- 1:58SPEAKER_1: the crisis,

- 2:00SPEAKER_1: but also reaches to northwest Indiana and other locations.
- 2:04SPEAKER_1: Continue to pray for all of our leaders across this city, this state, and this country.
- 2:11SPEAKER_1: And in Jesus name we pray.
- 2:13SPEAKER_1: Amen.
- 2:14SPEAKER_0: Amen.
- 2:14SPEAKER_0: Well, once again, we invite you to be part of the program.
- 2:18SPEAKER_0: You can do that by calling into the radio studio.
- 2:21SPEAKER_0: That number is 317-480-1310.
- 2:24SPEAKER_0: Or you can also comment on our Facebook page.
- 2:27SPEAKER_0: Mr. President,
- 2:28SPEAKER_0: I want to pick up where on last week we discussed some of the issues incidents
- 2:37SPEAKER_0: that were happening actually in real time and right before our program as well at
- 2:43SPEAKER_0: the city county building in which they were having a budget hearing there for
- 2:48SPEAKER_0: the public safety committee and we had Chief Terry there testifying and there was
- 2:55SPEAKER_0: a lot of fallout from that meeting in addition to
- 3:01SPEAKER_0: the Dalys Jett family wanting answers.
- 3:04SPEAKER_0: They also talked about Flock cameras and the utilization of it.
- 3:10SPEAKER_0: Well, after that,
- 3:12SPEAKER_0: and I think I mentioned on our program last week,
- 3:16SPEAKER_0: and that IMPD was very pro,
- 3:18SPEAKER_0: you know, using Flock cameras in the way that they were using them.
- 3:23SPEAKER_0: After that,
- 3:26SPEAKER_0: Chief Terry put out a statement saying that
- 3:31SPEAKER_0: only can IMPD officers utilize footage
- 3:36SPEAKER_0: from Flock or what they call automated license plate readers as if it's tied to
- 3:44SPEAKER_0: a case.
- 3:45SPEAKER_0: It's got to be tied to an active case.
- 3:48SPEAKER_0: There has to be a number assigned to it.
- 3:51SPEAKER_0: So she came out and clarified what the department's policy is going to be, at least now.
- 4:00SPEAKER_0: And keep in mind, we're still waiting to get more definitive with the policy.
- 4:06SPEAKER_0: And that's supposed to be forthcoming as well.
- 4:09SPEAKER_0: And then they also put something out in that they're wanting the community to
- 4:17SPEAKER_0: at least see here in writing,
- 4:19SPEAKER_0: here is where they're at when it comes to automated license plate readers.
- 4:25SPEAKER_0: In that, Mr.
- 4:25SPEAKER_0: President,
- 4:29SPEAKER_0: there are some things in which,
- 4:30SPEAKER_0: you know,
- 4:31SPEAKER_0: IMPD says, well,
- 4:32SPEAKER_0: it's only used,
- 4:33SPEAKER_0: you know, for camera shots, for license plates, and not a whole lot more.
- 4:40SPEAKER_0: But I'm not sure that's really accurate from what I'm hearing from other sources.
- 4:46SPEAKER_1: Well, no, I mean,
- 4:47SPEAKER_1: this all started with,
- 4:49SPEAKER_1: you know,
- 4:50SPEAKER_1: them acknowledging they had an officer that was,
- 4:53SPEAKER_1: I can't forget the exact name, somewhere around a thousand times.
- 4:56SPEAKER_1: And it was his girlfriend or ex-wife,
- 4:59SPEAKER_1: some type of relationship, but clearly not business related, not crime related.
- 5:04SPEAKER_1: And that was driven by one of our national media who's pulling data across the country.
- 5:14SPEAKER_1: And because there's been a number of location cities where
- 5:17SPEAKER_1: in national news are talking about why are these police officers chasing,
- 5:21SPEAKER_1: you know,
- 5:22SPEAKER_1: are using this technology basically for personal items,
- 5:25SPEAKER_1: all of which was somewhat domestic related.
- 5:29SPEAKER_1: And so that that's the real challenge.
- 5:31SPEAKER_1: We understand that most officers aren't doing that,
- 5:33SPEAKER_1: but you do have those officers who are who exploiting the technology
- 5:39SPEAKER_1: for personal reasons.
- 5:42SPEAKER_1: And you're going to have to address that in some way.
- 5:46SPEAKER_1: I would also add that what's happened since Chief Terry talked about getting this
- 5:51SPEAKER_1: before the General Orders Board,
- 5:54SPEAKER_1: and they did not have quorum when they were to meet this week,
- 6:00SPEAKER_1: so that didn't really happen.
- 6:02SPEAKER_1: So they didn't move forward.
- 6:03SPEAKER_1: I think they have an assembly member board, and only three members showed up.
- 6:07SPEAKER_1: So they couldn't hear the proposal or weigh in on it.
- 6:11SPEAKER_1: Which board
- 6:12SPEAKER_0: was that?
- 6:12SPEAKER_0: General Orders.
- 6:14SPEAKER_0: The General Orders Board.
- 6:15SPEAKER_1: Right.
- 6:19SPEAKER_0: Many of the boards that are supposed to serve the citizens here
- 6:25SPEAKER_0: in this fine city seem to be lacking representation and
- 6:30SPEAKER_0: that we don't want things like that to halt progress.
- 6:34SPEAKER_0: Then let's create a citizens board where we can have some input in that
- 6:38SPEAKER_0: because I think it will be valuable input.
- 6:41SPEAKER_0: Now I want
- 6:44SPEAKER_0: to comment once again in what IMPD has put out and I've got it if you're
- 6:48SPEAKER_0: with us on Facebook, we've got it up on the screen here.
- 6:52SPEAKER_0: What ALPRs do and how IMPD uses them,
- 6:58SPEAKER_0: that's what this is and it gives us some FAQs and one of
- 7:02SPEAKER_0: the FAQs says what is detected and what is not detected.
- 7:09SPEAKER_0: It says here that ALPR captures license plates,
- 7:14SPEAKER_0: vehicle characteristics such as make,
- 7:16SPEAKER_0: model, color, and it logs the date, time, and location.
- 7:21SPEAKER_0: It says they do not detect faces,
- 7:24SPEAKER_0: gender, or race, and they don't track individuals or record video.
- 7:28SPEAKER_0: They simply take a picture.
- 7:31SPEAKER_0: Now, there was also a report that was just put out by the New Republic
- 7:37SPEAKER_0: that they had actually a group that
- 7:43SPEAKER_0: they actually got some of the Flock cameras and
- 7:49SPEAKER_0: then they looked into them.
- 7:51SPEAKER_0: They actually hacked into them.
- 7:54SPEAKER_0: Looked at the data that was in there and they noticed
- 7:57SPEAKER_0: that it was some very detailed information that the Flock cameras were getting such
- 8:02SPEAKER_0: as a patch on a motorcyclist bag and that here's what they're doing with some of
- 8:09SPEAKER_0: the data at least as being reported by the New Republic it says these images are
- 8:14SPEAKER_0: then uploaded to Flock servers,
- 8:18SPEAKER_0: sorted, filed, assessed for other identifying details
- 8:24SPEAKER_0: and ultimately sold to police departments across the country.
- 8:30SPEAKER_0: A business model that has catapulted the company to an $8.4 billion evaluation.
- 8:43SPEAKER_1: Ah, so that's why they have the contract with that agency.
- 8:47SPEAKER_1: That agency can provide you more than just quote unquote that picture they took.
