- 0:04promotes e-cigarettes, undermines health protections through US business groups worldwide. Key
- 0:14findings Tobacco companies belong to U.S. Chamber of Commerce affiliates in 80
- 0:19countries. Industry executives hold leadership or advisory roles in about 27
- 0:25of chapters. Philip Morris International and British American tobacco
- 0:30dominated Amcham leadership roles globally. Tobacco companies remain embedded in influential
- 0:37US business groups worldwide, giving the industry a
- 0:40discrete and powerful channel to weaken regulation and undermine public health, a
- 0:45new study finds. For decades, tobacco companies
- 0:49have used business groups and front organizations to oppose anti-smoking restrictions. A
- 0:54study published last month, May 2026, in tobacco Control suggests the industry's
- 1:00Chamber memberships abroad are more important than ever. They give big tobacco
- 1:05a forceful way to push back on taxes, price measures, and regulations.
- 1:10The also help the industry promote newer nicotine products at a time
- 1:14when governments are grappling with how to legislate them amid mounting health
- 1:18concerns. Tobacco companies belong to 80 chapters of the American Nature of
- 1:23Cosmers worldwide, the study shows. In about one quarter of chapters with
- 1:28tobacco members, industry executives hold leadership or advisory roles. Nearly
- 1:34sixty percent of chamber chapters with tobacco members took at least one
- 1:38documented, aligned with tobacco industry interests, from 2010 to 2025. It's
- 1:45an ally of the tobacco industry, said study coauthor Maria Sunta, who
- 1:49directs Global Research and Advocacy at the Global Center for Good Governance
- 1:53in tobacco Control, GGTC. That alliance has important public health consequences.
- 1:59Higher tobacco taxes, warning labels, and nicotine product restrictions are
- 2:04among the most effective anti-smoking tools. When those policies are weakened or
- 2:09delayed, preventable disease and death can follow. Tobacco kills more than seven
- 2:15million people each year them
- 2:17tobacco industry's influence in a country undermines public health protections, weakens laws,
- 2:23and leaves vulnerable populations exploited with cheaper recreational addictive products, including
- 2:29cigarettes or vaping devices, the researchers wrote. Through strategic engagement with trade
- 2:35and business networks, the
- 2:37industry is able to delay, weaken, or derail regulatory reforms designed to
- 2:42reduce tobacco consumption and
- 2:43protect populations from harm. The researchers say AmCham influence has been documented
- 2:50in more than 60 countries.
- 2:51over the past 15 years. They warn, public officials must be on
- 2:56alert and monitor Amcham activities related to tobacco in these countries. Researchers
- 3:02track tobacco industry ties worldwide. The US Chamber of Commerce is the
- 3:07country's largest business federation, representing more than 3 million businesses and associations.
- 3:13Through American Chambers of Commerce, AMCAMS, its global network reaches nearly 200
- 3:19countries. Amchams are independent business associations in most countries affiliated with
- 3:25or endorsed by the US Chamber. The advocate for companies
- 3:29trade, and
- 3:30investment, while enjoying significant access to governments and global forums. In fact,
- 3:36the Chamber convened forty ambassadors, twenty eight heads of state, and eighty
- 3:40minister level engagements across five hundred meetings last year alone. We inform
- 3:46our members with timely policy analysis and legal advice, connect they with
- 3:51leaders in business and government, through world-class events and intimate gatherings, and
- 3:55equip them with tools and resources to help the some succeed. Its
- 3:59website reads, the chapter did not respond to a request for comment.
- 4:05A pattern of dismantling anti smoking protections, Article 5.3 of the World
- 4:11Health Organization's Tobacco Control Treat requires ratifying countries to protect public health
- 4:16policy from tobacco industry interference. The US has not ratified the
- 4:21treaty. The study builds on evidence that business groups and third parties
- 4:26helped the tobacco industry
- 4:27oppose public health, measures. A landmark 2015 report found the US Chamber
- 4:33and AMCAM affiliates intervened in tobacco control debates in more than a
- 4:37dozen countries. That report, along with a
- 4:41New York Times investigation, document efforts to fight graphic health warnings, tobacco
- 4:46taxes, plain packaging, and advertising restrictions. Other reports have documented tactics.
- 4:53The new study goes further by mapping AMCHAM activity across all world
- 4:57health organizations. Member States using evidence through 2025. Researchers reviewed chapter
- 5:04websites, publications, social media, policy submissions, and industry monitoring databases. Dr.
- 5:11Britta Manas, a research fellow with the
- 5:14Tobacco Control Research Group at the University of Bath, said it provides
- 5:18the most systematic and up-to-date picture yet of tobacco companies engagement with
- 5:22Amcham networks. That is valuable because it moves the discussion beyond individual
- 5:28examples and helps show the scale and persistence of these concerns, she
- 5:33said. Tobacco companies push beyond cigarettes. They U.S. Chamber
- 5:39of Commerce defends cigarettes and the tobacco industry's interests, agrees Stanton Glantz,
- 5:44founding director of the UCSF Center for Tobacco Control Research and equation.
