- 2:06got lots to get to this morning, where do I start. Chris Withrow
- 2:07or a good friend from the Benny Keaton Shrine is here. I'm gonna have
- 2:10him on momentarily. Plus Senter financier Eric Tarr will be stopping by the Parmar
- 2:15Store studios as well. Tar. Senator Chars found himself in the spotlight here
- 2:19as of late with comments. He made an oppress release about the ongoing budget
- 2:23crisis at WVU, and so we're talking to him about that some other things.
- 2:27So while we're talking about things, Putnham County, the land that both
- 2:31Senator Tarre and myself call home, there's gonna be a Putnam County Board of
- 2:35Education meeting held tonight with a lot of eyes on it. Now, let
- 2:38me just say this, although Puttnham County may be a very, very very
- 2:44red conservative area, it's been it's been my experience that Hurricane High School,
- 2:49at least in the past, has always and I've had personal dealings with the
- 2:53high school in the past. Good folks there, don't get me wrong,
- 2:55Especially when I worked with Secretary of State's office and we used to do voter
- 3:00magistration drives and things of that, totally nonpartisan type events. I will say
- 3:05that the administration and many of the teachers there, at least at one time,
- 3:07tended to be a little bit more liberal, and that's okay, but
- 3:12that haven't been said. Tonight, there's going to be a meeting of the
- 3:14Putnham County Board of Education that, as I said earlier, promises to be
- 3:17very interesting. Worth noting. I did reach out to the spokesperson for the
- 3:22Putnam County Board of Education last week. It did not receive a response.
- 3:25Anyway, There's some information being put out by some folks of Putnham County seeing
- 3:30that recently the administration of Superintendent John Hudson has said there is to be nothing
- 3:36overtly political in the classrooms of the schools of Putnham County, and some are
- 3:42upset because they see that things such as posters and signs that could be hung
- 3:46up, saying that certain areas of the school talking about Hurricane High could be
- 3:52deemed as LGBTQ safe spaces, acceptance posters, things of that nature. They
- 3:57say that acceptance is not a political agenda, but basic human decency. Those
- 4:01words are taken directly from social media posts. The post calling for people to
- 4:05reach out to Superintendent Hudson's office. Now that haven't been said. The other
- 4:10side has fired back with social media posts with their own calling for a quote
- 4:14call to action to keep your child's education free from the sexual orientation and transgender
- 4:20agenda. Their words, they're calling for people to show up at the board
- 4:24meeting tonight in Winfield starts at six thirty. Will of course be covering the
- 4:27meeting, will have an update tomorrow morning. And remember when the most controversial
- 4:31things in public school where the lengths of shorts or skirts, or hair,
- 4:36or dancing too close or music or whatever. It seems like a lot of
- 4:41time ago, speaking of schools, if you saw the high school football scores
- 4:45from Friday night, you may have thought the winning team scores were basketball scores.
- 4:48Teams scoring in the eighties and nineties in high school football. And I
- 4:53know Dave Wilson covered a little yesterday when he was in for hobby. I'm
- 4:56going to get into that a little bit later on in the week myself certainly
- 4:59well be for Friday nights games. All I can say is get used to
- 5:03it. And Charleston City Council is going to have a meeting tonight and there's
- 5:09going to be a lot of eyes on that meeting. Well, we'll get
- 5:11into that coming up on the show tomorrow. And one other thing before we
- 5:15get to our friend Chris. The West Virginia poll was released on Friday and
- 5:19it shows more Capital as a leader in the Republican nomination for governor and now
- 5:26Attorney General and candidate for governor. Patrick Morrissey has released a statement, he
- 5:30actually did so within hours after the poll came out on Friday, calling it
- 5:35a fake news poll. You know, it's funny to me, folks that
- 5:42when, with all due respect to the age, when he needs free airtime
- 5:46for things that are going on in the office of Attorney General, which we
- 5:48are happy to provide as a public service for our listeners, he doesn't think
- 5:53this is a fake news organization. Then Metro News is the most respected news
- 6:00organization in the state, sir. And based on the the closet full of
- 6:05national awards we have won, I would say that many others agree with that.
- 6:11So there's that, And Honeyta Mayor Steve Williams announced to no one surprise
- 6:14after that he's gonna be running for governor. So okay, Well, I
- 6:16got the news out of the way. At least some of the headlines.
- 6:19Let me welcome in Chris withrow from the Benny Keatham Shrine, Charleston. Sorry
- 6:25you had to follow all that, but sometimes, Chris, you got to
- 6:27get news to the people, which is what you're here to do as well.
- 6:30Absolutely, good morning, like the Davidtorial there, out of your sins,
- 6:32Davidtorial, you don't call my company fake news. Man, I get
- 6:36pissed. Well, it's okay, and it's all right to be upset.
- 6:40That's okay, not a good thing, all right. Anyway, go ahead,
- 6:42buddy, what a great day. Huh what do you got to What
- 6:46do you got going on? Man? You always got good stuff going on.
- 6:47You've got so much going on right now. I mean we just finished
- 6:50up yesterday. We had the Labor Day a parade in more Mett, which
- 6:55was a great success. I saw a lot of the video of that.
