- 0:38Grant Allen running the program over there in Studio one A. I'm here
- 0:41in Studio one B and I am joined by Rich Marianos. He's a former
- 0:44ATF assistant director. Rich. Welcome to the program. How are you,
- 0:48sir, Great Preston, thank you so much for having me. It's an
- 0:52honor. I appreciate your time, Rich, and thank you for serving our
- 0:57country. I'm going to assume you're one of the good guys ATF. Not
- 1:03everybody there has my favor, but you're talking on behalf of House Bill one
- 1:07thousand and seven here that is in front of Governor Rond de Santis. Before
- 1:12we talk about the bill, let's first disclose and make sure everybody knows your
- 1:18perspective. Who are you representing here? I represent law enforcement. I teach
- 1:25at Georgetown University. I work with the industry, retailers, school counselors,
- 1:30law enforcement, school resource officers, several several groups that under stand that this
- 1:38is one of our biggest threats to national security right now, and that China
- 1:42is using our children to fund not just organized crime, but Chinese Communist Party.
- 1:49I absolutely buy into the notion that China is an adversary of the highest
- 1:55order. I buy into the difficulties that TikTok presents. Help me understand the
- 2:01threat that other than the obvious of hooking kids to products through vaping. But
- 2:08this bill in particular is about, if I'm not mistaken, rich, it
- 2:15narrows the scope of the products that can be sold to an FDA approved list.
- 2:20That is that your understanding as well, Yes, and I applug the
- 2:25SDA for doing one thing right, and that is to creat a list and
- 2:29identify the products that one there have been approved for use as a tobacco harm
- 2:35reduction device, and also identifying products that the kids are using that are dangerous
- 2:39these disposable devices, all made in China, all distributed by organized crime.
- 2:46That we're taking a stand in. One thing I have to, you know,
- 2:50emphasize it's very very important, is the governor having the ability right now
- 2:54and showing demonstrating to people that he's not a manager, he's not a babysitter,
- 2:59evil leader, because a lot of states are you know, indecisive about
- 3:05coming up with a registry or trying to identify this product and get it off
- 3:07the shelves. The great thing about what is happening in Florida right now is
- 3:12you have a governor who is a leader. Nobody's going to step up to
- 3:15the play. An individual is going to make a decision and understand what's in
- 3:17the best interest of the people of Florida. Help me out here, though,
- 3:23First, I go into this with a massive distrust of the FDA.
- 3:30COVID had a lot to do with it. They lied to the American people
- 3:35rich across the board, they altered policies. It's demonstrable. So how do
- 3:40we place trust in quote the list to begin with, Well, it's very
- 3:46very easy because the ones that are coming from China, we don't even have
- 3:51to use the FDA understand that they're manufacturing an illegal product, product that's wrong,
- 3:55a product that's in kids on nicotine to the amounts that we've never seen
- 4:00before. They're making devices out there that our children are using that contain five
- 4:06thousand puffs. There's seventy excuse me, seven hundred million electronics cigarette disposable cigarettes
- 4:17manufactured by China right now, which and they're making over three hundred billion dollars
- 4:24a year on the back of our kids. It's really simple to understand,
- 4:28even from the FDA's perspective, and I understand where you're coming from, to
- 4:30see what has been granted authority to keep people away from combestibles cigarettes and what
- 4:38is addicting our children. Industry right now is not making fruit to d gummy
- 4:43bears else far all these youth enticing flavors, it's all being made by criminal
- 4:50organizations. So even let's have FDA step out of the box right here and
- 4:57say we don't want to listen to them, we don't bl but we can
- 5:00see just by talking to our children, talking to our school resources in high
- 5:04schools, talking to our counselors, what the young adults are getting addicted to,
- 5:11and it's all Chinese criminal product, and every dollar of that money is
- 5:16being shipped back against our number one national security threat. This is how they're
- 5:20making their money, and that's what this administration is lacking in enforcement. And
- 5:26this is what I'm pleased seeing Governor DeSantis stepping up to the plate, identifying
- 5:30who the offender is, identifying what the problem is, and saying, hey,
- 5:34look, this stuff does not should not in any way be around our
- 5:40youth in Florida. We've got to get it off. The show. The
- 5:42new mayor of Realville dispensing information at the speed of sound, and if you're
- 5:47lucky, he'll be wearing his Clark Kent glasses. Today the Morning Show with
- 5:51Preston Scott talking about House Bill one zero zero seven. It is in front
- 5:59of the govern earth. The question becomes does he sign it or does he
- 6:02veto it? You're talking with Rich Mariano sees formerly with ATF he wants Governor
- 6:09DeSantis to sign the bill. Let me ask you this, Rich, the
- 6:14products that are on the list by the FDA, if I set aside my
- 6:16reservations, which I think we probably both agree there's a reason for them,
- 6:21but if we accept that the products on this list fall within the appropriate criteria.