- 8:53SPEAKER_1: It's possible for that agency to capture all this other data, sort that for you.
- 8:58SPEAKER_1: That would be, okay, from a law enforcement perspective, they would say that's very important.
- 9:05SPEAKER_1: So we have to inquire what all is in that contract.
- 9:11SPEAKER_0: Well, we know that, at least with IMPD's case, it's years.
- 9:16SPEAKER_0: Years.
- 9:17SPEAKER_0: You know,
- 9:18SPEAKER_0: whether that's two,
- 9:18SPEAKER_0: three, you know, four, whatever that is, we do know it was multiple years.
- 9:26SPEAKER_1: Yeah.
- 9:27SPEAKER_1: So, you know, and it's still, I mean, we're still in the same spot.
- 9:33SPEAKER_1: I know the chief has made this statement.
- 9:38SPEAKER_1: And have you seen the FOP, the police union, are they supporting this?
- 9:45SPEAKER_0: Oh, the FOP definitely wants to have Flock cameras.
- 9:50SPEAKER_1: Man, are they supporting Chief Terry's recommended use of it, is what I mean.
- 9:55SPEAKER_1: I know they want Flock cameras.
- 9:57SPEAKER_0: Oh, well, they don't want any restrictions.
- 10:00SPEAKER_0: At least I've not heard that.
- 10:03SPEAKER_1: That's exactly where I'm going.
- 10:06SPEAKER_1: They're not going to want that.
- 10:08SPEAKER_1: They want this other side of this.
- 10:11SPEAKER_1: Identify any features, etc.
- 10:14SPEAKER_1: That's what they're going to want.
- 10:17SPEAKER_1: We, in terms of city of Indianapolis, has a contract now with the Flock organization, company.
- 10:26SPEAKER_1: We need to, as citizens, understand what's in that contract.
- 10:31SPEAKER_1: There's a difference between,
- 10:32SPEAKER_1: here's a generic Flock camera usage, but it's like everything else.
- 10:36SPEAKER_1: He's got optional features and all that.
- 10:38SPEAKER_1: Well, how much of that are we tapping into?
- 10:40SPEAKER_1: How much of this other things are we tapping into?
- 10:44SPEAKER_0: Well, at least in regards to the cost.
- 10:47SPEAKER_0: And if you'd like to be part of our conversation, you can call in.
- 10:50SPEAKER_0: That number is 317-480-1310.
- 10:54SPEAKER_0: Once again, 317-480-1310.
- 10:56SPEAKER_0: And we do have a birthday wish for you from Gerrelian, Mr. President.
- 11:03SPEAKER_1: Oh, thank you, Mr. G. All right.
- 11:07SPEAKER_1: Shout out.
- 11:09SPEAKER_0: So in regards to the funding, though,
- 11:12SPEAKER_0: I don't recall how much,
- 11:16SPEAKER_0: and it should have been a line item,
- 11:17SPEAKER_0: at least in the budget that they're asking for, that should be in there.
- 11:22SPEAKER_0: And I'm not sure if, I don't recall hearing that it was, but it would have to be.
- 11:28SPEAKER_1: Well, it's probably buried in something under,
- 11:30SPEAKER_1: like, technology, so then it includes a number of things, right?
- 11:36SPEAKER_1: It would include these Flock cameras, any other cameras, body cams, etc.
- 11:41SPEAKER_1: They may not necessarily, quote unquote, split that out.
- 11:45SPEAKER_1: If they don't have councils asking for it to be split out, you may not see it that way.
- 11:50SPEAKER_1: So then it's grouped together under technology.
- 11:53SPEAKER_1: Because you've got a number of technology things in here that do exist.
- 11:58SPEAKER_1: So most likely they didn't want to,
- 12:00SPEAKER_1: without pushback,
- 12:03SPEAKER_1: somebody knows what the number is, but they don't necessarily expose it.
- 12:06SPEAKER_1: It would be wrapped up in all the technology stuff.
- 12:11SPEAKER_0: So one of the items there that is on our FAQs here from IMPD,
- 12:17SPEAKER_0: the question is, does IMPD share data with outside agencies?
- 12:23SPEAKER_0: It says, IMPD shares data with local and state law enforcement agencies.
- 12:27SPEAKER_0: Federal agencies do not have access to.
- 12:31SPEAKER_0: To IMPD's ALPR data.
- 12:35SPEAKER_0: And while that's a statement and they may even believe that, I question that as well.
- 12:41SPEAKER_0: I mean, when we know that someone else actually owns the data,
- 12:47SPEAKER_0: I would venture to guess not knowing what their contract says you were talking
- 12:51SPEAKER_0: about, Mr. President.
- 12:53SPEAKER_0: But there's probably something in there that says that they own it and not,
- 12:56SPEAKER_0: you know, the law enforcement agency.
- 12:59SPEAKER_1: That's what my guess would be as well.
- 13:01SPEAKER_1: And I was sure that they would want to share and states would want this, right?
- 13:06SPEAKER_1: If somebody was traveling across boundaries, you want to know about that.
- 13:10SPEAKER_1: You live up in Gary and they're traveling in Illinois and vice versa.
- 13:15SPEAKER_1: You'd want to know that anybody is on the borders.
- 13:18SPEAKER_1: And so that's where the value would be,
- 13:22SPEAKER_1: you know,
- 13:23SPEAKER_1: and so and I would think it would be standard for the organization collecting
- 13:30SPEAKER_1: the information,
- 13:31SPEAKER_1: hey, we want to be able to have flexibility to share this wherever we are.
- 13:34SPEAKER_1: So unless our attorneys got in here and just really
- 13:40SPEAKER_1: turned the contract upside down,
- 13:43SPEAKER_1: which I highly doubt, then you're going to disagree to that.
- 13:47SPEAKER_1: You're going to sign off on it because you want the information.
- 13:50SPEAKER_1: If it was the shoe was on the other foot, I mean,
- 13:54SPEAKER_1: the day and age where everybody can move around and travel,
- 13:57SPEAKER_1: you know,
- 13:58SPEAKER_1: it pays really to share because you never know when you're going to need information
- 14:01SPEAKER_1: from another state.
- 14:02SPEAKER_1: Because somebody drove into Indiana or drove from California or wherever.
- 14:08SPEAKER_1: So it'd be kind of limiting to say, well,
- 14:11SPEAKER_1: I don't want to play with everybody else,
- 14:13SPEAKER_1: but clearly there's going to be times you're going to want their information.
- 14:15SPEAKER_1: And I'm sure it doesn't work that way.
- 14:17SPEAKER_1: I'm sure that this is at the core of one big old database
- 14:22SPEAKER_1: that can potentially be shared directly.
- 14:24SPEAKER_1: Across multiple entities,
- 14:26SPEAKER_1: including the federal government,
- 14:27SPEAKER_1: because they could just by the right of the federal government say,
- 14:31SPEAKER_1: give me that stuff.
- 14:32SPEAKER_1: I mean, hey, they're taking voter ID information, et cetera, right?
- 14:35SPEAKER_1: So, you know,
- 14:36SPEAKER_1: the thing that they're keeping this secret from the federal government,
- 14:40SPEAKER_1: that's a little bit far reaching for me.
- 14:43SPEAKER_0: So I've been sharing some information from a report from the New Republic.
- 14:49SPEAKER_0: This article was written by Ellie Hodling and it's entitled,
- 14:53SPEAKER_0: Hack Data Shows What Flock Cameras Really Record and It's Terrifying.
