- 0:22Today's podcast is about part two of my policy paper entitled China's Strategic Assault on Dollar Hegemony through banking infrastructure, critical mineral dominance, and the architecture of de-dollarization.
- 0:34This paper argues that whoever controls critical metals and quantum technology will control the future economically, militarily, and technologically.
- 0:42It proposes that the United States must secure gold, silver, and advanced resources while accelerating quantum development to avoid falling behind China.
- 0:50HSBC's documented pattern of money laundering, HSBC's role in facilitating the movement of dirty money, has been documented across at least four major independent investigations spanning over a decade.
- 1:03In 2012, HSBC admitted to U.S.
- 1:07prosecutors that it had helped illicit funds flow through its branches worldwide, including at least 881 million controlled by the Sinaloa cartel and other Mexican drug gangs.
- 1:21Rather than face indictment, the bank paid a then record 1.92 billion settlement and entered five years of probation under a court-appointed monitor.
- 1:30In the 2017 Global Laundromat investigation led by the organized crime and corruption reporting project, OCCRP, HSBC's Hong Kong branch had processed approximately 545.3 million from a vast Russian-run money laundering operation with links to the Russian government and FSB.
- 1:48The broader scheme moved an estimated 20.8 billion through 96 countries, with roughly 915 million ending up in mainland China and 927 million in Hong Kong.
- 1:58Then came the FinCEN files in 2020, which was based on leaks of leak suspicious activity reports.
- 2:28There was 900 million of that total figure linked to alleged criminal networks.
- 2:36Among the schemes identified was the WCM Ponzi Network, whose operator Ming Shu maintained accounts with HSBC even after returning to mainland China, where he was ultimately convicted of financial crimes.
- 2:51A fourth investigation conducted by the Bureau of Investigative Journalism and The Guardian in 2021 uncovered a 4.2 billion money laundering ring that had moved funds through a network of 92 HSBC accounts in Hong Kong, with 60 still operating when the investigation concluded in 2017.
- 3:12HSBC itself discovered the ring during a 2016 internal review assessing its uh exposure to uh to the um Gupta family, then uh embroiled in South Africa's state capture scandal.
- 3:28Insiders raised serious questions about whether HSBC appropriately informed U.S.
- 3:34monitors about the discovery.
- 3:37From dirty money to digital infrastructure.
- 3:40HSBC has positioned itself at the center of emerging digital finance infrastructure connecting East and West.
- 3:47Its HSBC Orion platform has facilitated over 1.5 billion in digitally native bond issuances.
- 3:53The bank is involved in central bank digital currency, CBDC projects with monetary authorities in Hong Kong, mainland China, Singapore, Thailand, the UAE, the UK, France, and Canada, and has served as a commercial partner in Project Mbridge since 2021.
- 4:12HSBC is also the first bank in the world to offer tokenized ownership of physical gold through the same platform with over 1 billion in trading volume by November 2025, a capability that connects directly to the gold-backed monetary strategies BRICS Nations have been pursuing.
- 4:30The most significant development came in November 2025 when the Hong Kong government issued approximately 10 billion Hong Kong dollars in digital green bonds across Hong Kong dollars, RMB, USD, and EUR tranches using HSBC Orion, marking the first digital bond offering in the world to integrate tokenized central bank money in the form of ECNY and EHKD for settlement.
- 5:02Chinese state banks, including Bank of China, Hong Kong, Bank of Communications, and ICBC, Asia participated alongside JP Morgan Standard Chartered and UBS.
- 5:13That the PBOC issued digital currency settling on a Western bank's uh DLT platform alongside Western currencies represents an operational bridge between monetary systems that previously existed in separate domains.
- 5:30When considered alongside Project Meridian, the BIS project that proved different payment systems can synchronize foreign exchange settlements across borders using distributed ledger technology.
- 5:42What appears to be emerging is bridge infrastructure between Western capital markets and the financial architecture, BRICS Nations are building, constructed through the incremental layering of interoperable digital systems.
- 5:58HSBC's documented history of moving billions in illicit funds through Hong Kong, combined with its political alignment, including publicly endorsing the 2020 national security law and freezing pro-democracy accounts raises a fundamental question that needs to be addressed.
- 6:14HSBC was the gateway for China to undermine the banking system through money laundering.
- 6:21By making billions from the cartels, they systematically exploited banks and made bank officials corrupt through greed.
- 6:27The institution that served for over a century as a conduit for dirty money between China and the world is now engaged in building the digital rails for a new monetary order that bypasses SWIFT.
- 6:40International presence by region outside of the United States.
- 6:44Chinese state bank presence spans every continent with concentrated penetration in strategically significant regions in Africa.
- 6:50Chinese banks have provided over 170 billion dollars in loans since 2000.
- 6:56Major recipients include Angola, Ethiopia, Kenya, and Zambia.
- 7:02Infrastructure projects financed include ports, railways, highways, and telecommunications networks.
- 7:10Default rates have transferred substantial infrastructure assets to Chinese control or extended term dependencies.
- 7:16In Latin America, Chinese banks have provided over 105 billion dollars in financing since 2005.
- 7:21Venezuela alone has received an estimated $62 billion.
- 7:24Ecuador, Brazil, and Argentina have received tens of billions each.
- 7:30These loans often carry commodity repayment terms, securing Chinese access to oil, minerals, and agricultural products.
- 7:38In Southeast Asia, Chinese banks finance belt and road projects across every ASEAN nation.
