- 7:28[SPEAKER_14]: City Council, they continue to rumenate into ponder and they've got to get their scalples out and all of that, but they won't pass that, they keep tabling the tax cap thing and that's a good idea.
- 7:49[SPEAKER_14]: To me by tabling at twice that sends the message to me that they want that budget under the cap.
- 7:59[SPEAKER_14]: that would be, but I would think, but I'm not a bureaucrat, so whatever, um, yeah, funny thing, the school budget is like twice as much as a city budget, but we spend so much time on talk shows and elsewhere carrying out about the city budget and they're on last night and they're talking about trash and Mr. Monica came in and chastise them and said, you people have destroyed the trash program by
- 8:27[SPEAKER_14]: alienating customers and i've heard that from more than one person uh... one one councilman told me this morning there's a department had a openly lied to the council during deliberations here so i don't know but they let him get away with it they'll get away with it uh... what we got a call coming in but if you didn't run the air hello
- 8:58[SPEAKER_11]: I agree Leave the pools alone Mm-hmm Leave the pools open, we just spent a lot of money on the nurse, I pool, we just spent a lot of money on a new truck for the garbage department, D.P.W.
- 9:09[SPEAKER_11]: Mm-hmm Just raised taxes, 11% If you're not going to lay anybody off, there's no sense in the, you know, the garbage stickers are going up probably 50 cents or so here at the next budget Yeah, I don't know what they're going to do I'm not going to lay manpower off, you're not going to make any difference in them So just raise the DM taxes, and if you're going to have to live with it
- 9:28[SPEAKER_11]: They're moving out of the city.
- 9:29[SPEAKER_11]: That's your choice, you know.
- 9:31[SPEAKER_11]: What is it?
- 9:31[SPEAKER_11]: 1%?
- 9:32[SPEAKER_11]: Yeah.
- 9:33[SPEAKER_14]: Yeah.
- 9:34[SPEAKER_11]: On the school budget, they got $16 million in the reserve from their mayor.
- 9:42[SPEAKER_11]: That's more than the city has.
- 9:43[SPEAKER_08]: Mm-hmm.
- 9:45[SPEAKER_11]: Can anybody explain that?
- 9:49[SPEAKER_08]: Well?
- 9:50[SPEAKER_11]: Contest Central.
- 9:51[SPEAKER_11]: 30 million dollars in the reserve fund?
- 9:54[SPEAKER_08]: Mm-hmm.
- 9:55[SPEAKER_11]: A squirrel!
- 9:57[SPEAKER_11]: There are five new people.
- 9:59[SPEAKER_11]: I don't even know what the positions are.
- 10:01[SPEAKER_11]: I've never heard of them.
- 10:03[SPEAKER_11]: In intern.
- 10:06[SPEAKER_14]: Yeah.
- 10:07[SPEAKER_11]: You're right.
- 10:07[SPEAKER_11]: The position's mayor.
- 10:09[SPEAKER_14]: I did.
- 10:09[SPEAKER_14]: I didn't understand what they were.
- 10:11[SPEAKER_14]: I thought what?
- 10:12[SPEAKER_11]: In intern.
- 10:13[SPEAKER_14]: When I went to school, you had principles.
- 10:16[SPEAKER_14]: Yeah.
- 10:16[SPEAKER_14]: Teachers and you had maybe guidance counselors.
- 10:19[SPEAKER_14]: That was it.
- 10:19[SPEAKER_14]: You didn't have all these DEI people sitting around.
- 10:22[SPEAKER_11]: The resource teacher.
- 10:24[SPEAKER_14]: What does that mean?
- 10:28[SPEAKER_11]: is structural coach.
- 10:29[SPEAKER_11]: What does that mean?
- 10:32[SPEAKER_14]: I don't know.
- 10:33[SPEAKER_11]: Administrative intern, community partnership and strategic communications specialist.
- 10:40[UNKNOWN]: What the hell is that about?
- 10:42[SPEAKER_14]: Yeah, that sounds like BS to me.
- 10:45[SPEAKER_11]: You know, 60 million dollars.
- 10:48[SPEAKER_11]: That's a lot of money, man.
- 10:49[SPEAKER_11]: It's only supposed to be 4% of your operating budget.
- 10:53[SPEAKER_08]: Mm-hmm.
- 10:55[SPEAKER_11]: May end dollars in a school budget in Cartich.
- 11:00[SPEAKER_14]: I know it's incredible.
- 11:01[SPEAKER_11]: It's amazing.
- 11:03[SPEAKER_11]: Did you see, oh, I think I'm a traffic.
- 11:06[SPEAKER_11]: Did you see the road 40,000 tickets in a week mayor?
- 11:09[SPEAKER_14]: Meet that something.
- 11:12[SPEAKER_11]: You know, 40,000 tickets in a week in April.
- 11:16[SPEAKER_11]: And most of them are probably, I don't know, a lot of people on the shelf will know.
- 11:21[SPEAKER_11]: This people still not wearing a seat belt.
- 11:23[SPEAKER_11]: I don't believe in roadblocks.
- 11:25[SPEAKER_08]: I don't believe it.
- 11:26[UNKNOWN]: I don't believe in cops hiding in D.L.T.
- 11:29[UNKNOWN]: trucks.
- 11:30[SPEAKER_08]: Yeah.
- 11:30[UNKNOWN]: The catch people, you know, I don't believe in it.
- 11:33[UNKNOWN]: It's just a gimmick to raise money for the state.
- 11:35[UNKNOWN]: We should be using the police that way.
- 11:37[SPEAKER_11]: People over and normally I don't have a problem with it.
- 11:41[SPEAKER_11]: But I don't believe it.
- 11:42[SPEAKER_11]: 40,000 tickets in one week.
- 11:44[SPEAKER_11]: That is a little bit over the top.
- 11:46[SPEAKER_14]: Yeah.
