Transcript
- 14:49:10Welcome to Inside West Palm
- 14:49:11Beach. I'm Gerry Marcelo.
- 14:49:14There's no escaping the fact that
- 14:49:15hurricane season 2026 is straight ahead,
- 14:49:18and along with the preps and planning
- 14:49:20every family should be making,
- 14:49:21there's a special opportunity for West
- 14:49:23Palm Beach residents who
- 14:49:24want to weather the next storm.
- 14:49:27We'll talk about it next
- 14:49:28on Inside West Palm Beach.
- 14:49:40And joining us today is Calvin Williams,
- 14:49:42a solid waste superintendent for the
- 14:49:44Public Works Department.
- 14:49:45Calvin, welcome. Thank
- 14:49:47you, Jerry, for having me.
- 14:49:48One of the things I want to really jump
- 14:49:49right into right away is getting a
- 14:49:51definition of what the Amnesty Days
- 14:49:53program is actually,
- 14:49:56why does it exist and
- 14:49:57what is it supposed to do?
- 14:49:58So, let's go back 20 years ago, Amnesty
- 14:50:01program did start here at
- 14:50:03the city of West Palm Beach,
- 14:50:03giving the opportunity for the residents
- 14:50:07to cut back their vegetation,
- 14:50:09the trees if they wanted to.
- 14:50:12But we do recommend just pruning back,
- 14:50:14not cutting down trees, sustainability.
- 14:50:17So therefore, it's unlimited amount
- 14:50:19during this program.
- 14:50:22So therefore, you could cut as much as
- 14:50:25you can and place it in front of your
- 14:50:27yard and your yard only.
- 14:50:28Do not place it in your neighbor's yard.
- 14:50:31If you have trees, please bag it.
- 14:50:35So therefore, it's
- 14:50:36very important to bag it.
- 14:50:37So therefore, it won't
- 14:50:38clog up your drainage system.
- 14:50:40Okay, so all right.
- 14:50:41Well, it sounds like
- 14:50:42it's a really great idea.
- 14:50:43The unlimited part is what really gets me
- 14:50:46going is that you could theoretically,
- 14:50:47if you've got a big lawn, you got a lot
- 14:50:49of grass, a lot of trees, a lot of things
- 14:50:51that need to trim back to get
- 14:50:52them pretty and get them tight.
- 14:50:55You can have a pretty big pile out in
- 14:50:57front of your house.
- 14:50:58And that's not usually the case.
- 14:50:59Yes, you're absolutely correct.
- 14:51:00This program is just
- 14:51:02for that type, unlimited.
- 14:51:06Now, why is it important for us to be
- 14:51:09prepared by trimming back our lawn, our
- 14:51:13yardscape before
- 14:51:15hurricane season started?
- 14:51:16Is it that big a deal?
- 14:51:17Yes, sir.
- 14:51:18So therefore, just in case a hurricane do
- 14:51:22happen, it lightens up the loads for the
- 14:51:25solid waste team collecting the debris.
- 14:51:29And so that's a great opportunity.
- 14:51:31So we can just go ahead now and place out
- 14:51:36your unlimited lawn leaves.
- 14:51:38And we can come pick it up
- 14:51:39before the hurricane do come.
- 14:51:41So if the hurricane does come, what the
- 14:51:44real danger is, is you're
- 14:51:46going to have branches break.
- 14:51:47You're going to have
- 14:51:47leaves flying everywhere.
- 14:51:49And these things are
- 14:51:50flying projectiles down.
- 14:51:53It could break windows.
- 14:51:53Yeah, it could break windows, damage
- 14:51:56cars, other people property.
- 14:51:59So this is a great opportunity to just
- 14:52:01cut back before the hurricane.
- 14:52:02That makes sense.
- 14:52:03And then you get a
- 14:52:03beautiful lawn for the first time.
- 14:52:04Yeah, I'm getting it summer, right?
- 14:52:06So also, Jerry, I just want to make sure
- 14:52:08that the residents understand that this
- 14:52:10is for residents only.
- 14:52:12This is not for paid contractor.
- 14:52:14Landscapers, they have their cut and
- 14:52:16remove their own debris.
- 14:52:18That is really, really important.
- 14:52:19So landscapers, you
- 14:52:22already got your marching orders.
- 14:52:23You got to go ahead and take
- 14:52:25care of it as you always have.
- 14:52:27This particular offer is specifically for
- 14:52:29residents for them to
- 14:52:30trim back their lawns,
- 14:52:31to make their lawn safer
- 14:52:33during a hurricane season.
- 14:52:36That is correct.
