  Speaker 3: some Christmas stuff a little bit later on in the segment,

  Speaker 3: but I did want to get to this first. Word

  Speaker 3: has come that the Charleston Opioid Community Council has approved
• 2:29
  Speaker 3: fourteen different groups to get around five hundred and forty
• 2:32
  Speaker 3: thousand dollars in total to promote treatment for its treatment
• 2:36
  Speaker 3: for prevention of and recovery from substance abuse. Charleston got
• 2:40
  Speaker 3: a million total. This council was formed to distribute the money.
• 2:44
  Speaker 3: Kind of take the story from there, and then we'll
• 2:46
  Speaker 3: break it down.

  Speaker 2: Yeah.

  Speaker 5: Sure, Well this Community Council is certainly going to be
• 2:51
  Speaker 5: charged with distributing a portion of these funds. And we
• 2:55
  Speaker 5: can talk about that in a minute. And we say

  Speaker 5: five forty and you know, here's here's Christmas just a
• 3:01
  Speaker 5: few days away. And you know this because I say
• 3:04
  Speaker 5: this to you all the time, and you know who
• 3:05
  Speaker 5: I am I'm a mayor, yeah, but I'm a mom
• 3:09
  Speaker 5: and I'm a wife first. And so when I think
• 3:12
  Speaker 5: about this funding and I think about the people who
• 3:15
  Speaker 5: do the great work who the funding is going to,
• 3:18
  Speaker 5: I also think about the families who are going to
• 3:21
  Speaker 5: be sitting around a table with an empty chair, a mom,
• 3:27
  Speaker 5: a dad, sister, a brother, a cousin, a wife, a
• 3:30
  Speaker 5: husband who's not going to be there. And so really,
• 3:34
  Speaker 5: what I want folks to know about every dollar that's
• 3:36
  Speaker 5: going to be spent, that is top of mind for
• 3:39
  Speaker 5: all of the folks who are on this council and
• 3:42
  Speaker 5: the chair, Matthew sudden Ar chief of staff, you know
• 3:45
  Speaker 5: very well Dave has done a beautiful job with this council.
• 3:49
  Speaker 5: It is to say it is on his mind every day,
• 3:52
  Speaker 5: is the understatement. He has worked literally not just for
• 3:55
  Speaker 5: the past seven years for this administration, but his whole
• 3:57
  Speaker 5: life taking care of people. And so so I did

  Speaker 5: want to give a shout out to Matthew who does
• 4:02
  Speaker 5: such beautiful work, and Margaret O'Neil with United Ways. So
• 4:05
  Speaker 5: what happened was we formed a community council to take
• 4:08
  Speaker 5: a portion of our opioid funds to divvy up between
• 4:12
  Speaker 5: amazing community groups that do this work day in and
• 4:17
  Speaker 5: day out, folks like you know Family Care Health Center
• 4:22
  Speaker 5: or Health Right, Angie Settle, you know, Angie Bumbergette. You
• 4:25
  Speaker 5: know Pastor Farmer does an amazing job with our littles
• 4:28
  Speaker 5: after school, our CCR, and so many other great organizations
• 4:34
  Speaker 5: Cavin Creek. You know, I could go on a way
• 4:35
  Speaker 5: of hope, I could go on and on, but it's
• 4:37
  Speaker 5: to take these funds and put them in three different buckets.
• 4:41
  Speaker 5: It was supposed to be for and it will be
• 4:43
  Speaker 5: used for prevention, treatment, and recovery. So we have three buckets.

  Speaker 5: Ever reform this council to divvy it up. We worked
• 4:51
  Speaker 5: with United Way. They helped us for they helped us
• 4:54
  Speaker 5: and by the way, this was an amazing process. Patthererina

  Speaker 5: at the United Way. Every time I go and talk
• 5:00
  Speaker 5: to Margaret O'Neil says, stand away from her. Amy stopped
• 5:03
  Speaker 5: talking so closely because she thinks I'm going to steal her.

  Speaker 5: This woman is just so incredibly organized and thoughtful and reflective,
• 5:10
  Speaker 5: and she helped lead this council of amazing folks and
• 5:14
  Speaker 5: these three different buckets to take these these funds to say, Okay,
• 5:19
  Speaker 5: who is going to do the work and what is
• 5:21
  Speaker 5: the best and highest use for this money. So doctor
• 5:24
  Speaker 5: Cynthia Piercely, Martha Carter, you can't say women's health or
• 5:29
  Speaker 5: treatment without saying the name Martha Carter. Bill Woodrum, who
• 5:34
  Speaker 5: again is just an amazing champion for our community. Sarah Stone.

