- 2:17zero. Waight. Now we all know the story. Sadly, we don't
- 2:21have a lot of answers. We do know. This whole thing with the
- 2:23gas crisis started Friday night when Mountaineer Gas's distribution system was in effect flooded after
- 2:29a West Virginia American Water Company water main break that happened on Friday. Now,
- 2:34that break sent water through the gas lines that was so powerful that it
- 2:38ripped a hole in the main line from Mountaineer Gas from Patrick Street to pretty
- 2:44much Pennsylvania Avenue. And that's where we are now. Moses Skaff is with
- 2:46Mountaineer Gas and he joins us now, mister scaff good morning, welcome to
- 2:50the show. Good morning, thank you for being here. Now, is
- 2:55the account, and you heard it on hold are the account. What happened
- 2:59was pretty accurate as far as what happened to cause all this, Yes,
- 3:04sir, that's pretty much exactly accurate. On Friday afternoon, high pressure water
- 3:08line infiltrated our main line are the main line, which is a main steel
- 3:14line, and subsequently flooded approximately forty six miles of gas line on the west
- 3:21side of Charleston. Wow, that's that's a lot. How many people approximately
- 3:27ballpark figures are being affected about eleven hundred at this time. Okay, so
- 3:34that's that's residences and customs and not businesses. And so for novices, mister
- 3:39scaff like myself and perhaps others who don't understand, how could this happen,
- 3:44I'll ask the I'll ask the most obvious question, how could this happen?
- 3:50Well, Well, eventually, once water enters our line, our line is
- 3:53a is a continuous main line. It's kind of like an interstate, all
- 3:58right. We have our main gas flowing through and then it have branches going
- 4:01out through the streets into the house systems. Once we found out about it
- 4:06on Friday, we started looking for the issue and subsequently found out that it
- 4:12was a water entering our system, and by the time that the water company
- 4:16had shut off the gas or shut off the water, it had completely permeated
- 4:21our forty six miles of gas lines. So what is that time frame like?
- 4:28And again, please forget my ignorance you but you, as someone once
- 4:30told me, you don't know what you don't know? What is that time
- 4:32frame like from when they made the decision to shut the water down to where
- 4:40you guys could try to ascertain the situation. Well that the timeframe was almost
- 4:45immediate on Friday. We were there on site okay Friday to ascertain what the
- 4:49issue was. We started getting what we call no gas calls immediately and we
- 4:54had crews out there. And then once the water company found out where the
- 4:58water was coming from, then they took the ball from there and we really
- 5:01couldn't do anything at that point because the water had already gone through our system.
- 5:05So, uh, mister Skav, what is a process like now?
- 5:10Is what are you folks doing right now? Okay? It's essentially Well,
- 5:15first of all, let me let me apologize to our gas customers on the
- 5:17West side and that we're doing as everything as possible to provide the safe,
- 5:23reliable gas services back to them in an expedited manner. It's essentially a four
- 5:29or five stage process. The first stage and the new customers. Our customers
- 5:32absolutely have the right to know what the process is, and we understand that
- 5:38they want gas back as soon as possible. Our goal was to get it,
- 5:40to get it too, and as soon as possible in a safe manner.
- 5:44The first step is we have to clear what we call the main of
- 5:46all the water right once. Once we purge our main line of all the
- 5:50water, then we have to go to what we call the service lines that
- 5:55go to the house. The house lines have to be purged and water and
- 5:59it has to be dry. In order us to provide the gas to the
- 6:01house, we have to go inside the house, to test their house lines,
- 6:05to make sure there's no water on the inside of their house lines,
- 6:10and to clear the house lines. Only after those first three steps will we
- 6:14be introducing gas into their house lines. And then we will also be going
- 6:20in and testing their lines to make sure that the gas is held. So
- 6:25again, clear the main clear the house line, clear the inside line of
- 6:29their houses, introduce gas into the system, okay, test the system,
- 6:34and only then will we be lighting them up. We urge customers do not
- 6:40attempt to light up or introduce gas to your houses unless it is done by
- 6:46a Mountaineer gas company or one of its contractors. Yeah, that's something that
- 6:49I mean, you've got to be a professional to know exactly what you're doing
- 6:51there. So again, and we want to make sure people realize, sir,
- 6:55that when you talk about going into these houses, you're talking about every
- 6:59individual house, not a city block or whatever. You're talking literally every house.
- 7:03Every single house has to be manually touched. It has to be inspected,
- 7:10they have to be purged, make sure there's no water in it.
- 7:14Uh. And it is a manual, door to door, labor intensive process
- 7:17and it's not like that you can flick a switch on or turn a valve
- 7:21on. A natural gas has to be done in a sequence and in a
- 7:27proper order to make sure it is safe. If some during this process,
- 7:30as we interject our gas into the system, customers may be smelling gas,
- 7:38all right, because we're be purging, just purging the system of our gas
- 7:41as well. That will be natural. But we urge them if they smell
- 7:45gas to go to a safe place and make a call into our number,
- 7:50or into our one eight hundred number, or or call nine one one.
