- 2:09we're going to be joining with mister Tarr a little bit later on. Also
- 2:12Kadan County Commiss Ben Slango is here as well. I want to talk a
- 2:16little basketball though. We're going to start things off, but talking to Stephanie
- 2:20Casey, our good friend from the West Virginia Grind, about some of their
- 2:23things going on with their season. Stephanie, good morning, welcome to the
- 2:25show. Good morning, thanks for having us. Dave, thank you for
- 2:29being here. And we also have our good friend Keishan Bryant with us as
- 2:31well. Is that right? Absolutely all right? Appreciate you guys being here.
- 2:38Big weekend for the Grind. This past weekend, Stephanie, talk about
- 2:42that we did. We had actually a three game series that we played on
- 2:47Friday, Saturday, and Sunday. We had a home game series on Friday
- 2:51and Saturday. We got one win out of that duo, and then we
- 2:53got back late last night from Louisville, Kentucky, where we played the derby
- 2:58distillers again. The season been going so far for the Grind Well, we're
- 3:04two and eight right now, so our focus is really on the next half
- 3:07of the season, if you will. We're a twenty two game schedule,
- 3:12so we've got another twelve games to go. We've had some schedule or we've
- 3:15had some roster changes, so we're feeling really good about it. We signed
- 3:21some new players this path week. Keyshawn Bryant is back with us from the
- 3:24G League. Anthony Pittman, HBCU player of the Year, signed with us
- 3:29last week. So we feel like now we've got, you know, all
- 3:31of our pieces together. Now it's going to be playing together, getting comfortable
- 3:36with each other. And I'm really excited for this next half of the season.
- 3:38And Keishean, I want to talk to you to I know about a
- 3:40month or so ago, when I had Stephanie and some of the players in
- 3:43studio, you came in and then we had you on like on a Friday,
- 3:46and then I got the text from Stephanie that said, well, Keishawan
- 3:51is out. I think part of the Clippers organization is that right, And
- 3:55so you went and played and now you're back again, So tell us about
- 3:59that experience is playing within the Clippers organization. Man, it was a it
- 4:02was an amazing experience, you know, especially you know, be my first
- 4:05time going through that. You know, it was just a great process.
- 4:09You know, I was happy I got the opportunity to be there, you
- 4:11know, to watch it. You know, it was some things I could
- 4:13take from there that I could bring back, and you know, it helped
- 4:15some of my guys on the team for the tv on League. So that
- 4:17was a great experience. And I said, we did nothing else. Yeah,
- 4:20where do they have you playing as part of the part of the Clippers
- 4:24organization? Where were you actually playing? So we the G League team is
- 4:28actually located in Ontario, so I would be in Ontario most of the time.
- 4:31Oh okay, okay, And now you're back here with the grind.
- 4:33So I think that's great. You know, you got a little bit more
- 4:36experience, and as you said, Key Sewan, you can bring it back
- 4:39and you can uh spread it to the guys and tell them what you're learning.
- 4:43Absolutely, that's the only that's the best part about you know, just
- 4:46being able to go through that type of experience, you know, and be
- 4:47able to share you know, you can't share, it's no use to going
- 4:51through it. Yeah, exactly right. Again, we're talking with Stephanie Casey
- 4:55of the West Virginia Grind of key Sean Bryant, who's back with the team
- 4:58once again. So how has your experience been playing for the guy? I
- 5:01know you've kind of done both this season, Keyshaw, but talk about playing
- 5:04for the Grind, what that's been like. Grind's been a great experience so
- 5:09far. You know, my biggest thing, you know, is just stand
- 5:12on the court trying to stay in shape. So you know, Grind right
- 5:14helps you know, and then so being the younger guy my first year in
- 5:17the professional level, so Grid also preparing you to become more professional on the
- 5:23bigger stage. So the experience is great here. You know, I couldn't
- 5:26wish it to be number I couldn't wish to be none nowhere better. Yeah,
- 5:30again, we're talking with Key Sean Brian seventy Casey from the West Virginia
- 5:32Grind. Stephanie. The games are played on the campus of West Virginia State
- 5:35University. And so at this point, I think you said you're two and
- 5:39eighty. Are you about halfway through the season at this point? Exactly exactly.
- 5:43We have two home games this weekend. One on Thursday at seven o'clock
- 5:47we played Cocomo, Indiana. It's got a pretty nice record, so that
- 5:50should be a really, really good game. We're going to be ready for
- 5:53them. And then Friday night we played Mendora, Indiana. They're in our
- 5:57conference and we have yet to play them in either of our two seasons,
- 6:00so we're looking forward to that. And then we actually head out of the
- 6:04country. We're going to Canada next week to play two game series in the
- 6:09BSL, which is a little extended league for the TBL Canada. Basketball in
- 6:15Canada is really big, so we're excited to get up there to their organization
- 6:17and play at a conference in two of those games. Talk about those home
- 6:21games as you have coming up though you mentioned on Thursday night you'll be playing
- 6:25one here. What anything special going on with those home games, Stephanie.
- 6:30I think on Friday, we're excited. The owner of the league is actually
- 6:32coming, so Evelyn Magley and her husband Dave will be here to see us.
- 6:36Back on the campus. They love our They love our campus, love
- 6:41the venue. We're going to have DJ there, We're going to have some
- 6:45entertainment at halftime. So we're excited about that Thursday night seven o'clock, Friday
- 6:49night seven o'clock. It's going to be some really really good basketball both those
- 6:53games and how the crowd's been so far. Our opening crowd was nice.
- 6:58I was happy it had about we had about five hundred people or so.