- 11:47[SPEAKER_14]: Yeah.
- 11:48[SPEAKER_14]: I agree.
- 11:51[SPEAKER_11]: No, I don't know if she is enough.
- 11:57[SPEAKER_14]: Yeah, since she got busy with sick people.
- 12:04[SPEAKER_11]: Now, did they have somebody in the school district in the school?
- 12:19[SPEAKER_14]: Well, all of these people are, there's 15 of them in Jefferson County, and they all have school boards that do what they want.
- 12:26[SPEAKER_14]: The public doesn't know.
- 12:28[SPEAKER_14]: I'd like to know what they have planned for this September 9th for curriculum.
- 12:33[SPEAKER_14]: For a whole generation of people who weren't even born when that happened.
- 12:36[SPEAKER_11]: Was one guy said the money they spend is really high, but you look at the test scores water challenge, usually at the bottom of a list.
- 12:44[SPEAKER_14]: I know.
- 12:46[SPEAKER_14]: But the superintendents, the way the system set up, you know, the school board members are well-intentioned people and maybe got on the school board or got talked into it and just wanted to do something for the kids or whatever they think.
- 13:00[SPEAKER_14]: And they get rolled.
- 13:05[SPEAKER_14]: I mean they're told you can't do this.
- 13:06[SPEAKER_14]: You can't do the same thing with city government.
- 13:10[SPEAKER_14]: You want your council members to do something but they are always being told what they can't do.
- 13:17[SPEAKER_11]: uh... uh... uh... the stars board want to keep the garbage i agree doctor kipper for once more i think he's right on that you know i want my garbage picked up by the city do a good job down if you have uh... brochure anything after the rent of the wall still a good job well there's this increasing theme at the city administration
- 13:35[SPEAKER_14]: has been running that trash thing in a way that alienates customers and so you lose market share and anything run to the council and say oh we're losing this much money well they weren't two years ago so um no the garbage pick up was uh was the object to make money you know everything have to make money here i wouldn't think so you know what i mean you're not gonna make money on your rena certain things you're not gonna make money on
- 14:04[SPEAKER_11]: I don't want to hire a private holler and I don't feel garbage out of me, we may be still going to be charging me, you know, but I agree with Dr. Kim, but I agree, I hopefully someone else will come along.
- 14:16[SPEAKER_11]: I think Mr. Shones going to want to keep it to I believe.
- 14:20[SPEAKER_14]: Oh, no, no, no, no.
- 14:21[SPEAKER_14]: Keep the trash service, but you got all these things out in the air.
- 14:24[SPEAKER_14]: They're they're band hang about the idea of closing the Flynn pool.
- 14:29[SPEAKER_14]: We don't know what their plans on the golf course are, really.
- 14:33[SPEAKER_11]: That could die and garbage, that's not going to amount to much.
- 14:36[SPEAKER_11]: People want the pools open in the summertime, you know?
- 14:41[SPEAKER_11]: The splash pad that I want to close that next, two rules, almost that cost.
- 14:45[SPEAKER_14]: Right now, it's something.
- 14:46[SPEAKER_11]: Certainly, I don't have to keep going in the summertime.
- 14:51[SPEAKER_11]: We got that pool open a couple of years ago.
- 14:54[SPEAKER_11]: It's a beautiful pool.
- 14:56[SPEAKER_14]: Yeah, no, it's nice.
- 14:58[SPEAKER_11]: $400,000 is not a, you know, not a lot of money in the municipality, my opinion, you know, you know, $400,000.
- 15:07[SPEAKER_14]: And everybody runs around saying the county should give us money.
- 15:09[SPEAKER_14]: I say, how about the school district, if they're spending $112 million, you know, they could, they could contribute.
- 15:15[SPEAKER_11]: Most of the counties got in the reserve from my God.
- 15:19[SPEAKER_14]: Yeah.
- 15:19[SPEAKER_14]: We'll be a hundred million dollars.
- 15:20[SPEAKER_14]: Right.
- 15:21[UNKNOWN]: Can't get in any charge of anybody.
- 15:23[UNKNOWN]: Oh, it's for roads.
- 15:25[SPEAKER_08]: Yeah, roads, 10 years
- 15:30[SPEAKER_11]: I wrote a text read on my last county cash bill totally outrageous Should have never happened.
- 15:38[SPEAKER_14]: I don't understand it.
- 15:39[SPEAKER_11]: There should be a supposed to get a break on that bill Yeah, never happened.
- 15:45[SPEAKER_11]: Don't you'll be raising it?
- 15:47[SPEAKER_11]: And look at the homeless shelters are building here mayor Taj Mahal down there by the post office Mm-hmm.
- 15:53[SPEAKER_11]: Is that a homeless shelter?
- 15:55[SPEAKER_11]: I don't know.
- 15:56[SPEAKER_14]: I think it is.
- 15:57[SPEAKER_11]: Yeah, I see the size of that place
- 16:00[SPEAKER_11]: I'm a chemistry.
- 16:01[SPEAKER_11]: It's an almost person everybody.
- 16:03[SPEAKER_11]: You have to investigate.
- 16:06[SPEAKER_11]: They love to set fire.
- 16:07[SPEAKER_11]: This is a problem with these people.
- 16:10[SPEAKER_11]: Somebody seen a homeless guy leaving the building.
- 16:12[SPEAKER_11]: All right.
- 16:13[SPEAKER_11]: You don't need to investigate it.
- 16:16[SPEAKER_11]: You put these people in a no building.
- 16:19[SPEAKER_11]: Many of the dowels you know what the hell's going to happen.
- 16:22[SPEAKER_11]: Unless you had 24 hours security there, you need a curfew, you're going to be back in the building at a certain time, you can't be on the street at the former clock or whatever.
- 16:34[SPEAKER_11]: So, guys, good to say, I've kicked over on Franklin Street, you know, or on a factory street, you never see anything on it, Mayor.