- 7:45The China Laos Railway, Indonesia, China High Speed Rail, and Malaysia East Coast Rail Link represent flagship projects creating infrastructure dependencies that will persist for generations.
- 7:57The Big Elephant in the Room, a comprehensive China threat review is mandatory.
- 8:02While plenty of individual uh hearings and reviews have occurred on the Chinese threats discussed above, the inquiries have been done in separate silos across multiple committees.
- 8:14There has not been any unified investigation or review of uh evidence aggregating all the data related to China's intentions and actions harming U.S.
- 8:24national security.
- 8:25Nobody has filed the unified complaint connecting Chinese state banks with U.S.
- 8:29licenses to financing tech acquisitions to facilitating IP transfer to serving as CMLN nodes to while Treasury refuses to act.
- 8:38While these threats appear mutually exclusive, they are inextricably connected in one cohesive assault against American national security interests.
- 8:46Washington must do a comprehensive review encompassing all China multiple threat baskets as a cohesive whole to adequately assess the true risk level of the totality of China's actions posed for U.S.
- 9:00national security.
- 9:01The specific formal mechanism that could force the issue is a joint congressional resolution demanding a GAO cross-committee investigation into whether Chinese state bank U.S.
- 9:14operations constitute a national security threat across all dimensions at once.
- 9:19It should review technology acquisition, CMLN infrastructure, IP theft facilitation, and PRC government complicity.
- 9:25A congressional hearing wouldn't unlock new legal authority.
- 9:28There is a robust legal toolkit already in place.
- 9:30Between Patriot Act authorities, executive emergency authorities, and recently enacted legislative tools, Washington has an arsenal of legal weapons to extinguish this national security threat.
- 9:43Now, what it would do is build the political cover and public record that gives the executive branch the will to pull the trigger.
- 9:51It would also create formal findings that make it harder for future administrations to justify continued inaction, even broader than the scope outlined above, the U.S.
- 9:59could do.
- 10:00An umbrella investigation covering all ways in which China is assaulting U.S.
- 10:05national security.
- 10:06Chinese infrastructure investment at both ends of the Panama Canal and throughout the Caribbean represents direct strategic positioning in the Western Hemisphere.
- 10:14Such activity constitutes preparation of the battle space for potential future conflict rather than mere commercial enterprise.
- 10:21Regional investment scale.
- 10:23Total direct investment since 2000 has reached $8.25 billion.
- 10:29Infrastructure contracts awarded to Chinese firms total $32.2 billion through 2023.
- 10:38Primary sectors include ports, highways, energy generation, and telecommunications.
- 10:45Each sector provides strategic capability beyond commercial returns.
- 10:51Contract structure analysis.
- 10:53Chinese infrastructure contracts in the Caribbean exhibit consistent patterns that serve strategic rather than commercial objectives.
- 11:01Confidentiality clauses prevent public disclosure of contract terms.
- 11:06Jamaica was required to waive sovereign immunity for the North South Highway Project.
- 11:12Disputes are subject to Chinese law and arbitration through the China International Economic and Trade Arbitration Commission rather than international forums.
- 11:21Collateral requirements pledge state assets or revenue streams as security.
- 11:26These terms would never be accepted by Western lenders.
- 11:29Caribbean nations accept them because China offers financing when Western institutions impose conditions those nations reject.
- 11:37The choice between Chinese financing with onerous terms and no financing at all is not a choice.
- 11:42It is coercion through capital.
- 11:44Section 4, Belt and Road Financial Infrastructure.
- 11:47China's belt and road initiative is the most ambitious global infrastructure and economic development strategy in human history.
- 11:55Launched by President Xi Jinping in 2013, BRY has committed over 1 trillion dollars across 140 countries spanning Asia, Africa, Europe, and Latin America.
- 12:10The financial infrastructure enabling these investments creates permanent dependencies serving Chinese strategic interests.
- 12:16The belt in the road, and the belt refers to the Silk Road economic belt, which is overland routes connecting China to Central Asia, the Middle East and Europe through railways, highways, pipelines, and other infrastructure on the road refers to the 21st century maritime Silk Road, which are sea routes linking China's coast to Southeast Asia, South Asia, Africa, and Europe through port development and shipping lanes.
- 12:46The one belt, one road is the strategy.
- 12:48Financing mechanisms.
- 12:49China Development Bank and Export Import Bank of China provide the majority of BRI financing.
- 12:54These policy banks operate under direct state control with mandates extending beyond commercial returns.
- 12:59The Silk Road Fund and Asian infrastructure investment bank provide additional capital pools.
- 13:03Combined lending capacity exceeds anything available through Western development institutions.
- 13:08Loan terms typically feature interest rates between two and six percent with extended repayment periods of 15 to 25 years, grace periods of five to ten years delay initial payments.
- 13:18These terms appear generous until defaults occur.
- 13:22Restructuring arrangements have transferred port control in Sri Lanka, power grid access in Zambia, and strategic assets across multiple countries to Chinese entities.
- 13:33Debt trap dynamics.
- 13:35The Hambon Tota port in Sri Lanka illustrates debt trap dynamics.
- 13:41Chinese loans totaling over 1.4 billion dollars finance construction of a port in a location generating minimal traffic.
- 13:48When Sri Lanka could not service the debt, a 2017 agreement transferred 99-year lease control to China merchants port holdings.
- 13:54A commercial port became a strategic asset through debt default rather than direct acquisition.
