former water District General Manager Shannon Elam and
- 12:28the previous born the Morgan County Water District expects to
- 12:33receive in twenty twenty seven another five hundred thousand dollars
- 12:38in w waters funding, which Legg said is earmarked for
- 12:42system improvements to existing lines and cannot be used for
- 12:47the Phase two of the projects about which Barker had inquired.
- 12:51Barker also as if Phase two portion of the project
- 12:55is not fully funded, would commissioners consider a temporary surcharge
- 12:59on current customers to make up the difference. Commissioners noted
- 13:05that all raids increases must be approved by the PSC,
- 13:10and Chairman Adams stated that he would not support presenting
- 13:14such a proposal to the regulatory Board. Following the extension
- 13:20question extensive question and answer session, Barker ceded the floor
- 13:24to Caitlyn Haney. Caitln Haney, who resigns on Bethel Chapel
- 13:29Road off of Highway one ninety one, revisited his efforts
- 13:33to secure water service to his home, while Chairman Adams
- 13:37criticized Hany's interview with w l EX following the April
- 13:41thirteenth meeting. I'm not here to cause any beef, Hany said,
- 13:45I didn't even want to speak tonight, but my name
- 13:48was on the agenda. You don't have to be defensive,
- 13:52a defensive man. I'm not here to single any one out.
- 13:57The water board included it was it's made to look
- 14:00like we denied you water. Atoms responded, we have never
- 14:04denied you water. You saved the word, and we'll set
- 14:07you a meter tomorrow. Haney told Commissioner Adams that the
- 14:11issue is not the meter, but the lack of pressure
- 14:14to transport the water through the line. I can set
- 14:18the meter, Haniy said, I don't care a bit. I
- 14:22don't want any handouts. I'll pay one five hundred dollars
- 14:27to get the meter set, but that doesn't resolve the issue.
- 14:31Andy Leg will tell you the real issue is that
- 14:34you're going to have to have three pumps within a
- 14:37quarter mile to get pressure. And that's not the underlying issue.
- 14:42The issue is the pipe, the line up the whole road.
- 14:46There's not an adequate pressure to begin with. Andy, right
- 14:50or wrong. The water District General manager, Andy Leg told
- 14:54Haney that the only complaint he had received regarding water
- 14:58pressure on Bethel Chapel Road had come from Hainey's father.
- 15:02Haney reiterated his desire to work with Leg board members
- 15:07and Gateway Area Development district to seek a resolution to
- 15:11his situation. I'm here to work together, like I originally stated,
- 15:15Haney said, that's all Rick Barker and I want. That's
- 15:20all folks in this county, Walt, because there's a lot
- 15:23of us that don't have water. We're not asking for
- 15:26gold mine. We're asking for access to county water and
- 15:29everybody deserves that. Following comments from Commissioners William Lamaster regarding
- 15:35the availability of grant's, Chairman Adams turn to Leg and
- 15:39ask if grant funding would be in any way remedy
- 15:43Haney's situation. And the only way it would help him
- 15:47is if we got a grant to run a main
- 15:50line to his property and put a main pump station
- 15:54to boost the pressure up, Leg answered. Commissioner Patty Cordero
- 15:59inquired as to whether the PSC would permit such a project.
- 16:04How many customers do we have in the county who
- 16:08are on county water that have in Hani's same shape,
- 16:12not being able to get the water up a hill.
- 16:14Cordero as ask, I know of five people who made
- 16:18phone calls to me. I guess after Haney spoke on
- 16:21the news and they were like, how come we had
- 16:25to foot the bill to get water up to our house,
- 16:28I said, because the PSC has always said the same thing.
- 16:32We can't run it uphill for one person. Chairman Adams
- 16:36asked Haney if he had received a copy of the
- 16:39water District's tariffs and accompanying guidelines. So you've read what
- 16:44we can and cannot do, Adams asked, I know what
- 16:48you can and cannot do. Haney confirmed before a painting
- 16:52that the Water District must get in the mindset of
- 16:58solutions before ask the board to sit down at the
- 17:01table and get the ball rolling. An exchange between Haney
- 17:05and Commissioner la Master ensued regarding the timeline of six
- 17:09to ten years that was previously assigned to the water
- 17:13line extensions on Bethel Chapel Road. Bethel Chapel Road is
- 17:17part of the second phase of the project initiated by
- 17:20the former general manager and previous board referenced by Rick
- 17:24Barker in earlier in this report, six to ten years
- 17:28is unrealistic, Haney said, that's way too long. That's the
- 17:32fact of the matter. Chairman Adams further expounded on his
- 17:37previous statements regarding Haney's situation. I've tried to explain we
- 17:42can get grants, we can do whatever to get funding.