- 6:29One of the things that concerns me about the list is that there are
- 6:32no products that aren't put out by Philip Morris Altria R J. Reynolds,
- 6:41otherwise known as the big tobacco producers. Is that just a coincidence or is
- 6:46no one else making them? No other people are making them. The ones
- 6:53that you're speaking about have passed the pre market assessment in the FDA's looked at
- 6:58again as a tobacco harm reduction device to get people away from combustible Okay,
- 7:01let me ask you can I I'm sorry, I'm sorry to interrupt, but
- 7:04I have to ask. Because I used to work with a client that that
- 7:10sold vaping devices. They were prohibited by federal law from claiming that those devices
- 7:17are to stop smoking. They're not a smoking cessation device. Has that changed?
- 7:26No, I'm just looking at some of the studies. I don't know
- 7:28if it's changed or not. I'm not a doctor one and I'm just a
- 7:30professor that teaches intelligence and organized crime. But what I can't say is the
- 7:34studies that I've read, and when we look in my class and at the
- 7:40university and we look at this organized crime element, we see that the studies
- 7:46that have shown that we've read at that the FDA has approved on do work
- 7:53in getting people away from combustoris. Okay, and this is what and to
- 7:58make your point a little bit stronger. None of these companies, like if
- 8:03you go on the web today and you type in made in China dot com,
- 8:07there's over four hundred thousand disposable e cigarettes, disposable devices being solved,
- 8:13and not one has had any critical testing whatsoever by any entity, whether it
- 8:20be the FDA or the Los Angeles Dodgers or the Florida Army, whatever you
- 8:24may say. And the point is in the aspect of what you're talking about
- 8:30in terms of theisation device, these have been looked at by the FDA and
- 8:35they've been granted approval for sale, and they've done the test and they've went
- 8:39through the process. None of these Chinese products, these criminal products, have
- 8:41ever went through the process. And that is the danger to our youth.
- 8:46We don't know what's behind what's in these things, and are there any regulations.
- 8:50Absolutely not. They're all designed as an addictive entity to get into our
- 8:58kids' minds that are disrupting schools, descrupting the time for law enforcement. You
- 9:03talk to a school resource officer, he doesn't even have time to look at
- 9:05online threats and bullying right now because the majority now are writing referrals for vake
- 9:11devices. That is unacceptable. We want them serving, protecting, not regulating
- 9:16an arressment. Let me have to change this dynamic. We got thirty seconds
- 9:20left. Let me just ask you, what do you say to those out
- 9:22there that are they're with you in philosophy, but they also are holding to
- 9:26the philosophy of free market. Why not just ban products from China? Because
- 9:33you know what, I'm not a free market guy. I'm a cop.
- 9:35I'm an agent at heart. And what I look at is how China and
- 9:39Chinese organized crime and our number one threat to national security is threatening the United
- 9:45States. In this case, they are in this avenue. And when you
- 9:48see a product making three hundred billion dollars a year on the back of our
- 9:52kids, let's stop the flow of money to a national security threat. Rich,
- 9:58thanks for the time. I appreciated very much and I wish you the
- 10:01best. Thank you, Preston, supend an honor and you have a great
- 10:05week. You do the same, Rich Marianos with us, served with atf
- 10:09and now it as you heard teaching at Georgetown and our guest house built one
- 10:15zero zero seven. What do you think? More In the Morning Show with Preston Scott
