- 0:00OK, just quickly, I want to go through First off, discuss the,
- 0:05the episode that I put out just the other day talking about how
- 0:08Queensland Police Service has been accused of blocking,
- 0:12blocking a release, blocking the release of a report, a damaging
- 0:19report about their service delivery programme.
- 0:23And this is according to the internal email.
- 0:25So I did that, did that podcast, that episode the other day,
- 0:28Friday evening. I noticed it was really late in
- 0:31the evening. I noticed that this story came
- 0:33out and it was at the time, it struck me as a little, a little
- 0:37strange, I thought because, you know, generally you see things
- 0:42come out and well, I, I don't know, I just thought it was, it
- 0:49came through on my news feed. And now according to the ABC,
- 0:52their website, it was brought out released on Wednesday at
- 0:555:40 AM. This was the only, the ABC was
- 1:02the only one that I'd noticed had run with this particular
- 1:05story. You know, Queensland Police
- 1:07Service, while under the watchful eye of Katarina
- 1:12Carroll, blew through $25.9 million, twenty 5.9 million of
- 1:22trying to trying to implement the service delivery programme.
- 1:29So you get 25.9 million in and then you decide it's not
- 1:33working, pull the plug. I did.
- 1:37I think it's really strange to me ABC are the only ones that
- 1:42that publish this story. It goes out 5:40 AM apparently
- 1:47on Wednesday. I only saw it come through my
- 1:49news feed and you know, I'm, I'm nobody, but I just it came
- 1:53through on my news feed really late that night, really late
- 1:57that, that night, which at the time I thought it's a bit
- 1:59strange to get a story, which I think is fairly important.
- 2:02And it only comes up, I think it was like 11:45, you know,
- 2:06midnight, almost midnight on the Friday night the night before
- 2:10the election. Believe it was.
- 2:12So I see this come up, but OK, it seemed to be strange.
- 2:15But you know, I love a good love a good story about the police,
- 2:21the police being inept. Well, when I said police being
- 2:24inept, I'm talking about the, the hierarchy commissioners, you
- 2:26know, all that stuff. So anyway, 24.9 million, nothing
- 2:30to show for it the next day. Usually with these kinds of
- 2:35stories, other other outlets pick up on it.
- 2:38They're talking about it. This is a lot of money for them
- 2:41to blow through and no one has held accountable.
- 2:44And that's really what I, what I took out of that whole article
- 2:47when I was reading, I thought, isn't it strange that no one has
- 2:50come out and said, well, someone's got an answer for
- 2:52this. Where's the where did the money
- 2:54go? What did you spend it on?
- 2:56You just, you've told us you spent all this public money,
- 3:01who's held accountable for wasting it?
- 3:03It's 25925 point 9 million. Especially when there's a couple
- 3:07of comments, one in particular talking about how they're still
- 3:12in a, a legal fight. I don't want to talk about it,
- 3:16but you know, in a legal fight with QPS and the Queensland
- 3:22Police Service are looking at taking them for legal costs as
- 3:26well. There I think it's six of them
- 3:29are going for Q cat. I think it's all tied in with
- 3:33all tied in with the mandate. So legal, legal costs.
- 3:39QPS want the legal costs them to pay legal costs.
- 3:41OK, No one's saying anything about the 25.9 million.
- 3:47And I thought, I was thinking about this, the whole, the whole
- 3:50story. And I thought, isn't it strange
- 3:51that I only saw this story comes out late that evening, the next
- 3:56day, no one else had run with this story at all.
- 3:59It hadn't been republished by anyone else.
- 4:01No one's talking about it. It's just and and it was gone.
- 4:07The story. I've looked it up, trying to
- 4:09find where it is. It's still the ABC looks like
- 4:12the only ones that have spoken about it, they've put out one
- 4:16article about it. And I thought, well, isn't this
- 4:19very strange That's, you know, QPS always talk about being open
- 4:23and transparent. And yet maybe it's just my
- 4:28overly suspicious mind, but I'd, I'd be willing to bet that they
- 4:33are behind this story getting no traction, that there was a
- 4:36reason why it was put out so close to the upcoming election.
- 4:40Because hey, all of our, all of our media here in Queensland.