- 13:59Similar dynamics have emerged in Zambia, where Chinese creditors hold substantial power over the national power utility.
- 14:04In Pakistan, where Chinese loans for the China-Pakistan economic corridor have created dependencies exceeding $65 billion in Ecuador, where oil shipments repay Chinese loans regardless of global market conditions.
- 14:20Each debt trap creates strategic dependencies that persist for decades.
- 14:35China finances strategic projects, knowing commercial returns are secondary to geopolitical positioning.
- 14:42J.P.
- 14:43Morgan Chase and China.
- 14:44None of the below should come as a surprise to anyone.
- 14:47Banks playing on both teams.
- 14:49Simultaneously goes back to when the Rothschild family funded the losers and the winners of all wars dating back to the Napoleonic Wars of 1803 to 1815.
- 14:58Jamie Diamond's explicit commitment to China.
- 15:01In May 2023, Simon stated, JP Morgan Chase will be in China in both good and bad times, remaining committed to doing business in the Communist Party ruled nation as political tensions grow.
- 15:13After meeting with Halefung, Xi Jinping's chief trade negotiator in May of 2025, Simon pledged that JP Morgan Chase will deepen its engagement in China's capital market to support both multinational firms operating in China and Chinese companies expanding internationally.
- 15:33But during the same Shanghai trip, Simon told Bloomberg, I'm a full-throated red-blooded American patriot capitalist.
- 15:41Simon has said Beijing is a fierce competitor, but not an enemy and called for real engagement between Washington and Beijing.
- 15:48While deepening China ties, JP Morgan is also positioned as the cornerstone of the Western critical minerals architecture designed explicitly to counter China.
- 15:57Jamie Diamond has his fingers in all the pies simultaneously, and China is one of its favorite flavors.
- 16:03Diamond calls himself a patriot in one breath, then appears to pledge loyalty to the CCP's capital markets in the next.
- 16:10If playing both sides of the coin were a sport, JP Morgan and Jamie Diamond would be Super Bowl champions every year, no matter what team was in the battle.
- 16:18Section 5, the December 2025 China LAC policy paper.
- 16:23China's foreign ministry released its third policy paper on Latin America and the Caribbean on December 10th, 2025, entitled Simply China's Policy Paper on Latin America and the Caribbean.
- 16:34It's the most comprehensive Chinese strategic framework for Western Hemisphere engagement ever published.
- 16:39The timing was deliberate released the same day, United States forces seized a Venezuelan oil tanker carrying over 1 million barrels of crude.
- 16:47Scale of engagement.
- 16:49China LAC trade reached 518.47 billion dollars in 2024, a record high.
- 16:5524 LAC countries have signed belt and road partnership agreements.
- 16:59China now accounts for 24% of Mercosur trade.
- 17:02The May 2025 China Sea Lac Forum announced a $9 billion credit line and over 100 three-year cooperation projects.
- 17:08Financial dedollarization framework.
- 17:11China's policy paper on Latin America and the Caribbean explicitly advances dedollarization infrastructure in the Western Hemisphere.
- 17:18It promotes increased belt and road cooperation, RMB, cross-border settlement, local currency swap arrangements, and long-term energy supply agreements with local currency pricing.
- 17:28It also advocates deeper cooperation across energy, mining, infrastructure, manufacturing, agriculture, and digital technologies.
- 17:40It explicitly calls for local currency pricing and settlement of energy and resource products aimed at reducing the impact of external economic and financial risks.
- 17:53During President Lula's May 2025 Beijing visit, the People's Bank of China renewed the bilateral currency swap worth approximately $28 billion for five years.
- 18:05The accompanying memorandum aims to improve financial market investment environment, promote financial market infrastructure connectivity, and advance cross-border payment interlinking.
- 18:13The paper's thesis supports Chinese financial institutions, strengthening exchanges and cooperation with national, regional and international financial institutions in LAC countries, while optimizing construction of branch networks across the region.
- 18:30As of May 2025, PBOC maintains bilateral local currency swap agreements with 32 countries.
- 18:41Taiwan dimension.
- 18:43The Chinese policy paper prioritizes Taiwan as the premise for diplomatic relations with language far more extensive than the previous two documents.
- 18:50LAC contains seven of Taiwan's remaining diplomatic allies.
- 18:54Beijing has flipped nine countries since 2016.
- 18:58Economic inducements combined with diplomatic pressure continue eroding Taiwan's international recognition through Latin American relationships.
- 19:07The 2025 China LAC policy paper directly challenges the Monroe Doctrine by positioning LAC as part of the global South in a multipolar world order, rejecting United States hemispheric preeminence.
- 19:19China explicitly positions itself as alternative to American influence while leveraging United States tariffs, block politics, and historical grievances to foster regional resentment.
- 19:31Section 6, Panama Canal strategic position.
- 19:34Chinese infrastructure investment at both ends of the Panama Canal represents the most direct threat to American strategic interests in the Western Hemisphere.
- 19:44Control of this choke point would enable disruption of maritime commerce between the Atlantic and Pacific and military coordination during any conflict scenario.
- 19:52Current positioning, Hong Kong-based Hutchison Port Holdings operates container terminals at both Balboa on the Pacific End and Cristoba.
- 20:00On the Caribbean end of the Panama Canal.
- 20:02These facilities handle the majority of container traffic by transiting the canal.
- 20:06Landbridge Group acquired Margarita Island Port for $900 million in 2016, creating additional Chinese controlled port infrastructure.