- 14:57SPEAKER_0: To your point, Mr. President, it also says this to what you just said.
- 15:04SPEAKER_0: It says even America's smallest cities are under close eye.
- 15:07SPEAKER_0: The Flock cameras in Alpharetta,
- 15:10SPEAKER_0: Georgia,
- 15:11SPEAKER_0: which has a population of listen,
- 15:16SPEAKER_0: 67,000 people,
- 15:19SPEAKER_0: it says their Flock cameras are accessible to more than 2,000 agencies.
- 15:27SPEAKER_1: Correct.
- 15:30SPEAKER_0: So it says it includes police departments,
- 15:34SPEAKER_0: colleges,
- 15:35SPEAKER_0: airport,
- 15:35SPEAKER_0: as well as the Federal General Services Administration Office of
- 15:41SPEAKER_0: the Inspector General.
- 15:44SPEAKER_0: Did I say federal and all that?
- 15:46SPEAKER_1: Well, I mean, the thing about Indianapolis, we've got like Butler's guys on police force.
- 15:55SPEAKER_1: The hospitals have their own police force.
- 15:57SPEAKER_1: These people are going to want to share that information.
- 15:59SPEAKER_1: If something jumps off,
- 16:01SPEAKER_1: they're going to want to be able to utilize and have access
- 16:04SPEAKER_1: to Flock camera information.
- 16:06SPEAKER_1: That's just logical.
- 16:08SPEAKER_1: And so I can't see, you know, somebody say, OK, we're not sharing.
- 16:12SPEAKER_1: We're going to be sharing.
- 16:14SPEAKER_1: And you're going to want access, and it's going to be twofold.
- 16:18SPEAKER_1: Whether sometimes the person may start from,
- 16:20SPEAKER_1: you know,
- 16:22SPEAKER_1: Eskenazi Health or Community Health,
- 16:24SPEAKER_1: it may start there, but it ends up on, you know, the east side of town.
- 16:29SPEAKER_1: Well, you know, you're going to want all that data shared.
- 16:32SPEAKER_1: You're not over here splitting hairs about, well,
- 16:35SPEAKER_1: this is just IMPD,
- 16:37SPEAKER_1: but if you went into Speedway, no, it disappeared, or Speedway can't see it.
- 16:43SPEAKER_1: You got to think about it.
- 16:44SPEAKER_1: I mean, even within Indianapolis, think about all the other law enforcement agencies.
- 16:52SPEAKER_1: The schools, the universities have these.
- 16:54SPEAKER_1: The hospitals have their own.
- 16:56SPEAKER_1: Some of the small neighborhoods have their own.
- 17:00SPEAKER_1: And so this has to be realistically like,
- 17:03SPEAKER_1: well, everybody better be sharing this information if we got it in here.
- 17:06SPEAKER_1: It'd be kind of strange to be like, well, just portions of it have
- 17:10SPEAKER_1: it.
- 17:12SPEAKER_1: I mean, overall, it just...
- 17:14SPEAKER_1: Doesn't logically make sense.
- 17:16SPEAKER_1: Yeah, everybody might not be paying their fair share,
- 17:19SPEAKER_1: but those who say I'm playing in the Flock area,
- 17:23SPEAKER_1: I think they would have access to it.
- 17:25SPEAKER_1: That'd be a reason for Butler to sign up or Ivy Tech or IU or IUPUI.
- 17:32SPEAKER_1: I mean, any of them.
- 17:34SPEAKER_1: You're going to do it and you're going to have access to all these Flock cameras.
- 17:38SPEAKER_1: If you're Lawrence,
- 17:39SPEAKER_1: if you're Greenwood,
- 17:40SPEAKER_1: if you're Southport,
- 17:42SPEAKER_1: anything surrounding, Speedway, anything surrounding Indianapolis.
- 17:46SPEAKER_1: That's why you're going to pay for it.
- 17:48SPEAKER_1: So we can all play in here.
- 17:52SPEAKER_1: If you're ultimately going to improve,
- 17:53SPEAKER_1: quote unquote,
- 17:54SPEAKER_1: public safety through this,
- 17:56SPEAKER_1: it almost has to be that way across all the entities, state, local, federal.
- 18:04SPEAKER_1: To say I'm excluding somebody, that doesn't even make sense to me.
- 18:07SPEAKER_1: Not with this technology, which you, quote unquote, are trying to use it for.
- 18:12SPEAKER_0: Well, let's chop it up what you just said,
- 18:14SPEAKER_0: you know, so people will even dive a little bit deeper into this.
- 18:20SPEAKER_0: So as part of the FAQs that we have pulled up on the screen,
- 18:24SPEAKER_0: it says there that IMPD currently leases 301 ALPRs.
- 18:33SPEAKER_0: Now, everybody,
- 18:34SPEAKER_0: remember,
- 18:35SPEAKER_0: if you were with us last week,
- 18:37SPEAKER_0: when we had the D-Flock camera information for Indianapolis,
- 18:41SPEAKER_0: when you type in Indianapolis, there's over 600 Flock cameras.
- 18:47SPEAKER_0: It says actually 627.
- 18:49SPEAKER_0: So that being said, we got to ask ourselves.
- 18:58SPEAKER_0: Who owns, you know, really?
- 19:00SPEAKER_0: IMPD has less than half.
- 19:05SPEAKER_0: Who is it owns all the other ones?
- 19:06SPEAKER_1: Well, and let's be real.
- 19:08SPEAKER_1: I mean, state police own some.
- 19:09SPEAKER_1: It means some of them, all them other entities I just mentioned, own some cameras as well.
- 19:15SPEAKER_1: Because if you're near Butler, you want some cameras.
- 19:18SPEAKER_1: If you're IUPUI, you want some cameras.
- 19:22SPEAKER_1: If you're Ivy Tech, you're going to have one or two cameras around your campuses.
- 19:27SPEAKER_1: And so that's going to add to the network.
- 19:30SPEAKER_1: So IMPD.
- 19:31SPEAKER_1: Are they telling you the truth at 301?
- 19:33SPEAKER_1: Yeah.
- 19:34SPEAKER_1: But everybody else is in Marion County.
- 19:37SPEAKER_1: Speedway, Lawrence, et cetera, Fishers.
- 19:40SPEAKER_1: Everybody's as close to Marion County.
- 19:43SPEAKER_1: Some people might want it just on the Marion County side,
- 19:46SPEAKER_1: tracking people coming in and out of Marion County,
- 19:50SPEAKER_1: coming into Hamilton County or Johnson County.
- 19:52SPEAKER_1: So you're going to have a number of entities who play in this.
- 19:57SPEAKER_1: And that's why we have 600 and some shown.
- 20:01SPEAKER_1: That's part of that Flock network.
- 20:03SPEAKER_1: Because you're not going to say, let me go be part of some other network.
- 20:06SPEAKER_1: You'll be like, let's all play together.
- 20:08SPEAKER_1: And I guarantee you they can see each other's information.
- 20:13SPEAKER_1: IMPD just don't want to see 300 cameras.
- 20:16SPEAKER_1: Not over 600 there.
- 20:18SPEAKER_1: That doesn't make sense.
- 20:19SPEAKER_1: They want to see all of them cameras.
- 20:21SPEAKER_0: One thing, just understanding at least what the reporting is.
- 20:25SPEAKER_0: You know, because none of them, you know, this is...
- 20:29SPEAKER_0: Too novel, really, for anyone to really know.
- 20:31SPEAKER_0: All this stuff is new.