- 16:42[SPEAKER_11]: I think the guy called this show.
- 16:55[SPEAKER_11]: Really I could be wrong, but I think it's him because he hasn't called her a long time Hmm, they send honesty wait for a cat or a sudden couple dudes Yeah, never see the paper.
- 17:10[SPEAKER_11]: No, you never do it end a paper on a police pilot Run the new stock Hmm, if this crime is running a mock-and-morty town you met just today.
- 17:21[SPEAKER_11]: You read the bottom mirror.
- 17:23[SPEAKER_11]: Yeah, I'll read this
- 17:25[SPEAKER_11]: These people coming from do not avoid it, Tom.
- 17:31[SPEAKER_11]: To bake city crimes.
- 17:35[SPEAKER_14]: Well, I don't know what to say.
- 17:36[SPEAKER_11]: I mean, what are you guys doing about it?
- 17:39[SPEAKER_14]: Nothing much, I guess.
- 17:40[SPEAKER_11]: Nobody would have shot the cart.
- 17:42[SPEAKER_11]: Pull them over.
- 17:43[SPEAKER_11]: What are you doing with a shot the cart?
- 17:47[SPEAKER_11]: They turned $1 a pop.
- 17:49[SPEAKER_08]: Mm-hmm.
- 17:51[SPEAKER_11]: Nothing.
- 17:53[SPEAKER_11]: I'm driving into my driver, yes.
- 17:55[SPEAKER_11]: Here's a guy on my side yard with run piles on my car.
- 18:01[SPEAKER_11]: I said, what the hell is going on?
- 18:04[SPEAKER_11]: He's thinking I said, get off my property with this crap and clean it up.
- 18:08[SPEAKER_14]: You know, it's my lawn.
- 18:10[SPEAKER_11]: I just cleaned up my sticks and everything.
- 18:13[SPEAKER_14]: Uh-huh.
- 18:13[SPEAKER_11]: What the hell are you doing on my property?
- 18:16[SPEAKER_14]: Beats me.
- 18:17[SPEAKER_11]: Oh, I want somebody else to get in there.
- 18:23[SPEAKER_13]: But after dinner on air, hey Jeff, councilman shown last like came up with a good idea about passing a local law about all these non-for-crossed, giving out the needles for the needles hearing program.
- 18:36[SPEAKER_13]: Uh-huh.
- 18:36[SPEAKER_13]: Catch that.
- 18:38[SPEAKER_14]: I know I didn't.
- 18:40[SPEAKER_13]: So he brought up the idea that he wants a local law that's passed.
- 18:44[SPEAKER_13]: That says that these non-for-crossed, test to put their logo or their name on these needles
- 18:53[SPEAKER_13]: and also for these uh... that's the promise to give them out they have to collect seventy five percent of the used ones before they can give up the new one you know if they could be uh... we know that that's driving that needle program is driving that drug epidemic where are the needles where are the needles that's a good question out of all that probably all over the streets of water down
- 19:20[SPEAKER_14]: Don't they just give them a problem?
- 19:22[SPEAKER_13]: That's what he's trying to fix it.
- 19:24[SPEAKER_14]: Well, you go to these places wanted to give you a method on or something.
- 19:27[SPEAKER_14]: Is that it?
- 19:28[SPEAKER_13]: I have no idea.
- 19:30[SPEAKER_14]: Yeah, I don't know.
- 19:31[SPEAKER_13]: I don't know.
- 19:32[SPEAKER_13]: I don't know anything about that stuff.
- 19:33[SPEAKER_13]: You know, other than what happens afterwards when you see someone on it.
- 19:39[SPEAKER_09]: Huh?
- 19:41[SPEAKER_13]: But I thought it was a great idea that he wants to bring that up
- 19:47[SPEAKER_13]: I'm sure that the mayor would go along with them and maybe at least shame.
- 19:52[SPEAKER_13]: And maybe even, what is the, not correct for the officer?
- 19:57[SPEAKER_14]: Probation officer, yeah.
- 19:58[SPEAKER_13]: Yeah.
- 19:58[SPEAKER_13]: Probation officer.
- 20:00[SPEAKER_13]: You would probably go along with something like that.
- 20:02[SPEAKER_13]: Maybe I don't know, but.
- 20:04[SPEAKER_14]: Yeah, I don't know either.
- 20:05[SPEAKER_13]: I think it's a good idea.
- 20:06[SPEAKER_14]: Yeah.
- 20:08[SPEAKER_13]: I have a question for that.
- 20:10[SPEAKER_13]: You probably wouldn't know.
- 20:12[SPEAKER_13]: The city clerk to read something during communications like an email.
- 20:16[SPEAKER_13]: What's that process?
- 20:19[SPEAKER_14]: But after a dress a letter to the city council.
- 20:23[SPEAKER_13]: Okay.
- 20:25[SPEAKER_13]: Like the whole council.
- 20:26[SPEAKER_14]: Well, I would, uh, mayor and council, and then she'll read it.
- 20:30[SPEAKER_14]: But may not, she may just summarize it.
- 20:32[SPEAKER_14]: I don't know.
- 20:33[SPEAKER_13]: Okay.
- 20:34[SPEAKER_13]: Well, the thing is, like, I send in the communication a few times, and she has a reddit.
- 20:39[SPEAKER_13]: Well, I call it.
- 20:40[SPEAKER_13]: today and she's like, well, I didn't know if you were just addressing it because when I set the email, I only sent it to like four people.
- 20:47[SPEAKER_13]: I didn't send it to the whole council.
- 20:49[SPEAKER_09]: Right.
- 20:49[SPEAKER_13]: She said, oh, because you didn't send to the whole council, you know, I didn't read it.
- 20:53[SPEAKER_13]: So I soon, you know, whatever.