- 20:15Secretary of State Marco Rubio stated in January 2025 that if China wanted to obstruct traffic in the Panama Canal, they could.
- 20:24President Trump issued a preliminary determination in February 2025 that CCP positioning at the Panama Canal violates the 1977 Neutrality Treaty provisions.
- 20:33Panama's 2026 Supreme Court ruling.
- 20:36On January 29th, Panama's Supreme Court ruled that the contracts under which CK Hutcheson subsidiary, Panama Ports Company, PPC that operated the ports of Balboa, Pacific side, and Cristobal, Atlantic side, by the Panama Canal were unconstitutional.
- 20:55The ruling followed an audit by uh Panama's uh Comptroller General N.
- 21:00L.
- 21:00Flores, which alleged unpaid amounts, accounting errors, and a ghost concession operating within the ports since 2015.
- 21:08The audit claimed irregularities cost Panama approximately 300 million since the concession was extended in 2021, estimating losses of 1.2 billion over the original 25 year period.
- 21:20China's Hong Kong and Macau Affairs Office called the ruling utterly ridiculous and warned Panama will inevitably pay a heavy price unless it changes course.
- 21:29And without naming the U.S., China accused some country of having used bullying tactics to force other countries to obey their will and said Panama had willingly succumbed to hegemonic power.
- 21:45According to Bloomberg, China is ordering state firms to halt talks over new projects in Panama, which could derail billions of dollars in potential investments.
- 21:57Beijing has also asked shipping companies to consider rerouting cargo through other ports if it does not result in significant extra costs.
- 22:08China's maritime dominance is the real concern.
- 22:11China controls more than 100 overseas ports on every continent except Antarctica, manufactures more than 95% of shipping containers and 70% of ship to shore cranes, possesses 69 times as many merchant vessels as the U.S.
- 22:28and has 232 times the shipbuilding uh capacity.
- 22:32Losing two Panama ports is a symbolic blow, but Beijing's structural control over global maritime infrastructure remains massive.
- 22:40Strategic implications.
- 22:42The Panama Canal handles approximately 5% of global maritime trade.
- 22:47For the United States, the canal is essential for naval vessel movement between Atlantic and Pacific fleets.
- 22:52Disruption or denial of canal access would force vessels around Cape Horn, adding weeks to transit times and creating vulnerability during extended passages.
- 23:02Chinese port control does not mean Chinese military control.
- 23:05However, intelligence collection capabilities at ports include monitoring of vessel movements, cargo manifests, and naval logistics.
- 23:11Dual use infrastructure enables conversion from commercial to military application during crisis scenarios.
- 23:17The positioning itself creates options China did not uh previously possess.
- 23:22Analysts say this is an important test case for how China responds to challenges to its interests and influence across Latin America.
- 23:30If Beijing does not respond forcefully here, it risks signaling to other countries in the region and globally that Chinese contracts and investments can be avoided under U.S.
- 23:42pressure without meaningful consequence.
- 23:45The U.S.
- 23:45needs to provide investment to fill the gap.
- 23:48FDD analysts are recommending similar deals to the U.S.
- 23:51South Korea.
- 23:52Make American shipbuilding great again, partnership across containers, cranes, and logistical systems.
- 23:57If the U.S.
- 23:59pushes China out, but does not invest in alternatives, it creates instability and resentment.
- 24:05China's retaliation is likely to extend beyond Panama, potentially using this as justification to tighten its grip on critical mineral exports, rare earth processing, or other choke points where it has leverage over the U.S.
- 24:17and allied economies.
- 24:19Given China's dominance in silver refining and rare earth processing, retaliatory measures could ripple into sectors that directly affect supply chains for AI infrastructure and green technology.
- 24:29Section 7 gold accumulation strategy.
- 24:32China and Russia have systematically accumulated substantial gold reserves.
- 24:41Official reports indicate combined holdings of approximately 4,600 to 5,000 tons, but speculation suggests China's actual reserves could exceed 10,000 tons through unreported acquisitions.
- 24:53Based on our research and due diligence, we suspect that China holds in excess of 10,000 tons of gold.
- 24:59The Financial Times reported that publicly reported buying by China's central bank has been so low this year, 1.9 tons purchased in August, 1.9 tons in July, and 2.2 tons in June, that few in the market actually believe the official figures.
- 25:15For all we know, China may have the U.S.
- 25:21gold that is allegedly stored at Fort Knox, which hasn't been audited meaningfully in decades.
- 25:28Humor aside or not, the point is that China has more gold than it is disclosing, and we just don't know how much gold.
- 25:35China's March 2025 insurance mandate directing treasury sales toward gold purchases signals long-term strategy.
- 25:41The directive specifically targets conversion of U.S.
- 25:44Treasury holdings to gold, indicating strategic shift away from dollar-denominated assets.
- 25:50In January 2026, China publicly added 40,000 troy ounces of gold to its reserves.
- 25:56It is noteworthy now that the U.S.
- 25:58has not designated gold as a critical mineral in its November 2025 critical minerals list.
- 26:08This will be discussed extensively in section three of this paper.
- 26:127.1 the unit currency, gold-backed settlement prototype.
- 26:17On October 31st, 2025, the International Research Institute for Advanced Systems, ERIS launched a pilot of the unit, the first operational prototype of a gold backed trade currency for BRICS economies.
- 26:30This represents transition from theoretical de-dollarization frameworks to functional alternative infrastructure.