- 20:33SPEAKER_0: But it's worth the discussions,
- 20:38SPEAKER_0: especially when you have one report that says,
- 20:40SPEAKER_0: hey, all this stuff is being uploaded, it's stored.
- 20:43SPEAKER_0: Not only that, it's being sold.
- 20:46SPEAKER_0: So it's like, well, wait a minute.
- 20:48SPEAKER_0: Who's buying the data?
- 20:49SPEAKER_0: And can we even rely that it's just law enforcement agencies?
- 20:54SPEAKER_0: And what are they using it for?
- 20:57SPEAKER_0: So we have to go to our break.
- 20:59SPEAKER_0: If you'd like to be part of the conversation, you can call into the radio station.
- 21:03SPEAKER_0: That phone number is 317-480-1310.
- 21:08SPEAKER_0: Once again, 317-480-1310.
- 21:11SPEAKER_0: We'll catch you on the other side of the break.
- 21:13SPEAKER_0: You're listening to the Concerned Clergy Radio Show on Praise AM 1310,
- 21:16SPEAKER_0: 95.1 FM, Indy's Inspiration Station.
- 21:27SPEAKER_0: If you'd like to be part of the program, you can call into the radio station at 317-480-1310.
- 21:33SPEAKER_0: Once again, 317-480-1310.
- 21:35SPEAKER_0: We're going to transition our conversation because there is a report,
- 21:43SPEAKER_0: another report out there in regards to where Indiana stands.
- 21:48SPEAKER_0: In regards to early childhood education,
- 21:51SPEAKER_0: and I think it's something, Mr. President, that we need to be concerned about.
- 21:57SPEAKER_0: When we're looking at this particular report,
- 22:03SPEAKER_0: it says that Indiana,
- 22:06SPEAKER_0: the state of Indiana, ranks 51st when it comes to early childhood education.
- 22:17SPEAKER_0: This isn't anything new,
- 22:19SPEAKER_0: but certainly we know all the charter changes,
- 22:23SPEAKER_0: you know,
- 22:23SPEAKER_0: here in central Indiana,
- 22:26SPEAKER_0: what they're doing across the state, you know, how they're pooling funding.
- 22:31SPEAKER_0: It's not a surprise to many of us that this is where we stand right now,
- 22:35SPEAKER_0: but it is still extremely disappointing.
- 22:40SPEAKER_1: Reverend Alexander, as of last week, 518 child care programs had closed in Indiana.
- 22:48SPEAKER_1: 518.
- 22:49SPEAKER_0: Over the last year.
- 22:51SPEAKER_1: Yes.
- 22:52SPEAKER_1: So think about that.
- 22:53SPEAKER_1: Where are all those children at now?
- 22:56SPEAKER_1: Because let me tell you,
- 22:57SPEAKER_1: not only have 518 closed,
- 23:00SPEAKER_1: there's a number of others who are close to closing, contemplating closing.
- 23:08SPEAKER_1: And what happened to those children?
- 23:10SPEAKER_1: Because they're not jumping in other daycares.
- 23:13SPEAKER_1: That's not what's happening.
- 23:15SPEAKER_1: And so we're falling behind as a state a lot of these kids are just home
- 23:21SPEAKER_1: or somebody's house babysitting themselves.
- 23:24SPEAKER_1: They're not getting structured learning.
- 23:27SPEAKER_1: You know,
- 23:27SPEAKER_1: maybe they're hanging out with great auntie,
- 23:29SPEAKER_1: great grandma or somebody, but they're not in a structured environment.
- 23:35SPEAKER_1: And so that's why we're seeing the results that we're seeing.
- 23:40SPEAKER_1: 518, you know, as of last week.
- 23:44SPEAKER_1: So, when we went down this path of not funding that, we've extremely hurt our children.
- 23:53SPEAKER_1: We've hurt the industry, you know, and I was talking to an individual yesterday.
- 24:01SPEAKER_1: I can't even make sense of it from a financial standpoint because so many people,
- 24:08SPEAKER_1: organizations including state government,
- 24:11SPEAKER_1: the United Way, et cetera, invested in childcare facilities.
- 24:17SPEAKER_1: You have a Paths to Quality process.
- 24:20SPEAKER_1: You had staff in there to ensure certain things.
- 24:24SPEAKER_1: You know,
- 24:26SPEAKER_1: United Way and others, Lilly, funded,
- 24:30SPEAKER_1: you know,
- 24:31SPEAKER_1: changes,
- 24:31SPEAKER_1: physical changes to buildings to comply and have the right resources to say,
- 24:38SPEAKER_1: okay, we're just going to kick all that to the curb and get rid of it.
- 24:43SPEAKER_1: And really leave it down to, really,
- 24:46SPEAKER_1: if you're rich and you can afford it,
- 24:48SPEAKER_1: you'll go pay for it because you have the money to do it.
- 24:53SPEAKER_1: Everybody else, though, is going to be made to suffer.
- 24:56SPEAKER_1: And this is going to be very punitive to children who,
- 25:00SPEAKER_1: quote-unquote,
- 25:01SPEAKER_1: get to kindergarten or first grade and have never,
- 25:04SPEAKER_1: ever sat in a structured environment.
- 25:07SPEAKER_1: But by third grade, though, they've got to pass as I read things.
- 25:11SPEAKER_0: Exactly.
- 25:12SPEAKER_1: Because if you don't, then you're going to get retained.
- 25:14SPEAKER_1: And so it's so punitive and it's so sad,
- 25:17SPEAKER_1: Reverend Alexander,
- 25:18SPEAKER_1: when you look at this and say, now, this is happening across the state of Indiana.
- 25:22SPEAKER_1: We can talk about the country.
- 25:23SPEAKER_1: This is the state of Indiana.
- 25:25SPEAKER_1: And we need to ask ourselves, what happened to all those kids?
- 25:28SPEAKER_1: Where are they now?
- 25:29SPEAKER_1: Because I can tell you, they're not in another child care program.
- 25:33SPEAKER_1: Because the vouchers, part of the reason it closes is that they didn't have vouchers.
- 25:36SPEAKER_1: They weren't going to get -- parents weren't going to get money.
- 25:39SPEAKER_1: And so even though they quote-unquote have opened the process,
- 25:42SPEAKER_1: it's been a very slow, long process that lacks a lot of information in it.
- 25:50SPEAKER_1: So it's difficult.
- 25:52SPEAKER_1: And so you've wasted a whole year for young people.
- 25:59SPEAKER_0: Is there even a Paths to Quality track now at all?
- 26:05SPEAKER_1: The path still exists.
- 26:08SPEAKER_1: But some of these facilities that closed were level three and level four facilities.
- 26:15SPEAKER_1: I mean, so while it exists, the question is now, why would anybody go pursue it?
- 26:21SPEAKER_1: Because until we come out,
- 26:23SPEAKER_1: hopefully in 2027,
- 26:25SPEAKER_1: which will be crucial,
- 26:27SPEAKER_1: is there going to be a commitment to addressing this and funding there?
- 26:32SPEAKER_1: Because if there is no funding,
- 26:34SPEAKER_1: the only thing you're going to see is that 518 number continue to climb.
- 26:38SPEAKER_1: And there are legislators who feel like it shouldn't be funded.
- 26:43SPEAKER_1: They feel like the rich people can do what they do.
- 26:47SPEAKER_1: Everybody else is on their own, unfortunately.
- 26:51SPEAKER_1: And so we're trying to have somewhat of a level playing field and give somebody an opportunity.