- 20:55[SPEAKER_14]: Well, you should send it.
- 20:56[SPEAKER_14]: You know, emails make things differently.
- 20:58[SPEAKER_14]: It used to come in a paper version now, it's different, but yeah, just...
- 21:02[SPEAKER_13]: e-mail to everybody and uh... i don't know what he wanted that was the mistake once you're later all about what what is what's your letter about so my letter was about the direct shows that you're being going on over at the hawk street i want to know the regulations like because according to the abuse and the city code you can be next to residential the show cannot be find out from a public view from like a sidewalk
- 21:29[SPEAKER_14]: And there's some, you know, first of all that, it's all that entertainment ordinance.
- 21:33[SPEAKER_14]: Back when Bob Sly was in there, he used to say it was unconstitutional, so in plus, people don't care about, people don't care about that stuff.
- 21:43[SPEAKER_13]: Well, people do care about that stuff.
- 21:45[SPEAKER_14]: You do, but nobody else to.
- 21:47[SPEAKER_13]: Maybe there's one, not the only one, I might be the loudest one about it, but well, I wasn't aware they were even holding, you know,
- 21:54[SPEAKER_13]: drag shows but so what if they are because what they do is they only advertise it a couple days before happens usually on a Saturday right all so they do a real quick demand them thinking and outdoor because they'll never announce it whether there's enough time to you know so according to the coach for the final program I want to know if there's been permits filed for this
- 22:20[SPEAKER_14]: And why is it, listen, all of that stuff about permits and all that's all nonsense, just let people live their lives.
- 22:28[SPEAKER_13]: Being next to residential within 500 feet, there's houses right across the street.
- 22:32[SPEAKER_14]: Well, do they care?
- 22:34[SPEAKER_13]: Well, there's this and this is what's written.
- 22:39[SPEAKER_13]: Okay, this is what the codes are.
- 22:41[SPEAKER_13]: This is what the law is.
- 22:43[SPEAKER_13]: Okay, if these people want to use law fair against me, well, then I'll use the law fair against them.
- 22:51[SPEAKER_14]: I get it.
- 22:52[SPEAKER_13]: This is what the rules are.
- 22:55[SPEAKER_13]: Then follow them, and if they're not allowed, then stop them, okay, and if they're pushing this out there, and the most for them, so be it.
- 23:05[SPEAKER_13]: But there are other people that agree with not having them in the city of Watertown, especially right next to Reddentville.
- 23:14[SPEAKER_14]: How often, how often have they really had a drag show there?
- 23:22[SPEAKER_13]: Well, the, the drag show person doesn't like to show every month up here, and it's sometimes it's over on hot street, sometimes it's over at the golf course on hives and sometimes it's ahead of it because you will a couple years ago, you know, and that's what caused Mr. Sly and everybody to change the, the laws because they, they was illegal then when I complained about it and they, the colds went in and changed everything.
- 23:48[SPEAKER_13]: Why is it illegal?
- 23:50[SPEAKER_14]: But what's the basis for you saying it's illegal?
- 23:54[SPEAKER_13]: Somebody who doesn't read it because it can be viewed.
- 23:57[SPEAKER_14]: Somebody dressed as a woman here.
- 23:59[SPEAKER_14]: Oh my god.
- 24:00[SPEAKER_13]: You can't have an adult use.
- 24:02[SPEAKER_14]: Not an adult.
- 24:04[SPEAKER_13]: You can't have a scene like that.
- 24:05[SPEAKER_13]: They could be viewed from a public area.
- 24:08[SPEAKER_13]: Especially, you can't be within 500 feet.
- 24:10[SPEAKER_13]: Resident actually can't be 1500 feet from a school or church.
- 24:15[SPEAKER_13]: You know, those ones I think are okay.
- 24:16[SPEAKER_13]: But the residence was raised across the street.
- 24:20[SPEAKER_13]: Not even well nobody's looking at anybody's window it cross trussers Not that one the doors wide open oh my god and you can see it's listen there's fit there's video evidence of it There's pictures of it And this being billed as 18 in a box But there's reports of people that were under 18 now did I cart these people now?
- 24:44[SPEAKER_13]: But I'm saying there are reports that there were people under the age of 18
- 24:49[SPEAKER_14]: these people are advertising it as a team in the box same place same place as we were just talking about on the outstreet yes but anyway that's what my letter was about okay that's fine all right thank you you know i like these people say where i want to continue on that i'm going to complain that don't bother
- 25:17[SPEAKER_14]: Yeah, we got a lot of stupid laws on the books, and he don't need to give them an excuse to enforce them, so don't.
- 25:26[SPEAKER_14]: The fact of somebody's holding drag shows, whether it be in a wherever it is, who cares?
- 25:36[SPEAKER_14]: Yeah.
- 25:40[SPEAKER_14]: I can't imagine there was that many of them up here.
- 25:49[SPEAKER_14]: one or two uh... such people but i don't know what can i say but after doing run here good afternoon uh... which you care to come at and the uh... to the council meeting last night relative to the trash situation well i i read some of the summaries of what was said i agree with mr. monarchle
- 26:18[SPEAKER_14]: I think it should be retained and I think they should try to grab back more market share with better marketing.
- 26:27[SPEAKER_05]: Well, do you realize that in August of 2024, Brad, we could set up DPW when and record things the city should not be in the trash business?
- 26:40[SPEAKER_14]: Yeah.
- 26:41[SPEAKER_14]: Well, my understanding is that's his opinion.
- 26:43[SPEAKER_14]: I don't know the gentleman, so.
- 26:46[SPEAKER_05]: Well, he's the head of DPW.
- 26:48[SPEAKER_05]: and you'll notice he was a fairer last week's meeting.
- 26:52[SPEAKER_05]: Don't you think he would have been replanted for him to participate in this discussion?
- 26:59[SPEAKER_14]: I suppose if he knew what was going to happen, but I didn't know what was going to come up either.
