2:03
Speaker 3: show this morning, we do get a check in on
2:05
Speaker 3: what's going on under the dome. Looks like that some
2:09
Speaker 3: of the lunch leader's got a little bit of a
2:12
Speaker 3: warning if you will, from the governor and says he
2:15
Speaker 3: may have them, he may hold them over, you know,
2:17
Speaker 3: if they don't get more done. I mean it's like
2:19
Speaker 3: almost like detention or something like that. So we'll talk
2:21
Speaker 3: to Steven Allen Adams about that, plus other things going
2:24
Speaker 3: on in the news. And now some of the bills
2:27
Speaker 3: are being read by AI. I understand that's that's kind
2:30
Speaker 3: of a weird thing. So we'll get to Steved about
2:32
Speaker 3: that and later on the show toward the end, if
2:35
Speaker 3: time permits, we'll go live to the Capitol and we'll
2:37
Speaker 3: talk to Wilson and Meadows about things that are going
2:40
Speaker 3: on there. Want to welcome into the show though, or
2:42
Speaker 3: good friend Rick Cavana from Charleston Urban Works, Good morning, sir,
2:45
Speaker 3: Welcome to the show.
2:45
Speaker 5: Good morning, Dave. Are you going sir? Let me think
2:47
Speaker 5: of the new I am impressed. I mean this is nice,
2:52
Speaker 5: am I The first guest no see no, no, it's
2:56
Speaker 5: less special now.
2:57
Speaker 6: No.
2:58
Speaker 3: The first guest was my The first guest in studio
3:01
Speaker 3: was my good friend Jim Workman from Wally and Whippy
3:03
Speaker 3: Sports digest. I had him on to talk a little
3:05
Speaker 3: sports recap the state tournament and the WU basketball situation. Uh,
3:10
Speaker 3: and then he was the first guest in the show
3:13
Speaker 3: in the studio. So we've had we've had others since then.
3:16
Speaker 3: This is real nice. Sorry, you are least I will
3:18
Speaker 3: say this. You are the first member of the Leadership
3:24
Speaker 3: West Virginia class of twenty fifteen.
3:27
Speaker 5: That is very neat. That is very neat studio. But
3:30
Speaker 5: that's great. There's you have several of.
3:33
Speaker 3: Our classmates in I have so including Charleston Meir Amy
3:36
Speaker 3: good One, Brady, Jim Brady, Adam Harris Adam. You are
3:40
Speaker 3: the first member of the Leadership West Virginia class of
3:43
Speaker 3: twenty fifteen to get a plaque. We'll get a class.
3:45
Speaker 3: This whole wall is blake. We could do plaques, and
3:47
Speaker 3: if you know anything at all about the Leadership West
3:49
Speaker 3: Virginia program, it will say best class ever. Yes, we
3:53
Speaker 3: are best class average. Even if we're not, we are.
3:55
Speaker 3: You've been doing man, I'm doing great. Everything's good. Yeah,
3:58
Speaker 3: that's good. I want to talk about and I do
4:02
Speaker 3: need to have you that you know, with Rick Rick,
4:04
Speaker 3: where's two three four five to Maye, He's he's with
4:08
Speaker 3: the Kanawk Candy Board of Education. I do have a
4:09
Speaker 3: couple of questions about that, so we'll just ask you.
4:12
Speaker 3: What we'll do is what have you moved to one
4:13
Speaker 3: of the other chairs? Yes, when you talk about personalities, yes,
4:18
Speaker 3: So I do want to ask you about some things
4:19
Speaker 3: related to the Bard of Education, getting that a little
4:21
Speaker 3: bit later on, But and I want to start off
4:22
Speaker 3: with talking about your other job, and that is that
4:24
Speaker 3: Charleston Urban Works. Sure, and let's talk about the construction's
4:28
Speaker 3: gone on in Kanaha City. Yeah. Well, first I'll say.
4:31
Speaker 5: I mean you know that I think I can't want
4:33
Speaker 5: to talk about our expansion in the Kandos City a
4:35
Speaker 5: couple of weeks ago. Very exciting sort of new endeavor
4:39
Speaker 5: for our organization expanding into the Kanaus City District of Charleston.
4:43
Speaker 5: And I just want to say, uh, this was one
4:45
Speaker 5: hundred percent made possible through through Mayor Goodwin and her administration,
4:49
Speaker 5: her office, Councilman Chad Robinson and Counselman Bruce King. We
4:54
Speaker 5: worked really hard with them and frankly, if it weren't
4:57
Speaker 5: for their leadership on this and you know, coming to
5:00
Speaker 5: us and saying, you know, Charleston Earthworks has the infrastructure
5:03
Speaker 5: to take this on. Is this something that we could do?
5:07
Speaker 5: And we worked really hard for several months to put
5:09
Speaker 5: a plan together for this and I got to say
5:10
Speaker 5: thank you to them, because without them this wouldn't be possible.
5:13
Speaker 3: What led to that decision to do the expansion to Conegy.
5:16
Speaker 5: Well, to your original quot to the point of your
5:17
Speaker 5: original question, I think the construction that had went on,
5:19
Speaker 5: as you know, for several years.
5:21
Speaker 3: I think when they started the model ts were driving.
5:24
Speaker 5: Over there, right, it's what it feels like. Well, and
5:26
Speaker 5: there's no question that it definitely affected several businesses over there,
5:31
Speaker 5: and you know, I think that was sort of a catalyst.
5:34
Speaker 5: But can Alsoy's really never had. They have a great
5:36
Speaker 5: community association over there, all volunteer led community association that
5:40
Speaker 5: focuses a lot on the residential aspects. In the past,
5:43
Speaker 5: they have focused on the main corridor there, the mcorkill
5:46
Speaker 5: Avenue corridor there. But there definitely is something to be
5:50
Speaker 5: said about having a full time staff member that is
5:51
Speaker 5: devoted to business promotion and being sort of a central source,
5:56
Speaker 5: if you will, for not only business promotion, but recruitment
6:00
Speaker 5: and be an advocate for the business owners over there.
6:03
Speaker 3: And I think people forget how much business there actually
6:05
Speaker 3: is in can also can you give me a I
6:07
Speaker 3: know that's kind of hard, but can you give me
6:09
Speaker 3: a ball part fit?