- 6:58Man, that's a lot of fun out there, uh, you know,
- 7:00marching and playing and meeting the kids, and were part of that Greeze pole
- 7:05competition I saw on TV. Negative. No, I did not do that.
- 7:10We were too busy brading and and doing the shrine work as as it
- 7:15were. But uh, yeah, we're really busy right now. We've got
- 7:17a lot of things coming up beach a little bit close to that microphone.
- 7:20Absolutely, you don't know your own strength sometimes go ahead. Uh, No,
- 7:26We've we've got a lot of things going on, you know. We
- 7:28got uh the state on the Bennie Keaton Oriental Band has a golf tournament on
- 7:36September the eighth, you know, so there's still time to sign your teams
- 7:40up. It's gonna be a good time, you know, it's it's always
- 7:45been a really really good tournament. And then we have coming up our outdoor
- 7:49Bonanza. It's one of our largest fundraisers that we have, uh for the
- 7:54shrine. All the proceeds benefit the temple to keep the lights on, keep
- 7:58the doors open. But there is we have tickets available. You can go
- 8:01into the office, you can call in get those tickets and that telephone numbers
- 8:07three zero four three four three nine four zero five for that outdoor bonanza and
- 8:13show. It's gonna be a great time. And you know, here we
- 8:18are, we're coming up on Halloween. You know, it's hardens time a
- 8:22time. So this year on Friday the twenty seventh at the Temple, we're
- 8:28gonna have a trunk or treat for all the kids. We have a lot
- 8:31of us parking lot indoors depending on whether yea, if it's you've got a
- 8:37big enough place you could do it into it. Absolutely want to see you
- 8:39try to drive your truck up the steps though, Yeah, that would be
- 8:43tough. That would be tough. I bet it's been dump tried before,
- 8:46probably and it probably has worked. Anyway, Go ahead, absolutely, But
- 8:50you know we have we have a lot of partners. Our community partners are
- 8:54are involved. You know some some of the banks, and and law office
- 9:00and real estate offices. They're gonna be coming in. We're gonna have all
- 9:03kinds of great thing. The Charleston Police and fire both will be there to
- 9:07help us out. It's gonna be a great event for the kids. And
- 9:09then on Saturday we have the Broomstick Ball for the adults. So it's I
- 9:16got to hear this story to be awesome. I mean, it's gonna be
- 9:22really decorated, nice, We're gonna have lots and lots of wonderful libations and
- 9:30as it called broomstick Ball, Chris, I gotta know, I don't know.
- 9:33I'd have to ask Mike about that. Michael Dodd and his wife.
- 9:37That's what they came up with, and we're really excited about. It's gonna
- 9:39be a really good time. It's gonna be gifts given out for the best
- 9:41dress and couples, and it's is gonna be a really fun night, a
- 9:46lot of music, food, fun and dancing. It's just gonna be a
- 9:50great thing. And again, all that benefits the Benni Keaton Shrine Center.
- 9:54And so we've got that coming up. And it's important to remember that I
- 9:58have Chris on from time to time and he and he talks about this event
- 10:01going on in the river. I know, you just had some things going
- 10:03on in the river and so on and so worth all the whenever you talk
- 10:05about these things, you're not just doing this for fun. I mean,
- 10:09there's a fun aspect to it, but proceeds for any of these events go
- 10:13right back to the work that the Benny Keaton Shrine does, absolutely, you
- 10:16know. And then we have specific things that we do that go directly to
- 10:20the hospital. Yes, so at the end of the day, every fundraiser,
- 10:22every event that we do, it all goes to benefit the kids in
- 10:26West Virginia. And it's we have over six hundred active patients just in West
- 10:33Virginia alone. So the time, the money, and the effort is spent
- 10:37here locally, and we're really proud of that mission. And yes, we
- 10:41have fun doing it, but it is a serious mission and it really changes
- 10:46the lives of the children and the families that need it, and so we're
- 10:50really excited with what we're doing. We also rent our facility out, Dave.
- 10:56I know we've talked about that a lot, but you know, we
- 11:00have one of the nicest venues in Charleston. We've got the best parking in
- 11:03town. Obviously, we have a full commercial kitchen. You know, we
- 11:09can seed up to four hundred people at any given time, and we could
- 11:13do things as small as business meetings or classroom settings all the way up to
- 11:18weddings. We do a lot of weddings and a lot of memorial services,
- 11:22class reunions. We've done couple class reunions this year alone, and we've got
- 11:28a lot of weddings going on, a lot of memorial services, and we're
- 11:31very competitive. So I would implore you listeners to come stop by one hundred
- 11:39Courier Street, check out the shrine, look at the facilities and let us
- 11:43walk you around and talk about your next event that you need to book,
- 11:46and we'd love to help you with that. And I always say this anytime
- 11:48you're on that anytime that people that are listening needs something for as you said,
- 11:54a memorial service, a shower, a party, as a retirement party,
- 11:56or whatever the case, wedding reception, don't find institution in Charleston.