- 26:39Reserve structure specification.
- 26:42The unit employs a dual component reserve structure designed to combine precious metal stability with multi-currency diversification, physical gold component 40%, gold reserves held domestically by member nations.
- 26:54This component provides value anchor and inflation hedge while avoiding geopolitical risk of pooling gold in offshore locations.
- 27:00Russia maintains 2,336 tons.
- 27:02China maintains 2,298 plus tons, officially reported.
- 27:06Currency basket component, 60%.
- 27:10Equal weighting across five BRICS, national currencies at 12% each, Chinese UN, CNY, Russian ruble, R U B, Indian rupee, INR, Brazilian Real, BRL, and South African RAND ZAR.
- 27:24Technical infrastructure built on Cardano blockchain for transparent, verifiable cross-border settlements.
- 27:30Smart contract architecture enables programmable settlement conditions and automatic reconciliation.
- 27:35Initial valuation, 100 units initially issued each peg to one gram of gold.
- 27:40As of December 4th, 2025, market fluctuations adjusted value to 0.9823 grams of gold per unit, demonstrating responsive pricing mechanism.
- 28:06That's a 205% gain outperforming the market.
- 28:10And proving why gold is the ultimate long-term hedge.
- 28:13As global debt soars and currencies weaken, central banks are hoarding gold at record pace.

- 33:587.2 D-Dollarization Achievement Metrics.
- 34:02The Russia-China Corridor, Russian finance minister Anton Silwanoff announced November 2024 that 99.1% of bilateral trade, 227 billion dollars is conducted in local currencies.
- 34:17Russia-India Corridor, Putin Modi Summit, December 2025 confirmed 96% of settlements now bypass the dollar formalized 100 billion dollar trade target by 2030 with rupee ruble settlement.
- 34:32New economic cooperation program includes India EAEU, free trade zone negotiations.
- 34:38Global reserve trajectory, IMF COFER data shows USD share of global reserves declined from 71% in 2000 to 58% in 2025.
- 34:48UN share doubled to 4.5%, trend accelerating as BRICS infrastructure enables practical alternatives.
- 34:547.3 Project M Bridge, cross-border CBDC settlement.
- 34:59Project M Bridge provides real-time central bank settlement capability without dollar intermediation or swift messaging.
- 35:07This infrastructure enables non-dollar energy settlements.
- 35:11The strategic capability most threatening to dollar reserve status.
- 35:58Majority of global oil production gains non-dollar settlement option.
- 36:01Western observation, Federal Reserve Bank of New York, European Central Bank, and IMF maintain observer status, indicating awareness of strategic implications while remaining unable to prevent infrastructure development.
- 36:147.4 BRICS expansion and institutional infrastructure.
- 36:18BRICS expansion from 5 to 10 members with 13 additional partner nations creates institutional mass sufficient to sustain alternative financial architecture.
- 36:27The expanded bricks represents population base, 45% of world population, provides domestic uh market sufficient to sustain alternative trade infrastructure independent of Western consumption.
- 36:38Economic weight, 36% of global GDP PPP basis exceeds G7 combined.
- 36:46This scale enables credible reserve currency alternatives.
- 36:49Energy control, 44% of global oil production with Saudi and UAE membership.
- 36:54This is the critical vulnerability for dollar reserve status.
- 36:57Oil pricing/slash settlement has historically been the anchor of dollar demand.
- 37:02Commodity control, combined bricks control over rare earths, critical minerals, agricultural commodities, and energy creates leverage over global supply chains.
- 37:127.5, the gold back challenge to dollar hegemony.
- 37:16The fundamental strategic challenge posed by BRICS currency architecture is the reintroduction of hard assets backing international trade settlement.
- 37:23For 50 years since Nixon closed the gold window, the dollar has operated as pure fiat currency backed only by U.S.
- 37:29economic productivity and military power.
- 37:31BRICS offer value anchor.
- 37:3340% physical gold backing provides objective value reference immune to monetary policy decisions of any single nation.
- 37:42This addresses primary criticism of fiat currencies, unlimited expansion capability.
- 37:46Sanctions resistance, CIPS and M bridge operate outside Western control.
- 37:50Transactions cannot be frozen seized or monitored through SWIFT.
- 37:54This is existential capability for nations subject to or fearing Western sanctions.
- 37:59Inflation hedge gold-backed component maintains purchasing power regardless of currency debasement in any participating nation.
- 38:05This is particularly attractive to nations experiencing high inflation neutrality.
- 38:10No single nation controls the unit, governance distributed across five founding members.
- 38:16This addresses concerns about replacing dollar dependency with UN dependency.
- 38:21The United States cannot prevent nations from choosing alternatives to the US dollar.
- 38:26It can only ensure dollar-based systems remain more attractive.
- 38:31It appears that the U.S.
- 38:32is trying to create a more attractive dollar using critical minerals by forcing nations to either sign on to its new mineral block or be subject to sanctions.
- 38:41The U.S.
- 38:42has masked this as diplomacy.
- 38:44This will be fully examined in section three.
- 38:46Part two, the global monopolization of commodities.
- 38:49China's dominance of rare earth minerals represents the most immediate and consequential strategic advantage in global technology competition.
- 38:55Unlike patents, which can be challenged or manufacturing capabilities, which can be replicated, rare earth control is rooted in geological, industrial, and regulatory foundations that cannot quickly be circumvented.
- 39:07After the founding of the People's Republic in 1949, China aligned closely with the Soviet Union.
