- 0:02the news of Hazzard in Perry County, com Many Townshend.
- 0:05We begin with the online edition dated March twenty fifth,
- 0:09twenty twenty six, as a reminder, radioized of reading service
- 0:14intended for people who are blind or have other disabilities
- 0:17that make it difficult to read printed material. Perryman charged
- 0:22with murder in connection with teen's death in an ATV crash.
- 0:26A Perry County man has been arrested and charged with
- 0:29murder following a February twenty eight ATV crash on Bacco
- 0:34that resulted in the death of a sixteen year old girl,
- 0:38according to Perry County Sheriff Joe Ingle. According to Ingle,
- 0:42Noah Back, twenty six, of Iaco was arrested at approximately
- 0:46one thirty pm on March twenty first and lodged in
- 0:50the Kentucky River Regional Jail. After conferring with Commonwealth Attorney
- 0:54John Hanson, we've established that cause exists that the eye
- 1:00actions Noah Byck took on February twenty eight exhibited extreme
- 1:03indifference to human life, which resulted in the death of
- 1:07sixteen year old Miss Emmalyn Clark, said Ingle. Ingle said
- 1:11the incident occurred at approximately nine pm on February twenty eighth,
- 1:16when the Perry County Sheriff's Office received a call reputting
- 1:19an ATV crash on Oakwood Avenue in Bacco. According to
- 1:24the investigation, there were four individuals on the ATV at
- 1:28the time of the crash, two juvenile females, one of
- 1:32whom was operating the vehicle, and two adult males. Ingle
- 1:36said the sixteen year old driver lost control of the ATV,
- 1:40which went over an embankment, resulting in Clark's death. One
- 1:45of the male passengers was transported from the scene and
- 1:47treated for serious injuries. Ingle added the preliminary findings from
- 1:53the Perry County Corner's Office confirmed Clark was not under
- 1:56the influence of drugs or alcohol at the time of
- 1:59the d death. As the investigation progressed, Ingle said Deputy's
- 2:05work to determine the circumstances leading up to the crash,
- 2:09including the role of alcohol. The sixteen year old juvenile
- 2:13driver gave a statement to Deputy Steve Average that she
- 2:17was driving the vehicle at the time of the crash.
- 2:19She said she was asked several times about this and
- 2:23also in the presence of her parents at the hospital
- 2:26and was persistent with Deputy Average that she was the driver.
- 2:30Deputy Average then proceeds and obtains a search warrant for
- 2:35blood test due to being a fatality and to conduct
- 2:38an investigation. Was obtained. After the search warrant and sent
- 2:42by mail to the KSP lab in London for testing.
- 2:46The sixteen year old juvenile was cited for DUI and
- 2:50released to her parents that night. Ingle said further investigation
- 2:54uncovered evidence that alcohol had been purchased and provided to
- 2:58the driver before the crash. The next few days, Deputy
- 3:03Average conducts investigations by gathering video footage from Raimi's gas
- 3:09station and Vaiko is showing Noah Back purchasing alcohol and
- 3:14on video is shown placing it in the possession of
- 3:16the sixteen year old juvenile. Receipts showing the purchase of
- 3:20alcohol and the video of him purchasing it were obtained.
- 3:25Ingle said charges were delayed while awaiting toxicology results from
- 3:30the Kentucky State Police laboratory. During the last several weeks,
- 3:34Deputy Average was held up from charging anyone with the
- 3:38death of Clark, so blood tests could be examined by KSP.
- 3:43These results usually take up to thirty days to receive.
- 3:47We could not place charges until we could verify by
- 3:50factual blood evidence that alcohol provided by by played a
- 3:55role in the death of Clark. These results Ingle said
- 3:58were expediti because of the fatality. This past Friday, KSP
- 4:04Lab in London called me with blood results because we
- 4:07asked if they could expedite the process due to the fatality,
- 4:11said ingall the preliminary alcohol blood tests revealed the sixteen
- 4:15year old charge with Dui was over the legal limit.