  Speaker 5: You know one of our community folks, Ashley macawee, who
• 5:43
  Speaker 5: I've met with, including several council members, over the development
• 5:48
  Speaker 5: of what this should look like. Again, this is a
• 5:50
  Speaker 5: portion of our funds. Some of our remaining opioid settlement
• 5:54
  Speaker 5: funds will go to the implementation of programs that we
• 5:59
  Speaker 5: have through our care team. It's something we started in
• 6:02
  Speaker 5: twenty nineteen, which is booths on the ground people every
• 6:06
  Speaker 5: day when somebody overdoses in the city of Charleston. By
• 6:09
  Speaker 5: the way, Dave, if your listeners don't know, we're on
• 6:11
  Speaker 5: your doorstep within hours to say what can I do?
• 6:14
  Speaker 5: How may I help you? Because we know that you
• 6:17
  Speaker 5: can't get into recovery if you're not alive. We need
• 6:20
  Speaker 5: you alive and we need to get you into recovery.
• 6:22
  Speaker 5: Because again, as I started this conversation, I want to
• 6:26
  Speaker 5: make sure people are hearing these are people's children that
• 6:30
  Speaker 5: they have buried. And I cannot imagine a more painful
• 6:34
  Speaker 5: way of living your life than without a child or
• 6:37
  Speaker 5: a spouse, because I know how much I'm going to
• 6:40
  Speaker 5: wrap my arms around my family this Christmas and into
• 6:43
  Speaker 5: the new year, and families aren't. So a shout out
• 6:46
  Speaker 5: to not only our counsel, but to these amazing organizations
• 6:49
  Speaker 5: who do the work day in and day out. By
• 6:51
  Speaker 5: the way, Dave, it's hard stuff, man, It is hard
• 6:56
  Speaker 5: to have somebody go into recovery. And by the way,
• 6:58
  Speaker 5: three weeks out and use again and again and again
• 7:02
  Speaker 5: and in. It is about resiliency, and is about patience.

  Speaker 5: It is about kindness and oh, by the way, isn't
• 7:09
  Speaker 5: that who we're supposed to be about, isn't isn't that
• 7:12
  Speaker 5: what this season reminds us is to love one another,
• 7:16
  Speaker 5: to be kind to one another, and to do the
• 7:19
  Speaker 5: hard work for one another. It's about service.

  Speaker 5: Yeah, it absolutely does. And you know there is not,

  Speaker 5: including mine, There is not one family who hasn't.

  Speaker 3: Been touched with it.

  Speaker 5: I don't care who you are. I don't care what
• 7:59
  Speaker 5: county you live, state you live, what economic class you
• 8:02
  Speaker 5: find yourself falling into, what professional organization you find yourself
• 8:06
  Speaker 5: associated with. It happens to everyone, and the grief is
• 8:11
  Speaker 5: monumental and it is deep. But the only hope that
• 8:15
  Speaker 5: I have is to work and support the work of folks,
• 8:21
  Speaker 5: and again to not judge, but to open up our
• 8:25
  Speaker 5: head and our hearts, most important to those families who
• 8:29
  Speaker 5: are going through it, and be supportive of them, because
• 8:33
  Speaker 5: that's when the rubber meets the road, when you are
• 8:35
  Speaker 5: putting another child into recovery over and over and over again.
• 8:38
  Speaker 5: I cannot fathomth what that is like. But what I
• 8:42
  Speaker 5: can do is be supportive of our friends and family
• 8:45
  Speaker 5: and our community members, and as a reminder always to myself,
• 8:49
  Speaker 5: because I'll just be honest, Dave. There are folks in
• 8:53
  Speaker 5: town who I know, who we work with, who have
• 8:56
  Speaker 5: found themselves without a home, and sitting on the sidewalks
• 9:01
  Speaker 5: with them and them saying, come on, you know what
• 9:04
  Speaker 5: we can do. You know what you can do, and
• 9:07
  Speaker 5: having this replay over and over and over again, I
• 9:10
  Speaker 5: say that people are worth it. Every life is so valuable.
• 9:14
  Speaker 5: And it's if you don't have somebody sitting in that
• 9:19
  Speaker 5: seat this year, how does that make you feel? You know,
• 9:22
  Speaker 5: how do you? How would you too and swallow that?
• 9:24
  Speaker 5: I promise you I would not do a good job
• 9:27
  Speaker 5: doing that. There's a mom right now who is going
• 9:30
  Speaker 5: through that, a dad, a brother or sister, husband and wife, grandparents.
• 9:33
  Speaker 5: You know, we are so blessed that Booth and I
• 9:36
  Speaker 5: have both of our parents, you know, to also sit
• 9:38
  Speaker 5: with us and for them to see us and for
• 9:41
  Speaker 5: us to have our children there. That isn't the way
• 9:44
  Speaker 5: that it always is in these fifty five counties. So
• 9:47
  Speaker 5: I think if there is one, if there's one message
• 9:49
  Speaker 5: or in the season, I always think of you do this.