- 7:00Second game was a Thursday night game. That was the first time in either
- 7:04of our two seasons that we've had a Thursday night game. Is also the
- 7:08opening for baseball. So beautiful weather. You know, it's a little tough
- 7:13and when you're struggling with eighty five degree weather outside. But what we're looking
- 7:17forward to bigger crowds coming up. We're trying to get our you know,
- 7:21let people know where we are and then we're out here. We social media,
- 7:27follow us on Instagram at wv grind for sure. We've got lots of
- 7:30great stories on there. We've got some video, we've got some clips.
- 7:33We've been interacting with folks that way. We want to try to get out
- 7:36there a little bit more and extend our reach a little bit further so that
- 7:39we can get those crowds a little bigger. Can We're talking with the folks
- 7:42from the Western gint to grind. That will remind you that Dave Allen show
- 7:45in five eighty Live is brought to you in part by fresh Air. They'll
- 7:46change those heating and cooling United Air filters for your home, your retail or

- 7:59Air Filters dot Com are called three zero four four four zero one one zero
- 8:03four for fresh Air because everyone deserves fresh air. Stephanie, the last time
- 8:05I talked to you, I think you guys had been in the process of
- 8:07working on a new website and opportunity to move a little Western into grind Gear.
- 8:13How's that going? The gear we have lots of gear, so we
- 8:16have for babies, women, men, There's a lot of different items in
- 8:20there than we had last year, which is nice. It's all free shipping.
- 8:22We're offering free shipping this year, so it's on our socials as well.
- 8:28You can find all that information comes rather quickly, so if you haven't
- 8:30gotten your grind gear yet, there's still an opportunity to get that ship to
- 8:33you might be able to have it by the next game. And I have
- 8:35to tell you, I love the color screen, the scheme that orange and
- 8:39blue. I just think it's a fantastic looking color scheme. Well, thank
- 8:45you. Thank fans out for sure. We can see the Grind shirts that
- 8:48my guys are wearing and some of the fans are wearing throughout the city.
- 8:50It's easy easy to point out a fan. So moving forward past this season,
- 8:56Stephane, hopefully the team is going to be back next season. What
- 9:01would you like to say to people that maybe haven't had an opportunity in Keishan.
- 9:05You can weigh in on this as well. What would you like to
- 9:07say to people that maybe your sports fans in the area that haven't had an
- 9:11opportunity or just have it for one reason another come out to see the Grind
- 9:13yet. I think I would say you go here and miss Stephan oh okay,
- 9:20then I'll hand it to you for the basketball in the exercise. I
- 9:24think that it's a great platform, right. We built this so that we
- 9:28can plant a seed in the in the area in West Virginia, so that
- 9:31kids coming out of college. I want to remind us that there have been
- 9:35some guys that have come out of college as soon as you're done the MEC
- 9:39tournament. We've picked up guys each of our years, so when your collegiate
- 9:43career is through, then you have an opportunity to start building your professional resume.
- 9:48And it's right here. You don't have to go anywhere, so that
- 9:50is really helpful. Again, it's a little different than college because the shop
- 9:54clock is a little bit quicker. It's a faster game. We played by
- 9:58NBA rules, so you have that part, but you can start building your
- 10:01resume right now, which is a great opportunity. And then some of the
- 10:05kids that these guys have impacted and they have seen or visited in their schools
- 10:09or in some of our community events, they're following them. So there,
- 10:13Hey, I want to go watch the game on Thursday because so and so
- 10:16came to my school and I want to go see him play. So that's
- 10:18what we're trying to do and build and keep building. We want this to
- 10:22be a legacy. We want this to be something that just keeps growing and
- 10:26getting bigger each year. From the organization side, and that's one of the
- 10:28great things I like as far as the organization goes. Stephanie is the commitment
- 10:33that you folks have made to the community here in Charleston. I mean there's
- 10:35not an event that goes that happens here in charles so that I don't see
- 10:39either players or coaching staff or the managers or whatever. I see people from
- 10:43the Grind at all these events. Keishan from the basketball aspect. From the
- 10:48basketball aspect, what do you want to say to people that haven't come to
- 10:50see the Grind play yet? Talk about the style of play? And I
- 10:54just want to feed off with miss Sefis. You know, it's just a
- 10:58platform that you know, we're giving me. It's an amazing platform for us,
- 11:01you know, to be able to play in, to get odd on
- 11:03us, to be able to go to somewhere bigger, you know, down
- 11:05the line. And then you know, it's also good for the better for
- 11:09the community, you know, not not such a big community, not such
- 11:11a big sports community. So you know, to have a nice professional basketball
- 11:16team player in the community where kids who come watch us play on some on
- 11:20any given day there in the week. You know, kids that look up
- 11:22to us, you know, kids that we could be influenced too. So
- 11:24that's a that's a good platform for us to have. That's a good platform
- 11:28for us to be around, good environment for us to be around. So
- 11:31I think that all matters, you know. I think that's a pretty good
- 11:33thing to have right now. That's that's a good thing that's going on,
- 11:35you know, just to be in this area, to be in people being
- 11:39people's face, see us playing, you know, just they notice that we're
- 11:43doing professional things that they have eyes on us and helped them down the long
- 11:48run. So it's all good. Stocks should beep building on that. Yeah,
- 11:52absolutely, Keishan, I appreciate you being here, Stephanie. Give us
- 11:54the information again about the upcoming games. Upcoming games this Thursday, we are
- 12:00playing Cocomo. They will be here visiting us as sort of a rivalry in
- 12:03our area. So Cocomo seven o'clock on Thursday night. Madura, Indiana is
- 12:09going to come to us on Friday, same time, seven o'clock. So
- 12:11Thursday and Friday seven o'clock is going to be some great basketball. You want
- 12:15to come and see it, and then you head to Canada after that,
- 12:18right then headed to Canada next week five days and again. All the home
- 12:20games are on the campus of West Virginia State University, which is an absolutely
- 12:24beautiful facility, great place to play basketball and to go watch a game.