6:10
Speaker 5: Do you know that there are over three hundred businesses
6:13
Speaker 5: in Kenall City? That's kind of what I was thinking, yeah,
6:15
Speaker 5: when we started this, because I've spent as you know,
6:17
Speaker 5: I've spent so much of my energy on the east
6:20
Speaker 5: end of the West Side, right, and that's what I've
6:22
Speaker 5: done now for the past seventeen years in one capacity
6:24
Speaker 5: or another, and so that's been my focus growing up
6:27
Speaker 5: in Charleston. Even I didn't realize until we started getting
6:29
Speaker 5: into this and over three hundred businesses in Kano City.
6:32
Speaker 3: It's wild. Yeah, that's amazing. Yeah, talking to Rick Cavitar
6:35
Speaker 3: again from Charleston Urban Works and do what remind you
6:38
Speaker 3: that older adults to protect themselves against severe respiratory disease,
6:41
Speaker 3: talk to your doctor about flu, COVID nineteen and RSV vaccines, risk,
6:45
Speaker 3: lets do more get started Vaccines dot gov paid for
6:48
Speaker 3: by the US Department of Health and Human Services. So
6:51
Speaker 3: I'm sure you've heard all the comments and you kind
6:52
Speaker 3: of alluded this earlier from the business owners over there,
6:54
Speaker 3: customers that are trying to get to those three hundred
6:57
Speaker 3: and some odd businesses that are not all of them
6:59
Speaker 3: are retail businesses, and of course, but people try to
7:01
Speaker 3: get in and out of there. It's been it's been
7:03
Speaker 3: kind of a nightmare.
7:04
Speaker 6: Yeah.
7:05
Speaker 5: And now, of course, now that the construction is really
7:06
Speaker 5: wrapping up, I think that this is a great time
7:08
Speaker 5: to sort of jump in and see what the needs are.
7:10
Speaker 5: So what really what we're going to be focused on.
7:12
Speaker 5: And we're we're honing in on hiring our director of
7:15
Speaker 5: Outreach and Engagement to be the point person over there.
7:19
Speaker 5: And this person is going to really be focused on
7:22
Speaker 5: three major things, and that's.
7:24
Speaker 3: Distributing. We've we've developed a survey.
7:26
Speaker 5: Already, a district Assessment survey, and that's going to be
7:28
Speaker 5: asking business owners several questions about what their needs are,
7:32
Speaker 5: what they would really like to see out their front
7:34
Speaker 5: door right, what are the best ways that local investments
7:39
Speaker 5: that are happening, how it can best affect their business
7:41
Speaker 5: and best help their business. What are some of the
7:44
Speaker 5: marketing needs that they may need, Advertising needs they may need.
7:47
Speaker 5: There's several questions on the survey. So we're gonna be
7:48
Speaker 5: collecting survey data. We're all just gonna be building a foundation.
7:51
Speaker 5: We have to go through Dave. We have to look
7:52
Speaker 5: at the maps. We have to collect data for every
7:55
Speaker 5: commercial parcel there and make sure we have up to
7:58
Speaker 5: date contact information for every single business owner so we
8:00
Speaker 5: can reach out to them on a daily basis and
8:02
Speaker 5: be face to face with them or call them on
8:04
Speaker 5: the phone, let them know that we're here, let them
8:06
Speaker 5: know they have any questions, that we are part of
8:07
Speaker 5: their support system. We're working directly with the City of
8:10
Speaker 5: Charleston hand in hand to do that, so's that's the
8:13
Speaker 5: one key aspect. We also want to educate them on
8:16
Speaker 5: our current programming. We're going to expand our current programming
8:18
Speaker 5: into the Kanall city area, so that's access to our
8:21
Speaker 5: facade and signed grant program. We have a grant program.
8:23
Speaker 5: If you need new signage, if you need new windows
8:25
Speaker 5: or doors, if you want to esthetically enhance your property somehow,
8:29
Speaker 5: we will match you a fifty percent of your investment
8:31
Speaker 5: up to a certain dollar amount as a grant, not
8:33
Speaker 5: a loan, but a grant. We have those funds available.
8:36
Speaker 5: We've been using this program for several years now on
8:38
Speaker 5: the east end of the West Side in downtown. We're
8:40
Speaker 5: going to be expanding that into Kanall City. We also
8:42
Speaker 5: will be expanding our new Passport debit card program. We
8:45
Speaker 5: have a direct partnership with Element Federal Credit Union. I
8:47
Speaker 5: think I came on and talked about it a few
8:48
Speaker 5: weeks back. If you if you sign up as a
8:51
Speaker 5: member at Element Federal Credit Union and you opt to
8:54
Speaker 5: have the passport debit card, every time you swipe that
8:57
Speaker 5: card at any of our district businesses, you get two
8:59
Speaker 5: percent and that money adds up. That is a sure
9:02
Speaker 5: does That is a very effective shop local initiative that's
9:06
Speaker 5: growing every single day We're amp We're amping up the
9:09
Speaker 5: marketing and the promotion for that, and especially when we
9:11
Speaker 5: get over Kanall City, we're going to be educating all
9:13
Speaker 5: the business owners on the benefits of being a business
9:17
Speaker 5: just existing there with our services and hopefully sign up
9:20
Speaker 5: new members to take advantage of that shop local initiative.
9:23
Speaker 5: So those are going to be our main focus is
9:25
Speaker 5: right out the gate. We understand that's going to take
9:27
Speaker 5: some time and we want to make sure that we're
9:28
Speaker 5: doing it right. We don't want fifteen sixteen targets out there,
9:31
Speaker 5: we don't hit any of them. We want to hone
9:32
Speaker 5: in on three, maybe four major attainable goals and.
9:37
Speaker 3: Make sure we hit all of them.
9:38
Speaker 5: And that's really what we're going to be focused on
9:39
Speaker 5: over there.
