I thought of this today as the weather prediction called for rain. I learned this a few years back and it changed how I looked at these predictions. The percentage for precipitation is based on historical times it rained with the same atmospheric conditions of that day. Each time it rains again, that number might rise. It lowers, however, each time it doesn't rain. We can use this for our habits. Historically, you've chosen wrong more often than not.