- 26:57SPEAKER_1: But there are those who don't believe they should have an opportunity.
- 27:00SPEAKER_1: So if you're born into poverty, they just say, tough luck.
- 27:06SPEAKER_0: But they're really missing it because if you look at,
- 27:09SPEAKER_0: okay, 518 programs have closed in the last year, and that's September to September.
- 27:16SPEAKER_0: If you just said there's an average of 50 children per program,
- 27:21SPEAKER_0: you know, use that as an average.
- 27:24SPEAKER_0: You're talking about 25,000 children.
- 27:26SPEAKER_1: Exactly.
- 27:27SPEAKER_0: Almost 26,000.
- 27:28SPEAKER_0: Exactly.
- 27:32SPEAKER_0: Right now is only hovering around 30,000 students.
- 27:35SPEAKER_0: So you're almost talking about an entire district of children,
- 27:40SPEAKER_0: which, well, when you really get down to it, IPS is the largest.
- 27:44SPEAKER_0: So you're taking a district load of children, if you will, and that's what we're doing to them.
- 27:52SPEAKER_0: Exactly.
- 27:53SPEAKER_0: We're hurting their ability to even have a fair start.
- 27:58SPEAKER_0: We got a caller...
- 28:01SPEAKER_0: We have Imhotep.
- 28:02SPEAKER_0: Let's go ahead and bring him in.
- 28:03SPEAKER_0: Imhotep?
- 28:05SPEAKER_2: All right, all right.
- 28:06SPEAKER_2: Good evening.
- 28:07SPEAKER_2: Thank you.
- 28:08SPEAKER_2: Hello.
- 28:08SPEAKER_2: Good evening to you.
- 28:09SPEAKER_2: Great gentlemen, and thank you for taking my call.
- 28:13SPEAKER_2: It's really painful when you consider that we have a society,
- 28:22SPEAKER_2: and you guys are shepherds of the club.
- 28:27SPEAKER_2: You know,
- 28:27SPEAKER_2: I'm a student in the -- and I've just been a student all my life,
- 28:31SPEAKER_2: and so I just try to learn.
- 28:33SPEAKER_2: And so when I listen to what you guys talk about,
- 28:36SPEAKER_2: and then we have everybody and politicians, and we've seen being Christian.
- 28:42SPEAKER_2: That's all they do on Fox News and all these other networks,
- 28:46SPEAKER_2: Braun and Lieutenant Governor and everybody.
- 28:49SPEAKER_2: They're all Christian.
- 28:50SPEAKER_2: And being a Christian is not about the world.
- 28:55SPEAKER_2: It's about indeed.
- 28:57SPEAKER_2: What I was taught growing up when I was down there with the apostolics,
- 29:02SPEAKER_2: they said they judge a man by his works.
- 29:05SPEAKER_2: So it's about the deeds you do.
- 29:07SPEAKER_2: Words are good, but deeds are plenty.
- 29:10SPEAKER_2: And the deeds of these administrations that we have in a lot of states,
- 29:15SPEAKER_2: my oldest children are in Florida,
- 29:16SPEAKER_2: my oldest son talks about how they can't get anything down there.
- 29:20SPEAKER_2: I mean, no social help.
- 29:23SPEAKER_2: I mean, you already know Florida schools are, you talk about being segregated.
- 29:28SPEAKER_2: Man, it's really bad down there.
- 29:30SPEAKER_2: And so, but they clicked on the Christian.
- 29:34SPEAKER_2: My hurt is that we can see in the last week and a half,
- 29:38SPEAKER_2: and it's only after the labor of the situation,
- 29:40SPEAKER_2: but with the Lindsey Clancy case, you know, they dog out.
- 29:45SPEAKER_2: [unclear] they're targeting him and talking about he can't pay his rent.
- 29:48SPEAKER_2: Well, he'll be able to pay his rent now.
- 29:49SPEAKER_2: He's got about $200,000 in the GoFundMe, and then he's going to sue NBC Boston for outing him.
- 29:55SPEAKER_2: So he'll be all right now.
- 29:56SPEAKER_2: But the point of the matter is that the conversation shifted,
- 30:00SPEAKER_2: and everybody forgot about the three children.
- 30:03SPEAKER_2: The children.
- 30:04SPEAKER_2: I thought the children's polls were what mattered.
- 30:06SPEAKER_2: They're innocent, the children.
- 30:08SPEAKER_2: Innocent children.
- 30:10SPEAKER_2: That's what mattered.
- 30:11SPEAKER_2: And when we see administrations and educational departments from the federal to
- 30:15SPEAKER_2: the state,
- 30:16SPEAKER_2: the states,
- 30:17SPEAKER_2: Massachusetts, I'll give credit to, and Wisconsin used to be really top tier.
- 30:21SPEAKER_2: I think they're finally coming back.
- 30:23SPEAKER_2: And then a few other states, maybe most East Coast, because Indiana slipped.
- 30:29SPEAKER_2: But most, they don't care.
- 30:31SPEAKER_2: So I don't want to,
- 30:33SPEAKER_2: I wish they would quit using that Christian label to hide behind
- 30:37SPEAKER_2: because you don't care about children.
- 30:41SPEAKER_2: And you've got a war that's costing $40 billion a total the other day.
- 30:46SPEAKER_2: Divide that amongst the 50 states and proportion it to population.
- 30:50SPEAKER_2: You could take care of a whole lot of children with the price that we're spending in wars.
- 30:55SPEAKER_0: So let's throw that out there.
- 30:57SPEAKER_2: It's really shameful.
- 30:58SPEAKER_2: But thank you for the platform.
- 31:00SPEAKER_2: And we'll keep hammering at them as much as we can.
- 31:03SPEAKER_2: Thank you.
- 31:03SPEAKER_0: All right.
- 31:03SPEAKER_0: Well, thank you.
- 31:05SPEAKER_0: We have to go to our last break of the hour.
- 31:07SPEAKER_0: If you'd like to be part of the conversation, you can call in.
- 31:10SPEAKER_0: The number, 317-480-1310.
- 31:13SPEAKER_0: Once again, 317-480-1310.
- 31:15SPEAKER_0: We're going to continue this piece of the discussion when we come back from our break.
- 31:21SPEAKER_0: Once again, we'll see you on the other side.
- 31:23SPEAKER_0: You're listening to the Concerned Clergy Radio Show on Praise AM 1310,
- 31:26SPEAKER_0: 95.1 FM, Indy's Inspiration Station.
- 31:41SPEAKER_0: When you look at the fact that 518 child care programs closed in Indiana over
- 31:48SPEAKER_0: the last year,
- 31:52SPEAKER_0: another way you can put it into perspective, Mr. President, is that's 10 a week.
- 31:59SPEAKER_0: And there's nothing being done right now that is going to stop the bleeding.
- 32:07SPEAKER_1: No, there's nothing on the best case now.
- 32:11SPEAKER_1: I mean, this will continue through 2026.
- 32:13SPEAKER_1: I'm sure most people will be waiting to see what the legislative session brings in 2027.
- 32:20SPEAKER_1: And even with that, most likely whatever the changes will not take place until July of 2027.
- 32:30SPEAKER_1: It's a budget year.
- 32:32SPEAKER_1: So will legislators put money
- 32:36SPEAKER_1: in vouchers, et cetera, to continue this?
- 32:40SPEAKER_1: So will it be like, hey,
- 32:42SPEAKER_1: because right now there's some money the governor released that's slow coming out,
- 32:49SPEAKER_1: but it's not long term.