- 12:01Have it in. You've got a full kitchen and everything there. And again,
- 12:03just like with everything else, the money that you raise goes either for
- 12:07your operating costs to the shrine or goes right back into the charitable organizations that
- 12:11you do. Absolutely so that that building is our base where we launch all
- 12:15of our efforts to help the children. And we've got that's a big building,
- 12:18so we have to keep money coming in to do that. But a
- 12:22lot of money goes out of that building to the hospit And now you guys
- 12:26are generally speaking, when there's events going on at the Kttlessy in a convention
- 12:28center, you're I mean pretty much every event you're out there letting people park
- 12:33there. I mean for a donation. Yeas for a donation, right,
- 12:35And I say that because you know we get this volleyball thing going on.
- 12:39It starts today and runs through the weekend. I mean, there are thousands
- 12:43and thousands of folks. I'm gonna tell you if it's going to be moving
- 12:46around Charleston over the next couple of days, there are thousands of people coming
- 12:50in from me. You know, everybody's looking forward to this USA Cuba matchup
- 12:54and volleyball. This is some of the things that are tune ups for the
- 12:56Olympics and this come to Charleston. It starts today. So if you're head
- 13:00now for that, you may want to hit up you're looking for a great
- 13:01place to park right there next to the venue. You may want to talk
- 13:05to the folks here to Benny keetam trying because you guys are out there with
- 13:07your buckets taking donations, can ask for a better place to park. What
- 13:09a better way to start your week at that volleyball tournament is to park right
- 13:16in the front door of the city as you go, you know. So,
- 13:18yeah, we're really excited. We're going to be out there and we'd
- 13:20love to have anybody that wants to park. We've got a couple hundred spots
- 13:24out there, one hundred and fifty one hundred and eighty spots out there,
- 13:28and we'll put you in there quickly. We appreciate the business for Chris.
- 13:31It's always a pleasure to have you on the show. Man. I appreciate
- 13:33the work that you guys do out there, and you do fantastic work,
- 13:37and i'd like to have you on to kind of update to people on it.
- 13:39Man. We appreciate you, appreciate it, and we are appreciate you
- 13:43and the radio station for giving us this venue to get out and let us
- 13:46get the word out to all the people. And look forward to seeing you

- 17:48Jeff Petty is our producer Today. Senator Eric Tarsn of Finance Chair is
- 17:53with Senator tar Good morning, how are you, sir? Morning David and
- 17:56excellent. Great to have you here. If you have a good labor day,
- 17:59weekend, a lot of fun as a family. It was good.
- 18:00That's good stuff. I want to get right to it. I'm not getting
- 18:04any break, man, We're gonna hit you hard. I want to get
- 18:08to your comments on the budget crisis at a WVU. Now a little background
- 18:11here. We all know the problems of West Virginia University estimated forty five million
- 18:17dollars worth of budget deficit. Randy Whitegarten, who is the president of the
- 18:22National arm of the American Federation of Teachers, issued a statement calling the proposed
- 18:26cuts at West Virginia University quote to draconian and catastrophic, and she is blaming
- 18:32Senator at least in part. You guys have a legislature and you have a
- 18:37big problem with that. Take it from there. Yeah, well, first
- 18:41of all, is uh the AFT and their letter came out out of concern
- 18:45for the students, which the American Federation of Teachers Teachers has never done anything
- 18:49out of concern for students. It's it's been their mo is to go in
- 18:56address cultural wars within the country. So you know, they carry the left
- 19:00liberal flag out there loud and proud as loud as they can. So they
- 19:03got to you gotta understand the frame of reference from where this letter comes from.
- 19:06First, and the second thing that you call on the budget, Custer
- 19:10coneyan, it's about a ten percent on their overall budget. You know,
- 19:11they run a budget almost say it's size of the state for WVU, and
- 19:15back in twenty sixteen and twenty seventeen, the legislature went through and reduced spending
- 19:22at a state level by ten percent. It was about four hundred fifty million
- 19:26dollars. So when they're coming in at a forty five million dollar cut,
- 19:33and it's it's a it's painful, it's painful for the students, it's painful
- 19:40for the professors that are involved. But it's very responsible and it's finally responsible
- 19:45because if you look nationally at what's happened with spending and higher education, what
- 19:49has been catastrophic is the uncontrolled spending. Higher education across this country has spent
- 19:56and spent and spent like there is no tomorrow, irrespective the projection for revenue
- 20:00declining over the next decade. And we saw that in our Senate Finance Committee
- 20:04here back two years ago when we had both Brad Smith and Gordon Gee,
- 20:07and they're testifying two studies that came out for the forecasting that up to fifty
- 20:12percent of the nations higher education institutions would fall within the next decade because of
- 20:19the forecast for declining student enrollment. In spite of that of you took on
- 20:23more debt, continued increase or spending, and so now as they think President
- 20:29Gee and I think his board seeing the writing on the wall, are seeing
- 20:33that, you know, we're not going to come in as a taxpayer and
- 20:36reach more into Dave Allen's check book and reaching more in anybody else's to say
- 20:41that we are going to continue to fund irresponsible spending. And then let me
- 20:45jump in here one one moment, Senator, because I think it's a really
- 20:48good point that you brought up about this is going on on the national level.