- 7:57Our our one eight hundred number is one eight one hundred eight three four twenty
- 8:01seventy eight three four twenty seventy. That's one eight hundred, okay, one
- 8:07eight hundred eight three four twenty seventy. So how many people do you have
- 8:11working on the problem at this particular time, sir? We have over one
- 8:18hundred employees and contractors working on the problems. Since Friday. We've been working
- 8:24overnights, twenty four hours a day. Since Friday. We will be working
- 8:30up till nine or ten o'clock for the rest of the week. We have
- 8:33also called in crews from around the state, certified crews. You have to
- 8:39be operator qualified by the Public Service Commission in order to operate on gas lines.
- 8:45The Public Service Commission also is in the area working with us as well.
- 8:50Now, you stated in the story I think that the news team did
- 8:52with you yesterday that in your thirty two years in this business, sir,
- 8:56you've never seen anything like this. That's a long time, and that's saying
- 9:00something, sir. Yes, the magnitude and the magnitude of the water and
- 9:05through a system like this. I have, Like I said, I've been
- 9:07with Mountain Air Gas for thirty two years that I've never seen the situation of
- 9:09this nature. So I'm presuming, sir, that you've been in constant contact.
- 9:15I mean, I would hope and you've and you've been talking with West
- 9:18Virginia American Water about the situation, how we can prevent something like this in
- 9:22the future. We have been talking with them just operational issues at this time.
- 9:28You know, we're our main concern is getting the customers back online.
- 9:33Okay, Well, I appreciate, I know it's been busy. It's been
- 9:37a busy several days for you. Are we still holding that same timeline now
- 9:41that by the time we can all sort of on that side get back to
- 9:43normal. I mean, i've heard seven to seven to ten days. Is
- 9:46that still a pretty accurate time? I know it's impossible to pinpoint, but
- 9:50is that pretty accurate? Yes, the seven to ten days is when we'll
- 9:54should be fully operational in that area. Customers will start saying certain areas come
- 10:00on gradually, but there's an issue with that. When we bring customers on
- 10:03gradually, we may still find some water pockets because water moves ebbs and flows.
- 10:09As you know, you get low areas, high areas, those types
- 10:11of things, all right, so we urge the in which they have been.
- 10:16The West Side folks have been wonderful. They've been patient with us.
- 10:20They've come out and talked with our crews, so we appreciate their patients.
- 10:24But this will be at least, you know, a seven to ten day
- 10:28process. And additionally, after that's done, Mountaineer Gas will be on site.
- 10:33They will see us routinely doing what we call leak surveys to make sure
- 10:37the system is held held its pressure. So you're not just going to flip
- 10:41the switch in and go back home. I mean you're going to be there
- 10:43on site to kind of monitor things even afterwards as long as it takes absolutely
- 10:48we will be there doing what we call leak inspections, going up and down
- 10:52the streets and making sure everything is buttoned up and safe. That's our main
- 10:56priority is provide the gas services safe to the community and the residence. And
- 11:01unfortunately it takes time, and we're going to and time is against us because
- 11:07we know we want to get there before. Unfortunately, we've had somewhat decent
- 11:11weather. We know it's cold in the evenings, but we want to get
- 11:13there before the cold weather sets in, and so we're doing everything possible to
- 11:18get customer back on. All right, So mister staff, I appreciate you
- 11:20taking time and your schedule to be here. Thanks a lot, and the
- 11:24lines are always open for you, sir. If you need to back on
- 11:26for any point, all you got to do is just have your folks getting
- 11:28touches. We'll put you back on anytime. Thank you very much for your
- 11:31coverage. Thank you very much. Again. That's Moses scaff who's the vice
- 11:35president of Administration and chief admin officer from Mountain near Gas. Here on the

- 11:52The situation on the West Side. Am I the minority of thought thinking that
- 11:56utilities shouldn't be ran by publicly traded companies. A publicly traded company's goal isn't
- 12:01to invest in the product, it's to make shareholders profits. Profits from utility
- 12:05should be invested back into the system, not sent to New York City to
- 12:09investment companies or hedge funch, Why do you think rates are always getting raised?