- 32:51SPEAKER_1: It's not repetitive.
- 32:52SPEAKER_1: So that money is going to go away at the end of December.
- 32:56SPEAKER_1: And so when we get into 2027, the question is, what's going to happen?
- 33:01SPEAKER_1: When legislators go back in session, will they be budgeting?
- 33:06SPEAKER_1: And going to the governor saying, here's the deal.
- 33:09SPEAKER_1: We're going to fund vouchers.
- 33:10SPEAKER_1: We're going to do this for daycares, which is ultimately what we're going to do for children.
- 33:15SPEAKER_1: Will we go do that?
- 33:18SPEAKER_1: Or will there be excuses?
- 33:20SPEAKER_1: And we don't do that.
- 33:22SPEAKER_1: And the jury right now, it's 50-50.
- 33:25SPEAKER_1: We don't know what's going to happen.
- 33:27SPEAKER_1: We've heard the governor say he cares about children.
- 33:31SPEAKER_1: And as Imhotep said, a lot of people say it.
- 33:35SPEAKER_1: But their deeds, their actions don't line up with what they say.
- 33:41SPEAKER_1: That's how we got in this boat.
- 33:43SPEAKER_1: That's how the cuts happened.
- 33:47SPEAKER_1: They'll say they love children and cut the program.
- 33:49SPEAKER_1: They'll say they love seniors or whoever and cut Medicaid.
- 33:53SPEAKER_1: I mean, so it ain't about the verbiage they're going to give out.
- 33:58SPEAKER_1: It's about what are you literally going to do and how they're going to vote.
- 34:02SPEAKER_1: Because this will have to have, right now it's a Republican majority.
- 34:07SPEAKER_1: It'll probably still be a Republican majority.
- 34:09SPEAKER_1: You won't be able to get it done without them.
- 34:11SPEAKER_1: You will have to have Republicans saying, we care enough about children.
- 34:16SPEAKER_1: We've got to stop the bleeding of this,
- 34:18SPEAKER_1: 10 a week roughly, and say we can't continue down this path.
- 34:22SPEAKER_1: And this is what we're going to do to correct it to shift it.
- 34:28SPEAKER_1: Will that happen or will that not happen?
- 34:30SPEAKER_0: You're asking them to admit that they're the ones that messed it up.
- 34:37SPEAKER_0: All of the changes they've been making over the last 10, 20 years.
- 34:43SPEAKER_0: Here's where we're at.
- 34:44SPEAKER_0: We're 51st and they're going to come to us and say,
- 34:49SPEAKER_0: yeah, we made a mistake and here's what we're going to do.
- 34:53SPEAKER_0: They're 10 toes down on this.
- 34:56SPEAKER_0: And doing what they want.
- 34:57SPEAKER_0: This charter school movement, here's what we have to do.
- 35:05SPEAKER_0: Because this is all legislated.
- 35:09SPEAKER_0: The changes, the cuts, none of them have been community driven.
- 35:13SPEAKER_0: What a community said, hey, we want this money taken away.
- 35:17SPEAKER_0: You've never heard any outcry on anything talking about where
- 35:22SPEAKER_0: the community is coming and saying, hey, we don't want the free lunches.
- 35:27SPEAKER_0: We don't want, you know, the vouchers and, you know, the benefits and all of that.
- 35:32SPEAKER_0: This is all legislators saying we're just going to take it away.
- 35:36SPEAKER_1: We're just going to make sure that it's
- 35:39SPEAKER_0: all it is.
- 35:41SPEAKER_0: And what we got to do, we got to vote them out.
- 35:44SPEAKER_0: You got to bring in some that have the heart for the children.
- 35:48SPEAKER_1: That's the thing that everybody needs to consider coming into November.
- 35:52SPEAKER_1: You got to look at those type of things,
- 35:54SPEAKER_1: not at what somebody says on a commercial because they're subject to be lying.
- 35:59SPEAKER_1: And so you got to say, hey, wait a minute, what are you doing about this?
- 36:02SPEAKER_1: Because everybody's impacted.
- 36:04SPEAKER_1: I mean,
- 36:04SPEAKER_1: there's some people that can't work the job they want to work because they got
- 36:08SPEAKER_1: to take care of their kids.
- 36:10SPEAKER_1: So it's impacting who's working on the job.
- 36:14SPEAKER_1: All of that is impacted by it.
- 36:16SPEAKER_1: We're losing on a number of fronts, you know, the job situation, the school situation.
- 36:25SPEAKER_0: Evictions are at an all-time high.
- 36:28SPEAKER_1: Evictions are at an all-time high.
- 36:29SPEAKER_1: And you've got to remember, what happened to the staffs?
- 36:32SPEAKER_1: What happened to all these people that were working?
- 36:33SPEAKER_0: Exactly.
- 36:35SPEAKER_0: Foreclosures are up.
- 36:36SPEAKER_0: A lot of this has to be tied together.
- 36:40SPEAKER_1: Yes, because they can't make it.
- 36:42SPEAKER_1: I mean, most childcare workers,
- 36:46SPEAKER_1: if they lose their job,
- 36:48SPEAKER_1: they can't turn around and be like, okay, I'm going to be paying my rent, etc.
- 36:52SPEAKER_1: They're not over here sitting with millions of dollars in the bank.
- 36:55SPEAKER_1: That's not the kind of career field that pays that kind of money.
- 37:00SPEAKER_1: And so you take 518 programs
- 37:02SPEAKER_1: closed, look how many staff is out of jobs.
- 37:07SPEAKER_1: And what happened to those staff members?
- 37:10SPEAKER_1: Some of which you invested huge dollars in, getting CDAs, et cetera.
- 37:15SPEAKER_1: And when you close this volume, they ain't got nowhere else to go.
- 37:19SPEAKER_1: They can't take and say, well, I'll just go to this other daycare across the street.
- 37:23SPEAKER_1: Nine times out of 10, that one closed too when it's that big a number.
- 37:27SPEAKER_1: And so I don't think people think about the ramifications of it.
- 37:31SPEAKER_1: It's impacting kids.
- 37:33SPEAKER_1: It's impacting staff.
- 37:34SPEAKER_1: It's impacting the community.
- 37:36SPEAKER_1: It's impacting people who want to work and do certain things that don't have access
- 37:41SPEAKER_1: to childcare.
- 37:42SPEAKER_1: So one, if it's a two-parent home, one, somebody got to stay home.
- 37:48SPEAKER_1: One, somebody got to stay here and stay with the kids.
- 37:50SPEAKER_1: So instead of that being a two-household working family, now it becomes one.
- 37:57SPEAKER_1: So somebody got to stay home because they don't have the money to say,
- 38:00SPEAKER_1: okay, let me go pay this place.
- 38:02SPEAKER_1: It's $500 a week.
- 38:05SPEAKER_1: They don't have that kind of money,
- 38:06SPEAKER_1: and if they got two or three children,
- 38:08SPEAKER_1: next thing you know, that's over $1,000 a week, and they can't afford that.
- 38:13SPEAKER_0: Exactly.
- 38:14SPEAKER_0: Let's go ahead and bring in, we got Reverend Phillips.
- 38:20SPEAKER_0: Are you there?
- 38:21SPEAKER_3: How are you doing?
- 38:22SPEAKER_0: Good evening.
- 38:23SPEAKER_3: Yeah.
- 38:24SPEAKER_3: Yeah, good evening.
- 38:26SPEAKER_3: Can you hear me?
