Osama Bin Laden would repeatedly manipulate the minds of Muslims by using civilian casualties from Gaza that to inflame the Muslim population, but specifically wanted to reach potential jihadists to engage in retribution thru terrorism against the West. Jihadist propaganda still uses this playbook today, but are far more effective in utilizing it. There will be future jihadists who will look to seek out that "retribution" one day.