9:40
Speaker 3: Talking to Rick Cavitur from Charleston Urban Works with Dave
9:43
Speaker 3: aland showing five any line bright toeing part by your
9:45
Speaker 3: hometown baseball team, the Charleston Dirty Birds, ready for another
9:48
Speaker 3: great season to go Mark Ballpark this Saturday, joined them
9:50
Speaker 3: for their spring cleaning yard sales starting at nine in
9:53
Speaker 3: the morning. Come out to shop, eat and have fun
9:55
Speaker 3: over twenty five vendors inside the ballpark and all kinds
9:58
Speaker 3: of great discounts on Dirty Birds year and more. Visit
10:00
Speaker 3: their Facebook page order dirty Birds baseball dot com. And
10:03
Speaker 3: that kind of leads me Rick into spring and summer
10:06
Speaker 3: here in Charleston. Exciting time, I think with the winter
10:09
Speaker 3: we've had, everybody's looking forward to getting outside and mention
10:12
Speaker 3: going over to the ballpark. Big busy time for Charleston
10:15
Speaker 3: Urban Works too. Yeah, we're gearing up.
10:17
Speaker 5: A matter of fact that you know, as you know,
10:19
Speaker 5: several Westernior radio stations are sponsors of our two major
10:23
Speaker 5: events here in Charleston, and that's Phone with the Dome,
10:25
Speaker 5: which will be coming up in June, June twenty first
10:27
Speaker 5: on the Kanaal Boulevard right in front of the State Capital.
10:30
Speaker 5: Tickets will go on sale the second week of April,
10:33
Speaker 5: so that's coming up really soon. And then of course
10:35
Speaker 5: in September we have October West and that's over in
10:37
Speaker 5: the Elk City district of the West Side. So those
10:40
Speaker 5: are our two major fundraisers of the year. But right
10:42
Speaker 5: now we're focused on Phone with the Dome. As you
10:44
Speaker 5: recall last year it was we sold out. It was
10:46
Speaker 5: the most successful year we had.
10:48
Speaker 3: As far as an incredible event. Now that's the first
10:50
Speaker 3: time I had ever worked the event, and I was
10:52
Speaker 3: there representing our sister station. I think I was there
10:54
Speaker 3: for the Mountain ninety eight seven, the Mountain Man.
10:57
Speaker 5: There was a lot of people. Oh yeah, yeah, yeah.
10:59
Speaker 5: We had over to thousand people. And you got to
11:01
Speaker 5: remember Dave our event. You know, it goes from three
11:03
Speaker 5: to seven pm. It's over at seven because we want
11:06
Speaker 5: those folks when they leave our event, we want them
11:08
Speaker 5: to go out and patronize all the businesses in Charleston.
11:10
Speaker 5: We want them to stay in the hotels overnight. We
11:12
Speaker 5: have a lot of folks who travel from out of
11:13
Speaker 5: state to come to these events, so we want to
11:15
Speaker 5: give them the best. We want to show the best
11:17
Speaker 5: that Charleston has to offer whenever we host this really
11:21
Speaker 5: important fundraiser for our organization. It's also important for the city.
11:24
Speaker 5: It gets people out into the business districts. They're spending money,
11:28
Speaker 5: they're going downtown, they're having a great time. We're seeing
11:30
Speaker 5: live shows after, they're going to the bars, the restaurants
11:33
Speaker 5: and breweries. We want to get them out in Charleston after.
11:36
Speaker 5: So yeah, same time this year, three pm to seven pm.
11:38
Speaker 5: We'll have a VIP hour from three to four early
11:41
Speaker 5: entry and then of course general admission from four to seven.
11:44
Speaker 5: All the information will be live on the website at
11:47
Speaker 5: the very beginning of April at FOAM CWV dot com.
11:49
Speaker 5: We're really excited at June twenty first.
11:51
Speaker 3: And we'll have you on plenty of times between now
11:52
Speaker 3: and then. Talk about that. I had a text here
11:54
Speaker 3: and I don't know if this is something that you
11:55
Speaker 3: can answer, but I'm gonna throw it out for you.
11:57
Speaker 3: Any right i'd have to do with KANAF City, Texas
12:00
Speaker 3: the road construction Canal City is essentially complete. The sidewalks
12:03
Speaker 3: are unfinished. What's the hold up unfinishing the sidewalks? Probably
12:06
Speaker 3: not in.
12:07
Speaker 5: Yourview, but I thought you that's definitely a doh question.
12:11
Speaker 5: I will say sidewalks are super important. You know, can
12:13
Speaker 5: City is an interesting district there because it's you know,
12:15
Speaker 5: come on, Corporal Avenue is so long, right, I mean,
12:18
Speaker 5: our stretch that we're gonna be focusing on goes from
12:20
Speaker 5: the from Memorial Hospital down to the Canal Mall site.
12:23
Speaker 5: So it's obviously important the pedestrians have safe access to
12:27
Speaker 5: to walk to and from businesses or from business to
12:30
Speaker 5: business we obviously, or wherever they're going if they live
12:33
Speaker 5: in the neighborhood there, definitely important. I'm sure that's being
12:37
Speaker 5: worked on, but I honestly don't. I don't know, Okay,
12:39
Speaker 5: I'm not satisy.
12:40
Speaker 3: Well, well, I mean really, that's not your department, and
12:42
Speaker 3: we do appreciate the texture, of course, I'll maybe I
12:45
Speaker 3: tell you that that sounds like a good Chad Robinson question. Yeah,
12:48
Speaker 3: counsel are you listening? Counselmen? Are you listening? Counselman, counselman Beijing,
12:52
Speaker 3: all right, I'm gonna ask you to switch gears just
12:54
Speaker 3: for a moment. You don't have to walk out and
12:57
Speaker 3: come back in put a hat on. I want to.
12:59
Speaker 3: I want you to talk just briefly about your role
13:02
Speaker 3: as the BOE president here in Kanawha County. Let's focus
13:09
Speaker 3: on the site for the new elementary school Eastern County.
13:12
Speaker 3: Talking about that a little.
13:13
Speaker 5: Bit well as you As you recall, back in October,
13:15
Speaker 5: we voted, which this is never easy, but we we
13:18
Speaker 5: voted to consolidate for the elementary schools in the eastern
13:21
Speaker 5: part of the county with the with the promise that
13:24
Speaker 5: we would build a brand new elementary school that would
13:28
Speaker 5: serve that entire area. And so we're in the middle
13:31
Speaker 5: of that process I think right now, still decently early on,
13:34
Speaker 5: but you know, we're just like I said, we're in
13:37
Speaker 5: that process. And I think I think the the residents
13:40
Speaker 5: and the students excuse me, of the eastern part of
13:43
Speaker 5: the county, certainly students that will be going to this
13:45
Speaker 5: new school here in the next few years, the next
13:47
Speaker 5: couple of years, I believe they're gonna be really happy
13:50
Speaker 5: with the end result there. But of course, you know,
13:52
Speaker 5: we're pretty early on in that process.
