- 6:50man is arrested on six outstanding warrants. Sheriff says Jeff Collins,
- 6:56forty three, will face additional charges related to evidence fail
- 7:00during arrest. The Morgan County Sheriff's Office arrested a local
- 7:05man on numerous charges on the afternoon of Monday, March
- 7:09thirtieth in the Easel community. Sheriff Craig Motley told the
- 7:14Courier that he had received an anonymous tip that Jeffrey Collins,
- 7:18forty three, of Eazel, was traveling on Meetinghouse Branch Road.
- 7:24The sheriff located Collins, who was wanted on several outstanding warrants,
- 7:29and detained him until Deputy Sean Pack arrived at the scene.
- 7:35A search for collins vehicle yielded suspected methamphetamine, a small
- 7:39quantity of marijuana, and a handgun. Collins was subsequently arrested
- 7:47on six outstanding warrants, which included the following offenses probation violation, felony,
- 7:54non payment of fines three counts, one indictment warrant for burglary,
- 8:00third degree theft by unlawful taking under one hundred thousand
- 8:04I mean I'm under one thousand dollars, persistent felony offender,
- 8:10first degree probation violation, misdemeanor. Additionally, Collins will pardon me
- 8:19face charges in the connection of two evidence that was
- 8:24discovered during his arrest. Collins was launched in the Rowan
- 8:28County Detention Center. The case remains under investigation by Deputy
- 8:33Sean Pike of the Morgan County Sheriff's Office. Our next
- 8:38article is Fiscal Court. Here's presentation on safe Haven baby
- 8:43box lick Fork Pentecostal Church pastor and congregation Highway five
- 8:49nineteen volunteer Fire Department chief spearheading effort to install newborn
- 8:55safety device locally by Miranda M. Cantrell. The Morgan County
- 9:01Fiscal Court during a regular March twenty sixth meeting, heard
- 9:05a presentation from multiple individuals involved in an effort to
- 9:09place a safe Haven newborn safety device in a local
- 9:14fire department. Safe Haven presentation. Judge Executive Jim Gasey asked
- 9:21Highway five nineteen Fire Department Chief Drexel Patrick, State Representative
- 9:26Bill Wesley, and Lickfork Pentecostal Church Pastor Jonathan Sergeant to
- 9:31discuss the safe Haven initiative. As you guys might know,
- 9:35there is a safe Haven Act that allows the placement
- 9:39of baby boxes in certain facilities, Gaisey said. Mister Wesley
- 9:43has been working on this with Pastor Sergeant in Drexel.
- 9:47I'll be there telling us what's going on. The safe
- 9:51Haven legislation cited by Judge Gaysey is Kentucky's Representative John J.
- 9:57Birch Safe Infants Act, which allows parents to safely surrender
- 10:03infants under thirty days old anonymously to designate it safe
- 10:09places and subsequently protects them from prosecution Wesley. Representative Wesley
- 10:17prefaced his remarks by noting that he is a member
- 10:20of Kentucky General Assembly's Pro Life Caucus, which seeks to
- 10:24install safe haven boxes throughout the commonwealth. We're trying to
- 10:29give Morgan County a gift, Wesley said, Hopefully we can
- 10:33get the box in at Highway five nineteen Fire Department.
- 10:37We had a little meeting before trying to work out
- 10:40details at Lickfork Pentecostal Church. We asked Patrick, pastor sergeant,
- 10:46if he would spearhead that project over here in Morgan County. Also,
- 10:52your county judge came down to the meeting trying to
- 10:55help us along with that. State Representative Richard White wasn't
- 10:59able to tonight, but he's also going to help us.
- 11:03Representative Wesley counted on a recent Olsley County incident in
- 11:09which a teenage mother disposed of her newborn child, and
- 11:13indicated that the case was pardon me, the catalyst for
- 11:21his desire to install more safe haven boxes in eastern Kentucky.
- 11:25In Olsley County, there is no safe haven box. Wesley said,
- 11:29what happened to this young girl? Fear gripped her and
- 11:33she took that baby and threw it over a hillside,
- 11:36So that so that sparked a fire in some of
- 11:40us who live in eastern Kentucky to place something in
- 11:43each county. Representative Wesley introduced Highway five nineteen Fire Department
- 11:48Chief Drexel Patrick, who thanked the legislator for his project efforts.
