- 0:04Welcome back to the USA Cabinet Store Remodeling
- 0:07Podcast. I am Chris, and today we are doing something
- 0:11narrower than usual. One county, one rule, and
- 0:14a line that decides what your kitchen project
- 0:16actually is. Jessica, set it up. Here is the
- 0:20whole episode in two sentences. In Fairfax County,
- 0:24replacing your kitchen cabinets and countertops
- 0:27requires no building permit at all. The county
- 0:30publishes that. But the moment a plumbing, gas,
- 0:33or electrical fixture changes location, a permit
- 0:36is required, and with it an inspection and a
- 0:39schedule. That line gets drawn when your layout
- 0:42gets drawn, weeks before anybody picks up a tool.
- 0:46So the decision is made in a showroom not on
- 0:48site? Exactly. And it costs more than any door
- 0:51style you will pick afterwards. Fairfax County
- 0:54Land Development Services publishes a list of
- 0:57work that does not require a permit, and kitchen
- 0:59cabinets and countertops are on it. Taking the
- 1:02old boxes out and putting new ones in the same
- 1:04places is not permitted work. No inspector needs
- 1:07to see it. And the other side of the line? New,
- 1:10repaired or relocated plumbing, gas and electrical
- 1:14fixtures. The county draws it at location. Their
- 1:18exemption for a direct replacement applies only
- 1:20where there is no change in location. And it
- 1:22is a like -for -like swap. That wording is doing
- 1:25a lot of work. Swap a faucet in the same spot?
- 1:29Fine. Move the sink three feet to center it under
- 1:32a window and you have crossed over. Three feet,
- 1:35that's nothing. It is nothing in distance and
- 1:37everything in category. Because moving that sink
- 1:40drags things with it. Supply and waste lines
- 1:43rerun to the new position. The vent and trap
- 1:46arm rework to meet code. An inspection to schedule
- 1:49and pass. The two -day cabinet swap becomes a
- 1:53different project with a different budget and
- 1:55a different calendar. Let us talk about the budget
- 1:57because I think that is where people actually
- 1:59feel this. Look at what people ask about kitchen
- 2:02cabinets online and most of it is about cost.
- 2:05And the advice that comes back is remarkably
- 2:07consistent. Keep the layout. Do not move the
- 2:11plumbing, the gas, or the electrical. It is offered
- 2:14as a money -saving tip. It is also, in Fairfax
- 2:17County, the difference between permitted and
- 2:19unpermitted work. Two separate arguments landing
- 2:22on the same decision is usually a sign the decision
- 2:24matters. Is the cabinet cost not the big number
- 2:27though? Cabinetry is generally the largest single
- 2:30line in a kitchen budget, commonly cited at roughly
- 2:32a quarter to two -fifths of the total. But cabinets
- 2:35are a known quantity. You can price them to the
- 2:38dollar before anyone starts. Moving services
- 2:41is the line item that moves. That is the one
- 2:44that surprises people. Okay, so somebody is listening
- 2:46and thinking, fine, I will keep the sink where
- 2:48it is. But then am I not just getting the same
- 2:51kitchen back? No. And this is the part worth
- 2:54hearing. Keeping the services in place is not
- 2:57the same as keeping the kitchen the same. Most
- 3:00of what makes a kitchen feel different is available
- 3:02to you without touching a pipe. Give me the list.
- 3:05Change the storage, not the plan. Swap base cupboards
- 3:09for drawer banks anywhere the sink is not. That
- 3:12is usually the single biggest day -to -day improvement
- 3:15in a kitchen and it needs no permit. Go taller.
- 3:18Running the wall cabinets up to the ceiling changes
- 3:21the proportions of a room more than a door style
- 3:24does, and it adds real storage where a soffit
- 3:27used to be dead space. Keep the sink cabinet
- 3:30and change everything around it, because the
- 3:32sink base is the one box tied to the plumbing.
- 3:35Every other cabinet in that run is free. What
- 3:38about people who want drawers at the sink? Work
- 3:40around the trap. A U -shaped pullout that wraps
- 3:43the trap is a real catalog item, not a workaround.
- 3:46And it is far cheaper than relocating the drain.
- 3:49And then appliance garages, pantry pullouts,
- 3:52interior fittings. All of that is cabinet work.
- 3:56None of it is permitted work. All right. Once
- 3:58the layout is settled, what actually separates
- 4:00a good cabinet from a bad one? What it is made
- 4:02of. Every showroom in this region will show you
- 4:05an attractive door. The differences that decide
- 4:08whether a kitchen still looks right in eight
- 4:10years are all behind it. So ask what the sides,
- 4:14the back, and the deck are made of. And if the
- 4:16answer keeps coming back to the door, ask again.