13:53
Speaker 3: So and the architect I think has been chosen. I
13:56
Speaker 3: believe so.
13:57
Speaker 5: Yeah, and I think and I need to get a
14:01
Speaker 5: status update on that. I don't want to speak out
14:03
Speaker 5: of turn on that, but but yeah, I mean that's
14:05
Speaker 5: and that we're following all the normal processes that we
14:09
Speaker 5: follow when it comes when it comes to this, I mean,
14:12
Speaker 5: the the ZMM architects and engineers, they had put together
14:14
Speaker 5: sort of a rendering to show the members of that
14:17
Speaker 5: community what the school could look like, just sort of
14:20
Speaker 5: a one pager if you will, just some general renderings
14:23
Speaker 5: of what it could look like. You know, we definitely
14:26
Speaker 5: use the example whenever we did Edgewood Elementary, I think
14:30
Speaker 5: was a really good example of of a school that,
14:33
Speaker 5: you know, due to consolidations, what a school, what an
14:37
Speaker 5: elementary elementary school could look like. And you know, they
14:40
Speaker 5: do great work and I'm I'm excited for that for
14:43
Speaker 5: the folks in the the eastern part of the county. Again,
14:45
Speaker 5: we never, we never want to consolidate. This past October
14:49
Speaker 5: was rough for a lot of the folks out there
14:50
Speaker 5: in the eastern part of the county, and we totally
14:52
Speaker 5: understand that we never want to do that, but this
14:55
Speaker 5: was definitely something that you know, for us to stay
14:57
Speaker 5: the good stewards of the tax dollars of the residence
15:00
Speaker 5: of Canall County is something we just had to do.
15:02
Speaker 5: And so the good news is we'll have a good
15:04
Speaker 5: result from it.
15:05
Speaker 3: All right, all right, because I got a text going
15:08
Speaker 3: back to your other job for a moment. Seats again,
15:12
Speaker 3: switch seats again. The text says, I know we had
15:15
Speaker 3: the East End yard sale, but with the city, please
15:17
Speaker 3: consider another one along the boulevard during the regatta. Seems
15:20
Speaker 3: like a perfect topic.
15:21
Speaker 5: Well, I mean, keep in mind me, the City of
15:23
Speaker 5: Charleston doesn't directly spawn like they don't produce those events
15:27
Speaker 5: like the Eastern yard Sale. Now that we used to
15:30
Speaker 5: do the yard sale, we gave that over to the
15:31
Speaker 5: Eastern Community Association. Fully they're doing that now. They've done
15:34
Speaker 5: a great job with it and they're doing their planning
15:35
Speaker 5: it again for this year. So you know that again,
15:38
Speaker 5: the city Charleston typically doesn't just like you know, host
15:40
Speaker 5: those types of events. They definitely sponsored them. They helped
15:43
Speaker 5: us with them absolutely, and we couldn't do it without them.
15:47
Speaker 5: But that's it.
15:48
Speaker 3: Sounds like a great idea. But I'm not.
15:50
Speaker 5: On the regatta Commission. So I don't think I should
15:51
Speaker 5: be answering that question.
15:55
Speaker 3: You're a popular guy today because I have another question,
15:58
Speaker 3: and this one goes back to the right. I'm going
16:01
Speaker 3: to go back out for a second. What what Texas?
16:05
Speaker 3: What is your opinion about Does he think BOE districts
16:11
Speaker 3: would be better than fifty five county boe.
16:14
Speaker 5: That's a that's a that's a great question. So you know,
16:16
Speaker 5: we are one of the few states left. I believe
16:18
Speaker 5: that our solely county school system county board boards of Education, right,
16:24
Speaker 5: each county has its own separate board. We're one of
16:26
Speaker 5: the few states left that operates like that. I think
16:28
Speaker 5: as a matter of fact, I think you have talked
16:30
Speaker 5: about this on air before, you know, I mean, I
16:32
Speaker 5: think that there is there room for more efficiency statewide. Sure, absolutely,
16:38
Speaker 5: But there's a lot to consider when it comes to,
16:41
Speaker 5: you know, switching to sort of a school district format
16:44
Speaker 5: versus the way we have it now. As you know,
16:48
Speaker 5: we were just talking about property TAXI excuse me, property
16:50
Speaker 5: taxes and how those are levied and all that. There's
16:54
Speaker 5: a lot of discussions on the technical side, on the
16:56
Speaker 5: financial side that need to happen.
16:57
Speaker 3: I think a.
16:59
Speaker 5: Lot of considerations and would need to be made in
17:01
Speaker 5: my opinion, before we could just switch to a school
17:03
Speaker 5: district system. I do believe there are benefits to that
17:06
Speaker 5: when it comes to socio economics, when it comes to
17:09
Speaker 5: the geographic aspect of it, there are benefits to it.
17:11
Speaker 5: But there's just a lot to consider when you've been
17:13
Speaker 5: set up as a county doork system for over one
17:16
Speaker 5: hundred and some years now.
17:17
Speaker 3: So, Man, you didn't know you were just going. I
17:20
Speaker 3: think the new studio has got more people listening. It's
17:23
Speaker 3: it's well and it's stimulating my brain too. And these
17:26
Speaker 3: are great questions, by the way, This is good all right, Rick,
17:29
Speaker 3: I appreciate you man as always. So we'll see. It's
17:31
Speaker 3: always a big events going on around town. All the
17:33
Speaker 3: radio stations are looking forward to being involved in it.
17:35
Speaker 3: Were Yes, we're actually going to be this weekend over
17:38
Speaker 3: at the extravaganza lately Field. Yeah, that's right, Quantum and
17:42
Speaker 3: those folks, all of our stations.
17:43
Speaker 5: And then when they drop like all the eggs from
17:45
Speaker 5: the from the sky back in the day, they used
17:47
Speaker 5: to drop like thousands.