- 12:28Keishan Stephanie, I appreciate you both being here. Thanks a lot. We
- 12:31appreciate you. Dave. All right, all right, guys, thank you.

- 12:54scoring games in that league, in the TBL for sure. So if you're

- 17:27I appreciate it. So let's talk about the West Virginia ground basketball team.
- 17:32Uh, you and I out there duncans and basketballs at West Virginia State.
- 17:37Wait a minute, when we're ducking, No, I mean they're gonna
- 17:38have to lower the rim a little bit. I was gonna say, dunk
- 17:41like a champ on an eight foot rim. Yeah, I was gonna say.
- 17:44Well, you and I were not blessed within the highth department either way.
- 17:48My basketball career ended after sixth grade when I made the game winning shot
- 17:52for the wrong team. You know I have not played teme. You mentioned
- 17:56that story to me once before because I I did the three things thing last
- 18:00month. Oh yeah, And I was texting you something about that, and
- 18:04you said to me that when you did three things, you told the story.
- 18:07So we got to hear the question. We got to hear the story.
- 18:10Bore. We get in a serious stuff here. How did you score
- 18:12for the wrong team? Well, look, so it was in the championship.
- 18:15I played for the beaver Bear Cubs and we were against the Shady Spring
- 18:19Tigers. This is elementary school. It was packed. I mean it was
- 18:22standing room only. My mom and dad were standing at the very top of
- 18:26the of the gymnasium. I could see them. I hadn't played all year.
- 18:30I was terrible at basketball. I had not made a shot all year.
- 18:33I don't know why the coach brought me in. Bad mistake. So
- 18:37we're up by one and the other team is shooting foul shots. I get
- 18:41the rebound, so that's my first rebound of the year. In the championship
- 18:45game, there's not that much time left. Immediately put the ball back up.
- 18:48My first basket of the year for the wrong team. And I remember,
- 18:52I remember now, and it's been it's been decades. I mean we're
- 18:56talking about forty years ago. I remember looking up in the stands. My
- 19:00mom and dad just kind of slowly sunk and that was the That was the
- 19:03worst ride home ever because they didn't say a word. But now, all
- 19:07these years later, people still remind me of that when I'm when I'm hot
- 19:12hotwn legend. I can hear it now if you ever decide to run for
- 19:17another office again, because you ran for governor once. For if you run
- 19:19for it, I can I can see the TV commercials now, Ben Soelango
- 19:22scored for the wrong team. You know, that would have been the negative.
- 19:27TV ads are bad enough that one would have really broke me down.
- 19:30That's a way to way to get to Commissioner Solango. He scored for the
- 19:33wrong team. Tell that. I tell that story all the time. And
- 19:36I was at a youth event, a basketball event, and I told that
- 19:40story. All those little kids looked at me like, Wow, we really
- 19:41don't even what you hear anymore. As far as basketball players go, You're
- 19:45a pretty decent attorney, is that what you're saying? Well, yeah,
- 19:48I'm much better in the courtroom than I am on the court. I can't
- 19:52get the image of the TV commercials out of my head because I can see
- 19:56I mean, I'm gonna play with this in my head. It may be
- 19:57in the studio a little bit. Please do but please ben Selango's shot for
- 20:03the wrong team. If he can't score for the right team, how's he
- 20:06going to stop the Biden agenda? Yeah, if he scores at all,
- 20:10he scores for the wrong I can see that. All right, some deep
- 20:12voice, let's talk some serious stuff here. Of course, we had the
- 20:15tornadoes, Commissioner on April second, then on the eleventh we had the strong
- 20:21storms and the flash flooding. We were really, I think more concerned about
- 20:26the potential for the tornadoes the second time round. It turned out that the
- 20:30severe storms weren't necessarily the issue as far as the tornadoes and hell, it
- 20:33turned out to be the heavy rain. Had Commissioner Carper on the show on
- 20:37Friday. There's a lot of folks still cleaning up, Commissioner. Yeah,
- 20:41it's it was. It was bad. I mean, you know, we've
- 20:42received over three inches of rainfall in just a few hours we had and you
- 20:48know it's Metro, It's telecommunicator appreciation week, and this is why they received
- 20:52over eight hundred calls in four and a half hours during that event and we're
- 20:56talking about the event of April eleventh. I don't accounting what they did.
- 21:00You know, the week before during the tornado, we had one hundred and
- 21:03thirty high water calls in the metro seventy water rescues. So you know,
- 21:08our first responders all over the county, City of Charleston, all over the
- 21:11county, our volunteer fire to fighters are professional firefighters. I mean, that
- 21:17was quite an event, and no lives were lost. Now, there was
- 21:21a lot of property damage. You know, We've had even folks that typically
- 21:26will not get water in the house. I was getting calls that they were
- 21:29getting water in their basements if they were living you know, they lived down
- 21:33down below on a hillside. All that water rushing off, rushing off.