- 17:46Adams said, it's still your responsibility to run it from
- 17:50your meter to your house. Your dad did the same thing,
- 17:54he ran a pump to his house. Understand that. Haney responded,
- 17:59I am not asking for a handout like people are saying.
- 18:03Chairman Adams counted, we got several calls after the April
- 18:07thirteenth meeting from people who are mad because they had
- 18:10to pay for theirs. I'm not asking for anything free,
- 18:14Haini clarified. I'll pay what I have to pay for
- 18:18the terrace. Chairman Adams then asked Haney if he wished
- 18:22to have a meter set the following morning, and Hainey
- 18:25again stated that a meter would not increase his water pressure.
- 18:30Commissioner Ellen Motley further inquired about Haine's pressure issues. What
- 18:36do you say your parents have to provide water pressure,
- 18:39Motley asked, and leg indicated that Haine's parents have installed
- 18:44an inline booster. Pop you could have water, might be addressed, Hainey.
- 18:49I'm just asking questions because that's how I learned. Could
- 18:52you absolutely? Haney replied, you could have water, but you
- 18:59would have to pay for a shallow well. Pump. Motley
- 19:02further questioned Hani under your home to provide pressure. Hani
- 19:07repeated that three pumps are necessary to transport water through
- 19:12the line to his home, before again citing the pressure
- 19:16issues on the entirety of the Bethel Chapel Road. Are
- 19:20you the last house on the road? Want me as
- 19:23I am? Haney confirmed, before telling Commissioner Cordio that the
- 19:28distance between his house and the home nearest to him
- 19:31on Bethel Chapel Road that of his parents, is approximately
- 19:35one quarter of a mile. Haini then addressed the fallout
- 19:39from the April thirteenth meeting. The comment was made that
- 19:43I wanted to get on the news and say this,
- 19:45and that, Haney said, I'm going to be honest and
- 19:48I'm going to be frank. The only reason I was
- 19:51on the news at all of this is because the
- 19:54comment that was directed toward me by a board member
- 19:58at the conclusion of the water board meeting, not of
- 20:01my own. Will I feel like the board, I feel
- 20:07like by the board, I'm getting all the fingers pointed
- 20:10at me when I'm the only one here just trying
- 20:12to get water for people in the county who don't
- 20:15have water, including myself. Chairman Adam stated again that the
- 20:20water District at this time cannot take any action in
- 20:24regard to Haney's situation except to set a water meter
- 20:28at Haney's costs, before offering an apology for comments he
- 20:32made earlier in the meeting regarding Hain's wl EX interview.
- 20:37Another exchange between Chairman Adams and Haney regarding the water
- 20:41meter issue, No ensued, you're making it to the public
- 20:48sound like we don't want to put you out a
- 20:52water meter. Adam said, that's what people have told us.
- 20:55Why won't you give that guy water? So we're offering
- 20:59you now to set you a meter at your cost.
- 21:04I know have to pay that. Hainy acknowledge, but again
- 21:07there is a bigger issue that folks don't understand all
- 21:10these things, and that's my personal business anyway. Chairman Adams
- 21:16disputed Hany's statement. Folks understand, Adam said, because people have
- 21:21put up the bill for themselves to run water lines
- 21:24from their meter to their house. They have to put
- 21:28pumps to their house. People have put up the bill
- 21:31for that. You're asking us to do something for you
- 21:34that other people have already paid for. What makes you special?
- 21:38What makes you different than anybody else, not a thing.
- 21:42Chris Haini replied, we'll have to agree to disagree because
- 21:47the only thing I can get from you is negative feedback.
- 21:51You will be when you want us to get to
- 21:54go out there and do something illegal. Adams retorted, any
- 21:58turned to the audience and said, are you all hearing this?