- 20:52West Virginia has been getting national attention, front page of the Wall Street
- 20:56Journal, Pittsburgh Post, because at Washington Post all these publications forward, I
- 21:00think it was did stories on this. But you could have just as easily
- 21:03from what I gather said University of Texas, you could have just maybe they
- 21:07did. You could have just said LSU USC whatever. This is something,
- 21:12as you said, that is a problem with higher education nationwide. Absolutely,
- 21:18And if the New York Times article, there's an editorial in there that was
- 21:21from a democratic organization that came out and they put it right out there.
- 21:26Their biggest fear is that other states will look to West Virginia and say we
- 21:30have to do this too. So when when you're looking at the programs that
- 21:34they're auditing. They're auditing across the board. It's not they haven't went through
- 21:37and just selectively picked out the programs like interpretive Dance. You know, they
- 21:45had the School of Medicine, School Physical Therapy, Engineering, they had all
- 21:49those under audit. So as they're going through, they're looking at what student
- 21:53Rollman looked like going forward, what has student Rollman been, How much of
- 21:57the university's resources are we allocating to this and looking going back and saying,
- 22:03okay, here's where we need to start trimming back because we are not attracting
- 22:06students this are but we're spending like crazy in these programs. Now doesn't mean
- 22:08the programs go away, you can. There's some of those will be integrated
- 22:12into others as some of the plans that I've been seeing for him. But
- 22:15I do expect they're going to follow through and do that ten percent. But
- 22:18you also have to realize the support level the state has continued to provide to
- 22:22these universities, not just W but across the board. We still this year,
- 22:29I think just shy four hundred million dollars came out of taxpayer's pockets and
- 22:33went to W. Some of that was in deferred maintenance. Some of it
- 22:37has been in our budget line spending comes out every year. You know,
- 22:41there's around a one hundred and twenty three million I think right there that comes
- 22:45out every year, in addition to their other schools that are across the state.
- 22:48Same thing with Marshall University. You know that's we've had coming There's been
- 22:52about fifty million I believe that comes out to them every year. So there's
- 22:57still a lot of taxpayer support to go into these programs. And I think
- 23:02what you'll see is our universities here in West Virginia, somewhat by forcing their
- 23:07hands and somewhat by them coming in and saying, hey, we see the
- 23:08writing on the wall, and we're going to get ahead of this. Being
- 23:12one of the first in the country here in West Virginia, say we're going
- 23:15to right size our universities so that as we go forward, we can turn
- 23:18back around and being a fiscal situation, that we can offer whatever degree we
- 23:22want to, because if they continue on the path they are, they're not
- 23:26gonna be able to offer the degrees that they need off, let along the
- 23:27ones they want to offer. And so I think they're on the right pathwards
- 23:30in these cuts and they need to hold the ground and keep going moving forward.
- 23:33It again with send a financier Ery tar here on five ATY Live.
- 23:37How would you answer that we played Devil's advocate for a moment. There have
- 23:38been those on the other side, Eric, that has said that this Republican
- 23:42legislature is anti education, anti higher education, specifically that maybe for one reason
- 23:49or another, that maybe the leadership has got an issue with higher education.
- 23:56So first of all, so I would let me say the leadership I do
- 23:59include myself, and part of that leadership is financ Shair. I have a
- 24:02bachelor's in health science. I have a masters in business administration. I have
- 24:04a doctorate in physical therapy. I have a daughter who is a doctorate and
- 24:07also a bachelor's degree. I have a brother who has a bachelor's, masters
- 24:11and doctorate. And that's so, and we're some of the first in our
- 24:15family grow that we have all taught in some of these universities as well,
- 24:18and being asked to come back the clinical facil would come to speak at universities
- 24:22across the state. There is nobody that you'll find who is a bigger believer
- 24:29in higher education than Eric tar and I want to be able to protect those
- 24:33foundations so that they we have some of the strongest in the country. And
- 24:37the path that we had been heading down with our higher head here in West
- 24:40Virginia was that would not be the case if you look at the forecast for
- 24:42higher education nationally. So I don't believe that I or anybody else in leadership.
- 24:48Roger Henshaw, he's a PhD over you in the House, even as
- 24:52President. Craig Blair has a lot of the certifications that are the more the
- 24:59skilled trades lot of things. So we have a good mix of understanding what
- 25:03training toward a paycheck, training toward anything that puts a paycheck in your pocket,
- 25:07the value what that is to over West Virginia. It's now we're very
- 25:10supportive and we're also protective of it that if you don't just throw money haphazardly
- 25:18at those institutions and not pay attention to the direction they're going so that they
- 25:23can support people West Virginia. Dalgobo sending financial ery tar phone calls to five

- 25:53important education and a highly uneducated or under educated state, or tax cuts.