- 27:06[SPEAKER_14]: How did it come up?
- 27:07[SPEAKER_14]: Just because Monaco said something, or?
- 27:11[SPEAKER_05]: I'm not aware of it.
- 27:12[SPEAKER_05]: I picked it up in the studies.
- 27:17[SPEAKER_14]: I don't know much more about it, so I'll let you go on that.
- 27:22[SPEAKER_14]: But I agree.
- 27:24[SPEAKER_05]: You think you saw Madico's presentation the number of years that the city was in the black and this trash removal?
- 27:36[SPEAKER_14]: Yeah, I think.
- 27:39[SPEAKER_14]: It's very tough from the council's viewpoint.
- 27:42[SPEAKER_14]: If they try to get involved in running anything, it's like,
- 27:47[SPEAKER_05]: everything has to go through one man and all that so i mean it's very tough to change anything i don't know whether the whether they've run the department in such a way that they hope to get it phased out i don't i don't i don't know that well i don't you think with a lot of the this car now for the last couple years it's been negative about a city collection and there's been a lot of uncertainty the information they've provided
- 28:16[SPEAKER_14]: I agree with it.
- 28:18[SPEAKER_14]: I think that's probably trying to deep sex.
- 28:20[SPEAKER_14]: But there's not much here if the council says keep doing it, they can't tell these department heads what to do.
- 28:28[SPEAKER_14]: Is they don't answer the council?
- 28:29[SPEAKER_05]: But you have a city manager who controls the department.
- 28:33[SPEAKER_05]: He could offer direct swimming counseling for the head of DPW.
- 28:37[SPEAKER_05]: I mean, was it turned key operation when he took it over?
- 28:41[SPEAKER_14]: He probably agrees with the department heads take on it though.
- 28:45[SPEAKER_14]: So you're not going to get
- 28:47[SPEAKER_14]: any change out of him.
- 28:48[SPEAKER_14]: I mean, not like it is telling what to do when he does that.
- 28:51[SPEAKER_14]: He does what he wants.
- 28:53[SPEAKER_05]: You mean the department has a city manager?
- 28:56[SPEAKER_05]: Oh, well, yeah.
- 28:58[SPEAKER_05]: The city manager should be promoting what the taxpayers wish, which was a retention of the service.
- 29:05[SPEAKER_14]: Right.
- 29:05[SPEAKER_14]: Well, I think the city manager should be the mayor, so I'm not, you know, I'm in that camp.
- 29:12[SPEAKER_14]: But apparently isn't a minority view.
- 29:15[SPEAKER_14]: They like an outside person brought in to fall in want to do and now you got it.
- 29:20[SPEAKER_05]: Also, you're of the opinion of what the charter commission worked on a couple of years ago that we should revert from a city manager type of government to a strong mayor type of government.
- 29:32[SPEAKER_14]: Yeah, I do think that's the best idea.
- 29:35[SPEAKER_05]: And you think that there are individuals that could be found locally to able
- 29:42[SPEAKER_14]: We don't find them after they have to come forward, obviously.
- 29:47[SPEAKER_14]: Oh, I don't know.
- 29:49[SPEAKER_14]: It happens everywhere.
- 29:50[SPEAKER_14]: You go to Yudika, Rome, Amsterdam, little falls, Blacksburg, they elect them all the time.
- 29:58[SPEAKER_14]: I mean, this argument that, oh, we don't have anybody here.
- 30:02[SPEAKER_14]: Well, I don't know.
- 30:04[SPEAKER_14]: Do we have any people capable to be city manager from the city if you want somebody from the city?
- 30:09[SPEAKER_14]: No.
- 30:13[SPEAKER_14]: I don't agree with it.
- 30:15[SPEAKER_14]: I mean, I know that's not the opinion of some.
- 30:18[SPEAKER_14]: I just don't happen to agree with it.
- 30:19[SPEAKER_14]: I don't hate the guy.
- 30:20[SPEAKER_14]: I just don't agree with it.
- 30:22[SPEAKER_05]: So you think that there are individuals here locally that could be city manager?
- 30:28[SPEAKER_14]: Well, they could run from air and then the voters have to decide.
- 30:33[SPEAKER_14]: ultimately if you don't trust the voters that's that you know and no one person runs everything in life is obviously uh... administrative assistant all of that so it's not but you know i don't know call it that's part of it they have a strong mayor government and fewer people in we do ask them how it works well the other thing is that are you aware that once someone becomes mayor they can't be removed from office of the body governor
- 31:06[SPEAKER_14]: Well you don't practically speaking you don't because to get to that threshold or you say you're out the door that very seldom happens so no i i look at i mean you don't really have any practical way to get rid of the president or governor midterm no but i mean you're a practical way to get rid of the city manager once you hear the getting rid of the strong mayor
- 31:35[SPEAKER_14]: Well, that's fine.
- 31:36[SPEAKER_14]: If that's the way you want it to be, you know, go ahead.
- 31:40[SPEAKER_14]: You can advocate.
- 31:41[SPEAKER_14]: I don't agree with you.
- 31:45[SPEAKER_14]: I have a different mindset on it.
- 31:46[SPEAKER_14]: I'm based on my life experiences and all of that, and what I know of governance around the state and here in Watertown.
- 31:53[SPEAKER_14]: That's just my opinion.
- 31:55[SPEAKER_05]: So with the strong mayor, would you still retain the council?
- 31:59[SPEAKER_14]: Of course, you have a common council.
- 32:02[SPEAKER_14]: I mean, people have got, I know they don't teach civics in the schools anymore, but somebody's got to start learning how municipal municipalities have structured.
- 32:11[SPEAKER_05]: You got a strong mayor in New York City and Zoran Mamdami, but you still have a city council.