- 22:01Are you guys hearing this? I want them to hear it,
- 22:05Adams said, as Haini maintained that he was not asking
- 22:09anybody to do anything illegal at all, whatsoever. Chairman Adams
- 22:15then held up a document. Are tariffs which you called?
- 22:20And god a copy of Adams began, I appreciate it.
- 22:24Hainey concluded, thank you all for your time. I'm not
- 22:27going to be a part of this. This is not
- 22:29a professional organization and I'm not going to be a
- 22:33part of it. We're not professionals. Adams agreed, we're board members.
- 22:37Haini returned to his seat and as other speakers addressed
- 22:41the board, but spoke again prior to a German as
- 22:44another disagreement between himself and Chairman, Adams reignited regard regarding
- 22:50the issues previously documented in this report, terror f regulations,
- 22:56the water District General Manager Andy lag provided to the
- 22:59Curier on May twelfth. Tariff information referenced during Caitlin Haney's
- 23:05address from Section Z, which covers service lines and connections
- 23:10with the following highlighted passages. Number two in areas of
- 23:15the distribution system does not follow streets and roads. The
- 23:19point of service will be located as near the customer's
- 23:22property line as practical. Prior to installation of a meter,
- 23:27a utility will consult with the customer as to the
- 23:31most practical location. If possible, Meters will be installed within
- 23:36ten feet of the existing main line or applicants property
- 23:41at a point which is closest to the existing water
- 23:45main Number five. The applicant slash customer must furnish and
- 23:51lay necessary pipe to make the connection from point of
- 23:55service to the point of usage, and be financially responsible
- 24:00for all costs associated with the installment and maintenance of
- 24:05his or her service line plumbing, including a shut off
- 24:09valve in one way check valve installed on his or
- 24:13her property beginning at the outlet side of the water meter.
- 24:17The service line must be kept in good repair and
- 24:21in accordance with Utility and Public Service Commission rules and
- 24:25regulations Number eleven. If the applicant slash customer point of
- 24:31uses is at a higher elevation than the meter, the
- 24:36customer should consult with a reputable engineering firm to properly
- 24:41size the service line from the meter to the point
- 24:45of usage. Number twelve. Should an applicant slash customer desire
- 24:51higher pressure due to location or other need, provisions must
- 24:55be made by the applicant. For an individual pressure boosters system,
- 25:00the manner of connection, location of cross connection, protection, and
- 25:06tide is subject to approval by the utility. The utility
- 25:11reserves the right to require discontinuance and disconnection should the
- 25:16private booster system have a detrimental effect on the utility system.
- 25:23Other speakers. The following is a brief synopsis of comments
- 25:27made by other speakers during the meeting. Danny Payton, local
- 25:31resident Danny Payton express support for the current board's efforts
- 25:36to rectify financial issues from the previous administration. I've heard
- 25:41it on Facebook, etc. You get put down, Peyton said.
- 25:45I think you all have done an excellent job in
- 25:47the last two years with what you've had to work with.
- 25:50I'm just sick and tired of everyone putting you all
- 25:52down when you're doing the best you can. This concludes
- 25:57excerpts from recent edition of The Licking Valley Courier. Your
- 26:00reader has been janis on behalf of everyone here at
- 26:04RADIOI thank you for listening, keep on listening, and I
- 26:07hope you have a very good day. Water service approximately
- 26:12thirty years ago, indicated that her father had paid for
- 26:15three meters to be set in the past. The water
- 26:20district general manager and the legs sighted right away issues
- 26:26at that time and mentioned in an article that appeared
- 26:29in the Courier decades prior. He stated that Burke's father
- 26:33would not grant right of way for the project, which
- 26:36Burke disputed. Legg told the Courier on May twelfth that
- 26:40he had misspoke, and the area in question was removed
- 26:44from the project list due to an inadequate number of customers.
- 26:48Discussion ensued about the number of customers required for water service,
- 26:53and Chairman Adams indicated that the possibility of the city
- 26:57taking over Route seven had been discuss due to the
- 27:01proximity of a city line in that area. Commissioner Cordero
- 27:06suggested that the board set up a meeting with city
- 27:09officials on the matter, and stated that the Berks could
- 27:13also attend,