- 12:13Got to make them shareholders their profits? Tech says, how did this
- 12:16happen? Meaning why was a gas opening low enough for water to enter it
- 12:20and cause this issue? There are no regulations to prevent what happened. All
- 12:26right, We're going to take a break, Mayor A good one is up

- 15:16turn your microphone. I'm sorry about that. All right, doing fine,
- 15:20Thank you, thank you for being here. So first, let's just start
- 15:24from the top. When did your office first hear of the problem on the
- 15:26westside. You know, we started hearing about late Friday night. Our Director
- 15:30of Homeland Security Emergency Management Chief Chad Jones hollered at me via text saying,
- 15:35hey, we have this issue. We're troubleshooting with folks right now. I'll
- 15:41keep you posted. It should be remedied, and I'll go ahead and note
- 15:43something that you just said to Moses scaff who's been there for thirty two years,
- 15:48never happened before. But we have you know, gas outages and what
- 15:52are outes and normally it's a twenty four to seventy two kind of hour thing,
- 15:56right, certainly not of this master, so to you never yeah,
- 16:00yeah, I mean eleven hundred people for seven to ten days. And so
- 16:03on Saturday morning, literally my first phone calls and texts. We were on
- 16:08the phone from seven am through welcome to today, trying to do what I
- 16:14think municipal government's role is in this. Get everybody on the phone, figure
- 16:18out what the heck happened, how can we keep people safe, and how
- 16:22do we organize people? So yesterday I hosted a meeting in my office with
- 16:27all of the players. And when I mean all of the players, not
- 16:30only do I mean Mountaineer Gas in West Virginia, American Water who are at
- 16:33the table, but Kanaull County Schools, United Way, the Red Cross County
- 16:38c W Sigmund. I mean, you know, you want to talk about
- 16:41somebody who's the king of crisis, you know, bringing in experts in the
- 16:45field to say what are we doing, how long is this going to take,
- 16:48and what are the resources we need to deploy? And then you know,
- 16:52working, working, and keeping communication. You know, we see you
- 16:56and I joke behind the scenes all the time. Communication is is king,
- 17:00but distribution and delivery of that communication is queen, and she's actually in charge.
- 17:06That's what we have to do. Distribution and delivery of critical information is
- 17:11something that I asked of West Virginia, American Water and Mountaineer Gas to turn
- 17:15it up. You're at a three. You need to be at about a
- 17:18twenty on the level mark of communicating with customers, communicating with us as fast
- 17:25as you possibly can. There's a caveat to that, as fast as you
- 17:29can with correct information. You know, one thing I learned, Dave from
- 17:33the you know, from being involved Durchio's Hurricane Sandy's nine to eleven when we
- 17:37had evacuate. I'm in communications directors for governors, mayors, senators, delegates.
- 17:42My whole career is that provide information, even if it is I don't
- 17:48have an update to give you right now, Dave, but I should buy
- 17:52three or I should by four. Even if you're giving folks that update.
- 17:56What we you know, what we always know in municipal government. I did
- 18:00it when I ran walked to and nineteen houses, so I know the streets
- 18:04of the West Side, I know our neighborhoods, and so when we started
- 18:08walking door to door, because that's the in my opinion, it's the only
- 18:15way that you can figure out what do you need? Because some of our
- 18:18West Side residents said, Oh, I'm met my sister's I moved out.
- 18:21Okay, no problem. Yesterday a council member, more council member, Pharaoh,
- 18:26myself, police fire representatives. Not only do we go to a couple
- 18:30of high rises, but also door to door individual homes. What what a
- 18:34need is at this house, Dave, I can promise you it is far
- 18:37and away different at the next house. And that's okay. No, my
- 18:40daughter just brought me a hot meal. I don't need anything, Okay,
- 18:42great, next house. I need a heater or I need a way to
- 18:47get you know this that or other? Where do I get a hot shower?
- 18:49By the way, the rec centers are open nine to nine hot showers
- 18:55Martin Luther King North Charleston Community rec Center. You get your warm place and
- 18:59a hot shower. No problem, We're working with United Way. You want
- 19:03to talk about somebody who also wears the crown, Margaret O'Neil. I don't
- 19:07know how many nice things I can say about our in the amount of time
- 19:10we have in the Red Cross Erica. Manny. They do this well,
- 19:14knowing what people need and getting the right resources because everybody wants to help but
- 19:19sometimes we need to make sure what are people asking for, what do they
- 19:22really need? And that's what I think we do that pretty well. I
- 19:26want to talk about the communication. You mentioned that you hosted people in your
- 19:30office yesterday from the United Way and for the different parties. What about the
- 19:33two companies here, West Virginian American Water Mountain Air Gas. We just had,
- 19:36mister scaffad They actually reached out to me about coming on the show.
- 19:40I would welcome somebody from Westvigian American Water if they would like to come on
- 19:44the show to answer any questions or to make statements or whatever. They're more
- 19:48than welcome to. What has your relationship been like with him? You union?
- 19:52Sure, Well, our relationship. You know, we're a municipal government.
- 19:53We have to work with and do work with and well all of our
- 19:57utilities. That doesn't mean that sometimes we get turned around sideways and you know,
- 20:02have questions and concerns as well. Oh, by the way, these
- 20:06are our family and friends too, So what I expressed to them yesterday,
- 20:11and I think I even did it in a statement as well. But it's
- 20:15no secret. Just tell folks what's going on. Just be honest, don't
- 20:19say we're not sure. If you know that it's going to be seven to
- 20:22ten days, by golly, let's just say it, because I would rather
- 20:26get my head wrapped around. I've been a mom of two two under two.