- 4:20It's at this time Friday, the twentieth of March, we
- 4:23were able to consult with Commonwealth's Attorney John Hanson on
- 4:27how to proceed with the charges since we now have
- 4:30the preliminary blood results. Following consultation with Hanson, Ingle said,
- 4:36investigators determined that Back's actions warranted a murder charge. Hanson
- 4:42advised that we proceeded with a charge of murder. He said,
- 4:46we and he believed there is probable cause that Noah
- 4:50Baick purchased alcohol for a child then allowed the intoxicated
- 4:54child to operate an ATV. She's in no way should
- 4:58have been allowed to operate intoxication and not being able
- 5:02to control the vehicle in the circumstances, we believe Back's
- 5:06actions created a situation that had exhibited extreme indifference to
- 5:11human life and resulted in the death of Clark. Back,
- 5:15being an adult, created the situation as the culpable person
- 5:19in the death of Clark. Ingle emphasized that investigators do
- 5:24not intend to pursue additional charges against the juvenile driver
- 5:28beyond the dui offense. Speaking to mister Hanson, he nor
- 5:33PSCO has any interest in charging the sixteen year old
- 5:37girl with anything other than ui of the vehicle. He
- 5:42said the Sheriff's office seized the driver as a victim
- 5:45of this crime as well. He added that additional charges
- 5:49may be forthcoming as the case moves forward. This arrest
- 5:53stems only from the accident. Angle said, we expect to
- 5:57add charges of unlawful transactions with a mind when the
- 6:00case is presented to the grand jury. Ingle also said
- 6:04further investigations are ongoing, including digital evidence and other potential
- 6:10aspects of the case. We also, during the first week
- 6:14of March, conducted a search warrant on the phone of
- 6:16Noah Back. He said, federal investigators upon request by Commonwealth's
- 6:21Attorney Hanson, have agreed to and have taken the phone
- 6:25into their possession for examination. I cannot comment on their investigation.
- 6:32The Sheriff's office also is investigating whether there was an
- 6:35inappropriate relationship between Back and the sixteen year old driver
- 6:40that we charged, said Ingle. That investigation will take some
- 6:44time and we will proceed with charges later if probable
- 6:47cause is determined that Kentucky law has been violated. Ingle said,
- 6:52additional agencies are also reviewing the case. To my knowledge,
- 6:58Search of Social Services are conducting their own independent investigation,
- 7:03as well as Perry County Schools. He said, We're waiting
- 7:06for the conclusion of their reports and investigations to see
- 7:09if they offer any more insight that we can use
- 7:12in the course of our investigations. Ingel noted that, based
- 7:16on the investigation, Bick was the only adult identified as
- 7:20purchasing and providing alcohol to the miners involved. KSP investigating
- 7:26fatal crash. The Kentucky State Police Critical Incident Response Team

- 10:51Doctor link the Perry Peel pipeline sentenced to two years
- 10:54in prison. An Illinois doctor who pleaded guilty to being
- 10:58involved in a pill pipeline that brought drugs into Perry
- 11:01County has been sentenced to serve more than two years
- 11:05in prison, according to a statement from the office of
- 11:09First Assistant US Attorney for the Eastern District of Kentucky,
- 11:12Paul McCaffrey. On March seventeenth, U S District Judge Claria
- 11:17horn Boom sentenced Ranjit singh Wayhe seventy eight, to serve
- 11:23twenty nine months on a charge of conspiracy to distribute
- 11:26oxycodone and methodone. According to his plea agreement beginning in
- 11:32twenty nineteen and continuing through twenty twenty two, while he
- 11:37conspired with others to dispense control of substances, including oxycodone
- 11:41and methodone, outside the scope of professional practice and not
- 11:46for a legitimate medical purpose as part of the conspiracy.
- 11:51The statement said why he employed Judith Harkski as a
- 11:56receptionist in Midwest Physician Payne Center while He's pain clinic
- 12:01in Chicago during the conspiracy time period, patients regularly traveled
- 12:06to this clinic and, without seeing Wahee or any doctor,
- 12:10paid Harshty cash in exchange for prescriptions that were previously
- 12:16signed by Wyhee for oxycodone, methodone and other control substances.
- 12:22The agreement said numerous Perry Counting patients regularly traveled to
- 12:27the clinic and, without seeing Wahee or any other doctor,
- 12:31paid Harksey cash copay, and received prescriptions previously signed by
- 12:38Wyhee for oxycodone and methodone. Harsty, the agreement said, never
- 12:43possessed a prescribing authority and why he either knew or
- 12:47deliberately ignored a high probability that the manner in which
- 12:52he agreed to operate Midwest Physician Pain Center with calls
- 12:57for federal law unauthorized controls substance prescriptions to be issued.

- 13:44Hazard Fire leaves one HFD firefighter injured. HFD units have
- 13:51cleared the scene of a large structure fire in a
- 13:54commercial garage located at Jones Lane off Dwayne Mountain, said
- 13:58Hazard Fire Chief Robert Keith in a statement. Tanker two
- 14:03and a crew of HFD units responded to the scene
- 14:06to assist Jake's Branch Fire Department with manpower and water supply.
