Latest / REDefine // Civic Intelligence Podcast / Europe’s Open Source Moment: Why Digital Sovereignty Cannot Be Built Only with Slogans
Transcript
- 0:00SPEAKER_00: You send an email, save a cloud file or consult an AI assistant.
- 0:04SPEAKER_00: It feels effortless,
- 0:06SPEAKER_00: but underneath sits an enormous unseen system,
- 0:08SPEAKER_00: software, cloud infrastructure, data centers, semiconductors and power grids.
- 0:13SPEAKER_00: Who controls it?
- 0:14SPEAKER_00: Europe has created comprehensive rules for data privacy,
- 0:18SPEAKER_00: artificial intelligence and fair competition.
- 0:21SPEAKER_00: But regulation alone cannot run a society.
- 0:23SPEAKER_00: You can draft excellent legal frameworks and still depend entirely
- 0:27SPEAKER_00: on external monopolies for physical infrastructure.
- 0:29SPEAKER_00: Digital power functions in vertical layers.
- 0:31SPEAKER_00: Applications depend on software,
- 0:33SPEAKER_00: software runs in data centers,
- 0:35SPEAKER_00: servers rely on silicon chips, and chips require electricity.
- 0:39SPEAKER_00: AI sovereignty and cloud sovereignty are different floors of one continuous building.
- 0:43SPEAKER_00: True sovereignty is not about owning everything.
- 0:46SPEAKER_00: It is about whether you can leave.
- 0:47SPEAKER_00: When a single external provider raises prices or alters terms,
- 0:51SPEAKER_00: can a hospital or municipality switch systems
- 0:53SPEAKER_00: without breaking essential public services?
- 0:58SPEAKER_00: This is why open source is central to European strategy.
- 1:02SPEAKER_00: Open architectures turn opaque black boxes into inspectable, modular components.
- 1:07SPEAKER_00: They allow multiple independent providers to build upon the same foundation,
- 1:10SPEAKER_00: creating genuine strategic choices, yet publishing code is not enough.
- 1:15SPEAKER_00: Without skilled engineers to maintain,
- 1:17SPEAKER_00: secure, document and fund these systems, open technology collapses.
- 1:21SPEAKER_00: Technological sovereignty is more than open blueprints.
- 1:25SPEAKER_00: It requires active, well-funded institutional capacity and expertise.
- 1:29SPEAKER_00: Digital sovereignty does not mean isolation or building duplicate tools behind closed borders.
- 1:34SPEAKER_00: Modern economies remain interconnected.
- 1:36SPEAKER_00: The real goal is ensuring that dependence is balanced and mutual,
- 1:39SPEAKER_00: so no single vendor can unilaterally change the rules.
- 1:43SPEAKER_00: The ultimate test is resilience.
- 1:45SPEAKER_00: Can Europe say no without breaking itself?
- 1:48SPEAKER_00: Building true technical capacity transforms hidden infrastructure
- 1:51SPEAKER_00: into genuine freedom of action.