- 11:54When Bill came up with this and asked me about it,
- 11:58I thought it was one of the best things I
- 12:00heard of in a long time. Patrick said, it's a
- 12:03shame for these babies and young women to be put
- 12:06in that spot. This way, at least someone can take
- 12:09the babies and raise them and give them a good home.
- 12:12I'll turn it over to Jonathan Pastor. Jonathan Sergeant of
- 12:16Lickfork Pentecostal Church told the court that questions remain about
- 12:21whether the safe Haven box can be put in a
- 12:24volunteer fire department. However, a little while ago, we thought
- 12:29this was a done deal, Sergeant said, As of right now,
- 12:33we're not one hundred percent sure. It might have to
- 12:36be in a place that's got someone on staff. Twenty
- 12:39four hours, Pastor Sergeant further discussed a mission trip he
- 12:44and members of his congregation took to Mexico, which he
- 12:48strengthened their resolve to help children in various capacities before
- 12:53asking the court's support in the safe Haven initiative. I'll
- 12:58just ask you all to let this go through, Sergeant said.
- 13:02The thing is they say, well, we're hopefully it will
- 13:06never be used. Maybe it won't, but if it was
- 13:10ever used one time, it will be a worthwhile cause.
- 13:14Judge Gayzey told Pastor Sergeant that the Court had approved
- 13:19a resolution in support of the safe Haven initiatives in
- 13:22twenty twenty four. You're good to go from the county side,
- 13:27Gayzy said, this court already took care of that. Representative
- 13:31Wesley asked if the group could address the court in
- 13:34regard to a different location if the fire department is
- 13:38not in compliance with state law. If that doesn't work,
- 13:42another location is already to go. Gazy said that organization
- 13:47will take the box. They've got their own board and
- 13:50they can take it, and they are a man twenty
- 13:53four hours. Judge Gayze's remarks were met with applause from
- 13:58the audience, including several men members the Lickfork Pentecostal Church,
- 14:03as well as project donor and entrepreneur Thomas Hazlet of Nashville, Tennessee.
- 14:10Other visitors Thomas Haslet. Representative Wesley introduced Thomas Haslett, a
- 14:16Johnson County native who reportedly pledged sixteen thousand dollars to
- 14:21the Safe Haven Project. Haslet discussed his company, valor Flex,
- 14:27which he has technology to convert natural gas into diesel fuel, ethanol,
- 14:33aviation fuel, and more. He indicated that his business is
- 14:38expanding into Kentucky from Nashville, Tennessee, where he currently resides,
- 14:43and he hopes to eventually bring high wage jobs to
- 14:47eastern Kentucky. He noted that valor Flex. Valor Flex will
- 14:52host a grand opening event in Lexington on July thirteenth.
- 14:57Alisha Webb Edgington Alisha web Edgington of Covington gave a
- 15:02presentation regarding Life Learning Center an organization that focuses on
- 15:08assess a pardon me assisting previously incarcerated individuals in re
- 15:15entering the workforce. Edgington, a former Kentucky State Police trooper
- 15:20and a federal diplomat, announced that the organization would be
- 15:24opening an office and morehead in partnership with UK Saint Clair.
- 15:29More information regarding Life Learning Center can be found at
- 15:34www dot Life Learningcenter dot us. Leonard Atkins before a
- 15:42German local resident, Leonard Atkins, told the court about the
- 15:46obstruction of a convert on rail road fork allegedly caused
- 15:52by another resident in the neighborhood. Judge Gaysey told Atkins
- 15:56that the Road Department Foreman Shaan Ratliffe is documenting the
- 16:00obstruction and subsequent damage, and County Attorney Miles Holbrook said
- 16:06that a warning would be delivered to the offending individual.