- 39:13Soviet geologists and mining engineers were sent to China throughout the 1950s to conduct extensive geological surveys across the country.
- 39:21The Soviets helped China identify and catalog its vast mineral wealth, including rare earth deposits in inner Mongolia, particularly at Bayonobo, which remains the world's largest rare earth deposit.
- 39:33China's early focus on mineral resources in the 1950s, particularly uranium, is directly tied to its nascent uh nuclear weapons program.
- 39:42The program was initiated on January 15th, 1955.
- 39:48Under Mao Zedong's directive amid heightened tensions with the United States following the Korean War and U.S.
- 39:55nuclear threats during the first Taiwan Strait Crisis.
- 39:58This decision spurred.
- 40:00A concerted effort to develop domestic uranium mining and processing capabilities essential for producing fissile material like enriched U, 235 for atomic bombs.
- 40:08In 1951, China signed a secret agreement with the Soviets to exchange uranium ores for Soviet nuclear technology support.
- 40:14By 1955, this escalated into a full-scale quest for uranium resources.
- 40:19The first successful test in 1964 used weapons grade uranium from the Lanzo plant, showing how the 1950s mineral efforts were strategically aimed at China's nuclear armament.
- 40:32China's uranium-specific initiatives were explicitly linked to weapons development from the onset.
- 40:36China controls 60 to 70% of global rare earth mining output, producing 270,000 metric tons of rare earth oxide equivalent in 2024.
- 40:46Processing and refining capacity reaches approximately 90% of global production.
- 40:52China produces 94% of centered permanent magnets, up from 50% two decades ago.
- 40:58Most critically, China maintains 100% monopoly over separation of dysprosium and terbium, elements essential for high temperature permanent magnets used in military systems, electric vehicles, and wind turbines.
- 41:14All sources for these refined materials in commercial quantities are Chinese sources.
- 41:19Bayonobo is the world's largest rare earth mine, both by recoverable reserves and production.
- 41:26The mine site is spread over 48 square kilometers in inner Mongolia, about 150 kilometers northwest of Bautu NS energy, which is known as China's rare earth capital.
- 41:35It's a polymetallic monster, while rare earth minerals are found all over the world.
- 41:39This mine is China's geological wonder, and the mineral mine envy of the world.
- 41:44Rare earth supply chains begin with mining, proceed through separation and refining, continue to metal and alloy production, advanced to magnet manufacturing, and conclude with integration into end products.
- 41:56China dominates every stage of this chain except final product assembly, which they are increasingly dominating.
- 42:03American rare earth production reached 45,000 tons in 2024, representing only 17% of Chinese output.
- 42:11More critically, American production must be shipped to China for processing because no American facility can perform separation and refining at commercial scale.
- 42:22The United States mines rare earths, but cannot use them without Chinese processing.
- 42:29European Union dependency reached 98% for rare earths sourced from China as of recent data.
- 42:35Japan has reduced dependency through aggressive recycling and limited non-Chinese sourcing, but remains majority dependent.
- 42:42No major economy has achieved rare earth independence from Chinese supply.
- 42:45Section 9.
- 42:46October 2025 export control escalation.
- 42:49On October 9, 2025, Beijing unveiled broad and new export controls on rare earths and related technologies.
- 42:58It was the most significant escalation of resource warfare in decades.
- 43:03These controls directly threaten American defense production, clean energy transition, and advanced manufacturing capability.
- 43:10New restrictions cover seven rare earth elements, including samarium, gadolinium, terbium, dysprosium, lutetium, scandium, and itrium.
- 43:18The controls expand from upstream raw materials to midstream and downstream manufacturing materials and technologies.
- 43:25For the first time ever, Beijing extended export restrictions to producers outside China, claiming extraterritorial jurisdiction over rare earth supply chains.
- 43:38Controls now cover processing equipment for milling, separation, and refining.
- 43:42This prevents transfer of processing technology that could enable non-Chinese production.
- 43:47Prior bans on germanium, gallium, and antimony sales to the United States implemented in December 2024 remain in effect.
- 43:54The inclusion of holmium is particularly significant.
- 43:57Many permanent magnet makers had revised production approaches to replace previously restricted rare earths with home since April 2025.
- 44:05Beijing anticipated and preempted this substitution strategy by demonstrating a sophisticated understanding of industrial adaptation patterns.
- 44:14This anticipatory restriction reveals that Chinese export controls are strategic tools deployed with full awareness of downstream effects.
- 44:25Beijing is not restricting supply.
- 44:28Beijing is preventing adaptation.
- 44:30China's export controls are enforced through licensing requirements, in use certificates, and painful penalties that include criminal prosecution for violations.
- 44:39Chinese companies face severe consequences for unauthorized exports.
- 44:43Foreign companies purchasing restricted materials face supply cutoff and potential secondary sanctions if they trans ship to prohibited destinations.
- 44:54Section 10, strategic applications and dependencies.
- 44:57Rare earth elements are not optional inputs.
- 45:00They are irreplaceable components of systems essential to national defense, clean energy transition, and advanced manufacturing.
- 45:07No known substitutes exist for most applications.
- 45:11These dependencies are absolute, not relative.
- 45:14This puts the United States in a precarious position, having allowed or enabled China to control its ability to defend itself and compete in AI.
- 45:22Examples of this predicament are not hard to find.
- 45:25The F-35 joint strike fighter requires approximately 920 pounds of rare earth materials per aircraft.
