- 0:00The Shadow Dossier. Act I, a summit no one expected.
- 0:08In October 1986, President Ronald Reagan and
- 0:13Soviet General Secretary Mikhail Gorbachev met
- 0:16in Reykjavik, Iceland, for what both sides initially
- 0:20described as a preparatory meeting ahead of a
- 0:23larger summit. Behind the scenes, Both leaders
- 0:27arrived carrying intelligence assessments that
- 0:30shaped and ultimately nearly derailed the encounter.
- 0:36American intelligence had spent years assessing
- 0:39Gorbachev's rise and the internal Soviet debates
- 0:43over economic reform. And analysts believed,
- 0:47correctly as it turned out, that Gorbachev faced
- 0:51genuine pressure to reduce the crushing cost
- 0:54of the arms race. in order to address a Soviet
- 0:57economy in serious trouble. Soviet intelligence,
- 1:01in turn, had extensively studied Reagan's Strategic
- 1:05Defense Initiative, the space -based missile
- 1:08defense system nicknamed Star Wars, and concluded
- 1:12that even an improved version of it represented
- 1:14a serious long -term strategic threat. Over two
- 1:28days of talks, the two leaders moved further
- 1:31toward sweeping nuclear arms reductions than
- 1:34either side's own advisors had anticipated, at
- 1:37one point discussing the elimination of all ballistic
- 1:41missiles, and in an even more startling exchange,
- 1:44the complete elimination of nuclear weapons entirely
- 1:48within a decade. AIDS on both sides. watching
- 1:52proposals unfold that went well beyond their
- 1:55prepared negotiating positions, reportedly found
- 1:59themselves stunned by how far the conversation
- 2:01had gone. The talks ultimately broke down over
- 2:08Reagan's refusal to confine SDI research to laboratory
- 2:13testing, a condition Gorbachev insisted on as
- 2:17the prize for the broader agreement. Reagan,
- 2:20whose commitment to missile defense intelligence
- 2:23briefings had convinced him it represented a
- 2:26genuine chance to render nuclear weapons obsolete
- 2:29rather than merely another weapon, would not
- 2:32yield the point. The summit ended without an
- 2:35agreement, and both leaders left Reykjavik visibly
- 2:39disappointed. What made Reykjavik particularly
- 2:51significant from an intelligence perspective
- 2:53was how much both sides' negotiating postures
- 2:57were shaped by assessments of the other's true
- 3:00capabilities and constraints, many of them imperfect.
- 3:04Soviet intelligence considerably overestimated
- 3:08how close SDI was to functional deployment, treating
- 3:12laboratory research as a more immediate threat
- 3:15than American scientists themselves believed
- 3:18it to be. American intelligence, for its part,
- 3:21had a more accurate read on the depth of the
- 3:24Soviet economic crisis than most Western publics
- 3:28understood at the time, which shaped Reagan's
- 3:30confidence that continued pressure could extract
- 3:33real concessions. Though Reykjavik ended without
- 3:45a signed agreement and was widely reported at
- 3:48the time as a diplomatic failure. The ground
- 3:51cover there directly shaped the intermediate
- 3:53range nuclear forces treaty signed by the same
- 3:56two leaders the following year. In 1987, the
- 4:00first agreement to actually eliminate an entire
- 4:03category of nuclear weapons. Intelligence historians
- 4:07have since come to view Reykjavik less as a failure.
- 4:11Then as the moment, the underlying intelligence
- 4:13assessments on both sides about each other's
- 4:17economies, technologies, and genuine appetite
- 4:20for a change relationship finally aligned closely
- 4:24enough with reality to make a real breakthrough
- 4:27possible the following year. The handshake in
- 4:33Reykjavik didn't end the Cold War, but the intelligence
- 4:37picture it exposed... of a Soviet system under
- 4:41more strain than most outsiders realized, and
- 4:44an American administration more willing to bargain
- 4:47than its rhetoric suggested, marked the point
- 4:50after which the endgame became visible to both
- 4:53sides. This concludes declassified file number