- 26:00It's laughable that the state has billions in excess revenue and all we could do
- 26:03is cut spitting and give tax cuts priorities question mark. Oh, this again
- 26:07gets back to forecasting and seeing where the states that do exceptionally well in these
- 26:11areas how they got. First of all, have they got their tax structure
- 26:15in place to be competitive at a national level? You know, I've been
- 26:18on your show a lot talking about that on what it takes to get West
- 26:19Virginia competitive at a national level, And we have got much of the framework
- 26:23they're done to get there, We're not there yet. So even with the
- 26:29most recent tax cut that we did, with the largest tax cut in the
- 26:30history of West Virginia, that over the next eight years we should probably have
- 26:36no income tax the way things are headed right now as it goes down.
- 26:40But we also see some of the largest growth in industry that we've seen in
- 26:42the history of West Virginia coming as well. You know, just between Ravens
- 26:45wood and apple growth right there, you can count on your hands right now
- 26:49about seventeen thousand jobs that are coming there in the next ten years. Which
- 26:52is the greatest, well, I think it's the greatest. I'd say it's
- 26:56say, having Jesus Christ and your last probably the greatest. But the next
- 26:59thing best to having Jesus Christ in your life is a good paying job to
- 27:03address the opoid epidemic. And we know that one of the biggest economic factors
- 27:07here in West Virginia for educational attainment is being able where you start. And
- 27:11if you're starting out the child of a drug addicted family, education is going
- 27:15to be difficult for you. And so it all starts with having you where
- 27:21you place the foundation of your life, and then having a job that produces
- 27:25an income for a family to go forward, and then you'll see the schools,
- 27:27you'll see the education growth. But that's where it has to start.
- 27:30And a lot of the things this legislature has done, including the tax cuts
- 27:33and the tax efforts we've done and the spending reductions we have done, have
- 27:37now brought those level of jobs. And that's just between Ravenswood and Point Pleasant.
- 27:41That doesn'count wherever all else is going on the state. So it's we're
- 27:45into an economic renaissance that's coming in West Virginia, and so it's good to
- 27:51see. And I want to get into that a little bit later on because
- 27:52I mentioned the West Virginia pole that came out Friday. There were some new
- 27:55numbers that came out yesterday that says that, you know, for one reason
- 27:59or the West Virginias don't have a lot of confidence in our economy, and
- 28:04Eric and I were talking about that. I'm sorry, Senator Tarr and I
- 28:07were talking about that off the air, and I want to get into that
- 28:11with you a little bit later on about some of the results of this poll.
- 28:14And I think you and I may be on the same page on some
- 28:15of this stuff. We're gonna talk about that a little bit later on Texas.
- 28:18Ask Gary tar why he won't attack Alderson brought us for its poor management.
- 28:22You know, it's we had a leadership meeting come together within about an
- 28:27hour's notice from the Chancellor of Higher Education, Sarah Tucker, when they realized
- 28:33what was happening Alderson brought us and where it's about twenty of us that jumped
- 28:37onto a zoom call to go through and get an update on what was happening
- 28:41there. So what we had done in the legislature just this past year was
- 28:45enable the Higher Education Policy Commission to go in and actually see the finances of
- 28:52anybody who's licensed to provide a higher education education higher education institution here in West
- 28:56Virginia. Prior to that, we really didn't have a window into private institutions
- 29:03economics, what their balance sheets look like, what their cash looks like.
- 29:06And what happened with allSome broad Us is disgusting. You had, you had
- 29:11an administration that saw the writing on the wall and was still trying to bring
- 29:15students into it in an environment where they knew the university was on path to
- 29:21crash. And so the way they're trying to keep the doors open is get
- 29:23students there fast enough before anybody could keep from shutting off the electric because they
- 29:26had people in dorms. So to say that I didn't come out and attack
- 29:30all As brodd Est, now I didn't. But what I would say is
- 29:33that that some of the most irresponsible stuff we've seen in higher education in the
- 29:36state. We've seen it happen in others. And what I would tell you
- 29:38is Allerso brodd Est will not be the last we know. We're here in
- 29:41West Virginia. You're going to see several of these institutions that have not got
- 29:48their fiscal house in order in time to survive. What's happening with this decline
- 29:52student population higher education as we have fewer people, fewer students who are entering
- 29:56higher education nationwide. Tex says, I do have a problem with some of
- 30:00the higher education institutions. Over the past forty plus years, many have become
- 30:03a portal for pushing progressivism and Marxism. Some parents do not recognize their own
- 30:08kids when they come home on breaks. I can't disagree with that. He
- 30:12knows, and I think a whole lot of that comes out of you.
- 30:18I'll put this is an eric thing. I can't say this is legislature thing
- 30:21that I think it's. No. I've not been shy about having my differences
- 30:25with teachers ingions or teachers associations and acting genions, whether it's the National Education
- 30:29Association, the American Federation of Teachers, or the West Virginia Education Association.