- 4:45So we're so wrapped up in the election and what was going on,
- 4:49you know, no one really want to get into the drudgery of
- 4:54Katarina Carroll and her ineptitude.
- 4:58So I think this is what QPS were looking for.
- 5:00They were looking basically to bury the story and everyone is
- 5:04just too focused on on the upcoming election.
- 5:08And now we have the now we have the LNP.
- 5:13So our Conservative government, and we're, if just in case
- 5:17you're not from Australia, yeah, I think a Conservative
- 5:20government, our conservative is not, it's not like American
- 5:23Conservative government. Our conservative is more about,
- 5:27it's more about being fiscally, financially conservative more
- 5:32than anything else anyway. So, but our Labour government,
- 5:36they lost the election because they just for some reason, it
- 5:41just did not dawn on them that maybe, you know, inflation is
- 5:46just going through the roof and maybe a government shouldn't
- 5:49just be spending like a like a drunken sailor, just just
- 5:55ridiculous. But Labour's always been like
- 5:57that. They always love to spend the
- 5:58public purse. So yeah, Anyway, so just dawned
- 6:02on me. That's is it.
- 6:04Well, I think it's suspicious that, you know, they're this
- 6:08story of I think misspending, misusing public money, no one
- 6:15being held accountable for it. Katarina was just able to, you
- 6:18know, she didn't even have to finish out her contract.
- 6:20She pulled the pin several months early.
- 6:23She's just ridden off into the sunset, 25.9 million blown.
- 6:28No one's held accountable. But yet some other other
- 6:31officers who are fighting with Queensland police, going through
- 6:35Q cat and Queensland police are riding them, are looking for the
- 6:39money off them. It just blows your mind, blows
- 6:44your mind. They have one standard for
- 6:46themselves. They don't want to be held
- 6:48accountable. They don't want to be held
- 6:50accountable for anything. I'm talking about the hierarchy,
- 6:52talking about the, you know, the inspectors up all the way up to
- 6:56the commissioners, all the the leadership.
- 6:59They don't want to be held accountable, but they sure as
- 7:02heck will hold the junior officers, you know, the senior
- 7:06sergeants down to the Connies. They'll they will freaking hold
- 7:10you accountable. Don't you worry about that just
- 7:14disgust me now, not just that wasn't the only thing I wanted
- 7:19to talk about. This other story had come up
- 7:22that considering that it seems that our news, our media just
- 7:27don't seem to be they're not focused on QBs news at the
- 7:31moment that much, I thought I'd better talk about it.
- 7:36So this came out on Sky News report reveals Queensland police
- 7:39dismissed thousands of misconduct complaints according
- 7:43including sorry, including for misuse of authority, assault and
- 7:47alleged domestic violence. Now before I before I go on more
- 7:52with this, I will tell you I put in a complaint about someone.
- 7:58It was last last year, an officer basically I had someone,
- 8:03I had two officers come to the back door.
- 8:05I wasn't here. I was at work back door.
- 8:08And it was just just before and just before midnight, come
- 8:13knocking on the House, come round to the backyard, just
- 8:17banging on the walls. Woke my wife up.
- 8:20Absolutely the arrogance the the main officer who was talking
- 8:25just could not give a damn that he'd woken my wife up.
- 8:28Just couldn't care less. I mean, you, you know, if anyone
- 8:32did that to his wife, he they would be held to pay.
- 8:34But this father just couldn't get less.
- 8:36Absolute arrogance. The way he spoke, looking for me
- 8:40because he was looking for me because they wanted to serve
- 8:42some papers on me because apparently I had to go to court.
- 8:46I wasn't in trouble. But yeah, I had to get a court
- 8:48for as a witness for a, for a case.
- 8:54But the arrogance, absolute arrogance.
- 8:56And then some wives there have asleep no idea what he's talking
- 8:59about. So, you know, they've got all
- 9:01this time they've dropped the card off early in the afternoon.
- 9:04No one's bothered coming around for the rest of the day.
- 9:08But they decided just before midnight that's a good time to
- 9:10come round bang on the door and and wake someone up, you know,
- 9:15and my wife had to get up at 6:00 the next morning to go to
- 9:19go to work again. It's just Rexha, I put it in a
- 9:22complaint about it and the way he spoke.