- 20:30What am I going to do with them? I gotta I gotta call
- 20:33my work or if Mary's he snow is actually going to be shut down the
- 20:36rest of the week, gosh, you is, I'm gonna call my mom,
- 20:37Hey, can you come and help with the babies. You've got to
- 20:41give people time to plan. And so I am thankful that Mountaineer Gas is
- 20:47doing that and sharing that information. And I suggest that, you know,
- 20:51everyone continue it, including us. By the way, I will say that
- 20:55sometimes even if you don't see us out there communicating or you know, we're
- 20:59not on face book taking photos every single second of every single day of what
- 21:02we're doing, we've been working on this from the jump and working and pulling
- 21:07people together who do this. Well, that's what managing a crisis like this
- 21:14is all about. And then I'll just go back to there's a reason why
- 21:18I'm actually wearing a name tag today. She is just so you know it
- 21:21all, Yeah, she comes in with a name tag that said good one
- 21:25on it on our jacket. I was like, yeah, I know who
- 21:26you are, and most people when they open up the door. And I'm
- 21:30very thankful, by the way, because i will say this and I'm very
- 21:33proud of this. This isn't the first time I've knocked on these neighbors doors.
- 21:37I've been there the whole time. And not to pat myself on the
- 21:40back. That's what municipal government should do. We should be knocking on people's
- 21:45doors, not just in times of crisis. So folks know me. But
- 21:48if I'm going to tell folks on our west side, in any part of
- 21:53this thirty three square mile city, don't you dare open your door unless you
- 21:56see a badge. I better be wearing one as well. I have my
- 22:00badge on. We have our information and I'm glad you brought that up.
- 22:03Please don't open your door unless somebody has got to people are you know in
- 22:07these situations. There's two things that make me nervous day. If I can,
- 22:11don't open your door unless you know who it is, you cannot.
- 22:14You know you're not gonna be rude to anybody. Your safety is first.
- 22:18People are there to help, for sure, but make sure you ask questions.
- 22:22It's your right to ask these questions. Number one, and then number
- 22:25two, the good spirit and nature of everyone. Gosh, she whiz passing
- 22:29out heaters and supplies. I was with members of our fire department. We
- 22:33went door to door. We were invited in too many homes yesterday, which
- 22:37was just so lovely. That's, by the way, that's the West Side.
- 22:41That's who they are. They don't allow you to stand on their own
- 22:45frontman, step come in, s down to get you something so sweet,
- 22:49even when they're in crisis. But I'll be honest that the space heaters they
- 22:53make our firefighters. I want to talk make them nervous. I want to
- 22:57talk about that and to get Mayor Goodwin is here to talk about this situation
- 23:00and missus caff and I kind of alluded to it. You know, we've
- 23:03had we've got night, we've got nice warm weather dy in today. But
- 23:07again my vehicle frosted over. When I get ready to come to work.
- 23:08Someone it's thirty one thirty two degrees. The immediate response is we need to
- 23:14get heat to people, which is understandable, but it's got to be done
- 23:17in a safe way and just handing out heaters, although well intentioned, God
- 23:21bless people that are doing that. That's that's not always the smartest thing to
- 23:25do. Talk about that, so you know, and God bless Larry Moore
- 23:29and Michael Farrell council members who were with me yesterday when somebody would say to
- 23:33me, oh my, my nephew just brought me a space heater. No
- 23:37problem, here's a flyer plug it directly to the wall, straight to the
- 23:41wall. No power strips. Do not use a power strip. Please do
- 23:44not use an extension cord, right because what you're thinking is, oh,
- 23:47I like to sit in this chair, but I need an extension cord.
- 23:51You need help moving your chair to that plug. I promise you, as
- 23:55I'm sure, as I'm sitting here in Dave's studio, call me. I'll
- 23:57move the chair for you. We got to have you closer to the heater,
- 24:02not the heater, closer to wherever you need to be. So that's
- 24:03number one. Number two. We all know this, but it's worth repeating.
- 24:08You're bundling up with blankets and clothes. Keep them away, I mean
- 24:11three feet away, is what I'm saying. They're safer, they're better manufactured
- 24:18right now, but a small, tiny hand grabbing onto one of those,
- 24:22that's a trip to the emergency room. So those are the things that we
- 24:26need to So your parents are grandparents, or sisters or brothers. We passed
- 24:30out hundreds of flyers yesterday. We intend to do the same thing. We're
- 24:33going to go door when I leave here, I'm going door to door again
- 24:37all night, all day, all night, and through the rest of the
- 24:41week getting those individual assessments. But the real credit goes to and I'll just
- 24:47give them props again, the West Side and the West Side community. They
- 24:51know what their neighbors need. They know what their church is hosting or what
- 24:56they need to host. So you know, nine times out of ten you
- 25:00go to a door and they say, oh, Sarah down the block already
- 25:02brought me x y Z. That is what I have always known about the
- 25:07West Side is that this is a community unlike any other community that I have
- 25:14ever had the pleasure of working and by the way, living in I used
- 25:18to live with. One of my very first apartments was on the West Side.
- 25:21They're a tight knit community and we're here to help. Two to one
- 25:26one. Let me just say that two to one one. Uh, if
- 25:30you have a need. Two to one one is the best place to go.