- 14:52:37That's correct.
- 14:52:37Now, you mentioned that you
- 14:52:38got to bag up leaves and stuff.
- 14:52:40Why is that important?
- 14:52:41Why can't I just have
- 14:52:42a big pile of stuff?
- 14:52:43So therefore, Jerry, we do not want the
- 14:52:47drains to get clogged up.
- 14:52:48That's very important.
- 14:52:50You know, the streets are flooding.
- 14:52:51We're trying to prevent that.
- 14:52:53So let's take a
- 14:52:54proactive approach on that.
- 14:52:55You know, and actually, that makes
- 14:52:57terrific sense because I know of one of
- 14:52:58the big problems that
- 14:52:59we face when it rains,
- 14:53:00when we have a tropical storm is we get
- 14:53:02tremendous amount of water.
- 14:53:05And if we got, you know, our storm drains
- 14:53:08clogged with leaves and other materials,
- 14:53:11then we're really in big trouble.
- 14:53:13So the idea is to bag it.
- 14:53:14So it's all together so
- 14:53:16it can be moved easily.
- 14:53:16That is correct.
- 14:53:18That is correct.
- 14:53:19Okay.
- 14:53:20So we touch base on that.
- 14:53:21Now, let's talk about I'm a resident.
- 14:53:24I'm taking care of trimming back trees.
- 14:53:28Am I can I just put a big old 20 foot
- 14:53:30branch down or do I need
- 14:53:32to prepare it for you guys?
- 14:53:33No, we recommend you at least cut it by
- 14:53:35four feet, four by 12.
- 14:53:38Right.
- 14:53:39The tree tree trunks, tree trunks, no
- 14:53:43larger than 12 inch diameter.
- 14:53:45Okay.
- 14:53:45So just 12 inches in
- 14:53:47diameter, about four feet long.
- 14:53:49You guys can handle that.
- 14:53:50You just don't put like a
- 14:53:51giant, like half a tree out.
- 14:53:52Absolutely.
- 14:53:53Yes.
- 14:53:53Okay.
- 14:53:54And it'll be very hard for our team to
- 14:53:57break up the arch branch to place it
- 14:53:59safely inside the truck.
- 14:54:01All right.
- 14:54:02Let's hypothetical here.
- 14:54:04Okay.
- 14:54:04We've now gone way past amnesty days.
- 14:54:07We're now into the hurricane season.
- 14:54:09We're under threat of a storm.
- 14:54:12Is that, is that a time to start trimming
- 14:54:14back or is it too late?
- 14:54:15It's definitely too late.
- 14:54:17Once a name tropical storm or hurricane
- 14:54:20is named, we ask residents
- 14:54:22do not cut any trees at all.
- 14:54:25Therefore, our team will not be coming by
- 14:54:28any winds past 35 miles per hour.
- 14:54:32Okay.
- 14:54:32Yeah.
- 14:54:32So, all right.
- 14:54:33There's a chance that people will be
- 14:54:34seeing this particular episode past,
- 14:54:37pardon me, past the end of amnesty days.
- 14:54:40Is there, I'm sure there's still a desire
- 14:54:42to try to trim back and make sure, you
- 14:54:45know, in a more modified way, you know,
- 14:54:47getting ready for the hurricane season.
- 14:54:49At that point, you're just doing the
- 14:54:51regular trimming, maybe just really plan
- 14:54:53on smaller amounts, properly bagged as
- 14:54:56part of your regular pickup.
- 14:54:58Yes, sir.
- 14:54:59That is correct.
- 14:55:00But the gone are the
- 14:55:01days of the ginormous.
- 14:55:02Yes.
- 14:55:03So just from April 27th to May 8th is the
- 14:55:06Unlimited Vegetation Collection.
- 14:55:09Okay.
- 14:55:09You said this has been
- 14:55:10going on for almost 20 years.
- 14:55:11Yes, sir.
- 14:55:12It has.
- 14:55:13I got some research from Mr. Pender, a
- 14:55:16Public Works Director.
- 14:55:17Get all the on.
- 14:55:18Yes, sir.
- 14:55:18He's the man.
- 14:55:19Yes, sir.
- 14:55:19So, for 20 years, this has been going on
- 14:55:21and you've been a part of it, obviously,
- 14:55:24for a handful of years now,
- 14:55:26seeing how people react to it.
- 14:55:29Do you feel that more and more people are
- 14:55:30taking advantage of the program?
- 14:55:32That is sure.
- 14:55:33You're absolutely right.
- 14:55:35I see a lot more residents taking
- 14:55:36advantage of this opportunity.