- 32:24[SPEAKER_14]: I don't know, I mean, obviously your dead set against it, so, and you know, I kind of convinced me, so that's that, but I appreciate your viewpoint, okay?
- 32:35[SPEAKER_13]: Okay.
- 32:36[SPEAKER_14]: All right, thank you.
- 32:37[SPEAKER_14]: Good afternoon here on the air.
- 32:40[SPEAKER_13]: Yes, Mayor, one way the city can save money on the trash.
- 32:54[SPEAKER_13]: two men do a truck and the people took advantage of them by, you know, firing up the outside.
- 33:03[SPEAKER_13]: Now, where I live, everybody gets through downstairs or two totes, big totes, the lodgewins.
- 33:11[SPEAKER_13]: Everything's got to be in their totes.
- 33:14[SPEAKER_13]: No more bags in cardboard and everything all over the ground for those guys to pick up.
- 33:22[SPEAKER_13]: This operation where I am is a one-man operation.
- 33:25[SPEAKER_13]: We've got an wish management.
- 33:28[SPEAKER_13]: They've got a new truck with a clam on the side.
- 33:31[SPEAKER_13]: And the guy just comes down in front of the adults.
- 33:37[SPEAKER_13]: Hydraulics from inside the truck.
- 33:39[SPEAKER_13]: The clam raps it, dumps it, next house.
- 33:43[SPEAKER_13]: Yeah, I know.
- 33:44[SPEAKER_13]: I know how we're saved money.
- 33:47[SPEAKER_09]: Yeah.
- 33:47[SPEAKER_13]: Don't have the two guys.
- 33:49[SPEAKER_13]: and wasted all that kind of picking up everybody's trash everybody should have a toe and everything should be inside the toe no piles on the ground and so the guys have to pick it up and separate and all that stuff okay I know yeah I would just give everybody a toe so you can what stuff in it not loose trash bags trash in there and pick it up every week if you got more than that you're going to have to take
- 34:20[SPEAKER_14]: You know, I don't, it's fairly simply done, but I remember when this new system came out of me I was getting calls here, people want me to, I'm not my job to explain it.
- 34:35[SPEAKER_14]: I didn't even ever press release in front of it, so I got me on that one.
- 34:40[SPEAKER_14]: All right, listen, we're going to take time out for messages, be right back.

- 40:36[SPEAKER_06]: She's like, well, it's not really a girl, that's a guy, but don't look, you know what I mean?
- 40:40[SPEAKER_06]: I'd give him a dozen eggs and be like, well, I guess they might need to throw these at him and tease the dance better.
- 40:46[SPEAKER_06]: I don't think that's a good thing.
- 40:52[SPEAKER_14]: Nobody is taking cross-stressers into daycare centers.
- 40:57[SPEAKER_06]: The fact that I know a lot of people and daycare centers are all.

- 46:10[SPEAKER_18]: Depend on the news in talk of Thority, WATM-1240.
- 46:19[SPEAKER_14]: Well, there we go.
- 46:20[SPEAKER_14]: You know this congressional race where this country in Tino or you hear all the ads and Mr. Smollon.
- 46:25[SPEAKER_14]: the assemblyman from John Stown, New York, and the Mohawk Valley.
- 46:29[SPEAKER_14]: I see Mr. Smollett is finally started calling for debates, criticizing his opponents saying, my opponent is ducking him.
- 46:36[SPEAKER_14]: That's a common tactic, obviously.
- 46:38[SPEAKER_14]: If you're perceived, if you don't have any, if you're way behind on the money end of it, and you're looking for publicity, obviously, you want to get what they call earned media a debate and try to,
- 46:54[SPEAKER_14]: get some headlines out of that but i don't think you're gonna see no debate nope so and who cares anyway oh i gotta know what to stand on the issues are now you know
- 47:12[SPEAKER_14]: You already know who you're going to vote for if you're going to vote.
- 47:15[SPEAKER_14]: And most people in a primary don't vote.
- 47:17[SPEAKER_14]: So there you go.
- 47:19[SPEAKER_14]: But anyway, that debates coming up.
- 47:21[SPEAKER_14]: Maybe the media will get in the middle.
- 47:22[SPEAKER_14]: They like media likes those kind of demanding debates, type stories, because it makes them feel virtuous.
- 47:31[SPEAKER_14]: But really, these debates are just a blue ribbon panel of no-nothing, usually asking questions.
- 47:38[SPEAKER_14]: Oh, let's see, what are we going to go on?
- 47:40[SPEAKER_14]: Channel 7 reported that City Council is considering sweeping changes.
- 47:46[SPEAKER_14]: Sweeping?
- 47:48[SPEAKER_14]: No.
- 47:49[SPEAKER_14]: To get that proposed budget increase from 11 down to 3.5, whatever, under the cap.
- 47:54[SPEAKER_14]: Nothing sweeping has to be done.
- 47:58[SPEAKER_14]: Just rearrange some numbers.
- 48:00[SPEAKER_14]: And then it kind of committed in the year as a year to come as some vacancies, a curial won't fill them, but you don't even have to let anybody go.
- 48:08[SPEAKER_14]: So they don't need sweeping changes.
- 48:12[SPEAKER_14]: The only tiny city government made sweeping changes was back in 1989-90.
- 48:17[SPEAKER_14]: When Larry Cook was there and they really did some pairing of bodies.
- 48:24[SPEAKER_14]: But there's been nothing since then.
- 48:28[SPEAKER_14]: And certainly not in other governments locally either.
- 48:31[SPEAKER_14]: So it's one of the things about a government job.
- 48:33[SPEAKER_14]: You know, you're going to have it.
- 48:35[SPEAKER_14]: Yeah, they're not going to cut it on you.
- 48:40[SPEAKER_14]: we shall see we shall see i don't know whether they you know between the zoo and the golf course and the uh... trash collection uh... a lot of big issues out there but don't look for him to get decided soon but after dinner on the air hey chef did you resident one was one was your turn from there from one year to what
- 49:08[SPEAKER_14]: I was elected 91 and 95.
