- 0:47River on February tenth in Palmroy, Ohio. A news release
- 0:53indicated her four year old daughter was in the car
- 0:55with her. Local firefighters rescued the four year old at
- 0:59the time, but Schuller's body was not found until a

- 3:07Gardens would manage to handle seventeen thousand dollars, which would
- 3:12allow Garton the opportunity to get affairs in order before
- 3:17serving substantial time. Merkle said Garton showed no signs of
- 3:22someone wanting to run, but Cloud said because of the

- 11:36In your view concerns about data centers, I want to
- 11:40talk to my neighbors about something important, A proposed data
- 11:44center that may or may not be coming to Boyd County,
- 11:48and why we need to ask hard questions before anything
- 11:52is approved. I have spent considerable time researching data centers
- 11:58actually do to the communities that host them. What I
- 12:04found concerns me deeply, particularly for accounting hour size. Data
- 12:10centers are the massive facilities that run our internet, are
- 12:14streaming and increasingly artificial intelligence. They consume enormous amounts of
- 12:20electricity and water Nationally. They use four to five percent
- 12:25of all US electricity today, headed toward ten to twelve
- 12:29percent by twenty thirty. When utilities have to build new
- 12:34power lines and infrastructure to support them. Those costs gits
- 12:38spread across all ratepayers. You and me. In Virginia, waere
- 12:44data centers have exploded. Dominion Energy's own numbers project average
- 12:49household electric bills could double by twenty forty five. A
- 12:54Carnegie Mellon study projects eight percent higher electricity bills nationally
- 12:59by two, with much steeper increases in heavily concentrated local markets.
- 13:07Boyd County has about forty eight thousand people twenty twenty
- 13:11four consensus. A lot of our neighbors are already making
- 13:16hard choices about paying utility bills. We don't have the
- 13:20population to absorb what larger communities are already struggling with.
- 13:25Water is another serious concern. A single large data center
- 13:30can use up to five million gallons of water per day.
- 13:34That is not a typo, and those promised jobs once
- 13:39construction wraps up. These facilities typically run on a skeleton crew,
- 13:45often contracted workers with no long term security. I am
- 13:51asking our county leaders to require the following before any
- 13:54approval moves forward. Complete public transparency with no secret NDA agreements.
- 14:02A requirement that the developer, not residents, pays for all
- 14:06new infrastructure, an independent study on what this means for
- 14:10our electric bills, binding water protections, and a real community
- 14:16benefit agreement with teeth Oldham County, Kentucky said no to
- 14:21a data center when residents got organized and got loud.
- 14:25We can do the same if we need to. This
- 14:29is not about being against progress. It is about making
- 14:32sure progress does not come at the expense of the
- 14:36people who already live here and are already stretched thin.
- 14:41Ask your magistrates and judge executive what they know, and
- 14:46demand they tell you. Written by Stephanie Dunaway of Ashland.
- 14:52Our next article, Boyd County passes resolution on HB five
- 14:58five seven Aaron Snyder of The Daily Independent, the Boyd
- 15:04County Fiscal Court approved a resolution urging the Kentucky General
- 15:08Assembly to pass a bill that could save the county
- 15:12as much as six million dollars a year. According to
- 15:15Judge Executive Eric Cheney, under current state law, counties received
- 15:21no reimbursement for housing state inmates in their jails. Any
- 15:26inmate convicted of a felony is considered state, yet county
- 15:31jails often lodged these inmates for months or years prior
- 15:35to sentencing with no reimbursement from the state House. Bill
- 15:39five five seven, if passed, would require the state to
- 15:43reimburse counties for those costs. Commissioner Jeremy Holbrook said, Boyd
- 15:50is one of about thirty counties who have made a
- 15:53resolution on this bill. We're showing some solidarity, which is good.
- 15:58Holbrook said. Cheney said Reps Aaron Thompson from Greenup Scott Sharp,
- 16:06Ashland and Patrick Flannery Olive Hill are co sponsors for
- 16:11the bill. Suzanne Griffith said during community comment that she
- 16:15spoke with Thompson a few months back about the bill.
- 16:19She also called the legislative line at one eight hundred three,
- 16:24seven to two, seven to one eight one multiple times
- 16:29for voicing her support. She said, if you call the line,
- 16:33you can choose an option to go to all legislators.
- 16:38We really need people to get behind this. Griffith said,
- 16:41the more calls, the better. Cheney, this is a major expenditure,
- 16:47ranging between five to six million dollars a year. This
- 16:53money needs to be in the general Fund to invest
- 16:55in roads, parks, economic development projects, code and enforcement, whatever
- 17:01it may be. Cheney said, essentially, this is one of
- 17:05the many ways the state sticks it to the counties.
- 17:08He added, I'm developing a whole list of things the
- 17:12state needs to change. Cheney said the bill would also
- 17:16create opportunities to potentially cut taxes. Other notable items from
- 17:21Tuesday's meeting, The Fiscal Court adjourned its meeting in memory
- 17:26of the late Chris Stewart. Former Boyd County Coroner Commissioner
- 17:30David Salisbury said Stewart is responsible for bringing the office
- 17:34into what it is in modern day. It used to
- 17:38be run in a funeral home. Salisbury said, Chris thought
- 17:42it deserved to be a medical position. He ran on
- 17:45that policy and won. Stewart was a Boyd County EMS paramedic.
- 17:51Our prayers go out to his wife and children. Salisbury said,
- 17:56Chris was a community guy. He was a true steward
- 17:59for our community. We lost a dear guy. The Judge,
- 18:03Executive and Commissioners approved on second reading and ordinance to
- 18:07terminate the Kyova Tiff Act. In a tiff district, you
- 18:14figure up the percentage of property tax portion and operational
- 18:19tax portion that the owner of the facility camp Landing
- 18:23would receive. Cheney said that could not be spent on
- 18:27payroll or go into anybody's pocket. It had to be
- 18:31spent on the district itself and to enhancing it. This
- 18:35amends that and terminates it to where all that tax
- 18:39money will go back into the fiscal Court's coffers. Our
- 18:44next article, longtime Lutheran pastor retires by Lee Ward of
- 18:49The Daily Independent after more than thirty years. Leading Saint
- 18:54Paul Lutheran Church pastor Mark Kloa has announced his retirement. Kloa,
- 19:02who was installed on October twenty ninth, nineteen eighty nine,
- 19:06moved from Illinois to Ashland with his wife Nancy and
- 19:09their daughters, Rachel and Rebecca. At the time, Nancy was
- 19:13pregnant with their daughter Ruth. One of the first issues
- 19:17he dealt with as pastor was women gaining the right
- 19:20to vote on church business and being allowed to hold
- 19:23certain offices. The church saw its one hundred and twenty
- 19:27fifth anniversary in nineteen ninety one and started the Lutherans