17:48
Speaker 3: Of probably not with liability issues, Okay, you can do that. Yeah,
17:51
Speaker 3: probably not a good idea. But we'll all be over there,
17:54
Speaker 3: so maybe you can stop mind seeing that lady. That's
17:56
Speaker 3: great weather. It looks great this weekend. As I said,
17:57
Speaker 3: all of our stations will be there. Rick cavin Or,

Speaker 3: Ogden Newspapers is here. Text says, No, Michael Keaton is Batman.
21:27
Speaker 3: You probably I don't know if you heard this what
21:29
Speaker 3: I said. I was talking about Rick Cavander wearing so
21:31
Speaker 3: many hats, and he referenced a Batman character and I'm
21:37
Speaker 3: not a superhero kind of guy. And it was two
21:40
Speaker 3: face was what he was talking about. Because you know,
21:42
Speaker 3: he's with Urban Work saying with the BOE and we
21:45
Speaker 3: had questions today that were for both. So I kept
21:48
Speaker 3: having him, you know, go back and forth between the two,
21:50
Speaker 3: and he referenced that means because I said, and this
21:53
Speaker 3: is what the text are saying. I said, the only
21:55
Speaker 3: Batman that I recognize is Adam West.
21:59
Speaker 10: Well, no, I'd have to go with Michael Keaton. But
22:02
Speaker 10: I also I would also make the argument that, well,
22:06
Speaker 10: two faces technically only wore one hack because he was
22:08
Speaker 10: just one person. He just had two sides of a
22:11
Speaker 10: bad face.
22:12
Speaker 3: I have no idea what you're talking about. He realized
22:14
Speaker 3: that right comic book Nurdery. How's it going, man, Oh,
22:18
Speaker 3: it's it's going.
22:20
Speaker 10: I mean today, Look, we're a week out from crossover day.
22:23
Speaker 10: That's the very last day that bill's a House bill
22:28
Speaker 10: has to be passed to go over to the Senate
22:30
Speaker 10: and vice versa. So we're a week out from that,
22:33
Speaker 10: and then Saturday, we will be two weeks out from
22:35
Speaker 10: the end of the twenty twenty five legislative session, though,
22:39
Speaker 10: unless Governor Patrick Morrissey decides to call everyone back in
22:43
Speaker 10: because he keeps threatening special sessions.
22:45
Speaker 3: Yeah, and I alluded to that earlier. He put out
22:47
Speaker 3: a release yesterday and I likened it on my social
22:50
Speaker 3: media as to summer detention. Basically, he's basically saying, if
22:53
Speaker 3: you don't get your work done, you're gonna have to
22:55
Speaker 3: come back in over the summer.
22:56
Speaker 10: It's the breakfast club. I don't get Look, I had hoped. Look,
23:01
Speaker 10: there was a lot of pressure early on from the administration.
23:04
Speaker 10: I've written about it, others written about it, particularly on
23:06
Speaker 10: Certificate need repeal and on other things. Certainly, for sure,
23:12
Speaker 10: I had kept I kept waiting to see if their
23:14
Speaker 10: tactics would change, whether they would stop doing kind of
23:17
Speaker 10: the aggressive tactics they were doing with lawmakers to try
23:21
Speaker 10: the strong arm them and the supporting some of these things.
23:24
Speaker 10: But I don't think they've learned anything during this entire period,
23:28
Speaker 10: and I just don't think threatening lawmakers. Of course, this
23:31
Speaker 10: came a day after the House voted down the Governor's
23:35
Speaker 10: vaccine exemption bill, and of course it had gone through
23:38
Speaker 10: a lot of changes between the Sun and the House.
23:40
Speaker 10: But that attitude, How's that going to get anybody on
23:44
Speaker 10: board for what you want to do, especially in the House.
23:46
Speaker 10: This is a group that was not afraid a few
23:49
Speaker 10: years ago to light up a voting board one hundred
23:53
Speaker 10: read to give a message to Governor Jim Justice over
23:56
Speaker 10: one of the tax reform things. So I mean I
23:59
Speaker 10: don't get it.
24:00
Speaker 3: Yeah. I think TJ actually alluded to that on social media,
24:04
Speaker 3: may have done it on the air as well. Yeah,
24:05
Speaker 3: I mean, so just he might want to keep that
24:07
Speaker 3: in mind. Talking about that vaccine bill for a moment,
24:10
Speaker 3: we talked about that nausea in the last couple of days.
24:12
Speaker 3: Were you surprised by the number of changes and the
24:14
Speaker 3: number of flips that happened on that between Friday and Monday.
24:17
Speaker 10: Well, I mean, I didn't want to make any predictions.
24:19
Speaker 10: I had a suspicion something would happen, especially since Friday.
24:25
Speaker 10: You know, there was an emotion made to suspend the rules,
24:30
Speaker 10: the constitutional rules that require bills to be read on
24:32
Speaker 10: three separate days, because the vaccine bill was only on
24:35
Speaker 10: second reading Friday, but they were going to at least
24:37
Speaker 10: make an attempt to go ahead and move it the
24:40
Speaker 10: third reading once they got through with the amendments and
24:42
Speaker 10: pass it last Friday. They didn't have the votes needed.
24:45
Speaker 10: You needed about four fifths of members present, I believed
24:48
Speaker 10: to do that, and they just didn't meet that threshold.
24:50
Speaker 10: So that meant that it would be taken up Monday,
24:53
Speaker 10: so you've had all weekend for supporters, opponents, the wark,
24:58
Speaker 10: the phones right there, lawmakers call, text you, let them
25:03
Speaker 10: know how you feel. A lot of heavy lobbying went
25:05
Speaker 10: on over the weekend. I suspect that bill might have
25:08
Speaker 10: passed with the religious exception Friday had they been able
25:11
Speaker 10: to suspend the rules, because I think they just wanted
25:13
Speaker 10: to get off their plate. But I think with the
25:15
Speaker 10: weekend people were able to sway people to vote against
25:20
Speaker 10: it on Monday.
25:21
Speaker 3: There's a lot of phone calls and texting that went
25:23
Speaker 3: on over the weekend. I promise you, Oh yeah, and
25:25
Speaker 3: that's what happened.