- 25:33We're going to be continuing to put out information, but at that two
- 25:37to one one. What happens is when you get a central location to call
- 25:41in Dave, then we can start to monitor. One of my first phone
- 25:45calls with was with Margaret O'Neil this morning at seven thirty in the morning,
- 25:48is to say, what are you hearing? What are the calls that are
- 25:52coming in? Hot meals is one of them. Uh, but it's also
- 25:56how do you get non perishable food? So if you're listening out there on
- 26:00perishable food that you can put in the microwave, think of those little mac
- 26:03and cheese cups that I buy for my boys in their dorm rooms, or
- 26:07those pasta lunches or things. Those are things that we're collecting at the Martin
- 26:12Luther King Center and the North Charleston Community rec Center. But our community just
- 26:18always rallies through. That's what they do and they and they do best.
- 26:23I want to throw this souther Just speaking of food, I understand the Charleston
- 26:27Police Department, in conjunction with the CPAAA, as giving out free barbecue meals
- 26:33to those affected by the utility outage. It's at the North Charleston Community Center
- 26:37and that is happening Thursday, on Thursday, and they're going to start at
- 26:41ten thirty am. This is the Charleston Police Department, sits in Police Academy
- 26:45Alumni Association. That's going to be at the North Charleston Community Center and that
- 26:48will be Thursday, starting at ten thirty am. Yeah, ten the Charleston
- 26:52Police Department. Ten thirty and our car will have meals, some of those
- 26:56sandwiches packed up and ready to transport to folks who know the good news about
- 27:03our churches and our community organizations. They're very good, they're very in touch
- 27:08with folks, and so we knew when we were going out yesterday, Hey,
- 27:14where are some of the houses we need to hit? Where are the
- 27:15moms with little babies? Where are the homes with seniors and some of our
- 27:21high rises as well? What do they need and how may we assist them
- 27:26in this process? You know, it is if you're sitting in your house
- 27:33this morning, and you got out of your warm bed, and you jumped
- 27:36in your shower last night before you soaked in your soaked in your tub.
- 27:41If I take those things away from you, this morning. It's problem,
- 27:44yea. And it is a challenge too. As one of the gentlemen said
- 27:48to me yesterday walking on the West side with council Member More said, you
- 27:52know, Amy, thank you for the hot shower at Martin Luther k.
- 27:56Thanks for that. We appreciate you opening up. My wife doesn't want to
- 27:59get all all of her things and all, you know, pack a bag
- 28:02and go down. It is a significant inconvenience. Mother nature is being good
- 28:08to us. But it's a problem. It is is definite challenge, and
- 28:15we are up to the occasion to assist and to help. And I'm glad
- 28:18to see Mountaineer Gas doing this. And when it was really dark last night,
- 28:25and I have a I have a thing. At a certain time,
- 28:26I stopped going door to door because nobody wants somebody knocking on the door when
- 28:30you're, you know, trying to tuck away for the night. But we
- 28:33saw the crews out there working and I said this to Moses scaff This morning,
- 28:38we went down the firefighters and the police officers and I went down to
- 28:42who were walking with me yesterday, went down to talk to some of the
- 28:48contractors and some of the folks who work for mountaineer gas folks. They are
- 28:52working hard. They're working as fast and as safely as they possibly can.
- 28:56I know it's loud, I know they're you know they're gonna be signs traffic
- 29:00only you know you have to turn around, go the other way. Be
- 29:03patient with them, because I promise you they are. They are the folks
- 29:07and the laborers who are really trying to get it done. They want it
- 29:10turned on as fast as you do, if not quicker. But there is
- 29:15a process I know Mo talked about a little bit this morning, Dave on
- 29:18your show, But there's a process now to keeping you safe, to make
- 29:21sure that that happens. And they're going to do that. And sometimes you're
- 29:22going to see people working in areas that look like they may not be affected,
- 29:26and I mean they could be working, you know, two miles away,
- 29:30and you're thinking, well, why the heck are they working down there?
- 29:33Because that's the way. I got a text here for you. Yeah,
- 29:36And I don't know if there's something you can answer or not, but
- 29:37it says, once the crisis is over, will there be an investigation as
- 29:41to how this happened to begin with, and will anyone be held accountable?
- 29:45If there was negligence. I don't know if that's necessarily a question for you.
- 29:47I can't imagine that there wouldn't be Okay, that's kind of what it
- 29:49where. I am too, Yeah, I couldn't imagine. I mean when
- 29:52you hear things like this hasn't happened in thirty years. And you know again,
- 29:59I've only been doing this close to twenty eight years, and in communications,
- 30:03in crisis communications, I've never and I've dealt with everything, almost everything,
- 30:07not this. This is really unique and very It's concerning. There's no
- 30:14question it's concerning. I am glad this isn't in February in January. I'm
- 30:19glad that mother nature. So there are a couple of things that are positives
- 30:23out of this, if you can see any positive about it, are great
- 30:26community, our weather staying semi stable. But it's more than a challenge.
- 30:33Let me be clear about my statement. It's much more than a challenge.
