- 0:05Election day arrives after a surge in early voting, with observers keeping
- 0:09close watch at the polls. This article

- 0:21AP. The final day of voting in this year's midterm elections arrives
- 0:25Tuesday against a backdrop of uncertainty, after a year in which President
- 0:29Donald Trump has tried to interfere in how States run their elections.
- 0:32And sown doubts about the outcome should Republicans lose. Millions of Americans
- 0:38already have cast their ballots, with early voting turnout on pace to
- 0:41eclipse that of the last midterm elections. In contrast to the President's
- 0:46continued rhetoric about elections, cheating, voting so far has unfolded with relatively
- 0:50few problems. Trump has spent months trying to use the power of
- 0:55the presidency to put his thumb on the scale of this year's
- 0:58elections, which will determine whether his party keeps control of Congress. His
- 1:03justice and Homeland Security Department have been involved in a massive hunt
- 1:07for voters who are not US citizens, at one point engaging in
- 1:11a made for the Cameras pre dawn operation that led to more
- 1:14than two dozen arrests in California. The Department of Justice was planning
- 1:19its largest ever effort to monitor Election Day polling places, countered by
- 1:23an even larger effort among Democrats and Allied groups, and at the
- 1:27President's urging had sued to block certification of Alaska's results if the
- 1:31outcome of the Senate race favored Democrats. At the same time, Trump's
- 1:37constant false claims about widespread voter fraud led election officials and Democratic
- 1:41groups across the country to plan for the possibility of immigration agents
- 1:45at voting sites or federal officers seizing voting machines. His administration has
- 1:50insisted that no armed federal officials would be guarding the polls on
- 1:54Election Day. In the run up to Tuesday, none of the steps
- 1:58Democrats most feared had come to pass, and the
- 2:01administration's legal maneuvers had been largely blocked by the courts. One of
- 2:06the administration's most high profile attempts to interfere in state elections was
- 2:10turned away Monday night by the U.S. Supreme Court which rejected its
- 2:14push to force California to set aside thousands of ballots as part
- 2:18of its search for non citizen voters. Even the administration's own record
- 2:23of arrests and charges has demonstrated what research and state investigations have
- 2:27made clear for years, that instances of non citizens casting ballots are
- 2:31extremely rare. Monday's ruling followed another defeat for the President at the
- 2:36Supreme Court, when less than two months ago it rejected his attempt
- 2:41to limit mail balloting through changes at the Postal Service. That directive
- 2:46was included in one of two executive orders Trump has signed during
- 2:50his second term that attempted to federalize certain aspects of elections, even
- 2:54though the Constitution gives the states, and sometimes Congress, the authority to
- 2:58set election rules. On Tuesday, the first polling sites were scheduled to
- 3:03open at six AM in a handful of states Connecticut, Indiana, Kentucky,
- 3:07Louisiana, Maine, Missouri, New Jersey, New York, and Virginia. Heavy rains and
- 3:12flash flooding in a swath of them southwest over the weekend were
- 3:15expected to make it harder for some voters to reach polling places
- 3:19in parts of Colorado, Arizona, and New Mexico. Most polling place locations
- 3:24have not changed, though it's possible more modifications will be announced as
- 3:28officials assess the situation. Election administrators and voting rights advocates have been
- 3:34advising voters casting late absentee ballots to use drop boxes or deliver
- 3:39them to polling places in person rather than mail them. The advice
- 3:42came after concerns emerged that recent changes in US Postal Service operations
- 3:47could result in postmarking delays that would mean mail ballots could not
- 3:51be counted. Late arriving ballots or late postmarks disenfranchise tens of thousands
- 3:56of voters in California, Oregon, and Washington, which mail ballots to all
- 4:01voters during this year's primaries. The most significant disruptions ahead of Election
- 4:06Day were the Trump administration's attempts to interfere. Voting rights groups, Democrats,
- 4:11and the Justice Department have been exchanging a flurry of legal filings
- 4:15over alleged non citizens voters, federal election monitors, federal intimidation of election
- 4:20officials, and other concerns. The reveal how Trump's attempts to expand federal
- 4:26control over state run Election combined with high stakes races, are resulting
- 4:31in court bot battles that could extend past election day into ballot
- 4:35counting and certification of the results. Election law experts said Trump's lawsuits
- 4:40go beyond historic norms, but said the administration's legal arguments were unlikely
- 4:45to convince the courts. Trump also has ramped up his own personal
- 4:49equivocations about whether the election will be legitimate, as he has in
- 4:53the past. A week before Election Day, when a reporter asked him
- 4:57if he would accept the results, he offered a qualified answer. I
- 5:01will if they are honest, he said. Associated Press Writer Jeff Mulvahill