25:25
Speaker 10: I talked to somebody Sunday close to this issue had
25:28
Speaker 10: told me that there could be as many at that
25:30
Speaker 10: point of eight votes that could flip to the nay column.
25:34
Speaker 10: And that's pretty close to what happened Monday. So I'm
25:38
Speaker 10: not surprised. But also I you know, I don't ever
25:40
Speaker 10: want to predict the future, and I didn't want to
25:42
Speaker 10: jinx it or anything, so it wouldn't surprise me if
25:45
Speaker 10: we've gone either way. Nobody really knew.
25:48

26:04
Speaker 3: and Milton business snap fitness dot Com talk about this
26:07
Speaker 3: relationship between this governor Stephen, Governor Morrissey and the legislature
26:12
Speaker 3: because you know, and you and I've talked about it
26:15
Speaker 3: and others have as well. Patrick Morrissey is a completely
26:18
Speaker 3: different kind of governor than Jim Justice. Not better, not worse,
26:21
Speaker 3: just different. Every governor's got different personalities. Morrissey, I think,
26:25
Speaker 3: came in and he said, I'm going to be a
26:28
Speaker 3: hands on governor. I'm going to be there. I'm actually
26:30
Speaker 3: going to live in the mansion. You're actually going to
26:32
Speaker 3: see me there. Maybe for the previous eight years some
26:37
Speaker 3: of the members and the legislature, I mean, let's be honest,
26:39
Speaker 3: and there's a lot of the members have changed, but
26:41
Speaker 3: maybe over the last eight years they kind of got
26:43
Speaker 3: this attitude, Well, the Governor's not going to be an
26:46
Speaker 3: active part. I think Governor Morrissey has proven that he's good,
26:50
Speaker 3: that he is the exact opposite. But he's had Stephen,
26:53
Speaker 3: with all due respect, he's had a couple of pretty
26:55
Speaker 3: big defeats. Yeah, oh yeah.
26:57
Speaker 10: I mean obviously, first one being Certificate Need Repeal being
27:01
Speaker 10: voted down in committee, and that was a big priority
27:04
Speaker 10: of his.
27:05
Speaker 3: That was one of the first bills.
27:06
Speaker 10: They wanted that to be the first bill that was
27:09
Speaker 10: even taken up in a committee in the legislature. That
27:12
Speaker 10: didn't happen. They ended up doing the vaccine bill. But
27:15
Speaker 10: let's go to that again. That's another defeat for the governor, who,
27:19
Speaker 10: if you read his statement following the defeat of that,
27:23
Speaker 10: kind of blamed the legislature to an extent, made the
27:27
Speaker 10: argument that, well, our bill was vastly different than what
27:29
Speaker 10: the legislature ended up doing. If they had stuck afarest,
27:33
Speaker 10: then it would have got over the finish line. But
27:35
Speaker 10: obviously that's not the case. So sure, you got a
27:38
Speaker 10: couple big losses. Now, you know, he can point to
27:41
Speaker 10: some other things, such as the Riley Gains Act defining
27:45
Speaker 10: men and Women's Stake Code. That's certainly a victory for him.
27:50
Speaker 10: The Food Die Bill, which is not one of his bills,
27:53
Speaker 10: but certainly something he's trying to kind of do a
27:56
Speaker 10: touchdown dance on too and try to get some of
27:58
Speaker 10: the national attention, particularly from the group's part of MAHA
28:02
Speaker 10: move and make them America healthy again. But this relationship
28:05
Speaker 10: is just not getting better. And I do see some
28:08
Speaker 10: some of a lot of the focus has been on
28:10
Speaker 10: the House Republicans in their relationship. I mean, you're starting
28:13
Speaker 10: to see some frame I think a little bit on
28:15
Speaker 10: the Senate side too. I mean, look at what happened
28:17
Speaker 10: with Senator Rupy Phillips and to kind of blow up
28:21
Speaker 10: that he had on the Flora talking about not getting
28:24
Speaker 10: a meeting, calling Morrisey the man from New Jersey.
28:27
Speaker 3: I got a text about that go ahead, yeah.
28:29
Speaker 10: And then back and forth, you know, from his communications director,
28:32
Speaker 10: you know, saying well, you're just a former Democrat, as
28:34
Speaker 10: if that's a slam for southern West Virginia. You know
28:37
Speaker 10: how many people or former Democrats that are now Republicans.
28:40
Speaker 3: In the area. I can say this in my native
28:42
Speaker 3: land of Logan County. I think I think as far
28:45
Speaker 3: as elected officials go, I think there is one Democrat
28:48
Speaker 3: left and they all I mean, I'm sorry, there yeah,
28:51
Speaker 3: one Democrat. Yeah, one Democrat, and ay all the everybody
28:56
Speaker 3: else will switched to Republican. I think I may be wrong.
28:59
Speaker 10: Yeah, correct, I looked at the voter registration on that
29:01
Speaker 10: for a moment. I know it's pretty close to finally
29:04
Speaker 10: flipping down there. But not only that, Morrissey lost the
29:07
Speaker 10: Republican primaries in the same counties that Phillips represents. If
29:13
Speaker 10: you look, I mean, he didn't even come in second
29:15
Speaker 10: in some of those counties. He came in third. So
29:18
Speaker 10: I don't know. Picking a fight with Rupy Phillips just
29:20
Speaker 10: because Rupy wanted to have a meeting between you utility
29:23
Speaker 10: companies and the PSC, I don't know if that's a
29:26
Speaker 10: smart move. So again, like just this aggressiveness toward Republican lawmakers,
29:32
Speaker 10: They're probably going to be there when you're gone. I
29:35
Speaker 10: would find a different tact. I'm urging them to find
29:37
Speaker 10: a different tact with this legislature. With just over two
29:40
Speaker 10: weeks left.
29:41
Speaker 3: As a member of the Press Corps, how have you
29:44
Speaker 3: found the Morrisy administration to be to work with?
29:46
Speaker 10: Frankly great, I mean that's what I'm hearing too, Yeah,
29:49
Speaker 10: oh great. I mean that's the thing is that as
29:52
Speaker 10: a relationship to or having with the legislature to some extent.
29:55
Speaker 10: I mean, their relationship with the press has been fantastic.