- 30:37It's significant. What do you want to say as we close may or what
- 30:41do you want to say to the people at Charleston on the west side right
- 30:42now? Thanks for always coming together, and those of you who don't live
- 30:47on the West Side, I know you have deep affection. Give in the
- 30:51most appropriate way and whatever appropriate way that is for you. If it's just
- 30:55in your thoughts and in your prayer, it's fantastic. If it's by dropping
- 30:57a box of ready mac and cheese at one of our recreation centers, will
- 31:03take it right to them. If you know of somebody on the West Side,
- 31:06please give them a call, maybe invite them into your home for the
- 31:10week, or share with them some hot dinners. You know there's apps on
- 31:15your phones where you can do hot dinners for families. Sign up and you
- 31:21know the United Way. I'll just give them a plug because of that two
- 31:23to one one. If you are in the giving spirit, man O'Day,
- 31:27I call Margaret O'Neill about every other day and Eric a Manny with the Red
- 31:33Cross. That is the way to help us get exactly what folks need,
- 31:38not what we're guessing folks need, but we think it's exactly what we need
- 31:42because we're going door to door and we're talking to these folks. We have
- 31:45the list of folks who are affected and we're dealing with them one on one.
- 31:49And thank you. Thank you to the Charleston community for always stepping up
- 31:52and always being there. You know, in times of crisis, you know,
- 31:57people say you really can judge the content of someone's character, Dave,
- 32:04Not on the fun day, not on the parties, not on the great
- 32:07you know, all pres conferences. Hey, hey, at seven thirty at
- 32:10night, when somebody's struggling to get a you know, just a hot cup
- 32:14of tea before they go to bed, who's there. That is the content
- 32:16of someone's character. And these are the folks that we work with every day
- 32:20on the West Side. Thank you, thank you for just being good,
- 32:22good humans. And thank you to bring church. Thank you because they opened
- 32:27up their doors to host blankets and heaters and snacks and respite for folks.
- 32:32Because when we called them on Saturday, when we called them on Saturday,
- 32:37they said, yep, you bet, no problem. Let me open the
- 32:39door up for you. That fast, that fast, that fast, no
- 32:43hesitation. And that's big, that's really big. So thanks thanks to those
- 32:47folks as well. May I appreciate you being here. Get back at it.
- 32:51Well, we'll talk again soon, and again I'll tell you the same
- 32:53thing that I told mister scaff and he tell you know, if you need
- 32:57on tomorrow, the next day, whatever, you just tell you to do
- 32:59you know, I just reach out? All right? Thank you well.

- 36:02Utility should not be run by a for profit, publicly traded company at
- 36:08all. All right, I got that one, tex says Dave. The
- 36:13mayor, county official, state leaders, and the Public Service Commission have all
- 36:15known about these ancient failing watermans in Charleston for a very long time. It's
- 36:21time to double down and replacing every one of them before another crisis becomes a
- 36:24regular occurrence. I want to bring in a current Charleston City attorney, Kevin
- 36:30Baker. Good morning, sir, how are you doing well? Good morning,
- 36:31Thanks for having me on, Thank you for being here. I know
- 36:35that before we get into because you've announced that you're going to be running for
- 36:37one of the judge positions in Kanankann we get in that little bit later on.
- 36:40Anything you want to say to the folks on the west side there,
- 36:43Well, I just want everyone to know that the mayor and the city staff
- 36:46are working, you know, night and day to try to help move this
- 36:49along as fast as possible, and we're obviously centering our help as much as
- 36:53we can. All right now, you announced last week, sir, that
- 36:57you will be running for one of the judge positions. Explain exactly which one,
- 37:00because he's all run together after a while, so explain it to it.
- 37:02Sure, So there's a lot of people out there that are, you
- 37:05know, posturing that try to figure out which slot there is. There are
- 37:07eight different divisions in Kanaw County and really, although you know judges have been
- 37:13elected from ones in the past, they don't have to necessarily run in the
- 37:15same division. And no one can officially pick a division till January. So
- 37:19I'm out here planning to run and which division that is is sort of a
- 37:23two be determined situation for me. But right now, you know, with
- 37:28the fortunate passing a Judge Tabit, I'm going to put my name in for
- 37:30the appointment. I already have put my name in for the appointment for that
- 37:34seat. Judge Tabat is a legal hero of mine and it would be an
- 37:37honor to get that appointment. And obviously if I were to get that appointment,
- 37:40I would certainly run for that seat. So why is this important to
- 37:45you? I mean, you talked about a relationship with Judge Tabbat, but
- 37:46overall, why do you want to be a judge? Well? I view
- 37:50a circuit court judge as the highest public service position that an attorney can have.
- 37:54It's the most important position. You're right there dealing with people at their
- 37:59most vulnerable state. Eight to try to help folks, whether they're a victim
- 38:01of crime, whether it's a civil case, whether it's an abuse and neglect
- 38:05case, all those cases that folks don't necessarily want to be in court to
- 38:09deal with, and so they need someone who can listen, who can distill
- 38:14the difficult and complicated legal concepts into clear language and communicate a clear decision to
- 38:20them. And I feel like I'm very equipped to do that, and I
- 38:22have a unique background and experience to suit me for the job. Give us
- 38:27the background on Kevin Baker. We all know you a city attorney, but
- 38:30talk about Kevin Baker, the guy. Sure bio not professional. Let's talk.