- 21:36I had that problem at my house a few years ago. You know,
- 21:40drains were clogged and all the water came in. But that was quite quite
- 21:45an event. We are still taking damage assessments. We're working closely with the
- 21:51Red Cross. We're getting a lot of calls out of cross lanes. The
- 21:55water damage was. It seems like the western part of the county got it
- 22:00worse, which is a little bit different because it seems like every time that
- 22:03we talk about these big weather events in your Canau Valley, it seems like
- 22:07it's it's like the eastern end the county almost seems like it's cursed always,
- 22:11but this time it didn't. They got they got issues too, but not
- 22:15nearly as bad as a western ended. Now the western end got it worse
- 22:18for some reason. But the I mean, they still had some damage in
- 22:21the eastern part and there was a lot of damage in quite frankly, all
- 22:23over the county. So we're still assessing that. Yeah, well, you
- 22:27know, you get high water like that and and people are out and they're
- 22:32stuck in it trying to drive through it. It just makes it that much
- 22:34worse on our first responders. And we we actually had an area in Sisamville
- 22:41where people had drowned a few years or say a few nineteen ninety eight,
- 22:47same area, and there we was and cars got stuck up in the exact
- 22:51same spot. So you've got to watch that when you're when you've got a
- 22:53flash flood event like that, you cannot drive through it. And when you
- 22:56saw and that scene that water coming off, which has happened before. Jeff
- 23:00Jenkins and I were talking about that, but seeing that water on the Interstate
- 23:03on greenber Street. Yeah, and I saw, Yeah, there were some
- 23:07videos from that that I saw on social media. They went nationwide. Yeah,
- 23:11I mean those videos did this. Yeah, And a lot of times
- 23:12people get out there and they don't know. You can't tell how deep it
- 23:15is. The other thing you can't tell is if the roadway has washed out
- 23:18underneath it and it could be eight feet deep and you're trying to drive through.
- 23:22You just don't know. So you got you gotta be careful. Let's
- 23:26talk about where we go from here in the cleanup, well, the damage
- 23:32assessment. You know, a lot of this you got to call your homeowners
- 23:33insurance. There is a lot of trash out. You know a lot of
- 23:37people who got some water in their house that are trying to take it out.
- 23:41We're looking at maybe having another clean up day. We're going to I'm
- 23:44going to talk to Commissioner Carper and commission President Wheeler about that. Said,
- 23:48we can do another clean up day so people can bring that out, we
- 23:51can get rid of all of that, all of the wet carpet and wet
- 23:55rugs and damaged dry wall and things like that. But the Red Cross is
- 24:00still doing their damage assessments. You can call into our planning department if you
- 24:03want to report damage. It's three or four three five seven zero five seven
- 24:08zero. Well, I'm hoping, fingers crossed we don't have any more events
- 24:12like this for a while because but down there, it's so I think I
- 24:15saw the extended forecast. There was a chance for some severe weather run here
- 24:19Wednesday. I think it was, but it's not supposed to be as bad
- 24:23as what it was. I mean, again, the tornadoes of April second.
- 24:29I mean, you know, and I've mentioned this on the air Commissioner
- 24:30people had always said, well the mountains will protect us. Well not even
- 24:36and Charleston ain't the most mountainous area in the world anyway, But if you
- 24:38look at other parts of the state, they got impacted by this man.
- 24:42It's just it's incredible. No we had there was there're serious damage from the
- 24:47tornadoes. You know. We had one that I think touched down in Saint
- 24:49Albans around Saint Omans City Park, came through a cross river, went into
- 24:53Dunbar and then went to rocks Line Road, which was the path you know
- 24:59shawn he was Shawnee Sports Complex was right in the path. I think Westernion
- 25:03State also, I mean logically it would be in the path as well,
- 25:07so they had a lot of damage. Shawnee Sports Complex had a lot of
- 25:10damage. And that was on a Tuesday. We had this big tournament coming
- 25:11in. It was supposed to start Friday, and we had people coming in
- 25:15from all over the country. In fact, we had teams coming in from
- 25:17Canada. You know, these kids, they get their passports for the first
- 25:21time, they're getting their flights to get everything booked. We had local hotels
- 25:26calling to see if we were still going to have the tournament. But thankfully,
- 25:30you know, we had so many volunteers step up. Westernion Football Club,
- 25:36we had Aaron Wood and Quantum Sports, the National Guard sent some folks
- 25:40down and we were able to get that tournament up and running. Surprisingly,
- 25:45I was really surprised we were able to do it. And it brought a
- 25:47eight to ten million dollars into the community. That's amazing and people ask why
- 25:52it is that we put so much emphasis on on not just sports, but
- 25:55the things that go around. At eight to ten million dollars into the community
- 25:59for a two three day tournament, well yeah, three day tournament and just
- 26:02three days after a tornado directly hit the sports complex. Thankfully we didn't have
- 26:06an air of lights down, but we did have scoreboards down, We had
- 26:08turf damaged. Our contractor Field Turf came in, We had our folks coming
- 26:12in to help with the fencing that was down, We had trees down,
- 26:17So it was it was a great, great response. You know, Katie
- 26:19Arthur, Samantha Carney who run the place, did a wonderful job and the
- 26:25volunteers. This would not have happened but for the volunteers. We simply do
- 26:29not have enough staff. And quite frankly, the county employees were working elsewhere,
- 26:32you know, we were we were dealing with other things. We had
- 26:34a few go down, which we appreciate, but it was mostly a volunteer
- 26:37effort. Talking again, we can not Kenny Commissi Ben Selangove Dave Island Show
- 26:41in five eighty live broad to in part by Husband's Pizza. Get a large
- 26:45eighteen inch Pepperoni pizza large toss sidled only twenty ninety nine at your favorite Hustin's
- 26:49location. One more thing on the storms, and actually have a text question
- 26:52for you about that. But before we get to that, and as I
- 26:56mentioned, I had Commissioner Carper on the show on Friday, and he couldn't
- 26:59say enough about the work of the first responders and those two big storm events
- 27:02we've had. And you mentioned I think it is first responder Day, Yeah,
- 27:04tell us communicator day tell Yeah. So I'm sure you want to echo
- 27:07those cinements too. Yeah. I mean, they do a wonderful job and
- 27:11it is a stressful situation. It is very stressful, and our telecommunicators,
- 27:15our first responders are top nots. I mean, so we're I think we're
- 27:19doing Telecommunicator the Year tomorrow. Johnny Rufford's coming in bringing some folks in our
- 27:25commission meeting this week is actually on Tuesday morning at eight thirty. So I
- 27:29think we're going to honor them. And also we have a resolution that we're
- 27:32going to present. I have a text here for you that says, Dave
- 27:36storm damage question. Who do you contact or what do we do with the
- 27:40storm? Is we get our concrete bridge on the county road side? Yeah,
- 27:45so we get a lot of those, a lot of the we call
- 27:48them, I always call them orphan bridges because they're not owned by the state,
- 27:52they're not owned by they're not owned by any municipality. They're private bridges.
