- 0:00Speaker 1: What's up, everyone, and welcome to another episode of the
- 0:03Epstein Chronicles. In this episode, we're going to pick up
- 0:06where we left off with the unnamed CEO slash Captain
- 0:11of Securities at MCC and his interview with the OIG investigators. Question, Now,
- 0:18if redacted told Officer redacted and redacted and Joiner that
- 0:22inmate Reyis wasn't going wab and that Epstein would need
- 0:26to be assigned to cellmate upon arrival from his attorney visit,
- 0:30Reyes has to communicate where who dropped the ball and
- 0:33at that at what point? Answer? Okay, I mean for
- 0:37the sake of time. That we talked about before, is
- 0:40that means they would notify me that he needed a
- 0:43cell mate. They knew, they knew the expectation. So that
- 0:47means if you know that at one point fifty he
- 0:49wasn't coming back, that means you should have got on
- 0:51the phone and contacted the operations lieutenant. Question and we
- 0:56discussed this, and this is where we talked about if
- 1:00they did do that, they let redacted know redacted to
- 1:03the one who dropped the ball. Answer yeah, question, the
- 1:08next people that would have done it would have been
- 1:10at the four PM the ten pm type of count
- 1:13they should have then notified the operations lieutenant at the
- 1:17same time. Correct, All right, And what you're saying though,
- 1:22is I think what you said is during the morning
- 1:25shift with zero dark hundred to eight am or I
- 1:28think it was eight am? Right? Answer, Yes, sir, question
- 1:31it's eight am. They wouldn't have known answer. They wouldn't
- 1:34have known question, right because they because if the counts
- 1:39weren't done at four and at ten, they would wouldn't
- 1:42have necessarily known answer. They wouldn't necessarily know question. But
- 1:46what about like if they had a conversation at like
- 1:49twelve am with the obsos lieutenant about the fact that
- 1:52the counts are off redo or was it ten pm?
- 1:56The midnight one was the one where the count is
- 2:00he gets cut off by the guard if you look
- 2:03at yeah, the count So if you go eight nine,
- 2:06we're going eight ten now and she worked ten pm
- 2:10and she worked from four pm. Three answer, so she
- 2:15wasn't indiscernible. So this is it right here? So we're
- 2:18talking about eight ten twenty nineteen, that's going to be
- 2:21So this E one was generated at three five, one
- 2:25seven hours. Question on August tenth. Answer on August tenth,
- 2:30and this shows that there are seventy two inmates in
- 2:32the shoe. Question can you look at the counts for
- 2:35the day? It's the very last page or it could
- 2:38be second to last. So I'm assuming you're looking for ZA,
- 2:42and then if you could just circle ZA so we
- 2:44know what we're looking at. Question what is the count
- 2:47on that? Answer? It appears it says the count on
- 2:50that day is seventy three. Question and that cleared count
- 2:54was seventy two? Correct answer? That is correct. Question. Do
- 2:58you want to follow up another question from a different
- 3:01guard if there was a mistake with the count and
- 3:04the lieutenant caught onto the mistake, what was he gets
- 3:08cut off by the other guard and the quota was
- 3:11the protocol? Answer? Yeah, all right, this is what happened.
- 3:15So if I'm officers, I count, I count the unit
- 3:18and they say seventy three, the control center would have
- 3:20been like, no, bad count. They're not going to tell
- 3:23you what you counted. They're going to make you count again.
- 3:26So the procedure is once that bad count has been
- 3:30made notified, the control center notifies the lieutenant, and the
- 3:34lieutenant supposed to go up to the unit to observe
- 3:37the count. Question, all right, so the oppso lieutenant in
- 3:40this case should have gone went to the shoe to
- 3:42observe the count. So if there's a bad count, that's
- 3:46the protocol. Answer, that's right, that's the policy, So you
- 3:52go upstairs. Well, I'm sorry, that's the expectation question. So
- 3:56expectation non policy answer. I'm not going to sit up
- 4:00here in quot policy when I don't know a verbatim question.
- 4:04Absolutely answer, But I will tell you the expectation is
- 4:08that the supervisor Correctional Services, a lieutenant on an announcement
- 4:12of a bad count will go to the area of
- 4:15the count and will observe the said count. Question. What
- 4:18if the supervisor claims when they called in the count
- 4:21and said seventy three, they said, hey, we're calling in
- 4:24seventy three, but we know we're off by one. Does
- 4:27that make any sense? Answer? That doesn't. That means the
- 4:30institution count is going to be bad, which that is
- 4:33the worst thing that you can have happen. Besides the inmate.