- 45:30Samarium cobalt magnets power precision guided munitions.
- 45:33Neodymium magnets drive electric motors and naval propulsion.
- 45:36Lanthanum enables night vision goggles and targeting systems.
- 45:39Europium and terbium enable radar and electronic warfare systems.
- 45:43Virginia class submarines require substantial rare earth inputs for propulsion, sensors, and weapon systems.
- 45:50M1 Abrams tanks use rare earth magnets in targeting and stabilization systems.
- 45:55Every advanced weapons platform depends on Chinese controlled materials.
- 45:59Defense production cannot proceed without rare earth access.
- 46:02The U.S.
- 46:02allowed or enabled this situation to manifest.
- 46:06Electric vehicle motors require one to two kilograms of rare earth permanent magnets.
- 46:12Projections estimate EV production will require 315,000 tons of rare earth magnets by 2035.
- 46:22Wind turbine generators require up to 600 kilograms of rare earth magnets per megawatt of capacity.
- 46:29Grid scale battery systems use rare earth components for efficient optimization.
- 46:33Every electric vehicle, wind turbine and grid battery, requires Chinese rare earths.
- 46:39Decarbonization targets cannot be met without Chinese cooperation or successful supply chain diversification.
- 46:44There is no green energy transition without these components.
- 46:47Smartphones contain approximately 0.1 grams of rare earth across speakers, motors and displays.
- 46:53Data center infrastructure requires rare earth magnets for cooling and storage systems.
- 46:57Fiber optic communications depend on erbium amplifiers.
- 47:00Quantum computing research requires multiple rare earth elements for cooling and sensing.
- 47:05Section 11, the Venezuela intervention.
- 47:09The U.S.
- 47:09military intervention in Venezuela on January 3rd, 2026 fundamentally altered the geopolitical landscape of Latin America and terminated China's position as Venezuela's primary creditor and resource partner.
- 47:26This section provides comprehensive analysis of the intervention's strategic dimensions.
- 47:3211.1, the January 2026 operation.
- 47:35On January 3rd, 2026, U.S.
- 47:38military forces executed a precision strike on Caracas.
- 47:42Delta Force operators captured Venezuelan president Nicolas Maduro and his wife Celia Flores in a coordinated operation that President Trump monitored in real time from Mar-a Lago.
- 47:53The couple was transported via USS Iwo Jima to New York, where Maduro faces narco-terrorism charges in Manhattan, federal court stemming from a 2020 indictment.
- 48:06The operation's timing carried unmistakable symbolic weight.
- 48:10Maduro was captured less than 10 hours after meeting with Chu Xiaoqi, China's special representative for Latin American and Caribbean affairs who had visited Caracas on January 2nd to reaffirm that China and Venezuela are longstanding strategic partners.
- 48:22Chinese authorities interpreted the timing as a deliberate provocation and direct message about diminishing Beijing's influence in Washington's strategic backyard.
- 48:31Secretary of State Marco Rubio articulated the administration's rationale, said Rubio.
- 48:36What we're not going to allow is for the oil industry in Venezuela to be controlled by adversaries of the United States.
- 48:47You can't turn Venezuela into an operating hub for China.
- 48:5811.2 strategic resources at stake.
- 49:02Venezuela possesses 303 billion barrels of proven oil reserves, representing 17 to 20% of global supply and exceeding Saudi Arabia's 267 billion barrels.
- 49:15At current prices of approximately 57 per barrel.
- 49:20These reserves carry a theoretical value exceeding 17 trillion.
- 49:25Venezuelan oil production has collapsed from peak levels of 3.5 million barrels per day to around 900,000 to 1.1 million barrels per day currently.
- 49:38The state oil company PDVSA requires an estimated 100 billion dollar investment over a decade to restore production capacity.
- 49:49The Orinoco Mining Arc Beyond Oil, Venezuela's Orinoco Mining Arc represents one of the world's most significant untapped mineral deposits.
- 49:56Established by Maduro decree in 2016, the Arc covers 112%.
- 50:00Thousand square kilometers.
- 50:01Official Venezuelan claims include 7,000 tons of gold, potentially the world's largest reserve, 33.8 million tons of diamonds, 3.6 million tons of iron ore, 200 million tons of bauxite, and 340 million tons of nickel.
- 50:18Hugo Chavez announced in 2009 that Venezuela possessed 100 billion dollars in coal town reserves.
- 50:25Coultan, columbite, tantalite is essential for tantalum capacitors used in virtually all modern electronics, military weaponry, clean energy technology, and defense systems.
- 50:36Global tantalum production runs between 1,100 to 1,500 metric tons annually, with uh China controlling 60% of processing capacity.
- 50:48Venezuelan coalton enters global supply chains through intermediary processors with materials frequently ending in Chinese processing facilities.
- 50:56Natural gas, uh Venezuela holds approximately 200 trillion cubic feet of natural gas reserves, representing 60% of Latin American reserves.
- 51:06Currently, the country vents or flares uh 40% of its production, representing over 1 billion dollars in annual opportunity cost.
- 51:16The uh China-Venezuela strategic partnership, formalized under Hugo Chavez in 2007, represents China's single largest sovereign lending relationship.
- 51:25According to aid data research, Venezuela received over 105 billion in loans and grants from China since 2000.
- 51:35The People's Map of Global China documents total Chinese financing at 62.3 billion, representing the largest amount of Chinese lending to any single country.