- 14:11The statement said extensive fire conditions were found on arrival,
- 14:15but cruised battle to prevent further growth and sustained the blaze.
- 14:19The fire is out at this time. One firefighter was
- 14:23transferred to Hazard Regional Hospital for injuries sustained while on
- 14:29the fire. Multiple other fire departments from the area were
- 14:33called to assist. Prairie County Emergency Management and AEP assisted
- 14:37on the scene. Prairie County Ambulance transported one firefighter to
- 14:41Hazard ARAH from the scene. The statement said. The Hazard
- 14:47City Commission approved two promotions within the fire department on
- 14:50March twenty third. At the recommendation of Fire Chief Robert
- 14:54Keith Raven Ritchie along with Timothy Allen, were promoted from
- 15:00part time to recruit fireman. High priority anti grooming bill
- 15:06advances in Kentucky legislature. A Kentucky Republican bill to criminalize
- 15:12the sexual grooming of minors cleared another legislative hurdle Thursday.
- 15:17The Senate Judiciary Committee passed House Bill four, which is
- 15:21a high priority for House Republicans. The bill needs approval
- 15:25from the full House and a signature from the governor
- 15:28to become law. HB four, which has forty two sponsors,
- 15:34would add a punishment for when adults groom children for sex,
- 15:38filling a gap in Kentucky law. We've got an increasing
- 15:42problem across our commonwealth, one in ten children are sexually abused,
- 15:47and the ones that those are the ones we know about.
- 15:51Primary sponsor Representative Mary Anne Proctor, or Republican from Union,
- 15:56told this to the committee. Grooming is the intention, manipulative
- 16:01and deceptive process where a predator developed a relationship with
- 16:05a child to prepare them for future acts of sexual abuse.
- 16:10What this bill seeks to do is stop that behavior
- 16:13before it's progressive to sexual assault. HB four would add
- 16:19a Class A misdemeanor charge for grooming, unless the miner
- 16:23is younger than twelve years old, in which case it's
- 16:26a Class D felony. According to the bill, for those
- 16:30in trusted positions, grooming a minor is a Class D
- 16:34felony unless the miner is younger than twelve, in which
- 16:38the case it is a Class C felony. The bill
- 16:42lays out exemptions for lawful or legitimate communications, including teaching.
- 16:49Legitimate teaching includes sexuality or sexually transmitted diseases, age, appropriate
- 16:54conversations about puberty and sexuality between the child and their parent,
- 16:59reguardian and more. This Kelly, the Commonwealth's attorney in Boon
- 17:04and Gallatin County, said that Thursday. The bill was carefully
- 17:08crafted to protect people who have good faith communications with youth.
- 17:13This is an intent statute. We have to prove not
- 17:18only that they committed certain objective functions, but they also
- 17:22did so with ill intent. It's an incredibly difficult barrier
- 17:26to do as a prosecutor. Kelly said, I think the
- 17:29only way we're going to be able to prosecute people
- 17:32for this is when the intent is so manifest from
- 17:36what they're doing. KYTC non official signs prohibited on state
- 17:43highway rights of way, the Kentucky Transportation Cabinet said in
- 17:47a statement in March twentieth, it's reminding political candidates and
- 17:51property owners that campaign, yard, sale, business and other non
- 17:56official signs are prohibited on state highway rights of way.
- 18:01Our primary concern is safety for drivers, as well as
- 18:05for our employees and contractors who work to maintain the
- 18:08state's roadways, said Chief District Engineer Mary westfall Homebrook of
- 18:14Kentucky Department of Highways District twelve. Illegally placed signs or
- 18:19a distraction and can be a safety issue for motorists
- 18:22when blocking the view of oncoming vehicles. They can also
- 18:27endanger mowing crews or pose a hazardous drivers who run
- 18:30off the roadway, particularly when installed with large wooden or
- 18:35metal stakes. DEA answers called to band designer xenas nationwide.
- 18:42Kentucky Attorney General Russell Coleman announced in a statement March
- 18:46eighteenth that the Trump administration acted on his request to
- 18:50create a nationwide band on a drug that contributed to
- 18:54the deaths of nearly fifty Kentuckians. The US Drug Enforcement
- 18:59Administration formally added bromazolam to the Federal Schedule of Controlled Substances,
- 19:06A Schedule one drug designation in powers law enforcement across
- 19:10the country to crack down on romazolam while increasing the
- 19:14awareness of the drug's potentially deadly effects. Last year, the
- 19:19statement said, Coleman led a twenty one state coalition calling
- 19:24on the DEA to schedule the drug called designer xanax.