- 4:37It's three things. An inmate died, your count being off,
- 4:40or an inmate escaping. Those are the big things right there.
- 4:44If your ac count is bad, because that's what we
- 4:46get paid to do. Where the masters of count, that's
- 4:49what we do. Accountability of inmates in a correctional setting,
- 4:52that's what you do. That's what you're paid for. So
- 4:55you call me as a lieutenant and you tell me, hey, lt.
- 4:59We keep counting the U and the unit and the
- 5:01count's bad. So the next thing I'm going to tell
- 5:04you give me some staff up there. I want to
- 5:06stand up bedbook. So then I'm going to identify each
- 5:11inmate by their face, their cell assignment to get the count. Question.
- 5:15So what if they say we're off by one, but
- 5:18we know where that one is, that one's over here,
- 5:21and then the lieutenant responds, all right, I'm going to
- 5:24verify where that one staff is. You redo the count?
- 5:27Would that make sense? Answer? No, what I'm telling you
- 5:30is when it was supposed to have been done. Question.
- 5:34So even if they said, like, hey, we wrote down
- 5:36seventy three, but that so let's say Thomas, who's not
- 5:39a typical shoe guy, he's the one that calls this in.
- 5:42He says, I wrote down seventy three on the count slip,
- 5:45but that's because one of our guys that we're accounting
- 5:48for is let's say R and D, and then the
- 5:51lieutenant then says, I'm going to verify that that person
- 5:54is there. You reconduct the count and create a new count.
- 5:58Slip answer, Okay, so it was one RA I believe
- 6:02that's R and D. RA I believe is R and D? Right? No,
- 6:06so R and D there was nobody in R and D.
- 6:10There's no one in R and D. So the policy
- 6:13is lieutenant is on there. So the policy is lieutenant
- 6:16is on there. I'm going to watch you do it.
- 6:18And so that's the second count. The third count is
- 6:21the standing bad book count that I use the bad
- 6:23book cards and I go sell by sell and I
- 6:25make the inmates say their name and number, and I
- 6:28physically identify them by their face. If that don't work,
- 6:32all this stuff is supposed to be annotated in the log.
- 6:35The bad count one, bad count two, shoe reports, bad
- 6:39count three, bad book count was identified. The next thing
- 6:43would have been was to go back through the prior
- 6:45accounts to see if the movement of who was in
- 6:48or out Because if your count cleared here at ten,
- 6:51you only had one out of the unit, which was
- 6:54Epstein when he came back. That means your account should
- 6:57have went from if it was seventy two here, that's
- 7:00telling me that it must have been seventy one at boom,
- 7:03So it was seventy six. It was seventy six, then
- 7:06the ten PM count, the nine thirty count, it was
- 7:09seventy three. So where did those inmates go? Where did
- 7:12those inmates go? So somebody was in there messing around
- 7:16with numbers in order for the count to clear. Question,
- 7:20in order to find out where they went? Is it
- 7:23we have to go into truscope? Is that where we
- 7:25could find out? Answer? You would go into true most
- 7:30century is supposed to be full proof, allproof, but it's
- 7:34only as good as the people that put the information
- 7:36in there. Question and are the Shoe people that are
- 7:40putting the information in? Is it the control center answer?
- 7:45So this is what happens in theory you've got when
- 7:48inmates come back from court and they do the transfer
- 7:51order and it goes down to control R and D
- 7:54is supposed to update those inmates coming back in Control
- 7:58center gets the transfer order and verifying anytime an internal
- 8:01movement is done inside of a unit like Shoe, the
- 8:04OIC is supposed to do it. If a case manager
- 8:07and unit manager or a counselor moves the inmate on
- 8:10the unit. Guess what they're supposed to make that centry indiscernible, pp.
- 8:15Thirty four, Transaction in century to make the appropriate move. Question, So,
- 8:21looking at these, do you believe that they're all bad? Answer?
- 8:24They're all bad? Question all of them? Answer they're all bad,
- 8:29all bogus. All right, so four pm through gets cut
- 8:34off by the guard the control center, R and D.
