  For far too long, DC politicians have gotten away with measuring
• 0:26
  their personal value and worth by how much of other people's
• 0:30
  money they give away. And for far too long they self
• 0:34
  righteously have opined that the spending was for altruistic
• 0:37
  purposes, given out of care and compassion.
• 0:41
  For far too long, they've been more concerned with looking like
• 0:44
  they cared than having enough care and concern to actually do
• 0:48
  the due diligence to ensure that the tax dollars were being used
• 0:51
  wisely and effectively. And for far too long, those of
• 0:55
  us who've worked to uncover waste, fraud and abuse have had
• 0:58
  to deal with what amounts to an unconstitutional 4th branch of
• 1:01
  permanent bureaucracy that has too often worked to ignore,
• 1:06
  obfuscate, delay, and frustrate our efforts to bring
• 1:09
  transparency and oversight. Over the last few weeks, the
• 1:13
  Doge effort has begun to uncover not only how massive the waste,
• 1:16
  fraud and abuse is, but also the extent at which DC politicians
• 1:21
  and too many obstinate bureaucrats have coordinated
• 1:24
  It's great what is essentially the largest money laundering
• 1:27
  scheme in history. And while Americans have been
• 1:30
  working to make ends meet, they have been using taxpayer dollars
• 1:34
  to fund unnecessary, egregious, and even evil things here at
• 1:38
  home and around the world. Thankfully, Indoge, we have a
• 1:42
  president bringing the leadership needed and a focused
• 1:45
  effort along with the talent, technology, tools and
• 1:49
  transparency to this waste, fraud and abuse.
• 1:55
  And to those who would stand opposed to this effort, I would
• 1:58
  just point out, while it's understandable to find waste,
• 2:01
  fraud and abuse that has grown and metastasized in this
• 2:04
  government even over decades, certainly accelerated over the
• 2:08
  last few years to continue to protect it is corruption.
• 2:13
  I want to thank the chair for beginning this war on waste on
• 2:16
  this side of Pennsylvania Ave. and bringing together this
• 2:20
  committee. This effort is so important as
• 2:22
  we work to relieve the Americans people of this burden of waste,
• 2:27
  fraud and abuse. Mr. Taco, you mentioned in your
• 2:30
  written statement and talked about it in your your statement
• 2:34
  at the beginning that this waste, fraud and abuse is a
• 2:37
  national security threat. And certainly one of the
• 2:39
  challenges facing us. It is a national security,
• 2:41
  security threat is our fiscal situation.
• 2:43
  And so we have got to find ways to find savings to the American
• 2:46
  people in order to strengthen the bring confidence to the bond
• 2:50
  markets to, to put our country on a fiscal footing and, and to
• 2:54
  reverse the curse, so to speak, that we are placing on our our
• 2:57
  children and our grandchildren. You mentioned a couple threats,
• 3:00
  though you mentioned internal threats.
• 3:02
  You said that these cases involve government employees,
• 3:06
  individuals entrusted with administering benefits who
• 3:09
  instead of using their positions to approve fraudulent claims,
• 3:12
  override security controls, or even sell sensitive claim
• 3:17
  claimant information for profit. Now, this is not every federal
• 3:20
  employee for sure, but within the context of people who are
• 3:25
  trying to give their best effort, we have an internal
• 3:26
  threat. But you also mentioned
• 3:28
  transnational fraud rings, terrorist organizationals,
• 3:31
  nations, nation states, North Korea, nuclear weapons programs
• 3:34
  funded by our tax dollars, China, Nigeria, Iran, Romania,
• 3:37
  Russia, not our friends necessarily that are being
• 3:40
  funded by taxpayer dollars. Could you give us some examples
• 3:43
  of how this is happening? Got it.
• 3:45
  Yeah. So when you think about what
• 3:48
  happened during the pandemic, $1 trillion was stolen, 70% of that
• 3:54
  money went overseas. And I can give you some examples
• 3:58
  in a Western state, they had more people applying for
• 4:02
  unemployment insurance benefits and they had individuals over
• 4:05
  18. The people that were stealing
• 4:08
  the money from Romania were using it to facilitate other
• 4:12
  fraud schemes that include fentanyl, that include doing
• 4:16
  things to impact our democracy on the insider thread, right?
• 4:20
  The the first thing you have to say, and my dad was a public
• 4:22
  servant, is 99% of people that work in the public sector are
• 4:27
  honest, hard working individuals.
• 4:29
  But there are some. And what you need is data and
• 4:33
  technology to root that out. There were examples during the
• 4:37
  pandemic, there were some examples even of last week where
• 4:40
  people got into the Medicaid system in a southern in a
• 4:43
  western state and stole $50 million in less than four
• 4:48
  months. So you have to have these
• 4:50
  controls in place, right? These aren't individuals
• 4:54
  stealing Mr. Cloud. These are organized criminal
• 4:57
  groups, both domestic and transnational.

  That as you mentioned, taxpayers are being forced to fund the
• 5:03
  demise of our own country. Mr. Winston, I wanted to ask you
• 5:07
  because there's a lot of talk about reconciliation right now.
• 5:10
  You mentioned Medicaid and what could be done to to bring a
• 5:14
  pretty substantial amount of savings.
• 5:16
  And this is without affecting those who truly need Medicaid
• 5:21
  and and for what the the purpose of the program was extended for
• 5:24
  now. That the gentleman's time is