- 16:11Judge Kaysey announced several upcoming county and state road projects
- 16:14approved in Morgan County over the next several years. In
- 16:18twenty twenty seven, improvement of Kentucky twenty four ninety eight
- 16:23from Highway four to sixty intersection to Morgan County RH
- 16:28eight million, seven hundred ninety thousand dollars resurfacing of Centerville
- 16:34Road two hundred thirty nine thousand, Big Mandy Road two
- 16:39hundred and fifty eight thousand, Pleasant Run two hundred sixty

- 16:47Ryan Road twenty twenty nine. Reconstruction of Kentucky seven from
- 16:54mile point five point six to five nineteen intersection, Kentucky
- 16:59four thirty seven bridge repairs, Kentucky twelve sixty address conditions
- 17:05from mile point zero to two point eight. Highway four
- 17:10to sixty. Improved safety from ten eighty one to Macgoffin
- 17:14County Line twenty twenty nine through thirty two Highway four
- 17:20sixty planning assessment in two thousand and thirty Kentucky eight
- 17:25eighty two address conditions from mile point zero to two
- 17:29point zero five and twenty twenty nine through twenty thirty
- 17:35two Highway four to sixty improved safety from Menifee County
- 17:39to mile point zero point eight. The Judge Executive also
- 17:44gave an update on old Highway one seventy two repairs,
- 17:48noting that the project was funded last year, but the
- 17:51FEMA contractors must pard me. But FEMA contractors must fix
- 17:58a slip before black topping, which is scheduled for this year.
- 18:03Judge gayze also told the court that the county has
- 18:06received grants for the following projects. Recycling Grant. The county
- 18:10has received approximately six hundred ninety six thousand from EPA
- 18:15Solid Waste Infrastructure for Recycling program, which will which will
- 18:21include a box truck, four trailers and a place at
- 18:25collection sites, twenty five collapsible bult storage containers, a skid steer,
- 18:32and more. The skid steer can also be used for
- 18:36other work. Wildfire Grant, a federal Community Wildfire Protection Plan
- 18:42application that was previously submitted has been approved. Judge Gayzey
- 18:47said that the development, regional and county fire plans are
- 18:51required in order for local fire departments to receive firefighting
- 18:55equipment that can be used for wildfires and other fires.
- 19:00Other grand applications submissions. Judge Gaysey said that he has
- 19:05submitted grant application to Gateway Area Development District for several
- 19:10other projects, including five million dollars in improvements at the
- 19:14Morgan County Fairgrounds. After discussions with the Fairboard and Gateway
- 19:19Area Development District officials. Development of a multiple purpose sports
- 19:26field adjacent to the extension office where the old drive
- 19:30in theater was located in the past, and a new
- 19:33EMS building to also include various improvements and a tactical
- 19:38training center for law enforcement officers and first responders. During
- 19:43the Treasurer's report, Judge Gaysey discussed the issue of rising
- 19:47jail calls, which he said currently totaled four hundred and
- 19:51eighty thousand dollars for Morgan County as counties throughout Kentucky
- 19:57continued to pay fees for long term state inmates who
- 20:02are serving time in county jails. A bill currently being
- 20:06debated by the Kentucky General Assembly House Bill five fifty seven,
- 20:12was originally written to reimburse counties for those costs, but
- 20:16Judge Gayze stated that recent changes to the legislation would
- 20:20direct payments to jails instead of county governments. Judge Executive
- 20:25and Sheriff Greig Motley expressed displeasure at the change, and
- 20:29Judge Gaysey urged the public to contact State Representative Richard White,
- 20:34State Senator Brandon Smith, and other state legislators about the issue.
- 20:39There is a lot of good we could do for
- 20:41our communities with four hundred and eighty thousand dollars, Gayze
- 20:45said of the potential savings if county reimbursements are approved
- 20:51in the legislation. Judge Gaysey also asked for Eastern Kentucky
- 20:56Correctional Complex Warden David Green to speak on the matter.
- 21:01Green indicated that the state prison's inmate medical expenses are
- 21:05covered by the Medicaid and suggests that the county officials
- 21:09researched this possibility for county jail inmates personnel matters before adjournment.