- 30:34And it's not the teachers, it is the organizations and what they go into,
- 30:40explain, to go in to put into our kids schools, and it
- 30:44is leftist as it gets. Their agenda is extremely leftist, and that gets
- 30:48into our textbooks, it gets into the teaching environment, it gets into the
- 30:52culture and the client in the classrooms and culture in the hallways of our schools
- 30:56and in the higher education side of things. The closest thing that comes to
- 31:02that is faculty sentence that come into once you have tenure, and there's no
- 31:07way that university is ever getting rid of you. And especially as you get
- 31:10into the more of the liberal arts side of the education and out of the
- 31:12sciences, you get those those tenured faculty that have a very left leaning and
- 31:21no repercussions for exclaiming that whatsoever within the universities, and sometimes I can be
- 31:26attractive to our youth and at your respective how how strong your family life has
- 31:32been coming in when you send him to school. And you know that the
- 31:33t our families had to watch over that closely with our kids as we went
- 31:38through. So I understand the frustrations of that texture. Tex says in a
- 31:44picture dictionary, you'll find tar At disingenuous. Gave forty five million dollars to
- 31:48Marshall but said back and watch WV. You have to make draconian cuts.
- 31:52You know, the forty five million went to cybersecurity. And you would also
- 31:56see that prior to that, in the regular session, West Virginia University School
- 32:01of Medicine to the medical school, not medical school, West Virginia Medicine got
- 32:08fifty million dollars to go toward National Cancer Institute designation is one time spend fifty
- 32:14million dollars which will bring a lot of oncology experts in across the country into
- 32:21that area. So when and that is a spot where it will create jobs
- 32:23a big time in West Virginia. Cybersecurity that went to Marshall University. The
- 32:29forty five million dollars is also on that track. It's it will tract a
- 32:31lot of jobs here to West Virginia, and to say that we don't support
- 32:36higher education, that is disingenuous because if you come in, you bring something
- 32:39that you're gonna show that's going to benefit the people of West Virginia directly and
- 32:44in short time frame, and it's those investments will return exponentially the two what
- 32:52the children here in West Virginia can go and get an education four your degree
- 32:54and step out making north of six figures out of a program like that,
- 32:58And it creates an economy around that school of those type of careers where those
- 33:02those jobs locate here. So not only is it for our West Virginia kids,
- 33:06it'll bring people from out of the across the country here and probably across
- 33:08the globe. So I wouldn't do that appropriation every day if we had it.

- 36:35me at the top of the show talking about some findings of the latest Metro
- 36:37News West Virginia pole more findings released yesterday, Senator, despite all the announcements
- 36:43about job creation, various projects, etc. And we're making these announcements at
- 36:47what seemingly is a rate of a couple of times a week, it seems
- 36:52forty four percent of West Virginians believe the economy is getting worse now, as
- 36:57Rex repassed the pollster extraordinary point it out. A lot of this can be
- 37:01blamed, he thinks, on the perception of the national economy. That's why
- 37:07such a higher percentage thinks the economy in West Virginia is getting worse. Your
- 37:12take, it has to be nationally and when you look at the national picture,
- 37:16and we have to look at it from a statewise too, when you
- 37:19look at how are you going to be good stewards of a taxpayer dollar?
- 37:23In a finance chair position, you have to pay attention to national economy.
- 37:27And the national economy right now is heading in a terrible direction. It has
- 37:30been for a while. With Joe Biden at the helm up there, and
- 37:34all you have to do is look at the price of eggs, price of
- 37:36bread, price of gas. You name it. You go through and look
- 37:38at any kind of commodity that it takes for you and your family to survive.
- 37:43And for a lot of West Virginia, a whole lot of West Virginia,
- 37:45it's still pay check to paycheck. And as when's paycheck to paycheck,
- 37:50it's hard to it's hard to look at and say, Okay, well it's
- 37:52going to be good for me in ten years when you're worried about are you
- 37:53able to feed the kids this week and so. And with the way that
- 37:58those type of prices have went, with interest rates climbing, with what it
- 38:01means to a mortgage on your home, the Democrats have done everything can to
- 38:07destroy what was a booming economy when they when they found it. So how
- 38:12do you, senator, how do you balance your work on the messaging?
- 38:15So it's different from West Virginia. And one of the things that you know
- 38:19is, I think most people know I'm a small businessman here in West Virginia,
- 38:22so employee just around two hundred people here in West Virginia. And so
- 38:27I've done a lot of investment here or my roots go very very deep with
- 38:30that investment. So when we look at when and where are we going to
- 38:36invest when greatly is determined by what is the cost of money, because you
- 38:43know, it takes it takes money to make money, and usually that money
- 38:45comes from a bank somewhere, So you're going to have to go out and
- 38:49get a loan. Well, if you have a you know, an eight
- 38:52percent interest rate, you're going to go out and get a grab one a
- 38:54loan somewhere to make a large investment in your margins are ten percent. Well,
- 39:01sometimes that that economics, those economics just don't work. So you contract
- 39:07your spending. So I think what you'll see is with a lot of the
- 39:09businesses that are your smaller businesses, they contract that households contract their spending.
- 39:15And the reason is, as you see right now, it's impacting your pocketbook
- 39:19on what the cost of getting a dollar is, whether that's your work or
- 39:24whether it's going out to get alone. And so you know, a dollar
- 39:29just a few years ago was worth seventeen cents more than it is today.