- 4:19Ask whether every cut edge is sealed or banded,
- 4:22especially the sink cut out and the cabinet bottom,
- 4:25because water gets in at edges, not through surfaces.
- 4:28And the paperwork side? Ask whether the certification
- 4:31is on this specific line or whether the company
- 4:33just belongs to the trade association, because
- 4:36those are different claims. Read what the warranty
- 4:39excludes rather than the headline number. Swelling
- 4:42and delamination are where sink bases fail. And
- 4:46if somebody says water -resistant, ask what test.
- 4:49A claim with no name test and no warranty behind
- 4:52it is advertising. Here's one I want you to be
- 4:54straight about. Distributor, dealer, wholesaler,
- 4:57supplier. Those all get used interchangeably.
- 5:00They are not synonyms, and the difference decides
- 5:02who answers the phone when a door fails 18 months
- 5:05from now. An authorized distributor holds a contract
- 5:08with the manufacturer. which means the manufacturer's
- 5:11warranty runs through them and they can file
- 5:13the claim and replace the part. Dealer is often
- 5:16the same thing, and sometimes it is a design
- 5:18firm specifying a brand without holding any stock.
- 5:22Wholesaler is a pricing claim more often than
- 5:24a business model. Anyone can use the word, and
- 5:28it tells you nothing about warranty. Supplier
- 5:31is the broadest of the lot and includes online
- 5:33-only sellers shipping from one regional warehouse,
- 5:36where a damaged cabinet frequently becomes a
- 5:38freight claim you file yourself against a carrier
- 5:41with photographs. And where does that leave the
- 5:43showroom this article is written from? In stock
- 5:45today. Cabinets is an authorized distributor
- 5:49for Fabuwood and Fibo, with two staffed showrooms
- 5:52inside Northern Virginia. Alexandria on General
- 5:56Washington Drive and Fairfax on Door Avenue in
- 5:59the Merrifield area. Both open Monday to Friday
- 6:02and Saturday 8 to 5, which matters more than
- 6:05it sounds because plenty of households in this
- 6:07region cannot get to a showroom on a Tuesday
- 6:10afternoon. And I want to be fair here. Several
- 6:13other sellers in Northern Virginia hold real
- 6:15authorizations too. This is not a claim to uniqueness.
- 6:19It is a question to ask everyone on your short
- 6:21list. Anything they are not? A custom cabinet
- 6:24shop. If you need a cabinet built to an odd width
- 6:27to fill an Arlington bungalow wall, a local mill
- 6:30worker will serve you better. They stock a catalog
- 6:33in standard sizes with fillers and modifications,
- 6:37and they would rather say where that stops than
- 6:39take an order they should not. Two caveats before
- 6:41we close, because I know somebody is about to
- 6:43act on this. Right. Everything I have said about
- 6:46permits describes Fairfax County, the city of
- 6:50Alexandria, Arlington County. The City of Falls
- 6:53Church and Prince William all run their own permit
- 6:56offices with their own rules. Ring your own building
- 6:59department. Do not take a number off any website,
- 7:03including ours. And second, your building may
- 7:06be stricter than the county. Condominium boards
- 7:09and HOAs impose conditions the county does not.
- 7:12End in the Tysons and rest in high rises that
- 7:15catches people regularly. Work hours, elevator
- 7:18bookings, debris routes, sometimes approval of
- 7:20the work itself. If somebody takes one thing
- 7:22from this episode, what is it? If the answer
- 7:28is yes, this is a smaller, cheaper, faster project
- 7:35than you think, and no inspector is involved.
- 7:38If the answer is no, ask why. Sometimes moving
- 7:42the sink is worth every week and every dollar
- 7:44it adds, because a bad layout should be fixed
- 7:46properly. But in a showroom, the sink is often
- 7:49being moved because a drawing looked tidier that
- 7:51way. Know which one you're doing. That is the
- 7:55episode. The full written guide is on istcabinets
- 7:58.com with the county's wording quoted directly,
- 8:02scale drawings of where the permit line falls
- 8:04in a real kitchen, and the questions to ask any
- 8:07showroom before you buy. If you want us to look
- 8:10at your room first, send the dimensions and where
- 8:14the sink, range, and dishwasher sit today. That
- 8:18is enough for us to tell you which kind of project
- 8:22you are looking at. Jessica, thank you. Thanks,
- 8:25Chris. Ring your own building department. It
- 8:27is the cheapest question you will ask all project.