- 9:25And then the and I'm talking about this because of this
- 9:27article, because the way the case, my complaint was just
- 9:30written off. The email I got back was well,
- 9:33we went through the footage and you know, yeah, it was a bit
- 9:36late and yeah, it was a bit abrupt or whatever, but
- 9:39everything was all good. You shouldn't have to worry
- 9:41about it. Oh, and we they did note that
- 9:43when the officer walked away, and I knew this, the officer
- 9:46walked away and it was just like a bit of a second thought.
- 9:49He was walking away. And just before he gets around
- 9:51the corner, he says to my father, yeah, yeah, sorry about
- 9:53the coming here so late that. And that was the extent of the
- 9:56apology. Very sorry.
- 9:59You know, it's not like you're criminals.
- 10:00It's not like you're out, you're doing anything wrong or we have
- 10:03to arrest. We just we're looking for your
- 10:04husband. We have to give him some
- 10:05paperwork. And we decided that we dropped a
- 10:08card card in the letterbox at 3:00 in the afternoon.
- 10:11And we decided that, hey, no one can get back here until almost
- 10:14midnight tonight. That's here.
- 10:17So I make a complaint. It was just basically brushed
- 10:19off. So all this just just remind me,
- 10:25I was reading this article. Wow, isn't it funny?
- 10:27They just, this is what they do. This article.
- 10:30So it reveals QBs dismissed thousands of misconduct
- 10:33complaints OK, so a new report from Queensland Police has
- 10:36revealed thousands of complaints made against the service last
- 10:39year were dismissed without action, despite hundreds
- 10:43including serious accusations of misuse of authority.
- 10:46That's what I thought mine was. Mine was a misuse of authority.
- 10:49It was arrogance. He, he knew who I was and he
- 10:52just, he just wanted to make a point.
- 10:54That's what I thought anyway. He was just being a, he was just
- 10:58being a pain. So misuse of authority, assault
- 11:02and alleged domestic violence. The Queensland Police Service
- 11:06Annual Report for 20/23/24 showed there had been 2698
- 11:12complaints both internally and by members of the public
- 11:15containing 8302 allegations, but no action was taken to address
- 11:205400 of the alleged acts of misconduct despite police
- 11:25deeming the claims lawful and reasonable.
- 11:28Of those 5400 allegations, 2769 related to failure of duty, 1214
- 11:36to unprofessional conduct, 902 to misuse of authority, 689 to
- 11:43assault or excessive force, 337 to unlawful or unauthorised
- 11:49operational practise and 120 to members allegedly involved in
- 11:54domestic violence. But you know, why would they be
- 11:58investigating members to do with domestic violence?
- 12:01It's not like we've had a big inquiry or anything.
- 12:06It's not like they've done that, no.
- 12:09There were also 534 allegations of interfering with or
- 12:13undermining an investigation or legal process as of June 30.
- 12:18The reports that police had finalised just 1850 complaints,
- 12:21leaving 848 still open, while those resolved resulted in a
- 12:26total of 5 apologies, 55 apology, only 5, 5 managerial
- 12:33resolutions, 5 explanations and 16 disciplinary actions, a
- 12:39process known as Local Management Resolution.
- 12:42Yeah, crikey, yeah, I know that. In which a member of staff
- 12:46undergoes a professional development conversation with
- 12:49the more senior office officer or colleague was used to resolve
- 12:53489 of the allegations, the report notes.
- 12:57LMR was used to provide guidance to staff based on the
- 13:00acknowledgement they would make genuine mistakes, with the aim
- 13:04of helping those subject to allegations to improve their
- 13:07performance and aligning the members behaviour with the
- 13:11organisation principles. I'm not sure if the organisation
- 13:15has actual principles these days.
- 13:17Look, I just think everyone makes mistakes.
- 13:22Every everyone makes mistakes, OK?
- 13:23Everyone can have a lapse of judgement and go the wrong way
- 13:26and things. The issue I've got at the moment
- 13:29is QPS just don't seem to be owning up to anything.