- 49:10[SPEAKER_14]: I was real.
- 49:11[SPEAKER_14]: I did then I was out for four years and I was elected in 0307 and 11.
- 49:17[SPEAKER_10]: All right.
- 49:18[SPEAKER_10]: I bought my home in the city in 87.
- 49:22[SPEAKER_14]: No?
- 49:23[SPEAKER_10]: Um, trash pick-up was free.
- 49:26[SPEAKER_14]: Right.
- 49:26[SPEAKER_10]: Right.
- 49:29[SPEAKER_10]: Who started charging for the tax or for the trash pick-up?
- 49:35[SPEAKER_14]: I think that may have been just before or just after I got there, see what had happened was.
- 49:44[SPEAKER_14]: They came up with this regional landfill run by dank the super agency and the E.C.
- 49:50[SPEAKER_14]: It ordered the city landfill on water street clothes, so the economics of that whole industry changed.
- 49:56[SPEAKER_14]: I would like to see this go back to, it's not really free, I asked you to get paid for, but you know, just put it out and it gets picked up.
- 50:05[SPEAKER_10]: Yeah, it wasn't only, uh, free, they did actually come down your driveway by your house.
- 50:10[SPEAKER_14]: Hmm?
- 50:10[SPEAKER_14]: I don't.
- 50:11[SPEAKER_10]: Take the crash back out to the street.
- 50:13[SPEAKER_10]: You have to drag it out to the curb.
- 50:15[SPEAKER_10]: Back in those days.
- 50:16[SPEAKER_14]: Well, they will do that now if you are elderly or disabled.
- 50:22[SPEAKER_14]: As I do.
- 50:23[SPEAKER_10]: I feel safe.
- 50:24[SPEAKER_10]: Um, I don't ask a lot for the taxes I pay and I've been in it like I say since 87.
- 50:30[SPEAKER_10]: But what are sewer, you pay a fee on, right?
- 50:33[SPEAKER_09]: Right.
- 50:35[SPEAKER_14]: uh... police and fire that's expected i get your point yeah i mean he raised a valid point about trash collection i'm i'm not saying and i'm not saying that every decision you know you make decisions based on the context and the times you're living in an information presented and
- 50:59[SPEAKER_14]: right but and i may look at but i may look back at things right sure i may look back at things now and say i would have done that differently or maybe it wasn't the consensus to do it differently at the time there's a lot of things that go into decision making if the to the extent there is any uh... but uh... i'm just saying what i'm looking for out of my taxes is like uh... well then somebody has to say that i want trash police player plow
- 51:29[SPEAKER_10]: Well, then, then you like to see recreation out of that.
- 51:32[SPEAKER_14]: You've got to get a city council.
- 51:33[SPEAKER_10]: Let me start cutting there after that.
- 51:35[SPEAKER_14]: I understand that, but then you need a city council that'll just say, this is what we're going to do, but they don't.
- 51:44[SPEAKER_14]: They kind of like, well, can we try it?
- 51:45[SPEAKER_14]: No, okay, we won't do that and all of that.
- 51:49[SPEAKER_14]: So it's very, very tenuous.
- 51:50[SPEAKER_14]: Yeah, you've got to get a more assertive and that's, you know, elected officials.
- 51:57[SPEAKER_14]: all they do is get beat up when they are assertive so i should my father they do them you know you think you're doing the right thing getting into elected government it's not like you're in there all i'm gonna get in there and screw this up as much as i can i mean you know you think what you're doing is right you want to represent the people but who's to say what the people want i mean okay well i agree with you on the crash
- 52:28[SPEAKER_10]: Please fire, plowing, fixing the streets, and crash pickup, and I paid for water and sewer.
- 52:38[SPEAKER_10]: Right.
- 52:41[SPEAKER_10]: I mean, let's start there.
- 52:42[SPEAKER_14]: Let's start there.
- 52:43[SPEAKER_10]: Okay.
- 52:43[SPEAKER_14]: All right.
- 52:44[SPEAKER_14]: Sounds good.
- 52:45[SPEAKER_14]: I've got to run sir.
- 52:46[SPEAKER_14]: Thank you.
- 52:47[SPEAKER_14]: Thank you.
- 52:47[SPEAKER_14]: Right up.
- 52:48[SPEAKER_14]: What have you doing here on the air?
- 52:52[SPEAKER_14]: Hello.
- 52:52[SPEAKER_03]: Hi Jeff.
- 52:53[SPEAKER_03]: Hi Jeff.
- 52:54[SPEAKER_03]: It's Millie.
- 52:55[SPEAKER_14]: Millie?
- 52:55[SPEAKER_14]: How are you?
- 52:56[SPEAKER_14]: I've only got a couple minutes here.
- 52:59[SPEAKER_03]: You know, conference this morning and just got out and I got a text message to remind her to call.
- 53:06[SPEAKER_03]: Well, we can set it up for another time, say that again.
- 53:11[SPEAKER_14]: We can do this another time when you have more time you can spend with us.
- 53:16[SPEAKER_03]: Yeah, actually I'd love to come in to this show and answer a bunch of questions.
- 53:20[SPEAKER_14]: Is there a day?
- 53:21[SPEAKER_14]: You name the day.
- 53:22[SPEAKER_03]: Yes, I could probably come

- 53:58[SPEAKER_18]: Millie, and we'll be back with more in a moment.
- 54:12[SPEAKER_19]: Every day, someone walks to the mailbox.
- 54:15[SPEAKER_19]: They pause, they sort, they notice.
- 54:18[SPEAKER_19]: In a world that moves fast, the mailbox slows things down.
- 54:22[SPEAKER_19]: A message in someone's hand feels different.