- 27:56You can call the Red Cross, you can call our on a planning
- 28:00department and we can direct you in the right direction. Again, that's three
- 28:04oh four three five seven zero five seven zero. But we definitely want to
- 28:08know about it, and particularly if a lot of that bridge debris is now
- 28:12in the creek, because that's gonna that's gonna cause problems. Yeah, Texas
- 28:18Davis Commissioner silango caught any Pink Creek trout yet and so how many eyeballs did
- 28:26it have? I have not yet, But as I said the last time
- 28:30that they asked that question, I'd gladly go out there and fish for Okay,
- 28:33I need to go. I need to go do that, all right.
- 28:36Although I'm not a fly fisherman. Okay, well you're not a basketball
- 28:38player either. Yeah. True, I'm really bad at basketball golf and I've
- 28:44never even tried to fly fish. But you give me a reel and just
- 28:47old fashioned you can, you can do that sort of thing. What else
- 28:51is going on? Anything new with the Capitol Sports Complex. Yeah, so
- 28:53our lawyers were working over the weekend trying to get all the documents ready to
- 28:59close so we can close on the Macy's building, and hopefully that's going to
- 29:03take place either today or tomorrow. There's some language we're still trying to iron
- 29:07out on some of the documents, and as soon as we close, which
- 29:11should be soon, hopefully this week, then we'll be able to start demolition.
- 29:15Okay, any well, if you can close this week, I mean,
- 29:18I know you're not you're also not an engineer, but if you can
- 29:22close this week, at what point could we see some demolition? We can
- 29:26see some some gravel start to move following day? I mean, riteing Loftus
- 29:30was awarded the contract, he's ready to go, his people are in place.
- 29:34I mean it could be as if we close today, we could do
- 29:37it as soon as wednesday. Okay. Where are we in the financial aspect
- 29:41of the funding funding this capital? So we have we received two million dollars
- 29:45from Senator Mansion's office. The city and the County of each put in five
- 29:49million, and that's basically to get things going. We are now putting in
- 29:55more congressionally directed spending requests and then we will bond the rest or will I
- 30:03you know, hopefully the state will come in and help, because I mean
- 30:06there's a significant benefit to not just Kanaw County, not just the city of
- 30:10Charleston, but everything around it and the state will make you know money on
- 30:14this as well through taxes and and you know, so so hopefully we'll be
- 30:18able to get a good response from them too. But you know, to
- 30:21get it going for the initial part of the construction, for the design work,
- 30:26for you know, the architectural stuff. We have that money in place,
- 30:30and it's just a matter of how much do we have to bond at
- 30:34a texture sod any other activities ideas for the complex to share, Like what's
- 30:38uh, We've talked about it for the lascen it seems like year to year
- 30:41and a half or so. Yet while what are we looking at, you
- 30:45know, primarily so the goal is first of all, just like Shawnee the
- 30:51Capital Sports Complex, it's not there for the facility itself to make money.
- 30:55The goal is to break even. So if we can, you know,
- 30:59Shawnee, the goal is if we can break even, that's great. But
- 31:03the purpose of it is to give our community members a place to go and
- 31:07play, but also to generate economic impact throughout the community. Just like you
- 31:11saw it was that tournament exactly, and we had a football tournament there,
- 31:14and we have baseball tournaments there this weekend, so you know, generate that
- 31:18money that goes out into the community weekly. So that's the same thing for
- 31:22the Capital Sports Complex. If you design it to where the entrance fees,
- 31:30the membership fees, those types of thin concessions, that it will fund the
- 31:33operating expense, but then you get the benefit of the money going out in
- 31:40the community. That's what you want. So the goal then is to try
- 31:42to bring in as many sports as we can that travel, volleyball, basketball,
- 31:51those types of things on the Shawanee Sports Complex at soccer and football and
- 31:55baseball and softball and those types where they're bringing in not just the kids,
- 31:59but statistically two point five people for every kid that comes with them. So
- 32:02then they're staying at hotels, eating at restaurants, they're shopping, they're stopping
- 32:07by to get gas, those types of things. We have text here says
- 32:12and this, and then we'll let you go, commissioner says. Ask the
- 32:14commissioner why West Virginia doesn't have laws to arrest and charge rescue cost of folks
- 32:20that drive in floodwaters. We have them here in Florida. Somebody listening to
- 32:22us in Florida this morning. But go ahead. Wow. Well, I
- 32:27don't know why. There probably is something on the books reckless driving or something
- 32:31that, but quite frankly, i'd be surprised unless unless there's a death of
- 32:38a first responder, that anyone would be charged because you have to prove criminal
- 32:43intent, and I don't do criminal law, but it would probably be very
- 32:46difficult to prove that kind of a case. Yeah, and in the event
- 32:52of like what happened with the Interstate, I saw a lot of the chatter
- 32:55online when people were and I agree with them for the most part, people
- 32:59saying, well, you know, people shouldn't be driving through there. But
- 33:00if you think, if you're driving on the interstate, right, what's your
- 33:05alternative? I mean, are you going to turn around and go the wrong
- 33:07way back? Or as someone else pointed out that I didn't think about,
- 33:10the water in some of these cases, is moving so swiftly. If you
- 33:14stop the car, it's going to keep moving, right, you know,
- 33:16so if you have the ability to do so, maybe not getting on the
- 33:22road to begin with. But people have to go to work, you know,
- 33:24things of that nature. Yeah, you want to try to use good
- 33:27judgment, but sometimes people are put in situations they simply cannot get out of.