29:58
Speaker 10: Both Alex Lamford, Coney Drew Gilang, which are their communications
30:02
Speaker 10: team over there, are very responsive. They're they're they're very good.
30:07
Speaker 3: Uh.
30:07
Speaker 10: And the governor himself. I mean, I can't tell you
30:11
Speaker 10: how many times I have bumped into the governor uh
30:13
Speaker 10: in the session, either in a hallway or or outside,
30:16
Speaker 10: you know, between the capital and the governor's mansion, and
30:19
Speaker 10: he'll sit there and talk to you. You talked to
30:21
Speaker 10: you off the record about some stuff or whatnot. And
30:24
Speaker 10: the press conferences have been good. He takes follow up questions,
30:27
Speaker 10: He takes multiple follow up questions. I do think the
30:29
Speaker 10: relationship has been better with the press. So they need
30:33
Speaker 10: maybe to take that the lessons they're learning from that
30:35
Speaker 10: maybe apply it to the legislature as well. What you're
30:38
Speaker 10: taking a look at today, Uh, today, I'm kind of
30:41
Speaker 10: trying to take a look at some of these energy bills.
30:44
Speaker 10: You got Center Bill five oh five, which puts it
30:46
Speaker 10: together kind of complicated formula for trying to determine reliability
30:52
Speaker 10: and when coal companies or utilities use coal and things
30:55
Speaker 10: of that nature. There's these proponents think that's going to
30:58
Speaker 10: save some money. Opponents seem to think that it will
31:02
Speaker 10: have the opposite the fact and could raise prices and
31:04
Speaker 10: right payers. The same goes for that microgrid bill. That's
31:07
Speaker 10: House Bill twenty fourteen, which has inside of a requirement
31:11
Speaker 10: for cold utility companies to keep their company coal plants
31:15
Speaker 10: going at sixty nine percent capacity factor. That sounds good,
31:19
Speaker 10: but also could that actually have a reverse effect and
31:23
Speaker 10: raise prices for a pair. So that's what I'm kind
31:25
Speaker 10: of looking at today. Was there a DEI thing coming today?
31:28
Speaker 10: There's a couple DEI things moving. I think the House
31:32
Speaker 10: has its own bill and I think these are governor's
31:35
Speaker 10: bills to do way with diversity equity inclusion within state code,
31:41
Speaker 10: though I don't know how much that's really in state
31:43
Speaker 10: code anyway, but the bills are moving. Nonetheless, I think
31:45
Speaker 10: the Senate may have it on second or third reading today.
31:49
Speaker 3: All right, Ryan people, where they can check you out?

44:35
Speaker 3: that was HB twenty seven to fifty five. So, as
44:38
Speaker 3: Brad's story points out, for this to become law, legislators
44:42
Speaker 3: would need to line up the two bills before the
44:44
Speaker 3: session is over. Now, this all has to do with
44:47
Speaker 3: the legislature having the ultimate authority over educational rules, saying

Speaker 3: that any new rules would have to be submitted for

Speaker 3: It would have to be for review, approval, amendment, or rejection. Now, specifically,
45:06
Speaker 3: the bill wouldn't require the state Board of Education to
45:11
Speaker 3: submit new rules to a legislative rule making review committee. Now,
45:16
Speaker 3: as Brad points out, the US Department of Education is
45:19
Speaker 3: due to be gutted, and that's if the President and
45:23
Speaker 3: Elon Musk have their way completely done away with. People
45:26
Speaker 3: on both sides of the aisle, though, seem to have
45:29
Speaker 3: issues with this whole thing on a West Virginia level.
45:34
Speaker 3: One of those is Senator Amy Nicole Grady out of
45:37
Speaker 3: Mason County, herself a teacher by trade and the Senate
45:41
Speaker 3: Education chairwoman. She's quoted in Brad's story as reminding everyone
45:46
Speaker 3: that voters rejected a constitutional amendment that would have given
45:50
Speaker 3: the legislature of the authority to review and to approve
45:54
Speaker 3: the state boards rules and policies. Now that amendment was
45:58
Speaker 3: voted down by the people fifty eight to forty two percent.
46:03
Speaker 3: And that is the essence of the comments as I
46:08
Speaker 3: read them in Brad's story from Senator Grady said while
46:11
Speaker 3: she was in favor of the amendment when it was
46:13
Speaker 3: on the general election ballot in twenty twenty two, quote,
46:16
Speaker 3: I was in favor of the constitutional amendment when it
46:19
Speaker 3: was on the ballot, and the voters voted down. So
46:22
Speaker 3: I guess I'm against the bill for that reason. I
46:25
Speaker 3: feel like it circumvents the process of what we put
46:27
Speaker 3: in front of voters, and I think it sends the
46:30
Speaker 3: wrong message. It tells the voters, we think you got
46:33
Speaker 3: it wrong and we want to do it our way.
46:35
Speaker 3: And I'm not in favor of the bill for that reason.
46:38
Speaker 3: In quote those comments from Amy Nicole Grady, State school
46:42
Speaker 3: board member Paul Hardesty has gone on record as not
46:46
Speaker 3: supporting the bill. And the reason that I bring all
46:50
Speaker 3: this up to quote Senator Justice, who was on Metro
46:54
Speaker 3: News Middays show yesterday, it's just this, Is it just me?
47:01
Speaker 3: Or have you noticed? And I have talked about this
47:04
Speaker 3: a little bit before. Does it seem like many members
47:09
Speaker 3: of the Republican Party, long known as the party of
47:13
Speaker 3: smaller government in many instances, want to have more things
47:18
Speaker 3: controlled from Charleston. The whole thing about doing away with
47:23
Speaker 3: the federal Department of Education. I get the argument, not
47:26
Speaker 3: saying I totally agree with it, because I really haven't
47:29
Speaker 3: studied it quite as much as I should, but at
47:31
Speaker 3: least I get the argument, all right, send the power
47:34
Speaker 3: back to the states and to a certain extent of
47:37
Speaker 3: a local level. But this isn't exactly what it seems
47:40
Speaker 3: that some Republican lawmakers want to do. With a lot
47:44
Speaker 3: of the legislation we've seen over the last couple of years,
47:48
Speaker 3: many want Charleston, many of the capital city, to have
47:50
Speaker 3: more control. And someone would have to do a really
47:55
Speaker 3: good sales job on me to tell me that that's
47:59
Speaker 3: a good idea, And I wonder I just wonder for
48:03
Speaker 3: the sake come wondering if the Republicans thought the same
48:06
Speaker 3: way when the Democrats controlled the state for over eighty years.
