- 0:00the shadow dossier act i a directorate with a
- 0:06catalog within the kgb's foreign intelligence
- 0:12directorate a division known internally as line
- 0:16x operated for decades with a specific and almost
- 0:21bureaucratic mission acquiring Western scientific
- 0:24and technological secrets that the Soviet Union's
- 0:28own research institutions were struggling to
- 0:30develop independently. Unlike the popular image
- 0:34of Cold War espionage centered on political or
- 0:37military secrets, Line X dealt in something more
- 0:41mundane and, in its way, more systemic. Semiconductors,
- 0:47machine tooling, aerospace engineering, computing,
- 0:51and industrial manufacturing processes. Each
- 0:56year, Soviet military and industrial planners
- 1:00compiled detailed lists of specific Western technologies
- 1:04they wanted, functioning almost like a procurement
- 1:07catalog. Line X officers stationed at Soviet
- 1:10embassies and trade missions across Western Europe
- 1:13and North America were tasked with acquiring
- 1:15items from that list by any available means.
- 1:19Recruiting engineers with access. Purchasing
- 1:22technology through front companies that evaded
- 1:25export controls or outright theft of blueprints
- 1:29and prototypes. Act II. The scale of the operation.
- 1:38The program's reach was extensive. Line X officers
- 1:42cultivated relationships with engineers and researchers
- 1:45across dozens of Western companies and research
- 1:48institutions, often through front companies and
- 1:52legitimate -seeming trade delegations that gave
- 1:54cover for what was, underneath, a sustained industrial
- 1:58espionage campaign. Entire categories of Soviet
- 2:03weapons systems and industrial processes, historians
- 2:06and defectors later confirmed, were built directly
- 2:10or indirectly on technology acquired this way,
- 2:13saving the Soviet economy the enormous cost of
- 2:17independent research and development. For Western
- 2:23intelligence services, catching individual Line
- 2:27X operations was difficult precisely because
- 2:30so much of the activity looked, on its surface,
- 2:34like ordinary international trade and industrial
- 2:36contact, rather than classic espionage tradecraft.
- 2:43The full extent of Line X's operations only became
- 2:53clear to Western intelligence in the early 1980s,
- 2:57through one of the most consequential defections
- 2:59of the entire Cold War. A KGB officer named Vladimir
- 3:03Vetrov, working within the directorate that oversaw
- 3:07Line X, began secretly passing French intelligence
- 3:11thousands of documents, an operation the French
- 3:14code named Farewell, detailing the program's
- 3:17structure, its officers, and precisely which
- 3:21Western technologies had been successfully acquired
- 3:24and by what methods. That material, shared with
- 3:31the United States and other allies, allowed Western
- 3:35governments to expel dozens of Soviet intelligence
- 3:38officers operating under Line X cover across
- 3:42multiple countries in 1983, and to begin systematically
- 3:46feeding deliberately flawed technology back through
- 3:49channels Line X was known to be using. A counterintelligence
- 3:53tactic that reportedly caused real damage to
- 3:57Soviet industrial and military systems relying
- 4:00on the compromised designs. Line X represented
- 4:13a different kind of Cold War threat than the
- 4:16dead drops and defectors more commonly associated
- 4:19with the era. a sustained, almost industrial
- 4:23-scale effort to close the technological gap
- 4:26between two economic systems, not through invention,
- 4:30but through acquisition. Its exposure through
- 4:33the Vetrov material remains one of the starkest
- 4:36illustrations of how much of the Cold War's real
- 4:39competition was fought not over ideology or nuclear
- 4:43doctrine, but over who could out -engineer the
- 4:45other side. and how far one power was willing
- 4:49to go simply to skip the hardest parts of that
- 4:52race. This concludes declassified file number
- 4:58059 of the Shadow Dossier, the technology theft
- 5:02program with a shopping list. What dangerous