- 33:31And you know, interstate is one situation. Or you're going down and
- 33:35you're taken out by water or debris coming off of a hillside. You know,
- 33:39those types of things that would be even if there's no nothing in front
- 33:44of you. Sometimes you just get hit. Yeah, and we've seen that
- 33:47as well. But you know it would be difficult, I think, to
- 33:51prove a case like that. But you also want to make sure that you're
- 33:55not putting our first responders in delegate balance even more jeopardy than they're already in.
- 34:01All right, come mister Ben Sulango, I appreciate it, buddy,
- 34:05thanks a lot, Thanks for having me. It's twenty minutes away from Tima
- 34:07Day Alan showing five idea like brought to you a part by your hometown baseball
- 34:09team, the Charleston Dirty Birds. Here's one right up your alley. Commissioner.
- 34:13Dirty Birds are going to host a home run derby over at the ballpark
- 34:15Saturday. Gates open at five thirty, home run derby starts at six thirty.
- 34:20Members of the Dirty Birds team will be matched with local community members.
- 34:22That's me, I'm actually in it. Are you in the home run Derby?
- 34:25Yeah, I told you to bring the outfield fans into about one hundred
- 34:29feet and if I can get a good stiff wind at my back, I
- 34:31think I can. I can jack one. So you're actually gonna be in
- 34:34the home run Derby because I know they are going to have served and I
- 34:37think some of our people from here are going to be in it as well.
- 34:38So fun all right? Yeah, No, I think they are bringing
- 34:43the field the fence in for for the for the celebrities they are, well,
- 34:46I'm using air, but yeah, for the for the mortals. For
- 34:51the regular yeah, but that's gonna be a good time. I mean you,
- 34:53that's a good thing to bring the kids out too, And I think
- 34:55they're gonna have kids out in the outfield also shagging. Yeah. Now they
- 35:00probably need to come into the infield while I'm batting, Yeah, because that's
- 35:02where most of them are going to go. Well, if you need more
- 35:05information on that, and the season begins here in just a couple of weeks,
- 35:08you can just visit dirty birds baseball dot com. The great thing about
- 35:12the home Run Derby is again kids twelve another are admitted for free. A

- 39:00Finance Chair Eric Tara, Senator, good morning, Welcome to the show.
- 39:04Good morning, Dave, thanks for having me on. Thank you for being
- 39:06here. Last week, there seemed to be eric some confusion between the legislature
- 39:10and the governor, at least that's the way it to appeared to the News.
- 39:14The Governor during his briefing. During the briefing last week, alluded to
- 39:16the fact that not enough was done by the legislature to aid storm victims.
- 39:22House Speaker Handshaw and others on the House side Senate side issued statements, and
- 39:28the governor has the funds and the go ahead to do whatever he wants to
- 39:30help, and that no guidance or approval was needed from the legislature. Now,
- 39:36now you were one who spoke out about that. Your statement on that,
- 39:40sir, you know, and Speaker Handshaw said it correctly, is that
- 39:44the governor has a contingency fund, and to my knowledge most of every governor
- 39:47before him has had a contingency fund too. And how well that fund is
- 39:52appropriate, it really depends on the ability legislature to beef it up. And
- 39:58so for the first time in a long time, it's a very healthy contingency
- 40:00funds. He went back and looked the indeceession that contential fund had I had
- 40:02about one hundred and twenty million dollars in one hundred twenty hundred twenty five million
- 40:05dollars in it. And so that contingency fund is there for emergencies or anything
- 40:09else the governor might want to use it for. But if you look at
- 40:12it in code, it's it really specifies out emergency situations that that's there for.
- 40:16And so you know, a governor, a good governor's discretion is going
- 40:20to be judicious with how he spends that money so that there is money there
- 40:22for emergency services come up. By the time it got to this, I
- 40:25think he had about eighty five million i'd say, just to just shy ten
- 40:29million was unencumbered on it. So if he should know that he has the
- 40:35money to use if he wants to. And a lot of times those press
- 40:37conferences, he just goes ready to fire aim and before I think he actually
- 40:40looks at what he can do. I mean, it just seemed to me
- 40:44kind of odd because as soon as that was put out there, I mean,
- 40:46as I said, not only Senate, but how other people, even
- 40:51even I think the media folks, some media folks may have even pointed out
- 40:53that he's got the money he can he can do what he wants to do.