- 8:36It's bad. Now, the other investigator jumps in, just a
- 8:39clarifying question, can a person do account Let's just say
- 8:43that someone is in a different unit. Can they say, oh,
- 8:46I know the person is out of the unit and
- 8:48I'm going to count them as part of the unit
- 8:50and just give the account number. Are they allowed to
- 8:52do that? Do they have to physically have to get
- 8:55eyes on them? Answer? No, question, So it's only who
- 9:00the amount of inmates that are in the unit at
- 9:02that time? Answer correct question. All right, let's keep going
- 9:07on this. Thank you for that. That's hugely helpful. So
- 9:10inmates cell mates removed for various reasons, including but not
- 9:14limited to, an incident in the cell, visits to court, Legal, Library, medical,
- 9:18and recreation. On Friday, August nineth, twenty nineteen, Epstein cell
- 9:22mate Rays had court. It would not be uncommon for
- 9:26Reyes to be out of his cell for an extended period.
- 9:29Epstein had an attorney session that day. Epstein's attorney was
- 9:33processed into the facility in the morning, and Epstein was
- 9:36brought down to the attorney room. And you said, that
- 9:39was pretty much seven days a week with Epstein redacted.
- 9:43Was not notified that Reyes was released from court. And again,
- 9:46on that note, would have been the absolute tenant that
- 9:49would have been responsible to tell you. For instance, if
- 9:52someone heard answer yes, if you were to recall, he
- 9:57should have because you know he knew the exp so
- 10:01by our previous conversation, they knew the expectation. But again
- 10:04they chose not to follow the playbook question. Okay. Typically,
- 10:08if an inmate is likely to be discharged or transferred
- 10:11following court, their property was retrieved from their cell Boxton
- 10:15secured with a property form by receiving and discharged staff.
- 10:19All items are normally accounted for and inventoried. In order
- 10:23to enter the shoe, all staff not a sign there
- 10:26must identify themselves in a sign logbook and then be
- 10:29physically escorted by a correctional officer. Alternatively, the staff can
- 10:34pick up inmate property at the unit door. A correctional
- 10:38officer assigned to the shoe would have been aware that
- 10:41Reyis or any inmates belongings were removed at this time.
- 10:44The correctional officer should notify a lieutenant, who would in
- 10:47turn brief redacted. Redacted was not notified that reys belongings
- 10:52were removed. Redacted advised that if he had known that
- 10:55Epstein was without a cell mate, he would have likely
- 10:57put Epstein on psychological observation. But now you're saying you
- 11:01probably would have put him off he gets cut off
- 11:04by the guard. I would not have put him on
- 11:06psych ops because I can't question right you would have
- 11:10put him in Fox answer, I probably would have put
- 11:14him if he already. If I would have already between
- 11:17those hours one fifty and four, I would say keep
- 11:20him in an attorney conference because guess what, I've got a
- 11:22staff member right there and where he was, there's a
- 11:25room there, so we normally keep him in these first
- 11:28two rooms, so you could just see him. So I
- 11:30would just say, hey, just have somebody stay there, and
- 11:33I would have hired somebody. I would have hired anybody,
- 11:36I'll pay you overtime to sit on this guy until
- 11:39I got him. Would have kept him an attorney conference
- 11:41right there, until I got him a cell mate. I
- 11:43wouldn't have had to put him on psych you're not
- 11:45that's not I apologize. I can't do that question all right,
- 11:49So this line where you said you would have likely
- 11:51put him, he gets interrupted by the guard. No question,
- 11:56that's not correct. Answer. No, I wouldn't have done that
- 11:59question okay. Answer. That's because, like I said my earlier statement,
- 12:04if it would have been after the hours of operation,
- 12:06let's say everybody at eight, when we went back to
- 12:09the cell and shoe and because I was still here,
- 12:12I would have said, no, put him in R and D.
- 12:14Because I got R and D staff there until ten.
- 12:17I would have called the A and W. I would
- 12:19have called the warden, and unfortunately we would have the
- 12:22somebody would have come in and would have been there
- 12:24later then vetting a cell made for him. Question right,
- 12:28and it says redacted is not aware of any lieutenants
- 12:31knowing that Reyes property was moved. Answer, we didn't know.
- 12:35Question okay, Well that you know of redacted may have answer,
- 12:40he may have question, but he didn't tell you answer.
- 12:43Of course he didn't tell me. All right, folks, we're
- 12:47gonna wrap up right here, and in the next episode
- 12:49dealing with the topic, we're gonna pick up where we
- 12:52left off. All the information that goes with this episode
- 12:55can be found in the description box.