- 38:27SPEAKER_0: Yes.
- 38:29SPEAKER_3: Yeah, I think...
- 38:37SPEAKER_3: You're right.
- 38:38SPEAKER_3: And, uh, and, and, uh,
- 38:41SPEAKER_3: I was watching the news and, uh,
- 38:48SPEAKER_3: I think some of our state living here is not educated
- 38:56SPEAKER_3: and they, they, they,
- 38:58SPEAKER_3: they kind of see these people educated cause I don't think they understand
- 39:08SPEAKER_3: when they pass these bills and they just pass the bills and make it to put
- 39:19SPEAKER_3: the United States
- 39:24SPEAKER_3: down because they keep on passing these bills.
- 39:30SPEAKER_3: And then I was watching the news
- 39:34SPEAKER_3: where they finish the shutdown -- the judge and
- 39:41SPEAKER_3: the deputy prosecutor.
- 39:46SPEAKER_3: So I think these people are not educated and not thinking clearly.
- 39:56SPEAKER_3: They just won't title because they see the benefit.
- 40:02SPEAKER_0: All right.
- 40:03SPEAKER_0: Well, thank you so much for calling, Reverend Phillips.
- 40:06SPEAKER_0: All right.
- 40:06SPEAKER_0: Thank you.
- 40:07SPEAKER_0: Continue to listen.
- 40:09SPEAKER_0: I think it's a little bit, I don't, I would not.
- 40:11SPEAKER_0: Matter of fact, they're very educated, Mr. President.
- 40:14SPEAKER_0: When you really look at it, they know the law in and out.
- 40:18SPEAKER_0: They got a whole support staff of lawyers to help them for what they don't know.
- 40:24SPEAKER_0: There's so much money that's tied into their decisions.
- 40:28SPEAKER_0: It's not about them being uneducated.
- 40:31SPEAKER_0: They're greedy.
- 40:32SPEAKER_0: And they're on power trips.
- 40:35SPEAKER_0: That's really what it comes down to.
- 40:37SPEAKER_0: And they and it has they don't care anything about the people,
- 40:41SPEAKER_0: because when you look at it,
- 40:43SPEAKER_0: it's not like, OK,
- 40:45SPEAKER_0: Indiana is doing something that's unique or different when it's,
- 40:48SPEAKER_0: you know, compared to other Republican leaning states.
- 40:51SPEAKER_0: No, they're all doing the same thing.
- 40:54SPEAKER_0: All their people are suffering the same way.
- 40:57SPEAKER_0: Any of them could say, hold on now, we're hurting my constituents as a Republican.
- 41:04SPEAKER_0: That's not really happening.
- 41:08SPEAKER_1: Well, the sad part of it is, though, there's a number of people suffering.
- 41:11SPEAKER_1: So in the 518, they're not all in Indianapolis.
- 41:15SPEAKER_0: They're in rural
- 41:16SPEAKER_1: areas.
- 41:18SPEAKER_1: Across the state.
- 41:19SPEAKER_1: So they vote against their own interests.
- 41:22SPEAKER_1: They go and say, okay, I'm going to go over here because I think I'm just hurting...
- 41:28SPEAKER_1: Daycares on 38th and Post Road.
- 41:31SPEAKER_1: No, you're hurting children across the board, across the horizon.
- 41:37SPEAKER_1: And somebody's doing it on purpose.
- 41:38SPEAKER_1: It's intentional.
- 41:40SPEAKER_1: They can get away with it because greed is prevailing.
- 41:45SPEAKER_1: And the only real choice, because you have to impact policy.
- 41:49SPEAKER_1: There needs to be a clear message that we're not going to continue to put you back
- 41:54SPEAKER_1: in office and this is what you're delivering.
- 41:57SPEAKER_1: I mean, some of this stuff like around education, et cetera.
- 42:01SPEAKER_1: Bob Behning is the chair of the Education Committee.
- 42:06SPEAKER_1: He's on the ballot this year.
- 42:09SPEAKER_1: So when you look at education and where we're ranking.
- 42:14SPEAKER_0: 51st.
- 42:14SPEAKER_0: 51st.
- 42:16SPEAKER_1: This is stuff that he's been behind.
- 42:18SPEAKER_1: He's been there for over 20 years.
- 42:20SPEAKER_1: He's been the leader.
- 42:22SPEAKER_1: How do you justify putting him back in office,
- 42:25SPEAKER_1: because it can't be just because, well, I know his name, so let me put him back.
- 42:30SPEAKER_1: Where's the consequences for this right here?
- 42:33SPEAKER_1: Because there ought to be consequences to that across the board.
- 42:37SPEAKER_1: And when you can do this type of stuff,
- 42:40SPEAKER_1: Reverend Alexander,
- 42:41SPEAKER_1: and there are no consequences, that's what allows so much more of it to happen.
- 42:46SPEAKER_1: And so then in Indiana, what we're known for is, look what we did, and we got away with it.
- 42:53SPEAKER_1: And so other states, Mississippi, et cetera, is looking at this, oh, we can go do this too.
- 42:59SPEAKER_1: And so there's fallout from that.
- 43:03SPEAKER_1: When there ought to be consequences that says, hey,
- 43:05SPEAKER_1: wait a minute,
- 43:06SPEAKER_1: those people who worked in those places,
- 43:08SPEAKER_1: those people who own those business,
- 43:09SPEAKER_1: those parents who had children there, all that group should be saying, hold it.
- 43:16SPEAKER_1: I ain't down with that.
- 43:17SPEAKER_1: That's not even to my own personal benefit.
- 43:21SPEAKER_1: Why in the heck would I put somebody back in office who was doing these things?
- 43:28SPEAKER_1: And some of which have a long history.
- 43:31SPEAKER_1: So you can look and say it ain't like, well, maybe they're going to do better.
- 43:34SPEAKER_1: They figured something out.
- 43:35SPEAKER_1: You got people like Bob Behning has been there,
- 43:38SPEAKER_1: who's the chair of the education committee, who's behind all of this stuff.
- 43:42SPEAKER_1: He's been here the whole rip.
- 43:44SPEAKER_1: And there are no,
- 43:46SPEAKER_1: you would think,
- 43:47SPEAKER_1: well, aren't you going to hold somebody accountable for where our grades are?
- 43:51SPEAKER_1: Are we going to hold somebody accountable for where our education system is?
- 43:56SPEAKER_1: How do you keep awarding the person who was in charge of it and you look and say,
- 44:01SPEAKER_1: well, these numbers over here are terrible?
- 44:04SPEAKER_0: Well, no, then you blame it on the Black parents.
- 44:06SPEAKER_0: Well, it's a parent issue.
- 44:08SPEAKER_0: Now, wait a minute.
- 44:09SPEAKER_0: This is the entire state where we rank 51st.
- 44:14SPEAKER_0: Exactly.
- 44:15SPEAKER_0: If that doesn't send a message, I don't know what does.
- 44:18SPEAKER_0: And this is the whole state where 518 child care programs close.
- 44:25SPEAKER_0: You know, like you said, rural areas as well.
- 44:29SPEAKER_0: We need to wake up.
- 44:30SPEAKER_0: I mean, folks really need to wake up.
- 44:33SPEAKER_0: And I think, Mr.
- 44:33SPEAKER_0: President,
- 44:34SPEAKER_0: we have a good opportunity to do it because even though this time last year,
- 44:40SPEAKER_0: you know,
- 44:41SPEAKER_0: the fight was all about redistricting all over the place here in the United States.