- 40:57Yeah, absolutely, and it seems to be a breakdown. Maybe he
- 40:59does understand that I don't know what the deal is there, and I think,
- 41:01you know, it probably would have just been it would have been taken
- 41:06as just a misstatement from the governor not not looking into what he could actually
- 41:08do, and like I said, speaking out of off the cuff really quickly,
- 41:13except that he goes right out and blames the legislature for this. And
- 41:15you know, and we had a flood fund that's up there. We've been
- 41:16setting up this stuff that gradually setting it up the process to where we can
- 41:21do flood mitigation efforts. We have some federal grants that of you has.
- 41:23I'm on Flooding committee. It's something we talked about yesterday that where W's had
- 41:29some grants to go in look at where there are risk areas in the state
- 41:30and what that financial risk is any given area, and then for the state
- 41:35to kind of go in and look at what can we do to mitigate around
- 41:37potential floods in the future storms in the future to reduce that damage. And
- 41:43so that there was an appropriation that in the Governm's introduced budget helped fund that
- 41:46well, that wouldn't have taken place until twenty twenty five and surplus section,
- 41:51so you're not looking at until really realizing it until October of twenty five.
- 41:54And it's not for going in and paying for the damaged properties. It's mitigation
- 41:58efforts in the future. This is a long history, historical problem in West
- 42:00Virginia, and it's a process to get it into where you're actually getting a
- 42:05dollar that converts into property saved or live saved. It's a process to get
- 42:09it there. So we're working on that process and it'll eventually it's getting there
- 42:14and it's moving forward to really well, I'm happy with how the pace we've
- 42:16been moving with it. But that money wouldn't have done anything for this storm.
- 42:21So he has the money to do there if he wanted to do something.
- 42:22I think even came back and retracted the statement once he realized that we
- 42:25were right. Talking to again was Center financier Eric tar So you are here
- 42:30this morning and having already been to the capital this morning, you had interims
- 42:34going on to talk about that. Yeah, you know, that's what we
- 42:37just had. Today was my first meeting more at nine am, and it's
- 42:40the joint Finance committe meetings. That's when the Finance Commitee members from both the
- 42:45House and Senate come together and we have the revenue presentation from a Department of
- 42:49Revenue and they came in. So I came in and kind of kicked that
- 42:52off and reviewed the documents and stuff, and had my vice chairman, Senator
- 42:57Rufie Phillips for the Senate Finances up there co chairing at that committee right now.
- 43:01Actually as I left, they were getting near an adjourney as I left
- 43:05to come over and see how to you and speak to the good people listening.
- 43:08Senator tar Carrie Hoodo second is the lead story post this morning wv Metronews
- 43:13dot com. Yesterday, Families for Intellectual and Developmental Disabilities or IDD had a
- 43:16rally at the Capital to bring attention to the fact that there was a ten
- 43:20percent cut to their program. Any comments on that, Yeah, sure,
- 43:23I think that one of the things that the people that are really up in
- 43:27arms about this don't understand. I haven't been watching what's been happening at in
- 43:30mass or macro level with DHHR. So we broke up DHHR legislature. In
- 43:36the three different agencies, you have a facilities part that's like state hospitals,
- 43:38and you have human services which is like your Medicaid services, which is where
- 43:42IDD falls under. And then you have a health department, which is like
- 43:44where the state health departments and things fall under. The IDD line is the
- 43:50fourth largest expenditure within Medicaid. When you go right down and look at it,
- 43:52it's how much it's spent there. It's you know, in the hundreds
- 43:55of millions that goes out to that. The state appropriation for that over the
- 44:00past few years has been about one hundred and eight million a year. One
- 44:02of the things that we discovered when we broke it up is that Medicaid had
- 44:06been moving money by lots, by hundreds of millions to other items that then
- 44:10we appropriated it for. For instance, so in this budget session we had
- 44:15a request for an improvement for one hundred million dollar increase in funding to contract
- 44:21nursing for the state hospitals. The largest one we'd ever seen before that had
- 44:24been thirty six million, and the largest before that was sixteen million. So
- 44:28it was shocking when we got that request, and so we went and looked
- 44:31at it and so, well, this money was somewhere, It was somewhere
- 44:35it was coming from somewhere. It didn't just jump this and so we started
- 44:38looking and so in Finance they actually testified, yeah, we had been moving
- 44:42it from our medical services line and paying for contract nursing. And so that
- 44:47essentially has yielded the ability of the legislature to a secretary within an agency to
- 44:52appropriate funds when they can just move the money irrespective of where we appropriated it
- 44:57to. And the way we caught that was by they couldn't transfer between agencies
- 45:00anymore. They no longer can move it from that line over the other because
- 45:04there are two separate apartments now. So we started looking into where else is
- 45:07this happening. And so you'll see today we have a Joint Health Committee and
- 45:10one of the documents is coming out and I think the provider groups are just
- 45:13now getting just being made aware of it that's coming out there, and we'll
- 45:16be discussing it. Is just for instance, we reduce the appropriation to the
- 45:22IDD waiver program from one hundred and eight million to ninety eight million, about
- 45:24ten million dollars decrease. What we found is that from twenty nineteen to present,
- 45:32they have been spending anywhere from twenty to fifty six million dollars less per
- 45:38year than we appropriate. So even with a ten million dollar reduction this year,
- 45:44they still have over twenty million dollars, right around twenty million dollars that
- 45:46is appropriated above their projected spend, so that reduction appropriation does not equate to
- 45:52a reduction in each SA's ability to spend for that waiver program. And I
- 45:58think that's the misperception. Can you hang on with me sure up through the
- 46:01break because I got some text to get to and appreciate you hanging out with
- 46:06me, because I got a couple more questions I want to ask you about
- 46:07this because it's it's definitely ruffled some feathers one way or the other internally and
- 46:12externally. Go ahead and the absolutely you know, it's part of the process.