  Speaker 5: We all run right, r run run run, work work work.

  Speaker 5: We're doing good work. We feel like it's important. But
• 9:58
  Speaker 5: to stop and be thank full and also be reflective

  Speaker 5: about how we may, not just as a capital city,

  Speaker 5: but as a state. Say, am I doing enough? Am

  Speaker 5: I being? Am I being thoughtful? You know? I take

  Speaker 5: a page from my mother's book. All the time. We

  Speaker 5: were raised Catholics. Catholics who are listening, No, we're kind
• 10:19
  Speaker 5: of weird people. We're La Catholics. So I'll say that

  Speaker 5: about ourselves. But to say a prayer, to light a candle,
• 10:26
  Speaker 5: to do whatever you need to do. By the way,
• 10:28
  Speaker 5: give money, give time, give energy, give patience to folks. Boy,
• 10:33
  Speaker 5: that's a gift this holiday season.

  Speaker 5: job at the City of Charleston, w V on our

  Speaker 5: all my Fridays. I can't get to all of them,

  Speaker 5: but I try because I get so many in a week,

  Speaker 5: and I'm so thankful you guys for you three four, three, four,

  Speaker 5: our little warm ups, and our guys aren't. They're earning it,

  Speaker 5: lives of all? What can we do to be better

  Speaker 5: and to do better? John Kennedy Bailey, who was a

  Speaker 5: very dear friend of mine and my husbands, who passed

  Speaker 5: away several years ago used to say that we can
• 15:21
  Speaker 5: do better, and we can be better, and every day
• 15:23
  Speaker 5: we should strive to do that. But I'm extremely proud

  Speaker 5: of the renewal the renovation of so many places and
• 15:31
  Speaker 5: spaces that we love, the investment and our infrastructure. But
• 15:36
  Speaker 5: most important are kiddos to feeding their bodies and their
• 15:41
  Speaker 5: hearts and their heads with a positive a positive atmosphere
• 15:47
  Speaker 5: and goodwill towards them. So I don't know, I leave
• 15:50
  Speaker 5: this year. I say it every year ready for the
• 15:53
  Speaker 5: next year. I still feel that that spring, I still
• 15:57
  Speaker 5: feel that excitement. And I haven't made too many New
• 16:00
  Speaker 5: Year's resolutions because that's not the type of person I am.

  Speaker 5: I don't do that because I am always so worried

  Speaker 5: I make them as I go throughout the year. But

  Speaker 5: I'm starting this new year with big energy and I'm

  Speaker 5: really excited about what's to come, because I will say

  Speaker 3: us about that uh water main break yesterday?