- 54:25[SPEAKER_19]: It's not a swipe, not a scroll, not a distraction.
- 54:28[SPEAKER_19]: It's intentional.
- 54:29[SPEAKER_19]: When your mail shows up consistently, clearly, thoughtfully, it builds trust when it speaks to the right people.
- 54:36[SPEAKER_19]: At the right time, it builds response.
- 54:39[SPEAKER_19]: When it works together as a plan,
- 54:42[SPEAKER_19]: Mail isn't just paper, it's presence, it's connection, it's opportunity delivered.

- 55:09[SPEAKER_19]: Mail that moves business.
- 55:11[SPEAKER_12]: Hey, it's Junior Dinkle at FX Capriar Honda in Watertown, and this may FX Honda is turning 10 years old.
- 55:19[SPEAKER_12]: In car dealer years, that's like 70.
- 55:22[SPEAKER_12]: We're basically a golden retriever with financing options.
- 55:25[SPEAKER_12]: It's all month long.
- 55:26[SPEAKER_12]: We're celebrating with FX Super Vise.

- 56:41[SPEAKER_18]: The North Country spells news.
- 56:45[SPEAKER_18]: The AM-1240.
- 56:47[SPEAKER_18]: W-A-T-N. Watertown.
- 56:51[SPEAKER_18]: Depend on it.
- 56:52[SPEAKER_14]: The brand-eye, who did that thing in there for her engines?
- 56:55[SPEAKER_14]: Or was that AI?
- 56:56[SPEAKER_14]: You know, you can't tell these days.
- 56:58[SPEAKER_14]: Some of these commercials you hear are the...
- 57:00[SPEAKER_14]: The... voices.
- 57:01[SPEAKER_14]: They're not just guys with deep voices.
- 57:03[SPEAKER_14]: They're... AI voices.
- 57:05[SPEAKER_14]: Is that bad?
- 57:06[SPEAKER_14]: You tell me.
- 57:09[SPEAKER_14]: Now today's weather going to be 71 degrees might already have been there, and then tonight it cools off down to around 40-ish.
- 57:18[SPEAKER_14]: Tomorrow, chance of rain high, 48, and then we have, I don't know, temperatures in the 50s.
- 57:23[SPEAKER_14]: I don't know temperatures in the 50s, I don't know much and a week next week, so I mean, decent weather, not great weather.
- 57:31[SPEAKER_14]: I don't know what you're looking for, but if you're doing here on the air, hey, Mayor, how are you doing today?
- 57:39[SPEAKER_07]: If they call our couple back brought up some interesting points I'm sure you remember back we used to pay for water sewer and garbage all in one shot but somehow when that got split apart things are just kind of gone skewed and you agree yes yes I do I think that would be a good way to kind of go and I wish the city council kind of understood the mathematics behind taxes and how how things are supposed to be done
- 58:08[SPEAKER_07]: as a house goes up and value that's how the tax base goes up and value the house doesn't go up and value you don't change the percentage to get more out of the people mm-hmm that doesn't make any sense if you do you're never going to be able to the consumer can never fight inflation well i i watched it for twenty years i mean they they sit there and say uh... the controller
- 58:31[SPEAKER_14]: No, Mr. Mills, what would it mean if we cut $7,000 out of it?
- 58:35[SPEAKER_14]: We'll do the math, you know, $7,100 of 1%.
- 58:37[SPEAKER_07]: Come on, you know, it's not hard to do, and it was- No, and the little pennies that they're tripping over just don't make any sense.
- 58:48[SPEAKER_07]: And it makes a nice little seven news so you hear what's going to be happening and you're watching seeing the little, no, that makes no difference.
- 58:54[SPEAKER_07]: We shouldn't even be even talking about that.
- 58:57[SPEAKER_14]: Well, you know, there's numbers in there for different things that you could just arbitrarily change them just to make the thing which right now up to a point.
- 59:04[SPEAKER_14]: I mean, obviously it's some point you gotta make sure you have enough to pay people.
- 59:08[SPEAKER_14]: But that's a whole idea of fun to balance and everything.
- 59:11[SPEAKER_14]: So, yeah.
- 59:14[SPEAKER_07]: I think we need some simple accounting going on and we must lack that somewhere.
- 59:18[SPEAKER_07]: Speaking of which, when I was at the, uh,
- 59:20[SPEAKER_07]: that I got to the day I happened to run into Diamond Dutton.
- 59:23[SPEAKER_07]: What a joy it was to see her boy, like her and Mary's from the city.
- 59:26[SPEAKER_07]: Didn't it just seem like things went smooth and things were done well?
- 59:29[SPEAKER_14]: Well, things were done well then.
- 59:31[SPEAKER_14]: I thought it was right.
- 59:31[SPEAKER_14]: I thought they broke into a wonderful job.
- 59:33[SPEAKER_07]: Here's a little point of interest and I'll let you go.
- 59:35[SPEAKER_14]: Yeah.
- 59:37[SPEAKER_07]: Can you imagine like listening to Millie every day?
- 59:40[SPEAKER_07]: I think she's running a course.
- 59:41[SPEAKER_07]: I just, you know, everybody's going to turn off the radio and she comes out.
- 59:45[SPEAKER_14]: Okay, all right, listen, I got a run.
- 59:47[SPEAKER_07]: I'm out of time.
- 59:48[SPEAKER_14]: I'm out of time.
- 59:49[SPEAKER_14]: I'm out of time.
- 59:50[SPEAKER_14]: Hey, and that's our show for today.
- 59:52[SPEAKER_14]: I'm curious.
- 59:52[SPEAKER_14]: I'll begin at five.
- 59:53[SPEAKER_14]: I say we're out of time and they don't stop so I have to cut him off.
- 59:57[SPEAKER_14]: Hey, I'm 1240 WTN Watertown, New York.
- 59:59[SPEAKER_14]: The time on a clock.