- 46:15It's part of the process of fixing things. You know, this legislature
- 46:17has proven that we go in fixed probs. We had five straight pay raises
- 46:21for public employees. We went in and PIA. We had providers dropping out
- 46:23a PIA like crazy. It's a process to go through to figure out how
- 46:28to write appropriate what I believe and I think the legislature believes is with the
- 46:31current budget we operate under the amount. As a grand amount, we can
- 46:37go in take care of these services by transferring from lines that we've been over
- 46:39appropriating to to the lines that potentially are underppropriated to To find that takes actions
- 46:45like this, you have to go through these reductions and it reveals all these
- 46:49things. All right, leave it there and we'll be back right after this
- 46:51to Dave Alan showing five eighty live presented apart by Pinnacle Consultants. Whether you're

- 49:12the way, Senator cent A Financial Eric tars Here, Texas, please tell
- 49:15Eric tar West Virginia families won him and the legislature to restore and in fact
- 49:19increase funding to the IDD Medicare waiver program? Can we count on that?
- 49:23So? I don't think you need to increase the appropriation because what happens since
- 49:28twenty nineteen to present, the state spend has exceeded or excuse me, the
- 49:31state appropriation to IDD has exceeded what they've spent in IDD by one hundred and
- 49:37seventy eight million dollars. Texas, please ask Senator tar this question. My
- 49:42daughter from West Virginia lives and what would be considered a more purple state.
- 49:45She works at an engineering firm for her boyfriend is a license attorney. She
- 49:49would like to return home, and he is willing to come here, but
- 49:52they worry about social issues being discussed in West Virginia. No, it's more
- 49:57in the House and the Senate. But most young people use this with the
- 50:00how do we attract people who want to return but see this as an impediment.
- 50:04You know the things that in Republican elections that are hot buttons. You
- 50:06know, any any republic that runs, they really got to go out and
- 50:08show that one there pro life and I'm extremely I mean I'm as pro life
- 50:12as they get. You're going to show that your pro second Amendment, and
- 50:15I'm as pro second mementis of get if you want to drive a tank to
- 50:16work, I'm that guy. And then also pro jobs and I think you'll
- 50:21see that the Western economy is booming now those social issues that have been brought
- 50:27to the forefront and along with our economic issues. So I would disagree.
- 50:30I think that that any kind of time that we're going in and debating the
- 50:35values of a nuclear family, that at that impedes in economic development. In
- 50:37fact, you know, if we want to talk about sanctuary studies, I
- 50:39would love for Westering to be a sanctuary state for social conservatives. Tex says,
- 50:45you're being disingenuous, Senator char They don't have enough services to pay.
- 50:49If there's no one to pay, they can't spend it. Well, now
- 50:52that's that's not disingenuous, but that's that statement's not wrong. And you know
- 50:55one of the things that but what the legislature hasn't The legislation has not throttled
- 51:00any kind of payment if the money and there's some of the questions we were
- 51:04going to be getting to and we're working with the department on this too,
- 51:06because you know, we have new secretaries that are in these departments, they're
- 51:08practically brand new. They're still figuring out where the stuff is in their office,
- 51:13and so these problems really aren't the problems they've created. But there's things
- 51:19that we're working with them with. And I think there'll be questions in health
- 51:21coming to day is that if this money was not spent for idd where was
- 51:24it spent. And if they wanted to increase the pay for providers so that
- 51:29you could attract those providers, why didn't they. So there's answers to those
- 51:32questions some out there. I think, I don't know if they'll be satisfactory
- 51:36answers, but it's the only reason we can get to this point for actually
- 51:39having this discussion at a very honest level, is because of that reduction we
- 51:43did before we let you go. Because we get about a minute a half
- 51:45left in the show, I want to ask you about some local election stuff.
- 51:49You have been one. I know you don't always get involved in local
- 51:52elections, but you see me very involved in in a judicial race in Putnam
- 51:55County. You want to talk about that? Sure? Yeah, you know,
- 51:58there's there's been effort for the Republican Party at large to start getting into
- 52:01our circuit court races in large part because the Democrat Party has really owned the
- 52:07bench throughout the state for a very long time. These guys are usually former
- 52:10trial lawyers, and the trial lawyer friends put them in there. And the
- 52:14trial lawyers tend to go out and sue businesses, and the money they get
- 52:17back fromsuing those businesses, they go in and put it behind Democrat candidates to
- 52:21go in so they have more power to do that and collect more money that
- 52:23way. And that's the cycle. So the party has made a very big
- 52:30effort right now to go out and say, okay, who are the Republicans
- 52:31running for these seats? And they actually the Westernian Democrat GOP came out and
- 52:37endorsed a bunch of candidates down there. And John Hoover is a lifelong Republican
- 52:42running against Philip Stowers and Putnam County, and so John Hoover is endorsed by
- 52:47the Republican Party as the Republican in the race. And so one of the
- 52:51things they looked at is how long have you been a Republican? You know?
- 52:52And Phillip Stower switched to as soon as he found they had a Republican
- 52:55opponent switched from Democrat to Republican because knowing that it's going to be really difficult
- 53:00to win as a Democrat in Putnam County. And he donated over fifty times
- 53:04to the west to the US Democrat National Committee. If that tells you anything,
- 53:08all right, Senator Tara, I know you got to get back to
- 53:12the capital. Appreciate it. Man, Thanks for having me on. Thanks