- 19:39and expectant mothers clothe their babies. Cloa also is known
- 19:45for his radio program titled When You Need a Friend.
- 19:50Sharon McDonald, eighty two of Ashland, said she was three
- 19:54when her parents moved to Ashland from Wisconsin. Kloa has
- 19:58been a part large part of the member's lives for
- 20:01a long time, so he's like family. McDonald, who was
- 20:06a deacon and president of the church's Ladies group, said
- 20:10Jeremy Polland, a member since two thousand and nine, serves
- 20:13as a chairman of the congregation. Kloa has played an
- 20:18instrumental role in bringing me to faith and keeping me
- 20:22in the faith. Relying on Christ, Poland said, noting Kloa
- 20:27had been a true leader in faith during his tenure.
- 20:32The work we've been able to do, he's always pointing
- 20:34us to the Cross, Poland continued, bringing peace. No matter
- 20:39how our day ends, there's a piece knowing this isn't
- 20:43the end, and we're trying to be better the next day.

- 23:02Circuit Court, Thomas Manring, thirty one, will have five years
- 23:06of probation and is to have no contact with the victim.
- 23:11Judge Brian McLeod, as is customary when a case results
- 23:16in a guilty plea by the defendant, gave Manring an
- 23:20opportunity to describe in his own words what occurred. In
- 23:23November twenty twenty five. Manring said he was smoking marijuana
- 23:29at a local gas station when police rolled up on
- 23:32me and I had a juvenile with me and the
- 23:36juvenile was under the influence. Did you supply the juvenile

- 25:48In other news, Ashland approves contract for trash. By Aaron
- 25:53Snyder of The Daily Independent, the landfill price per Ton
- 25:58in Ashland is increasing by way one dollar and fifty
- 26:01cents from last year. Ashland City Commission approved on first
- 26:07reading a contract between the city and Rumkey for a

- 26:25Sean Murray explained the bid process. He said Boyd County
- 26:31Sanitary Landfills. Rumkies bid was higher per ton than other companies,
- 26:38but when you consider all factors, it comes out lower
- 26:41for total bid. The contract is not to exceed twenty
- 26:45three dollars and seventy four cents per ton for the
- 26:49Department of Public Services Sanitation Division. Last year's price per
- 26:54ton was twenty two dollars and twenty four cents. The