- 13:34They don't. They have officers who are
- 13:36abusing their power, abusing their authority, not doing
- 13:40things the right way, and they're not being held
- 13:42accountable. But the problem is you have
- 13:44senior officers doing the same thing when you have the
- 13:48commissioner goes and blows 25.9 million, then just pulls the pin
- 13:52on the programme and then she just walks away.
- 13:55You know, because she was earning what, what was it some
- 13:57ridiculous amount of money? I think it was like 600 grand a
- 13:59year or something like that. And she just allowed to walk
- 14:03away several months short of when her contract finished.
- 14:07No explanation for the 25.9 million, no accountability at
- 14:11all. And when you have policies
- 14:13brought in about, about the recruitment where well, we, we
- 14:17want to get recruits now who are just interested in, in money and
- 14:21lifestyle. There's no accountability from
- 14:25the top down. And then they just go and want
- 14:28to brush complaints under the carpet and not not hold these
- 14:33other junior officers accountable for their actions
- 14:35either, you know, just dismissing these accounts,
- 14:39dismissing these complaints as if they don't matter.
- 14:44We've lost the ability to communicate with the public.
- 14:49And we we seem to have this generation of just arrogant
- 14:52police who who just behave as if they don't have to answer.
- 14:58That's what it seemed like when I had when the way my wife's
- 15:01describing the way this chap and this other female officer come
- 15:05to the back door. It's like, well, you know,
- 15:07though, they do a job. I'll be quite honest to none of
- 15:11it really. They were there to do a job and
- 15:16they didn't really care that they'd woken her up.
- 15:18They didn't really see the point.
- 15:19Well, whatever, we're just here to do our job and you have to
- 15:22revolve around what we're doing. We've got to serve some really
- 15:26important documents on Jason. Funny thing is, the whole thing
- 15:29fell over and I didn't have to go to court in the end anyway.
- 15:32I was just a complete waste of time.
- 15:35The QPS, you know, obviously got my phone number.
- 15:39They've had it for a long, long, long time.
- 15:41Got my email address, you know, that served me all these other
- 15:46documents via email but they couldn't they couldn't get a
- 15:50hold of me before until, you know, near midnight this time to
- 15:54serve documents. It's just absolutely ridiculous
- 15:57and and then no one could apparently see the problem with
- 15:59it. No one could see the problem
- 16:01with it, you know, And I think I see the officers still getting
- 16:04coffee. And he just kind of side eyed
- 16:06me, side eyes me these days anyway.
- 16:10But yeah, this is, this is the issue when you don't, there's no
- 16:14accountability. Like we've got these officers
- 16:17that, like the one that wrote me, wrote a comment on on the
- 16:21YouTube channel about how they're going to QCAT and QPS
- 16:25are chasing them for legal costs.
- 16:28They will chase. It's, it's weird.
- 16:30Some of the things that the organisation will chase after,
- 16:34the people that they will chase after for money they will chase
- 16:37after for, you know, to uphold their policies.
- 16:41But then the other things like blowing through 25.9 million, we
- 16:46can have a look at that, that's no big deal.
- 16:48Or we can, we can write that off, we can explain all that.
- 16:50It's all good. There's no accountability and
- 16:53nothing that anyone needs to worry about here.
- 16:55I'd like to see the L&P, our new government.
- 16:58Are they actually going to hold Katarina, the former leadership
- 17:02team, are they going to hold them accountable for wasting all
- 17:05that money? 25.9 million.
- 17:08We don't need an inquiry. We need her.
- 17:12We need her to actually, you know, have someone come around,
- 17:15say, hey, love, you need to come sit before some serious people
- 17:19and answer some serious questions, Give us some proper
- 17:22answers. What the heck happened to the
- 17:24$25.9 million that you were overseeing anyway?
- 17:31Well, this is just my opinion. It seems strange to me that that
- 17:35other report was put out just before, just before the
- 17:38election, No one else ran with it.
- 17:40There's nothing else to talk about.
- 17:43And you know, QBs have all these complaints made against it, but
- 17:46they can just seemingly write such a vast majority of them
- 17:50off. No accountability.
- 17:53Anyway, hey, that's just my opinion.
- 17:56I'm Jay Fallon, like they say, just a number.
- 18:02Thanks for listening to this.