48:12
Speaker 3: Things that make you go hmm, And along those same lines.
48:15
Speaker 3: Amelia Nicely off West Virginia Watch did some good reporting
48:18
Speaker 3: on this. Going back to Monday, there were some pretty
48:20
Speaker 3: passionate debate in the Senate, and the bill in question
48:24
Speaker 3: was ultimately passed. Some cities anti discrimination ordinances could be
48:29
Speaker 3: overturned by you guessed it, Charleston. One of those speaking
48:33
Speaker 3: out was a Republican Senator Ryan Welderbrook County, whom I'm
48:37
Speaker 3: sure would now be a labeled a rhino or a gasp,
48:40
Speaker 3: but Chamber of Commerce Republican. He called it dumb. And
48:44
Speaker 3: they're around twenty cities or so around the state that
48:47
Speaker 3: have passed anti discrimination laws. The Senate Bills five seventy nine.
48:51
Speaker 3: It would also prohibit cities that take part in the
48:54
Speaker 3: home rule programs from establishing non discrimination policies.
48:58
Speaker 11: Now.
48:58
Speaker 3: Another Republican, Brian Helton of Fayette County, also spoke out
49:02
Speaker 3: against it. The whole Home rule thing came into being
49:06
Speaker 3: back in two thousand and seven, and it basically allows
49:08
Speaker 3: eligible cities to adopt various ordinances separate from state law
49:13
Speaker 3: as long as they don't conflict with the US Constitution,
49:16
Speaker 3: and a few other guardrails that have been put in place.
49:19
Speaker 3: As Amelia's story points out, Tom Takubo, another Republican he
49:24
Speaker 3: of course, represents primarily the Charleston South Charleston areas here
49:29
Speaker 3: both of those cities have enacted anti discrimination measures and
49:33
Speaker 3: again more examples in my opinion of Charleston thinking everything
49:38
Speaker 3: should run out of out of there. But Dave Island

Speaker 3: e du tex sive day, going to start doing my
50:00
Speaker 3: grocery shopping across the state line of Kentucky and Ohio.
50:05
Speaker 3: You ban the dies and we go somewhere else to shop.
50:09
Speaker 3: And it's that simple, says a Texter. That is that's
50:14
Speaker 3: a that's a concern. We talked about that on the
50:16
Speaker 3: Metro News midday show yesterday. That is a big time
50:19
Speaker 3: concern that people will just go somewhere else to do
50:21
Speaker 3: their to do their shopping because West Virginia, you know,
50:25
Speaker 3: I mean if you wanted, and I'm not I'm not
50:27
Speaker 3: saying that you should leave West Virginia to go shopping.
50:29
Speaker 3: But if you want to go to Ohio from here,
50:33
Speaker 3: if you go you know, sixty four to go to
50:35
Speaker 3: Huntington or whatever, you can be there in about an hour.
50:37
Speaker 3: You know, maybe you can cross over into South Point
50:40
Speaker 3: or someplace like that a little over an hour. If
50:42
Speaker 3: you want to go to Kentucky if you go, depending
50:45
Speaker 3: on which way you go, you know, hour and a
50:47
Speaker 3: half maybe. And our border counties and the ones that
50:51
Speaker 3: border uh, Pennsylvania and Maryland could be the same. I'm
50:55
Speaker 3: not I'm not advocating that, folks. I am just saying
50:58
Speaker 3: it possibly could happened. Texas. Do you affirm Adam West
51:07
Speaker 3: is the mayor of quah Hog. I have no idea
51:10
Speaker 3: what when you start talking about things like that, Ryan did,
51:13
Speaker 3: what does that mean? Do you have any idea what
51:14
Speaker 3: that means? I don't. I'm sorry I caught Ryan off
51:17
Speaker 3: guard our producer there. I don't know what that means
51:19
Speaker 3: because I'm not a person that really follows that kind
51:22
Speaker 3: of stuff. So Ryan's working to I'm sorry. I really
51:27
Speaker 3: put you on the spot there, buddy, I'm sorry. What
51:30
Speaker 3: does that mean? Ryan? Okay? So now remember we only
51:33
Speaker 3: have like a minute, so okay, I'll be real quick.
51:37
Speaker 12: So you know that funny show on TV called Family.
51:40
Speaker 3: Guy and didn't watch it? Okay? So I tried.
51:42
Speaker 12: Adam West had a long running role in that show
51:45
Speaker 12: as the mayor of co Hog, which is the city
51:47
Speaker 12: it takes place.
51:48
Speaker 3: And Yeah, as much as I like rude, crude craft
51:52
Speaker 3: and offensive humor, I tried Family Guy one time. Man,
51:55
Speaker 3: it just wasn't for me.
51:57
Speaker 2: Yeah.
51:57
Speaker 12: I think the early seasons are nice.
51:59
Speaker 3: It's I think it suffers from what a lot of
52:02
Speaker 3: shows have, which is it gets derivative as it goes on.
52:06
Speaker 3: All right, I mean, knock out a text here, Texas, Dave.
52:09
Speaker 3: If we're talking about the old Democratic Party ConTroll then yes,
52:12
Speaker 3: the insane activist Democrats in DC now know state control
52:16
Speaker 3: is the only way to take back our kids' hearts
52:18
Speaker 3: and minds from the Marxist mindset they are being fed.
52:22
Speaker 3: All right, got that final text in there? Thank you
52:24
Speaker 3: so much to Rick Cavne from the Knau County Warden
52:26
Speaker 3: of Education. In Charleston Urban Works and Stephen Allen Adams
52:29
Speaker 3: two those boys at the Capitol. Maybe they got upset
52:31
Speaker 3: because I referred to them as Lendy and Squiggy, and
52:34
Speaker 3: a text referred to them as Vivis and butt Head.
52:36
Speaker 3: And knowing those guys, they would take both of them
52:38
Speaker 3: as compliments. All right. Wilson Meadows coming up with talk
