Diesel Turns Political: China Reopens Its Export Valve, Germany Taps Reserves, Washington Teases a Move
Three governments intervened on the same distillate problem on 9 October — Beijing authorised ~3.7 million tonnes of October product exports, Berlin unlocked up to 15 million barrels of emergency stocks with diesel and heating oil first, and President Trump promised a fresh diesel announcement. None of it is new barrels; all of it changes where, when and whether molecules already refined can reach buyers. The binding constraint remains shipping, not crude.