- 21:17Judge Gaysey announced that the longtime office employee, Vicki Lewis,
- 21:22who serves as his executive assistant as well as financial
- 21:27officer and Fiscal Court clerk, retires on April thirtieth due
- 21:32to health issues. Judge Gayzy requested the Court approve the
- 21:38emergency hiring of Laryn Robbins, and employee of Commercial Banks
- 21:43Loan Processing Department, to fill Lewis's vacancy and begin training
- 21:48ahead of the upcoming audit. The Court approved Robin's hiring,
- 21:52as well as those of Catherine Roseberry, Riley Bowman, and
- 21:57to feel unexpected vacancies at the Wellness Center. Judge Gaysey
- 22:02thanked Lewis for her service to the county and welcome
- 22:05Robbins to the county government. A complete listing of all
- 22:10items approved during the March twenty sixth meeting can be
- 22:13found elsewhere in this edition. Next article is eight Morgan
- 22:18County churches participate in the annual Bible Reading Marathon event
- 22:23by Jamie Bronck. The tenth annual Bible Reading Marathon was
- 22:27successfully conducted over the weekend of March twenty seventh through
- 22:31the twenty ninth, with eight different churches fielding reading teams
- 22:35for the fourteen watches that compromised the event, in addition
- 22:40to a significant number of individuals who volunteered to read
- 22:44as well. The following churches were involved. West Liberty Christian Church,
- 22:49Salem Christian Church, Bethany Baptist two Watches, Index Community Church,
- 22:55to Pine Grove Community Church, Principeace Catholic Church, Westleberty Methodist Church,
- 23:03two Abundant Life Church of God. Over the course of
- 23:08the weekend, the New Testament of the Bible was read
- 23:11through in its entirety twice. The event began at six
- 23:16am on Friday, finishing at midnight that night. There was
- 23:21a short time of reading on Saturday morning from six
- 23:24to eight am to complete the first New Testament run through,
- 23:29picking it up at Matthew chapter one, verse one at
- 23:34noon on Saturday, individuals read consecutively until midnight again. The
- 23:40last stretch began at noon on Sunday, then concluded with
- 23:44the Revelations chapter twenty two, verse twenty one at eight pm.
- 23:49With fourteen three hour watches divided into twelve fifteen minute sections,
- 23:56there were one hundred and sixty eight slots to fill.
- 23:59While there were a number of persons who read for
- 24:02thirty minutes and some who took part on more than
- 24:05one watch, it is estimated that approximately one hundred and
- 24:09twenty to one hundred and thirty persons were involved. Why
- 24:13tackle this task, organizers would respond that there is a
- 24:17spiritual power in the word of God. The mere act
- 24:21of reading the scriptures over West Liberty and Morgan County
- 24:25is an action of calling upon the Lord to honor
- 24:28his word and to help bring about revival in our community.
- 24:33In addition, there are examples from the Old Testament where
- 24:38spiritual leaders such as Moses, Josiah, and Ezra read God's
- 24:43word over a gathered assembly. And finally, we believe that
- 24:48the BRM is an opportunity to express Christian unity and
- 24:54gathered faith in God in a simple public fashion. BMR
- 24:59Court Nator Jamie Brown expressed joy especially regarding the significant
- 25:05number of persons who found the courage to read the
- 25:08scriptures loud out loud in a public meeting for the
- 25:12first time in their lives. For someone who has never
- 25:16spoken in the public, the BMR was simple and in
- 25:20many cases profound step of faith for those who did so.
- 25:25Thank you to the City of West Liberty for the
- 25:27opportunities to once again do Bible Reading Marathon in the
- 25:31city Council Chambers on Main Street. It is dubbed the
- 25:35Upper Room, so called after the setting of Jesus' last
- 25:39supper with his disciples for those three days. Thank you
- 25:44to the Mountain Rule Telephone Company for broadcasting the event
- 25:48over CABLESPREE Channel fifty four. They have done so for
- 25:53every year for the duration of the BMR. Appreciation is
- 25:57expressed to Jonathan Keaton for setting down, up and taking
- 26:00down the equipment keeping tabs on the event throughout the weekend.
- 26:05Thank you to the Morgan County Ministerial Association for sponsoring
- 26:09the Bible Reading Marathon. The Pastors of the Sea I
- 26:13mean the pastors of the MCMA encourage all Morgan County
- 26:18residents to attend worship regularly and most especially during this
- 26:23Easter season. Our next article is Senior Citizen's Menu Thursday,

- 27:30Kentucky's springest day of the year, April seventh. By the
- 27:34time late winter rolls around, a lot of Americans start
- 27:37looking for signs that spring is finally on the way.
- 27:40The calendar might say it begins in March, but most
- 27:44people know that real turning point comes later that the
- 27:47first stretch of mild air, longer evenings, and trees suddenly
- 27:51filling with leaves again. Curious about when that moment actually
- 27:55happens around the country, travel company Exotica look at when
- 28:00each state tends to experience its most convincingly springlight conditions,
- 28:06the point when the season really starts to feel settled
- 28:09in rather than just beginning to work it out. Researchers
- 28:13started with the spring equinox on March twenty first. This
- 28:17date marks the officials start of spring from the astronomical
- 28:22point of view. This concludes excerpts from the recent editions
- 28:27of Licking Valley Courier. Your reader has been Janus on