- 38:34Let's start personal and then we'll go to professional. Sure, Well,
- 38:37personally, I mean what I'm most involved in right now is youth soccer.
- 38:39I'm the president of the West Side Soccer Association. I've been coaching there for
- 38:44five years and I have really enjoyed working with kids from all walks of life
- 38:47on the West Side and other parts of town that come play with us on
- 38:51the West Side. So that's a lot of my outside of work time for
- 38:54sure. And I've also been involved in an other non p it's and organizations
- 39:00across the city over the years that I've lived here up in Charleston now for
- 39:04fifteen years since I graduated law school and professionally, you know, in addition
- 39:08to being city attorney before that, I worked for the West Virginia Legislature,
- 39:13worked with lawmakers on both sides of the Aisle to help write the laws that
- 39:16we have on the books here, and I think that sort of uniquely situates
- 39:22me to read the law and follow the law and make sure that as a
- 39:25judge, I would do that, not create law. I know who creates
- 39:29the laws, and I'll be there to interpret them and follow them. What's
- 39:31the biggest challenge for holding any position on a bench in America these days?
- 39:37So what's the biggest challenge with some of the things that I know you're looking
- 39:42forward to the challenge, but what are some of the things that maybe give
- 39:45you concerned about the court system? Well, I think a lot of folks
- 39:47in this country have lost confidence in the court system. They don't necessarily feel
- 39:52like they're going to get a fair shake in the courts. And that's sort
- 39:55of a passion of mine to make sure that everyone has access to justice,
- 39:59they have the ability to show up in court and know that they'll be treated
- 40:01fairly and listen to and that a person will make a fair decision based on
- 40:07the law and the facts and not any preconceived notion that they may have or
- 40:10any of their own biases. So I feel confident that I'll be able to
- 40:16be that person to step up to listen, to do the work to get
- 40:20there, and whether it's the drug courts, whether it's the abuse and neglect
- 40:23cases, whatever it is, I'm motivated to get there early, stay late,
- 40:28and get the work done. Talking with Kevin Baker again, So what's
- 40:30a campaign strategy? Look like a lot of door knocking, a lot of
- 40:35just getting out there talking to people. What's the plan. Yeah, I'll
- 40:37definitely be knocking doors and talking to people I'm sure we'll try to raise money.
- 40:42I have a committee that's looking at raising money to try to put some
- 40:45mail together, maybe some radio ads to We'll see what we can figure.
- 40:47We'd like to hear that, yes, sir, go ahead. So that's
- 40:50the whole idea. Do you have a website or social media or anything of
- 40:53that nature yet? I do. The website is Kevin Baker WV dot com
- 40:58and it's the same. I think it's just Heaven Baker for Circuit Court on

- 46:00According to a texture TEXTA says for me a grown man, I don't
- 46:05take well to the mayor going on the radio mothering people. It's weird,
- 46:07but a mayor of the citizens and a mother to your children. Okay,
- 46:12I'm membring Nikki Alis from the Secret Santa Foundation. Niki, good morning.
- 46:15How are you? Good morning? I'm good. How are you? Thank
- 46:17you for being thank you for being flexible of course, because I had you
- 46:22scheduled at one time and I said, all right, I got to move
- 46:24here. Okay, now I got to move you here. So I just
- 46:27finally yesterday just said look, just show up and get I'll get you here.
- 46:30What is a Secret Santa Foundation? NICKI, Well, I'm actually from
- 46:34the Hail Street Center, but I am doing a charity fundraiser for the Secrets
- 46:37Anna Foundation. Make sure we get that right right. But the Secrets Anna
- 46:40Foundation has been around since nineteen eighty four and they serve Canal and Boone County
- 46:45and they take donations for children up to age twelve to get presents three presents
- 46:52Christmas morning. Okay, So how do you get the names of the kids.
- 46:55I'm not sure how well. Actually, I think it's applications that go
- 47:00with the United Way. That's what they do. They have the United Way
- 47:02in charge of that, so that everybody is sure to get what they need
- 47:07right now. And how did you yourself get involved through the Hillston How did
- 47:09you get involved with Well, I just actually chose them because I personally know
- 47:15what it's like, you know, growing up not having your parents, maybe
- 47:19not having a lot of money. You can't get a lot of presents or
- 47:21things of that nature. And I just I really feel like that every kid
- 47:24should have something to wake up to, because you know, you hear that
- 47:29when you're a little kid, saying that if you know, if you're good,
- 47:30you'll get this, or don't be bad or whatever, and so I
- 47:34feel like, you know, kids who can't their parents can't afford to get
- 47:37them something, they must think that they were bad. All. Yeah,
- 47:37I've always wondered that. And again I'm a non parent, but I've always
- 47:40wondered that. And I remember when I was a kid that'd always say,
- 47:43you know, behave yourself. In May, parents are saying Santa Claus is
- 47:45watching exact and then you do all the stuff right, and you come December
- 47:50and you don't need a present. You're like, what did I do wrong?