  Speaker 6: Joe, Well, yesterday proxibly eight twenty or so, the Nitro
• 19:28
  Speaker 6: Fire Department received a call from Metro nine to one
• 19:31
  Speaker 6: one that a water main break had occurred in the
• 19:34
  Speaker 6: backyard of a DuPont Avenue resident. The fire department got
• 19:40
  Speaker 6: on scene just minutes later, UH surveyed the affected area
• 19:44
  Speaker 6: and then had Metro nine one one contact West Virginia
• 19:49
  Speaker 6: American Water and expedite their response. What we've come to
• 19:53
  Speaker 6: learn they had already were informed by customers in the
• 19:57
  Speaker 6: area affected area, and we're you know, they were up
• 20:02
  Speaker 6: to speed on it. In fact, they were on the
• 20:04
  Speaker 6: scene of the break at eight forty to shut off
• 20:08
  Speaker 6: a sixteen inch main waterline. At that time, the command
• 20:15
  Speaker 6: on site for the fire Department, Captain Mathis, discussed the
• 20:19
  Speaker 6: situation with the on site supervisor, determined the affected area.
• 20:24
  Speaker 6: It was a square area affecting over They determined around
• 20:30
  Speaker 6: over three hundred customers and the possible length for the repair.
• 20:38
  Speaker 6: West Virginia began. West Virginia Water began communicating with their
• 20:42
  Speaker 6: customers at that time about the situation, what happened, what
• 20:46
  Speaker 6: was being done, and what needed to be done when
• 20:49
  Speaker 6: the water comes back on. So that's at that time,
• 20:53
  Speaker 6: around nine thirty or so, the fire department, with the
• 20:58
  Speaker 6: water receding and every thing, and with American Water on
• 21:02
  Speaker 6: the site. We returned to the firehouse and just to
• 21:06
  Speaker 6: monitor the monitor of the situation to see if there
• 21:10
  Speaker 6: was anything else that we needed to do, or just
• 21:13
  Speaker 6: to be ready if there was something that we did
• 21:16
  Speaker 6: need to do.
• 21:17
  Speaker 3: Talking again with the Joe Stevens, and we know some
• 21:20
  Speaker 3: of the cleanup is continuing, but but you're but the
• 21:23
  Speaker 3: things things have been repaired and the water is back
• 21:26

  Speaker 6: Yeah. In fact, kudos to West Virginia American Water. They

  Speaker 6: brought in serve Pro quite quickly, and Serve Pro began

  Speaker 6: restoration in the affected homes and the garages and some
• 21:43
  Speaker 6: of the businesses that were flooded. They began restoration yesterday afternoon.

  Speaker 6: We got a report from American Water that at four
• 21:54
  Speaker 6: point thirty yesterday afternoon that the service was going to
• 21:58
  Speaker 6: come back on. Around ten o'clock, I started getting calls
• 22:03
  Speaker 6: from city officials that lived in the affected area that
• 22:07
  Speaker 6: they were they had gotten water back at seven o'clock
• 22:11
  Speaker 6: and then through we were trying to stay in tune.

  Speaker 6: Not only was American Water pushing out information through their
• 22:20
  Speaker 6: customer Information service all after doon on the situation, but
• 22:25
  Speaker 6: we were trying to keep people up to speed through
• 22:27
  Speaker 6: social media and answering any phone calls that I was
• 22:31
  Speaker 6: trying to keep city council up to speed because the
• 22:34
  Speaker 6: councilmen in that area were getting calls, keeping them up
• 22:37
  Speaker 6: to speed, keeping city manager and the mayor up to
• 22:39
  Speaker 6: speed on everything because they were getting calls, and we
• 22:43
  Speaker 6: were learning through social media that were responding to our
• 22:46
  Speaker 6: posts that the water was starting to come back on,
• 22:49
  Speaker 6: you know, after seven o'clock, and then we got a
• 22:51
  Speaker 6: word from American Water at eight point thirty that all
• 22:54
  Speaker 6: service had been returned. Talking to our public works folks
• 22:58
  Speaker 6: this morning, they they were on site just looking at
• 23:02
  Speaker 6: the situation, and they observed also that Serve Pro was
• 23:06
  Speaker 6: back there handling some of the restoration, uh, from yesterday's event.
• 23:12
  Speaker 3: Approximately, just give me a ballpark figure again, we're talking
• 23:15
  Speaker 3: with Joe Stevenson the city night. You give me a

  Speaker 3: ballpark figure on the number of residents and businesses that
• 23:20

  Speaker 6: would be different. But our thoughts and concerns are out

  Speaker 6: for information from American Water, we were we were being

  Speaker 6: told we the fire chief was in touch with the

  Speaker 6: supervisor as it pertains to any type of need that

  Speaker 6: we would need for fire, the fire hydrant scenario and

  Speaker 6: that sort of thing. We're making a plan if we

  Speaker 6: had to bring in tankers or that sort of thing.

  Speaker 6: But questions were being answered that we were asking in

  Speaker 6: a quick amount of time the supervisor. I mean, they're