- 19:30Bromazolam is passed off as prescription pills commonly used to
- 19:34create to treat conditions such as anxiety disorders, insomnia, and seizures.
- 19:42The statement said. Sold on the streets and online, bromazolam
- 19:46has proven to be highly potent and even lethal, especially
- 19:50when combined with opioids or other central nervous system depressants.
- 19:55The statement said from the opinion page Empty Year Cassidy.
- 20:01I was a teenager when I first turned my radio
- 20:04dial far to the left and lanned it on Whitzburg
- 20:07based eighty eight point seven WMMT. For those unfamiliar, WMMT
- 20:13is part of Apple Shop that's manned almost totally by
- 20:16volunteer DJs. As such, it's quite a bit more musically
- 20:21diverse than your typical commercial radio station. WMMT has long
- 20:27been a part of my life, as I've listened at
- 20:30various times, sometimes because I was limited to only having
- 20:34a radio in the vehicle, sometimes just because I recently
- 20:39canceled my satellite radio subscription for a lot of different reasons,
- 20:43including podcast apps, streaming music services, and the fact that
- 20:48I have nearly my entire collection of CDs on my
- 20:51phone now. Sometimes, however, you just want to get into
- 20:56your car and go, and that's where WMMT is coming
- 21:00for me as of late. And I'm glad to say
- 21:03that WMMT is still the mastion of musical diversity and
- 21:07weirdness that it always was, thank God. While I haven't
- 21:12really expressed it as much in my adulthood. I've always
- 21:16been musically inclined, playing several instruments in high school and
- 21:20playing the guitar after, though I've kind of left that
- 21:24behind as I've gotten older. WMMT played a role in
- 21:29that and introducing me to an incredible range of music
- 21:32in my formative years, from punk, metal and alternative music
- 21:37that were my favorites in youth, to other forms such
- 21:40as jazz, world music, and especially the roots, country, blues,
- 21:45and bluegrass. I was closely connected to them in the
- 21:49region I call home. I blamed WMMT for the fact
- 21:54that even now, the aforementioned CD collection on my phone,
- 21:58when placed on random jumps from Mickey's Gags to Guerrilza
- 22:03to led Zeppelin to Fugazy to Felonious Monk and beyond.
- 22:08It's all because of a condition I'm proud to have
- 22:11that I turned empty ear get it MMT ear because
- 22:17of my chronic case of empty ear. I simply love
- 22:20music of all kinds, and that's what makes it so
- 22:24important to our region and our people, even its tastes
- 22:27move away from radio as a go to medium. Appalachia
- 22:32is a much more culturally diverse place than people give
- 22:36it credit for when it comes to things like music,
- 22:39we have to be with limited access. You have to
- 22:43be willing to give other types of art a chance.
- 22:46It was even more that way when I was younger,
- 22:49when you had a very limited number of places from
- 22:52which you could buy music. In that WMMT isn't just
- 22:57creating a cultural standard, it's an expression of the very
- 23:01nature of the region it calls home. I'm grateful that
- 23:05WMMT existed then and exists now, giving not only listeners
- 23:10an opportunity to hear some great music, but also giving
- 23:14those DJs an opportunity to share it. It's truly a
- 23:18community effort. While I enjoyed satellite radio for the years
- 23:23I had it, it still doesn't quite feel the same
- 23:26as turning on possum radio or real people radio or
- 23:30whatever you want to call it. And I'm glad that
- 23:33canceling satellite radio has given me an opportunity to reconnect
- 23:38with WMMT. It feels like home. So if you're looking
- 23:43for DIVERSI val you're listening and unpluged from the World
- 23:46Wide Web for a while, just go to the left
- 23:49of the dial and tune in eighty eight point seven.
- 23:52All of It may not be your vibe, and you
- 23:55may get a little static interference the further you get
- 23:58from Whitesburg, but it still sounds a lot better than
- 24:02most everything else out there. Who knows, maybe you'll also
- 24:05develop empty year, and if you do, your life will
- 24:08be much richer for it. Yes, col On Week eleven
- 24:13of the twenty twenty sixth Legislative Session by Brand and Smith,
- 24:18State Senator. To begin with, I want to express my
- 24:21deep sadness at the loss of Technical Sergeant Ashley B. Pruitt,
- 24:25a proud Kentuckian from Bargetown, who made the ultimate sacrifice
- 24:29while serving our country overseas at just thirty four years old.
- 24:35Crew had exemplified the courage and dedication of our armed forces.

- 25:00One of the numerous bills approved in the Senate this
- 25:03week was Senate Bill twenty to eighty nine, which I
- 25:07was proud to co sponsor. The bill is known as