- 14:55:38So, once amnesty is done, if they have
- 14:55:41oversized vegetation
- 14:55:43pile, there is a fee.
- 14:55:46And that's $150 plus dump
- 14:55:48fees that will be tagged on that.
- 14:55:50So, right now, it's a great opportunity
- 14:55:52between April 27th and May 8th to place
- 14:55:55your Unlimited Vegetation Piles out.
- 14:55:57Okay.
- 14:55:58So, let's go over some of the ground
- 14:55:59rules again because we
- 14:56:00sort of blasted through it.
- 14:56:01Okay.
- 14:56:01Okay.
- 14:56:02So, if I have got lots of leaves and
- 14:56:04trimmings that I've taken off bushes, I
- 14:56:06really should try to put those into bags?
- 14:56:07Yes, please.
- 14:56:10Is there a limit on the amount of bags?
- 14:56:12No limit, just 4x4x18.
- 14:56:15Okay, just a standard lawn and trash?
- 14:56:18Yes, like the size of the parking space.
- 14:56:22Okay.
- 14:56:22So, imagine that you have
- 14:56:24an area that would fit a car.
- 14:56:26That's where you can put the stuff.
- 14:56:28Correct. That is correct.
- 14:56:28Okay.
- 14:56:29I don't want to put it.
- 14:56:30Do I want it a distance away from, say,
- 14:56:33light poles and things?
- 14:56:33Yes, you want to make sure it's away from
- 14:56:37your property, mailboxes, power lines,
- 14:56:39underneath trees as well.
- 14:56:40Makes it easier for you guys to pick up.
- 14:56:42Absolutely.
- 14:56:43Okay.
- 14:56:44And so, and then also, if we are trimming
- 14:56:46parts of trees, we want to have a certain
- 14:56:49length about what, 4 feet?
- 14:56:50Yes, sir.
- 14:56:514 feet.
- 14:56:52And about 12?
- 14:56:5312 inch and diameter.
- 14:56:54That is a pretty substantial branch.
- 14:56:56Yes.
- 14:56:56So, that's not a small thing.
- 14:56:57So, I guess here's a
- 14:57:01hypothetical for you.
- 14:57:02There is a relative to a
- 14:57:04wall so you can pick up a tree.
- 14:57:06Let me take an entire tree down.
- 14:57:07That falls into a total.
- 14:57:09That falls into a kind of a little bit of
- 14:57:11a special piece of wood.
- 14:57:13So, I'm going to pick that up for this.
- 14:57:15Okay, that's totally stolen.
- 14:57:17A good price.
- 14:57:18Yes.
- 14:57:20The idea is to say, what you're doing is
- 14:57:22you're trimming back trees, making them
- 14:57:24safer and making them healthier.
- 14:57:26So, when there is a wood, when there is a
- 14:57:28storm, you're not going
- 14:57:29to lose your entire tree.
- 14:57:31For worse, the part of the tree blows
- 14:57:32away and strikes
- 14:57:33another bigger than 4 feet.
- 14:57:37Making them safer.
- 14:57:38Yes, that's what it is to
- 14:57:39keep making things safer.
- 14:57:40Making the crop safer and the city less.
- 14:57:44Okay, so if people are interested in
- 14:57:46learning more about the property and all
- 14:57:50the other things that you guys are
- 14:57:51involved in, what's
- 14:57:52the best way to do this?
- 14:57:52They can either call at 561-822-2075 or
- 14:57:58email Public Works at
- 14:58:00publicworks.wpp.org.
- 14:58:02Okay, so Public
- 14:58:03Works.pp.org is very good.
- 14:58:06Very good.
- 14:58:07Well, this has been very educational.
- 14:58:09This is a program that people should be
- 14:58:11taking advantage of.
- 14:58:12And not only because it's a really great
- 14:58:15deal to move a lot of
- 14:58:17material off the property,
- 14:58:18but also thanks to the
- 14:58:19neighborhoods you see.
- 14:58:21What you've been in for yet.
- 14:58:22The tropical storm of
- 14:58:23the hurricane is here.
- 14:58:24That is great.
- 14:58:26How can I appreciate your time?
- 14:58:27Thank you for
- 14:58:28everything you do and your team.
- 14:58:30And hopefully we won't be talking about
- 14:58:32how bad the hurricane went to see you.
- 14:58:33I hope not.
- 14:58:34It is a pleasure for you inviting us to
- 14:58:37share this valuable information with the
- 14:58:40residents here at the
- 14:58:40City of West Palm Beach.
- 14:58:42Thank you.