- 5:50The difference now is that the industry is promoting e-cigarettes, heated tobacco
- 5:54devices, and oral nicotine pouches. It also uses sustainability messaging to recast
- 6:00itself as
- 6:01part of the solution. That can sow confusion, especially as young people
- 6:05face mixed messages about newer nicotine products. The are continuing to play
- 6:10their traditional role in fighting taxation and meaningful controls on illicit trade.
- 6:15But the have also come important allies of the new marketing efforts,
- 6:19Glantz said. Resisting tobacco taxes. AmCham chapters also
- 6:25oppose tobacco tax increases or excise policies in at least six countries,
- 6:29the study reports. In Poland, where PMI and BAT sit on Amcham's
- 6:33advisory council, they chapter oppos amendments to proposed excise taxes. Those changes
- 6:39affected e-cigarettes, heated tobacco devices, and e liquids. The
- 6:44industry often argues that higher taxes fuel illicit trade, reduce revenue, and
- 6:49hurt the economy, the researchers note. In fact, earlier this year, the
- 6:53European Commission received a large wave of anonymous, pro industry arguments as
- 6:58against a proposed tobacco tax increase. EU officials said the campaign was
- 7:03likely coordinated to distort public feedback. This framing obscures the inherent conflict
- 7:10of interest, as tobacco companies have a commercial incentive to oppose strong
- 7:14taxation policies while simultaneously seeking influence over regulatory processes, the researchers
- 7:21wrote. Promoting newer nicotine products In addition, AMCAM engagement
- 7:27amplifies industry messaging that prioritizes profits over health, the study shows that
- 7:32includes pitching e-cigarettes and heated tobacco devices as harm reduction and smoke
- 7:37free products. Those activities have intensified, says Asunta, because the industry
- 7:43now has a broader range of products to defend and promote. In
- 7:48Slovakia, for instance, Amchams magazine published a feature titled A Smoke Free
- 7:53Future for Slovakia. The piece centered on an interview with Philip Moris,
- 7:57Slovakia's general manager. It presented the company's push to replace cigarettes with
- 8:03heated tobacco products as a public health mission, despite emerging health risks.
- 8:08One recent study found that e-cigarette use after quitting smoking may weaken
- 8:13some benefits, including lower lung cancer risk and death. Another reported that
- 8:18otherwise healthy young adults who regularly used e-cigarettes showed abnormal heart and
- 8:23lung responses during exercise. These narratives often rely on the arguments that
- 8:28nicotine, though addictive, is not the primary cause of smoking related diseases,
- 8:34shifting the focus instead to combustion as the main source of harm.
- 8:37The researchers wrote. Burnishing Tobacco Company's image Amcham
- 8:44sponsors corporate social responsibility and community projects allow tobacco companies to portray
- 8:49themselves as responsible citizens rather than producers of harmful and addictive products.
- 8:56The study found that MSHA chapters in 15 countries promoted or partnered
- 9:01with tobacco companies on community or environmental projects. They ranged from a
- 9:06volunteer day at schools to a journalism awards program framed around sustainability
- 9:11and rural development. Why indirect influence matters. You aren't talking
- 9:17to Philip Morris, you're talking to the Chamber of Commerce. Stan Glance.
- 9:22Access is a key part of the equation. A government official may
- 9:26never meet directly with a tobacco industry representative. Instead, the chamber can
- 9:31deliver industry-aligned messages while appearing to speak for the broader business community.
- 9:37As Glance said, You aren't talking to Philip Morris. You're talking to
- 9:41the Chamber of Commerce. People should be worried because when the tobacco
- 9:46industry uses Amcham as its front to undermine and to do all
- 9:50the things that it is actually not supposed to be doing, then
- 9:53government officials are not freed up to act in the best interests
- 9:57of public health, said Asunta. Researchers call for stronger tobacco lobbying safeguards.
- 10:04The authors note several limitations. For instance, the analysis relied solely on
- 10:10public records, so it may underestimate undisclosed tobacco industry ties. The researchers
- 10:16urged governments to require disclosure of AMCAM affiliations, partnerships, and policy alignment
- 10:22with tobacco companies. Cult called for stronger bans on tobacco and nicotine
- 10:27advertising, promotion and sponsorship, and for a cessation first approach. Policymakers
- 10:33and public health advocates can use this study to enhance transparency, limit
- 10:38industry influence in trade bodies, and adopt stronger safeguards against conflicts of
- 10:43interest in policymaking, they wrote. Reference Nyazi F,