- 47:52I know that stinks. So I just feel like that this charity,
- 47:55it does really good work, and I wanted to raise toys and money for
- 48:00them. So what kind of stuff we looking for for the kids? Well,
- 48:04it's got to be a new unwrapped present they liked. The value needs
- 48:08to be at least twenty five dollars. That's the only requirements. And the
- 48:12charity that I'm doing, or the fundraiser that I'm doing, is on December
- 48:16eighth, I am having a Christmas party at the Hail Street Center where all
- 48:22the fee to get in is either a brand new toy or a cash donation
- 48:27of twenty five dollars, and you can also get that. You can buy
- 48:31a ticket on through event bright or Facebook the same way. There's no tickets
- 48:37to enter the party. You can bring a toy, but if you want
- 48:38to, you can go online and get a ticket instead. And we're going
- 48:42to have a DJ a dance party, We're going to have Christmas karaoke,
- 48:46and we're gonna have free comedy shows at this party and free food. So
- 48:51there's going to be lots to do. What time does it start? Eight
- 48:53pm? And it starts on it's on December the eighth, Is it right
- 48:57at eight ps? So it sounds like you had a little bit of everything,
- 49:00got a lot on comedy. Yeah, yeah, free comedy shows.
- 49:02I mean, hopefully it's going to be a really good night and we're gonna
- 49:05have plenty to do and it should be super fun for everyone. And then
- 49:08the only thing is you have to bring something to give away to a kid
- 49:13in need. So I don't think that's too bad of an entry fee.
- 49:15So you got a text here waiting on you, So you're important, oh,
- 49:19says Dave. Niki Ellis is also a movie star in the future film
- 49:22River of Pope, about the funding of West Virginia State University. I bet
- 49:24I know who that's from. I have no idea. I just get a
- 49:28text. So so you don't tell me you're a movie star. I'm not
- 49:30a movie star. I did appear in that movie, which I was very
- 49:36proud of. Yes I did. And I'm willing to bet that that is
- 49:39the director of the movie that sent you that text. So tell me about
- 49:44about the film. The River. Don't know about it. It was the
- 49:46story of the founder of West Virginia State College down there in institute the land.
- 49:55She was a actually she was a slave who mayor read her owner.
- 50:01I guess you said they fell in love and then he died and left her
- 50:06all the money, and I was I played one of her children, her
- 50:08oldest child. Yes, in the movie. Okay, And that's what was
- 50:12that like. It was really an interesting process. I mean, first of
- 50:15all, I don't envy movie makers at all. Like it was August,
- 50:20it was one hundred degrees. I'm wearing like period clothing. You know.
- 50:24It was torture, but it was also very rewarding. I'm very fun.
- 50:29Well that's cool. I didn't mean to get all starstruck there, but you
- 50:31said I was, like, she's been in a movie. I mean,
- 50:32yeah, I was. They don't even let me see movies. No,
- 50:36it's on Amazon Prime if you want to see I think it's still on there.
- 50:38Okay, Well cool, all right, let's get back because we got
- 50:40about a minute a half left in the show. Let's get back to this
- 50:43again about your event on the eighth. If people are listening to us right
- 50:45now and they say, hey, that sounds cool, I want to help
- 50:47out, what do they need to do? Well, they can go to
- 50:52the House Street Center Facebook page and they can purchase a ticket for the party
- 50:55through there, or they can go to the Secret Santa Foundation website and just
- 51:00make a donation through that if they just want to make a donation and don't
- 51:02want to come to the party, of course, and they also Secret Sanda
- 51:07has donation drop off places where they can take toys. Do they need any
- 51:10help for the party? I mean it's for because sometimes they just need bodies
- 51:14to help get people to the line. Is that something that they need or
- 51:15do you know the party, I'm going to use the staff at hell Street
- 51:19Center. But the Secret Santa Foundation is always looking for volunteers and they should
- 51:22be easy to find, as you said on Facebook. Absolutely, Yeah,
- 51:25you just go online Secret Santa Foundation United Way, go through there. They
- 51:29always need help at Christmas time. Yeah. Actually, when I got the
- 51:31little graphic I used in the preview, I just went to your Facebook page
- 51:35and got it onto you. So all right, so I appreciate you being
- 51:37here again. The event is going to be on December the eighth, starts
- 51:39at what time eight pm? And information is available on the Haill Street Center
- 51:44and Facebook page, and also on the Secret hopefully on the Secret Santa Foundation
- 51:47yes op page as well. All right, Nick, it's been a pleasure
- 51:51to have you on the show. I appreciate you being here. Thanks all
- 51:52now to hang out with me here in just one second. My thanks to
- 51:54all the guests this morning, including Mayor Amy Goodwin and also Moses scaff from