- 39:32And when you have that outlook nationally, it's difficult. But at a state
- 39:36level, here's what I can tell you. At a state level, at
- 39:38a state level, we have had billions and billions and billions and billions of
- 39:44dollars just in the past few years that have come down and committed to West
- 39:50Virginia and committed at a very real level. It's not it's not mus it's
- 39:53it's people putting shovels in the ground that are from all the way from companies
- 39:59that are fortune through three hundred companies across the globe. And so when the
- 40:02Senate President loves this visual that he brings, and he brings in this book
- 40:07that shows what all we have done in West Virginia to change the culture for
- 40:10business in West Virginia. And it's about four to five inches thick, and
- 40:14he drops it from about hand level and it hits the floor, and that
- 40:15makes this huge boom in a room. And it's page by page of single
- 40:21page bills that the legislature's passed since two thy fifteen to get this state in
- 40:27shape to where West Virginia has this bast signal over it for anybody who wants
- 40:30to put a business someplace, is that you should be in West Virginia and
- 40:34in manufacturing, which creates a whole another economy around it. We are especially
- 40:39that because one of the things that that attracts these these these companies that are
- 40:44coming The very first question we give most of them is right to work.
- 40:45Finally out of the courts, is it done? Yes, it's done.
- 40:49That checks off a big box. And so the next thing they're coming in
- 40:52through is what's labor force right now? So labor force is an issue.
- 40:55It's labor forces an issue here, but it's an issue across the nations,
- 41:00an issue across the world. But West Virginia does have the lowest workforce participation
- 41:04of able bodied people in America. That is that yet it's it's it's the
- 41:09workforce participation is low. We have an older population. The good thing about
- 41:14these jobs though, is there you know, on the low end average seventy
- 41:17five thousand a year on but across the board they're all right around six figures.
- 41:22You get a ged and go in and within a little bit on job
- 41:27training and you're you're making six figures at these type jobs. So people will
- 41:31move here for that, and West Virginia that's one of the things that we've
- 41:35been you know, anybody that runs for office will tell you, you know,
- 41:37we got to grow up population. We've been saying it for years and
- 41:38years and years. Well, how do you grow population, you'll either have
- 41:42babies or you move people here. That's that's how you grow it. So
- 41:45seventeen thousand jobs that make one hundred thousand a year that you don't have to
- 41:49have a even a bachelor's degree to get. People will move here for those
- 41:52type careers. And so West Virginia has the highest they have the lowest attrition.
- 41:58So we have the highest retention low attrition in manufacturing in the country.
- 42:02For employment in any industry, we have the fifth lowest attrition, which means
- 42:08that the people that are here in West Virginia are loyal to Somebody comes in
- 42:12and creates a job for their family, and I think anybody lives here knows
- 42:14that. So and we're being recognized for that. We being recognized for the
- 42:17possive made that the tax efforts we made, even even if some of the
- 42:21tax efforts didn't necessarily pass, the efforts at it being so persistent has attracted
- 42:28a lot of that as well. So world the right path. And I
- 42:30tell you in five to ten years the region, there's regions in West Virginia
- 42:34that people will never believe what they were compared to what they'll be in ten
- 42:38years. And I'll tell you anywhere from Cabal Countia, Jackson County in anywhere
- 42:44within an hour of that you won't see it. We knock out some text
- 42:47or text says brags about his degrees, but push some of the most idiotic
- 42:51health bills and decades. You know, I have a conversations and so idiotic
- 42:55there's idiotic is aggressive and so and the reason and I would say that's aggressive
- 43:00is that from a legislature perspective, I could come up and say I know
- 43:07more than you, and so since I know more than you about healthcare and
- 43:09will tell you what you have to do for your health, you don't want
- 43:13that. Nobody wants I don't want that, especially after we've seen a COVID.
- 43:16You don't want that. What you want when you send somebody up here
- 43:20to Charles and somebody who uses that to that that type of knowledge come up
- 43:23to support your freedoms. Right, So I want I want you to be
- 43:28as as as as knowledgeable as you can and are in an area to make
- 43:34a decision for the best year for your own family. I'm not going to
- 43:36make that decision for you. And so we have a discussion A lot as
- 43:38legislators up there that are in healthcare. We have nurses are in legislature,
- 43:42we have physicians are in a health in the legislature, a physical therapist,
- 43:45and a lot of other stuff that's out around a healthcare industry. And so
- 43:47we have these debates about you know that we know what is the absolute best
- 43:52for the health of an individual, do we take that individual's freedoms and make
- 43:59that decision for them or do we create an environment that gives them the best
- 44:02opportunity to make a good decision. I would much rather have them have that
- 44:06decision than we make it for him, because the science changes, and a
- 44:08lot of stuff Texas since he respot it all follow up. Most of these
- 44:13new plants have been brought about by Joe Biden's programs. Is there any credit
- 44:16given there? Some of them have been, not all of them, Some
- 44:20of them that they you know, these are when you talk about billion dollar
- 44:23investments. Billion dollar investments don't happen in a week, you know, they
- 44:29those those level investments. They start looking at those years and years and years
- 44:31in advance. How many years had new I mean approximately has New Corps been
- 44:36on the books I mean being looked at or or a facility like newcre for
- 44:39example, New Corps had been looking at West Virginia three years before we actually
- 44:45got to meet them. Okay, so a lot of times there's things going
- 44:47on. In the words of Lenearge Skinner, there's things going on you don't
- 44:51know. Oh yeah, absolutely, And there's things going on in the background.