- 51:46The China-Venezuela joint fund, CVJF, established in 2007, created a loans for oil mechanism, whereby China Development Bank provided advanced financing to Venezuela's State Development Bank Bandez and repaid through PDVSA oil shipments to CNPC refineries in China.
- 52:08Venezuelan oil sales to China, National United Oil Corporation were deposited in escrow accounts at CDB, from which debt service payments were extracted before Venezuela could access remaining funds.
- 52:18Venezuela has cleared approximately 51 billion of historic debt via oil for loan swaps, but still carries an estimated 12 to 19 billion in outstanding obligations to Chinese creditors.
- 52:31Prior to the intervention, 85% of Venezuelan crude production was destined for Chinese refineries.
- 52:37Venezuela shipped over 300,000 barrels per day to China, specifically for debt service, representing roughly one quarter of total exports.
- 52:45Only 30% of production generated discretionary cash flow for the Venezuelan state.
- 52:51Financial losses, the outstanding $12 to $19 billion in Venezuelan debt to Chinese creditors faces severe restructuring risk.
- 52:57As America's quarterly noted with our own, with an outstanding balance of 19 billion, it is highly unlikely that China will ever get repaid in full.
- 53:07The situation exemplifies geoeconomics gone wrong, demonstrating that large financial outlays cannot purchase lasting strategic influence in unstable environments.
- 53:16Commodity access disruption.
- 53:18The intervention terminates Chinese preferential access to Venezuelan oil.
- 53:21At the precise moment, Beijing's energy security requirements remain acute.
- 53:25U.S.
- 53:26control of Venezuelan critical minerals, particularly coal tan and gold, disrupts supply chains that fed Chinese processing facilities.
- 53:35China's 60% control of global tantalum processing capacity depends on feedstock from sources, including Venezuelan smuggling networks.
- 53:44Credibility degradation.
- 53:46Capital economics assessed that Venezuela had become China's strongest ally in Latin America.
- 53:50If things go according to U.S.
- 53:52plan, that will be over.
- 53:54The intervention demonstrated the limits of Chinese security guarantees in the Western hemisphere.
- 54:00Beijing could not protect its most significant Latin American partner from U.S.
- 54:05military action despite decades of investment.
- 54:08Timing as deliberate provocation, the capture of Maduro within hours of meeting China's special envoy was interpreted in Beijing as intentional humiliation.
- 54:18Chinese social media users drew direct comparisons to potential Taiwan scenarios with the hashtag gaining 440 million views on Weibo.
- 54:26The Chinese foreign ministry declared itself deeply shocked and uh strongly condemns what it characterized as hegemonic acts violating international law.
- 54:35Beijing demanded the United States ensure the personal safety of President Maduro and his wife and demanded that the U.S.
- 54:41release them immediately and stop subverting the Venezuelan regime.
- 54:46China backed Russia's request for an urgent UN Security Council meeting.
- 54:51Despite rhetorical condemnation, Beijing signaled no practical retaliation.
- 54:55Venezuela was not discussed in late 2025 Trump Xi communications.
- 55:01Chinese response to earlier December 2025, U.S.
- 55:04strikes on Venezuelan ships was so muted that one media organization asked whether Beijing had ditched Caracas.
- 55:11President Trump assessed that the operation would not impact his very good relationship with Xi Jinping.
- 55:16Trump's planned April 2026 visit to China remains confirmed.
- 55:20Bloomberg reported that Trump's Maduro capture sparked widespread discussion on Chinese social media, with many users observing that the operation offered a template for how Beijing could handle Taiwan tensions.
- 55:32Future Chinese response scenarios.
- 55:34Scenario A, strategic accommodation.
- 55:37China may calculate that confrontation over Venezuela offers unfavorable cost-benefit ratios.
- 55:44Beijing would accept losses on Venezuelan debt, seek negotiated access to resources through whatever government emerges, and redirect Latin American engagement toward partners less exposed to U.S.
- 55:55intervention.
- 55:55This path prioritizes the broader U.S.-China relationship over a single country.
- 56:00Scenario B: asymmetric escalation.
- 56:04Beijing may respond asymmetrically outside the Western Hemisphere.
- 56:08Potential vectors include accelerated Taiwan pressure, intensified South China Sea activities, cyber operations against U.S.
- 56:17infrastructure, or economic retaliation through rare earth export restrictions.
- 56:23October 2025, rare earth controls demonstrate willingness to weaponize commodity dominance.
- 56:30Scenario C, BRICS institutional response.
- 56:33China may channel response through BRICS mechanisms using the multilateral framework to condemn U.S.
- 56:38unilateralism and accelerate alternative financial infrastructure.
- 56:42Scenario D, long-term repositioning where China may accept U.S.
- 56:45short-term losses while waiting for U.S.
- 56:47reconstruction efforts to encounter difficulties.
- 56:49Venezuelan infrastructure has deteriorated catastrophically, and restoration will require billions in investments over years.
- 56:55If reconstruction stalls or a successor government proves unstable, China could re-emerge as the development partner.
- 57:01Beijing has demonstrated a willingness to invest on multi decade timelines.
- 57:06Thanks for listening to part two of this series.
- 57:09China's strategic assault on dollar hegemony through banking infrastructure, critical mineral dominance, and the architecture of de-dollarization.
- 57:17When we continue with part three of this series, we'll pick back up with the U.S.
- 57:22military intervention in Venezuela in January 2026.
- 57:27Take care and see you next time.