- 44:46SPEAKER_0: I'm not sure all the effort and the money that was spent in that,
- 44:52SPEAKER_0: it's certainly my hope,
- 44:54SPEAKER_0: but I'm not sure that that's going to go the way they anticipated because there's
- 44:59SPEAKER_0: so many people that are upset and want to change.
- 45:03SPEAKER_1: It very well could blow up in your face because you have impacted a ton of families.
- 45:09SPEAKER_1: A ton of families,
- 45:11SPEAKER_1: whether it's the ones that work there,
- 45:13SPEAKER_1: cleaned up there, whatever their job was, to the parents who were taking kids there.
- 45:18SPEAKER_1: They still, they got to have a place to take their children.
- 45:22SPEAKER_1: And so unless you're just rich, okay, then,
- 45:26SPEAKER_1: but that's not a solution to say,
- 45:28SPEAKER_1: okay, everybody's rich is going to be here and everybody else is on this other side.
- 45:34SPEAKER_1: And, you know, we ain't going to try to help you make it.
- 45:37SPEAKER_1: Well, that's a rough world to
- 45:39SPEAKER_1: live in.
- 45:39SPEAKER_1: I don't think you're going to like and appreciate it as you go up the chain
- 45:45SPEAKER_1: and things happen because you don't know how that's all going to play out
- 45:48SPEAKER_1: because you can't keep people secluded from one another.
- 45:51SPEAKER_1: Eventually, they're going to be crossing paths.
- 45:55SPEAKER_1: I think sometimes people lose sight of that.
- 45:57SPEAKER_1: You really want to invest in our children.
- 45:58SPEAKER_1: You ought to care about our children and try to make it as close as possible as possible.
- 46:04SPEAKER_1: A level playing field and give people opportunity.
- 46:06SPEAKER_1: And I'm with Gerrelian.
- 46:08SPEAKER_1: And Black people, we better wake up.
- 46:10SPEAKER_1: This thing is real.
- 46:11SPEAKER_1: This thing got real with me.
- 46:12SPEAKER_1: Some of the even the larger Black level four facilities in Indianapolis are closing up.
- 46:23SPEAKER_1: They're closing shop.
- 46:24SPEAKER_1: They're saying, hey, man, we out of this business.
- 46:26SPEAKER_0: Well, and it's not like it's not like you had certain
- 46:32SPEAKER_0: places that now are just overflowing.
- 46:37SPEAKER_0: It's not like they're landing in other daycare places or schooling.
- 46:42SPEAKER_0: They're not going there.
- 46:43SPEAKER_0: It's not like somebody else is saying, we've just grown so much.
- 46:48SPEAKER_0: Everybody's numbers are going
- 46:49SPEAKER_1: down.
- 46:51SPEAKER_1: Because there's no vouchers there.
- 46:53SPEAKER_1: The reality is, if that parent don't have a voucher, they ain't going nowhere.
- 46:59SPEAKER_1: Because they can't afford it.
- 47:01SPEAKER_1: If I'm here needing a voucher,
- 47:03SPEAKER_1: and you're not giving out vouchers,
- 47:04SPEAKER_1: and we spend almost a year not giving out a single voucher,
- 47:08SPEAKER_1: you drove these businesses in the ground,
- 47:14SPEAKER_1: literally, and you just drove them out of business.
- 47:17SPEAKER_1: And if you're not going to say,
- 47:20SPEAKER_1: in order to really make this work,
- 47:23SPEAKER_1: the legislators will have to come back and say, we're all in.
- 47:28SPEAKER_1: Here's a budget.
- 47:30SPEAKER_1: For 27, 28, we will continue to fund early childhood education.
- 47:37SPEAKER_1: We're committed to it.
- 47:38SPEAKER_1: We're going to pass the quality, whatever, and throw resources behind.
- 47:43SPEAKER_1: If you don't hear that,
- 47:45SPEAKER_1: you don't see that,
- 47:47SPEAKER_1: then on this other side,
- 47:49SPEAKER_1: we're all in trouble because you got to be like, is this going to make it or not?
- 47:56SPEAKER_1: Because if you're not with some facilities,
- 47:59SPEAKER_1: has a number of rich clients, per se, where they can just pay cash.
- 48:05SPEAKER_1: You can make it, but everybody that's counting on vouchers, you won't be able to make it.
- 48:11SPEAKER_1: Because we're going to need to know.
- 48:13SPEAKER_1: I think,
- 48:14SPEAKER_1: you know,
- 48:14SPEAKER_1: if you want people engaged in this industry,
- 48:17SPEAKER_1: you're going to have to be like,
- 48:19SPEAKER_1: we're going to take care of people who are working in this industry.
- 48:23SPEAKER_1: The teachers, et cetera, and they're going to be vouchers.
- 48:26SPEAKER_1: And it's not a one-time fit.
- 48:28SPEAKER_1: Now, y'all come back and ask us again January of 2028.
- 48:34SPEAKER_1: We'll think about it.
- 48:36SPEAKER_1: We need a commitment.
- 48:38SPEAKER_1: You need something that's going to be sustainable.
- 48:40SPEAKER_1: And they need to demonstrate that.
- 48:42SPEAKER_1: The governor, as well as those legislators, need to demonstrate it with their action.
- 48:50SPEAKER_1: And they got to say they're concerned about kids.
- 48:52SPEAKER_1: We're committed to this.
- 48:53SPEAKER_1: We're not going to be 51st.
- 48:55SPEAKER_1: We're going to improve.
- 48:56SPEAKER_1: Here's what we're going to do to get this up.
- 48:59SPEAKER_1: We got to hear that type of message.
- 49:01SPEAKER_1: If there's no messaging around it, then I think it's business as usual, which will not be good.
- 49:08SPEAKER_1: That 518 will just continue to grow.
- 49:12SPEAKER_0: Well, there's nothing stopping it now.
- 49:14SPEAKER_0: And if anything,
- 49:18SPEAKER_0: and because you talked about it earlier,
- 49:20SPEAKER_0: we cannot wait on this because we're going to lose a generation.
- 49:27SPEAKER_0: Very quickly, they'll be in the third grade, okay?
- 49:31SPEAKER_0: And they'll have to take these standardized tests.
- 49:35SPEAKER_0: And it won't just be Black youth that will be failing.
- 49:39SPEAKER_0: It's going to be a whole lot of children.
- 49:42SPEAKER_0: Across the state.
- 49:43SPEAKER_0: Across the state.
- 49:45SPEAKER_0: So we're going to stop right there.
- 49:47SPEAKER_0: We certainly want to wish our president happy birthday once again.
- 49:52SPEAKER_0: Appreciate you for hanging out with us on your birthday evening.
- 49:56SPEAKER_0: You know, the way folks do it now, they take the whole month off for their birthdays.
- 50:01SPEAKER_0: I hear you.
- 50:03SPEAKER_0: But I heard you a couple times on Praise AM 1310 today.
- 50:08SPEAKER_0: So thanks for hanging out.
- 50:11SPEAKER_0: Certainly wish you the best.
- 50:13SPEAKER_0: Enjoy.
- 50:14SPEAKER_0: And for all of you that were part of the program by listening or calling,
- 50:19SPEAKER_0: we hope you have a blessed week.
- 50:21SPEAKER_0: Have a good one.
- 50:26SPEAKER_4: You've been listening to the weekly town hall meeting brought to you by
- 50:29SPEAKER_4: the Concerned Clergy in cooperation with Praise, AM 1310, 95.1 FM.