- 44:53Yeah when you I mean sometimes even you guys don't know. Yeah,
- 44:57absolutely, there's a lot of there's some of these. I still get surprised.
- 45:00We have we have Fidelis. They got announced it in up in Point
- 45:05Pleasant, when Fidelis came up and talked about what they had been looking to
- 45:09do at that area and came in without initially without an ask for the state.
- 45:14We had some little disagreements there when they started making an ask. Initially
- 45:17came in that they were ready to go, and they're coming in. Decisions
- 45:20made. Hey, we're Fidelis and we're coming to West Virginia. We just
- 45:22bought the land here. It's nice to meet y'all, you know. So
- 45:25it's and they're gonna have you know, they got five thousand construction jobs over
- 45:29five years to build that place. It's so we have those coming and those
- 45:35don't happen overnight. They don't happen in the past couple of years that Joe
- 45:38Biden's been a president now has the tax policies that they have done on not
- 45:43tax policies, I'm losing the turn, but that this when they come in
- 45:51subsidize the substance there we see the subsidies that come in for those type of
- 45:54jobs that are around carbon type things. Those subsidies have made those industries attractive
- 46:02at large. It doesn't necessarily mean that it's attractive here at West Virginia.
- 46:07And so when you start looking at they've got things in the books and they're
- 46:10planning and where we're gonna locate, you know, they could have located that
- 46:15just as easily right across the river in Ohio. Why not? Why didn't
- 46:16they? You know, so they chose West Virginia. They chose West Virginia
- 46:20because West Virginia has been moving the needle on business. And I have talked
- 46:23to that about with CEO after CEO f CEO legislative liaison for these type of
- 46:28corporations that it isn't we are recognized for the changes we've been making in West
- 46:31Virginia and it's going to result in more jobs for the families that are listening
- 46:37right now. We got six away from ten. Five eighty Live is brought

- 49:21No, you know, and I have no desire for that relationship getting
- 49:22better. He's a miss. Yeah, it's no Christmas parties with you know,
- 49:28actually they send out Christmas party invitations to all the legislators, but it's
- 49:31it's not invitation all soon accepts. What's what's your thoughts on the Senate run
- 49:36for for what? For now? Governor Justices he matches up with with Alex
- 49:40Mooney. I think it's critical that West Virginians who show up in this Republican
- 49:45primary realize how detrimental it would be to the US Senate and to our nation
- 49:49to send Jim Justice the US Senate. You know, a lot of the
- 49:53problems that we see at a national when you look at the economy poll just
- 49:58come out and forty four percent have a a doomsday of view of it,
- 50:01it's because of what's happening at the national level and the Senate that the US
- 50:06Senate that we have up there right now is lukewarm. They are vanilla toast
- 50:12at best on getting something like that changed. And so the only way we're
- 50:15going to get to and e commony that gets improved one is the presidential election
- 50:20and get President Trump back in there. And then two is that we need
- 50:22policies that are happening at a national level like you've been seeing in West Virginia
- 50:25that grow an economy, and unless that Senate gets pulled right, it has
- 50:30got to be pulled right, it's not going to happen. And Jim Justice
- 50:35does not move that Senate right. If nothing else, I would say he
- 50:37more is more of the same of exactly what we got, or he's left.
- 50:42And so if you want to see a stronger economic policy at a national
- 50:45level, you're gonna need somebody who can physically show up. You're gonna need
- 50:49somebody who has the willpower to show up. And then you're want to have
- 50:51somebody who pulls the Senate right, and that's Alex Mooney and Alex Money will
- 50:53do that. And whoever wins this Republican primary will be the next US senator.
- 50:58So I would I would encourage that when you go to the polls,
- 51:01that you realize that do you think Mansion runs percent? No, I don't
- 51:05think he runs for sent I don't. Yeah, I think he'll be independent
- 51:07on presidential ticket. I think that it'll be if it gets competitive and he's
- 51:12got pulled enough votes, he's probably have leverage for a cabinet position somewhere.
- 51:15And that's what I think if there were to be a Mansion Justice matchup for
- 51:19Manton's seats, which I don't think is going to happen or to you.
- 51:22Would you support justice, would you support mansion or would you upstain? Man?
- 51:24That would be tough. You know, it's a damned if you do
- 51:29damn if you know. So, that's what I don't think you're gonna have
- 51:31to worry about making that decision. Yeah, yeah, I don't think so
- 51:35either, And that's a but I don't think I can vote for either one.
- 51:38Up, what's the future look like, Fairy Tar? Are you happy
- 51:40doing what you're doing? Or have you ever thought about aim and higher?
- 51:45You know, there's there's a whole lot more to my life than this seat.
- 51:46I love what I do here. It's it's an honor and privilege.
- 51:49You get to do it, and I get to have the influence that I
- 51:52think that in a spot that I should have that influence as things sit right
- 51:55now, it's a financiery Tar. There's always a pleasure to have you on
